EDITORIAL INVITADO
Estimados miembros de LULAC de Iowa, Me dirijo a ustedes para informarles en nombre de nuestra delegación que asistió a la Convención Nacional de LULAC 2022 en San Juan, Puerto Rico la semana pasada. En general fue un viaje productivo pero tuvimos un inconveniente con las elecciones en la Asamblea Nacional. Las elecciones nacionales fueron suspendidas debido a una Orden de Restricción Temporal (TRO) que fue emitida a LULAC y su Junta Nacional por un Tribunal de Distrito en Texas que impidió que la asamblea celebrara elecciones. En términos generales, la orden de restricción temporal, que fue solicitada por un concilio de LULAC en Dallas, Texas, argumenta que una organización partidista en Puerto Rico llamada Nuevo Partido Popular (NPP) ideó un plan para apoderarse de LULAC y de sus dirigentes mediante la entrega de cientos de miles de dólares a los agentes y dirigentes de LULAC en el continente y en la isla. Presuntamente, esto implicó la creación de cientos de “concilios de papel” en la isla para crear delegados ilegítimos, pagando el transporte y los hoteles a cambio de votos, e influyendo en los operativos de LULAC para que se presentaran a la Junta Nacional de LULAC. La delegación de Iowa recibió la TRO la mañana de la asamblea por lo que no asistimos. Lamentable, ya que es una de las principales razones para ir y poder representar a nuestra militancia y que se escuche nuestra voz como carta estatal. Sin embargo, aún así se llevó a cabo una elección ilegítima que fue liderada en su mayoría por los operativos y el liderazgo de LULAC involucrados en el supuesto esquema - violando la TRO que fue emitida. Esta acción de celebrar una elección ilegítima y la investigación en curso ha dado lugar hasta ahora a la suspensión de varios funcionarios nacionales de LULAC y a la destitución inmediata de la ex directora general de LULAC, Sindy Benavides. Este tipo de acciones también puede resultar en la explosión de la liga, multas, demandas y prisión.
Estoy compartiendo esto para asegurarme de que nuestros líderes y miembros estén al tanto de lo que está sucediendo a nivel nacional en caso de que no estemos recibiendo los comunicados de prensa o escuchando las noticias. No queremos que grupos partidistas externos influyan en LULAC. Esto también es el resultado de que el liderazgo de LULAC a lo largo de los años ha ignorado los llamados para actualizar el proceso draconiano de votación y cerrar las lagunas constitucionales para evitar situaciones como esta. LULAC Nacional que promueve la democracia y defiende el voto no debería tener problemas en su propia casa. LULAC de Iowa seguirá centrándose en los asuntos estatales y locales. Por favor, hágame saber si tiene alguna pregunta, comentarios o medidas de acción sobre este tema. Mantendré a nuestros líderes/ miembros al día.

La comunidad de Ottumwa celebra a la Madre Irene Muñoz, icono de los derechos civiles de Iowa Cuando los líderes de la comunidad de Ottumwa solicitaron a la ciudad que una calle llevara el nombre de uno de sus ciudadanos más destacados, no fue una sorpresa para nadie. En junio de este año, la hermana Irene Muñoz anunció que dejaría su cargo de Ministra del Pastoral Multicultural en la Iglesia Católica de Santa María, después de servir a la comunidad durante más de 65 años. Y el domingo 31 de julio la comunidad de Ottumwa se reunio para celebrale su jubilacion y toda una vida de su compromiso con la justicia social. Aunque la mayoría de la gente conoce
a Madre Irene (como se la conoce en la comunidad latina) como líder de la comunidad en la acogida de inmigrantes en Ottumwa y en la ayuda para atender sus necesidades básicas y de fe, la gente de todo el estado conoce a la Hermana Irene por la inestimable labor que realizó en favor de los trabajadores inmigrantes en Muscatine en los años 60. La Madre Irene se dedicó a ser enfermera, monja y defensora de los derechos humanos. Comenzó su servicio de justicia social en Muscatine defendiendo los derechos de los trabajadores agrícolas y sus familias.

