2022 Annual Report

A Letter from the Management

In Brazil, three decades have passed in which the even-numbered years have presented us with the opportunity to look at the past, analyze the present and focus on the future. The elections provide us with our democratic right to consider what we want as a nation.

In 2022, being aware of the central role the State plays for Brazilian children, the Fundação Maria Cecilia Souto Vidigal reaffirmed its strategy on two pillars: to leverage public policies and engage society in support of Early Childhood.

The Foundation is committed to helping to ensure that, by 2030, “all girls and boys have access to quality early childhood development, care and pre-primary education so that they are ready for primary education”, target 4.2 of the Sustainable Development Goals (SDGs).

With full engagement of this macro-objective, the Foundation has endorsed its operations

in three thematic areas: early childhood development evaluation, parenting and early childhood education.

The operations employed by the Foundation for fulfillment of the SDGs takes place in the form of five strategies: production of knowledge; support for management of public policies; mobilization of leaders; raising the awareness of society; and strengthening the entire Early Childhood ecosystem.

The post-pandemic context is one of great adversity, notable for food insecurity, setbacks in child education and healthcare, and a waste of the talents of four in every ten girls and boys. This is why we direct all the efforts of our staff, governance and numerous partnerships into serving this cause, confident of that which unites us: love and the potential of Brazilian children.

Finally, what would be the point of a Foundation that is committed to Early Childhood if it could not address the issue in the most literal way possible, providing a foundation and ensuring support, and a structure, base and subsistence for the first years of human life?

About this report

The 2022 Fundação Maria Cecilia Souto

Vidigal annual report brings together the furthest reaching projects and the actions that had the most impact over the course of the year. They are initiatives that show an institution that is firmly pursuing its proposal of ensuring that every Brazilian child is able to develop in a manner that is healthy and full of opportunities.

In this third year of the pandemic, the Foundation, together with different and multiple partners, made every effort to estimate the impacts that have been caused to the attention paid to, and development of, children in Early Childhood, and reinforced its commitment to the targets of the Sustainable Development Goals (SDGs).

New partnerships aimed at strengthening the ecosystem and weighty actions connected to the 2022 elections (with recommendations to candidates for governor for policies linked to Early Childhood) were important

steps in paving the way for a path towards comprehensive child development.

Also as part of a partnership, the Foundation launched groundbreaking studies containing key data for managers’ decision-making and the qualification of Brazilian Early Childhood public policies. Amongst these are the never-before-seen in Brazil “National Quality Assesment of Early Childhood Education”, and the “Inequalities and Impacts of Covid-19 on the Attention Paid to early childhood” study.

They monitor the technical support and cooperation initiatives directly with public authorities and other organizations for the promotion of public policies focused on Early Childhood in the state of Ceará and the municipalities of São Paulo (SP) and Boa Vista (RR), while new actions have been developed, such as the launch of the Science for Early Childhood Award, in Salvador (BA), which recognize scientists from all over Brazil who are committed to research applied to the first years of life.

Training sessions for journalists and communicators in matters related to Early Childhood matured, including a course offered by Columbia University, now in its fourth year, and the second edition of the ‘Early Childhood First - Journalism & Elections’ course, involving new partners, as well as a course of action aimed at independent and marginalized media vehicles led by the ‘Nós, Mulheres da Periferia’ (‘We, the Women on the Margins’) group, addressing Early Childhood from and for the communities on the margins of our cities in various regions of the country.

In the area of digital communication, the Foundation recorded significant advances in its

channels, with the number of views increasing on its website and social media. The visual image of the cartoon character Nenê do Zap’ was changed, with new, more agile and interactive channels of communication being launched, whilst he was also rechristened, now being called ‘Nelson da Silva Neto’.

Over the next few pages you will be reading about all this and much more, so you will begin to understand that, for the Fundação Maria Cecilia Souto Vidigal, Early Childhood always comes first.

A decision-making group, the Board of Trustees is also responsible for the supervision and control of the Fundação Maria Cecilia Souto Vidigal Endowment Fund.

ώ Tracy Francis (Chair) – An Australian who has been in Brazil for 20 years, Tracy graduated in Political Sciences and was awarded an MBA by Stanford Graduate School of Business. She is a senior partner at McKinsey & Company and a member of the company’s Global Operating Committee. In 2022, she assumed the position of Chairperson of the Board of Trustees.

ώ Alexandre Carmona Grynberg – Alexandre is an advertising executive who has worked for large communication agencies in Brazil, participated in Conar’s Ethics Board, the board of the IAB, and operated as a director at Globo. He is a partner and the co-CEO of Colírio Design, a consultancy focused on positive impact, and he is also a member of the Fundação Maria Cecilia Souto Vidigal Communication Committee.

ώ Igor Lima – Igor is a graduate in Aeronautical Engineering, was directorgeneral of distance learning and vicepresident of operations and integration at Kroton Educacional, and CEO of the Sonho Grande Institute. He is an independent member of the Board of Directors, the Academic Committee and coordinator of the YDUQS Performance Monitoring Committee.

ώ Marina Guaspari de Brito Gonçalves

– Marina is the current director of the Guaspari vineyard, located in São Paulo, and participates in the ‘Nós da Fundação group. She is a graduate in Business Administration from FGV/SP and holds a post-graduate qualification in Corporate Finance from the Esade Business School in Spain. She was previously a director at Sertrading SA and a board member of the Fazendo História Institute.

ώ Maria Luiza Pacheco Fernandes de Bueno Vidigal Cepera – Maria Luiza graduated in Pharmacy and Biochemistry, and has worked at the Children’s Institute at the Hospital das Clínicas in São Paulo. She is a partner at Mahil Participações e Empreendimentos Ltda.

and a businessperson in the natural products sector. She is also a member of the Fundação Maria Cecilia Souto Vidigal Investment Committee.

ώ Rachel Maia Accounting Sciences and holds a postgraduate degree in Finance from the University of São Paulo. She is an executive with more than 28 years of professional experience in the consumer and pharmaceuticals sectors. She was previously CEO of Lacoste Brasil. She is currently CEO at RM Consulting Consumer Goods and a member of the Boards of Directors of the Soma Group and CVC.

ώ Sandra Grisi professor with the Pediatrics Department of the University of São Paulo’s Faculty of Medicine. She was superintendent of the institution’s hospital and director of Teaching and Research at the Brazilian Pediatrics Society. She is President of the Graduation Commission of the Pediatrics Commission of FMUSP and is a lifetime member of the Brazilian Academy of Pediatrics. She is also a member of the Fundação Maria Cecilia Souto Vidigal Communication Committee.

Fiscal Board

This body is responsible for the auditing of accounts, and the compliance and risk management of the Fundação Maria Cecilia Souto Vidigal Endowment Fund.

ώ Adriana Katalan (Chair) – Adriana graduated from the University of São Paulo with a degree in Law, and has worked at a number of important law firms in São Paulo. She was assistant professor with the Commercial Law Department at USP. She ran her own law firm, Sampaio e Katalan Advogados, focusing on the Corporate Law, Capitals Markets and Contracts departments, building a client base amongst independent managers and family offices. In 2022 she assumed the position of partner and director of ACG Instituição de Pagamentos S/A, a fintech operating in the areas of corporate cost management and ‘banking as a service’.

ώ Paulo Sergio Miron – Paulo is a graduate in Accounting Sciences, and an executive director of Itaú Unibanco Holding SA, having worked for large Brazilian financial conglomerates including Unibanco, Banco do Brasil and Itaú Unibanco S.A. He is a member of the Brazilian Institute of Accountants.

ώ Roberto Munhoz Miranda – Roberto graduated in Administration and Law, and has previously worked for McKinsey & Company and Pinheiro Neto Advogados. He is a member of the Board of Directors of Dengo Chocolates S.A. and Amata S.A., and of the Fiscal Board of the Arapyaú Institute of Education and Sustainable Development. He is also an executive director at Maraé Investimentos.

Investment Committee

This committee is focused on maximizing the power of the endowment fund’s resources by means of recommendations and expert opinions.

ώ André Reginato (Chair) – André graduated in Electrical Engineering, was a director and member of the Investment Committee of the Estudar Foundation equity fund. He is a founding partner of Dikaios, with responsibility for new business development projects, mergers and acquisitions, financial structuring and financial consultations in general. He is a member of the investment committees of the Endeavour and Umane equity funds.

