Regionale Geschäftsleute haben gemeinsam mit dem Algarve-Tourismusverband den Algarve-Pass im Kreditkartenformat entworfen, der beim Einkauf an vielen Orten, in Konzerten, Museen und zu Veranstaltungen zahlreiche Ermäßigungen und Boni gewährt; letztere können beim Kauf von regionalen Produkten abgerechnet werden. Der Algarve-Pass ist demnächst in den 21 Tourismusbüros und an einigen Kiosken erhältlich. Über die Kartennummer wird das Angebot auch auf touristische Onlinedienste wie Stadtpläne, Landkarten, Ausflugs- und Veranstaltungs-Angebote, Wetter, Gezeitentabelle etc. erweitert. Ein Call Center mit rund-um-die-Uhr-Service ist für Gesundheits- und Sicherheitsfragen angeschlossen.
Loyalty card Together with the Algarve Tourist Board,
local business association ACRAL have designed the Algarve Pass loyalty card, which will offer discounts on entrance to attractions, museums, monuments and events, and accumulate points that can then be exchanged for regional products. The Algarve-pass will soon be available at tourist offices and at some kiosks. The pass, through its number, extends to online services such as city maps, maps, excursions and events, weather forecasts and tide tables, etc. A 24/7 call centre is also available for emergencies and for health and safety issues.

Am 25. April begeht Portugal den 39. Jahrestag der Nelkenrevolution. Der bekannte Soziologe Boaventura de Sousa Santos sieht in der „Revolução dos Cravos“ bis heute die Chance zur Veränderung der Gesellschaft. Und nachdem der politische Gedenktag in der jüngeren Bevölkerung des Landes in den vergangenen Jahren nicht mehr viel Beachtung fand, hat sich nun eine neue Aktualität entwickelt: Die Wirtschaftskrise und die finanzpolitische Aufsicht durch die Troika schweißt die Bürger zusammen und erinnert sie an die Ideale ihres alten Freiheits kampfes. Nicht zufällig ist das zur Revolutionshymne gewordene Lied „Grândola Vila Morena“ in letzter Zeit wieder sehr häufig zu hören. Die fünfzig Jahre alte Ballade des beliebten Barden Zeca Afonso singt vom „Land der Brüderlichkeit, das Volk regiert in Dir.“ Und: „Hinter jeder Ecke ein Freund, in jedem Gesicht Gleichheit ...“ Der 25.4. ist ein Feiertag in Portugal, der ganz besonders in diesem Jahr ein Tag der Demonstra tionen und symbolischen Gesten wird.

Even now, well-known sociologist Boaventura de Sousa Santos still recognises the chance to change society in the Revolução dos Cravos. And after the political anniversary had lost the interest of the younger population of the country in recent

years, it has now gained new relevance: the economic crisis and the financial stronghold of Troika have brought citizens together and reminded them of the ideals of their old struggle for freedom. It is no coincidence that the revolution anthem Grândola Vila Morena is being heard more and more recently. The fifty-year-old ballad by popular bard Zeca Afonso sings of the “Land of fraternity, it is the people who lead,” and “On every corner a friend, in every face equality ...” 25.04 is a public holiday in Portugal, and this year it will definitely be a day of demonstrations and symbolic gestures.
Eine Bürgerinitiative setzt sich mit Unterstützung der Stadt Portimão für die Restaurierung der Ruine des Convento de São Francisco ein und fordert logistische und finanzielle Hilfe aus Lissabon. Die Arbeiten müssten dringend beginnen, denn das Gemäuer, dessen Grundstein im frühen 16. Jahrhundert gelegt wurde, droht endgültig zu zerfallen. Das Grundstück gehört den Nachfahren des Kunstsammlers und Industriellen João Júdice Fialho, der 1911 das schon damals leer stehende Kloster erworben hatte und als Lager für seine Fabriken nutzte. Das Denkmalschutzamt IGESPAR machte den Konvent schon vor 30 Jahren zum „Bauwerk von öffentlichem Interesse“, doch hat die Stadt kein Geld, um den Kaufpreis zu zahlen, den der Eigentümer verlangt. Ähnlich schwierig ist die Lage des Korkmuseums in Silves, das nach dem Konkurs des Betreibers 2009 geschlossen wurde und längst Ziel von Vandalismus ist. Zwar befindet sich der Kern des Fundus in einem Archiv in Faro, doch das Industrie-Schaustück und weitere Einrichtungen müssten gerettet werden, mahnt José Manuel Ramos, der frühere Direktor des Museums, das 2001 als „Bestes europäisches Industriemuseum“ prämiert wurde. Ramos hat Strafanzeige gestellt, doch da der Gebäudekomplex seit der Insolvenz mit Pfändungen belegt ist, ist seine Zukunft ungewiss.

Schwarzes Gold der Kulinarik In der Algarve wird bald hochwertiger Kaviar erzeugt, der mit einem portugiesischem Etikett den kulinarischen Markt erobern soll. Der Plan des ukrainischen Aquakultur-Spezialist Valerij Afilow und des Biologen Paulo Pedro von der Universidade do Algarve reifte im vergangenen Jahr; nachdem das Projekt einen Innovations- und Gründerpreis einer Bank gewann, ist die Finanzierung nun gesichert. Bald wird eine Aquakultur für die Störzucht ihre Arbeit aufnehmen. Der Fisch ist weltweit bestandsgefährdet und könne sich im Algarve-Wasser sogar besser entwickeln als unter den Bedingungen seiner sibirischen Heimatgewässer, so Afilow. Nach vier Jahren könnten die begehrten Fischeier in den Handel kommen. Ein Kilo Beluga kostet bis zu € 5.000 und ab 2016 wollen die Züchter etwa 600 kg jährlich produzierten. Das Duo verpflichtet sich zur Nachhaltigkeit und möchte auch den atlantischen Stör wieder ansiedeln, der bis etwa 1980 in den Mündungen von Arade und Guadiana lebte und heute in der Region als ausgestorben gilt.

The project has matured in the past year, and having won an innovation and founder award from a bank, the funding is now secured. Soon a fish farm for breeding sturgeons will be up and running. The fish is endangered worldwide and might actually develop better in the Algarve’s waters than under home conditions in Siberian waters, according to Afilow. The coveted fish eggs should make it onto the market after four years. One kilo of Beluga costs up to € 5 000 and from 2016 the farmers want to produce about 600 kg per year. The duo has committed itself to sustainability and also wants to re-establish the Atlantic sturgeon, which lived in the estuaries of the Arade and Guadiana rivers up to 1980, and is nowadays considered to be extinct in the region.

Energieeffizienz und die daraus resultierenden Betriebskostensenkungen werden heute besonders beim Bauen in Betracht gezogen und daher rücken Passiv- und sogar Null-EnergieHäuser immer mehr in den Fokus. Portugal mit seinen 1860 Sonnen-Stunden pro Jahr bietet den optimalen Standort für ein solches Energiesparhaus.

