The busy summer holidays come to a close and life in the Algarve adopts a calmer rhythm. Each individual perceives the time factor in their own individual way. When you are gazing at the Atlantic waves, time flies; if you are standing in a queue at the check-out in the supermarket, the hands of the clock hardly seem to move. Time and place determine our perception. 200 years ago, the mathematician and naval officer José Dantas Pereira composed a treatise about longitude at sea. Not every sailor was able to determine it, as it was necessary to know the time at the position where the ship was located. This makes it even more astounding that Portugal’s explorers were able to ply the sea routes with such precision. Time and place and the way we explore our environment can turn even small discoveries into something quite special. In this issue we will be showing you how to explore the Algarve in a completely different way. At a leisurely pace or more rapidly. On land, on water or through the air. Have a good (reading) trip!

Nicht jeder Seemann konnte sie bestimmen, denn dazu musste er die Uhrzeit dort kennen, wo sein Schiff sich befand. Umso mehr verblüfft es, wie Portugals Entdecker schon im 15. Jahrhundert zielstrebig über die Meere fuhren. Ort und Zeit und die Art und Weise, wie man seine Umwelt erkundet, machen selbst kleine Entdeckungen zu etwas Besonderem. NEWS Gebührenänderung bei Kartenzahlung Durch neue Pläne der EU-Kommission werden Zahlungen mit Kreditkarte demnächst günstiger. Die sogenannten Interbanken-Gebühren, die anfallen, weil die Bank des Händlers an die Bank des mit Karte zahlenden Kunden eine Gebühr für die bargeldlose Operation zahlen muss, sollen begrenzt werden. In der Regel werden diese Gebühren von Händlern und Dienstleistern auf ihre Preise aufgeschlagen und Barzahler müssen somit auch für die Bereitstellung des Kartenservices aufkommen. Diese versteckten Zuschläge sollen jetzt von 1,5 % auf bis zu 0,2 % gesenkt werden, um Innovation und Wettbewerb zu fördern und diese Einnahmequellen für Banken und Kartenanbietern zu reduzieren. Zudem sollen bei KreditkartenBetrug die Kunden demnächst nicht mehr € 150, sondern nur noch € 50 des entstandenen Schadens selbst übernehmen. Neben der Preissenkung will die EU-Kommission auch mehr Sicherheit bei Onlinekäufen schaffen, etwa indem Anbieter von Zahlungsdiensten stärker kontrolliert werden. Portugiesische Verbraucherschützer begrüßen die Pläne, auch Portugals EU-Politiker wollen die Initiativen der Kommission unterstützen. Im Gegenzug drohen Kreditkarten-Firmen mit der Erhöhung der Gebühren bei bargeldlosen Operationen. Auch die Abhebung am Geldautomat soll zukünftig mit einer Gebühr belastet werden.

According to new plans from the European Commission, payments by credit card will soon be cheaper. The so-called inter-bank fees, incurred because the trader’s bank must pay a fee for the cashless transaction to the bank of the card paying customers, are to be limited. Typically, this fee is added on to the prices traders and service providers charge and consequently anyone paying cash also has to pay for the provision of card services. These hidden surcharges will now be reduced from 1.5% to 0.2% in order to encourage innovation and competition and to reduce these sources of income for banks and card providers. In addition to this, in cases of credit card fraud, customers will only have to take on €50 of the total loss sustained themselves, instead of €150. In addition to the price reduction, the EU Commission is also seeking to enhance security for online purchases, for example by having tighter controls on providers of payment services. Portuguese consumer protection advocates have welcomed the plans, including Portugal’s EU leaders who also want to support the commission’s initiatives. As a countermove, credit card companies are threatening increases in the fees for non-cash transaction. Also there is to be a fee for withdrawing cash from an ATM in the future.

Gegen eine pauschale Eintrittsgebühr wird dem Messebesucher folgendes geboten: Sportunterricht und Demos, physikalische Auswertungen, Massagen und Behandlungen, Yoga und Pilates, Bootcamp, u.s.w. Im Preis inbegriffen sind auch ein exklusives T-Shirt und ein Buffet-Dinner am Hotelpool. Außerdem wird es eine Tombola und eine Auktion geben, bei denen exklusive Produkte gewonnen oder erworben werden können. Sport-Stars wie Luis Figo unterstützen die Veranstaltung. Sports fair at Conrad Algarve Hotel On Sunday 22nd of September 2013 the Almancil International Rotary Club (AIRC), in collaboration with the Conrad Algarve Hotel in Quinta do Lago, is organizing a major public sports fair. Proceeds from the event will go to the charitable organization UNIR (Association for the mentally ill or disabled people in the Algarve). On the premises of the hotel, sports clubs, activity providers and sports related businesses, representing many different disciplines, will showcase their activities, services and products. For one single admission fee fair visitors will enjoy: sports lessons and demonstrations, physical evaluations, massage and treatments, Yoga and Pilates, boot camp, etc. The fee also includes an exclusive T-shirt and a buffet dinner by the hotel pool. There will be a raffle and an auction with exclusive items to be won or acquired. Exhibitor spaces are still available for any sports related club or business. So wussten auch knapp ein Drittel der englischen Portugalbesucher nicht, wo das von ihnen gewählte Urlaubsland liegt. Viele haben es mit Frankreich verwechselt. Ähnlich erging es Spanien: 25% haben bei der Lokalisierung versagt. Am schlechtesten erging es Zypern; nur 47% konnten die geografische Lage der Insel ausmachen. Außerdem wusste jeder fünfte Urlauber nicht, wie die Hauptstadt seines Urlaubslandes heißt.