ώ Guilherme Vidigal Andrade Gonçalves –Guilherme graduated in Law, is a director of UV Gestora, a partner/member of the Baraúna Investimentos Investment Committee and participates in Cia. Nitro Química Brasileira and the Associação Arte Despertar.

ώ Hans Phillip Mueller – Phillip holds a Bachelor of Science in Business Administration, Entrepreneurship and Finance from Babson College. He has worked as an investor at HJM Holding Sàrl for three years. Previously, he worked as a portfolio manager at CPP Investments. He was vice-president in the Real Estate and Private Equity department of Pátria Investimentos and co-founder of Capuri Participações e Investimentos. He also worked in the Real Estate department of Merill Lynch.

ώ Hélio Nogueira da Cruz – Hélio is Senior Professor with the Faculty of Economics, Administration and Accounting of the University of São Paulo, where he was head of the Economics Department, coordinator of general administration and vicerector. He is a member of the University Foundation for Entrance Examinations of the FEA-USP Equity Fund Foundation and the Butantan Institute Foundation of the Zerbini Foundation.

ώ Maria Luiza Pacheco Fernandes de Bueno Vidigal Cepera – Maria Luiza graduated in Pharmacy and Biochemistry, and has worked at the Children’s Institute at the Hospital das Clínicas in São Paulo. She is also a member of the Board of Trustees of the Fundação Maria Cecilia Souto Vidigal.

ώ Roberto Chagas – A graduate in Business Administration, Roberto is the founding partner of Trafalgar Investimentos, where he also acts as director responsible for the Investments in Variable Income Department.

Communication Committee

This is a consultative body responsible for providing support for the actions performed by the CEO and the Foundation’s Communication Department in raising the awareness of society in relation to the cause of Early Childhood.

Teresa Guarita Grynberg (Chair) – A graduate in Industrial Design, Teresa has worked for advertising agencies, such as ISSA D/A, Ogilvy, DM9DDB and Rafic Farah-São Paulo Criação. She is the founding partner and co-CEO of Colírio Design, a strategic design consultancy focused on transformation and positive impact.

Alexandre Carmona Grynberg – Alexandre is an advertising executive who has worked for large communication agencies in Brazil, and has participated in Conar’s Ethics Board, the board of the IAB, and was a director at Globo. He is the founding partner and co-CEO of Colírio Design, a consultancy focused on positive impact. He is also a member of the Board of Trustees of the Fundação Maria Cecilia Souto Vidigal.

ώ Beatriz Azeredo – Beatriz holds a Doctorate in Economics and is a professor with the Economics Institute of the Federal University of Rio de Janeiro, having worked at the BNDES as superintendent and director of the Social Development Department. She was director of Social Responsibility at Rede Globo, executive director of the Desiderata Institute and director of the Public Policies Study Center. She has participated on the Boards of Rede GIFE, Canal Futura and the Museu do Amanhã. She is currently on the board of the Museu da Pessoa.

ώ Clarissa Orberg – Clarissa graduated in Business Administration. She has worked for Google, in the commercial department, since 2009 and, since 2014, she has been manager of children’s and educational content at YouTube Brazil.

ώ Luciana Alves – Luciana is a pedagogue and holds a Master’s in Education. She was consultant on race relations and education at the Centro de Estudos das Relações de Trabalho e Desigualdades (‘Center for the Study of Labor Relations and Inequalities’)

and assistant pro-rector of student matters at the Federal University of São Paulo. She is the author of the book ‘Ser Branco’.

ώ Sandra Grisi – Sandra is a doctor and professor with the Pediatrics Department at the University of São Paulo’s Faculty of Medicine. She operated as superintendent of the institution’s hospital and director of Teaching and Research at the Brazilian Pediatrics Society. She is President of the Graduation Commission of the Pediatrics Commission of FMUSP and is a lifetime member of the Brazilian Academy of Pediatrics. She also forms part of the Board of Trustees of the Fundação Maria Cecilia Souto Vidigal.

ώ Tania Savaget – A professional with more than 20 years experience in branding, design, marketing and communication, Tania has worked for Coca-Cola, Tim, P&G, Natura, Unimed and Cosan. She specializes in brand architecture and language, development and application of corporate culture tools, and engagement and facilitation of construction processes.

The reason for the existence of the Fundação Maria Cecilia Souto Vidigal is to guarantee the full development of every girl and boy in Early Childhood.

Our history

Early Childhood First

The construction of a house begins with its foundation, which should form a strong and stable base upon which everything is supported. For life as part of society, it may be said that this base lies in Early Childhood, the period stretching from birth to 6 years of age. The reason the Fundação Maria Cecilia Souto Vidigal exists is to ensure the full development of all girls and boys in Early Childhood so that they enjoy a healthy and enriching childhood, with their rights fully guaranteed.

Gradually, the Foundation embraced the cause of Early Childhood and, in 2007, applied all of its experience in this period of life, influenced by studies of different areas which prove that the first years are fundamental for the construction of the functions necessary for a child to learn and be happy and healthy. This development process takes place at a very fast rate and what the child passes through and the environment they experience in Early Childhood can either contribute to or prejudice the achievement of their full potential.

Having been in existence for more than 50 years, the Foundation’s history dates back to a laboratory which, in partnership with the School of Medicine at the University of São Paulo (USP), promoted the research, translation and distribution of knowledge in the field of hematology for almost 40 years, until 2001.

The launch of the UN’s 2030 Agenda inspired the Foundation to create a strategy aligned with the Sustainable Development Goals (SDGs) involving Early Childhood, especially target 4.2 of SDG 4 (Quality Education). In addition to this, article 227 of the Federal Constitution of 1988 has established that Brazil

sees the guaranteeing of multiple rights for children, adolescents and young people as an absolute priority.

As such, the Foundation combined its efforts with different players so that, today, the country has established a body of legislation that is amongst the most advanced and aligned with the evidence drawn from the different understandings of Early Childhood: the Legal Framework on Early Childhood, a law resulting from the joint activities of different agents and entities.

As the years passed, different projects were developed in line with this legal framework and the SDGs. In 2022, as part of different partnerships, the Foundation called society’s attention to the need to take a closer look at the challenges related to the lives experienced by children and their families, including a

reevaluation of the reduction of access to health care and social welfare services, the impoverishment of families with small children and the increase in food insecurity.

More than ever, the Foundation believes that, together (parents, carers, social and private public leaders, the press, researchers and the entire ecosystem involving the protection and promotion of children and their families), we are capable of ensuring that Early Childhood is prioritized as it should be. Not tomorrow, but now.

With this commitment at its heart, the Foundation is pursuing its search for new ways to increasingly value and appreciate small children and continue spreading the idea that planting the seeds for full development at this stage means reaping a lifetime of benefits.

The Foundation operates on two main work fronts: the strengthening of public policies on Early Childhood and the activation of society. Within these, there is a range of projects focused on the full development of babies and children in Early Childhood, in which our partners play a leading role.

There are three theme areas associated with the Foundation’s impact targets. Early childhood development evaluation, parenting, and early childhood education.

How we work

Activities

All the projects developed by the Foundation aim to contribute to hitting the 4.2 target of the Sustainable Development Goals (SDGs) using two complementary strategies: the strengthening of public policies and the activation of society in support of the needs of Early Childhood.

Based upon this macro-structure, the Foundation has established five coordinated and integrated action strategies to achieve these objectives:

1) The production of knowledge, aimed at the development of analyses, data and information that support, categorize and collaborate with the other strategies;

2) The mobilization of leaders, seeking to raise the awareness of those responsible for making decisions (or those who influence these decision makers) related to Early Childhood public policies in the municipal, state and federal spheres;

3) Expert support for public policies, whether it is in the stages of development and implementation or in the evaluation of these policies, this strategy is designed to collaborate with and encourage the creation, implementation and monitoring of policies that affect those who truly need them: the children and their families;

4) Raising the awareness of society, a strategy designed to call the attention of society to the importance of this stage of life as a means of influencing the day-to-day parental practices that occur between small children and their families;

5) By strengthening the ecosystem, the Foundation aims to expand the network of organizations and partners which operate to strengthen the policies and actions related to Early Childhood.