E
in Passivhaus ist ein Haus, bei dem der überwiegende Teil des Wärmebedarfs durch passive Wärmequellen, wie z.B. Sonneneinstrahlung und Abwärme von Personen und technischen Geräten gedeckt wird. Es ist extrem energieeffizient und sollte selbst ohne herkömmliche Heizung oder aktive Kühlung immer ein angenehmes Raumklima von 16–24ºC aufrechterhalten können. Durch die besonders hohen Wärmedämm-Eigenschaften der Wände, Fenster und des Daches (oft Gründach) wird eine überdurchschnittliche Wärmespeicherfähigkeit des Gebäudes und somit eine Minimierung der Energieverluste erreicht. Um so wenig Raumwärme wie möglich zu verlieren, verfügen Passiv-Häuser über eine ausgeklügelte Lüftungsanlage, die die Frischluftzufuhr regelt. w i e b aut m a n e i n pa s s i v h au s ?
Das Funktionsprinzip des Passivhauses ist einfach, sofern folgende Einflüsse genau berücksichtigt werden: die solare Ausrichtung des Hauses und entsprechende Konsequenzen im Design der Gebäudehülle besonders gute Wärme dämmung Dreifachverglasung bei Fenstern kontrollierte Lüftung durch Wärmetauscher Luftdichtheit der Gebäudehülle Zuheizen durch Wärmepumpen oder Pelletöfen Technische Geräte und Beleuchtung mit niedrigem Energie verbrauch (A+++)

Poolbau einmal anders ! Bilderstrecke – Zum perfekten Pool in 6 Schritten Seit kurzem werden in der Algarve auch beim Poolbau Isolationsmethoden angewandt, die im Bereich von Flachdach- und Gebäude-Isolation ein „alter Hut“ sind. Schritt 1: Nach dem Aushub wird eine eisenbewehrte Bodenplatte gegossen. Auf der Platte wird eine komplette sogenannte “Verlorene Schalung” aus Lochziegeln aufgemauert, ohne mit Verputzen oder Verfugen Zeit zu verlieren. Dieser Schalungstyp, der auch in anderen Bauformen verwendet wird, ist lediglich ein Gegenhalt bzw. Anker für die spätere Betonwanne und hat statisch keine tragende Funktion. Im oberen Drittel der Schalung ragen Eisenanker nach innen. Und im Boden einbetoniert sind Bodenanker, sogenannte “Cavalinhos”, gleichbedeutend mit “Pferdchen”. Schritt 2: In der zweiten Phase wird ein Flüssigschaum (Polyurethan) unter Vakuum angefahren und unter Verwendung eines Hochdruck-Kompressors etwa 6-10 cm dick auf die Wände und den Boden ausgebracht. Produkt und Verfahren sind ein französisches Patent und in Portugal seit Jahren im Hochbau bekannt. Der unter Luftzufuhr sofort aushärtende Schaum ist bereits nach kurzer Zeit voll begeh- und bebaubar. Das Produkt ist nach dem Ausbringen wasserdicht und zugleich ein hochwertiger Wärmeisolator (deswegen auch beliebt für die Abdichtung und Isolation von Flachdächern). Schritt 3: An die aus dem Schaum herausragenden Eisenanker werden nun mit Eisendraht hochwertige 6mm starke Stahlmatten geflochten und zusätzlich mit weiterem Baustahl verstärkt. Schritt 4: Mit einem seit Jahrzehnten bekannten Spritzbeton-Verfahren (Gunnite) wird auf die Innenwände und Boden dann unter Hochdruck eine Spezialmischung aus Splitt, Sand und Zement hinausgeblasen, die beim Austreten mit einer parallelen Düse mit Wasser unter Hochdruck so kontrolliert befeuchtet wird, dass sie nicht läuft. Die Stärke der Beton-

wand sollte mindestens 12 cm betragen – ausreichend für den Belastungsd ruck, und unter kompletter Integration der Bewehrung. Die so entstehende Wanne wird aus einem Stück nass in nass gegossen. Es gibt keine Fugen oder Absätze, und die Kanten zwischen Boden und Wand sind durchweg abgerundet, damit ein Reinigungs-Robot später die monatlichen Poolpflege-Kosten verringern kann. Schritt 5: Es folgt die Ausfliesung bzw. Textilfolien-Auskleidung des Pools. Dadurch, dass der Pool eine Beton-Wanne in einer Schaum-Wanne und damit vom umgebenden Erdreich getrennt ist, reduziert sich die Möglichkeit der Rissbildung bei leichten Erdbeben erheblich. Schritt 6: Alternativ zu normalen Poolterrassen-Böden auf durch gehender Betonplatte besteht auch die Möglichkeit, große ausgesuchte Felsplatten in Rollkies zu verlegen. Der Terrassenbelag bleibt offenporig und unversiegelt und be nötigt keine Drainage-Installation. Fehlt nur noch die Gartengestaltung: Runde gebaute Bänke, ein Poolhaus mit Toilette, eine Außendusche sowie eine ansprechende auf Poolgärten ausgerichtete Bepflanzung (die keinen Schmutz in den Pool bringt) verwandeln Ihre neue Pool-Area in kürzester Zeit in eine echte Wohlfühlzone.

Photo gallery – A perfect pool in 6 steps Recently pool construction in the Algarve sees the use of insulation methods that have long been used in flat roof and building insulation. Step 1: After excavation an iron reinforced floor slab is cast. Then a full “permanent shuttering” is built from hollow bricks, without wasting time on plastering or grouting. This shuttering type, which is also used in other types of construction, is merely a counter-support or anchor for the later concrete basin and structurally has no load-bearing
function. Iron anchors project inwards in the upper third of the shuttering. And earth anchors, so-called “cavalinhos” meaning “little horses”, are cemented into the floor. Step 2: In the second phase, liquid foam (polyurethane) under vacuum is applied to a thickness of 6-10 cm on the walls and the floor using a high-pressure compressor. The product and process are a French patent and used in Portugal for years in surface construction. The foam immediately hardens on air contact and is can be walked or built one after a very short time. The product is waterproof after application and at the same time a high-quality thermal insulator (hence its popularity for sealing insulating flat roofs). Step 3: A 6-mm thick steel mesh is now entwined with the iron anchors protruding from the foam and additionally reinforced with more steel. Step 4: With the sprayed mortar method (Gunnite), used for decades, a special mixture of grit, sand and cement, is then blown onto the inner walls and the base under highpressure, made wet by a parallel nozzle upon exit in such a controlled manner that the final mortar does not run. The strength should be at least 12 cm - sufficient for the load
pressure, and under complete integration of the concrete reinforcement. The basin thus created is cast in one piece wet-on-wet. There are no gaps or ledges, and the edges between the floor and wall are rounded so that a robotic pool cleaner can later reduce monthly maintenance costs. Step 5: The pool is then tiled, or a liner is applied. The fact that the pool is a concrete basin in a foam basin, and thus separated from the surrounding soil, significantly reduces the possibility of cracking during minor earthquakes. Step 6: As an alternative to normal pool terrace floors on a continuous concrete slab there is also the possibility to lay large selected rock slabs in loose gravel. The terrace covering remains open-pored and unsealed and requires no drainage installation. The only thing missing now is the garden design: rounded benches, a pool house with toilet, an outdoor shower, as well as attractive planting geared to pool gardens (i.e. which does not bring dirt into the pool) turn your new pool area into an oasis of comfort in no time. nspirier t von der Kraft der Farbe, kam es am Abend des 28. Februar im UNIKO Restaurant Vilamoura zu e inem Gourmet Dinner der besonderen Ar t. Die Idee war, den Gästen zu zeigen, wie Farbe auf unser Wohlempfinden, u nsere Persönlichkeit und Ausstrahlung wirkt. Gehüllt ins Licht der p assenden Farbe und untermalt von melodischen Klängen wurde eine entspannte Atmosphäre geschaffen. Bevor Chefkoch Jonnie Pratt sein Fünf-Gänge-Menü in zehn verschiedenen Farben kredenzte, konnte jeder Gast seine Kreativität b eweisen und mit seinen Lieblingsfarben bereitgestellte Leinwände zieren. Richtig eingestimmt ließ man sich nun die kulin arischen Spezialitäten auf der Zunge zergehen. Gleich mit dem ersten Gang wurden die Sinne in fantastische Welten geschickt, b lauer Käsekuchen mit violettem Trauben Gelee und purpurnem Kar toffelpüree. Dazu gab es den patentier ten Drink des Hausherrn, einen Ginny Hendrix. Der Fantasie waren keine G renzen gesetzt und das Farbspektrum ging schmackhaft weiter. Die g roßen Antreiber der Idee „Tasting Colour“ waren Uschi und S elma mit ihrer Farb- und Imageberatung BeYou, die gleich weitere derar tige farbige Verführungen in Aussicht stellten.