Como nativa de Iowa de origen hispano, comprendía las dificultades a las que se enfrentaban los inmigrantes. Luchó por establecer normas básicas para las viviendas de los inmigrantes cuando vio que los granjeros convertían los gallineros o los cobertizos para cerdos en campamentos para inmigrantes. Recuerda que un granjero le dijo una vez: “¿Qué hace una monja aquí, se supone que debería estar en la iglesia rezando?”. La Madre Irene presionó en la Legislatura de Iowa para que se reformara la ley de trabajo infantil de Iowa, que hasta los años 60
excluía de sus disposiciones a los hijos de los trabajadores inmigrantes. Luchó para que los niños fueran a la escuela durante el verano y no trabajaran en el campo. La Madre Irene animó a los trabajadores agrícolas inmigrantes a participar, les enseñó a desenvolverse en el sistema y les animó a participar en la expresión más fundamental de esos derechos: el derecho al voto. La Madre Irene señaló: “Por supuesto, tenía miedo, pero no quería que mi gente sufriera”. Cuando se trasladó a Ottumwa en 1999, siguió ayudando a los nuevos inmigrantes. La Madre Irene ha inspirado a muchos a implicarse más en la comunidad, a tender la mano a los que no son tan privilegiados y a compartir sus talentos para lograr un cambio positivo en la comunidad. La Madre Irene es miembro fundadora del Midwest Council of La Raza en Muscatine, así como miembro fundadora del LULAC Council de Ottumwa, la mayor y más antigua organización de derechos civiles de los latinos en los Estados Unidos. A su vez, la Madre Irene fue miembro de la Comisión de Derechos Humanos de Ottumwa y fue reconocida por U.S.A. Today en 2020 como una de las 10 Mujeres del Siglo del Estado de Iowa. La Madre Irene recibió el premio Barbara Boatwright Lifetime Achievement Award y fue mencionada por Katy Swalwell en su libro “Amazing Iowa Women”. “Dudo que haya una persona de Ottumwan que sea más conocida en todo el estado que la Hermana Irene, ella representa todo lo que nuestra comunidad representa: una comunidad acogedora que es inclusiva en su núcleo y un lugar al que puedes llamar hogar sin importar el tiempo que hayas vivido aquí” dijo el alcalde Johnson sobre la Hermana Irene. El nombramiento de una calle en su honor fue aprobado por la ciudad de Ottumwa y se espera se coloque la placa próximamente.

Festival de Globos de Quad-Cities en Rhythm City Casino Davenport, IA – El festival de globos aerostáticos de QuadCities y el Rhythm City® Casino Resort se enorgullecen de presentarle el festival anual de globos aerostáticos de QuadCities. Ciudades de Iowa con gran población latina se sienten defraudadas por el bajo recuento del censo Por Kendall Crawford, Iowa Public Radio Un simple vistazo a los carteles de la calle principal de Denison revela la diversidad de los residentes que viven aquí. Un rápido recorrido y se encontrará con el mercado asiático de Lovan. Al doblar la esquina, verás los carteles que anuncian una tienda de comestibles africana. Pero, si sigue el ritmo alegre de la música tradicional mexicana, llegará a La Michoacana Krazy Delights de Erven Chávez. El propietario de la heladería se trasladó a Denison en 2009. Desde entonces, Chávez ha montado dos negocios propios en la ciudad. Pero, no fue hasta el 2020 que el inmigrante guatemalteco se enteró de lo que hace el censo. “Podemos decirle a la gente lo importante que es”, dijo Chávez. “Porque no lo saben. Yo tampoco lo sabía. Hasta que tuvimos una reunión con el jefe de policía y nos lo explicó”. En el censo de 2020, las comunidades latinas fueron mal contadas en casi un 5 por ciento a nivel nacional, un aumento significativo desde la década anterior. Y, aunque la Oficina del Censo no reportó un faltante significativo para Iowa, los funcionarios de la ciudad en pueblos con grandes poblaciones latinas y minoritarias dijeron que los números del censo no reflejan lo que ven en sus comunidades.
