Discussion/Business:
• Mary updated the committee that we now have 30 empty camping spaces, with three being assigned this week when they decide on which space they want. Mary also advised that she had a conversation with Jeff Ferguson, Lake Manager, that we can open three campsites in Campground 2 as nightly spots at $25.00 per night. Mary and Flint will explain to those who take advantage of this that if someone else decides to rent the space for the season, they will have to move to another space.
• Flint, James, and Charles built the fence enclosure around the dumpsters at Campground 1, and it looks fabulous.
• Discussed moving the 20ft RV port left by a former camper that the campground now has possession of. The plan is to move it north of the playset north of the bathhouse by the entrance road. This will be a gathering place in the shade for parents to observe their children on the playset.
• Campground is finalizing its mission statement, which will help guide its long-term vision.
• Discussed placing plaques of lost/past campers that helped bring this camping community together as a family in this port.
• Budget discussion on where the campground is financially. We are working with the lake manager to identify variance in retained earnings and collection of the $100 special assessment.
• Began discussions on a timeline to ensure the campground has developed its annual budget in time for the annual meeting.
• Discussion on the electrical project and the septic/lagoon. We are working with the lake manager to identify the most efficient path for-

ward.
• As per campground rules, 12 campers were cited for not abiding by rules and were sent to Safety for infractions to be sent.
• Committee discussed a date for a “Meet and Greet” with the members/campers to meet the committee members. The date is set as a kind of brunch with coffee, juice, and snack on July 22nd from 10:0012:00 at the RV port after it gets moved.
• The meet and greet is an opportunity to engage the campground community and gather feedback on where people would like to see the campground go in the near future.
• Discussed and decided to put some notice on unassigned camping spaces so that VVA members who are looking for a space to have their camper into the campground, and this will assist in knowing what is still available.
• The meeting adjourned at 8:32 pm.

Now that summer is here, memories of winter are far from our minds, and it seems the winters have been so much milder. There were, however, a few days in January 2023 that were brutal. This is a story of an incident on one of those days that caused a grateful lady to say “Linda and Lego saved my life!” This story has recently circulated again through testimonies at Lake Viking Church, and it is told in the following narration by VVA Member Linda Evans:
“Introducing Lego a 15 pound rescue dog I adopted from Wayside Waifs in Kansas City. He looks like a little fox and is very intelligent. He is a constant companion that many have probably seen on our daily walks and golf cart rides.
On Sunday, January 22, Lake Viking had over 8 inches of snow and ice with below freezing temperatures. Lego was in for the evening but suddenly demanded to go outside. When I opened the door, he immediately started barking and ran through the snow toward the road. I then heard my elderly neighbor lady from across the street say. “Lego, go get Linda.” I called out to her and she said she needed help because she had fallen in her driveway and broke her leg.
I called 911 as I ran to her with a blanket and a flashlight. She did not have a coat on and was in a lot of pain. I feared she was going into shock, so I wrapped her in a blanket and kept talking to her and reassuring her help was on the way. If it had not been for Lego, the outcome would have been very bleak, and I would not have found her until morning.
I hope this encourages people to look out for their neighbors and to “Adopt, Don’t Shop” when you are considering a pet.

As a dock owner, it is not unusual to have friends or family enjoying fishing from the dock.
As a boater, when you are cruising one of the items you should be alert for is fishing lines in the water. Sometimes, some of our friends or family might walk off and leave their lines in the water- causing a potential hazard.
If you are cruising close to the docks (as many are in the habit of doing), you may get lucky and get a fishing line wrapped around your prop. How fun?
Not only will you destroy the rod as you pull it from the dock, but you could spend the next two hours getting towed back to the marina, where they will be happy to remove the fishing line, hooks etc. from your motor- possibly sometime next week. All for a small fee, of course.
Two things could make this a much better experience:
1. As a dock owner- ask your fishing friends to pull in their lines when they leave the dock.
2. As a boaterdon’t get so close to the docks when you are out cruising.
The LV Patio Party on 6-17-23 featured the return of “Cheap Thrills.” Great music and another good Activities Committee event at the clubhouse!

• Buoys have been moved due to dredging but will be put back in place when dredging is completed.
• Lot 717 which will soon be for sale has a water depth of 7 feet.
Robert Walton Lot 217 reported:
• A second survey was sent out to Lake owners and after reviewing the results of the survey, the members have indicated they are not interested in a restaurant being built at the lake.
• Mr. Walton extended thanks to George Eshnaur and Jeff Ferguson for their help with surveying members.
• Mr. Walton stated the committee will be dissolved.
• Thank you was given to Mr. Walton for all the work he and the committee have done.
Scott Fatheree Lot 3162 reported:
• Midstates fiber installation at the Lake was delayed until July 1, 2023. Fiber will not be run on unimproved lots. Fiber will be run to each home at no cost if this is done during the time the main fiber lines are being installed. You are not obligated to subscribe to the service. There will be public WIFI access at Beaches 1, 2 & 3, Office/Clubhouse and the Yacht Club.
• Telephones have been installed in the VVA office. We will eventually receive email under LakeVikingMo.net.
• Review being done of items left to do to complete Condo install. Some on the items to complete are payments on line, building permit applications and payments and notification of building permit approvals.
• Handbook will be on Condo as will other applications. The Lake Viking Website will be more of a public site. Scott discussed using a bot to do queries of Handbook information for quick retrieval.