NIKO restaurant in Vilamoura held a gourmet dinner of an unusual nature on the evening of February 28 inspired by the power of colour. The idea was to show guests how colour influences our well-being, personality and charisma. A relaxed atmosphere was created through lighting matching the colour and accompanying music. Before chef Jonnie Pratt served his five-course meal in ten different colours, each guest could prove their creativity and adorn the provided canvasses with their favourite colours. Once in the right mood, guests could then savour the culinary delights. The first course immediately whisked the senses off into worlds of fantasy – blue cheese cake with violet grape jelly and crimson mashed potatoes. This was served with the host’s patented drink, a Ginny Hendrix. There were no limits to the imagination as the colour spectrum continued on its flavour journey. The driving forces behind the “Tasting Colour” idea were Uschi and Selma with their colour and image consulting company BeYou. They promise further colour related events in the future.

Zutaten: für 6 Burger 1 kg Acém de novilho, frisch vom Metzger gehackt 1 große Zwiebel, fein gewürfelt 1 große grüne Paprika, fein gewürfelt 1 El Olivenöl 8 frische Basilikumblätter 50 g Semmelbrösel Salz & frisch gemahlener schwarzer Pfeffer zum Abschmecken
Ingredients: for 6 burgers 1 kg Acém de novilho minced by the butcher 1 large onion, finely diced 1 large green pepper finely diced 1 tbs olive oil 8 leaves of fresh basil 50 g of breadcrumbs Salt & Freshly ground black pepper to taste
Zubereitung: Öl in der Pfanne erhitzen und die Zwiebeln mit den Paprika auf halber Flamme anschwitzen bis sie weich und glasig sind, nicht bräunen. Im Kühlschrank vollständig abkühlen lassen. Das Fleisch sanft mit allen Zutaten vermischen. Die Betonung liegt auf sanft – zartes Kneten sorgt für zartes Fleisch! 6 Burger mit einem Durchmesser von 10 cm formen. Diese Größe bietet das richtige Volumen für saftige Burger, die nach persönlicher Vorliebe zur Perfektion gebraten oder gegrillt werden können.
Pommes Frites
Method: Heat up the oil in a sauté pan on half heat and sweat the diced onion and pepper until soft and translucent, removing before they colour. Cool in the fridge. Use your hands to combine the meat with all of the ingredients. The watchword here is “gently”, as tender kneading makes for tender meat! Form 6 patties to have a 10-cm diameter – this gives them the perfect thickness to allow cooking to the desired amount. Barbecue or fry in a pan with a little vegetable oil.
Chips 1 kg frying potatoes (the red ones)
1 kg Kartoffeln (die roten) Zubereitung: Kartoffeln schälen und in 1 x 1 cm dicke Stifte schneiden. Unter Wasser abspülen, um die Stärke abzuwaschen. Auf Küchenpapier abtupfen. In Pflanzenöl bei 155 °C frittieren. Wenn die Pommes Frites anfangen zu brutzeln, sind sie fertig. Nicht bräunen! Aus der Friteuse nehmen und abkühlen lassen. (Die Pommes Frites können auch im Voraus gemacht und über Nacht im Kühlschrank gelagert werden.) Bei 175 °C ein zweites Mal frittieren bis die Pommes Frites knusprig sind. Mit Tomaten, Gurken, Salat, Ketchup und Mayonnaise garnieren. Für die Feinschmeckervariante vermischen Sie die Mayonnaise mit etwas Trüffelöl und dekorieren Sie den Burger mit einer dünnen Scheibe roher Foie Gras.
Method: Peel potatoes and cut into chips with a cross-section of roughly 10 x 10 mm. Rinse well under water to remove starch. Pat them dry with kitchen roll. Fry in a deep fat fryer at 155 ºC until they begin to sizzle. Remove before they colour! Leave to cool down completely. Store in the fridge overnight if you want to make them in advance. Fry for second time at 175 ºC until crispy. Garnish with tomato, gherkin, lettuce, ketchup and mayonnaise for a family meal. To replicate the Florian burger’s luxury touch, serve with mayonnaise whipped through with some truffle oil and top the burger with a thin slice of uncooked foie gras.

estlich von Portimão, inmitten des bekannten Le Meridien Penina Golf & Resort, ist der Penina Meisterschaftsplatz, gemeinhin einfach „Der Penina“ genannt, eine Ikone in der Geschichte des Golfsports an der Algarve. Seit seiner Eröffnung im Jahre 1966 war der Penina stolze zehn Mal Gastgeber der Portuguese Open, so auch 2006, als das Ereignis letztmals an der Algarve stattfand. Der Penina gehört eindeutig zu den besten Golfplätzen der Nation und hat eine dementsprechend treue Anhängerschaft vorzuweisen. Der Mann, der das Potenzial dieser tiefliegenden Landschaft als erster erkannte, war Sir Henry Cotton, dreimaliger Gewinner der Open Championship. Die ursprünglich karge Weite von Reisfeldern wurde mit Hunderttausenden von Bäumen und Sträuchern bepflanzt und so durch Sir Henrys Talent als visionärer Architekt von einem Feuchtgebiet in eine Parklandschaft verwandelt. Darüber hinaus wurden einige der ursprünglichen Entwässerungsrinnen in das Design integriert und zu den zahlreichen Wasserhindernissen des Platzes umgewandelt. Heute, wo sich der Platz seinem 50. Geburtstag nähert, werden die Spieler von einer einzigartigen Parklandschaft empfangen, voller hoher Bäume und mit üppig bewachsenen, schattigen Fairways – ein Golfplatz der eher an Sir Henry Cottons Heimat erinnert, als an einen Platz, der sich an der Südspitze der iberischen Halbinsel befindet. Das, sowie seine unbestreitbare Qualität und spannenden Herausforderungen, machen ihn zu einem herausragenden Spielplatz für jeden Golfer an der Algarve, sei es auch nur, um das allgemeine Golferlebnis durch genussvolle Abwechslung zu bereichern. Das erste, was einem in den Sinn kommt, wenn man auf diesem Platz spielt, ist die unerbittliche Notwendigkeit für ein genaues Spiel, da gut platzierte Bäche, Gräben und andere Wasser- (und Sand-) Hindernisse nur auf einen unvorsichtigen Spieler warten. Wer den Penina meistern will, muss sich auf jeden Fall konzentrieren, sich im richtigen Moment für den richtigen Schläger zu entscheiden. Das erscheint oft äusserst schwierig, während man sich über das flache Gelände, vorbei an hohen, im Wind raschelnden Eukalyptusbäumen, spielt. Aber auch wenn er schwer zu lesen ist, ist der Penina stets ein Genuss, in hervorragendem Zustand und voller Über raschungen. Der Par-73 ist etwas ungleichmäßig verteilt, mit den par-38-lastigen letzten neun Löchern, die im Vergleich zu einem Par-5 in den ersten neun, mit gleich vier