La disparidad puede suponer mayores obstáculos para construir las infraestructuras que necesitan. Crear la confianza Cuando la presidenta del concilio de Denison de la Liga de Ciudadanos Latinoamericanos Unidos, Alma Puga, vio la cifra de población estimada por la Oficina del Censo para su ciudad, se enfadó. Dijo que no coincidía con lo que ella veía en la comunidad. “Lo veo todos los días”, dijo Puga. “Hay nuevas poblaciones de inmigrantes que llegan, y sentí que estaban muy poco representadas”. cuesta - especialmente aquellos que eran indocumentados. Y, en 2019, cuando el ex presidente Donald Trump presionó para que se agregara una pregunta sobre la ciudadanía en el Censo, ese temor se acentuó. Dijo que cree que la desconfianza del gobierno -junto con el COVID-19- impidió que muchas personas fueran censadas. “Algunas preocupaciones eran ‘¿Van a usarlo en mi contra? ¿la información va a ser confidencial?”, dijo. “Un par de personas me dijeron ‘Bueno, ¿de qué sirve si las cosas van a seguir igual? ¿Qué diferencia hay?”. Financiación inadecuada Sin embargo, el censo puede tener grandes implicaciones financieras para una comunidad, especialmente para las ciudades más pequeñas de Iowa. El número de residentes contabilizados determina la cantidad que recibe una ciudad en Fondos de Impuestos por Uso de Carreteras (RUTF), que ayudan a las comunidades a construir y mantener sus carreteras. Esto significa que el alcalde de Storm Lake, Mike Porsch, tiene que resolver un problema matemático decepcionante. Calcula que alrededor del 30% de su población no fue contabilizada. A cada persona le corresponden unos 126 dólares en fondos. Todo eso suma casi 400,000 dólares que la comunidad no recibirá. “Y si lo multiplicas por 10 años antes del próximo censo, son 4 millones de dólares que no tienes durante todo ese periodo de tiempo debido al censo”, dijo. “Eso sería todo el presupuesto para quitar la nieve”. El administrador de la ciudad de Denison, Bradley Hanson, estimó que la ciudad se queda sin unos 200,000 dólares en fondos debido a su subcenso. Dijo que más o menos equivale a rehacer un bloque entero de carreteras y la infraestructura de abajo. Dijo que la pérdida de fondos tiene un efecto dominó. Aunque la ciudad cuenta con algunos dólares de ayuda para hacer frente a la infraestructura, Hansen dijo que, más adelante, tendrán que buscar otros medios para obtener los ingresos que faltan. “Desgraciadamente, nuestros impuestos van a aumentar para poder hacer ese bloque adicional o lo que necesitemos”, dijo Hanson. “Y normalmente la gente que vive en esa cuadra será la que pague al menos una parte”. Tienen que entender que miran el tamaño de nuestra población y deciden si los negocios van a ser rentables aquí.” Este temor -que se tomen decisiones impactantes basadas en datos erróneos- se extiende a los proveedores de servicios de salud, los promotores de viviendas y los servicios sociales. En la Storm Lake Middle School, la superintendente Stacey Cole dijo que se puede ver la necesidad de más recursos comunitarios. Incluso durante el verano, la escuela está llena de niños. He will be pursuing degrees in Kinesiology and Health at Iowa State University. Angela Garcia inspires us with the degree of commitment she has given to her studies, extracurriculars, family, and career path. With her combined interests in speech pathology and photography, we know her career and impact on the world is only beginning at Iowa State University. Yulisa Barroso cares deeply about her community, is a dedicated student, and grew as a leader during her time in cheerleading. Universidad Estatal de Iowa Ivy College of Business Mujer empresaria del año: Blanca Plascencia, copropietaria de El Fogón Por Sarah Bogaards, Business Record Cuando Blanca Plascencia siente la necesidad de hablar, lo hace sin pensarlo dos veces. Asistió a uno de los actos de campaña de Cindy Axne durante su última campaña de reelección con la misión de preguntarle sobre la comunidad latina. A pesar de no haber hecho nunca algo así, Plascencia dijo que la decisión fue casi automática. “No sé por qué, sólo siento que tengo esta necesidad de hablar y decir, ‘Aquí. Aquí estamos. ¿Qué piensas de nosotros? ¿Cómo puedes apoyarnos? ¿Cómo puedes ayudarnos?” dijo Plascencia. “No sé si es un impacto muy grande, pero al menos estoy tratando de aprender a hacerlo. Intento ser valiente para salir y hablar. “No es fácil”, dijo, pero aprender a aceptarse a sí misma y a su cultura con el tiempo le ha dado más seguridad de que debe abogar por los latinos de Iowa. Cuando emigró de México a Iowa hace unos 18 años, experimentó