The focus of all this work is aimed at three holistic and cross-sectional areas: Early childhood development evaluation, parenting, and early childhood education.

Early childhood development evaluation

Early childhood development evaluation: what cannot be seen, cannot be improved

It is known that every child develops according to their own individual rhythm. The process involved in acquiring these abilities, skills and functions, such as crawling, eating and talking, however, takes place in a sequential and coordinated order.

This is why every child needs to acquire the ability to focus the mind or be able to sit, before walking, for example. Science shows us that each stage prepares the child for the next phase and difficulties in acquiring one skill may make the attainment of the next much more challenging - or even inhibit it.

Monitoring the breakthroughs of each child in the development process is essential

for ensuring the achievement of their full potential. This is why it is essential that a care network is constructed that is able to monitor, screen and encourage this development in order to be able to identify and act in advance and with a focus on the individual whenever necessary.

This network needs to work in partnership with the child’s carers to ensure that they are informed, engaged and empowered to provide the stimulus, encouragement and support that every child needs to understand themselves and explore the world at the beginning of life.

The majority of the information available on the main Brazilian databases focuses on factors that simply address survival, such as mortality, or biological aspects, such as weight and height - disregarding important development markers.

By calling attention to the advancement and monitoring of the growth and comprehensive development of the child, article 6 of the fourth axis of the National Policy for

Comprehensive Child Health Care shows that there have been advances in Brazil.

Implementation of the policy, however, still needs strengthening. Important tools for this end, such as the Child Health Care Handbook, and certain conditions contained in transfer of revenue programs, which provide mechanisms for monitoring child development, are not widely adhered to or suffer a lack of information.

This causes a structural scarcity of systematized data on the development

of children in numerous areas: if we do not understand how our children are developing language skills, for example, we cannot be sure how successful the subsequent learning processes will be.

This insufficiency of information is an obstacle in the planning of public policies and ensuring that they operate effectively to provide the child with their needs, whilst also tackling the numerous inequalities that appear during Early Childhood and are replicated over the course of a lifetime.

Parenting

Strengthening those who care. Support for families in vulnerable situations, from pregnancy to three years of age.

The family, in its various forms, is the first and most important space for a child’s development. Parenting, which is nothing more than the adult’s relationship with the child, plays a central role in this process. The activities, affection, care and limits that the

principal carers include in the routine with the child, aimed at supporting their survival and development, right from the time of pregnancy, can be crucial determining factors.

Playing, singing, talking, storytelling, praising and hugging children are all examples of positive practices that aid in the construction of solid and secure bonds - key-elements in ensuring that the development process takes place. On the other hand, shouting, hitting,

swearing and ignoring are all examples of practices that can inhibit the development of babies and children.

Exposure to adversities and risk factors such as poverty, food insecurity, violence and others can make the lives of adults and children even more challenging and, similarly, be an obstacle to child development.

In Brazil there are currently more than 20 million children in the age group between birth and six years. Of these, it is estimated that 7.8 million are in a situation of poverty and another 2.2 million are in a situation of extreme poverty. And food insecurity is growing. The rates of domestic violence against children and women are alarmingly high. Slapping and other negative practices are still seen as part of the educational process. Gender, ethnic/racial, socioeconomic and regional inequalities are extreme.

It is therefore extremely important to guarantee that both families and infants in Early Childhood, above all those in vulnerable situations, are supported and protected, and receive access to all the rights to which they are entitled.

Public policies that provide for the adults and support them in their role in caring for, assisting in the development, and strengthening the ties with children, are effective in combating the challenges mentioned above. Programs facilitating the transfer of revenue, the strengthening of parenting, and promotion of development through the use of strategies based upon evidence, such as home visits and communication campaigns, are some examples in this area.

Important advances have been made in this country. Programs, services and benefits focused on the first stage of life, strong legislation that guarantees children’s rights, and a legal framework that clarifies the support available to families in relation to care and the promotion of development are some examples of these advances.

However, both the access to and the quality of the most important services, programs, benefits and public policies offered to the families and their children need to be increased and strengthened.

Early Childhood Education

Daycare services for those who want or need them Pre-schools for all. Quality, always

Early childhood education, the first stage of basic education, is a constitutional right of every Brazilian child and should promote proper development and learning opportunities. This stage allows the child to expand their relationships, increase their social interactions beyond their family nucleus and, based upon different experiences, construct their identity whilst developing their autonomy.

Studies show that access to quality education in the first few years of life contributes to a child’s development and introduces and strengthens the bases for acquiring skills and abilities, having a positive impact on the subsequent stages, such as literacy and learning over the course of a lifetime. On the other hand, a poor quality education at this stage can inhibit the child’s development.

Despite the fact that early childhood education is so important and Brazil has made advances in recent decades, children's access to this

stage of education has not achieved the goals set forth in the National Education Plan (‘PNE’ in the Portuguese acronym). One objective is to provide daycare - a facility that is not obligatory - for 50% of children under 3 years of age, by 2024. According to the Continuous National Household Sample Survey (PNAD), in 2019, this index sat at 37%. The PNE demands universal access to pre-school education (something that is obligatory for children aged 4 to 5), but almost 6% (330,000 children) were not enrolled in this stage in 2019.

Furthermore, access to infant education is extremely unequal. The majority of children on the margins of education are from families in situations of poverty, are Black or of mixed race, and are from those regions most removed from the large urban centers or live in the Northern or Central Western regions of the country.

Access by itself, however, is not sufficient, which is why there are important guiding standards to define the quality of what the country is offering. One example is the National Common Curriculum Base for Infant Education. Almost every Brazilian municipality has a curriculum aligned with this Base, but the great challenge lies in its implementation. One assessment that the Foundation has

performed, in partnership with the ‘Laboratório de Estudos e Pesquisas em Economia Social (Social Economy Research and Studies Laboratory’ / ‘Lepes’) at the Universidade de São Paulo University of São Paulo / ‘USP’), involving 3,467 classes in 12 municipalities distributed around the five regions of the country, showed that the quality of the offer of infant education is classified as just ‘regular’.

There is a structural need for data on the quality of education and learning in Brazil. The majority of the existing bases (such as the System for the Assessment of Basic Education) provide data on access or infrastructure. This scarcity of systematized data on the quality of education and learning is an obstacle to improving this fundamental stage in order to allow girls and boys to be able to develop, fully experience their early years, and be prepared for the subsequent stages of learning.

Our projects

Today, almost six decades after it was founded, the Fundação Maria Cecilia Souto Vidigal has a vast portfolio of initiatives aimed at the development of Early Childhood in Brazil. The majority of the projects involve partnerships with the public sector, other foundations, institutes, universities and specialists in the area. As well as nationally-developed actions, there are those that are regionally-focused, such as the initiatives under way in the state of Ceará, and locally-based, such as those in the city of São Paulo, which have been operating since 2018.

The Foundation also supports innovative bills of law and tenders focusing on Early Childhood, thus contributing to raising the awareness of society and implementing and multiplying transformative ideas.

Production of knowledge

Inequalities and the impacts of Covid-19 on the attention paid to Early Childhood

The presence of risk factors such as poverty, food insecurity, violence, lack of access to health care and education services, as well as physical and mental health problems in the family environment, can negatively affect children’s development.

Properly understanding the impacts of the Covid-19 pandemic and the inequalities in the attention paid to Early Childhood in Brazil is, therefore, an essential step in the planning and implementation of actions based upon diagnostic data - actions that are capable of truly guaranteeing and promoting the rights of children and infant development. The Maria Cecilia Souto Vidigal Foundation undertook the study entitled “Inequalities and the impacts of Covid-19 on the attention paid to Early Childhood” with the aim of assessing the damages and working towards a situation whereby society, and especially public administrators, are mobilized to mitigate them.

With the support of the ‘União Nacional dos Dirigentes Municipais de Educação’ (‘National Union of Municipal Education Administrators’ / ‘Undime’) and the Colegiado Nacional de Gestores Municipais de Assistência Social (‘National Collective of Municipal Administrators and Social Welfare’ / ‘Congemas’) and a partnership with Itaú Social and Unicef, the study brought together evidence raised by a set of studies performed using official data bases and interviews with administrators and professionals in different Brazilian municipalities on the effects of the pandemic on the lives and attention paid to children aged between birth and 6 years and their families.