ust west of Portimão, within the well known Le Meridien Penina Golf & Resort, Penina Championship Course, affectionately referred to as simply “The Penina” is an icon in the history of the sport in the Algarve. Host to the Portuguese Open an impressive ten times since it opened back in 1966, most recently when the event was last held in the Algarve in 2006, Penina has clearly proved itself as one of the best courses in the country, and has a loyal following to match. The man who first spotted the potential of this lowlying site was Sir Henry Cotton, three-time winner of The Open Championship. From its original state as a sparse expanse of rice paddy fields, Sir Henry’s talent as a visionary architect saw it planted with hundreds of thousands of trees and bushes. In addition, several of the original drainage channels were incorporated into the design and transformed into the layout’s many water hazards. Now, as the course nears its fiftieth birthday, players are greeted by a unique parkland landscape, rich in tall trees and lush, shaded fairways, more reminiscent of a course in Sir Henry’s homeland than one stood at the southern tip of Iberia. This fact, joined by its undeniable quality and testing challenges, make this a stand-out play for any golfer in the Algarve, if only to add delicious variety to your golfing experience. The first thing that springs to mind when you play this course is the unrelenting need for accuracy, with streams, ditches and other water (and sand) hazards uncannily placed

Bevor man Curral da Pedra erreicht, kommt man an einer alten Wassermühle vorbei, die dort am Ufer steht. Heute zerfallen wurde in dieser Mühle einst das Getreide mit Hilfe des Wassers zu Mehl gemahlen. Während man sich der Kreuzung vor Erreichen des ländlichen Dörfchens nähert, kann man gut erkennen, wie der Fluss sich durch das Gelände gegraben und die Vegetation der umliegenden Landschaft verändert hat. Curral da Pedra (Steinpferch) ist eine kleine zerstreute Siedlung von, hauptsächlich aus Schiefer bestehenden, Steinhäusern, die ihren Namen dem beim Bau verwendeten Rohstoff verdankt. Der letzte Abschnitt des Weges beginnt mit dem Aufstieg auf einen Hügel (230 m), der Curral da Pedra von Porto Carvalhoso trennt und eine umwerfende Aussicht auf das kleine Dorf und die Hügel, die die südliche Algarve von den Hügeln des Nordens trennen, bietet. Dann führt der Weg wieder hinab zum Ausgangspunkt in Porto Carvalhoso, wo sich dem Wanderer mit Brücke und Fluss ein wunderschönes Fotomotiv bietet. Wer jetzt ein kleines Hüngerchen verspürt oder noch mehr Lokalkolorit erleben möchte, der sollte ein wenig in Santa Catarina da Fonte do Bispo verweilen und die dortigen Restaurants und Geschäfte erkunden.

D
ie Algarve hat soviel mehr zu bieten als nur Strände, unter anderem, wie nur wenige andere Urlaubsziele, die Möglichkeit, im Nu von Stadt auf Land umzuschalten. Curral de Pedra eignet sich hervorragend für solch einen Ausflug aufs Land. Obwohl es eigentlich näher an Olhão liegt, gehört es doch zum Tavira Bezirk. Von hier aus ist man in nur 15 Minuten mit dem Auto oder 30 Minuten mit dem Fahrrad, mitten im Barrocal, umgeben von Natur und ländlichem Idyll. Am besten besucht man diese Route an einem sonnigen Tag, nach ein paar Regentagen, dann kann man die Ribeira de Alportel, einer der drei Flüsse, die in Taviras Rio Gilão münden, in vollem Fluss erleben. Der gut beschilderte Wanderweg beginnt an der alten Grundschule von Porto Carvalhoso und erstreckt sich über 6,9 km, mit zahlreichen lauschigen Plätzchen entlang des Weges, die zum Verweilen oder einer kleinen Rast am Flussufer einladen. Zur Musik des Wassers laufend, kommt man an einem alten öffentlichen Waschhaus vorbei, an dem man den Fluss über eine Brücke passieren kann, was sich an regnerischen Wintertagen allerdings als schwierig erweist. Die Wanderung entlang des Flusses eignet sich wunderbar zur Vogelbeobachtung, es gibt aber auch die Ufervegetation, alte, verlassene Häuser und Brunnen sowie ein paar kleine Gemüsefelder zu sehen. Die Hügellandschaft wechselt zwischen Regenfeldbau, Obstgärten, Eichenhainen und Landstrichen voller wunderschöner Kräuter, die den Eindruck vermitteln, dass Mensch und Natur tatsächlich in symbiotischer Harmonie miteinander leben können.