Neue Wache Fast 100 Jahre hat es gedauert, bis der Bezirk Vila do Bispo eine neue Dienststelle für die Polizeieinheit GNR bekommen hat. Im August wurde die neue Einrichtung an der Costa Vicentina von Innenminister Miguel Macedo eingeweiht. Die Kosten betrugen € 1.5 Mio. Der neue hochmoderne Trakt erfüllt alle Voraussetzungen, um die Arbeitseffizienz der Sicherheitskräfte der Militärpolizei zu steigern. Obwohl derzeit an 35 weiteren Polizeidienststellen Renovierungen durchgeführt werden, wartet der Nachbarbezirk Lagos wei terhin vergeblich auf eine Modernisierung. Der schlechte Zustand der jetzigen Wache von Lagos ist dem Innenministerium bekannt - dennoch ist für die nahe Zukunft keine Renovierung geplant.
New police station It took nearly a hundred years for the district of Vila do Bispo to get a new station for the GNR police unit. The new facility on the Costa Vicentina was inaugurated by Home Secretary Miguel Macedo in August. Costs totalled € 1.5 million. The new state-of-the-art block meets all the requirements needed to increase the work efficiency of the military police’s security workers. Even though there are thirty-five different police stations being renovated at the moment, the neighbouring district Lagos is still waiting in vain for some modernisation. The poor condition of the station in Lagos is no mystery to the Home Office - yet there are no plans for renovation in the near future.

Die Feuerwehr macht Schule Ende August kämpften 800 Feuerwehrleute gegen Waldbrände in Portugal. Die Flammen wüteten vor allem in der Region Viseu, im Zentrum des Landes. Die Algarve blieb bisher weitgehend verschont. Mit Ausnahme des Waldbrandes Anfang Juli in Aljezur wurden keine weiteren großen Feuer registriert. Trotzdem sind der Bevölkerung die verheerenden Waldbrände von 2003 und 2004 in Monchique sowie vom vergangenen Jahr in Tavira und São Brás de Alportel lebhaft in Erinnerung geblieben. 2012 zerstörte das Feuer, das vier Tage wütete, im Hinterland eine Fläche von 24.000 Hektar sowie das Hab und Gut vieler Serra-Bewohner. Dem Zivilschutz und der Feuerwehr wurden schlechte Koordination vorgeworfen. Ein gemeinsames Projekt des Rathauses von Monchique, der nationalen Feuerwehrschule, des Feuerwehrverbandes und des regionalen Zivilschutzes plant daher für die nahe Zukunft eine Feuerwehrschule in Monchique, die den Regionen Baixo Alentejo und Algarve dienen soll. Die Ausbildungsstätte soll im neuen Gebäude des Zivilschutzes im Sítio do Semedeiro, Monchique, entstehen, an dem sich auch der neue Hubschrauberlandeplatz befinden wird. The fire department goes to school At the end of August, 800 firemen were fighting forest fires in Portugal. The flames were raging mainly in the region of Viseu in the centre of the country. So far the Algarve has been largely spared. With the exception of the forest fire in early July in Aljezur, no other large fires have been reported. Despite that, the population still vividly remembers the devastating forest fires of 2003 and 2004 in Monchique and in Tavira and São Brás last year. In 2012, the fire that raged for four days in the back country destroyed an area of 24,000 hectares and the properties of many Serra residents. The civil defence and the fire department were accused of poor coordination. A joint project by the Monchique town hall, the National Fire Academy, the Fire Services Association and the Regional Civil Defence is planning a fire school in Monchique in the near future, which is to serve the Baixo Alentejo and Algarve regions. The training centre is to be built in the new civil defence building in Sitio do Semedeiro, Monchique where the new helipad will also be located. The danger of forest fires is still very high. George bietet uns an, das nächste Mal auf „Air Safari“ mit ihm zu gehen. Dabei fliegen immer beide Maschinen des Clubs, also ist Platz für zwei Fluggäste. Die Reise geht von Marim ca. 50 km Richtung Norden zum Mittagessen und Auftanken nach Martim Longo. Da die Flugroute über den Cerro de São Miguel (411 m) und die Serra de Monte Figo führt, beträgt die Flughöhe bei diesem Ausflug bis zu 3.500 Fuß (ca. 1.000 m). Was denn eine Air Safari kostet, frage ich. „100 Euro inkl. Mittagessen pro Fluggast.“. Das erscheint uns fast geschenkt, dauert das einmalige Erlebnis doch insgesamt vier Stunden. Überhaupt ist ein Ultraleicht-Flug mit 2 Euro pro Minute erstaunlich günstig. Jeder zwischen 8 und 80 Jahren und unter 100 kg Körpergewicht kann mitfliegen - einfach George anrufen und einen Termin vereinbaren oder einen Gechenkgutschein für Freunde kaufen. „Die 2 Euro decken gerade mal so unsere Sprit- und Versicherungskosten“, sagt er. „Aber vor allem freue ich mich ja selbst, wenn ich möglichst oft in der Luft sein kann.“ Wir lassen es uns noch einmal bestätigen: Tatsächlich, der Ausflug zuvor hätte einen normalen Gast nur etwa 40 bis 50 Euro gekostet – und das Erlebnis: unbezahlbar. Momentan sammelt George Spenden für ein neues Hangar-Dach, das dringend vor dem ersten Herbstregen renoviert werden muss. Jeder, der 50 Euro spendet, genießt einen gratis Küstenflug als Dankeschön. Neue Mitglieder im Pegasus Flying Club sind ebenfalls herzlich willkommen. Die Mitgliedsgebühr beträgt 50 Euro im Jahr, dafür fliegen Mitglieder günstiger (1,50 Euro / Minute). Und wen der Ultraleicht-Flugvirus schwer erwischt, der kann für 500 Euro Teileigentum erwerben. Auch mich hat der Virus erwischt. Doch nicht nur das Flugerlebnis ist einmalig, sondern auch die Atmosphäre: kein Kommerz, keine touristische Sommerhektik, einfach nur ehrliche Passion fürs Hobby und jede Menge Spaß. It’s not only the flying experience which is unique, but the atmosphere too: no commerce, no tourist summer stress, just a simple passion for a hobby and a whole load of fun. Im äußersten Südwesten Portugals enden im Küstenstädtchen Sagres nicht nur die Algarve, sondern auch Europa. Die Landschaft, eine gar göttliche Mixtur aus schroff abweisenden Steilküsten und einladenden Sandbuchten, zieht immer mehr Touristen an. Unsere Autorin Johanna Stöckl hat vier Auswanderer getroffen, die im Urlaub am Ende Europas regelrecht hängen geblieben sind.

