About the Find Maroondah

The Find Maroondah is a community paper that aims to support all things Maroondah. We want to provide a place where all Not-For-Profits (NFP), schools, sporting groups and other like organisations can share their news in one place. For instance, submitting up-andcoming events in the Find Maroondah for Free.

We do not proclaim to be another newspaper and we will not be aiming to compete with other news outlets. You can obtain your news from other sources. We feel you get enough of this already. We will keep our news topics to a minimum and only provide what we feel is most relevant topics to you each month.

We invite local council and the current council members to participate by submitting information each month so as to keep us informed of any changes that may be of relevance to us, their local constituents.

We will also try and showcase different organisations throughout the year so you, the reader, can learn more about what is on offer in your local area.

To help support the paper, we invite local business owners to sponsor the paper and in return we will provide exclusive advertising and opportunities to submit articles about their businesses. As a community we encourage you to support these businesses/columnists. Without their support, we would not be able to provide this community paper to you.

Lastly, we want to ask you, the local community, to support the fundraising initiatives that we will be developing

and rolling out over the coming years. Our aim is to help as many NFP and other like organisations to raise much needed funds to help them to keep operating. Our fundraising initiatives will never simply ask for money from you. We will also aim to provide something of worth to you before you part with your hard-earned money. The first initiative is the Find Cards and Find Coupons – similar to the Entertainment Book but cheaper and more localised. The Find Maroondah was established in 2019 and is owned by the Find Foundation, a Not-For-Profit organisation with a core focus of helping other Not-For-Profits, schools, clubs and other similar organisations in the local community - to bring everyone together in one place and to support each other. We provide the above organisations FREE advertising in the community paper to promote themselves as well as to make the community more aware of the services these organisations can offer. The Find Maroondah has a strong editorial focus and is supported via local grants and financed predominantly by local business owners.

The City of Maroondah is a local government area in Victoria, Australia in the eastern suburbs of Melbourne. Maroondah had a population of approximately 118,000 as at the 2019 Report which includes 9000 business and close to 46,000 households. The City of Maroondah was created through the amalgation the former Cities of Ringwood and Croydon in December 1994.

What does a Conservation group actually do?

Our focus, is both locally and more broadly, wherever we can lend our support.

SAVING PRECIOUS HABITAT

In Knox, a disused dam on land owned by Dept Agriculture has become the habitat for the threatened Blue Billed Duck. CCS supports Knox Council along with many other groups as this two sided debate is decided at VCAT, whether the duck deserve a home, or whether more houses are built in a way that destroys the lake.

SAVING PRECIOUS VEGETATION

At Croydon Station and at Ringwood East Station the decimation of mature trees to make way for the alterations to the rail line. CCS has been lobbying very hard to save at least a portion of the Crane memorial planting along Wicklow Avenue. LXRP have promised to keep 40% of the trees along Wicklow Avenue memorial planting.

MONITORING NEW DEVELOPMENT IN YOUR AREA

We encourage residents to sign up to Planning Alerts, to know what properties in your close proximity are to be developed, so that you can object to clear felling or illegal tree removal via your Councillor or straight to the Planning department of your Council. https://www.planningalerts.org.au/

LEARNING AND INFORMING OUR COMMUNITY

We are active in learning about Climate Change and the effect on certain species, that may succumb.

It is not as easy as choosing trees from WA or QLD and hoping that will work, as different species assist in being food sources for bird life, it needs to be a whole ecological approach.

COLLABORATING WITH BUSINESS

We work with a local business for half a day, assisting a group of workers who want to give back to the community in a joint planting with MCC bushland team. We have enhanced Ringwood Lake, and this year will plant along Mullum Mullum creek, to help protect one of two major waterways that run through our region.

The moth only lasts about 2 days just long enough to lay eggs for the following year.

Croydon Conservation Society is a registered charity, and as such donations can be made, or you can become a member for $15 annually to help support our work.

UTILIZING OPEN SPACE FOR PUBLIC USE

Along the Healesville freeway reserve CCS supports the concept of temporary or semi- permanent use of the land as passive bike tracks, walking paths, revegetated land with trees to offset what is lost at the rail line. There is a FB group which is already creating change, called Friends of Healesville freeway reserve friendsofthehealesvillefreewayreserve.org

ENCOURAGING APPRECIATION OF BIRD LIIFE

We have created a demountable tree, that is available free to borrow, for schools or even retirement villages as an activity to create a particular bird (templates available) which can then be mounted on the tree, for a display.

Changes to instant asset write-off scheme from 1st July 2023

Have you thought about purchasing another asset for your business, but you are unsure if you should or not? Is there any benefit in doing so before 1st July 2023?

Here we try to explain what the changes are and whether or not you should consider purchasing an asset before 1st July 2023.

In summary, here are the changes:

• Temporary full expensing will end 30 June 2023.

• From 1 July 2023 to 30 June 2024, the instant asset write off threshold will be $20,000 per asset.

On Budget night we heard that the Instant asset write-off measure would end this financial year. From 1 July, it will revert to the previous instant asset write off scheme, but with a higher threshold.

Rather than dropping immediately to $1,000, the threshold will be $20,000 per

asset until 30 June 2024, which means that eligible businesses with revenue under $10 million will be able to write off the full value of eligible assets up to $20,000 that are first used or are installed ready for use during FY 2023-24. With the threshold applying per asset rather than per business, multiple assets up to $20,000 that meet the criteria can be written off immediately.

Time to talk

It might be time to talk to your accountant about any changes that might be coming, and how they will impact capital asset plans in our business.