he Algarve is much more than just beaches, enjoying the ability shared by few destinations where you can switch from city to countryside in the blink of an eye. Curral da Pedra excels as the rural target of one such jaunt and, although part of Tavira Municipality, it’s actually closer to Olhão. Just 15 minutes by car or 30 by bicycle, and you can delve deep into the Algarve’s Barrocal and find yourself surrounded by nature and rural landscapes. The best time to visit this trail is on a sunny day, after a period of rain, so that you can see the Ribeira de Alportel, one of the three streams feeding the River Gilão in Tavira, at full flow. The trail starts at the old primary school of Porto Carvalhoso. Developing over 6.9 kilometres, the walk is well marked and Die alte Wassermühle The old watermill features several spots along the way where you can stop to enjoy a rest or a snack by the river. Walking along to the sound of water and passing by an old public laundry, you can then cross the river via a bridge – on rainy winter days this may prove difficult however. As you walk along the river bank, this is great bird watching territory, or you can take in the riverside vegetation, some old abandoned houses and old wells, or a series of small vegetable plots. The hillsides alternate between dry land orchards, oak groves and swathes of beautiful herbs, providing the feeling that man and nature can really live in symbiotic harmony. Before you reach Curral da Pedra, you come across an old watermill, stood by the river bank. Now derelict, it once took advantage of the river’s flow to grind cereals for flour. As you approach the crossroads, before arriving at the rural village, the scenery reveals how the river has carved its way through the terrain and changed the vegetation around it. A small disperse settlement of stone houses, made primarily out of shale, Curral da Pedra (Stone Corral) gets its name from the raw material used in the buildings. The final section of the trail begins with a climb to the top of the hill (230 m) that separates Curral da Pedra from Porto Carvalhoso, allowing stunning views over the small village and to the hills that separate the southern Algarve from the hills to the north. The track then begins to descend back towards the starting point, providing a last minute photo opportunity of the river and the bridge at Porto Carvalhoso. as viertägige Turnier wurde in Albufeira, Ferreiras, Parchal, Lagos, Vila Real und natürlich dem Estádio do Algarve zwischen Faro und Loulé ausgetragen. Die talentbesetzte Aufstellung, inklusive Titelverteidiger Deutschland, Olympiameister USA und Weltmeister Japan, versprach ein aufregendes Turnier. Zu den drei Kraftwerken des Frauenfußballs gesellten sich Norwegen und Dänemark (in Gruppe A mit Deutschland und Japan) sowie China, Schweden und Island (in Gruppe B mit den USA) in den zwei stärksten Gruppen. Gruppe C setzte sich aus niedriger platzierten Teams zusammen, mit der bestplatziertesten Mannschaft auf Rang 7 und umfasste Portugal, Ungarn, Mexiko und Wales. Dem Regen während der Gruppenphase zum Trotz, fanden zahlreiche Fans ihren Weg ins Stadion, und sorgten besonders bei den drei großen Mannschaften für ebenso lautstarke wie fröhliche Unterstützung von den Rängen. Deutschlands erstes Spiel war von verpassten Chancen geprägt und endete mit einem Unentschieden gegen Dänemark. Das Team gab dann alles im Spiel gegen Japan – der größten Enttäuschung dieses Turniers, da die Mannschaft mit Nachwuchsspielerinnen, anstatt mit seinen Stars anreiste und das Turnier eher zur Mannschaftsbildung für die Zukunft nutzte. Im dritten und endscheidenden Spiel der Gruppe A siegte Deutschland mit 2:0 (durch Celia Okoyino da Mbabi und Nadine Keßler) gegen Norwegen und sicherte sich damit den Einzug ins Finale. Teamchefin Silvia Neid nutzte das Turnier
auch für den Einsatz von Nachwuchspielerinnen wie Leonie Maier, Dzsenifer Marozsán und Torhüterin Almuth Schult, die im Wechsel mit Kapitän Nadine Angerer im Tor stand. Die USA starteten mit einem 3:0 Auftakt gegen Island ins Turnier, bevor sie China ohne große Gegenwehr mit 5:0 vom Platz fegten. Das Team bewies in diesem Turnier durchweg große Spielstärke, so auch im entscheidenen Spiel, in dem es sich durch ein Tor von Alex Morgan mit einem 1:1 gegen eine starke schwedische Mannschaft für das Finale qualifizierte. Portugal startete mit einem Sieg, verlor aber die beiden nächsten Gruppenspiele. Um nicht auf dem letzten Platz zu enden, gab sich die Mannschaft im letzten Spiel kämpferisch und landete schließlich auf dem dritten Platz durch einen Sieg gegen Wales im Elfmeterschießen. Es war daher keine große Überraschung, dass die zwei stärksten Mannschaften im Estádio do Algarve zu einem vielversprechenden Finale aufeinandertrafen. Die Amerikanerinnen waren eindeutig das stärkere Team, das durch Einsatzbereitschaft und bessere physische Kondition das Duell praktisch schon in der ersten Hälfte durch Tore der unausweichlichen Talentspielerin Alex Morgan für sich entschied. Trotz deutlicher Bemühungen um Torchancen scheiterte die deutsche Mannschaft letztendlich an mangelnder Konsequenz und musste den Titel daher an die USA abtreten, die unter dem Jubel der feiernden Fans bereits zum 9. Mal zum Gewinner des Algarve Cups gekrönt wurden.

USA started the cup with an easy 3-0 win against Iceland before trashing China with five goals without response, showing great quality of play throughout the competition. The Americans really showed their mettle in the game that would decide a place in the final, drawing 1-1 with the strong Swedes, with a goal from Alex Morgan. Portugal started with a win but lost their other two group matches. Then they found themselves fighting to avoid last place in the cup, which eventually went to Wales after Portugal won on penalties. So, it was no surprise when the two strongest teams met in the Estádio do Algarve for a final rich in expectations. The USA ladies came out strong, the result of organisational prowess and better physical condition, practically putting an end to the duel in the first half with goals from the inevitable and talented Alex Morgan. Germany tried hard to score but a lack of consistency denied them a second consecutive title. The talented line-up promised for an exciting tournament, with reigning champions Germany, current Olympic champions USA, and current World champions Japan all present. These three powerhouses of women’s football were joined by Norway and Denmark (in Group A with Germany and Japan) and by China, Sweden and Iceland (in Group B with the USA) forming the front-running groups. Group C was composed of lower ranked teams, where the highest place that could be achieved was 7th, and included Portugal, Hungary, Mexico and Wales. In spite of the rain in the group phase of the tournament, the fans still showed up in great numbers, especially for the three big teams, providing the support they deserved and always in a very friendly and fun environment. Germany’s first game, pocked with missed chances, ended in a draw against Denmark, before digging deep and rallying in their second match against Japan – the major disappointment of the tournament, with younger players flown in instead of some of their star players, with the intention of developing a team for the future. In the third and decisive game of Group A, Germany came out on top, with a 2-0 win against Norway (with goals of Celia Okoyino da Mbabi and Nadine Keßler) qualifying them for the final. German coach Silvia Neid also used the tournament to ensure caps for younger players such as Leonie Maier, Dzsenifer Marozsán and goalkeeper Almuth Schult, who shared goalkeeper duty with team captain Nadine Angerer.

U nter Leitung von Maestro Cesário Costa begleiten die Musiker den Akkordeonsolisten Gonçalo Pescada d urch die Tonkunst des TangoRevolutionärs. Auf der CD sind „Las Estaciones“ und das Konzert „Aconcagua“ zu hören (das Piazzolla ursprünglich mit dem SWF-Orchester aufnahm). Der portugiesische Fado ist immaterielles Weltkulturerbe, der Tango ebenfalls und so verneigt sich das Orchester aus dem Mutterland des Fado vor dem Argentinier Piazzolla, der dem Tango sein Leben gewidmet hat. Musical Tribute For its 10th anniversary the Algarve Orchestra has given itself and its fans a gift and recorded a CD featuring music by Astor Piazzolla. Under the direction of Maestro Cesário Costa the musicians accompany accordion soloist Gonçalo Pescada through the musical art of the revolutionary tango artist. The CD contains Las Estaciones and the Aconcagua concert. Portuguese Fado appears on the UNESCO list of intangible cultural heritage, as does tango. Thus the orchestra from the mother country of Fado bows before Argentine Piazzolla, who has dedicated his life to tango. The CD is available at the Teatro das Figuras in Faro or through the orchestra’s website www.orquestradoalgarve.com.

