Hartselle

In a bid to pave the way for the next two decades of growth and development, the City of Hartselle is gearing up to revamp its Comprehensive Plan, marking a significant stride since the adoption of the last plan in 2012

The endeavor is a collaborative effort with the North Central Alabama Regional Council of Government (NARCOG) Planning and Economic Development

Department Spearheading this initiative is Joey Hester, Director of Planning, and Shelby Selman, planner, who are inviting residents to actively contribute their insights and ideas

The new Comprehensive Plan aims to build on the accomplishments of past projects and envisage a future that aligns with the city’s ever-evolving needs and opportunities, according to Hester

“It’s a 20-year roadmap for our elected officials to use while making decisions on future developments based on what the community wants Hartselle to look like

Decatur Morgan Hospital getting Safe Haven Baby Box

October Vest said the box will hopefully put an end to that type of situation

“One thing that we don’t want to read about again is a baby being found in a dumpster,” he said Families may anonymously leave the baby in the box

in the future, he said Hester stated that municipalities are generally advised to revise their comprehensive plans every five years It is essential for them to regularly update these plans to retain their designation as an Alabama Community of Excellence (ACE) The City of Hartselle earned this designation in 2012 Hartselle residents are

encouraged to be part of the process of updating the Comprehensive Plan by sharing their thoughts on the citys present status and their vision for its future

A community planning meeting will be held March 19 at the Sparkman Civic Center from 5:30-7:30 p m Hester said the event will be structured with no formal presentation and will be

a come-and-go event Free popcorn and soda will be provided for attendees

“This event will give us an opportunity to report back to the community on previous survey results and what planning has been done up to this point,” Hester added “Sort of “Here’s what we’ve heard, this is what we ’ ve learned and how we ’ re going to use the data”

Mayor Randy Garrison established a steering committee to head up this initiative from a wide variety of Hartselle residents, selecting representatives from the Hartselle Area Chamber of Commerce, the Hartselle

City Planning Commission and educators

Residents can peruse maps, reports and details of meetings related to the Comprehensive Plan online at https://planhartselle m y c a n v a s i t e / h e l phartselle-plan Garrison said the new Comprehensive Plan will be approved later this year Committee members, city officials and representatives from NARCOG will be present at the meeting March 19 and are open to answering questions and providing further information about the ongoing planning efforts

within 45 days of its birth without being prosecuted under state legislation passed last year

At Tuesday’s Morgan County Commission meeting, the commission approved an expenditure of $3,000 to go toward the box

“The box itself has been taken care of but they needed a little additional money as far as installation and I know that we would like to support that,” Vest said In a letter to the County Commission, state Rep Terri Collins, R-Decatur said multiple entities are contributing money for the box

“It is supported by the Legislative Delegation, the city of Decatur, Morgan County, the hospital and fire department,” she wrote

The Moulton City Council has been discussing installing a box at the Moulton Fire Department According to Moulton Fire Chief Brian Phillips, the box costs about $15,000 and installation costs $5,000 “But if we can save even one life it will be worth it,” Phillips told the council last week

The Madison Fire Department became the first in the state to receive an infant in a Safe Haven Baby Box on Jan 21, less than two weeks after the box was installed

Michael Cavanaugh knows pizza He also knows Hartselle.

After more than three decades of dedicated service, Cavanaugh is hanging up his apron as the manager of the local Pizza Hut a decision he calls bittersweet.

Cavanaugh has become a fixture in the community, hosting countless celebrations from family dinners to birthday parties to homecoming and prom gatherings and becoming a familiar face for patrons young and old.

Cavanaugh’s last day at Pizza Hut was Feb 15.

Billy McAbee dines at the establishment every day His son, Corbett McAbee, is a big fan of the personal pan pizzas.

“My son enjoys a personal pan cheese pizza, light on the sauce, every day, 365 days a year He worships the ground Mike Cavanaugh walks on, ” Billy McAbee said

“On Thanksgiving Day, I got a text (from Cavanaugh) that said ‘Hey, your pizza is in your mailbox. Get it before it gets cold,’” Billy McAbee said “He opened his business when it was closed I know it takes 30 minutes to heat up the oven to make one pizza How many people do you know who would do that?”

Cavanaugh frequently supplied pizza to the Hartselle Police Department and other organizations

Tania Burgess, with Hartselle Police, said he has been a great supporter of first responders in Hartselle through the years.