er Sonnenuntergang am Cabo de São Vicente faszi niert ihn immer wieder. Auch nach 28 Jahren, in denen Andreas Bergmann aus Bielefeld nun im portugiesischen Küstenstädtchen Sagres lebt, entlockt ihm der untergehende Feuerball ein tiefes Seufzen: „Wenn ich hier an der Steilküste stehe und die Sonne am Horizont im Meer versinkt, fühle ich mich frei.“ Neben ihm sitzt ein junges Pärchen aus England eng umschlungen auf dem Boden und genießt in die Ferne guckend still das Schauspiel. Ein Großteil der etwa 30 Anwesenden ist jedoch vor lauter Euphorie damit beschäftigt, die Magie des Moments festzuhalten. Unzählige Bilder werden geschossen und kurze Videos gedreht. Ein paar besonders Eifrige laden über ihre Smartphones die besten Fotos auch gleich auf facebook hoch und hinterlassen Botschaften wie „Gruß vom Ende der Welt“ im Netz. Der Sonnenuntergang am Kap ist einfach Kult“, sagt Bergmann, der sich im Alter von 30 Jahren nicht nur unsterblich in die Landschaft am südwestlichsten Zipfel Europas, sondern auch gleich in eine hübsche Portugiesin, die hier lebte, ver liebt hat. Damals, das war 1984, kam eines zum anderen. Die Liebe, das Alter – „mit 30 war ich offen für eine Veränderung“ – und das sich „ziemlich frisch aus der Diktatur gelöste Portugal“ waren für Bergmann Reiz genug auszuwandern und sein Glück im äußersten Südwesten Portugals und damit am Ende von Europa zu versuchen. Der heute 58-jährige Auswanderer hat diesen Schritt nie bereut. Seine Cocktailbar in Sagres, das Dromedario, läuft seit der Eröffnung im Jahr 1985 bis heute bombig. „Essen und Trinken geht immer“ dachte der junge Existenzgründer damals und sollte Recht behalten. Bereits drei Jahre später eröffnete er seinen zweiten Laden, die Pizzeria „Bossa Nova“. Beide gastronomischen Betriebe sind seit jeher feste Institutionen in Sagres. Das Publikum ist eine bunte Mischung aus Touristen und Einheimischen, wobei letztere, angesichts der schweren Wirtschaftkrise, die Portugal gerade überrollt, immer weniger Geld zur Verfügung haben und „sich junge Portugiesen das Ausgehen kaum noch leisten können“. Bis heute, so findet der Vater zweier Kinder, sei die Region rund um Sagres ein Platz mit besonderer Energie. Touristen fühlen sich nach ein paar Tagen so erholt wie sonst nach einem 14-tägigen Urlaub: „Die Region ist touris-

he sunset at Cabo de São Vicente never ceases to fascinate him. Even after 28 years during which Andreas Bergmann, from Bielefeld, has been living in the Portuguese coastal town of Sagres, the setting ball of fire elicits a deep sigh from him: “when I stand here on the cliffs and the sun sinks into the ocean on the horizon, I feel free”. Next to him, a young couple from England sit entwined on the ground and silently enjoy the spectacle, gazing into the distance. The majority of the 30 or so who are present are engaged, out of pure euphoria, with trying to capture the magic of the moment. Countless images are being photographed and short videos made. A couple of really keen visitors are uploading the best of their photos straight to Facebook from their smartphones and leaving messages like: “greetings from the end of the world” in the web. “The sunset on the Cape is simply a cult”, says Bergmann who, at the age of 30, not only fell eternally in love with the landscape on the south-west tip of Europe, but also with a beautiful Portuguese woman who lived here. That was back in 1984, one thing led to another. Love, that time of life – “at 30 I was ready for a change” – and with “Portugal relatively recently liberated from the dictatorship” Bergmann found reason enough to leave home and try his luck in the extreme southwest of Portugal and consequently at the end of Europe. The emigrant, now 58, has never regretted making the move. His cocktail bar in Sagres, the Dromedario, has been going like a bomb since it opened in 1985. “Eating and drinking always goes well”, thought the young entrepreneur back then, and it seems he was right. Just three years later he opened his second place, the pizzeria Bossa Nova. Both of these dining establishments in Sagres have become solid institutions. The clientele is a mix of tourists and locals, the latter, due to the severe economic crisis which Portugal finds itself in at the moment, have less money to spend and “young Portuguese people can hardly afford to go our any more”. To this day, this father of two finds the region around Sagres to be a place with a special energy. After just a few days, tourists feel just as relaxed as they usually would after a 14-day holiday: “the region is not so much on the beaten track and doesn’t attract the masses. If you come here, you have to spend time with

