General Manager’s Corner Well, here we are in October. Where has the year gone? I can say that I’m happy to see the end of summer. I don’t know about you but I’m ready for some cooler weather. As you are aware, September is the season for budgets. I’ve been working on the 2022 budget for most of September. I can say that it will be

ready to present to the HOA Finance Committee and then the HOA Board of Directors in October. I can’t provide you “numbers” at this time, but I’ll do that as soon as the budget is approved. I’d like to thank my Assistant General Manager, Jayke Whittington, along with all the Budget and Finance Committee volunteers for dedicating their time and energy towards the budget process. Jackie was hired in the position of Administrative Assistant and Compliance Officer. If you have a chance, stop by the HOA Office and welcome Jackie. We have a lot of projects happening this Fall and in the next fiscal year: (1) Installing new drinking fountains with a water bottle fill station. (2) Demolition of the water fountain in the Anacapa breezeway. (3) Bocce Ball Court turf replacement. (4) Courtyard fountain retiling (5) New cardio equipment in the Fitness Center. (6) Install new carpet in the Fitness Center. (7) Fitness Center flex-center wood floor resurfacing. (8) Tennis Courts resurfacing. These are just a few of the upgrades that are in the works for this Fall and into 2022. I’m sure that there are a lot of residents returning to Corte Bella soon. From the Editor’s Desk October is here and our great weather months begin. Our seasonal residents are returning, and life is becoming very busy as we approach the wonderful holidays that are part of the final months of each

year. Just looking at the HOA events promotion pages in this issue, you’ll note so many events and activities available for us to participate in and enjoy. And, a number of special charity functions hosted by the CB Vets and SOuL (Smiling Out Loud) are scheduled for this month and November. This month, our HOA Board of Directors will tackle the 2022 budget as prepared by the HOA Management team in conjunction with the Finance Committee. The Government Affairs Committee continues its work on a number of important issues (1. The City of Surprise consideration of an ordinance change to allow for an electronic billboard on the SR 303 corridor and 2. The Republic Services
request for a re-zoning variance to allow a recycling and waste transfer station at the WestWing Industrial Park). The Buildings and Grounds Committee, Neighborhood Awareness and Safety Committee before Technology, Technology and Long Term Planning Committees, with their dedicated volunteers, work hard for Corte Bella every month. These individuals give much of their time to hosting town halls, giving presentations at board meetings, preparing statements for county zoning commission meetings, board of supervisor public meetings, city council meetings, coordinating efforts with other valley communities, and communicating their activities to you, the residents of Corte Bella. While we enjoy the great weather and all our community amenities this Fall, please remember to thank those who volunteer to keep Corte Bella beautiful, both in appearance and in function. Come to Happy Hour at the Anacapa to enjoy the view from the patio. Swim, play on our sports courts, work out at the Fitness Center, bike and walk “the circle”, or join an interest group. Life is good here in Corte Bella. Work to keep it so. Carpe Diem!

As most of you probably know, the board of directors did not have meetings in July & August, but rest assured your board and committees have been working diligently on many things that will surely appeal to all of our residents.

As you know, our general manager Leann Blue has been working diligently on our behalf with budget season and Improvements to our community. By the time this article goes to print, our “story boards” will be present for viewing of the Anacapa expansion project. If you haven’t been there to see the boards, I encourage you all to check them out. It’s good to see that our lifestyle events have returned from their COVID vacation. Residents are dancing, laughing and meeting in our social hall, and traveling again to distant places. Thanks to Pam and her brilliant talents, she has brought back our fun lifestyle. The Salvation Army Christmas Angel Tree will be ready on November 15th for you to select your Angel, a disadvantaged child who is waiting for you to make their Christmas a magical one. Each Angel hanging on the tree provides a child’s name and age along with a list of their Christmas gift dreams. Bring the unwrapped gifts back to the tree with the original Angel tag attached before December 13th and the Salvation Army will take care of delivery. Recipes From The Anacapa For Your Kitchen Anacapa Executive Chef Dan Haywood
PUMPKIN BARS
Ingredients: For the Bars: • • • • • • •
4 eggs 1⅔ cups granulated sugar 1 cup vegetable oil 15-ounce can pumpkin 2 cups sifted all-purpose flour 2 teaspoons baking powder 2 teaspoons ground cinnamon