“Michael Cavanaugh has been delivering delicious pizzas to the community for as long as I can remember,” Burgess said “I remember several years ago, all of Hartselle had shut down due to snow-covered roads, but wouldn’t you know it, Michael somehow made his way to ‘The Hut’ and was turning out pizzas for those who could make it to the drive-thru window I will always be grateful for Michael’s years of dedication and service to our community He will be missed more than he’ll ever know”

Cavanaugh’s wife Michelle invited the community to the restaurant to say goodbye during his final week on the job

“You wouldn’t believe the response, ” Michael Cavanaugh said “People coming in that last week, talking to me, wishing me well, telling me how I had impacted their lives some of them who were not in the greatest situation when they worked here and now, they’re straight and on the right path.”

Cavanaugh described one such former employee who came by “He said, ‘It took me years to come face you because I was not nice to you back then The situation I was in, I probably would not have got out of it

if it hadn’t been for you. I heard you were leaving, and I have needed to say this for a long time,’” Cavanaugh recalled. “That really had an impact on me. “You go through life sometimes wondering if you ’ re really making a difference or doing any good for people, and then something like that happens.”

Cavanaugh has big plans for retirement Cruises to St Barts and Alaska have been booked for this year and next, but the 63-year-old said he mainly wants to do the things he hasn’t had time to do while busy working 80-hour weeks

Cavanaugh said the most important thing he received from his three decades at Pizza Hut is the friendships.

“I’ve formed a lot of long-term relationships through the years, ” he said. “Some of my customers who came through the drive-thru as children in car seats now bring their own children That to me is exciting to have relationships with the good people in the community that have turned into generations of friends” “I still eat pizza after all these years, ” Cavanaugh added, “just not as much I lost 4 pounds my first week of retirement.”

Dressing properly for exposure to extreme heat and the sun ’ s ultraviolet rays was a practice followed by farm workers when I was a boy many years ago.

I remember seeing men, women and girls working in the fields wearing broad-brimmed straw hats, hand-sewn bonnets and long-sleeved shirts and blouses They served the dual purpose of shielding their skin from the sun and stirring a breeze to cool their sweat-drenched faces.

Most boys marched to a different tune, however, much the displeasure of their parents. I was reminded of that on a sunny spring day a couple of years ago after working outside bareheaded most of the day The sun ’ s rays blistered the top of my head and ear lobes because

Those of us who grew up in the Massey and Lebanon communities in the 1950s learned early in life that spring brings things other than blooming flowers waving in the warm breezes under sunshine and clear skies Interspersed among those were constantly changing weather fronts often accompanied by strong winds and occasionally devastating storms My grandfather’s farm was located about a mile south of McKendree church on Evergreen Road in the epic center of what came to be called Tornado Alley

In The spring of 1952, I was fourteen years old when a strong tornado blew in from the southwest and crossed Evergreen Road just south of granddad’s farm. From there it continued its path of destruction n a northeasterly direction cross-

When it comes to food, I’m basically a toddler In most other areas of life I like to think I’ve transitioned fully into adulthood; I’ve had the same job for twenty-three years, I make sure the trash is at the road every Tuesday, and have a wife and three kids I gladly take responsibility for But I’m not going to eat something that looks gross. Mostly I don’t like things that seem to be congealed Casseroles and pastas are best left alone Soups? Forget it. I have zero interest in drinking my food. I do love

Saying no to sunburn

I wasn’t wearing a hat. My male siblings and me limited our summer dress to a pair of cut-off blue jeans and soaked up the sun without fear of future consequences The only e x c e p t i o n s were for blackberry picking and going to church.

“You boys need to wear a hat on your heads and a shirt on your backs,” our mother would tell us.

“If you don’t, you’ll be sorry some day,” our older sister would add.

We’d answer, “It’s too hot to wear a hat and a shirt” and rush out of

the house barebacked and barefooted. Hats were also the custom of the day for church and social settings. Women adorned themselves with a variety of headpieces complete with ribbon and other decorations The hats were held in place by gemstone hatpins. Men opted for more modest felt hats to top off their “ Sunday best ” When not in use, they were placed in hatboxes and stored in top shelves of closets.

It turned out that both our mother and big sister were right on target in their efforts to get us boys to wear something on our heads and backs to protect ourselves. My mother never had to visit a dermatologist for skin cancer treatment when she died in her early 90s and my older sister has youthfullooking skin at age 90.