años de vida en la pobreza y su primer paso para empoderarse a sí misma y a su futuro fue decidir dejar de trabajar para restaurantes y abrir uno. El mismo año en que se abrió el primer local de El Fogón, Plascencia participó en la Iniciativa de Liderazgo para Latinas. Le ayudó a superar la crisis de identidad que experimentó sobre si “seguir siendo quien eres” o cambiar para encajar en la comunidad que la rodea. Dijo que el programa le dio confianza en muchas áreas, incluso en cómo puede mostrar la cultura mexicana en Iowa sin comprometer la autenticidad. Patricio O’Ward, piloto mexicano de IndyCar, triunfa en Iowa Por Tar Macias, Hola Iowa El piloto mexicano de IndyCar y sensación deportiva, Pato O’Ward, de 23 años, ganó la carrera Hy-Vee Salute to Farmers 300 el domingo 24 de julio en el Iowa Speedway en Newton, Iowa. Mexican Indycar driver, Patricio O’Ward, triumphs in Iowa By Tar Macias, Hola Iowa
Mexican IndyCar driver and racing sensation, Pato O’Ward, age 23 won the Hy-Vee Salute to Farmers 300 race on Sunday, July 24 at the Iowa Speedway in Newton, Iowa. O’Ward, born in Monterrey, Mexico and raised in San Antonio, Texas was Rookie of the Year in 2020 and has made a name for himself in the race world, winning various championships and over 50 races before competing at the 2022 Indy 500 in May, where he came in second. Coming into the race weekend in Iowa, the young Arrow McLaren SP driver was expected to perform well, and he delivered. “We knew that we had a great car, so it was all about just capitalizing and being there when it counted,” O’Ward said. “The guys did a great job calling when we had to pit. It was very, very enjoyable.” The victory, coupled with his secondplace finish the day prior in the HyVeeDeals.com 250, a race that consists of 250 laps on “the world’s fastest short track” helped O’Ward climb from sixth to fifth in the series standings. He came in at 36 points behind leader, and the 2022 Indy 500 winner, Marcus Ericsson. The two races in Iowa were the only NTT IndyCar doubleheader on the 2022 series schedule. O’Ward earned his second victory of the season – he also won the May 1 race on the road course at Barber Motorsports Park – and the July win marked the fourth win of his NTT INDYCAR SERIES career. He’s hungry for more wins as he gains popularity among race fans and sponsors. “Hopefully we can win a couple more,” O’Ward said. “That would be fantastic. We’ve had a good year, but we’ve dumped two wins in the past couple of months. So, it’s definitely been a frustrating, but rewarding few weeks. This is the perfect momentum we need. The No. 5 Arrow McLaren SP guys in the pits were awesome,” O’Ward said. “That’s what gave us our win.” O’Ward’s victory in Iowa was the highlight of the Hy-vee IndyCar Race Weekend, a fun-filled event that was an amazing experience for everyone, not just
racing fans. The weekend races were complemented with a Free Family Friday where fans of all ages got a behind-the-scenes look at the racetrack as well as the garages. Fans also got to meet some of the drivers and their pit crews who keep the cars in top shape for the track. The Free Family Day also featured live music from Newton native Cody Carter, a rising country music star who came all the way from his home in California, and Okoboji native Damon Dotson, who was named Des Moines’ Best Local Musician of 2022 by CITYVIEW Magazine. The weekend also featured concerts by country music legend Tim McGraw on
Saturday, and pop icon Gwen Stefani on Sunday who kicked off the Hy-Vee Salute to Farmers 300 race. She shared with the audience that it was the first time she had ever opened for her husband, country music star Blake Shelton, who closed out the day with his performance after the race. Iowans and race fans were not the only ones impressed by the headlining musicians. The Hola Iowa team ran into the Brazilian 4-time Indy 500 winner Hélio Castroneves in the audience enjoying Sunday’s concert. Pato O’Ward shared with Hola Iowa that he was impressed with the job Hy-Vee had done to make of this race weekend a unique experience. “I think it’s really worth mentioning what Hy-Vee and Penske have done for this weekend it’s really cool to see...I think their approach to everything has been phenomenal... I think we can learn a lot about this weekend and how well they’ve done it,” he said. Seems like O’Ward wasn’t the only big winner in Iowa. If Hy-Vee continues to take the lead supporting this type of racing events at the speedway, they will change the summer landscape with a can’t-miss family event all Iowans can be proud of.