1 teaspoon salt 1 teaspoon baking soda
For the Icing: • • • •
8-ounce package cream cheese, softened ½ cup butter or margarine, softened 2 cups sifted confectioners’ sugar 1 teaspoon vanilla extract
Method: For the Bars:
Preheat the oven to 350 degrees F. Using an electric mixer at medium speed, combine the eggs, sugar, oil and pumpkin until light and fluffy. Stir together the flour, baking powder, cinnamon, salt and baking soda. Add the dry ingredients to the pumpkin mixture and mix at low speed until thoroughly combined and the batter is smooth. Spread the batter into a greased 13 by 10-inch baking pan. Bake for 30 minutes. Let cool completely before frosting. Cut into bars.
For the icing:
Combine the cream cheese and butter in a medium bowl with an electric mixer until smooth. Add the sugar and mix at low speed until combined. Stir in the vanilla and mix again. Spread on cooled pumpkin bars.
ROASTED CORN, BUTTERNUT AND POTATO CHOWDER
Ingredients: • • • • • • •
4 slices bacon, diced 1 cup butter 2 cups each small diced celery and onion 4 ears corn, cut off the cob 1 Tbsp. died thyme 4 cloves garlic, chopped ½ cup sherry wine (optional)
Method:

1 cup flour 1 quart chicken stock, plus extra (4 cups) 1 small butternut squash, diced 2-3 Yukon Gold potatoes (2½ - 3 lbs.) 2 dashes Worcestershire 1 dash Tabasco Black pepper to taste Salt to taste 2 cups cream
Sauté bacon in a pan until nicely browned. Remove from heat. Pour off fat and reserve. In a medium size heavy bottom pot add bacon, reserved fat and butter. Add ,and sauté, celery, onion, corn, thyme and garlic for about 5 minutes until onions are softened. When translucent, add sherry and reduce by half. Add flour and thoroughly mix. Add stock slowly until incorporated. Bring to slow simmer and add butternut squash, potatoes, and cream. Cook until potatoes are tender, about 10-15 minutes. Season with Worcestershire, Tabasco, pepper, and salt to taste. Serve immediately or refrigerate for later use.

