Der regionale Einzelhandelverband ACRAL bewirbt sich mit dem Konzept eines virtuellen Einkaufszentrums um EU-Fördergelder. Dahinter steckt die Idee, dass alteingesessene Händler in den Ortszentren der Algarve mit Hilfe von Web-Marketing neue Anziehungskraft auf Kunden ausüben können, die sich bisher in real existierenden Einkaufszentren zum Konsum verführen lassen. Die Traditions-Läden sollen ihr Sortiment in den sozialen Netzwerken und auf Video-Plattformen flexibel präsentieren. Zwar ließen sich nicht alle Waren gleichermaßen über das Internet bewerben, aber über Ratschläge für Verbraucher könnten Kunden indirekt zu den Läden geführt werden. ACRAL-Präsident João Rosado sieht die Net-Präsenz als Zukunftschance für seine Verbandsmitglieder, die sich dem Kunden entweder nach Handelssparten oder nach Standort geordnet vorstellen können. Sieben Städte starten in diesem Monat ein Pilotprojekt, um zunächst die Bedürfnisse und Wünsche der potenziellen Kunden zu erforschen. Gleichzeitig schult ACRAL die Händler im Umgang mit dem Medium Internet.
Virtual shop windows The region’s retail association ACRAL has applied for EU funding to develop a virtual shopping centre. The idea involves the use of web marketing, with which long established traders in the Algarve’s town centres can entice customers, who have thus far chosen existing shopping centres to make their purchases. The traditional shops can thus flexibly present their range on social networking sites and video platforms. Despite the fact that not all goods can be uniformly advertised via the Internet, consumer advice might indirectly lead customers to the shops. ACRAL president João Rosado sees the Internet presence as a means to future success for association members, who can present themselves to customers listed by trade or by location. Seven cities will begin as part of a pilot project this month, to initially explore the needs and requirements of poten tial customers. At the same time ACRAL will train traders in using the Internet.

Women’s Day “Those who fight have rights. Those who give up remain left out”, says sociologist Maria Filomena Mónica about International Women’s Day on the 8th of March. Even well trained and educated women often and voluntarily fall into stereotypical roles in Portugal and no longer try to break these everyday patterns, especially in times of crisis. Although more than 90 percent of men and women demanded equal rights in the workplace in a recent survey, at home traditional roles are upheld: women in Portugal spend four times as much time on domestic chores than men – way above than the EU average. In fact the role of middle class women has hardly changed in 40 years. The upper class has no interest in gender issues and although the lower class might be work ing nowadays, and thus more independent, this has little to do with equality: low wages in low skilled jobs, which men don’t want to do, result in Portugal hav ing the highest rate of working women in Europe. At the same time women in Portugal are disproportio nately affected by unemployment.

„Wer kämpft, hat Rechte. Wer resigniert, bleibt außen vor“, sagt die Soziologin Maria Filomena Mónica zum Internationalen Tag der Frau am 8. März. Selbst gut ausgebildete Frauen agierten in Portugal häufig und freiwillig in klischeebehafteten Rollen und versuchten gerade in Krisenzeiten nicht mehr, diese Alltags muster aufzubrechen. In einer Umfrage forderten über 90 Prozent der befragten Männer und Frauen zwar die Gleichberechtigung am Arbeitsplatz, doch daheim geht es traditionell zu: Frauen in Portugal verbringen viermal soviel Zeit mit Tätigkeiten im Haushalt wie ihre Männer – weit mehr als im EU-Schnitt. Tatsächlich habe sich in der Mittelschicht die Rolle der Frau in 40 Jahren nur wenig verändert. Der Oberschicht seien Fragen der Gleichstellung egal und die Unterschicht könne heute zwar berufstätig und dadurch unabhängiger sein, was aber nicht der Gleichstellung zu verdanken sei: Niedrige Löhne in wenig qualifizierten Berufen, die Männer nicht ausüben wollen führen dazu, dass Portugal die höchste Rate an berufstätigen Frauen in Europa aufweist. Gleichzeitig sind Frauen in Portugal überproportional von Arbeits losigkeit betroffen.
Bäume für die Städte Die portugiesische Bio technologin Marta Pinto hat den internationalen Terre de Femmes-Preis gewonnen, mit dem Frauen ausgezeichnet werden, die sich in besonderer Weise um den Naturschutz kümmern. Marta Pinto ist seit zehn Jahren aktiv in Projekten, Marta Pinto die städtisches, modernes und der Technologie zugewandtes Leben mit Umweltansprüchen in Einklang bringen. Die jetzige Auszeichnung würdigt die Aktion FUTURO – 100.000 Bäume für die Stadt, die zunächst die urbane Begrünung der Nordmetropole Porto und an grenzender Gemeinden um 19.000 Eichen, Korkeichen, Lorbeer und Pinien erweiterte und sich bis 2015 auf weitere Städte ausdehnen soll. Die Forscherin bleibt bescheiden: Der Preis sei „eine Anerkennung für viele, denn ohne die Mitwirkung lokaler Behörden und der Städter selbst, wäre das Projekt nicht möglich“. Pinto möchte Schutz und Pflege der städtischen Grüns langfristig ins Gemeinwesen integrieren und zu einer Aufgabe der Bürger machen. Bisher beteiligen sich 3.000 Freiwillige an dem Projekt. Auch im Hinterland von São Brás de Alportel wird derzeit mit 6.000 gespendeten Bäumen das Land aufgeforstet, das im vergangenen Sommer durch Waldbrände zerstört wurde.
Trees for the cities Portuguese biotechnologist Marta Pinto has won the international Terre de Femmes Award, which honours women who render outstanding services to nature conservation. For ten years now Marta Pinto has been active in projects designed to bring urban, modern and technology-embracing life in line with environmental requirements. The current award honours the FUTURO – 100,000 trees for the city project, which so far has enriched the level of green in the northern cityscape of Oporto and neighbouring communities by 19,000 oak, cork oak, laurel and pine trees and which will expand to other towns by 2015. The researcher remains modest: the award “recognises many people, as without the involvement of local authorities and the citizens themselves, the project would not be possible”. Pinto wants to integrate the long-term protection and maintenance of urban green spaces into the community and make it a task for citizens. So far, 3,000 volunteers have participated in the project. After it was destroyed by the forest fires last summer, the hinterland of São Brás de Alportel is currently being reforested as well, with 6,000 donated trees.