Those planning to take advantage of temporary full expensing need to do so before EOFY, with the asset installed and ready for use. Those considering purchases early in the new FY may consider bringing those plans forward to take advantage of the scheme, but cash flow impacts need to form part of the decision.

Asset eligibility

Other business owners who plan to invest in assets up to $20,000 in the next FY and take advantage of the instant asset write off should not count on the temporary measure extending beyond 30 June 2024 – the assets must be ready for use by that date.

It could be better to wait

Those businesses considering assets that are eligible for the Small Business Energy Incentive may consider waiting until after EOFY regardless of the end of temporary full expensing.

Eligible businesses will be able to claim a bonus tax deduction of 20% for spending on assets that supports electrification and energy efficiency that are installed during FY24 with a maximum claimable expenditure of $100,000.

This sets a ceiling of $20,000 as the maximum bonus tax deduction.

The 5 C’s of Lending – The Secret to Getting Your Mortgage Application Approved

MORTGAGE BROKERING

There are many aspects to a Home Loan Application that financial institutions consider when assessing whether to approve or decline the application. Primarily the success or failure of an application will come down to the applicant’s ability to overcome the 5 C’s of credit: Character, Collateral, Capacity, Capital and Conditions. So what are these C’s and how do they impact on your ability to get a Home Loan.

CHARACTER

The first C of Character is based on your willingness to repay your mortgage. Lenders will refer to your credit history when determining whether you have a proven track record of repaying any previous credit facilities on time, or have operated a continuous credit line such as a credit card within the terms of the facility. Any issues identified on your credit history, such as payment defaults or bankruptcy, may immediately see your application fail this test and therefore it is declined.

Other aspects of the Character test that are considered are:

- The applicant’s employment stability.

- Does the applicant change address regularly?

- Are bill payments made on time?

If your credit history is not great it does not mean you are unable to get a Home Loan. You may need to consider looking at non-conforming Home Loans, which are available for applicants who may not overcome the Character test when applied to credit.

CAPITAL

Capital is the second C and represents the applicant’s net worth, the value of your assets minus the liabilities. Effectively the lender will look at personal assets like cars, savings in your bank accounts, investments such as shares and any property that you own, and deduct things like credit cards, personal loans and any other loans or credit facilities you have at the time of submitting the application. The value left is your net worth.

The lender considers this as it demonstrates an applicant’s ability

to accumulate assets. It works in conjunction with the first C, Character, as the willingness to repay debt should improve an applicant’s net worth.

An applicant’s life stage will also influence whether an applicant passes the Capital test. A young applicant would not be expected to have accumulated as many assets when compared to a middle-aged applicant. Where an older applicant does not have a significant net worth it may indicate that they spend too much and haven’t allocated any money into savings or buying other assets. Some lenders will decline an application where the applicant’s net worth is below what is expected of someone of their age.

CAPACITY

Lenders use the third C of credit, Capacity, to determine an applicant’s ability to repay the proposed debt. They measure this by calculating all forms of income an applicant receives (salary, rental from investment properties, share dividends, some Government pensions) and compares this to the loan repayments or commitments an applicant currently has, including any living expenses, credit card limits, personal loans or other loans. Should there be enough income left over after deducting these repayments to meet the proposed repayment on the Home Loan requested, then Capacity has been met. Please note that Banks will use a default interest rate, usually a margin of 2.5% above the advertised interest rate, when completing Capacity calculations, as they like to see that the applicant will be able to meet the repayments should interest rates go up.

COLLATERAL

Collateral refers to the property that is used to secure the loan. For a Home Loan this is the property that you will be purchasing or, for a refinance, a property you already own. Typically, the value of the security should be greater than the size of the home loan requested.

The fourth C is very critical to the success of your loan application as the lender must hold adequate security to ensure their risk of lending to you is mitigated. If you’re unable to make your mortgage payments as agreed, the bank has the right to seize your property to repay the debt after all other avenues have been explored. There needs to be sufficient value in the Collateral offered to clear the debt in full should this situation occur. There are other options available should you be unable to meet the Collateral requirements, such as guarantor loans, that you may be able to consider.

CONDITIONS

The final C is the one that can be the most challenging to meet as it is sometimes out of the applicant’s control. Conditions refers to the general market conditions that are present at the time you apply for the loan, such as the current interest rates available, perceived employment security and other events that may impact on your ability to meet the proposed loan repayments. This is particularly pertinent to the current situation we have with an increasing interest rate environment and cost of living pressures, so lenders are taking a conservative approach when considering whether the current market conditions will impact on a borrower’s ability to repay the proposed debt. If you are able to pass all of the 5 C’s you should not have difficulty proving you are a credit-worthy prospect and would meet the criteria to have your application approved. However even if you don’t pass all of the 5 C’s there still may be options out there to assist you. Your mortgage broker is best-suited to help you navigate through the market and find the most appropriate solution that meets your needs.

Your club needs to take immediate action and carry out a review to determine why your club could be in such a position.

The review needs to identify the problems along with the action that your club needs to seriously undertake to ensure your clubs survival.

If it’s a financial issue – in other words a lack of funds - then the club needs to look at its revenue streams and develop plans to remedy the situation as a matter of urgency.

What’s an impersonation scam?

An impersonation scam is when a scammer contacts someone by phone or SMS and impersonates a bank or other service company. They then convince the customer to authorise transactions, make a payment, or provide personal information.

Scammers go to great lengths to look authentic. Before contacting someone, scammers do their research and have well-thought-out details at hand, such as partial card and account numbers. This level of detail allows the scammer to gain the customer's trust as they sound more convincing.