COMMITTEES
From the CBCCA Government Affairs Committee (GAC) Duane Yantorno, Chair The GAC has been actively working two important issues that have direct impact on Corte Bella’s quality of life. Provided here are some details regarding the committee’s work and efforts. As included in an August 20th community eblast regarding the proposed electronic billboard on the SR 303 Corridor (part of the city of Surprise) near Sun City West and Corte Bella, the GAC updated the community as to the next steps on this issue. At the August 17th meeting, the Surprise City Council agenda item was “continued” at the developer’s request. The GAC was in attendance at the City Council’s workshop on Tuesday, September 21st along with more than 20 Corte Bella residents. GAC representatives spoke for our community at this workshop and presented our opposition to this proposed amendment to city ordinance #2021-15 (see pages 35-40) and the proposed installation of an electronic billboard. The City Council will vote on this matter at their Tuesday, October 19th open meeting at 6:00 PM. The GAC is advocating for a strong representation from Corte Bella at this meeting. We are working in coordination with PORA on this issue. At a GAC sponsored Town Hall on September 8th, the community was updated on the status of the Republic Services re-zoning application relating to their proposed recycling and waste transfer station at the WestWing industrial park (off of El Mirage and SR 303). It is critical that our community be unified in our opposition to any re-zoning from light industrial to heavy industrial at the WestWing Industrial Park. The GAC will keep you informed as this moves forward. What you can do to help is: •
Send your letter to the planning commission and to the Maricopa Board of Supervisors, or send emails to both county agencies.
•
Sign the petition (online or hard copy)
•
Plan to attend the public meetings.
The Technical Advisory Committee (TAC) meeting was held on September 21, where County agencies and other agencies delivered technical review comments to Republic Services (RS). You cam access the comments or other case documents using the case number Z2021090 by searching under the Planning Services search button at the Citizen’s Portal at this link: https://accela.maricopa.gov/CitizenAccessMCOSS/Default. aspx. The TAC Meeting was not a public speaking forum or hearing. A recording of the meeting was produced. The GAC will provide access instructions for those interested.
After the TAC meeting, RS goes back to address agency comments for an indeterminable period of time. They are able to resubmit their proposal days, weeks or several months, as there is no set timeline for the RS to resubmit. Once County staff receives a resubmission, the GAC will be notified as an interested party. Another review process begins that is generally 14 business days. If RS did not address agency concerns, county staff will require them to resubmit their proposal. This cycle can repeat for an indefinite period. If RS did address all concerns, or if they state they will not, then County staff will schedule the case for a Planning and Zoning Commission hearing. The Planning and Zoning Commission meeting is a public hearing and community members may comment. You may provide comments online at https://www.maricopa.gov/FormCenter/ Regulatory-Planning-Development-15/Comment-on-a-PlanningCase-183. Typically, sign-off occurs a month prior to hearing. RS must submit a Citizens Participation Results Report and provides County with hearing notices, stamps and labels to produce required hearing notice of property owners within 300’ of the site’s property boundaries. County staff produces a report to the Planning and Zoning Commission that includes support and opposition collected, and makes a recommendation based upon the technical aspects of the site. The Commission considers this recommendation and also takes into account the concerns of the public. They will make a recommendation for approval or denial to the Board of Supervisors or may continue the matter to a future hearing date. The Board of Supervisors hearing takes place about a month after the Planning and Zoning Commission hearing. The Board will make a decision to concur or disagree with the Commission’s recommendation. The Board may also vote to continue the case to a future hearing. The public may also make comments at this meeting. The GAC urges you to review and sign the petition at http:// chng.it/9j2r77RPbD to STOP Republic Services from building a recycling and waste transfer station so close to Corte Bella. It is imperative that our community make our voices heard that re-zoning a parcel of the WestWing Industrial Park from light industrial to heavy industrial is not appropriate for this area. Samples of letter writing and guidance for where to send your letters of opposition are available on the Corte Bella website and in the HOA Office. The GAC will continue to keep you informed via community wide eblasts.

The Holidays are upon us! We can’t wait to see your beautiful Fall wreaths and other decorations! 8.3 Holiday decorations 1. Fall decorations may be displayed from October 1 to November 30. 2. Winter holiday decorations may be displayed from November 15 to January 31. 3. All other holiday decorations may be displayed no more than 15 days prior to the holiday and must be removed within 15 days after the holiday.
Be careful with string lights! 13 Lighting 3. On rear patios low voltage lights may be installed under the patio cover only if the bulbs are downlights and no portion of the bulbs, string/wires, sockets, and fixtures may be visible to neighboring lots or street. Lights must be turned off when not in use.

If you are installing a new security door, please choose a style that is within our Santa Barbara style. The Aztec and desert designs are nice, but here in Corte Bella stay away from designs with kokopellis, coyotes, cacti, etc.

Remember it is not always better to ask for forgiveness rather than ask for permission! Submit all of your exterior changes before you make the change. ARC does not grant variances because you’ve already done it. Please avoid having to tear down what you’ve done because it doesn’t comply with the guidelines.