Und das entspannt bekanntlich.“ Die einzigartige Landschaft inmitten des Costa Vicentina National Park biete für jeden etwas. Viele kommen zum Wandern, Reiten oder Biken. Die starken Winde entlang der Westküste erzeugen gigantische Wellen und ziehen daher Surfer aus der ganzen Welt an. „Und manche“ sagt Bergmann, „kommen auch um in der Abgeschiedenheit zu meditieren“. Wolfgang Bald, das spürt man sofort, ist medienerfahren. Unzählige Interviews wurden bereits mit ihm geführt und so hat er die eine oder andere standardisierte Antwort und sogar lustige Wortspiele parat. „Wer anderen eine Bratwurst brät, der hat ein Bratwurst Bratgerät“, sagt er lachend und streckt einer Kundin aus Deutschland eine Original Nürnberger Bratwurst in der Semmel entgegen. Dazu gibt es für zwei Euro ein Zertifikat, zweisprachig ausgestellt, das bestätigt, dass man am südwestlichen Punkt Europas war. Balds Imbissstand „Die letzte Bratwurst vor Amerika“ steht in Bestlage direkt am Cabo de São Vicente, kurz vor dem Leuchtturm. 1.200 Würste kann er theoretisch pro Stunde auf seinem Grill verbraten. Ob das überhaupt jemals vorkommt, verrät der 60-jährige Nürnberger nicht. Was er aber sagen kann: „Ich verbrauche pro Jahr eine Tonne Ketchup und Senf.“ Die Wurst

yourself. And that is well-known to be relaxing”. The unique countryside in the middle of the Costa Vicentina National Park has something for everyone. Many come to go hiking, riding or biking. The strong winds along the west coast create huge waves and as a result attract surfers from all over the world. “And some of them”, says Bergmann, “come to meditate in the seclusion”. You notice straight away that Wolfgang Bald has experience with the media. He has already given countless interviews and consequently he has one or two standard answers to questions and even a few funny plays on words at hand. “If you want a sausage buyer, you need to have a sausage fryer”, he says with a laugh and sticks an original Nuremberg sausage in a bun for a customer from Germany. In addition, there is a certificate for two euro, in two languages, which certifies that you were at the most south-west point of Europe. Bald’s Snack Bar “the last sausage before America” is perfectly located directly on the Cabo de São Vicente, just in front of the lighthouse. In theory, he can cook 1,200 sausages an hour on his grill. Whether that ever actually happens, the 60-year-old from Nuremberg does not say. But what he can say: “I use one ton of ketchup and mustard per year”. Sausages are good business, and have been for years. After various trips through the peaceful south-west of Portugal in their mobile home, Bald, who was working in IT,

Ich hatte von der Computerbranche die Nase gestrichen voll.“ Die Würste, Original Thüringer und Nürnberger, kommen gut an bei den Touristen, weniger aber bei den Portugiesen, die sich nach wie vor lieber von Fisch als von Fleisch ernähren. Wenn man zur letzten Bratwurst vor Amerika eine Cola bestellt, erhält man einen Coupon, den man am Nachbarstand, dem eines Portugiesen einlösen muss. „Leben und leben lassen“, erklärt Bald diese Kuriosität, „ich verkaufe ziemlich viele Würste und hatte von Anfang an ein Lagerproblem. Also gebe ich den Getränkeumsatz gerne an meinen Nachbarn ab. So habe ich mehr Platz für meine Würste im Kühlschrank.“ Der Schweizer Unternehmer Roman Stern und seine aus Singapore stammende Ehefrau Chitra kamen 2001 frisch vermählt aus London, wo sie beide für die internationale Unternehmensberatung PricewaterhouseCoopers tätig waren, nach Lagos, etwa 30 Kilometer von Sagres entfernt. Für den Aufbau eines gemeinsamen Projektes im Bereich der Hotellerie sahen die beiden Unternehmer am Ende Europas gute Chancen und funktionierten kurzerhand die Garage in ein Büro um. Von dort aus arbeiteten die beiden an einem gewagten Tourismuskonzept. 12 Jahre später haben die Sterns nicht nur vier Kinder, sondern können auch das wohl eleganteste Luxusferiendorf Südeuropas, in dem sie mittlerweile auch leben, ihr Eigen nennen. Roman Stern bemerkte als cleverer und geschäftstüchtiger Neuankömmling in Portugal rasch, dass immer mehr low-cost Airlines den nahen Flughafen Faro anpeilten, es aber im ruhigen Westen der Algarve an entsprechenden Hotelkapazitäten mangelte. Also haben seine Frau und er diese in 6-jähriger Planungs- und 2-jähriger Bauphase auf einem 42 Hektar großen Areal in der zauberhaften Bucht von Martinhal geschaffen. and his wife Petra decided to stay for good in Sagres in 1995 and opened their own sausage snack bar there. “A sausage doesn’t need an update. I was fed up to the eyeballs with the computer sector”. The sausages, original Thuringian and Nuremberg, are popular with the tourists but not so much with the Portuguese who still prefer to eat fish rather than meat. If you order a cola to go with your last sausage before America, you get a coupon which you can use at the next stand, which belongs to a Portuguese. “Live and let live”, Bald explains this curious system, “I sell a whole load of sausages and right from the start always had a storage problem. So I pass on the drinks’ profits to my neighbour. That means I have more space in my fridge for my sausages”. The Swiss entrepreneur Roman Stern and his newly-wed wife Chitra from Singapore came in 2001 from London, where they had both worked for the international consulting firm PricewaterhouseCoopers, to Lagos, about 30 km away from Sagres. Both these entrepreneurs saw good opportunities for a mutual project in the hotel trade at the end of Europe and quickly turned the garage into an office. From there the two started work on a daring tourism concept. 12 years later the Sterns not only have four children, but can also call their own what is probably the most elegant luxury holiday village in southern Europe and that is where they now live. As a clever and enterprising newcomer to Portugal, Roman Stern soon noticed that more and more low-cost airlines were targeting the nearby Faro airport, but that there was a lack of corresponding hotel capacity in the quiet western Algarve. So he and his wife created this place, 6 years in planning and 2 years in construction on a 42 hectare site in the enchanting bay of Martinhal. The Martinhal Beach Resort & Hotel consists of 150 holiday homes which you can either buy or rent. The incorporated five-star hotel has 38 luxury rooms. “Along with a coherent vision which we both believed in, we also had a fair share of luck”, admits the Swiss 43-year-old frankly. “We managed to get the project sorted out at the very last minute just before the financial crisis hit”. Seinen Job als Krankenpfleger und die Wohnung in Deutschland hatte er gekündigt um sich den Traum eines „Open-end Trips“ zu erfüllen. Seit sechs Jahren betreibt der 36-jährige Landshuter die Warung Bar in Sagres.