Unfortunately, my luck ran out

The storms of spring

ing Cedar S p r i n g s b e f o r e b o u n c i n g over Lee Road Then it churned onward into the old Barkley homestead, where my mother had spent her teenage years. In 1955 another equally powerful tornado followed in the wake of the previous one. While tracking slightly to the north it unleashed all of its power on granddad’s farm leveling his barn and tossing the old logs from his house like toothpicks haphazardly over a large area. The thing which most people recall

is how all the water was sucked out of an old hand-dug well where the workhorses drank from its cool water after a hard day of work in the fields. It never provided water again. The area came to be known as Tornado Alley when a third tornado roared through just a few hundred yards north of the farm in 1957 with similar results.

Those in the paths of the storms lost their houses and possessions. In due time many of their things were replaced Physical bruises and broken limbs healed. But there were intangibles and hopes and dreams blown away forever For years every time the wind howled out of the southwest and lightning exploded across the sky in jagged lines of fire, family members rushed to a newly constructed storm pit and sat in the dim light

The picky eater

last year when I had to have a skin cancer removed from my back as the result of exposure to the sun as a child. A second cancer has since been removed from the same area, along with numerous skin cancers on my hands I was fortunate to get help when the cancers were operable

The unpopularity of sun hats is something I experienced earlier last year when my old, seldomused straw hat became tattered and torn and I began searching for a replacement Much to my surprise, an inexpensive, wellmade straw hat is hard to find in stores nowadays I have settled for a baseball cap. It came at a good time when temperatures soared and outdoor work was at its peak.

The

provided by a kerosene lantern, in dread of what they might find when they exited it. Memories of what had been lost haunted the older folks for the rest of their lives.

Whether we live out our promised “three score and ten years” or much less, we will face personal storms Dire troubles assail us when it seems that “God is no longer in his heaven and all is not right” in our world. They may overcome all preparations we have made to avoid them. In such times we need a haven of refuge.

The prophet Isaiah has promised those who seek the Kingdom of God, “There shall be a tabernacle for a shadow in the daytime from the heat, and for a place of refuge, and for a covert from storm and from rain.” (Isaiah 4:6)

pizza, which some see as a conflict, but my habits are meant to be accepted not understood I can’t explain it either Folks often object that I’m missing out As if a life filled with BBQ, fried catfish, and steak is not a life lived filthy rich in

food choices. All I’m saying is the Bible says to find contentment; it’s not my fault the rest of y’all can’t be satisfied with the simple things God has given you

One time my Nana placed a SPAM sandwich on the table in front of me and my brother I must have objected to meat from a can and her response was your typical, “Well, you ’ re not leaving this table until that food is gone. ” I didn’t know what to do; I knew she was serious about her line in the sand, but I also knew I was not capable of consuming such an unholy piece of alleged meat.

Blast from the past

“Joshua, you’re going to have to eat my SPAM Otherwise I will absolutely die at this table,” I said when Nana left the room for some reason I’m not sure he loved her supper choice either, but he’s always been better at holding his nose and doing the hard things in life than I am, a fact I am eternally grateful for And that’s a blessing, because had he not eaten that SPAM on that summer night all those years ago, there would still be a pile of bones laying on that dining room floor

Finding Your Future

Hartselle High School held the Finding

dents met and greeted representatives

Valley looking to hire new talent.

District 3 commissioner candidates focus on roads, employee rentention

Two candidates one a mayor and one a county employee are challenging the incumbent for the District 3 Morgan County Commission seat in the March 5 Republican primary, and all three say they’re focused on roads and employee retention, especially of jailers

First-time commissioner candidates Matthew Frost, a District 3 mechanic/operator, and Gary Livingston, the mayor of Eva, are challenging incumbent Don Stisher in the Republican primary for one of four commissioner spots There is no Democratic challenger in the November general election

The salary for Morgan County commissioners is $89,465 annually Commissioners are elected for four-year terms and commissioner races are countywide elections, although the commissioner must live in the district District 3 covers most of the southern part of the county and includes 325 miles of roads, most of which are rural The district includes the towns of Falkville and Eva

Roads

Frost said if he is elected, he will work to keep funds in Morgan County and District 3 and to fix as many roads as he can.

“Use the money you’ve got to fix what you can fix,” he said. “You take your busiest roads, and you work your way down — the most traveled.”

Frost said he would try to obtain funding for roads anywhere he could.