Recently, scammers have been coldcalling people and using sophisticated scripts and techniques to sound more professional and believable. For example, scammers may introduce themselves as a Macquarie employee using names and job titles obtained on platforms such as LinkedIn to convince the customer that they’re talking to someone from Macquarie.

Get on top of the flu season

The following herbs can be a great winter beverage to prevent colds and flu, some of them will be easy to find as teas, others you may need to buy as dried herbs and use a tea infuser. This list can help you to understand the difference between different immune herbs, by looking at their individual properties:

• Echinacea – antiviral, antibacterial, tonic, immune modulating, antiinflammatory

• Elder – anticatarrhal (eliminates mucous), anti-inflammatory

• Rosemary – antimicrobial, antiinflammatory, antioxidant

• Thyme – antiviral, antibacterial, expectorant

If you find yourself coming down with a fever, along with the herbs above you can also help your body fight the virus. In the early stages of a fever, the body increases the basal temperature in order to kill the virus, so long as you are comfortable and the fever is under 39C, assisting the increase in body temperature can help to reduce the length of the fever (seek medical advice if you are pregnant, treating an infant, uncomfortable, or have a medical condition where a fever could be dangerous). Wrap yourself in a warm blanket and have warm drinks such as lemon, ginger and honey tea. Ginger is anti-inflammatory and stimulates circulation, lemon is high in vitamin C, and honey is antimicrobial.

For a sore throat licorice root tea is soothing and if you have lost your voice, can help to get it back sooner. It’s important to listen to your body, if you feel like staying in bed and resting, it might just be what you need!

The Victorian COVID Debt Recovery Plan “levy”

The COVID-19 pandemic has brought about unprecedented economic challenges globally, with governments around the world implementing various measures to mitigate its impact. One such measure that has been proposed in some countries is the COVID Debt Recovery Plan "levy." This levy is intended to help recover the significant debts accumulated during the pandemic and support economic recovery in the aftermath.

The COVID Debt Recovery Plan levy is a financial mechanism whereby a specific percentage or amount is imposed on certain individuals, households, or businesses to contribute towards repaying the debts incurred due to the pandemic. The idea behind this levy is to distribute the burden of debt repayment more equitably and ensure that those who have the means to contribute bear a fair share of the recovery costs.

With the increasing Victorian debt, the Labor government, in a bid to find ways to raise further revenue, have decided to source additional revenue via their so called, Covid Debt Recovery Plan, by taxing large businesses and those with additional land as follows:

• From 1 July 2023, large businesses with national payrolls above $10m a year will temporarily pay additional payroll tax. A rate of 0.5% will apply for businesses with national payrolls above $10m, and businesses with national payrolls above $100m will pay an additional 0.5%. The additional rates will be paid on the Victorian share of wages above the relevant threshold and are estimated to raise $3.9 billion to repay COVID Debt over four years.

• From 1 January 2024, the tax-free threshold for general land tax rates will temporarily decrease from $300,000 to $50,000. The family home will remain exempt from land tax. Those who pay land tax will attract a temporary additional fixed charge starting at $500 for landholdings between $50,000 and $100,000.

There will be a $975 fixed charge for landholdings above $100,000 and the tax rates will temporarily increase by 0.1 per cent for both general and trust taxpayers with holdings above $300,000 and $250,000 respectively.

These changes are estimated to raise $4.7 billion to repay COVID debt over four years.

Proponents of the COVID Debt Recovery Plan levy argue that it promotes fiscal responsibility and helps avoid longterm economic instability. By sharing the burden of debt recovery across the population, it reduces the strain on government finances and prevents excessive borrowing, which could lead to inflation or increased taxes in the future.

Additionally, it ensures that those who have profited or remained financially stable during the pandemic contribute their fair share towards rebuilding the economy.

However, critics of the levy express concerns about its potential negative impact on already struggling individuals and businesses.

They argue that imposing additional financial obligations could hinder economic recovery by reducing consumer spending and stifling business growth.

Let’s face it. The Victorian government is nearly at a crisis point regarding their current debt levels. They know they must find more ways to increase revenue and so it makes sense to them to introduce a ‘levy’ and target big business and those more fortunate than us to cover the bill.

As a business owner and employer, it is your responsibility to ensure the health and safety of your employees within your workplace. This includes providing your team with a safe work environment and protection from hazards. You can achieve this by understanding your obligations under the Occupational Health and Safety (OHS) laws and by complying with them. WorkCover Victoria will investigate instances where an employer is not meeting their obligations and will prosecute and fine that employer.

WorkCover Victoria recently reported that an aluminium window and door manufacturer has been fined $70,000 after a worker had four fingers amputated while operating a saw at a Bayswater North factory.

Accent Management Services Pty Ltd was sentenced in the Ringwood Magistrates’ Court in May this year after pleading guilty to a single charge of failing to provide or maintain a safe working environment. The company was fined, without conviction, and also ordered to pay $4,236 in costs.

In November 2020, the worker was using an electric mitre saw to cut lengths of aluminium, which he held steady by hand. After making a cut, the worker began lifting the saw with his right hand, but not enough for the retractable guard to have moved fully back over the rotating blade. As the worker simultaneously reached underneath the saw with his left hand, he made contact with the rotating blade, amputating four fingers.

The injured worker was taken to hospital where all but one of his amputated fingers were reattached.

A WorkSafe investigation found that although the saw was fitted with a pneumatic clamping system to hold aluminium sheets and reduce the risk of bodily contact with the blade, it had become common practice for workers not to use the clamps when making 90-degree cuts.