from all over Europe and is pretty casual. “Barefoot Luxury at Martinhal”, that is the mission statement and means that guests can turn up for dinner in the stylish restaurant casually wearing flip-flops. “Simply just surfing and waking up every day on the beach”, that’s what Sven Engelmann wanted when he parked his bus in Sagres 9 years ago. He had given up his job as a male nurse and his flat in Germany to fulfil his dream of going on an “open-end trip”. For six years the 36-year-old from Landshut has been running the Warung Bar in Sagres. As he says himself, the Indonesian name stands “in plain language for a cosy pub”. Along with freshly prepared burritos, tachos and quesadillas, he and his Mexican partner also offer traditional German dishes such as roast pork or schnitzel. In the surfing scene above all the Warung Bar is a real institution. “My bar is also popular with the locals. Many locals come in regularly”, says the passionate Bayern Munich fan and continues,

Der indonesische Name steht wie er selbst sagt „auf gut Deutsch für eine gemütliche Kneipe“. Dort bieten er und seine mexikanische Geschäftspartnerin neben frisch zube reiteten Burritos, Tachos und Quesadillas auch deutsche Traditionsgerichte wie Schweinebraten oder Schnitzel an. Vor allem innerhalb der Surfszene ist die Warung Bar eine echte Institution. „Meine Bar kommt auch bei den Einheimischen gut an. Viele Locals besuchen mich regelmäßig“, sagt der glühende FC Bayern Fan und fährt fort „Ich fühle mich nicht nur akzeptiert, sondern richtig gut integriert.“ Und das obwohl die Portugiesen sonst eher unter sich bleiben, aber der Sport verbindet sie. Zu wichtigen Spielen des FC Bayern oder auch während der Fußballwelt- oder Europameisterschaft baut er eine große Leinwand im Lokal auf. Dann kommen sie zusammen. Am Ende Europas: Surfer aus aller Welt, fußballbegeisterte Portugiesen und deutsche Auswanderer aus dem Umland. Johanna Stöckl

ugo ist ein „Krokodil“. Er arbeitet am Boden, seitdem er 12 oder 13 Jahre alt ist – meist im Hangar der Firma Aero Vip, für die er Bannertexte für Kunden aus mannshohen Buchstaben zusammenknüpft. Oft sind es Konzert- oder Disco-Veranstaltungen, die über den Stränden der Algarve beworben werden. Natürlich gibt es auch Herz- und ähnliche Symbole für persönliche Nachrichten – jeder kann Banner buchen, und von privaten Kunden wird am häufigsten „Willst Du mich heiraten?“ in den Himmel geschrieben. Bis zu 48 Zeichen können die Nachrichten lang sein. Einige Werbetreibende liefern bis zu 200 m² große gestaltete Banner an, die aus Spezialmaterial bestehen und bisher nur in den USA hergestellt werden können. Szenenwechsel: Südostlich von Faro, 500 Fuß (ca. 150m) Flughöhe. Es ist heiß im Cockpit, der Flugraum über Faro ist aufgrund der Landung einer Passagiermaschine temporär gesperrt. Nair fliegt eine Extrarunde mit einem Banner für die Ubi-Diso in Tavira. Unten, auf der Ilha Culatra, genießen die Menschen ihr Bad im Atlantik. Die Cessna 172 Reims Rocket fliegt sehr langsam über das Meer, das große Banner bremst die Maschine. Sie muss tief fliegen, damit die Menschen die Werbung lesen können. Ihre Auftraggeber kontrollieren Position und Höhe gerne online via GPS. Die Schnauze des Flugzeugs ragt in den Himmel, die Bordelektronik signalisiert un-