ährend des Schlafes laden wir unsere Batterien auf, damit wir den Anforderungen des nächsten Tages gewachsen sind. Fast jeder erlebt zu irgendeinem Zeitpunkt aber auch mal Schwierigkeiten damit, sei es beim Einschlafen, durch nächtliches Aufwachen oder Erwachen in den frühen Morgenstunden. Eine durchwachte Stunde kann sich dabei durchaus wie eine halbe Nacht anfühlen. Das muss nicht unbedingt ein Problem darstellen. Es kann aber zu einem werden, wenn Sie kontinuierlich an Schlafmangel leiden und in der Folge anfangen, sich müde oder gereizt zu fühlen oder während des Tages von Erschöpfung übermannt werden. Abgeschlagenheit und Konzentrationss chwäche sind die Folge. Es gibt viele Gründe für Schlafstörungen, oder Insomnie, wie es die Ärzte nennen. Eine Schlaftablette mag oft als die einfachste Lösung erscheinen, ist aber mit Sicherheit nicht die beste. Ca. 10 % der Erwachsenen und 20 bis 30 % der über 65-jährigen leiden unter Schwierigkeiten beim Einschlafen, Durchschlafen oder wachen zu früh auf. Wenn das Problem für weniger als einen Monat auftritt, nennt man es akut; wenn es jedoch mehrere Monate andauert, ist es ein chronisches Problem. Schlaflosigkeit wird oft nicht diagnostiziert, da die meisten Menschen keinen Arzt aufsuchen, um über dieses Problem zu sprechen. Das persönliche Schlafbedürfnis ist sehr individuell. Manche Menschen kommen mit sechs Stunden aus, andere brauchen zehn Stunden pro Nacht. Das ist auch eine Frage der Konditio

Schlafstörungen können auch der Nebeneffekt bestimmter Medikamente sein, Information dazu finden Sie in der Packungsbeilage des Arzneimittels (auch im Internet verfügbar, wenn Sie kein Portugiesisch sprechen), aber setzen Sie niemals die Einnahme eines Medikaments ab, ohne vorher Rücksprache mit Ihrem Arzt zu halten. Auch Kaffee, große Mengen Alkohol und Nikotin können einem den Schlaf rauben. In diesem Fall sollte man sich bemühen, den Kaffee- und Nikotinkonsum während des Abends einzuschränken. Eine weitere Ursache für Schlaflosigkeit kann zu viel körper liche (Sport) oder psychische (Meetings) Anstrengung in den Abendstunden sein. Versuchen Sie, diese zu vermeiden. Dann gibt es noch die Sorgen. Einschneidende oder belastende Ereignisse wie Krankheit oder der Verlust eines geliebten Menschen, können einen vor allem während der Nacht beschäftigen. Wenn Sie erst mal ein Schlafproblem haben, kann es schwierig sein, es wieder loszuwerden. Denn wenn man mit der Erwartung ins Bett geht, nicht schlafen zu können, dann wird dieser Gedanke häufig genau das hervorrufen und somit zudem das Problem bestätigen. Das führt oft zu einem schwer zu durchbrechenden Teufelskreis. Manchmal können dann

Schlaftabletten helfen. Dies sollte allerdings der einzige Grund für die Verwendung von Schlaftabletten sein. Der Nachteil von Einschlafmitteln ist die Gewöhnung daran und die Gefahr, in eine psychische Abhängigkeit zu geraten. Auch zeigen sie oft nur in der Anfangsphase eine Wirkung, die nach ein paar Wochen verblassen kann. Daher sollten Schlaftabletten am besten nur über wenige Wochen, und keinesfalls in jeder Nacht eingenommen werden. Die beste Behandlung für Schlafstörungen ist natürlich die Bekämpfung ihrer Ursache. Sorgen Sie für Ruhe oder verwenden Sie Ohrstöpsel. Trinken Sie keinen Kaffee, schränken Sie das Rauchen ein und genießen Sie Alkohol am Abend nur in Maßen. Besprechen Sie Ihre Symptome mit Ihrem Arzt. Nutzen Sie den Abend zur Entspannung, nicht zum Ausgehen. Achten Sie auf regelmäßige Gewohnheiten: Versuchen Sie, jeden Tag zur gleichen Zeit zu Bett zu gehen und aufzustehen. Wenn alles nichts hilft, finden Sie vielleicht Hilfe in Schlafkursen. good night’s sleep is very important for your health. During sleep we recharge our batteries, to help us face another day. Almost everyone experiences difficulties at some time or another, either getting to sleep or waking up during the night or too early in the morning. An hour of lying awake can feel as if you’ve been up half the night. Not everyone sees this as a problem. It doesn’t become a problem unless you suffer from it often and as a result start to feel tired, irritable or lacking in energy during the day. Fatigue and loss of concentration are the result. There are many reasons for not being able to sleep, otherwise called insomnia. A sleeping pill is often an easy solution, but certainly not the best. About 10% of adults and 20-30% of over-65s have sleeping problems. This can mean having problems falling asleep, staying asleep or waking up too early. When the problem occurs for less than a month, we call it acute; when it lasts for months we call it chronic. Insomnia is underdiagnosed: most people do not see a doctor to talk about this problem. How much sleep you need varies with the person, ranging from six to ten hours per night. This is also a matter of conditioning. A noisy environment can obviously be the cause: noise outdoors or a snoring bedfellow. Also, physical symptoms like itching, pain or shortness of breath can keep you from sleeping. Certain medications have sleep problems as a side effect, but ingestion of coffee, lots of alcohol and nicotine can also play their part in keeping you awake. In that case, you should try to reduce caffeine intake and smoking during the evening. The leaflet supplied with medicine (available on the Internet if you do not speak Portuguese) gives you the necessary information, but never decide to stop taking medication without consulting your doctor. Another cause of insomnia is too much physical (sports) or mental (meetings) exertion in the evenings. Try to avoid this. Then there is worrying. Serious or stressful events, such as illness or the loss of a loved one, can keep your mind whirring, especially during the night. Once you have a sleeping problem it can be difficult to get rid of. When you go to bed expecting you won’t be able to go to sleep, then this thought will be self prophesying and confirm the problem, thus causing a vicious circle that is difficult to break. Using sleeping pills can sometimes help. This actually should be the only reason for using sleeping pills. The drawback of sleeping pills is getting in the habit of using them, or psychological dependence. Also, they often only work in the beginning with the effect fading after a few weeks. They should therefore be best used for only a few weeks, and certainly not every night. The best treatment for sleep disorders is removing the cause. Stop the noise or use earplugs. Don’t drink coffee, cut back on smoking and employ moderation with alcohol in the evening. Discuss your symptoms with your doctor. Use the evening for relaxing, not for exertion. Keep in mind that routine is very important: try to go to bed and get up at the same time every day. If nothing helps there are sleeping courses, in the Netherlands at least. Here in Portugal we have good alternatives, such as yoga. Discuss your sleeping issues with your doctor, because a good night’s sleep is essential for a healthy and enjoyable life. Dr. med. Morning palates can choose from a good Viennese breakfast or an English breakfast. The classic currywurst enjoys its place on the menu too. Zeigt das Wirkung in Ihrem Berufsalltag? Carlos Va z: Jeder Impuls ist hilfreich. Internationale Studien bescheinigen der Algarve zwar bessere Bedingungen für einen Zweitwohnsitz als in den meisten europäischen Ländern, aber um Käufer zu motivieren, ist noch viel mehr nötig. Die Umgebung des Wohnortes muss einladend sein, die Städte müssten alte Bausubstanz sanieren. An vielen Stellen versperren riesige Plakatwände die Sicht. Grünanlagen, Freizeitangebote, vernünftige Straßen – all das muss stimmig vorhanden sein. Solche Rahmenbedingungen wirken sich auf den Preis aus. Der hängt nicht allein vom realen Wert des Hauses ab, sondern vor allem davon, welchen Wert ein Käufer einem Domizil zumisst. Algarve Vida: Belastet Sie die Konkurrenz der Banken, die inzwischen viele Objekte vermarkten, weil die Käufer die Kredite nicht mehr tilgen können? Carlos Va z: Einige Banken zahlen sogar die „escritura“ und die Transaktionssteuer IMT. Das ist für uns aber marginal. Es gab Makler, die haben auf den Kaufvertrag noch einen Computer oder ein Auto draufgelegt. Solche Aktionen