The court heard it was reasonably practicable for the company to have provided a system of work that required workers to use the pneumatic clamps and timber shims to secure the sheets for all cuts of aluminium when using the saw, and to provide instruction and training to workers on the use of the clamps and shims.

Manufacturer fined after worker's fingers amputated

WorkSafe Executive Director of Health and Safety Narelle Beer said it was up to employers to ensure workers were appropriately trained and using machinery correctly.

“No one should have to suffer such awful injuries at work, there are simply no excuses,” Dr Beer said.

“Safety measures, such as pneumatic clamps in this case, are only effective if employers ensure their workers are properly trained and the equipment is actually being used as intended.”

To manage risks when working with machinery and plant, employers should:

• Identify hazards, assess the risks associated with them, and eliminate or control those risks by isolating them or using an alternative.

• Train staff in the safe operation of machines and equipment and provide written procedures in the worker's first language.

• Develop and implement safe operating procedures in consultation with employees and health and safety representatives.

• Ensure safety guards and gates are compliant and fixed to machines at all times.

• Regularly service and inspect machines and equipment.

• Place signs on or near a machine to alert employees of the dangers of operating it.

The ATO is likely to issue fewer refunds as they tighten on expense claims related to rental properties, work claims and capital gains tax (CGT).

The Australian Taxation Office (ATO) has outlined its focus areas for the 2023-24 financial year, with particular attention being given to rental properties, work claims, and capital gains tax. These areas have been identified as priorities due to their potential for noncompliance and revenue leakage.

The ATO Assistant Commissioner, Tim Loh, has stated, “Within these areas we have identified common mistakes and are particularly focused on addressing these and supporting taxpayers and registered tax agents to get their claims right this year.”

Rental properties have long been a key area of interest for the ATO. With the rise of the sharing economy and the increasing popularity of platforms such as Airbnb, the ATO is keen to ensure that taxpayers accurately report their rental income and claim only legitimate deductions. The ATO will be scrutinizing claims related to rental income, expenses, and depreciation to identify any instances of overstatement or fraudulent reporting. Taxpayers will need to maintain accurate records and ensure they understand the rules and limitations around rental property deductions to avoid potential audits or penalties.

“We expect fewer people will receive a refund or may receive smaller refunds than they were expecting, and more may have tax debts to manage.”

Mr Loh said nine out of 10 rental property owners were getting their returns wrong with errors such as omitting rental income, overclaiming expenses or claiming for improvements to private properties.

With 87 per cent of landlords using tax agents to prepare their returns, the ATO said its analytics systems could now highlight residential property loans along with other rental data.

“We encourage rental property owners and their registered tax agents to take extra care this tax time and review their records before lodging their return,” Mr Loh said.

ATO Focus for 2023-24 FY:

Rental properties, work claims, & CGT

The ATO was especially concerned to ensure rental property owners understood how to correctly apportion loan interest expenses where part of the loan was used for private purposes.

“You can only claim interest on a loan used to purchase a rental property to earn rental income,” Mr Loh said. “If your loan also includes a private expense, such as for a new car or a trip to Bali, you can only claim an interest deduction for the portion relating to producing your rental income.”

In addition to rental properties, the ATO will be closely examining work-related expense claims. This area has always been a focus for the ATO, as it represents a significant portion of individual taxpayers' claims. However, with the increasing prevalence of remote work and the blurred lines between personal and business expenses, the ATO aims to ensure that taxpayers are correctly apportioning their claims and not inflating deductions. Taxpayers will need to keep detailed records, such as receipts and logbooks, to substantiate their claims and be prepared to provide evidence if requested by the ATO.

Capital gains tax (CGT) is another area where the ATO will be directing its attention. With the property market experiencing significant growth in recent years, there is an increased likelihood of taxpayers making gains on the sale of their assets. The ATO will be closely monitoring these transactions to ensure that taxpayers are correctly calculating their CGT liabilities and reporting them accurately. Taxpayers should ensure they are aware of the CGT rules, including the availability of any exemptions or concessions, to avoid unintended non-compliance.

Last year’s tax crackdown on crypto has morphed into a broader concern over CGT events for a wide range of assets.

The ATO said CGT applied to any disposal of shares, managed investments, properties and, of course, crypto.

“To ensure you are meeting your obligations and paying the right amount of tax, you need to calculate a capital gain or capital loss for each asset you dispose of unless an exemption applies,” the ATO said.

To support its focus on these areas, the ATO will be leveraging data-matching technology and advanced analytics to identify patterns and anomalies. This will allow them to target specific taxpayers or industries where noncompliance is more likely. The ATO will also be conducting education campaigns to inform taxpayers about their obligations and provide guidance on how to meet their tax obligations correctly.

It is essential for taxpayers to be proactive in understanding their tax obligations, keeping accurate records, and seeking professional advice if needed. HECS-HELP debts increase with inflation

HECS-HELP debts in Australia are designed to increase with inflation to ensure their real value is maintained over time. Whilst not great news for those students who are about to finish VCE and embark on a TAFE or university course and were considering accessing HELP loans, the good news is that the threshold that determines the income level at which borrowers are obligated to start repaying their debts has risen in line with inflation as well. The Government has released details of repayment incomes and rates for the HELP for the 2023-24 income year.

The minimum repayment income is $51,550 for the 2023-24 income year. For full details, see here. This means that individuals earning below this threshold are not required to make any repayments towards their HECS-HELP debts. However, once an individual's income surpasses this threshold, a portion of their income is automatically deducted through the taxation system to contribute towards the repayment of their debt.

By linking HECS-HELP debts to inflation and implementing a repayment threshold, the Australian government aims to ensure the accessibility and fairness of higher education funding, making it manageable for students while also maintaining the sustainability of the system.