GUEST EDITORIAL Dear LULAC of Iowa members, I am reaching out to report back on behalf of our delegation to the 2022 LULAC National Convention in San Juan, Puerto Rico last week. Overall it was a productive trip but we did have an issue with the elections at the National Assembly. The national elections were suspended due to a Temporary Restraining Order (TRO) that was issued to LULAC and its National Board by a District Court in Texas that prevented the assembly from holding elections. To put it broadly - the TRO which was petitioned by a LULAC Council in Dallas, Texas, alleges that a partisan organization in Puerto Rico called the New Popular Party (NPP) devised a plan to take over LULAC and its leadership by funneling hundreds of thousands of dollars to LULAC operatives and leadership on the mainland and island. This allegedly involved creating hundreds of “paper councils” on the island to create illegitimate delegates, paying transportation and hotels for votes, and influencing LULAC operatives to run for LULAC National Board. The Iowa delegation received the TRO the morning of the assembly so we did not attend. Unfortunately, since it’s one of the main reasons to go and represent our membership and have our voice heard as a state charter. However, an illegitimate election still took place that was mostly led by LULAC operatives and leadership involved in the alleged scheme - breaching the TRO that was issued. This action of holding an illegitimate election and the ongoing investigation has so far resulted in the suspension of several LULAC National Officers and the immediate discharge of former LULAC CEO Sindy Benavides. These types of actions can also result in expulsion from the league, fines, lawsuits, and jail time. I am sharing this to make sure our leaders and members are aware of what is going on at the national level in case we are not receiving press releases or hearing the news. We do not want outside partisan groups to influence LULAC. This is also the result of LULAC leadership over the years ignoring calls to update the draconian voting process and close constitutional loopholes to avoid situations like this. LULAC National who promotes democracy and champions voting should not have issues in their own house. LULAC of Iowa will continue to focus on state and local issues. Iowa cities with large Latino populations feel shortchanged by census undercount By Kendall Crawford, Iowa Public Radio
A simple look at the signs on Main Street in Denison reveal the diversity of the residents that reside here. A quick stroll and you’ll stumble across Lovan’s Asian market. Round a corner, and you’ll see signs advertising an African grocery store. But, if you follow the upbeat rhythm of traditional Mexican music, you’ll land at Erven Chavez’s La Michoacana Krazy Delights. The owner of the ice cream shop moved to Denison in 2009. Since then, Chavez has started two of his own businesses in town. But, it wasn’t until 2020 that the Guatemalan immigrant learned what the census does. “We can tell the people how important that is,” Chavez said. “Because they don’t know. I didn’t know that either. Until we had a meeting with the police chief and he explained that to us.” In the 2020 census, Latino communities were undercounted by nearly 5 percent nationally – a significant increase from the decade prior. And, while the Census Bureau didn’t report a significant undercount for Iowa, city officials in towns with large Latino and minority populations said the census numbers do not reflect what they see in their communities. The disparity can mean greater obstacles to building the infrastructure they need. Building the trust When the Denison chapter president of League of United Latin American Citizens, Alma Puga, saw the Census Bureau’s estimate for the population for her town, she was angry. She said it didn’t align with what she saw out in the community. “I see it every day,” Puga said. “There’s new immigrant populations coming, and I felt like that was very underrepresented.” According to the Census Bureau, the western Iowa town only grew by 75 people from 2010 to 2020, putting its

population at around 8,400. But, city officials say that’s not the reality. They estimate another 2,000 people didn’t participate in the decennial count. Puga was part of Denison’s Count Committee, which held events to help people fill out their census form. In her outreach, she found that there were many residents like Chavez who were unaware of its purpose and, more importantly, its consequences. She said many residents were fearful of the survey – especially those who where undocumented. And, in 2019, as former president Donald Trump pushed for a citizenship question to be added to the Census, that fear was heightened. She said she believes government distrust – alongside COVID-19 – stopped a lot of people from being counted. “Some concerns were ‘Are they going to use it against me? Like the information is going to be confidential?’,” she said. “I had a couple people tell me ‘Well, what use if things are going to stay the same? What difference does it make?’”