“You’ve got Rebuild (Alabama) money and you ’ ve got gas (tax) money, ” he said “There’s got to be something else there, too, grants or something”

Livingston said if he is elected, he would want to

divide the district into four sections. “Look at each section each year and concentrate and try to get the tax money applied to the roads in those sections that need to be repaired,” he said. “Kind of spread the money around. We’ve got a lot of roads in our area on what we call on top of the mountain that hasn’t been touched in years, a long time, and they just need to be looked at.”

Livingston said the main road that needs to be addressed is Alabama 55 which runs from the Lawrence County line to the Cullman County line, with the Morgan County portion about 20 to 25 miles long It intersects with U.S. 31 in Falkville and Interstate 65, making it heavily traveled, especially by heavy trucks, he said.

“It’s in pretty bad shape all the way from one side of the county to the other side of the county,” he said. “I know they don’t have enough money to do (Alabama) 55 because it’s going to be a very costly expensive project, but we ’ re either going to have to go to Washington to try to find money or through the state.”

Stisher said the district is seeing more people building and ordering online which means there are more heavy

trucks on the roads.

“That puts demand on the condition of the road, the traffic that travels the road,” he said “Those are challenges every day to widen the roads and increase the safety of the roadway Safety is on our mind every day, so we want people to commute safe.”

Stisher said, if reelected, he will continue the upkeep of the roads by pothole patching, grading gravel roads, and paving roadways He said the roads are also full of farming vehicles.

“We look at it all as part of the progress to maintain the needs of the people,” Stisher said. “So, I don’t have a negative thought on what all the roads go through and create situations that basically we have to address It’s all a good thing and a positive thing as the county grows and develops and answers the needs for the people.”

Employee retention Hiring and retaining jailers at the Morgan County Jail has been a constant challenge for the Sheriff ’ s Office.

“I support pay for the job done as much as the budget can afford to allow it to pay It’s a balancing act between a lot of resources. I feel like we ’ ve addressed the pay

fairly through the years,” Stisher said. “It is a challenge to get people in these generations to work in any of the jobs that are available throughout the county, so it’s become a challenge to keep good personnel.”

Stisher said the personnel problem is widespread.

“I don’t think it’s isolated to the jail and the sheriff ’ s department,” he said “I think it’s all across the field of workers today”

Livingston said jailer pay needs to be increased.

“If you ’ re going to get high-quality people to come in and do your work for you, such as that, such as first responders these people who do this type of work, none of them are being paid what they should be paid,” he said. “That covers anything That covers county, city or state troopers; it’s not only just the county”

Frost also said salaries need to be raised to retain jailers.

“You’ve got to match everyone around the area, what other counties are paying,” he said “You need better pay to keep the employees.

About the time you get them trained and experienced they’re going somewhere else to make more money ”

Frost said it is the same with district county employ-

Affidavit: Son hit father with metal pipe

For the Enquirer

A Falkville man was arrested Feb. 22 and charged with second-degree elder abuse after Morgan County Sheriff ’ s Office deputies said he hit his father with a metal pipe earlier this month.

Derrick Wayne Halbrooks, 42, remained in Morgan County Jail this past Friday in lieu of a $30,000 bond, jail records show According to an investiga-

tor affidavit filed in Morgan County District Court, deputies responded to a domestic violence call in the 700 block of Roundtop Road on Feb. 8

Halbrooks’ father “stated that he went to the barn to confront his son about being on drugs and (being) disrespectful, and Halbrooks then became violent,” the affidavit reads. “Halbrooks struck (his father) with a metal pipe, causing him to fall to the ground.”

The father told deputies that Halbrooks then attacked his hand with a knife before he managed to get away from his son, according to the affidavit When deputies arrived at the home, they said Halbrooks had run off into the woods and could not be located.

An arrest warrant signed by a Morgan County judge Feb 22 notes that Halbrooks is forbidden to have contact with the victim.

ees. I know theres a lot of turnover in other (district) shops,” he said. “I figure it s the pay Livingston said he would work hard as commissioner if he were elected.

“I’m just going to put the same work ethic towards District 3 as I have as a mayor, ” he said “Just do what’s right and do what needs to be done.”

Stisher said if he is reelected, he will continue to work every day to meet the demands and pressures of District 3 and all its duties

“It’s a busy life every day, which I’m honored to serve. I still have the energy and I’m still dedicated. I want to continue to be that servant for the constituents of Mor-

gan County,” he said. “I get up every day dedicated to address the situations that face me and I’m very optimistic. I see the future of Morgan County very bright, but I do know that it s going to require a lot of work.”