Minimum 50% Drawdown of pensions is set to end

The ATO has reminded all retirees and SMSF trustees that the temporary 50% reduction in the minimum annual payment amounts for account-based pensions/annuities and similar products will not be extended to the 2023-24 financial year.

The temporary reduction of minimum pension drawdown rates was initially implemented to address the financial strain faced by retirees during the height of the pandemic. As the world grappled with the economic impact of lockdowns and restrictions, retirees faced reduced income and uncertain financial futures. In recognition of this hardship, governments sought to provide immediate relief by allowing individuals to draw down a lower minimum percentage of their pension savings, typically 50% of the standard rate.

However, as economies recover and financial markets stabilize, the need for these reduced drawdown rates diminishes. Governments and financial authorities have closely monitored economic indicators and assessed the prevailing circumstances to determine the appropriate time to revert to the prepandemic minimum pension drawdown requirements. The decision to end the temporary 50% drawdown rates reflects this evaluation and signals a return to a more normal pension landscape.

Domperidone, sold under the brand name Motilium, is a prescription medicine generally used for nausea and vomiting. However, in lactating mothers it is also used off-label to aid breastmilk production. It is used in cases of low supply and when extra breastfeeding or expressing are not enough to increase milk supply.

Domperidone belongs to a class of drugs known as dopamine antagonists, and it primarily works by blocking the dopamine receptors in the brain. Dopamine is a neurotransmitter that inhibits the release of prolactin, a hormone responsible for milk production. By blocking dopamine receptors, domperidone increases prolactin levels, thereby promoting lactation.

The use of domperidone in breastfeeding mothers with low milk supply has gained popularity due to its potential to enhance milk production. It is often prescribed

when other non-pharmacological methods, such as frequent breastfeeding, proper latch, and adequate hydration, have failed to improve milk supply.

Clinical studies have demonstrated the effectiveness of domperidone in increasing milk production. It has been shown to enhance prolactin levels and significantly improve milk supply in lactating mothers. However, the exact mechanisms by which domperidone stimulates milk production are not fully understood. It is believed to work by increasing the release of prolactin from the pituitary gland and by stimulating the suckling reflex in infants.

When prescribed for lactation support, domperidone is typically taken orally as tablets or suspension. The dosage and duration of treatment vary depending on individual needs, and it is important to follow the healthcare provider's instructions. Domperidone is usually started at a low dose (1x 10mg tablet) and gradually increased as necessary, commonly to 30mg (3x 10mg tablets) per day. Payday super to be introduced

As part of the 2023 Federal Budget, the government has announced the introduction of “payday super”.

Aiming to provide better retirement outcomes for employees, from 1 July 2026, employers will be required to pay their employees super at the same time as their salary and wages.

Payday super to be introduced

As part of the 2023 Federal Budget, the government has announced the introduction of “payday super”.

Aiming to provide better retirement outcomes for employees, from 1 July 2026, employers will be required to pay their employees super at the same time as their salary and wages.

Small business energy incentive

Businesses with an aggregated turnover of less than $50 million will be entitled to a 20% deduction for expenditure that supports electrification and more efficient use of energy.

This bonus deduction will be available for expenditure incurred from 1 July 2023 until 30 June 2024.

The additional deduction will be available for eligible expenditure of up to $100,000 and is therefore capped at $20,000 for each business.

The temporary measure will apply to eligible assets or upgrades first used or installed ready for use between 1 July 2023 and 30 June 2024.

Small business instant asset write-off to be reintroduced

With the temporary full expensing (TFE) incentive due to end on 30 June 2023, the federal government has announced the reintroduction of the small business instant asset write-off.

This measure will provide businesses with cash flow support and reduce compliance costs. Assets that cost $20,000 or less may be eligible for this incentive.

From 1 July 2023, small businesses with aggregated annual turnover of less than $10 million will be able to immediately deduct the full cost of eligible assets.

Eligible assets must be first used or installed ready for use between 1 July 2023 and 30 June 2024, and the write-off applies on a per asset basis.

Housing measures announced for affordability and ownership

A number of housing measures have been introduced in the 2023 Federal Budget to support social and affordable housing and improve access for home buyers.

These measures aim to combat the current social housing affordability difficulties that buyers face and provide easier access to home ownership.

From 1 July 2023, eligibility criteria for the Home Guarantee Scheme will be expanded to allow any 2 eligible people to be joint applicants for a guarantee, which has previously been restricted to spouses and de facto partners.

The government will also increase resources devoted to supporting social and affordable housing along with aiming to provide more houses under the Home Guarantee Scheme.

Small business lodgment penalty amnesty

A number of measures aiming to support small businesses were announced by the Labor government as part of the 2023–24 Federal Budget.

As part of that, small businesses will be given an amnesty which will remit eligible failure-to-lodge penalties for late lodgments.

This measure will provide small businesses with cash flow support and reduce compliance burdens of applying for a remission.

At this stage this is a proposed measure and will require parliamentary approval to become law.

Increased amendment period for small businesses

The federal government announced in its 2023–24 federal budget a measure that will provide small businesses with an additional 2 years to amend their income tax returns.

At present, the Commissioner may amend an assessment for small to medium business taxpayers for up to 2 years.

This proposed measure aims to help small businesses deal with the compliance burden of having to apply for an extension of their amendment period.

This measure, subject to receiving parliamentary approval, will commence from 1 July 2025.

Update on NALI amendments for SMSF general expenses

The non-arm’s length income (NALI) measure announced by the Coalition government in 2022 will be amended to provide greater certainty to taxpayers.