Just when we thought that the Lake Viking Poker Run couldn’t get any better, the Activities Committee event was BIGGER & BETTER for 2023 with a record turnout of 340 entries! Thanks to VVA members for an outstanding turnout and especially to Missouri Central Title Holding Company & Lake Viking Dirtworks for generous financial support.

Gary provided the following updates on the water plant upgrade: since a guaranteed ship date could not be provided, the original variable frequency drives purchased from Eaton were refunded and new ones have been purchased from Dupree at an additional cost of $5000; the VFDs should arrive 5/12 with installation to begin 5/15; only one raw water pump will be installed prior to the holiday with the second to be done in early June; grading was not done prior to grass seed and straw being laid so Ross Construction will redo; one load of gravel has been spread but Geoff Tavelli felt it needed a couple more.
A motion was made by Harlan Horst and seconded by Heather Lund to spread two more loads of gravel around the new water plant. All members voted in favor; motion carried.
Discussion was held regarding runoff at the back of the building and the need to connect tile to the downspouts and bury. Call to order Thursday June 8 @ 5:15PM by Chair Paula Hepinstall via ZOOM
Attendees: Paula Hepinstall, Board Contact Terry Nibarger, Flint Hibler, Steve Danner, Michelle Sullivan, Lake Manager Jeff Ferguson, Board President Doug Winter, George Eshnaur, and Troy Lesan.
Agenda Discussion:
May 2023 Financial Documents Paula noted that Revenues have increased by 8% consistent with the 9% COL increase in dues & assessment but revenues vs. budget are short. Legal expense is also up.
Morgan Stanley Investment Account Terry Nibarger reported the value of our money market account was $1,105,573, and it earned an average rate of 4.54%. The Net Gain for the month, after fees for May was $8,225.71. Terry suggested moving $500,000 from MM fund to FDIC insured accounts with similar interest rates. Committee concurred.
Audit Paula requests a financial audit be done in the first quarter of 2024, for fiscal 2023. She met with the audit department of UHY on Wednesday 5/31/23. Types of audits discussed: 1. Compilation – currently done on a monthly basis 2. Accountant Review – more analytical than a compilation. 3. Full Independent Audit. We are moving forward with a full independent audit – UHY is putting together pricing so we can get it into our 2024 budget.
Sale of lake owned lots – 7 lots have sold, 4 in May – total $22,362 with one more sale pending
Sale of lot 717 – Members approved the sale at the special meeting. Prep work is being done on this lot with a goal of July 4 as a date of offering, first to membership, then a listing with REALTOR if needed. Strategic Planning is entertaining further discussion on the amenities voted on at the last FC meeting. Also, in regard to the possibility of jetty & boat docks, Jeff related that a party has volunteered grading work at the possible
jetty location @ Beach One if VVA pays for his fuel. Potential follow-up cost to VVA will be for as many as 18 docks.
Annual Meeting date change – Members approved changing the annual meeting to October, but the language in the by-laws in the handbook needs to be passed, first thing, by a vote of members at the annual meeting. This includes Article VI, Section (1.) Annual Meeting dates & (2) Article 8, Section 1 Finance Committee - under committees – “The Lake Manager shall present a projection of needed capital expenditures. The committee shall meet no later than Dec. 15th (July 15th) with a budget ready for approval no later than the February (September) board meeting.
Campground Electrical – phase one complete at a cost of $130,000. Special assessment collected are $113,760. The remainder will come out of the campground budget. VVA will continue to monitor revenue and expenses for phase two.
Campground Septic Update – Jeff reported that State of Missouri continues to be involved in planning. Larger berm is anticipated @ lagoon with a large residential septic system also a possibility which might be less expensive.
Clubhouse Septic Update – After considering different locations, plans continue for construction at original site with a 15% increase in original cost estimates.
Lake Director Report – Jeff reported that recent rains have contributed to erosion @ Beach Two which will be an upcoming maintenance item for staff. Michelle questioned if the cost of road maintenance was being passed on to builders/contractors @ construction sites. Answer: yes those costs have been covered by increases in building permit costs.
Beach Renovation - “S” Lot 131- Realtor Nadine Parmenter recommends bringing in dirt for needed grade improvements on this S Lot. It was suggested that rather than VVA incurring this maintenance cost, asking price
for lot should be lowered to 19,900 for the SLot Credit and Debit Card payments – Have been moved from Card Connect (3.9%) to Zego (3% plus $2.00). As of May 31, we’ve collected $5,241 in revenue, and paid $3,208 in expenses - $2,033 profit. Other options were discussed & Jeff stressed that any of these must be compatible with the Condo Control system in place.
Update: working with USDA on additional revenue streams – Both Jeff and Steve Danner have been working on this with the consensus being that VVA would benefit from programs available for farming due to the fact that VVA is definitely a hay producer. Follow up in two weeks.
Other Business Clubhouse rental fees were discussed & will continue to be reviewed
Meeting Adjourned @ 6:50 PM. Minutes by Troy Lesan
Per the March annual meeting, a 4% late fee will be assessed on all unpaid dues, assessments, or infractions effective 5/24/23 and will continue for the next three months on any unpaid balances.
Office hours are 8 a.m. to 4 p.m., Monday thru Friday, and 8 a.m. to Noon on Saturday for payments to be processed. Card payments can be accepted over the phone with a 5% processing fee.
ELECTRICITY. It’s shocking. It can be deadly.
If you have a dock, you have a responsibility make certain that it is safe for you, your guests, and your neighbors.
Most of us have electricity on our docks. We power our boats lifts, lights, pumps, refrigerators, battery chargers and more. Even a little “loose voltage” can cause serious problems.
If you are in the water and you feel a tingle, get away from the dock and call for help! Touching the ladder (or anything metal) might be the last thing you ever do. Someone on the shore needs to turn off the electricity immediately. Do you know how to do that? How many other people at your dock know how to shut off the power? Don’t keep it a secret.
Tragic stories are easy to find. Every summer someone is on the news, usually deadfrom electric shock while in the water. I recommend that you look at the website for www. docklifeguard.com for examples, and how to avoid tragedy.
There are several products that will alert everyone in the area to stray voltage in the water. They vary in cost and effectiveness. Their reviews are important to read. Dock Lifeguard had by far the best reviews I saw. There may be a better product out there. I didn’t see it.
I encourage you to think of who you are protecting as you consider this issue. This is not where you want to go cheap.
I chose Dock Lifeguard. A lake area electrician is a certified installer.
Don’t let your dock become part of a horror story.