Corte Bella Adventure Group Steve Downing Our fall and winter schedule of events are currently being planned. For those of you that like to ride bikes (the ones with pedals), we started the season on September 26th. Sunday mornings, we depart from the Fitness Center parking lot and ride the Sun City West bike route. The initial start time is 7:00 AM, however the time will change as the weather cools down. The ride itself is only around 21 miles with a stop somewhere around the halfway point to rest and visit with the other cyclists. Sometime in November, an additional Thursday ride with varied routes will begin. Our first two hikes of the season are November 2nd in the White Tanks Regional Park followed by November 4th in Spur Cross Ranch. These are both flat-land hikes considered easy with a distance of around 4 miles. If you would like to try one of these hikes before joining the group, just text me at the number below in this article for details. For all the new residents, we use Meetup.com to schedule all the events. Once you are signed up, you will receive an email
from myself or one of the other event hosts when we schedule an event. If you find the event something you would like to do, just hit the “Attend” button. If the event is not something you prefer to do then you do absolutely nothing. Our group began in the fall of 2014 with 24 charter members. We have grown to an average of 170 members, although active members remain at around 50 to 55 individuals. If you enjoy the outdoors and the natural beauty of Arizona, I encourage you to join us. Corte Bella Watercolor Enthusiasts Group News September 4th was a big day for the Corte Bella Watercolor Enthusiasts (CBWE). We hosted our first Open House at the Corte Bella Social Hall. Members of our group displayed their art work for the community to view. We also had a demonstration of watercolor painting. Additionally, there was a display of the supplies needed to begin your watercolor journey. We welcome our visitors (and you!) to join our group. We meet at the Social Hall the second Saturday of every month from 1:004:00. There is room for everyone at all levels of experience from “never did this before” to “available for commissions”. This group has been active for three years, expanding our membership every year.

Helping Kids Feel Better to Heal Better Sandy J. Harris On the first Wednesday of each month from 1:00 PM to 4:00 PM, you can find a group of dedicated volunteers busily sewing pillowcases for Ryan’s Case for Smiles. We are the core group of volunteers who compose the Phoenix chapter of the national organization dedicated to making children hospitalized in the Phoenix area feel better. Since our chapter founding in 2014, we have sewn and delivered 500+ of the whimsical pillowcases every month to Phoenix Children’s Hospital, Banner Cardon Children’s Hospital in Mesa, Ironwood Cancer Center, and Banner Children’s at Thunderbird Medical Center. In the words of one child: “My pillowcases make me happy. They take my mind off of being sick.” Ryan’s Cases was founded in 2007 by Cindy Kerr in Philadelphia who was sewing pillowcases for her son, Ryan, a teen suffering from aggressive bone cancer. She would also sew cases for other children in the local hospital, and for her work, she was honored on Martha Stewart’s national show. This led to an explosion of interest in establishing local chapters. Joann Shaw, Corte Bella resident, was asked to start the Phoenix chapter in 2014, and she grew the chapter into one of the largest in the nation, with most
volunteers being Corte Bella residents. We are as dedicated to our volunteers as they are to Ryan’s Cases. You Can Help! •

Caring for Your Stucco Home Ask Agnes Our homes are beautifully built with a stucco exterior. Stucco is a long lasting material and it’s perfect for our climate. It is porous, but sturdy. We were privileged to watch our home being built. After the stud walls were in, the house was insulated with white Styrofoam-type panels. A wrap of a moisture barrier was put on the exterior. Next came something resembling chicken-wire. The wire received the cement stucco applications. Paint was applied after the stucco cured. Research says that stucco homes should be painted every 5 to 6 years. The homes here in Corte Bella are now between 17–18 years old. Has your home been painted two or three times? If not, now is the time! The most highly recommended type of paint is an elastomeric formula because it can stretch with the stucco. It hides tiny imperfections and cracks. It’s more expensive, but considered to be the best protection. In today’s market, our homes are pricey. Failure to maintain a home can take a big chunk out of a potential sale price. Failure to keep up with exterior painting may also cause stucco repairs to be necessary (an ounce of prevention….?).
The HOA office has a big book of paint schemes that have been approved. Some restrictions may apply as to what the neighboring homes are painted. Stop in at the HOA office and check out the colors. We will be repainting our home soon so we can enjoy its beauty while sitting outside in the cooler weather.