The intention of the proposal is to include a factor-based approach for trustees to be able to adequately calculate the amount of SMSF income that is NALI income. This factor-based approach applies to a situation where general expenses of the fund are not at arm’s length amounts.

The factor-based approach would apply to general fund expenses incurred after 1 July 2023.

Council’s Tree Maintenance team will be out and about until September planting over 2500 new trees in Maroondah.

A mix of indigenous and exotic species will be planted along nature strips and walking trails, and in safe Walk and Ride to School zones. Maroondah’s parks and reserves will also benefit from additional greening.

Trees and shrubs are planted annually throughout the city, either in place of plants that have reached their end of life or to build on Maroondah’s leafy environment.

The best time for trees to be planted is during the cooler months when trees are not exposed to heat stress and can establish quickly.

Street trees are specifically chosen for their site suitability, environmental benefits, resistance to drought and ease of maintenance.

Factors such as tree height, spread, form, growing space, powerlines, drains, neighbourhood character and traffic are also considered when selecting trees to be planted to protect and enhance the urban forest in Maroondah.

Maroondah branches out with over 2500 new trees

School zone planting program

In June, Council’s Tree Maintenance team will be planting more than 400 trees along the Walk to School routes of Croydon Primary School, Ainslie Parklands Primary School, Eastwood Primary School and Heathmont East Primary School.

These Walk to School routes have been identified as having lower canopy cover and tree populations, so the new additions will increase shade and canopy cover, ensuring the walk to school is safe and enjoyable for children and families. We encourage school children and families to keep an eye out for these new trees and watch as they grow over the coming months and years.

The school zone planting program will be rolled out along all participating primary schools’ Walk to School routes in Maroondah over the coming years and for all schools within Maroondah in the coming decade.

National Tree Day

National Tree Day is held on the last Sunday of July each year and encourages people to get their hands dirty and give back to their community.

Council is once again supporting National Tree Day by co-hosting a free planting day at Eastfield Park in Croydon with Friends of Tarralla Creek and the First Friends of Dandenong Creek. Come along on Sunday 30 July at 10am and help plant 4500 plants to enhance

Renewable energy agreement powers savings

Council is making substantial cost and emissions savings by powering its municipal offices, community buildings, leisure centres and sports grounds with 100 per cent renewable energy.

Maroondah is one of 51 councils to have switched to renewable energy through the Victorian Energy Collaboration (VECO), which enables Councils to source clean renewable energy generated from Victorian wind farms.

In the first year of joining VECO, Maroondah and fellow VECO Councils have collectively saved $2.6 million in energy costs, while local carbon emissions have been cut by around 5900 tonnes. Not only does this benefit the environment, but it means savings can be redirected to other Council services and programs.

Mayor of Maroondah, Councillor Rob Steane, said the partnership has led to positive outcomes.

“Council has been achieving some excellent progress in sustainability through our work with the Victorian Energy Collaboration, and we are proud that Maroondah has been certified as one of only 10 carbon neutral Councils in Australia,” Cr Steane said.

“As part of Council’s clean, green and sustainable vision for the future, our work in this space will continue to make a difference and help future generations access the same opportunities we enjoy today.”

Launched in July 2021, VECO is the largest-ever emissions reduction project undertaken by local government in Australia. The collective investment in Victorian renewables has delivered partnering Councils with cheaper electricity under a 9.5-year deal with supplier Red Energy.

From July 2021, that renewable energy has been used to power Council-owned infrastructure, such as community venues, leisure centres and sports grounds. Through the collective buying of renewable energy, Councils have already saved around 172,000 tonnes of greenhouse emissions – the equivalent of powering up to 35,000 homes or taking 66,000 cars off the road each year.

Maroondah’s VECO investment is not only helping Council to reduce its operating costs, but also ensures we maintain our status as a Carbon Neutral organisation – further helping us to achieve our emissions reduction.

Solar Savers Program

Council is also taking part in the Solar Savers Program through our partnership with the Eastern Alliance for Greenhouse Action (EAGA). The program supports Maroondah residents, including homeowners, renters and businesses, who would like to install rooftop solar and battery storage, connecting them

with technical advice and information about available rebates.

Rooftop solar is great for reducing electricity costs and greenhouse gas emissions, especially if you:

• use appliances during the day

• work from home

• spend 3 to 4 days at home each week

• care for someone in need.

Residents can register for the free Solar Savers information session on Wednesday 14 June to learn more about solar energy and discover whether it is a suitable renewable energy solution for their home.

The aim of road safety education is for educators to work with children and their families to develop skills, behaviours and attitudes that assists children to be safer on our roads as passengers, pedestrians and users of bicycles and other wheeled toys.

Road safety education (RSE) requires intentional (thoughtful, purposeful, and deliberate) planning that articulates the way educators support children to acquire the skills to be effective road users into the future.

Road safety education must be evidence based and match the child’s stage of development and level of independence as a road user. As children develop these skills, they become safe and active participants in their communities, now and into the future.

Celebrating Maroondah’s Volunteers

With National Volunteer Week upon us, Council is acknowledging the invaluable contribution volunteers make to the Maroondah community.

National Volunteer Week, which runs from Monday 15 May to Sunday 21 May this year, recognises the vital support that millions of volunteers provide to their communities across Australia and encourages others to take up volunteering too.

Council acknowledged the many wonderful volunteers who provide a range of services and activities to the Maroondah community at the annual Community Volunteers function on Tuesday 16 May.

Mayor of Maroondah, Councillor Rob Steane, said volunteers are an essential part of our community.