Native flora The Projecto Querença brings together a dozen graduates from the University of the Algarve, from agricultural engineers and environmental biologists to marketing specialists, to sustainably revive the economy of the village in Loulé’s hinterland, which is threatened by rural exodus. What was intended to be a temporary job for the young graduates at the beginning of the project in 2011 has turned into permanent employ ment; together with the residents of Querença they have created their own small businesses. Landscape architect João Marum is specialising in ornamental gardens: these only feature plants that are native to the region. Marum grows the native plants without any fertilisers, while ir rigation is specifically adapted to soil, plant and climate. Marum sees the gardens as an alternative for green spaces that have become popular in the Algarve during the last 30 years. “Lawns and exotic flowers do not belong in this landscape and consume up to 70 percent more water than necessary”. Marum’s garden concept is developing into a model eagerly watched by other regions (projectoquerenca.com and facebook.com/projectoquerenca).
Exportregion Algarve Mit knapp 350.000 € fördert die Regierung das Projekt „Algarve Exportador“, in dessen Rahmen regionale Firmen unterstützt werden, deren Erzeugnisse auf internationalen Märkten Bestand haben. Es gehe darum, die Konkurrenzfähigkeit zu stärken und über die Ausfuhr der Produkte gleichzeitig die Region international als Ort zu verankern, an dem es mehr gibt als Sommerfrische. Vor allem Lebensmittel, grenzübergreifende Dienstleistungen und Sektoren des Baugewerbes behaupten sich gut; Haupt-Exportziele sind derzeit Deutschland, Brasilien und China; zudem wollen die Fabrikanten Mozambik als Kunden erobern. In diesem Zusammenhang zeigt die Regionale Entwicklungskommission CCDR bis zum 29.3. die Ausstellung „Portugal 2020 – Eine neuer Zyklus für Wirtschaftswachstum“.

Export region Algarve The government has ear marked close to € 350,000 to promote the Algarve Exportador project, sup porting local companies with internationally market able products. The project revolves around strengthen ing competitiveness and using exports to give the region an international reputation as a place that has more to offer than sunshine. Food, cross-border services and construction sectors assert themselves especially well; main export destinations are currently Germany, Brazil and China; additionally, manufacturers aim to win over Mozambique as a source of custom. The Regional Development Commission CCDR has organised the exhibition “Portugal 2020 – A new cycle for economic growth”, which runs until march 29, to highlight the project.

elch merkwürdige Mischung von morbidem Stammwerk mit tropisch kraftvollem Silberlaubgeäst ist doch der Ölbaum. Er weckt keine Liebe auf den ersten Blick, aber lerne ihn erst mal vierzehn Tage kennen! Nie ist er schöner als im Mondlicht. Er ist ein wahrer Mondscheinbaum. Auf Wind und Regen antwortet er mit Silberschauern ... diese Ode an den Olivenbaum stammt von Karl Foerster, dem 1970 verstorbenen Berliner Gärtner, Philosophen und Schriftsteller. Ähnlich angetan von diesem wunderbaren knorrigen Gesellen, der seit vier Jahrtausenden eines der prägendsten Elemente der mediterranen Vegetation und Kulturlandschaft verkörpert, ist auch Jean-Claude Defrance. Der in Algerien geborene Franzose hat in Toulouse Gartenbau studiert und dort einige Jahre als Landschaftsarchitekt gearbeitet, bevor er 1989 in die Algarve
zog und hier die Natura Garden Centres etablierte. Seine Philosophie basiert darauf, die von Gott gegebene Natur – speziell die der Mittelmeerzone – zu respektieren und zu erhalten. Das ist umso wichtiger, da dieses Gebiet gerade einmal ein Prozent der Erdoberfläche ausmacht. Und so engagiert sich der Franzose für die Erhaltung dieser einmaligen Naturlandschaften und versucht seine Kunden – im Gegensatz zu vielen seiner Kollegen – bei der Planung und Ausführung ihrer Gärten von der Ästhetik, Zweckmäßigkeit und Umweltfreundlichkeit eines natürlich gestalteten mediterranen Gartens zu überzeugen. Dabei zitiert Jean-Claude gerne Antoine de Saint-Exupéry: „Wir erben die Erde nicht von unseren Vätern, wir leihen sie von unseren Kindern.“ In den von ihm konzipierten und angelegten Gärten fällt eines sofort auf – es fehlen Rasenflächen, Zäune, Betonmauern und

Dafür dominieren Oliven- und Zitrusbäume, Zypressen, Terrassen, Natursteinabgrenzungen, mediterrane Kräuter, Rosenstöcke, Oleander- und Lorbeersträucher – ein harmonisch arrangiertes Habitat für Menschen, Vögel, Insekten und andere kleine Tiere. „Wichtig ist es, den Garten so anzulegen, dass man beim Flanieren entlang der Wege immer etwas entdecken kann“, lautet das Credo des passionierten Franzosen. In der Tat weist das hier gezeigte, vor zehn Jahren bebaute Grundstück, einige Überraschungen auf: 500 Jahre alte spanische Olivenbäume, die eine kleine Allee bilden, Zypressen aus der Toskana, die den Hauseingang flankieren, sizilianische Zitronen- und Bergamottebäume, gepflanzt als Solitäre in geometrische Rabatten im Stil der Renaissance. hat a strange impression the olive tree makes, with its mix of melancholic trunk and tropical strong silver-leaved branches. It doesn’t Kumquats exactly arouse love at first sight, but give it a fortnight and you’ll be smitten! Never is it more beautiful than in moonlight. This is a true moonshine tree. To wind and rain, it responds with silver showers ... this ode to the olive tree comes from Karl Foerster, a gardener, philosopher and writer, who died in Berlin in 1970. Jean-Claude Defrance is similarly attracted to this wonderful gnarled creature, which has embodied one of the most defining elements of the Mediterranean vegetation and landscape for four millennia. Born in Algeria the Frenchman studied horticulture in Toulouse and worked there for several years as a landscape designer before moving to the Algarve in 1989 and establishing Natura Garden Centres. His philosophy is based on respecting and preserving the nature given by God – especially that of the Mediterranean region. This is of even greater importance, as this area represents just one percent of the earth’s surface. The Frenchman is thus committed to the preservation of these unique natural landscapes and – unlike many of his colleagues – tries to convince his customers of the aesthetics, practicality and environment-friendly qualities of a naturally landscaped Mediterranean garden when planning and creating their gardens. Here Jean-Claude likes to quote Antoine de Saint-Exupéry: “We do not inherit the earth from our ancestors, we borrow it from our children.” The gardens he designs and creates enjoy a notable absence of lawns, fences, and concrete walls, as well tropical and subtropical plants – with the exception of bougainvillea. Instead they are dominated by olive and citrus trees, cypresses, terraces, natural stone boundaries, Mediterranean herbs, roses,