The publication looked at the inequalities and impacts of the pandemic on three dimensions of infant development: the socioeconomic aspects, education and health. The analyses showed the numerous damages felt and laid bare the regional inequalities of color/race and the social and economic aspects.

The study received technical support from the Faculty of Medicine of the University of São Paulo (FMUSP), the ‘Fundação Instituto de Pesquisas Econômicas’ (‘Economic Research Institute Foundation’ / ‘Fipe’), the Laboratório de Pesquisa em Oportunidades Educacionais da Universidade Federal do Rio de Janeiro’ (‘Educational Opportunities Research Laboratory of the Federal University of Rio de Janeiro / ‘Lapope/UFRJ’), the ‘CDE’ Plan and the Quantis Consultancy. It presented alarming data on the early years of the lives of children in our country, as well as evidence of regional, racial and income-related inequalities, whilst also making suggestions for committed and prioritized actions to be taken by elected administrators.

The impacts of the Covid-19 pandemic on the development of pre-school children

The “Impact of the Covid-19 pandemic on the development of pre-school children” study, undertaken over the course of a period covering the years 2020, 2021 (shortterm) and 2022 (medium-term), gauged how the closing of schools affected children at this educational stage, in terms of learning opportunities and development.

The study was performed using data collected from the public education systems in the municipalities of Sobral (CE) and Rio de Janeiro (RJ), under the coordination of the Educational Opportunities Research Laboratory of the Federal University of Rio de Janeiro (UFRJ). Lapope/UFRJ offered technical support to the education departments of Sobral and Rio de Janeiro.

Published in 2022, the Sobral Study looked at the short-term impacts of the closure of teaching units on pre-school children in the

municipality, based upon an analysis of the data from 2020 and 2021. Data ascertained in 2019 by the UFRJ researchers and by the Foundation allowed us to undertake a comparative study of the groups of children who experienced in-person teaching (the normal context prior to the pandemic) and those who received online teaching.

This publication provided groundbreaking results about the effects of this scenario on this stage of Child Education, pointing out significant losses, particularly in languages and mathematics, amongst children suffering social isolation and the interruption of in-person pre-school activities. These losses were even greater for the children of families in situations of social vulnerability.

Also in 2022, the final pieces of data on Sobral and Rio de Janeiro were collected, considering the medium-term situation of the

health emergency and the start up of inperson pre-school activities. The initial analyses of the data collected in Sobral suggested a partial return to normality, despite an unequal situation between the children from different socioeconomic backgrounds, with recovery of learning and development being slower amongst those in situations of greater social vulnerability. Feedback concerning these results was also provided to the administrators of the Education Department and school principals in the Sobral Education System in November.

National Assessment of the Quality of Early Childhood Education

The assessment of the quality of infant education was undertaken on a national scale, with analysis of the learning environments in schools forming part of the infant education systems in the municipalities of Belo Horizonte (MG), Boa vista (RR), Campo Grande (MS), Fortaleza (CE), Goiânia (GO), Joinville (SC), Porto Alegre (RS), Porto Velho (RO), Recife (PE), Rio de Janeiro (RJ), Sobral (CE) and Suzano (SP).

The project involved a technical partnership with the Social Economy Research and Studies Laboratory (Lepes) and the institutional partnership between Itaú Social and the Movimento Bem Maior (‘Greater Movement’) organization. The majority of the data was collected in the second half of 2021, offering a diagnosis drawn from different Brazilian contexts, providing the administrators with a base with which to qualify infant education in their municipalities, in line with that available in the National Common Curriculum Base (BNCC).

The ‘Inequalities in guaranteeing the right to pre-school education’ study was performed in 2022 using data from the 2019 ‘Continuous National Household Sample Survey’, the School Census and the Population Census. With technical support provided by the Quantis Consultancy and institutional support from Undime and Unicef, the aim was to study the socioeconomic profile of those children who have not been assured the right to pre-school education in Brazil.

quality of the learning environments observed. In order to broadly disseminate the project, an in-person seminar was held to present the results. The assessment results were also widely reported by the press, due to the unique nature of the information on the quality of infant education provided on a national level, whilst also considering other aspects evaluated such as inputs and pedagogical practices.

Faced with a scenario in which 330,000 children do not attend pre-school, despite the law guaranteeing that every child who has turned four years of age by March 30 of the year in question has the right to attend a public infant education school, the study performed an important diagnosis which can guide public administrators in developing better focused actions that guarantee an equal, high-standard pre-school education for all.

Its results demonstrate the social inequalities that exist in this country: Black children, living in poverty, who are the daughters of

mothers aged 19 or less who have received little education and who work without proper documentation, run the greatest risk of not attending pre-school. Considering this fact, the publication was intended to be a wake-up call for action by the whole of society, with special emphasis on the municipal education administrators.

Index on the Need for Daycare and Estimated Attendance (INC - 2018-2020)

The Daycare Necessity Index (INC) , a study directed towards municipal education administrators, that covers all Brazilian states and municipalities, was finalized in November 2021, with a channel launched live on the Conviva Educação ’ YouTube channel. The aim is to discuss access to daycare in Brazil, to ascertain the needs and attendance of the priority publics.

Based upon a methodology that identifies and gauges the demand for access to daycare, the publication allows for the number of places needed in each municipality and state of the country, whilst prioritizing those groups most in need of the service: families in situations of poverty, single-parent families, and families in which the main carer is economically active, or would be if a job existed.

The study, which involved a technical partnership with the Quantis Consultancy and an institutional partnership with Undime, provided attendance estimates for each one of these groups in order to be able to calculate the INC. Its importance was widely recognized

Meeting the demand and quality of daycare: laying paths in the municipalities

Entitled “Meeting the demand for Daycare and Quality: laying paths in the municipalities”, the study was launched in 2022 as a publication designed to provide support for administrators within the organization on the demand for daycare in municipalities, with recommendations for good citizen services practices

by the press, which has published more than 100 reports on the issue since it was launched and through until the publication of this report.

Ranging from a precise diagnosis of the children not attending daycare through to the best way of structuring the enrollment process and waiting list, the study looked at funding, ways of increasing the number of places through the opening or refurbishment of centers, and signing of agreements. Undime acted as an institutional partner providing technical support for researchers at the University of Brasília, the Dom Bosco Catholic University, and the Federal University of Mato Grosso do Sul.

The publication, developed using collected data on the supply and demand of daycare places, and consultation of municipal

documents and legislation, presented actions that have been implemented in the municipalities of Campo Grande (MS), Caucaia (CE), Florianópolis (SC), Palmas (TO) and Santos (SP).

Núcleo Ciência Pela Infância - NCPI

The Fundação Maria Cecilia Souto Vidigal is a member of the Núcleo Ciência Pela Infância (NCPI), along with six other organizations. The Harvard University Center on the Developing Child; the David Rockefeller Center for Latin American Studies (DRCLAS); the University of São Paulo Medical School; the Bernard van Leer Foundation; Insper; and Porticus Latin America. The aim of this coalition is to produce, provide and disseminate scientific content on development in Early Childhood.

To fulfill the objective of providing a bridge between the knowledge produced by the scientific community and society, the NCPI operates through six fronts: The Scientific Committee; the ‘Centro Brasileiro de Pesquisa Aplicada à Primeira Infância’ (‘Brazilian Center for Applied Research on Early Childhood’ / ‘CPAPI’); ‘iLab Primeira Infância’ (the ‘Early Childhood iLab’); the Science Award for Early Childhood; the Executive Leadership Program (ELP); and the International Symposium.

Scientific Committee

The NCPI’s Scientific Committee is composed of a group of researchers from different areas who analyze, produce and disseminate knowledge on infant development to decisionmakers in general.

Committed to an evidence-based approach, the Committee produces publications using accessible language and other content on issues that have an impact and influence on the development or classification of public policies that guarantee the wellbeing of children and their families, especially those who are most vulnerable.

In 2022, the group published two scientific papers, one on the vaccination of children against Covid-19, which has been downloaded more than one thousand times, and another addressing the risks and negative effects of home schooling

on infant development, which has been downloaded 517 times. It has also produced new evidence-based working papers on the impacts of inequality on early childhood, violence against children, and public policies on early childhood, which are expected to be published in the first half of 2023.