entwegt „Stall Alarm“. Würde die Luftströmung abreißen und die Propellermaschine ins Trudeln geraten, bestände aufgrund der geringen Flughöhe kaum eine Chance, sie wieder zu stabilisieren. Doch die Pilotin hat ihre Maschine sicher unter Kontrolle. Natürlich können die Banner im Notfall ausgeklinkt werden – doch wie gelangen sie überhaupt in die Luft? Die Vorbereitungen für einen Bannerflug sind sehr umfangreich. Hugo hat die Bannerbuchstaben zusammengesetzt, aufgerollt und auf seinem umgebauten Quad verstaut. Sein Ziel ist das etwa 700 Meter entfernte Ende der Startbahn, wo er das Banner wieder entrollt und das Schleppseil des Banners als Schlaufe über zwei Pfähle hängt. Die Konstruktion sieht aus wie ein Fußballtor, bei dem die Querlatte durch ein Seil ersetzt wurde. Inzwischen hat Nair ein eigenes Schleppseil mit Fanghaken an einer der drei in Alvor stationierten Firmenmaschinen angebracht. Der Haken wird unter dem Flügel verankert, damit sich das Seil während des Startvorgangs nicht im Fahrwerk verfangen kann. Routiniert steigt die Flugzeugführerin in ihr Cockpit, manövriert in Startposition, startet durch und dreht eine Runde über das Flugfeld, bevor sie den Haken ausklinkt und bodennah mit mittlerer Geschwindigkeit auf das „Fußballtor“ zufliegt. Jetzt geht‘s ums ganze, jetzt muss die Schlaufe des Banners im Tiefflug „geangelt“ werden. Da Nair alleine fliegt und den Fanghaken unter der Maschine nicht sehen kann, gibt Hugo der Pilotin Anweisungen per Funk. Auch diesmal klappt es beim ersten Versuch – das Flugzeug zieht unter voller Leistung steil nach oben, im Schlepptau steigt die Werbung in den Himmel. Die Maschine schwenkt Richtung Osten und wird das Banner später, nachdem der Job getan ist, am Rande des Flugfelds abwerfen. Hugo wird es einsammeln, einrollen und zurück im Hangar wieder in einzelne Buchstaben zerlegen. Warum Hugo und seine Kollegen „Krokodil“ genannt werden, fragen wir? Nair ist sich nicht sicher. „Vielleicht, weil der Haken beißen kann, oder weil Hugo so schnell abtauchen muss, wenn sich der schlingernde Haken mit ca. 80 Knoten (ca. 150 km/h) nähert.“ Angst kennt die jugendliche Portugiesin nicht; sie ist viele Jahre unter widrigen Umständen in Afrika geflogen. „Aber Flugausbildungen, Charterflüge und touristische Rundflüge“, die Nair für Aero Vip ebenfalls durchführt, „sind Spaziergänge im Vergleich zu einem Bannerflug.“ Ludwig Riet
Hugo is a “crocodile”. Since he was 12 or 13 he has been working on the ground – mainly in the hangar of the Aero Vip company where he puts together banner texts for customers using man-sized letters. They are often about concerts or disco events which are to be advertised over the beaches of the Algarve. Of course, there are also hearts and similar symbols for personal messages – anyone can book a banner and the most common one the private customers want written in the sky is “will you marry me?” The messages can be up to 48 letters long. Some advertisers deliver ready-designed banners up to a size of 200 m² which are made of special material and currently can only be manufactured in USA.

Scene change: south-east of Faro, an altitude of 500 feet. It is hot in the cockpit; the airspace over Faro has been temporarily closed due to a passenger plane which is about to land. Nair flies an extra lap with a banner for the UbiDiso in Tavira. Below, on Ilha Culatra, people are enjoying a swim in the Atlantic. The Cessna 172 Reims Rocket flies very slowly over the ocean, the huge banner slows the plane down. They have to fly low so that people can read the advertising. signalling “stall alarm!” If the air flow were to be cut off and the propeller plane went into a tailspin, there would hardly be a chance to stabilise it due to the low altitude. But the pilot has her plane safely under control. Of course, in an emergency, the banner can be released – but how do they get up into the sky in the first place? Preparations for a banner plane flight are very extensive. Hugo has composed the letters for the banner, rolled it up and stored it on his converted quad. He is heading for the end of the runway, some 700 metres away, where he will unfurl the banner again and hang the banner’s tow-rope in a loop over two poles. The construction looks like a football goal where the crossbar has been replaced by a rope. Meanwhile, Nair has fixed the tow-rope with a grappling hook to one of the three planes stationed in Alvor. The hook is fixed on under the wing to avoid the rope being tangled up with the undercarriage when the plane is taking off. In her routined way, the pilot gets into her cockpit, manoeuvres into her take-off position, takes off and does a lap of the airfield before releasing the hook and, flying just above the ground at medium speed, heads towards the “football goal”. Now it’s all or nothing, she has to “fish up” the loop on the banner while she is flying low. As Nair flies alone and cannot see the hook under her plane, Hugo has to give the pilot instructions via radio. This time too they succeed first time – the plane rises steeply into the air at full power and the advertising banner is towed along up into the sky. The plane banks to the east and later, after the job is finished, will release the banner onto the outskirts of the airfield. Hugo will go and collect it, roll it up and split it back up again into its individual letters in the hangar. Why are Hugo and his colleagues called “crocodiles”, we want to know. Nair isn’t sure. “Maybe because the hook can bite, or because Hugo has to dive down so quickly when the swinging hook approaches at something like 80 knots (approx. 150 km/h)”. The young pilot does not suffer from fear; she flew for years in Africa under the most appalling conditions. “But flying lessons, charter flights and tourist sightseeing flights”, which Nair also does for Aero Vip, “are like a walk in the park compared to the banner flights.” Ludwig Riet