oleander and laurel bushes – a harmoniously arranged habitat for humans, birds, insects and other small animals. “It is important to design the garden in such a way that there is always something to discover as you stroll along its pathways”, the passionate Frenchman reveals as his credo. The pictured garden of a property built ten years ago, certainly contains its fair share of surprises: 500-year-old Spanish olive trees forming a small avenue, cypress trees from Tuscany, flanking the entrance to the house, Sicilian lemon and bergamot trees planted on their own in Renaissance style geometric borders. Colourful highlights are provided by pink and orange bougainvilleas and vibrantly deep red roses – a tribute to Exupéry’s The Little Prince. “The kumquat in front of one of the bedrooms gives off an extremely enchanting scent when it flowers and the fruit is excellent for marmalades.” The pool area is decorated by tall Anduze vases, a classic in the Palace of Versailles gardens and villas on the French Riviera for over 200 years, in which small orange trees feel just as happy as lavender and rosemary. Bonsai-cut specimens stood in front of a modern new-built Bauhaus style building reveal how harmoniously old olive trees can blend into a Japanese garden. “Here I have tried to combine Far Eastern elements with Mediterranean plants,” Jean-Claude explains. ie Algarve genießt den Ruf „der Garten Portugals“ zu sein. Schauen wir uns die Gärten dieses Gartens Portugals an, stellen wir fest, dass hier Pflanzen aus aller Welt wachsen: Pampasgras und Pfefferbäume aus Süd amerika, Agaven aus Mexiko, Akazien aus Australien, Palmen aus Japan und Kalifornien. Es blühen Mittagsblumen, Kapastern und Fackellilien aus Südafrika und Sträucher aus Neuseeland bilden Hecken. Eine botanische Reise um den Globus wird mit einigen Schritten durch jeden beliebigen Garten möglich. Viele dieser Pflanzen stehen für das Goldene Zeitalter Portugals. Damals brachte man exotisch anmutende Pflanzen mit, um das Besondere zu dokumentieren. Viele dieser einstmals fremdländischen Pflanzen schmücken heute mit Selbstverständlichkeit die Gärten, selten dass sich Gartenbesitzer der Herkunft der Arten bewusst sind und auch nicht der Risiken, die diese Exoten mit sich bringen. Zudem wird auch in Gärtnereien vieles als „von hier“ verkauft, was einer „feindlichen Übernahme“ durch Exoten im Garten Tür

und Tor öffnet. Pampasgras, südafrikanische Mittagsblumen und Akazien stellen mittlerweile nicht mehr zu übersehende Umweltprobleme dar. Sie bedrohen einzigartige Habitate in Küstenabschnitten, Feuchtgebieten und Dünen, aber auch Wälder, Bäche und Flüsse, an denen entlang sie sich verbreiten. Und woher kamen sie? Aus den Gärten! Es ist also an der Zeit, neue Gartenkonzepte zu verfolgen: Exoten raus – Algarve rein! Für diese simple Formel sprechen Erhalt und Schutz des Landschaftsbildes und der natürlichen Ressourcen sowie die Förderung der Biodiversität. Legen wir mit heimischen Arten Gärten an, nutzen wir das Potential der Natur, und auf Bewässerung kann weitgehend verzichtet werden. Dennoch ist ein vielfältiger und blühender Garten möglich, der mittels heimischer Pflanzenarten seine Identität bekommt und über charakteristische Eigenart und Schönheit verfügt. Die Algarve hat eine einzigartige Flora, die Wissenschaftler wie Naturinteressierte anlockt und fasziniert: Die geologische Vielfalt bildet die Ausgangslage für die biologische Vielfalt. Denke man nur an die knorrigen Johannisbrotbäume, die heimische Zwergpalme, botanische Raritäten wie das Baumveilchen oder die Wuchs- und Blütenvielfalt der Zistrosen, dessen wohl bekannteste Vertreterin, die Spanische oder Lack-Zistrose einen der charakteristischen Düfte der Algarvelandschaft bereitstellt. Nicht zu vergessen die aromatischen Kräuter wie Rosmarin, Oregano, Lavendel und Thymianarten, welche die Algarve zu einem olfaktorischem Erlebnis machen. Aber in der algarvischen Landschaft hat sich einiges verändert. Statt Zistrosen, Ginster, Kork- und Johannisbrotbäume sieht man vielerorts dichtes Akaziengestrüpp, unterbrochen von riesigen Bulten Pampasgras. Zusätzlich zu dieser, nicht zuletzt auch Landwirtschaftsflächen bedrohenden NeoVegetation, gesellt sich der Verlust des Landschaftsbildes. Zudem sollte die Frage diskutiert werden, ob und wie viel Wasser man für die Gartenbewässerung aufbringen darf bzw. möchte. Mancherorts gibt es bereits Restriktionen in der Gemeindesatzung, welche die Größe von Rasenflächen reglementiert und heimische Arten für die Gärten einfordert. Angesichts dieser Frage-stellungen rücken die Stärken heimischer Vegetation in den Vordergrund: angepasst an Hitzetage und Sommertrockenheit, ausgestattet mit der Fähigkeit ausschließlich von den regenreichen Wintern zu profitieren. Wer einen Garten nach der genannten Formel gestalten will, sollte auf fach- und sachkundige Hilfe zurückgreifen, denn die Gestaltung braucht nicht nur intuitives Können, sondern auch Wissen und handwerkliches Geschick. Dann kann ein Algarve-Garten ein echtes Meisterwerk und Schmuckstück werden – vielfältig und besonders. Claudia Schwarzer

he Algarve has the reputation for being “The Garden of ortugal”. Taking a look at the gardens of the region, we find P plants from all over the world growing here: pampas grass and pepper trees from South America, agaves from Mexico, acacias from Australia, palm trees from Japan and California. Blooming cape daisies, felicias and torch lilies from South Africa and shrubs from New Zealand forming hedges. A few steps taken through any garden turn into a botanical journey around the globe. Many of these plants hark back to Portugal’s golden age. In those days, exotic looking plants were brought back home to keep a record of the extraordinary. Nowadays many of these once outlandish plants adorn the gardens as a matter of cause, while garden owners are rarely aware of the species’ origin or of the risks that these exotic plants can represent. At the same time garden centres sell many plants as if “from here”, which opens the gate to a “hostile takeover” of your garden by exotic invaders. Pampas grass, South African cape daisies and acacias have meanwhile become unavoidable environmental problems, threatening unique habitats in coastal areas, wetlands and dunes, as well as forests, streams and rivers, along which they spread. And where did they come from? From private gardens! It is therefore time to pursue a new concept in gardening: exotics out – Algarve in! This simple formula ensures the preservation and protection of the landscape and natural resources, as well as pro moting biodiversity. If you create gardens featuring native species, you use nature’s potential, and practically do away with the need for irrigation. Nevertheless, you will still be able to enjoy a varied and flourishing display, the distinctive character and beauty of which is revealed through native plant species. The Algarve possesses a unique flora that attracts and fascinates both scientists and nature lovers. The region’s geological diversity lays the foundations for bio diversity. Just think of the gnarled carob trees, the local dwarf palm, botanical rarities such as viola arborea or the variety of growth and flowers of the rockroses. Probably the best known representative of the latter, the brown-eyed or gum rockrose, provides one of the characteristic scents of the Algarve countryside. Not to mention aromatic herbs such as rosemary, oregano, lavender and thyme species that make the Algarve a truly olfactory experience. But much has changed in the Algarve’s landscape. Instead of rock roses, broom, cork and carob trees, you’ll find dense aca cia scrubs in many places, interspersed with huge tussocks of pampas grass. Apart from threatening agricultural land, this neovegetation also threatens the loss of the landscape. Moreover, the issue of whether and how much water should be used for irrigating the garden should be discussed. Some municipalities already have restrictions set in their byelaws, which regulate the size of lawns and require native species for gardens. With regard to these issues, the strengths of native vegetation are clear to see: adapted to hot days and summer droughts, while able to exclusively profit from the rainy winters. Those who want to create a garden according to the above formula should make use of professional and knowl edgeable advice, as the design does not only require intuitive ability, but also knowledge and technical skills. Der Palmen-Killer
Ein kleiner gefräßiger Käfer aus Südostasien vernichtet Tausende von Palmen im gesamten Mittelmeerraum