The profile of the Committee has been altered recently, with three researchers leaving and two new ones joining (Márcia Machado and Lucimar Rosa Dias), which has increased the regional and racial diversity of the Committee.

Integrated Initiatives in Ceará

A broad-reaching and powerful partnership between the Fundação Maria Cecilia Souto Vidigal, Porticus Latin America and the

Bernard van Leer Foundation, in collaboration with the Government of the State of Ceará, was reinforced in 2022. Formally established in 2019 to strengthen the integrated policy to provide support to families in highly vulnerable situations, the partnership is based upon a connection of initiatives with the State Government’s challenges and strategic targets focused on Early Childhood.

Amongst the strategic objectives established by the Ceará State Government, the coalition works in the area of infant education, aiming to improve access and quality; parenting, involving children in a greater number of activities designed to provide comprehensive encouragement, whilst finding means of reducing domestic violence; management and cities in 24 municipalities, promoting the development of an integrated management

model for the early childhood policies focused on these families.

In 2022, as well as continuing to implement these initiatives, the sustainability plans of each one were structured together with the state government. The coalition operates with six projects directly supported by the Foundation: System for Assessment of the Quality of Infant Education in Ceará; Quality and Equality Parameters for EI Cearense; Training for Implementation of the Curriculum; Study of the Profile of the Families of the ‘Cartão Mais Infância Ceará’, and the ACT and Strategic Planning for the Early Childhood Policy Program.

Ceará: ACT Program: to educate children in secure environments

The 'ACT Program’ focuses on positive parenting and the prevention of violence against children. It was created using domestic and international evidence recommended by the World Health Organization (WHO) and developed by the American Psychological Association in 2001. It has now been adopted by 16 countries, having arrived in Brazil in 2012.

In Ceará, the program is being implemented in 24 municipalities, focusing primarily on the families being attended to under the ‘Mais Infância Ceará’ Program, and is monitored by implementation and impact studies. In eight weekly and interactive meetings, parents and carers are provided with guidance on educating children in safe spaces, and on the creation of a stable and warm home environment.

Amongst the stand-out results are the training of facilitators in 22 of the 24 municipalities, with the start of group meetings with the families, and the conclusion of the creation of the Program’s State Center.

Ceará: System for the evaluation of the quality of infant education in Ceará

This initiative has developed a system designed to monitor the quality of infant education in Ceará, based upon the collection of data from 12 municipalities, using instruments validated and adapted to the specific context of Ceará, in line with the Quality and Equality Parameters developed. They gauge the quality of the conditions involved in the offer of education to children aged between 2 and 5, and children’s learning in the final year of pre-school.

Generally, the quality assessment aims to systematically identify the vulnerabilities that exist in each education system allowing for the articulation of actions and policies designed to improve the services. The project envisages the transfer of technology to the State Education Department (SEDUC) and the municipal education departments with the aim of ensuring that the evaluation process extends over time and reaches every municipality in Ceará.

In 2022, the pilot collection of data was finalized. Feedback on the results was provided for each one of the municipalities, with the results being articulated into the action plan for implementation of the Quality Parameters. The structuring of the system was concluded based upon the work with SEDUC. Furthermore, part of the Department’s technical team took part in the training sessions for use of the assessment instruments - an important stage in the social technology transfer process.

In this effort to assess children’s education and, most importantly, guarantee the equality of educational opportunities within the context of the ‘ Mais Infância ’ program, the coalition supported the State Education Department in its implementation of the document in the municipalities over the course of 2022.

Ceará: Training for Implementation of the Early Childhood Education Curriculum

Ceará: Study of the Profile of Families in the Cartão Mais Infância Ceará program

This initiative provided support for the provision of training sessions by the State Education Department to regional educators, cascading down to the professionals in the municipalities.

In 2022, one important result was the integration of the teacher training with the manager training. The training cycle was performed in four modules, involving in-person meetings, readings, interactions in forums and delivery of feedback.

This initiative was a collaboration for an assessment of the parenting and profile of those benefiting from the ‘Cartão Mais Infância’, a Ceará government program directed at families in situations of social vulnerability, providing R$ 100 per month to the beneficiaries.

Performed in 24 municipalities, the study analyzed the profile of the families benefiting from the ‘Mais Infância’ program, those registered with ‘CadÚnico’ and those benefiting from the ‘Bolsa Família’ program who had children aged 0 to 6. The second round of the study was completed in 2022, being comparable to that undertaken in 2021. Undertaken following the pandemic’s longest period of isolation, this new assessment brought in subsidies for the development of emergency measures providing support for families with young infants in the state.

São Paulo: Integrated Protocol Providing Attention for Very Early Childhood

Since 2019, the Fundação Maria Cecilia Souto Vidigal has supported the São Paulo Municipal Government in the development of the Integrated Protocol Providing Attention for Very Early Childhood, with the program being implemented in 2020. Aligned with the Municipal Plan for Early Childhood and the Municipal Targets Plan, this initiative works on the construction of inter-sectoral government strategies - essential for guaranteeing comprehensive care for pregnant women, and children in Early Childhood and their families.

This stage was finalized in the second half of 2022, with more than 50% of the 432 municipal employees invited to participate in the course receiving certification as part of the first group of the protocol on the ‘ Escola Municipal de Administração Pública ’ (‘Municipal School of Public Administration’ / ‘Emasp’). Furthermore, newsletters on the protocol were distributed amongst municipal employees, reaching half of the departments and more than 80,000 individuals.

The protocol has been possible due to three tools designed to strengthen and integrate public services in different areas: Offer Integration Journey, Integration for Access, and two Alert Flows.

In 2021, a test pilot began involving the participation of three regions suffering high rates of vulnerability - Jardim Ângela, Brasilândia and Cidade Tiradentes – and the development of a plan to scale up

Led by the Government Department and the Technical Commission on Early Childhood, the protocol is now being implemented in 15 districts classified as ‘priority’ by the Municipal Targets Plan. The training offer is coordinated by Emasp, as are the communication actions directed at the entire network of municipal employees. São Paulo: Monitoring of the partner early childhood education centers

Target 1 of the National Education Plan (PNE/2014) envisages an expansion of the offer of daycare centers to meet at least 50% of the demand during the validity period of the Plan - that is, by 2024. One of the strategies adopted by the municipalities to achieve this target is the establishment of agreements with civil society organizations.

Within the context of São Paulo, the partner network is responsible for more than 85% of the access to Infant Education in the municipality. Due to the challenge of guaranteeing universal quality throughout the network, in 2022, the Fundação Maria Cecilia Souto Vidigal and the municipal Education Department entered into a partnership aimed at improving the tools and processes used to monitor this partner network.

Evaluation of the ‘Criança Feliz’ Program

The Programa Criança Feliz (‘Happy Child Program’ / ‘PCF’) is a national program that aims to promote the comprehensive development of children in Early Childhood by strengthening the affective bond and the role of the families in the care and encouragement of children, as well as facilitate access to public services and policies for the families involved.

In 2022, the impact evaluation and implementation of the Program was concluded. The random study was performed using compilations of data that started in 2018, before implementation of the program began in 30 municipalities located in six Brazilian states, monitoring a sample of more than 3,000 children between 2018 and 2021.

The study identified the profiles of the families benefiting from the program, checking, for example, a high incidence of depression amongst the mothers participating in the study. It also identified factors associated with lower infant development results and parental practices that involve the use of violence (shouting, yelling, spanking, slapping).

Due to the Covid-19 pandemic, the program’s main strategy (home visits) was suspended as an in-person practice in the municipalities involved for around 15 months. Meanwhile, through analysis of the implementation study, it was also possible to understand the most pressing challenges in terms of the quality of the execution of the program in its initial stages, without finding statistically significant effects between the intervention and control groups.

The home visits form part of an evidencebased strategy, and few Brazilian public programs, services or policies provide reliable assessments highlighting key elements for action. The real driver for the Foundation and other partners in supporting this and other impact assessments is precisely due to their ability to contribute to the improvement of the strategies designed to promote child development. This allows the policies’ maturing cycles to speed up based upon the production of data and strengthening data to guarantee the rights and full priority of Brazilian Early Childhood, above all for those children in extremely vulnerable situations.