beeindrucken die Kunden nicht wirklich. Sie wollen professionell beraten werden und ihrem Gegenüber vertrauen können. Deshalb schadet es, dass die Maklerlizenzen ab jetzt unbefristet gültig sind. Bisher mussten wir alle drei Jahre eine Prüfung ablegen und unsere Arbeit wurde nach einem Punktesystem bewertet. Das neue Gesetz (Lei 15/2013) soll den Berufseinstieg erleichtern und Arbeitsplätze schaffen, aber vor allem wird es dadurch schwierig, schwarze Schafe auszusortieren. Nochmal zu den Banken: In der für sie falschen Rolle als Makler verstärken sie andere Probleme. Der Immobilienpark belastet die Kreditinstitute als totes Kapital und sie schneiden beim Rating immer schlechter ab. Diese Bewertung überträgt sich auf die gesamte Wirtschaft, die ja mit den Banken verbunden ist. Und der Immobiliensektor ist der Seismograph der Wirtschaft, er spürt Erschütterung oder Stillstand vieler Branchen. Algarve Vida: Dazu gehört auch die Bauwirtschaft, die ja prozentual den größten Anteil an der Arbeitslosig keit in Portugal verkraften muss. Verkaufen Sie über haupt noch unbebaute Grundstücke? Carlos Va z: Kaum. Eher Wohnungen. Häuser bilden das Kerngeschäft. Da sind echte Schnäppchen möglich. Auch im Luxussegment ist die Auswahl gut und die Nachfrage sinkt weniger als in den unteren Preiskategorien. Heute fragen die Kunden auch dezidiert nach Folgekosten wie Steuern oder Gebühren für die Hausverwaltung und hoffen auf schnelle, unbürokratische Kreditbewilligung. Das wäre durchaus machbar: Vor zehn Jahren kamen die Mitarbeiter der Banken noch regelmäßig zu mir ins Büro, um den Kunden die Kredite anzubieten. Die Vergabe war oft binnen 48 Stunden entschieden. Dagegen ein Beispiel von heute: Ein Ehepaar hatte sich ein Haus ausgesucht, das Ganze zog sich in die Länge und sie haben währenddessen den Preis mehrmals neu verhandelt. Heute sollte das Geschäft besiegelt werden, da haben sie abgesagt. Sie wollen jetzt ein Haus in Spanien kaufen. Wohl, weil die Banken den Kredit rascher bewilligen oder die Preise dort niedriger sind. Algarve Vida: Laut der internationalen Immobilien beratung Knight Frank sind Neubauten in der Algarve
jetzt um 5,2 Prozent billiger als im letzten Herbst, bei älteren Häusern sanken die Preise um 3,5 Prozent ... Carlos Va z: ... die Preise hatten sich zwischen 2000 und 2007 unrealistisch nach oben entwickelt, bei Top-Immobilien mit Steigerungen bis zu 40 Prozent. Der Bauboom vergrößerte das Angebot. Darauf folgt unweigerlich der Preisverfall. Algarve Vida: Portugals Eigenheimquote gehört zu Europas Spitze. Jetzt will die Regierung einen Mietmarkt aufbauen ... Carlos Va z: ... man spürt kleine Veränderungen. Mehr Eigentümer als früher bieten mir ihre Immobilie zum Vermieten an. Hausbesitz oder der Verzicht darauf ist aber auch eine Mentalitätsfrage. Ein Handicap für unsere Branche ist übrigens die Europäische Dienstleistungsrichtlinie. Damit können auch Makler aus anderen EU-Staaten hier tätig werden. Das lockt vor allem Konzerne an. Portugal kann deren Strukturen nicht beeinflussen und damit auch nicht die Bedingungen, unter denen die Multis mit uns Kleinunternehmern konkurrieren. Algarve Vida: Wenn Sie drei Wünsche an die Politik richten könnten, was käme darin vor? Carlos Va z: Vor allem Stabilität, Dauer haftigkeit politischer Entscheidungen. Und die Justiz muss schneller arbeiten und Rechts sicherheit vermitteln. Drittens, die Erkenntnis, dass jede Immobilie ein Stück Portugal ist. Das muss wie in einem guten portugiesischen Restaurant serviert werden: Nicht Filet Mignon, sondern eine Cataplana oder „Cozido à portuguesa“, so hochwertig zubereitet, dass es dem Kundengeschmack entgegenkommt und gleichzeitig unverwechselbar landestypisch ist; ein Symbol der Marke Portugal. barometer for the economy The real estate business and its ground rules have changed completely over the course of a decade, says Carlos Vaz, whose company Imobipera specialises in residential and commercial spaces in the Algarve. Algarve Vida: The government has just launched some initiatives, which target the international market in particular to arouse interest in buying a property in Portugal. Can you feel the effects of this in your daily work? Carlos Va z: Any stimulus is helpful. Although international studies show that the Algarve has better conditions for a second home than most European countries, buyers need more motivation. The surroundings of the property must be inviting, cities would have to renovate old buildings. In many places huge billboards block out the view. Green spaces, leisure facilities, decent roads – all this has to be present. Such basic conditions affect the price. This does not solely depend on the real value of the house, but above all on the value that the buyer attributes to a domicile. Algarve Vida: Does competition from banks, now selling many repossessed properties put a strain on you? Carlos Va z: Some banks even pay the property registration fees and the IMT property transaction tax. But this doesn’t affect us. Some agents have tried to dangle a car or a computer as a purchase incentive. Such promotions do not really impress the customers. They want to get professional advice and be able to trust the person they’re dealing with.