er Rhynchophorus ferrugineus oder Palmrüsselkäfer ist ein nett anzusehendes Krabbeltier, doch für Dattelund Zierpflanzen ein gefährlicher Schädling. In seiner Ursprungsheimat Südostasien und Papua-Neuguinea hin gegen sind die Larven des Käfers – roh oder gegrillt verzehrt – eine begehrte proteinreiche Delikatesse. Durch den Import von Palmen gelangte der Rüsselkäfer Ende der 1990er Jahre über den Mittleren Osten und Marokko in sämtliche Mittelmeerländer und nach Portugal. Tausende Palmen sind ihm bereits zum Opfer gefallen, die verursachten Schäden gehen in die Millionen. Seine bevorzugten Wirte sind Kanarische Palme, Washingtonia und Dattelpalme. Hat der Schädling das Objekt seiner Begierde gefunden, stößt er einen Duftstoff aus, der sowohl Weibchen als auch Männchen anlockt. Aus den nach erfolgter Paarung gelegten Eiern schlüpfen nach wenigen Tagen die Larven und fressen sich ins Herz der Palme. Nach der Verpuppung (2–3 Monate) entschlüpft den Kokons eine neue Käfergeneration, die solange auf ihrer Wirtspalme bleibt,

bis diese überbevölkert ist und keine ausreichende Nahrung mehr bietet. Für befallene Palmen gibt es unterschiedliche Behandlungsmethoden. Um den Stamm angeordnete Mikro wellengeräte sollen die Brut mit elektromagnetischer Energie töten. Experimentiert wurde mit ätherischen Ölen und Nema toden, Fadenwürmern, die in Larven und Käfer eindringen. Eingesetzt werden auch Sporen des Pilzes Beauveria bassiana in flüssiger Form. Andere Palmenbesitzer schwören auf den Einsatz von Seifenlauge, die mit Heißwassergeräten in die Krone gespült wird. In Sizilien und an der Côte d’Azur hat man Erfolge mit Pheromonfallen erzielt. Beste Erfolgsquote verspricht eigentlich nur die „chemische Keule“ – Imida cloprid, ein Produkt des Bayer-Konzerns. Das Insektizid gibt es unter den Handelsnamen Admire, Confidor, Connect, Evidence, Gaucho, Leverage, Lizetan, Muralla, Provado und Trimax. Imidacloprid ist ein systemisches Insektizid, das als Kontaktwie auch Fraßgift wirkt. Nach Herstellerangaben wird es mit Wasser verdünnt und direkt in das Palmherz – in die Mitte der aufrecht stehenden Wedel – und zwischen die einzelnen Palmenwedelansätze bis hinunter zum Stammanfang gespritzt. Am besten nicht mit Hochdruck, denn der entstehende Sprühnebel würde die nahe Umgebung kontaminieren. Zwingend notwendig ist in jedem Fall eine ausreichende Schutzkleidung und eine richtige Atemschutzmaske, denn das Mittel ist ziemlich aggressiv. Richtig dosiert und angewendet aber wirksam. Versuche, die Chemikalien mittels Endotherapie zu spritzen, sind effizient, doch sehr kostenintensiv. Bei diesem Verfahren wird der Stamm angebohrt und das Insektizid über Schläuche ins Palmeninnere gepumpt. Barbara Hutter

R
hynchophorus ferrugineus or the red palm weevil is a sweet looking creepy-crawly, and yet for ornamental palm trees it is a dangerous pest. In its native habitat of Southeast Asia and Papua New Guinea, the larvae of the beetle – eaten raw or grilled – are a popular delicacy, rich in protein. The red palm weevil reached the Mediterranean region, including Portugal, through palm tree imports in the late 1990s via the Middle East and Ma rocco. Thousands of palm trees have already fallen victim to it, causing millions of Euros of damage. Its preferred hosts are the Canary palm, the Washingtonia and the date palm. When the pest has found the object of its desire, it emits a scent that attracts both females and males. A few days after mating larvae hatch from the fertilised eggs and eat their way into the heart of the palm tree. After pupation (2–3 months) a new beetle generation hatches from the cocoons, which will remain within the host palm until it becomes overcrowded and is unable to provide enough food. There are different methods of treatment for infested palms. Microwave devices set up around the trunk are supposed to kill the brood with electromagnetic energy. Experi ments have been made with essential oils and nematodes also known as roundworms that invade the larvae and beetles. The spores of the Beauveria bassiana fungus, in liquid form, are also used. Other palm tree owners swear by the use of soap suds, flushed into the crown with hot water devices. Success has been achieved with pheromone traps in Sicily and in the Côte d’Azur. However, “chemical warfare” in the form of Imidacloprid, a prod uct from the Bayer Group, is the only measure that promises a high success rate. This insecticide comes under the trade names Admire, Confidor, Connect, Evidence, Gaucho, Leverage, Lizetan, Muralla, Provado and Trimax. Imidacloprid is a systemic insecticide, acting as a contact as well as stomach insecticide. According to the manu facturer, it is diluted with water and directly injected into the heart of the palm – in the middle of the upright palm leafs – and be tween the individual palm frond bases right down to where the trunk begins. It is best to avoid the use of high pressure, as the re sulting spray would contaminate the surrounding area. Protective clothing and a proper breathing mask are mandatory in any case, as this agent is quite aggressive – but effective if properly dosed and applied. Attempts to inject chemicals through endotherapy are efficient, but very costly. flower’s colour is based primarily on the presence of pigments in the petal tissue’s chromoplasts or cell vacuoles. Red is one of the most dominant colours with a very high signalling effect. Bright red flowers do not only attract pollinators, but can also symbolize alertness and danger. In Feng Shui, red flowers attract talismanic Yang energy into the house. For humans, red is the colour of blood, of life; it represents energy and warmth, joy, love, eroticism, but also aggression and rage. Flowers and blossoms are even able to “talk” and still serve as communication, and have done even before Lady Mary Wortley Montagu made the language of flowers popular in the 18th century. A red rose thus says “I love you!” A red tulip stands for undying love, the aster for infidelity. eit mehr als sechs Jahren ist Jaime Perez Küchenchef im Restaurant VISTAS des Monte Rei Golf & Country Clubs. Den Wechsel von der legendären Sterne-Schmiede El Bulli bei Barcelona haben die katalanische Frohnatur und seine Frau Laura nie bereut, „geht es doch an der Algarve stressfreier zu“, als in der nordspanischen Metropole. Hier hat der innovative Spanier auch die notwendige Zeit, um mit regionalen Produkten zu experiementieren. Herausgekommen ist u.a. diese kalt servierte Vorspeise. „Ein ganz einfaches Rezept“, schwört Chef Jaime, „das können Ihre Leser locker in aller Ruhe zu Hause nachkochen“. Und er hat auch sogleich einige Tipps parat. So kann man, wenn man keine Vitelotten bekommt, auch „normale“ Salatkartoffel nehmen, sieht allerdings dann nicht so schön zartviolett aus. Sollte das Pürée zu fest sein, lässt sich mit etwas Kochwasser die Konsistenz für den Spiegel rund um die Polentaschnitte verflüssigen. Das Sojalecithin erhält man in Apotheken; es dient dazu dem Trüffelölschaum mehr Festig keit zu geben. Puristen können durchaus darauf verzichten. Die dekorativen Blüten sind optional. In unserem Fall sind es Schnittlauchblüten. Veilchen, Gänseblümchen oder Kapuzinerkresse eignen sich ebenfalls. Wichtigstes Küchenrequisit ist in jedem Fall ein Mix- oder Zauberstab. Es empfiehlt sich, die flüssige Foi-grasMasse durch ein Sieb zu passieren und die einzelnen Elemente für die Vorspeise mit Folie abgedeckt aufzubewahren, bevor man sich ans Anrichten macht. Urs Mayr