Understanding the effects of the Program is essential to be able to allow for development of the process of continued improvement of the quality of the services and strengthening of the bonds between pregnant women and families with small children.

The assessment is an initiative of the Social and Agricultural Development Ministry and involves partnerships with the Fundação Maria Cecilia Souto Vidigal, Itaú Social, and the United Nations Development Program (UNDP). It is coordinated by the Federal University of Pelotas (UFPel), and participating institutions include the ‘Instituto Humanidades Artes e Ciências Professor Milton Santos’ (‘Professor Milton Santos Humanities, Arts and Sciences Institute’ / ‘UFBA’), the Federal University of ABC, the Federal University of Ceará, the Federal University of Goiás, the Federal University of Western Pará, the Federal University of Pernambuco, and the University of São Paulo.

Assessment of the ‘PIM’ - ‘Primeira Infância Melhor’

‘Primeira Infância Melhor (‘A Better Early Childhood’ / ‘PIM’) is a pioneering intersectoral public policy, developed by the state government of Rio Grande do Sul, which is one of the first Brazilian initiatives in the area of parenting involving a strategy of making home visits to pregnant women and families with children under 3 years of age. By doing so, the program aims to support these families, using its culture and experience for the promotion of the comprehensive development of children in Early Childhood.

In 2022, the impact assessment of the study was concluded, having been coordinated by the Getulio Vargas Foundation (FGV), after the collection of data had begun in 2018, involving a total sample of 2,419 children and their respective families, from 15 municipalities in the state.

Based upon the results of the assessment of the PIM, advances were identified in the areas of child development, parenting and family interactions, as well as in children’s health and access to the network of services. The assessment also identified challenges, acquired understandings and opportunities for improvement for the program implemented in 2016.

The results were presented at the XVI Early Childhood Seminar, hosted by the Rio Grande do Sul State Department of Health, in November. To find out more, access the PIM Assessment – Infographic, which provides the assessment’s most important items of interest to the public.

Integration of the offer of social welfare and assistance for Early Childhood

Focused primarily on boosting the complementary character of the services provided by the State Social Welfare System (SUAS) and the ‘Criança Feliz’ program, the information pamphlets providing orientation on the integration of what they have to offer were published in 2022. The publications were the result of a collaborative process for construction of a strategy that involved the participation and experience in services focused on Early Childhood in fifteen municipalitiesAcreúna (GO), Ariquemes (RO), Careiro (AM), Caxias (MA), Cristal (RS), Frutuoso Gomes (RN), Missão Velha (CE), Pacatuba (CE), Parintins (AM), Penaforte (CE), Ponta Porã (MS), Salinas (MG), São José dos Campos (SP), São Luís (MA) and Tucuruí (PA) - as well as the two main Departments of the Ministry of Citizenship.

The pamphlets were launched as part of a live online broadcast to around 800 municipal employees and they are considered a benchmark for the guidance of more than 3,000 Brazilian municipalities. Ultimately, these are the ones who offer to make home visits and provide services for children aged

between 0 and 6, and who are in situations of vulnerability in the thousands of social welfare reference centers (CRAS) around the country.

For the development of a process of integration, a diagnosis was performed drawing on the practice of actively listening to more than 60 public employees at federal, state and municipal levels, as well as the families benefiting from the project. The process involved testing the end products with the participation of municipal employees from 15 municipalities.

The updating of the pamphlet providing guidance on the three services offered, that were mentioned above, containing the possibilities of integration with a view to more complementary activities and the delivery of an instrumental pamphlet and videos with step-by-step instructions on how to boost the integration in the day-to-day activities of the services provided and involvement of the early childhood children and their families, were also achievements arising from the integration work performed.

INTEGRAÇÃO DAS OFERTAS SOCIOASSISTENCIAIS: UM OLHAR PARA A PRIMEIRA INFÂNCIA TRILHA DE INTEGRAÇÃO

Screening and Encouragement for Infant Development (TEDI)

Created using the validation of the “Survey of Well-being of Young Children” (SWYC) instrument for Brazil, the app provides support for health care professionals in screening and encouraging infant development as a means of complementing the monitoring performed using the ‘Caderneta da Criança’ (‘Children’s Booklet’). Following the development cycle, in 2022, the Federal University of Minas Gerais (UFMG), with support from the Foundation and the Ministry of Health, undertook a study on the effectiveness of this new technology.

From March to September, 78 primary health care professionals from the municipalities of Castanhal (PA), Tanhaçu (BA), Campo Grande (MS), Brumadinho (MG), Juatuba (MG) and Porto Alegre (RS) received academic and practical training for the use of the ‘Caderneta da Criança and ‘TEDI’. They were certified as multipliers in order to be able to expand the monitoring of the development in the systems operating in these locations. As part of this process, 1,373 children were monitored using the app.

Presented to the Ministry of Health, the results provided data that were extremely important in relation to the experience in using the app, such as the assessment of the TEDI user experience amongst professionals and the increase in the use of the monitoring instrument of the ‘Caderneta da Criança’.

The new technology also allowed for an increase in systematic assessment in the consultations provided to monitor children’s health, with greater use of the instruments designed specifically for screening the alterations in development and behavior. Furthermore, there was an increase in the number of children experiencing development delays being sent to pediatricians, professionals forming part of the multiprofessional team, the Family Health Care Support Center (NASF), or other specialists.

The free app and its web version were tested and made available for use by professionals and can be accessed here. A version adapted for use by professionals in other areas is under development.

Course on the assessment and quality of Early Childhood Education

Brazil is still far from achieving the access targets contained in the most recent National Education Plan, a situation that is obvious in the 2019 Census results. There are 9 million children enrolled in infant education - around 94% of the total aged between 4 and 5, and 37% between 0 and 3.

In an action designed to work towards altering this scenario, the Fundação Maria Cecilia Souto Vidigal, in partnership with the Social Economy Research and Studies Laboratory (Lepes), developed the ‘Scale for Assessment of Early Childhood Learning Environments’ (EAPI). The aim is to guide public administrators towards identifying the gaps and successes in the pedagogical processes and learning environments of Brazilian public schools.

In addition to Lepes, Itaú Social was also included in the partnership that offered an online course for 162 administrators from 74 municipalities located in the five regions of the country, as well as eight regional coordinators from Ceará. This course was

The ‘Primeira Infância Primeiro (‘Early Childhood First’ / ‘PIP’) portal, which was created during the campaign period for the municipal elections in 2019, was updated in 2022 with national and state information. Following this, another 30 indicators were added, being chosen by the “Nurturing Care” methodology developed by the World Health Organization (WHO), Unicef and the World Bank, involving all 5,570 Brazilian municipalities.

established following observations made in the National Infant Education Assessment (see page 24). Due to the positive reception this pilot received, there are now plans to make it public for all infant education professionals in the country.

The platform is now much more detailed, especially for public administrators, who can now access three new tools. The interactive map of Brazil, that allows the indicators to be identified quickly and qualitatively; comparative blocks that order data making it possible to compare municipalities with similar characteristics; and a diagnostic panel that provides indicators on the different regions.

An area including recommendations for state executive governments, within the context of the 2022 Elections, was another of the portal’s innovations, which received more than 72,000 visits between January and August 2022 - an increase of 100% in relation to 2021 - and 193,000 views between January and October.

2022 Elections

In 2022, the Fundação Maria Cecilia Souto Vidigal started more closely examining the candidates for the governments in six states, since it felt they formed part of the wider public system which should be working on Early Childhood policies. The federal, state and municipal governments should work together to ensure implementation of Early Childhood policies throughout the country.

The interaction with the priority groups in terms of strengthening the commitment of future administrators to the implementation of Early Childhood actions focused on three different but complementary subjects that have the power to immediately transform the lives of the children and families who benefit and, in the medium and longterms, to drive the development of the country:

1) Expansion of quality early childhood education;

2) Expansion/implementation of parenting programs;

3) Cash transfer focused on mothers in vulnerable situations with children aged between 0 and 6, and their prioritization in economic development policies.