“To all the volunteers across Maroondah, thank you for your dedication and generosity. Each of you plays an important role within your communities - be they school, business, family or friendship groups - and helps ensure Maroondah residents can access a range of services,” Cr Steane said.

“Your work is invaluable and very much appreciated by our community.”

Graham and Bev volunteer with Maroondah Probus, which connects retirees with social opportunities and leisure activities. They joined the group 19 years ago and have volunteered since then, with Graham currently serving his second term as President of the committee.

Graham enjoys the energy that volunteering brings while helping the community. Along with serving as President, he has been a convenor for a range of Probus activities over the years and has encouraged other members to share their special interests to “make someone else’s life a bit better”.

“It doesn’t seem like work, it’s fun for me, and if I can generate that for anyone else, that’s a real plus,” Graham said.

“Sitting here today, it felt great being a volunteer. It was great to look around the room and say, this is not about me, it’s about the community. No one is getting paid to do it, they’re doing it because they want to.”

Bev enjoys “mixing with others” and the friendships that volunteering can bring. She has assisted Graham with various roles over the years and said they “have enjoyed it all”.

“I started off doing welfare, but I’ve assisted Graham a lot - he’s done a lot of roles. I try to help where I can in a support role. So, the secretary was away a few weeks ago and I took the meeting minutes, things like that. But we’ve found as a team it works really well,” Bev said.

Jake has volunteered with Ringwood Football and Netball Club for seven years, including serving as President for five years. Jake also coaches one of the junior teams and is on the junior committee, along with working full-time and playing in one of the teams.

For Jake, volunteering is an opportunity to help others now and in the future.

“For me, it’s about the kids. We didn’t have a junior club years ago. We’ve managed to build one up again and the kids will have somewhere to play now for years to come. Hopefully my kids will have somewhere to play. It’s going to be a legacy that will long outlast me,” Jake said.

Volunteering also helps build a range of skills, Jake said, such as “managing people, doing things that need to be done, and time management”. Lyn has volunteered with Maroondah Symphony Orchestra for more than 15 years. As the Secretary of the committee

and a clarinet player, she enjoys sharing her skills with the community, building relationships and working collaboratively to achieve their goals.

“Being a volunteer means that you get so much more out of the time you spend doing something. I go to rehearsals to practice and volunteering enriches that experience. It’s really about the relationships. Being on the committee and volunteering enables me to interact with everybody,” Lyn said.

Bob and Bruce volunteer with Adventist Development Relief Agency (ADRA) Community Care through the Croydon Seventh-day Adventist Church. The organisation provides free food support for members of the community.

Bob and Bruce have been volunteering for about six years and both started shortly after entering retirement. “We help serve between 50 and 150 cooked meals for a sit-down dinner on a Thursday night and also deliver parcels containing fruit, vegetables and household staples,” Bob said.

For both Bob and Bruce, the work is good fun, but also humbling. “It humbles you - that’s probably the biggest thing I’ve taken from it,” Bruce said.

“We received a lot of chocolate for Easter and I took my load of deliveries to about four or five people in the community. I gave them all a bar of chocolate and said, ‘Happy Easter’. You should’ve seen the smiles on their faces,” Bruce said. “We had one person come in who really needed food. We gave her fruit, frozen food, dairy, vegetables, all sorts of stuff. She was so happy,” Bob said.

“If you can do something to help someone - even the smallest thing - it’s better than not doing anything.”

Maroondah Occasional Care has achieved an Exceeding National Quality Standard (NQS) rating – the highest possible rating – in a National Assessment undertaken by the Department of Education.

The Department noted that the children’s sense of security and confidence at Maroondah Occasional Care was greatly influenced by the support and respectful connections that exist between educators, children and families, as well as between the educators themselves.

Early childhood services Australia-wide are regularly reviewed, assessed and rated against seven outcome areas in the National Quality Standard (NQS) to ensure that there is consistency and ongoing quality improvement in the early childhood sector and that children and families have access to high-quality education and care. Maroondah Occasional Care achieved an Exceeding rating across all seven outcome areas.

Maroondah Winter Shelter

Maroondah Winter Shelter first opened its doors in 2018. The program provides support for homeless men in the Maroondah area. Volunteers provide care and support for up to 12 homeless men by providing homecooked meals, safe overnight shelter and an opportunity to wash and shower.

The program operates during winter, 7 nights per week and accommodation is provided in 7 different churches in Maroondah.

At dinner time our guests and volunteers all sit down together to eat. One guest with tears in his eyes said, this is just like being at home. I feel as though I am with family.

Referrals to the program come via Uniting Ringwood and Wellways. Our program starts 1 June-mid September. We welcome more volunteers, especially for the overnight shift 10pm-7am.

In 2020 when Covid hit, the program was not needed because most homeless people were given accommodation in motels.

Instead, it became a takeaway meals program and offered meals 4 times per week to people needing support. Winter Shelter Meals also provided meals to the staff from Circus Royale who were unable to perform during lockdowns and therefore unable to generate any income.

The meals program has now become a sit-down dining program operating from Croydon and Ringwood, twice per week. If you are interested in any either of our programs, please contact Gitta Clayton or see our web site to apply for the homelessness program or the community meals.

Protecting the Elderly: Combating Abuse and the Issue of Overcharging by Financial Planners

As our society ages, the well-being and protection of our elderly population become paramount. Unfortunately, one of the distressing issues that arise is elderly abuse, which takes various forms and can occur in different settings.

Types of Elder Abuse:

• Physical Abuse.

• Sexual Abuse.

• Emotional or Psychological Abuse.

• Neglect.

• Abandonment.

• Financial or Material Exploitation.

• Self-neglect.