Inadequate funding But, the census can have big financial implications for a community – especially smaller Iowa towns. The number of residents counted determines how much a town receives in Road Use Tax Funds (RUTF) – which help communities construct and maintain their roadways. That means, Storm Lake mayor Mike Porsch has a disappointing math problem to solve. He estimates around 30 percent of their population was missed in the count. Each person is tied to around $126 in funds. That all adds up to nearly $400,000 that the community won’t receive. “And you multiply that by 10 years before your next census, it’s $4 million dollars that you don’t have through that whole period of time because of the census,” he said. “That would be the entire snow removal budget.” Denison city manager Bradley Hanson estimated that the town comes up short around $200,000 in funds due to its undercount. He said that roughly equates to redoing an entire block of roads and the infrastructure underneath. He said the loss in funds has a domino effect. Although the city has some pandemic aid dollars to help address infrastructure, Hansen said, further down the line, they’ll have to look to other means to get the missing revenue. “Unfortunately our taxes are going to increase to be able to do that extra block or whatever we need,” Hanson said. “And usually the people that live on that block will be the ones that pay for at least a portion of it.” A barrier to progress Another concern for city officials, like Storm Lake city councilwoman Maria Ramos, is how an inaccurate count could potentially stifle economic development for the town. Ramos said she often hears questions from constituents about why the community can’t bring in more
businesses and attractions. “How come JC Penney doesn’t come to Storm Lake? How come we don’t have a mall? How come the bigger chain restaurants don’t come to Storm Lake?,” Ramos said residents often ask. “What they need to understand is that that’s what they look at. They need to understand that they look at our population size and decide whether businesses are going to be profitable here.” This fear – that impactful decisions will be made based on faulty data – extends to health providers, housing developers and social services. At the Storm Lake Middle School, superintendent Stacey Cole said you can see the need for more community resources. Even during the summer, the school is crowded with kids. She said that’s partly because the school has become a vital provider of social services to the almost 3,000 students in the district. “Our need looks a lot smaller than what our need actually is,” Cole said. “So because we can’t count on getting outside agencies to the community, then we have to put that in place internally, to make sure that those things are still done.” It means making hard decisions – like whether to hire a school therapist to address community mental health or another third grade teacher to tackle large classroom sizes. It also limits their ability to address the diverse set of needs in the district, Cole said. Without the ability to partner with outside agencies, there’s less funding and resources to develop projects that could grow into fully grant-funded programs. “[Funders] say if it’s not important enough to you to put money into, it’s not important enough to us,” she said. “And the issue is that we just have very unique challenges that stop some of that stuff from happening.” The next decade Denison faces much of the same. The town’s most recent housing survey showed that the community is in need of 200 additional housing units, but Puga worries about how the town will address the shortage when it can’t use the census to lure developers in. “These developers are not going to want to come to our county. They’re not gonna want to build here,” Puga said. “They’re gonna think we’re pretty much dying. But we’re not.” For residents, like Chavez, it’s sad to see the community continue to struggle without the infrastructure to support its rapid growth. He said he’d like to see more companies, more housing and a sports complex for the town. “Because we want to make Denison better every day. Why? Because our kids are here. And they are growing here. And we love Denison, too,” Chavez said. He said he hopes, over the next decade, housing developers and health providers will grow to love the town, too. Despite what the numbers say.