Making Education Meaningful, Dr. Stacey Mcennan Linda Wright Stacey Mcennan has called Corte Bella home since 2017. She is a strong advocate for continuing education in the west valley. Her story is rather intriguing and her efforts to help others attain a better education is inspiring. Of the many interesting and innovative people who reside in our community, Stacey is truly one of the finest. Born in Cincinnati, Ohio, Stacey moved to southern California as an child. She graduated from high school in 1967 and earned her BA at Colorado State University in Ft. Collins, CO. She went on to study for several years through the Fulbright Scholar program at two Bucharest music institutes in Romania. She speaks quietly, but proudly, of smuggling hundreds of bibles into that communist country which took a very dim view of religion at the time. From there, she attended graduate school at UCLA gaining a Master’s Degree in Dance Ethnology. She then added a second Master’s Degree – this one in Education – from Harrison Middleton University. This distance learning program provided her with a non-traditional education degree, something that would inspire her later in her career. To round out her education, Stacey earned a PhD in Anthropology. Then she continued as a Fulbright and IREX scholar studying in Romania. After her marriage, she was on the move, living in five states and finally returning to California. Stacey has a son who remains in that state and a daughter who lives much closer, in the Cottonwood area, here in Arizona. Stacey’s father had a business in Flagstaff and she visited often, making the move to the west valley fairly easy for her. In 1988, Stacey founded The Alexandria Academy. The institution is recognized nationally and internationally as a program that provides tailored educational opportunities to assist students achieve their hopes and dreams that are not always possible through traditional public schools. Dr. Mcennan’s purpose through her academy is to structure study to the student’s individual ability, skill level, and educational goals. For 33 years, she has generously given her time and focus to the academy and its students in five states. This year, she plans to step aside from school management and take on a consultant role with the Academy as “Director Emeritus.” However, Stacey will remain actively involved with the Academy’s Diploma Program for adults at the Dysart Community Center in El Mirage and with another branch soon to be opened in the Verde Valley (Sedona) which will be under her daughter Mindy’s capable direction. The Diploma Program in El Mirage is a community outreach effort under the direction of Alex Mejia and Annie Ansell, Executive
Director. This program is offered to individuals, regardless of age, who have not completed their high school graduation requirements. The program provides them a chance to further their education (college or technical school), to increase their potential for employment, and/or promotion in their field. This non-traditional study program is flexible and adapts to the needs of the student while working towards a certification that is recognized by the state of Arizona. One recent graduate of this program was 69 years old. She needed this diploma in order to keep her employment. Classes at the Dysart Community Center are currently held on Wednesday’s from 6:00 PM to 8:00 PM. During these two hours, students receives individual tutoring based on their assignments and receive instruction from Dr. Mcennan and other volunteer instructors. One of the instructors is Corte Bella’s own Russ Harris. Russ teaches Civics classes, an Arizona requirement for high school graduation. He also teaches U.S. and World history. There is a great need for volunteers to give presentations on almost any subject matter. Stacey emphasizes the need for these students to be exposed to a variety of material that could promote the desire to learn, to read, and to explore the world around them. The program at Dysart has annual graduations in which the families of the students participate fully in celebrating this academic accomplishment. Its so heartwarming and inspiring. It’s Fall, and Wine & Food is Woodsy! Even Here in Cactus Country! Deborah Damery Lazear, CSW This month’s featured grape is Syrah, perfect for pairing now with dishes that have no salad in sight. Syrah is all about herbs and spice. The grape flourishes in the Northern Rhône regoin of France. Its cousin lives in Australia, where it is known as Shiraz. Other family members star in Paso Robles and Lake County in California, Washington State, and in Oregon. The flavor profile of “Old World” Syrah is spice, black pepper, white pepper, rosemary, lavender, musk, Mexican mole, and red currants. “New World” flavors are blackberry jam, raspberries, vanilla bean, baked earth, smoked meat, and chocolate. Syrah is easy to drink and easy to appreciate. Primarily powerful and round in the mouth, it can be enjoyed young with a fresh fruitiness, or laid down in a dark 54F degree temperature for a decade. The best serving temperature is 62F. If you don’t have a temperature controlled storage unit, put the wine in the fridge for half an hour before serving. Served as an appetizer wine, pair it with olives and pistachio nuts or hazelnuts. Fine cheese pairings are hard and strong varieties such as Manchego, creamylike Camembert, or sharp cheeses like Roquefort Blue. Main course ideas are spicy chicken sausages stewed with red and green peppers, lamb chops grilled with a black pepper and Chinese 5 spice pepper rub, grilled salmon with blackberry jam jalapeño glaze, and anything with mushrooms or truffles.
Here is a Syrah pairing menu that I tasted in the Côte du Rhône at an outdoor café nestled in an olive grove. •
Amuse-bouche of mushroom caps stuffed with pork sausage, thyme, onion, and chestnuts (canned are just fine).