If you cannot get hold of Vitelotte potatoes you can also use normal salad potatoes, but then it loses its pretty violet colour. If the puree is too solid to spread, you can add a little cooking water. Soy lecithin is intended to add stiffness to the truffle foam and is available from the chemist’s. Purists can leave it out entirely. The decorative flowers are optional. In our case they are chive flowers. Violets, daisies or nasturtiums would also be suitable. The main kitchen aid is definitely a hand blender. It is a good idea to strain the liquid foie-gras mass through a sieve and cover the individual elements of the starter with foil before you start arranging it. Urs Mayr

(all recipes for 4 people)
Zutaten: Eigelb von 4 Eiern, 4 Scheiben Toastbrot ohne Rinde, 500 ml Frittieröl
Ingredients: 4 egg yolks, 4 slices of bread without crust, 500 ml cooking oil
Zubereitung: Toastscheiben dünn auswalzen und ein Kreuz daraus schneiden (siehe Schweizer Flagge). Eigelb in die Mitte legen und die 4 Seitenteile umklappen. Frittieren bis eine goldgelbe Farbe erreicht ist. Beiseite stellen.
Method: thinly roll out the bread slices and cut out a cross (see the Swiss flag). Place the egg yolk in the middle and fold up the four sides. Fry until golden. Set aside.

Zubereitung: Kartoffeln schälen, in kochendes Wasser geben und garen. Crème frâiche, Butter, gekochte Kartoffeln und eine Prise Salz mit Mixstab pürieren. Beiseite stellen.
Method: Peel the potatoes and boil them in water. Puree the crème frâiche, butter, boiled potatoes and a pinch of salt using a hand blender. Set aside.

Zutaten: 100 g Zwiebel-Brunoise, 2 Knoblauchzehen, 1 Lorbeerblatt, 50 ml Olivenöl
Ingredients: 100 g onion, diced, 2 garlic cloves, 1 bay leaf, 50 ml olive oil
Zubereitung: Zwiebeln, Knoblauch, Lorbeerblatt und Olivenöl im Topf bei kleiner Flamme einreduzieren bis eine geleeartige Konsistenz erreicht ist. Lorbeerblatt und Knoblauch entfernen, das Gelee beiseite stellen.
Method: Reduce onions, garlic, bay leaf and olive oil in a pan over a low heat until you get a jelly-like consistency. Remove the bay leaf and garlic, set the jelly aside.
Foie gras Zutaten: 150 g frische Gänsestopfleber, 75 ml Mineralwasser, je 1 Prise Salz & schwarzer Pfeffer Zubereitung: Leber in beschichteter Pfanne von beiden Seiten scharf anbraten (2 x), Fois gras zu dem kochenden Mineralwasser hinzufügen und mit Mixstab pürieren, mit Salz und Pfeffer abschmecken und beiseite stellen.

eicht erreichbar an der EN125, westlich der Stadt Lagos und östlich des Küstenörtchens Luz, gelegen, schlängelt sich der Boavista Golfplatz in Richtung der Atlantikküste und nutzt dabei seine erhöhte Lage und die abwechslungsreiche Umgebung bestens aus. Boavista ist einer der beliebtesten Golfplätze an der westlichen Algarve mit einer zahlreichen Mitgliedschaft. Er ist Teil des Boavista Golf & Spa Resorts, eine Häuser-und Appartmentanlage, die ein Mitglied der Emerson-Gruppe ist. Der Golfplatz wurde im Jahre 2002 eröffnet, 2007 kam das Clubhaus mit komplettemWellnessbereich hinzu. Was das Design betrifft ist Architekt Howard Swan, ehemaliger Präsident des Europäischen Instituts der Golfplatz Architekten, seiner Philosophie treu geblieben und hat einen Platz geschaffen, der aussieht, als sei er seit jeher Teil der Landschaft gewesen, und der die Eigenheiten des Geländes nutzt, um ein wahrhaft abwechslungsreiches Layout mit vielfältigen Charakteren zu bieten. Die Runde auf dem Championship-Platz beginnt im Resort, mit Blick auf die Stadt und die dahinter liegende Bucht von Lagos. An den Golfplatz grenzende Villen begleiten den Spieler den Fairway des Par 4 ersten Lochs hinab und auf beiden Seiten des kurzen Par 3 zweiten Lochs. Größte Aufmerksamkeit verlangen hier die Bunker zum Schutz der Grüns! Mit dem Durchqueren zweier Tunnel vor Erreichen des dritten Tees setzt sich der urbane Charakter dieses Abschnitts fort. Der ansteigende, nach rechts verlaufende Par 5 ist der Beginn einer Spritztour in Richtung Küste, die am Grün des siebten Lochs ihren Höhepunkt findet. Unterwegs spürt man ganz deutlich die Verwandlung in eine durch und durch ländliche Umgebung, der freie Blick auf die umliegende Landschaft und das hügelige Gelände verändern den Charakter des Platzes hier auf grundlegende Weise. Ruinen alter Häuser und landwirtschaft licher Gebäude, teilweise renoviert und innovativ genutzt, erinnern den Spieler an die Authentizität der Umgebung. Das schwierige Par 3 sechste Loch dürfte wohl das Aushängeschild des Platzes sein, und verlangt einen Abschlag über eine enge Schlucht, um das abschüssige Grün zu erreichen. Die beste Aussicht bieten das 7. und 8. Loch am südwestlichsten Punkt des Resorts, mit Panorama blicken auf die nach Westen dahinschwindende, zerklüftete Küste. Auf dem Rückweg ins Landesinnere enthüllen die letzten 9 Löcher eine weitere Facette des Boavista Platzes, diesmal mit Wasserhindernissen und Bergblick in den Hauptrollen. Seen, Teiche und Wasserspiele stellen eine zusätzliche Heraus forderung dar und begleiten den Spieler beim 13., 14., 15. und 17. Loch, mit einer