The Foundation prioritized the states of Ceará, Maranhão, Paraíba, Pernambuco, Roraima and São Paulo to operate during the 2022 election period, using Early Childhood criteria: Socioeconomic - the different number of children in the Early Childhood age category and in vulnerable situations, rate of access to daycare and pre-school, and children who are underweight at birth; and Political - state-municipal collaboration maturity, prior favorable relations, female leadership, amongst others.

In total, nine agendas were implemented with seven being in-person, in which not only the 14 leading candidates were involved, but also the other candidates. Materials were sent out containing the Foundation’s three recommendations on the transfer of income to families with children of early childhood age, infant education and home visits.

The Foundation also monitored the issues discussed by the candidates on social media, and in debates and question and answer sessions, observing the advances in their Early Childhood agendas during the electoral campaigns.

As well as mantaining direct contact with the state government candidates, the Foundation also formed part of coalitions, such as “Agenda 227” and “Educação Já”, within ‘Todos pela Educação’ (page 46) and supported the creation of publications for distribution in the federal and state spheres.

by the ‘Frente Paulista de Educação’ (‘São Paulo Education Front’) as a benchmark on structural measures for basic education in São Paulo, presented to the leading candidates for government of the state of São Paulo, and the ‘Early Childhood Issues Guide in the 2022 Elections’, developed by the ‘Rede de Ação Política pela Sustentabilidade’ (‘Political Action for Sustainability Network’ / ‘RAPS’), produced in partnership with the Alana Institute.

Political incidence and advocacy

Over the course of 2022, the Fundação Maria Cecilia Souto Vidigal took a central part in debates, mobilizations and liaisons together with organizations engaged in the most critical issues affecting Brazilian children. This involved crucial work focusing on the political agenda and ensuring that the agenda on Early Childhood moved forward.

The Foundation worked on numerous issues that were discussed in the Brazilian Congress, including: regulation of Fundeb and the ‘Criança Feliz’ program; placing restraints on the advance of home schooling; the institution of the National Education System (‘SNE’); and defense of the fundamental right to access daycare.

Furthermore, the foundation also provided expert support for members of the government forming part of the ‘Frente Parlamentar Mista da Primeira Infância’ (‘Joint Parliamentary Group on Early Childhood’ / ‘FPPI’) and the ‘Frente Parlamentar Mista de Educação’ (‘Joint Parliamentary Group on Education’ / ‘FPME’), assisting in the production of legislation and the use of scientific evidence to construct policies focused on children and Early Childhood.

The discussion was also taken to the Judicial Branch, in the form of seminars which elaborated on the debate over the issue, aiming to understand the ways in which this level of power contributes to Early Childhood.

Advocacy in 2022

1) Home schooling (PL 3179/12): The Foundation continued with the work for the rejection of the Bill of Law, working in partnership with ‘Todos pela Educação (‘All for Education’) and the Alana Institute in the Brazilian Congress. Also worthy of note was the dialogue that was conducted with the Liberta Institute, which provided studies, analyses and statistics related to the current situation of domestic violence against children in Brazil, and the lack of reporting of these cases when the child does not attend a regular teaching environment.

2) Fundeb: In a strategy shared with our partners, the Foundation worked on developing a study that analyzes the real

costs of each stage in Basic Education. In addition to this, it also provided support for the creation of a simulator that highlights the under-financing of early childhood Education, including a presentation of scenarios to the 2023 National Congress, with the aim of ensuring that greater sums are invested in one of the costliest stages of education.

3) Identification of the demand for daycare (Bill of Law 2,228/2020) - With technical support and liaisons with the Foundation, this Bill was approved by the House of Representatives and the Federal Senate, but with conditions relating to the provision of federal funds which could harm a lot of children. The Bill creates tools for research and dissemination concerning the demand for places in daycare in the municipal teaching systems aimed at subsidizing the administrators in the strategies designed to increase the number of places available for all families.

4) Requirement of municipalities to offer daycare (RE 1008.166) - The Foundation contributed to the defense of the right to Infant Education in the Federal Supreme

Court (STF), endorsing the stance that it is the constitutional duty of the State to guarantee that children have the right to daycare and pre-school.

5) Programa Criança Feliz (PL 876/2021) -

Over the course of 2022, the Foundation worked to achieve approval of the Bill that includes the Programa Criança Feliz’ (‘Happy Child Program’) in the Social Welfare Law, providing expert assessment and impact evaluation on the Program. The article was approved by three of the four designated commissions in the House of Representatives. (Read more on page 34 )

6) National Education System (Complimentary Bill of Law 235/2019) -

Using a coalition strategy, the Foundation worked towards approval of the National Education System (‘SNE’) before the Federal Senate. With its official implementation, as well as putting the constitutional order for the creation of a Collaboration System for education into practice, this will improve the levels of governance between the federal entities, ensuring that there exists continuity and evolution in education, and support for children in their school life.

Executive Leadership Program in Early Childhood Development - ELP

The Programa de Liderança Executiva em Desenvolvimento da Primeira Infância ’ (‘Executive Leadership Program in Early Childhood Development’ / ‘ELP’) integrates the frontline NCPI initiatives, and provides executive training with the aim of engaging those formulating public policies, public administrators, representatives from civil society and journalists. Within this dialogue, the focus is the importance of knowledge of infant development in public policies focused on children between 0 and 6 years of age in Brazil.

The 9th edition of this program took place in 2022, taking the form of a single module at Harvard University, presenting the most important economic, social and neuroscientific evidence for the prioritization of Early Childhood.

The audience included 30 invited leaders who discussed policies and programs with municipal administrators, amongst whom were

13 city mayors, vice-mayors and secretaries from every region of the country. During the meeting, the participants developed 26 action plans. According to a study carried out with the participants at the end of this 9th edition, 100% see the ELP as a vehicle for understanding and strengthening relations with important players, and 90% felt satisfied.

Following the program, 86% considered the arguments and scientific evidence to be ‘good’ and ‘excellent’ for prioritization of the Early Childhood agenda, while 95% of the participants felt they had good skills and abilities to be able to mobilize people, institutions and initiatives focused on Early Childhood.

With a network of more than 600 participants working in different areas and every region of Brazil, as well as another ten countries, there have been nine international editions of the program and two Brazilian ones.

A press that is responsive and interested in the issue of Early Childhood is a driver for social transformation. The Foundation performs an important role and helps oil the gears of this communication machine by constantly providing top quality and credible information, whilst also developing different initiatives designed to provide training for professionals on the issues involved in Early Childhood.

The activities are held annually, expanding and strengthening communicators and materials that have been addressing the issue, or increasing the potential of initiatives focused on childhood. The aim is to construct a qualified network of professionals who are prepared to develop and publish materials connected to Early Childhood.

This six-month course, developed in partnership with the Columbia University School of Journalism, was offered for the fourth time in 2022, providing training for 20 journalists (including 17 Brazilians). The classes, taught by specialists from all over the world using a wide variety of interfaces relating to early childhood, focused on inequalities and Covid-19 in Brazil and Latin America.

The project was created to qualify a group of journalists with the knowledge, motivation and connections to write in-depth reports on issues relating to childhood. At the end of this year’s course, 20 reports had been produced for large Brazilian and Latin-American media vehicles, using different formats (podcasts, TV, magazines, newspapers).

The Foundation aims to contribute to the training of journalists on the issues relating to Early Childhood.

In order to address the subjects that influence the coverage of Early Childhood in connection with the 2022 elections, the Foundation offered the second ‘Early Childhood First - Journalism & Elections’ Course.

In this partnership with Associação Brasileira de Jornalismo Investigativo’ (‘Brazilian Association of Investigative Journalism’ / ‘Abraji’), ‘Associação de Jornalismo Digital’ (‘Association of Digital Journalism’ / ‘Ajor’) and Associação dos Jornalistas de Educação (‘Association of Education Journalists’ / ‘Jeduca’), specialists and journalists share

cases, practical experience and mentoring as a means of raising awareness and providing tools for other professionals in relation to the importance of pressing the candidates on their proposals to overcome the challenges currently facing the development of children aged 0 to 6 in Brazil.

Offered to journalists, communicators, students and communication professionals in the public sector from all over Brazil, the course received 870 enrollments, 252 of whom took at least one class and 80 of whom completed the entire program.