Main course of lamb stew with eggplant, artichokes, and white beans. (If you don’t like lamb, substitute with pan roasted chicken on a bed of farro, mushrooms, carrots, and pearl onions.) Finishing herbs are rosemary, fresh oregano, or marjoram.

Cheese course that included local camembert, chèvre (goat cheese), and grapes.
•
Dessert of Mille Feuille (puff pastry) with raspberry sauce and dark chocolate drizzle.
Enjoy the fall, and rejoice in the fact we have very few leaves to rake and bag!

Pickleball is one of the most popular sports in the country: Today, pickleball is played all over the world, in fact the USAPA recently estimated that over 400,000 people actively play this addictive game on a regular basis. 2. It’s been around for 50 years: Pickleball is celebrating its 50th anniversary this year, as it was invented in 1965. 3. It all started With three men, a few bored kids, and a dream: Pickleball was first invented by three dads up in Washington state. They created the game as a solution to their children’s boredom during the summertime. 4. The evolution of the pickleball paddle: Initially, pickleball paddles were made entirely of wood. However in recent years, lightweight materials like graphite and aluminum have been incorporated to lessen the weight of the paddle. The typical pickleball paddle is larger than a ping-pong paddle, but smaller than a tennis racket.

October is finally here and, hopefully, a break from triple-digit temperatures! We have again reached the time of year that the golf course undergoes the over-seed process. This is the process in which the summer Bermuda grass is mowed down very short. Then perennial rye grass is literally planted on top of it, hence the name “over-seed”. During this process, the course will be closed for play beginning on Monday, October 4th. The course will reopen on Friday, October 22nd. When the course reopens, all cart traffic will be restricted to the cart path only for roughly 3 weeks. During the course closure, the golf club grill will also be closed for a fall deep-clean. We at the golf club are eager for the winter season, and we hope to see you all out and about around the Corte Bella community!

All Ages Can Play Donna Norton, Corte Bella Tennis Club The Corte Bella tennis ball machine, bought back in 2006, ejected its last ball and stalled. Although a cumbersome machine, it provided a wonderful tool for those wanting to work on their stroke. But a maintenance review indicated it was finished. A new ball machine, Tennis Tutor Plus, arrived in July and now resides in the tennis storage box across from Courts 3 & 4. An electric outlet resides on the half fence between courts 1 & 2 and 3 & 4. To utilize the ball machine, pick up the key at the Fitness Center (they will keep your card until the “key” is returned) to open the cabinet. The machine, extension cord, ball hopper, and balls are ready to be used. In addition, we have added some supplies for homeowners that may have grandchildren visiting in the coming months. The balls and rackets are age appropriate for 4- to 7-year old children. The West Valley Ladies League will begin their new season on October 15th. We play other like properties (Sun City West, Pebble Creek, Trilogy, etc.) on Friday mornings, starting at 11:00 AM. •
We continue to have our Wednesday free clinic at 7:00 AM (it will be later once the weather improves). Call Donna at 602-657-3949 to sign up.