This is why it is actually damaging that real estate agent licenses are now valid indefinitely. Until now we had to take an exam every three years and our work was rated in a point system. The new law (Lei15/2013) is meant to make career entry easier and to create jobs, but what it does most is make it harder to spot rogues. Back to the banks: in the ill-suited role of agent, banks increase other problems. The property pool burdens the banks as dead capital, and their rating gets increasingly worse. This rating transfers to the entire economy, which obviously is connected to banks. And the real estate sector is the barometer for the economy; it senses fluctuations or standstill in many industries. Algarve Vida: This also includes the construction industry, which has to cope with the largest percentage share of unemployment in Portugal. Do you actually sell any undeveloped land at all? Carlos Va z: Hardly. Rather apartments. Houses are the core business. There are real bargains possible. In the luxury segment, the choice is good as well and demand remains higher than in the lower price categories. Nowadays, customers are also asking more about costs involved, such as taxes or fees for the property management and hope for fast and non-bureaucratic loan approval. This was once quite feasible: ten years ago, bank employees would regularly visit my office, to offer the loans to the customers. The mortgage decision usually came within 48 hours. In contrast, take an example from today: a couple had chosen a house, the whole thing dragged on and they renegotiated the price several times in the process. Today, the deal was meant to be done and dusted. That’s when they pulled out. They now want to buy a house in Spain. Probably because the banks approve loans quicker or prices are lower there. Algarve Vida: According to international property consultants Knight Frank, new buildings in the Algarve are now 5.2 per cent cheaper than last autumn. Older properties have fallen by 3.5 per cent... Carlos Va z: ... prices went up at an unrealistic rate from 2000 to 2007, with increases of up to 40 per cent in top properties. The building boom increased the offer. This is inevitably followed by a fall in prices. Algarve Vida: The rate of privately owned homes is among Europe’s top ranks. Now the government wants to build up a rental market... Carlos Va z: ... you can feel small changes. More owners than before offer me their property for renting out. But homeownership or the relinquishment of it is also a question of mentality. One handicap for our industry, by the way, is the European Services Directive. With this, agents from other EU countries can also operate here. This mainly attracts large companies. Portugal cannot influence their structures and neither the conditions under which the multinationals compete with us small business owners. Algarve Vida: If you could have three wishes from politics, what would they be? Carlos Va z: Above all stability; the durability of political decisions. And the justice system needs to work faster and provide legal certainty. Thirdly, the recognition that every property is a piece of Portugal. This needs to be served as you would in good Portuguese restaurant: not filet mignon, but a Cataplana or Cozido à portuguesa, prepared to such high quality that it meets the customer’s taste, while at the same time being distinctively Portuguese, a symbol of the Portugal brand. as Szenario wiederholt sich jede Saison: Aus dem ganzen Land kommen zusätzliche Ordnungshüter in die Algarve, um Kriminellen aller Art den Gedanken auszutreiben, arglose Urlauber seien ein Synonym für leichte Beute. Verglichen mit touristisch geprägten Regionen anderer europäischer Länder, gilt die Algarve als vorbildlich sicher. Feriengäste bestätigen dieses subjektive Gefühl. So ist die Region vor allem im Sommer wirksam mit Polizeikräften ausgestattet, doch die Menschen wollen sich ganzjährig sicher fühlen, auf den Straßen und in den eigenen vier Wänden. Dieses Bedürfnis ist David Thomas vertraut. Der 62-Jährige war früher selbst Polizist in Hongkong und Sicherheitsberater bei Interpol und den Vereinten Nationen. Seit einigen Jahren lebt Thomas bei Loulé; er entschied sich unter anderem wegen der Sicherheit in der Region, seine Pension hier zu verleben. Als dann in seiner Nähe brutale Überfälle auf Häuser von Ausländern verübt wurden, stellte Thomas fest: „Prävention ist nicht nur Polizeiarbeit – alle Menschen müssen daran mitwirken“. Er gründete den gemeinnützigen Verein ‚Safe Communities Algarve‘ und arbeitet mit der städtischen Polizei PSP, der außerstädtisch zuständigen Nationalgarde GNR, mit Rathäusern und Betreibern von Ferienanlagen, mit Tourismusämtern, Konsulaten und Versicherungen an einem lokalen Netzwerk für Sicherheit. Auch der Verband der Nachtwächter (ANGN) will die Initiative tatkräftig unterstützen. Zunächst fördert der Verein die Verbindung zwischen den ständig in der Algarve lebenden Ausländern und der Polizei und will dabei auch Sprachbarrieren überwinden. Durch Seminare und Flyer informiert ‚Safe Communities Algarve‘ die Bevölkerung über Einsatzkräfte, ihre Aufgaben und Arbeitsweisen und erhöht das Wissen zum Schutz vor Überfällen, denn Übeltäter „suchen immer nach einer günstigen Gelegenheit und die darf man ihnen nicht bieten“. Als Resultat einer Vereinbarung von GNR und ‚Safe Communities Algarve‘ sind jetzt dreißig Nationalgardisten im Hinterland von Portimão, Silves, Albufeira, Loulé, Faro und Tavira mit besonderen Aufklärungs-Aufgaben betraut. David Thomas legt Wert auf die Feststellung, die „Polizei macht sehr gute Arbeit“. Es gehe „nicht darum, den Ordnungshütern zu sagen, was sie tun sollen“, sondern alle Beteiligten zu vernetzen. Bereits seit einigen Jahren bietet die Polizei das Konzept ‚Residência Segura‘ zur Kontrolle unbewohnter Domizile an. Dies sei einerseits nicht genügend bekannt, andererseits machten informierte Residenten nicht in ausreichendem Maße Gebrauch davon, bedauert ein Polizeisprecher. Hausbesitzer können der Polizei eine längere Abwesenheit mitteilen, damit die Streifen ein Auge auf solche Häuser werfen. Ein Gespräch mit der zuständigen Wache kann speziell bei abgelegenen Grundstücken auch im Ernstfall nützlich sein, wenn das betreffende Haus in der GPS-Datenbank der Polizei verzeichnet und kein weißer Fleck auf der Landkarte ist. On the safe side When there are more police than usual patrolling the busy holiday resorts during the summer season, tourists do wonder if the roads are especially safe or if the opposite is the case, making the presence of the force necessary in the first place. It is the same scenario every season: from all over the country additional police officers come to the Algarve in order to prevent criminals of all kinds from the idea that unsuspecting tourists would be synonymous for easy prey. Compared to tourism regions in other European countries, the Algarve is considered a role model for safety. Holidaymakers confirm this. The region is equipped with effective police forces, especially during the summer, but people want to feel safe all year round. Out on the streets and inside their own four walls. This need is familiar to David Thomas. The 62-year-old used to be a policeman in Hong Kong, as well as a security consultant for
Interpol and the United Nations. Thomas has lived near Loulé for several years; one of the reasons he decided to spend his retirement here was the safety of the region. When brutal assaults were committed at the homes of foreigners close by, Thomas decided: “Prevention is not only the work of the police - everyone has to contribute.” He founded the non-profit organisation Safe Communities Algarve and works with the public safety arm of the local police force (PSP), the national guard (GNR), with town halls and resort operators, with tourism offices, consulates and insurance companies, creating a local security network. The association of night watchmen (ANGN) also wants to support the initiative hands-on. Initially, the association promotes interaction between foreigners permanently living in the Algarve and the police and also wants to overcome the language barrier. With seminars and flyers Safe Communities Algarve informs the public about the action force, its tasks and the way it works, while increasing knowledge about protection against attacks, because offenders “are always on the lookout for a good opportunity, which we must not give them”. As a result of an agreement between the GNR and Safe Communities Algarve there are now thirty National Guardsmen in the hinterland of Portimão, Silves, Albufeira, Loulé, Faro and Tavira entrusted with special educational tasks. David Thomas is keen to assert that the “police are doing a very good job”. It “is not about telling custodians of the law what they should do”, rather about linking all parties involved in a network. This is achieved through the association’s website: safecommunitiesalgarve.com. A click on “My GNR” leads to graphs, information tables and maps, or tips on how to protect yourself, as well as to assessment and registration of your own observations. For several years now, the police has been offering the Residência Segura concept for the control of uninhabited homes. However a police spokesman bemoans the fact that firstly few people are aware of it, and secondly those residents who are aware, do not make sufficient use of it. Homeowners can inform the police about an extended absence so that these keep an eye on those homes. A chat with your local police station can be particularly useful in an isolated rural location, if, in case of an emergency, the relevant home is listed in the GPS database of the police instead of being a white spot on the map.