“Jet Spin”
August am Praia da Oura, Albufeira. Trotz der Mittagshitze herrscht eine ausgelassene Stimmung, die mehrheitlich jungen Touristen genießen die Sonne auf ihren Strandliegen. Coole Drinks und das kristallklare Wasser sorgen für die nötige Erfrischung – und Carlos Vieira für den nötigen Kick
L
esen, plaudern, chillen – das reicht vielen Strandgästen nicht, um die Zeit bis zur nächsten Partynacht zu überbrücken. Sie wollen „Action“. Genau auf diese Zielgruppe hat sich die Firma Ski Molhado spezialisiert. Das Angebot umfasst Parasailing, Bananenboote in den verrücktesten Ausführungen, Jetski-Vermietung, Wasserski, Wakeboarding und vieles mehr. Seit 1990 ist die Flotte der Wasserfahrzeuge ständig gewachsen – nur das Hauptquartier der Firma, eine Bretterbude am Strand, wirkt wie aus alten Zeiten. Wir sitzen in der Hütte, und Carlos Vieira kann seine Begeisterung kaum verbergen. Die jüngste Attraktion, ein „Jet Boat“, sei absolut einmalig in der Algarve, beteuert der Chef von Ski Molhado. Statt von einer Schiffsschraube wird das Boot von durch schwenkbare Düsen ausgestoßene Wasserstrahlen angetrieben und erreicht eine Spitzengeschwindigkeit von 42 Knoten, also fast 80 km/h. Das Beste aber sei seine unglaubliche Manövrierfähigkeit, die wir unbedingt einmal selbst erleben sollen. „Es wird nass werden, und nehmen Sie lieber Ihre Sonnenbrille ab.“ Gesagt, getan. Ein Beiboot bringt 12 Passagiere (in Badehose, ohne Sonnenbrille) zum Jetboot. 30 Minuten wird der Ausflug dauern, Kinder unter 10 Jahren dürfen nicht mitfahren. Der Einführung des Steuermanns schenken die Passagiere ungefähr genausowenig Aufmerksamkeit wie den Sicherheitshinweisen einer Flugzeugstewardess … ein großer Fehler! Das Aggregat startet, mit voller Kraft beschleunigen 440 PS den leichten Aluminiumrumpf. Bei zunehmender Geschwindigkeit scheint das Vorderteil

des Jetboots keinen Kontakt mehr zur Wasseroberfläche zu haben und regelrecht über das Meer zu fliegen. Rasend schnell flitzen wir an zahlreichen Buchten vorbei, unter uns klarer türkiser Meeresgrund. Dank nur 35 cm Tiefgang können auch seichte Gewässer befahren werden. Dann hebt der Fahrer drehend die Hand – was bedeutet das gleich noch? Im nächsten Moment, aus voller Fahrt heraus, dreht sich das Jetboot um die eigene Achse und wird von der Gischt der eigenen Heckwelle getroffen. Alle sind pitschnass – außen vom Wasser, innen vom Adrenalin. Dieses Hochgeschwindigkeitsmanöver, auch „Jet Spin“ oder „Hamilton Turn“ (nach dem Erfinder des Jetboots) genannt, wird mehrfach unter dem Jubel der Passagiere wiederholt. Doch es sollte noch besser kommen. Haben Sie schon einmal von Umkehrschub bei Düsenflugzeugen gehört? Seien Sie versichert, der funktioniert auch bei Jetbooten. Ducken Sie sich einfach, wenn der Steuermann den Arm gerade nach oben streckt – das Signal für einen „Crash Stop“. Dank schwenkbarer Umkehrklappen kann ein Bremsschub erreicht werden, der das Jetboot aus voller Fahrt quasi augenblicklich zum Stillstand bringt (der Bremsweg beträgt kaum mehr als eine Bootslänge). Und da der Bug während des Bremsmanövers kurzzeitig unter Wasser gedrückt wird, wird das gesamte Boot buchstäblich von Wassermassen überrollt. Seinen ersten „Crash Stop“ wird sicher niemand so schnell wieder vergessen. Miriam Meyer

The next moment, at full speed, the jet boat rotates around its own axis and is hit by the spray of its own wake. We’re all soaking wet – outside from the water, inside from adrenalin. This high-speed manoeuvre, known as “jet spin“ or “Hamilton turn“ (after the inventor of the jet boat), is repeated several times, to the cheers of the passengers. But there’s even better to come. Have you ever heard of reverse thrust in jet aircraft? You can rest assured it also works on jet boats. Just crouch down when the helmsman sticks his arm straight up - the signal for a “crash stop“. Thanks to the swivel reverse flaps, a reverse thrust can be achieved which brings the jet boat, travelling at full speed, to an almost instantaneous standstill (the braking distance is little more than one boat length). And as the bow is briefly pressed down under the water during the braking manoeuvre, great masses of water literally flood in over the entire boat. No one is likely ever to forget in a hurry their first “crash stop”. Miriam Meyer