asy to reach, on the EN125 just west of the city of Lagos and east of the seafront village of Luz, Boavista championship golf course meanders back towards the Atlantic coastline, making full use of its elevated position and varied surroundings. One of the western Algarve’s most popular courses, with a strong membership, this intriguing layout is part of the Boavista Golf & Spa Resort, a villa and apartment development that is a member of The Emerson Group. Opened for play in 2002, the resort gained its impressive clubhouse, complete with spa, in 2007. From a design perspective, course architect Howard Swan, once president of The European Institute of Golf Course Architects, stuck to his philosophy of ensuring a course looks like it has always been part of the landscape, using the idiosyncrasies of the terrain to produce a truly varied layout with multiple personalities. With views over the city and to the stunning Bay of Lagos beyond, a round on the championship course begins in the resort setting, with golf front villas following you down the fairway of the par 4 first and accompanying you on both sides of the short par 3 second. Watch out here for the array of bunkers protecting the green. The urban feel continues as you have to negotiate two tunnels before reaching the 3rd tee. This uphill par 5, bending to the right, begins the jaunt towards the coastline, culminating later at the green of the 7th. Along the way, the transformation into a truly rural setting can be felt, with open views to the surrounding countryside and stark undulations in the land changing the feel of the course entirely. Ruins of old houses and farm buildings, sometimes renovated for innovative uses, remind players of the authenticity of the setting. The testing par 3 sixth is arguably the course’s signature hole, requiring a tee shot across a gully to reach the sloping green. Heading back inland, the back nine reveals yet another side to Boavista where water hazards and mountain views play an integral part. Lakes, ponds and fountains add to the challenge, accompanying players on the 13th, 14th, 15th and 17th, with the landscaping around the 14th green and 15th tee particularly memorable (look out for the stone bridges). The 17th fairway is skirted by water its entire length, and requires a final hop over a spewing fountain to reach the green. A testing prelude to the final uphill dogleg of the expansive par 4 18th. ines der sensibelsten Feuchtgebiete, ein international anerkanntes Nistgebiet für seltene Vogelarten, die Lagoa dos Salgados, wird durch ein weiteres völlig „überflüssiges“ gigantisches Tourismusprojekt (Golfplatz, Hotels und Villen) stark gefährdet. Nach zahlreichen Bürgerprotesten hat nun endlich die Regierung in Lissabon ein Gutachten über die Umweltverträglichkeit des Projekts in Auftrag gegeben. Besonders im Frühling überrascht dieses Gebiet mit einer artenreichen Fauna und Flora. Ausgangspunkt für eine Wanderung sind die drei alten Windmühlen von Morgado das Relvas unweit von Pêra. Der Weg windet sich durch verwaiste Felder und Kleewiesen, vorbei an mannshohen Ginsterbüschen, Mandel- und Johannisbrot bäumen, hinab zu den mäandernden Bachläufen und Binsen streifen der Ribeira de Alcantarilha. Von einem kleinen Pinienwäldchen, dem bevorzugten Jagdrevier des kecken Wiedehopfs, blickt man hinüber zur „Skyline“ von Armação de Pêra. Am Südhang einer flachen Hügelkuppe schwärmen zahlreiche Bie-nen, stoische, braune Rinder weiden auf den Marschen hinter der langgezogenen Dünenkette der Praia Grande und Gänseblümchen, Grasnelken und Schneckenklee wiegen sich in der steten Brise des Atlantik. Kuh- und Graureiher stöbern in den Wassergräben nach Beute. Auf dem kilometerlangen, nahezu menschenleeren Strand sind die Stelzenläufer und Seeschwalben unter sich. In der Ferne verschmilzt die silbrig funkelnde See mit dem endlosen Horizont. Ein Moment der Schönheit und Stille, nur unterbrochen durch die schrillen Schreie der Lachmöwen. An Carlos Beach Bar sollte man den Strand verlassen und im Windschatten der Dünen nach Südosten wandern. Ein langer Holzsteg führt unmittelbar an der Lagoa dos Salgados entlang. Der Vogelbeobachtungsplatz macht einen tristen ungepflegten Eindruck, die meisten Informationstafeln sind zerstört, umgefallen oder unlesbar. Schade! Der Weg endet am Rio Espiche, einem bevorzugten Habitat für Moorenten und Blesshühner. Auf der anderen Uferseite erstreckt sich das Salgados Hotel mit einer der exklusivsten Golfanlagen der Algarve. Um zurück zum Ausgangspunkt zu gelangen, muss man den gleichen Weg benutzen, leider. Nach 5,5 km endet die Wanderung wieder an den drei Mühlen von Mogado das Relvas. ne of the most sensitive wetland areas, an internationally recognised nesting area for rare bird species, the Lagoa dos Salgados is now endangered by another completely “superfluous” and gigantic tourism project (golf course, hotels and villas). After numerous public protests the government in Lisbon has finally commissioned a report on the environmental impact of the project. In spring in particular this area astounds with its species-rich fauna and flora. The three old windmills of Morgado das Relvas near Pêra serves as the starting point for this hike. The trail winds through abandoned fields and clover meadows, past broom bushes as tall as men, almond and carob trees, down to the meandering streams and cane clusters of the Ribeira de Alcantarilha. From a small pine forest, the hoopoe’s preferred hunting ground, you look over to the “skyline” of Armação de Pêra. Numerous bees are swarming over the southern slope of a flat hill, stoic, brown cattle graze on the marshes behind the elongated dune chain of Praia Grande, while daisies, sea thrifts and sea medicks sway

in the constant breeze of the Atlantic Ocean. Cattle egrets and grey herons browse the water ditches for prey. Stilts and terns share the miles of almost deserted beach. The silver, sparkling sea melts into the endless horizon in the distance. A moment of beauty and silence, broken only by the shrill calls of blackheaded gulls. You should leave the beach at Carlos’ Beach Bar and walk southeast in the dunes, shaded from the wind. A long boardwalk leads right along the Lagoa dos Salgados. Hundreds of pink flamingos find plenty of food in the brackish water during the winter months. The bird watching site seems rather sad and unkempt, with most information boards destroyed, fallen over or unreadable. What a shame! The trail ends at the Rio Espiche, a preferred habitat for ferruginous ducks and bald coots. The other side of the river is home to the Salgados Hotel with one of the region’s impressive golf courses. Unfortunately you have to take the same route to get back to the starting point. After 5.5 km the trail ends back at the three mills of Morgado das Relvas. Our advice: Do not drive straight back home, recall the impressions of this excursion - with coffee and cake in the maritime atmosphere of the Arte Náutica beach restaurant, on Praia dos Pescadores, Armação de Pêra, Tel 282 314 875. Gesichter des Karnevals Es waren tolle Umzüge in Loulé, Moncarapacho, Lagoa, Paderne, Tavira und in den anderen Karnevals-Hochburgen der Algarve. Die Stimmung war prächtig, von Krise keine Spur. Sie diente allerdings als Motto, die angespannte wirtschaftliche Situation, das Diktat der Troika, Sportler, Parlamentarier und andere Prominente zu persiflieren. Es war ein Rausch der Farben, ein Regen an Konfetti, am Entrudo, dem KarnevalsDienstag. Tausende von Schaulustigen erlebten musikalische Weltreisen und sahen jede Menge ausgefallene Tanz formationen, bei denen besonders die Samba-Gruppen ins Auge stachen. Tradition verschmolz mit Moderne, Historie mit Techno, und kaum dass die letzten Lieder und Trommelschläge verhallt waren, setzten sich die Kehrmaschinen in Bewegung und reinigten Straßen und Plätze. Carne vale – Fleisch lebe wohl!