Managing Directors Report
Doug Winter reported for Jeff Ferguson (Managing Director): Condo Control
• We are moving from Card Connect for credit card payments to Zego. The fee is 3% plus $2.00 per transaction. The change was made as the credit card system has to be compatible with Condo so payments can be processed online.
• Payments via Condo will be available in July 2023.
Lake Information
• Clubhouse rental fees are being reviewed.
• Jeff is working with the USDA to identify programs which the Lake may be eligible to participate in. One example is a pollinator garden as much of the Lake land are used for haying for livestock.
• Beach 2 has suffered some erosion during the recent rain.
• Permit payments are used for the road repairs.
• Lot S131 has not sold. Nadine Parmenter is the agent who has the lot listed for sale. Plan is to lower the price and let the buyer do any work that is needed on the lot.
Fishing Committee
• Brett Bush reported that there will be two additional fishing tournaments later this year. There will be a Crappie tournament and another Bass tournament.
• Brett reported that they will contribute another $2000 to stock fish, as well as the $2000 in the association budget.
• Fishing Committee will report at monthly meeting going forward.
Tom Rice made a motion that the Financial Statements for May 2023 be approved as presented. Seconded by Terry Nibarger; motion passed unanimously.
Guest Time

Attendance
A sign-in Attendance Sheet is on record at the Office for reference. Let the record show that these minutes are a record of the business transacted at this meeting and are a sampling of the discussions. Comments and discussions are not reflected in whole or as actual quotations in the minutes, nor do they reflect all comments by members.
Just a reminder for all members that the dump is open Wednesday-Sundays weekly. This is for members only, not for contractors doing work for you.
We have also added a couple of Concrete Washout areas here at the lake for concrete trucks to wash out. One is at the Maintenance Dump area and the other one is on the South side at 165th & LVT at South End Containment Pond (known as Temporary Road).
Inspection teams have gone out several times on the water during the last few weeks, most recently on June 5. Overall, with numerous new houses being built and several old ones undergoing rehabs and other major improvements, the lake has never looked better. Thus far failure to properly display lot numbers on docks visible from the water is by far the biggest non-compliance item. Inspection teams have noted numerous new docks on the water and hardly any have lot numbers posted. Committee members support a new rule in handbook that would require putting lot numbers on new docks at the time they are built!
We have launched a new software platform called Condo Control that includes a user-friendly online app for your phone. Please make sure the office has your email address to get boat stickers, pay VVA dues, see Activities, info, sign forms, etc. This new feature will provide greatly improved access for membership but VVA needs all member emails to successfully implement. Please send your e-mail address (with lot number, street address & name) to: LakeVikingCommunity@grundyec.net