Taking advantage of the election period, the Foundation formed a partnership with Nós, Mulheres da Periferia’ (‘We, the Women on the Margins’) - a news website broadcast by Black and marginalized women in São Paulo - to offer a course for journalists and communicators who speak for and to the people. The training covers subjects such as comprehensive development, early childhood education, environments that are healthy and nurturing for children, poverty and the cash transfer.

Managed by ‘Nós, Mulheres da Periferia’, the course also involves three other independent vehicles [‘Alma Preta’, ‘Amazônia Real’ and ‘Marco Zero Conteúdo’] in the training of 30 freelance journalists with connections to media vehicles throughout Brazil.

These journalists and communicators receive a stipend and write reports for different media formats covering a wide range of different subjects. Furthermore, in support of the collectives and communicators on the outskirts of the cities, a Guide was produced called

“Como cobrir primeira infância e eleições” (“How to cover early childhood and elections”).

The institutional support in 2022 was firmly established through publication of the “Educação Já” (“Education Now”) document, which listed recommendations for Brazilian education for the candidates for federal and state government and their respective government plans. The Foundation included proposals for comprehensive public policies on Early Childhood in the document.

Donation - Instutional support for the União Nacional dos Dirigentes Municipais de Educação (‘National Union of Municipal Education Directors’ / ‘Undime’), an entity that guides the way on the early childhood education agenda with the municipal education departments. Raising the awareness of society

‘Born’ in 2019 as ‘Nenê do Zap’, this character ‘grew up’ in 2022 and hit social media in a big way. Along with this came a new name. As Nelson da Silva Neto, or ‘Nenê’ (‘Baby’), the character has assumed a new visual identity, which has allowed his messages to achieve a wider reach, since previously they were tied mostly to WhatsApp.

With the aim of raising the awareness of the Brazilian people, especially families in classes C, D and E, Nenê continues publishing material on Instagram, Facebook and WhatsApp, with the innovation that he has started spreading content on YouTube and has launched a new website that offers users a better experience, with an improved search engine.

There is also a library focused on Nurturing Care themes, which has also served as a basis for the new planning of content across all the networks. The subjects that Nenê covers are now related to five pillars: development and playing; food and nutrition; conversation and interaction; health and wellbeing; and safety and protection.

Nenê’s results on social media in 2022 were consistent, increasing his reach and engagement. The project ended the year with a total of 15.9 million people having been impacted on Instagram and Facebook, a significant increase of 125% in relation to 2021.

Another important highlight has been that Nenê’s social media pages in 2022 experienced 247,000 interactions with users, demonstrating the engagement with the public in relation to the content on Early Childhood that is produced and disseminated every day.

Furthermore, the project is managing to have an impact on its target-public as proven by the study performed in October 2022, showing that 89.3% of Nenê’s audience belong to classes C, D and E.

Early Childhood Science Award

The ‘Prêmio Ciência pela Primeira Infância’ (‘Early Childhood Science Award’), created in 2022, is another project connected to the initiatives led by the NCPI. By means of this recognition, the idea was to show an appreciation for science, and identify and recognize researchers working in the area of Early Childhood.

With publication of a public notice, the award received 78 applications from all over Brazil, with prioritization being given to Black and indigenous researchers from the North and Northeast of the country, who undertake research addressing at least one of the following themes: Different Childhoods in Brazil; Inequalities and Early Childhood; or Assessment of Public Policies on Early Childhood.

The 15 finalists were awarded a training course on the dissemination of scientific knowledge applied to public policies, illustrated summaries of their research, and prize money ranging from R$ 3,000 to R$ 10,000. Furthermore, to commemorate the awards, a meeting was hosted in the city of Salvador (BA) to make and develop connections between the researchers, the NCPI and partners.

The digital channels operate every day to share information and raise awareness on the issue of Early Childhood. It is by means of this direct and accessible communication, with the dissemination of research and campaigns, broadcasting of series, development of a digital archive of materials on Early Childhood and many other initiatives, that the Foundation aims to raise society’s understanding of the impact, over the course of a lifetime, of the experiences of Early Childhood.

In 2022, we pushed the “Vote em quem prioriza as crianças” (“Vote for those who prioritize children”) on social media, with the

intention of highlighting the proposals that are to be incorporated into the government’s plans and the electoral debate. As a result, the publications reached more than 720,000 people and more than 145,000 interactions with the content.

In November, the series entitled “O que é essa tal de” (“What’s this...?”), explains keyconcepts concerning development in Early Childhood, such as parenting, reference adults and epigenetics. The six episodes have been watched by more than 350,000 people.

The digital channels have also been an important tool for the dissemination of the results of the studies and research performed by the Foundation, such as “Inequalities and the impacts of Covid-19 on the attention paid to Early Childhood” and “Assessment of the quality of early childhood education”. The second of these studies involved a social media campaign that organically reached more than 100,000 people. The study was the main theme of a seminar that was broadcast live on YouTube, generating more than 5,000 views.

To promote the ecosystem of early childhood in the digital world, the Foundation has also produced a number of ‘collabs’. These were published in partnership with (amongst others):

Results - Digital Communication

The content updates, the publications of brand new reference materials in the library, and the fortnightly publication of a newsletter entitled “Radar da Primeira Infância” (“Early Childhood Radar”) resulted in an increased audience for the institutional website. Pages were viewed more than 4.1 million times and there were more than 975,000 visitors over the year, a rise of 41% and 33% respectively, in relation to 2020.

SOCIAL NETWORKS

There was a rise of 30% on Instagram, hitting the mark of 35,000 followers. The Foundation’s Facebook profile, meanwhile, reached 264,000 followers, reaching more than 12.5 million people - a 25% increase in relation to the previous year. We have 13,000 followers on LinkedIn and 29,000 followers on YouTube, meaning increases of 49% and 31% respectively.

LIBRARY

The library available on the Foundation’s website is currently the biggest online archive of content focused on Early Childhood. There are more than 500 titles in different formats, such as books, videos, articles and infographics. In total, the reference publications have been downloaded more than 255,000 times and the videos have been viewed more than 42,000 times, a rise of 160% and 133% respectively in relation to the previous year.

In 2022, the Fundação Maria Cecilia Souto Vidigal registered a growth of 26% in the number of times it was mentioned in the qualified media in relation to the previous year. Supported by studies published by the Foundation, the NCPI and partners, vehicles published nationwide dedicated time and space to addressing topics of high importance for the development of Brazilian children. Mariana Luz, CEO of the Foundation, put her name to ten editorial articles published through important domestic and international websites, journals and newspapers.

Guided by the principles of transparency and accountability to its partners and society, the Fundação Maria Cecilia

Souto Vidigal is audited each year by an external and independent company. The accounting reports, which outline the performance of the operations over the course of the fiscal year, have been systematically and unreservedly approved by the audit. All the financial statements, reports and respective explanatory notes are available on the Foundation’s website.

Efficiency index

This index is used as a gauge of the effectiveness of the application of the funds of the Fundação Maria Cecilia Souto Vidigal. It shows the relationship between the administrative expenses and the total amounts operationalized by the Foundation. The lower the index, the greater the efficiency in allocating the funds on behalf of the cause.

Endowment fund

The funding of the activities and the sustainability of the Fundação Maria Cecilia Souto Vidigal are guaranteed by means of its endowment fund, which was started with donations from the Foundation’s founders. This initial sum has been administrated to achieve real gains, enabling the execution of initiatives focused on attention to Early Childhood and structuring the selection, monitoring and improvement of these initiatives.

With its own governance structure and transparent processes, the endowment fund involves two strategic inspection and control agencies: the Investment Committee and the Board of Trustees. The operation and management of the endowment fund are performed by specialist companies, selected and contracted by the Foundation with the support and monitoring of independent specialists.

The decisions relating to the endowment fund are based on the Foundation’s investment policy that establishes the investment limits and directives, amongst other issues. As such, the managers are responsible for finding the best long-term return within the risk limits contracted.

In 2022, the Endowment Fund’s nominal income was 6.07%, surpassing inflation by 0.27%. Despite the rise of Brazil’s GDP in the year in question, the price of assets was notable for the high volatility. The investments linked to the IDC showed the best performance for the year, followed by assets linked to inflation, these being beneficiaries of the IPCA, which closed the year at 5.8%.