The parades in LoulÊ, Moncarapacho, Lagoa, Paderne, Tavira and the other carnival strongholds in the Algarve proved fantastic once again. The atmosphere was great, and the crisis momentarily forgotten. This however did serve as a motto to satirise the difficult economic situation, the dictate of the troika, as well as athletes, members of parliament and other celebrities. Shrovetide, known in Portugal as Entrudo, was a burst of colours, a shower of sweets and confetti. Thousands of spectators experienced musical tours of the globe and enjoyed festive dance choreography, with the samba groups particularly catching the eye. Tradition joined the modern world, history hand in hand with techno music, and before the last songs and drum beats had time to die down the street sweepers came in to clean the streets and squares, as if to fanfare the arrival of Lent: Carne vale – farewell to meat!

Momentan verhandelt Bandleader Domingos mit dem Produzenten der britischen Kult-Formation Iron Maiden um einen neuen Plattenvertrag. Hauptquartier von IRIS ist das Topazio, ein altes Kino in Fuseta, das der Band nicht nur als Tonstudio, sondern auch als Talentschmiede für junge angehende Musiker dient. In der 1989 eröffneten Musikschule haben viele Kinder und Jugendliche zum ersten Mal in ihrem Leben den Umgang mit Saxophon, Gitarre, Schlagzeug, Klavier, aber auch Querflöte, Guitarra Portuguesa und Klarinette gelernt und sich zu gestandenen Vollblut-Musikern entwickelt. Ein gutes Beispiel ist Alexander, der mit 16 fast so gut spielt, wie der legendäre Pete Townsend von The Who. Wie gut er dessen spezielle Anschlagtechnik (windmill) beherrscht, kann man fast jeden Mittwoch ab 23 Uhr im Café O Farol an Fusetas Strandpromenade oder bei den Open-air-Konzerten von Iris in Olhão, Santa Luzia oder Faro live erleben. t home on the Algarve’s stages for more than 30 years, and as loud as ever, IRIS, the Algarve’s most charismatic band, was founded by Domingos Caetano and three friends in 1979. Initially the quartet played small gigs in bars and rocked on small stages, yet due to their individual style over time they built up a loyal fan base. Band members have come and gone over the years, but since 1994 rock dinosaur Domingos, with his unmistakable husky voice and wicked guitar riffs, Chico Moschee (bass and vocals), Thierry Guerrero (drums and percussion) and Ray van Duyvenbode ( acoustic guitar), make up the core ensemble. In 1995 the band signed a recording contract with Vidisco, one of Portugal’s most im-

IRIS, die algarvianischste Band in Portugals tiefem Süden, wurde 1979 von Domingos Caetano und drei Freunden gegründet. Anfänglich tingelte das Quartett durch Bars und Kneipen, rockte auf kleinen Bühnen, doch schufen sie sich durch ihren individuellen Stil nach und nach eine treue FanGemeinde. Bandmitglieder kamen und gingen im Laufe der Jahre, doch ab 1994 bilden die Rock-Urgesteine Domingos, mit seiner unverwechselbaren rauchigen Stimme und abgefahrenen Gitarren-Riffs, Chico Moschee (Bass und Gesang), Thierry Guerrero (Schlagzeug und Percussions) und Ray van Duyvenbode (akustische Gitarre) die Kernbesetzung. 1995 unterzeichnete die Band mit Vidisco, einem der wichtigsten portugiesischen Platten-Labels einen Vertrag und nahm das erste Album Vão dar Banhó Cão auf. „Max Frisch – Sein Leben, seine Bücher“ – unter diesem Motto stehen die in diesem Jahr stattfindenden Literaturtage im Romantik Hotel Vivenda Miranda in Lagos. Eine einzig artige Naturlandschaft vereint mit kulturellen Erlebnissen der besonderen Art – das ist ein neues Event-Konzept, mit dem das Hotel auf sich aufmerksam macht. Die kulturelle Veranstaltungsreihe nennt sich Arte Poética und hat mit Volker Weidermann bereits einen namhaften Vertreter des deutschsprachigen Kulturbetriebes gewinnen können. Ostern 2013 stehen drei Literatur-Veranstaltungen (Vorträge, Lesungen und Diskussionsforen) mit dem renommierten Feuilletonchef der Frankfurter Allgemeinen Sonntagszeitung und Autor der Biographie „Max Frisch – Sein Leben, seine Bücher“ und Stephan Peplies, Direktor der Arte Poética-Reihe des Hotels Vivenda Miranda im Fokus. Im Herbst 2010 erschien „Max Frisch – Sein Leben, seine Bücher“, das von der Kritik euphorisch gefeiert wurde. NFA (Nederlandse Fotografen Algarve) Boa Luz nennt sich ein 2010 von Rob Verhoef gegründeter Club, der momentan aus zehn Mitgliedern besteht, die alle an der Algarve leben oder die meiste Zeit dort verbringen. ie sind schön, aber giftig. Viele der nachfolgend beschriebe der Oleander das Grillfleisch vergiften und das wiederum den nen Pflanzen werden wegen Aussehen und Farbenvielfalt Menschen. Die Christuspalme (Ricinus communis), ein auch gern im Garten gepflanzt. Oft ist nicht bekannt, dass Teile unter dem Namen Rizinus bekanntes Wolfsmilchgewächs, ist oft davon oder sogar die ganze Pflanze giftig sind. Trichter verwildert anzutreffen. Die großen Blätter werden von August winde (Ipomoea): Diese Kletterpflanze mit den blauen bis Oktober von roten, stacheligen Blüten gekrönt. This climbing plant with its blue flowers can sometimes be seen in deserted gardens, where it can overgrow entire citrus plantations, trees included. Its black seeds have hallucinogenic effects; Indians in Mexico make a drink from them to be used when embarking on magical trance journeys. Mezereon (Daphne mezereum). This ornamental shrub growing to a height of up to 1.50 m first bears reddish flowers before its light green leaves and scarlet berries appear. The berries and the bark are highly toxic and should not be consumed under any circumstances. Horses and pigs can die from it. Chinese Wisteria (Wisteria sinensis). This climbing vine has blue or white flowers from April to May, hanging in dense clusters. All parts of the plant are poisonous. When eaten, the plant’s seeds cause symptoms of poisoning such as stomach pains, vomiting, fainting or circulatory disturbances. Foxglove (Digitalis purpurea). This plant, known from pharmaceutical manufacture, features long, crimson red, bulbous flowers, measuring up to 5 cm, which are arranged in clusters on the stalk. All parts of this plant are poisonous, with 0.3 g of a dried leaf enough to cause symptoms of poisoning in an adult. Oleander (Nerium Oleander) is a popular garden plant in the Algarve. All parts of this plant are poisonous, with its leaves and seeds containing cyanide. When consumed they cause serious symptoms of poisoning, including respiratory or cardiac arrest. Angel’s Trumpet (Datura suavolens). Up to 5 m tall, this ornamental shrub has trumpet-shaped, hanging flowers, measuring 30 cm, in varying colours from August to October. All parts are highly toxic. Saturday, February 02 saw the cheerful inauguration party of the new “Charity House” in Estoi. The building close to the parish church, which has been lovingly restored by the local parish, houses the Charity Bookshop on its ground floor. Estoi Rotary Club holds its regular meetings on the first floor. Guests included José Macârio Correia, who still does not want to accept that he is no longer mayor of Faro, Estoi mayor José Paulo Brito, who signed the rental contract along with Claire Larson, president of the Rotary Club. Master of ceremonies Dirck Bleiken had the pleasure of handing over a cheque for 700 € for the Casa de Povo to Odette Sousa. The money will support socially disadvantaged families in Estoi. The well-stocked Charity Bookshop – primarily stocking English and German literature – is open Wednesday to Friday, from 10 am to 5 pm.