Among the concerning factors related to elderly care, financial exploitation stands out as a significant problem. In this article, we will explore the topic of elder abuse, shedding light on the detrimental impact of financial exploitation and the issue of financial planners charging exorbitant fees for their services.

Understanding Elder Abuse

Elder abuse encompasses any intentional or negligent act that causes harm or distress to older individuals. This mistreatment can occur in homes, care facilities, or even in community settings.

The forms of elder abuse include

physical, emotional, sexual, and financial abuse, as well as neglect and abandonment.

Financial Exploitation: A Disturbing Reality

Financial abuse is a particularly insidious form of elder abuse that poses severe consequences for older adults. It involves the unauthorized or improper use of an elderly person's financial resources for personal gain. Sadly, this form of exploitation can be carried out by various individuals, including caregivers, family members, friends, and, regrettably, even professionals such as accountants and financial planners.

The Role of Financial Planners

Financial planners play a crucial role in assisting individuals, including older adults, in managing their finances and planning for their future. While most financial planners uphold high ethical standards, there have been instances where some have taken advantage of vulnerable elderly clients. One issue that has garnered attention is the concern over financial planners charging excessive fees for their services, which can significantly impact the financial well-being of older individuals.

The Impact of Overcharging

When financial planners charge exorbitant fees, older adults may find their hard-earned savings rapidly depleting, undermining their financial security. This not only compromises

their ability to cover essential expenses but also puts them at risk of financial instability, leaving them susceptible to further exploitation. The consequences of such overcharging extend beyond mere financial strain, as it can also lead to emotional distress and a loss of trust in financial institutions and professionals.

This loss of trust and stress was evident with a new client who came to see us. Mary (not her real name) was concerned about the fees being charged by her current financial planner. After reviewing the advice Mary was provided, which was sub-standard at best and arguably not in her best interest, we then reviewed the fees being charged. Mary was being charged over $9,000 per year for these services, and this was on top of the $11,000 in fees she was paying to her super/pension funds. We felt this amount was unreasonable and did not represent value for money. It was also likely to be in breach of the Code of Ethics that all financial planners must adhere too. All up, Mary was paying over $20,000 in fees per year.

Ideally, all financial planners should be charging fees that represent fair value to the client. In Mary’s situation, our advice fee would be no more than $9,000 per year including the fees for her super/ pension funds.

It should be noted that a fee of $9,000 per year isn’t always too high. The fee should be fair and reasonable for the services being provided. Providing unnecessary services can also be a type of financial abuse. We felt the fees charged by

Mary’s current financial planner were inappropriate for the advice and services being provided to her. It is important to do your due diligence to make sure the fees being charged are appropriate and relevant to your needs and circumstances.

Addressing the Issue

To protect vulnerable elderly individuals and address the issue of overcharging by financial planners, a multi-faceted approach is necessary. Here are some steps that can be taken:

1. Enchanced Regulation and Oversight: Goverments and regulatory bodies should establish robust frameworks to monitor financial planners' practices, ensuring transparency, and preventing abusive practices such as excessice fees. This has taken place with increased education requirements, the introduction of the Code of Ethics, and greater awareness of the external dispute resolution schemes that exists, the Australian Financial Complaints Authority - (AFCA).

2. Education and Awareness: Raising awareness among older adults and their families about the importance of financial literacy can them to make informed decisions and identify potential signs of exploitation.

3. Professsional Ethical Standards: Financial Planning organisations should reinforce ethical standards and hold their members accountable for providing fair and reasonable services specifically targeting the needs of older clients.

4. Collaboration and Support: Collaboration between financial planners, elder advocy organization, and community services can help develop resources, support network, and specialized training to ensure the protection of elderly clients.

Elder abuse, including financial exploitation, is a distressing reality that demands our attention. While financial planners play a vital role in assisting older adults, it is crucial to address the issue of overcharging, which can exacerbate the vulnerability of this demographic. By implementing stronger regulations, increasing awareness, and fostering collaboration, we can create a safer environment for our elderly population, ensuring that they receive the necessary support and protection they deserve.

Remember, if you suspect any form of abuse or financial exploitation of an elderly individual, it is essential to report it to the appropriate authorities promptly.

Valid Periods

Find Restaurant, Find Cafe & Find Brekky, Brunch and Lunch offers can be used at participating businesses any time except the following days: *Christmas Eve *Christmas Day *Boxing Day * New Year’s Eve *New Year’s Day * Valentine’s Day *Good Friday *Easter Sunday *Mother’s Day. Some restaurant/Cafe/ Coffee establishments will have additional terms and conditions on the page where the business is advertising their offer).

All cards will have a ‘Valid End’ date and cannot be used beyond this date. For instance, if the Valid End: 03/24, then the Find Card is NOT VALID from April 2024 onwards.

Present Find Card

You are required to present your Find Card at any participating businesses if you wish to secure the discount or goods/service being offered.

Customer Name/Signature and Valid End Date

All Find Cards must display your name and/or signature and be within the ‘Valid End’ date to be deemed VALID. If your Find Cards does not display your signature and the correct ‘Valid End’ date, the business can refuse to provide the discount offer advertised. The business has the right to ask you to provide other Proof of Identity e.g., Drivers Licence, to match up your name/signature on your Find Card. If they do not match, then the business has the right to refuse the discount offer.

Registration of Find Cards

All Find Cards will have individual credit card numbers. All Find Card participants must provide their Name, Email Address and Post Code prior to using the Find Card. Registering your Find Card will enable the Find Team to email you offers directly. Some offers will only be available for one day so it is important to provide your details so you can be informed of these offers and not miss out.