The Ottumwa community celebrates Iowa Civil Rights Icon Sister Irene Muñoz When community leaders in Ottumwa petitioned the City Council that a street be named after one of its most visible citizens, it came as no surprise to anyone. In June of this year, Sister Irene Muñoz announced that she will be stepping down in her position of Pastoral Minister, Multicultural at St. Mary’s Catholic Church after serving the communities for more than 65 years. And on Sunday, July 31, the community of Ottumwa came together to celebrate her retirement and a lifetime of her commitment to social justice. Although most people know Madre Irene (as she is known in the Latino community) as a leader in the community in welcoming immigrants to Ottumwa and helping address
their basic and faith needs, people around the state know Sister Irene for the invaluable work that she did on behalf of the migrant workers in Muscatine in the ’60s. Madre Irene pursued the path of a nurse, a nun, and an outspoken advocate for human rights. She started her social justice service in Muscatine advocating for the rights of the farm workers and their families. As a native Iowan of Hispanic descent, she understood the difficulties the migrants faced. She fought to establish basic standards for migrant housing when she saw farmers converting chicken coops or hog sheds to migrant camps. She remembers a farmer once told her “What is a nun doing here, you’re supposed to be in church praying?” Madre Irene lobbied at the Iowa Legislature for reform of the Iowa child labor law, which until the 1960s excluded the children of migrant workers from its provisions. She fought for the children to be in school during the summer and not working in the fields. Madre Irene empowered migrant farm workers to get involved, taught them how to navigate the system, and encouraged them to participate in the most fundamental expression of those rights-the right to vote. Madre Irene quoted “Of course, I was scared, but I didn’t want my people to suffer” When she moved to Ottumwa in 1999, she continued to help new immigrants. Madre Irene has inspired many to become more involved in the community, reach out to those who are not as privileged, and share talents to make a positive change in the community. Madre Irene is a founding member of the Midwest Council of La Raza in Muscatine as well as a founding member of Ottumwa’s LULAC Council, the largest and oldest Latino civil rights organization in the United States. Madre Irene was a member of the Human Rights Commission in Ottumwa and was recognized by U.S.A. Today in 2020 as one of 10 Women of the Century from the State of Iowa. Madre Irene is a recipient of the Barbara Boatwright Lifetime Achievement Award and was mentioned by Katy Swalwell in her book “Amazing Iowa Women”. “I doubt that there is an Ottumwan that is better known around the state than Sister Irene, she represents everything that our community stands for: a welcoming community that is inclusive at its core and a place that you can call home no matter how long you have lived here” Mayor Johnson said about Sister Irene. The naming of a street in her honor was approved by the city of Ottumwa and a plaque is expected to be placed soon.

Iowa State University Ivy College of Business Woman Business Owner of the Year: Blanca Plascencia, Co-owner, El Fogón By Sarah Bogaards, Business Record When Blanca Plascencia feels the need to speak up, she does it without a second thought. She attended one of Cindy Axne’s campaign events during her last reelection run with the mission of asking her about the Latino community. Despite never doing something like that before, Plascencia said the decision was almost automatic. “I don’t know why, I just feel that I have this need to speak up and say, ‘Here. Here we are. What do you think of us? How can you support us? How can you help us?’” Plascencia said. “I don’t know if it’s a very big impact, but at least I’m trying to learn how to do this. I’m trying to be brave to go out and speak. “It’s not easy,” she said, but learning to embrace herself and her culture over time has given her more assurance that she should advocate for Latino Iowans. When she emigrated from Mexico to Iowa about 18 years ago, she experienced years of life in poverty and her first step to empowering herself and her future was deciding to move away from working for restaurants and open one. The same year the first location of El Fogón opened, Plascencia participated in the Latina Leadership Initiative. It helped her navigate the identity crisis she experienced about whether to “keep being who you are” or to change to fit in with the surrounding community. She said the program gave her confidence in many areas, including in how she can showcase Mexican culture in Iowa without compromising authenticity. Plascencia said she thought she would always end up in politics focused on social justice, but running El Fogón the past five years has become its own type of avenue for kindling empowerment, and for supporting the community and Latina women. “I cannot choose to stay [just] at the restaurant because I know I can be helpful to others through my experience,
through the path that I have made for myself, because I’ve been on the two sides of the American dream,” she said.