So müssen etwa seit Februar Unternehmen dem Fiskus monatlich alle Bezüge ihrer Angestellten melden statt wie

Entrepreneurs in Portugal know that the government’s in-your-face advertising style relates very little to the everyday experience of businesses. Take Alejandro, for example, who in the late 1970s fled the turmoil of his native Argentina hoping to witness the beginning of a new age (also economically) in Portugal after the Carnation Revolution. Today the fifty-something retailer in Portimão finds himself disillusioned. Little of Portugal’s revolutionary ideals are left, and equally little of the euphoria of joining the EU in 1986. The reduction of bureaucracy, promised by every government since, has never materialised. Bureaucratic proceedings were and are neither comprehensible nor transparent; online access to authorities created in recent years makes little change to this. The perpetual still stand caused by administration and regulations alienates potential investors and blocks companies that are already active. Medium-sized companies in particular find themselves thwarted with evernew rules, the compliance with which takes time. “This could be better used in business rather than completing paperwork,” says Karl Heinz Stock. The German entrepreneur, known in the Algarve through his commitments in viticulture, tourism, art, media and the real estate sector, is becoming the voice of business in the region and beyond. His initiative Deixem-nos respirar (“Let us breathe”; see AlVi 02.2013, pg. 8) has mobilised more than two hundred companies in a few weeks, which have joined the movement to reduce bureaucracy. These companies employ more than 2,100 people, representing a turnover of around € 277 million per year – an economic figure that screams out: “We want to be heard!” The approximately 1.17 million small and medium-sized companies in Portugal (not including financial services) account for 55% of gross domestic product. Stock is convinced it could be even more if authorities like the Portuguese Audit Office (ASAE) “would not sow distrust and encourage passivity by looking for violations,” which aren’t actually violations at all but only turn into them due to “ever new, often mindless decrees in the first place”. Weil aber nicht nur der Umsatz des Verkäufers, sondern auch die Ausgaben des Konsumenten kontrolliert werden, fürchten Datenschützer, dass ein „ziemlich klares Bild von dem entsteht, was ein Bürger mit seinem Geld macht – ein eklatanter Eingriff in die Privatsphäre“. Der Staatsrechtler Pedro Bacelar Vasconcelos nennt es „dubios und nicht verfassungskonform, wenn der Staat den Bürger als Finanzinspektor missbraucht und gleichzeitig überwacht“. Vieles sei „pure Theorie, denn niemand weiß, wie weit der Staat auf diesem Weg gehen wird“. Der Steuerfachanwalt Nuno de Oliveira García hält das Gesetz für einen Papiertiger, „schwer durchführbar und nicht kontrollierbar“. Es gebe „außerdem so etwas wie moralische Grenzen“. Ein Blick nach Italien könnte ihn eines Anderen belehren: Seit 2011 registriert dort die Steuerfahndungs-Software Serpico jede Transaktion, wobei in bar pro Kauf höchstens 1.000 Euro ausgegeben werden dürfen (das ist auch in Portugal vorgesehen). Alles was teurer ist, muss bargeldlos und nachprüfbar bezahlt werden; bei Ratenzahlung zählt der Gesamtbetrag. 2.000 Server speichern sekündlich 22.000 Daten aus Grundbuchämtern, Kfz-Behörden, Versicherungen; auch Urlaubsbuchungen, Beiträge im Sportverein, Telefonoder Stromrechnung. The transparent customer W
hen the changes in tax law came into force at the beginning of the year, public attention was initially focused on the now mandatory, and for many retailers ruinously expensive, cash re gisters for direct transmission of each transaction to the tax office. In the meantime, word has gotten around about another effect of decree-law 197/2012: the law provides for fines of between € 75 and € 2000 for customers who do not request an invoice. Treasury Secretary Paulo Núncio has confirmed that there are already “some administrative offence cases against consumers who have not requested an invoice”. After all, the government has “tightened the law to combat tax evasion”. The customer must “always ask for the bill, without exception”. On the other hand, the treasury may indeed require the customer to produce an invoice, but if the customer

Inzwischen hat sich ein weiterer Effekt jenes Decreto-Lei 197/2012 herumgesprochen: Das Gesetz sieht Strafen zwischen 75 und 2.000 € für Kunden vor, die keine Rechnung verlangen. Paulo Núncio, Staatssekretär im Finanzministerium bestätigte, es gebe bereits „einige Ordnungswidrigkeits-Verfahren gegen Konsumenten, die keine Rechnung verlangt haben“. Schließlich habe die Regierung „das Gesetz verschärft, um Steuerhinterziehung zu bekämpfen“. Der Kunde müsse „immer die Rechnung verlangen, einfach immer“. Andererseits kann der Fiskus zwar die Vorlage der Rechnung fordern, hat der Kunde dann „den Bon längst weggeworfen, handelt er legal, denn das Gesetz besagt nicht, ob und wie lange der Beleg aufbewahrt werden muss“, so António Domingues de Azevedo, Präsident des Bundes der Steuerberater. Er fragt sich, ob die Finanzämter bald ihre Inspektoren an den Ladenkassen postieren. He wonders if the tax authority will start posting their inspectors at tills soon. As yet, the act of filling in the customer’s tax number on a bill is voluntary and is only supported by the incentive to claim back up to € 250 of paid IVA from the treasury - on presentation of “evidence from restaurants, cafés, car garages and hairdressers”; industries presumably hiding lots of revenue from the tax man. But as not only the revenue of the seller, but also the expenses of the consumer are controlled, data protection specialists fear that “this will produce a pretty clear picture of what a citizen does with his money – a blatant invasion of privacy”. Expert in constitutional law Pedro Bacelar Vasconcelos calls it “dubious and unconstitutional when the state abuses the citizen as a tax inspector while monitoring him at the same time. Many things would be “purely theoretic, because no one knows how far the government will go down this road”. Tax lawyer Nuno de Oliveira García regards this law as a paper tiger, “difficult to accomplish and impossible to control”. There are “furthermore, moral boundaries after all”. A glance at Italy could give him the opportunity to think again: since 2011 tax fraud investigation software Serpico has monitored every transaction, with cash purchases only allowed up to 1000 € (this is also in the pipeline for Portugal). Everything more expensive has to be paid without cash and verifiably; when paying in instalments, it is the total amount that counts. Every second, 2000 servers store 22,000 data from land registries, car registration authorities, insurance companies, and also holiday bookings, sports club membership fees, telephone or electricity bills. All this is checked against tax returns from the last five years. Since 2012, Serpico can also frisk all bank accounts. For the time being Portugal’s consumers continue to debate the invoice issue: Francisco José Viegas, Culture Secretary until autumn 2012, who voluntarily stepped down from his government post, wrote an open letter to former colleague Núncio in the finance department telling him unambiguously that he would tell a financial controller where to stuff it if he was ever asked for an invoice.