Frost said he would use his experience from working in the district to help him be a good commissioner “I’m a hands-on guy; I wouldn’t send anybody to do what I wouldn’t do. And I’m not going to sit in a truck and watch them work; I’m going to be there working just like I do now,” he said. “I’m going to listen to everybody If you call, I will get back with you Everybody’s going to be treated the same. ”

the Lord’s army

“Soldiers of Christ arise and put your armor on. We ve all probably heard those lyrics or sung them in church before You ve also got the popular VBS song The Lord’s Army” that many know and love. These songs teach us about serving God, about being part of His “army Have you ever thought of yourself as a soldier for God? We all want to follow God’s Word and do His work, like a good soldier should. As a faithful soldier it can get tough sometimes because even though we feel we are doing the right things, sometimes life doesn t go our way There is a story in 2 Kings 5 about a good soldier named Naaman We can learn some good lessons from this man that may help us in our journey when it gets tough. One good lesson from this story is that even bad things happen to good soldiers. Naaman is a good and faithful soldier but is afflicted with leprosy (2 Kings 5:1.) It can be discouraging

when doing the right things and bad things still happen to you But remember God brings rain on the just and unjust. It s just part of this life.

Another good lesson is that in a battle, help sometimes comes from unlikely places A girl who was captured by Naamans army is the one who told Naaman who could heal Him (2 Kings 5:2-3 ) If we look for help, God will help us find it, even if we aren t expecting it the way God sends it.

Finally, another great lesson is that the path to victory takes many twists and turns Naamans healing came in a way he didn t expect or understand The way he got there was unexpected, but in the end, God saved him In our lives, as a soldier of Christ, just remember that the path may seem like it s leading nowhere, but with God directing your path you will get where you need to go Just remember who the General is and follow His lead.

Morgan County District 4 commissioner candidates focus on roads

A main focus of the incumbent and two challengers in the Morgan County District 4 commissioner Republican primary is improving roadways by addressing the road conditions, drainage issues and funds available.

First-time commissioner candidates Charles Pitman, a lawyer, and Keith Allison, an automobile repair shop owner, are challenging incumbent Greg Abercrombie in the March 5 Republican primary for one of four commissioner seats No Democrats are seeing the seat.

The salary for Morgan County commissioners is $89,465 annually Commissioners are elected to fouryear terms and, commissioner races are countywide elections District 4 covers the eastern part of the county and includes about 310 miles of roads. The district includes Cotaco, Union Hill, Lacey’s Spring, Ryan Crossroads, Valhermoso Springs and Florette.

Pitman said there are many roads in District 4 that need to be addressed.

“We still have a lot of chip seal roads in District 4,” he said. “I think we need to finish bringing those up to standard for asphalt, kind of modernize those ” Pitman said he would prioritize roads by first looking at their age and overall condition.

“You look at the population around the roads and the frequency at which they’re driven,” he said. “It makes common sense to me that you would work on the most heavily traveled, poorest condition roads first, and then work your way to the roads that are either less traveled or that are in better condition.”

Allison said, if elected, his first focus would be the drainage issues in District 4, depending on the budget. “A lot of it’s down in the Lacey’s Spring area where you have drainage problems and road problems,” he said. “I see a lot of folks out on the side of the road trying to clear out ditches with shovels.”

Allison said a lot of the secondary roads in the district need attention.

“The drainage problems are actually causing the bad

Abercrombie Allison Pittman

road conditions,” he said “They’re washing out roads, and we have a lot of roads that are in bad shape.

Abercrombie said, if reelected, he wants to continue to pave roads as he has been doing

All four districts get the same amount of money; it doesn t have anything to do with how many miles this one has or how many miles that one has. So, the more miles you have, that means you re going to have to watch your money closer in order to pave, he said. “I would put our district up as one of the best districts as far as roads.

Abercrombie said he goes by the condition of the road when it comes to deciding which to pave first.

he said “The county as a whole, we ’ ve built a new tag office behind my district shop, and we built a tag office at Hartselle. Since I’ve been in also, we have built the environmental building and the dog pound.

Abercrombie said they are looking at bidding out the event center in Cotaco this week.

office I will be available to talk,” he said “I will be in the office If you can’t get me in the office, you will be able to contact me in some way ”

Pitman said if he is elected, he will prioritize running the commission office efficiently and effectively