eading, chatting, chilling out – that’s not enough for many of the holiday-makers on the beach to pass the time until the next party night. They want “action”. The company Ski Molhado has specialised on just this target group. What they offer includes parasailing, banana boats in the craziest designs, jet ski hire, water skiing, wakeboarding and lots more. Since 1990, the fleet of vessels has grown steadily – only the headquarters of the company, a shack on the beach, still looks just like old times. We are sitting in the shack, and Carlos Vieira can hardly hide his excitement. The latest attraction, a “jet boat“, is absolutely unique in the Algarve, insists the Ski Molhado boss. Instead of a ship‘s propeller, the boat is driven by adjustable water jets and can reach a top speed of 42 knots, which is almost 80 km/h. But the best thing is its incredible manoeuvrability and we really want to experience that ourselves. “It will get wet; better take off your sunglasses.“ No sooner said than done. A dinghy takes 12 passengers (in swimsuits, without sunglasses) out to the jet boat. The trip lasts 30 minutes, children under 10 are not allowed to go along. The passengers pay about as much attention to the helmsman’s introduction as they do to the safety instructions of an aeroplane stewardess ... a big mistake! The engine starts to accelerate the lightweight aluminium hull with the full power of 440 hp. As the speed increases, the front section of the jet boat no longer seems to be making contact with the surface of the water and seems literally to fly over the sea. DER BULLI IST TOT, LANG LEBE DER BULLI Dieser Tage läuft der letzte fabrikneue VW T2 vom Band – natürlich nicht in Europa, sondern in Brasilien, wo der Bulli tatsächlich bis August 2013 unter der Modellbezeichnung “Kombi” produziert worden ist. Doch nun ist das Ende einer Ära gekommen – nur gut, dass in der Algarve noch so viele quietschfidele Bullis herumfahren

er Bulli gilt als Kultobjekt, das alt und jung 2013 mehr denn je in seinen Bann zu ziehen scheint. Erst kürzlich erschien mit der Dokumentation “The Bus” ein eigener Kinofilm über die vom Aussterben bedrohte Volkswagen-Ikone. In Deutschland wurde die Produktion des Bulli – korrekt “Volkswagen Typ 2 Transporter T2” von 1967 – übrigens schon am 31. Oktober 1979 eingestellt. Es mag daher sein, dass einige unserer Leser vor 34 Jahren schon einmal über das Produktionsende des T2 gelesen haben. In der Algarve sind noch erfreulich viele Bullis in freier Wildbahn zu sichten – nicht nur, weil hier ein karosseriefreundliches Klima herrscht, sondern weil ein kleiner Familienbetrieb aus Santa Catarina da Fonte do Bispo den vielleicht größten Bulli-Fuhrpark westlich von Wolfsburg betreibt. Dass es dabei auch, aber

THE VW CAMPER IS DEAD, LONG LIVE THE VW CAMPER Over these days the last brand new VW T2 will be coming off the production line – not in Europe, of course, but in Brazil, where the VW bus has really been produced until August 2013 under the name “Kombi”. But now the end of an era has come – thank goodness that in the Algarve, there are still so many VW buses squeaking around

he VW camper has become a cult object which in 2013 seems to cast its spell on young and old more than ever. Only recently the documentary “The Bus” was released, a film dedicated entirely to this endangered Volkswagen icon. Incidentally, in Germany, production of the VW bus – or, to give it its correct name, “Volkswagen Type 2 Transporter T2” from 1967 – was already stopped on 31st October 1979. It could well be that some of our readers actually read about the production of the T2 stopping 34 years ago. Happily, in the Algarve, many VW campers can still be seen in the wild - not only because the prevailing climate here is car bodyfriendly, but also because there is a small family business from Santa Catarina da Fonte do Bispo which operates perhaps the great-
est fleet of VW buses west of Wolfsburg. It is quite clear of course that this is not only a question of conservation: the company “Siesta Campers” rents out their seven lovingly maintained VW buses as camper vans - an offer that enjoys the utmost popularity with customers of all kinds of ages and from all kinds of countries. With sleeping space, stove and refrigerator, the traditional campers still promise exactly the same freedom which the “Hippie Van” has symbolised for years. And where could you enjoy this mythical experience better than on a secluded Algarve beach at sunset? These are precisely the kind of images that “The Bus” has documented again and again over five decades: the VW bus as a symbol of freedom, love, adventure and friendship. Nina Steingräber

Die Sieben scheint Laurent Guglis Glückszahl zu sein. Der quirlige Franzose aus Paris lebt seit sieben Jahren nahe Fuseta, am 7.7. dieses Jahres hat er eines der traditionsreichsten Restaurants am Ort, „die Concha”, wiedereröffnet. Renoviert und deutlich moderner eingerichtet, natürlich nach wie vor mit dem kleinen gemütlichen Stadtgarten im Hinterhof, geht es hier weniger formell als in der gehobenen Gastronomie zu – gerne vergleicht Laurent die neue Concha mit einer „Brasserie” aus seiner Heimat. Alexandra Sofia Marques, die kleine sympathische Köchin mit großer Erfahrung, zaubert traditionelle portugiesische Küche nach aktueller Saison. Oder sie bereitet den Fisch zu, den die Gäste selbst mitbringen dürfen: Tatsächlich, der eigene Fang oder Marktkauf wird dem Gast z.B. auf dem imposanten Außengrill zubereitet und für 5 Euro inkl. Kartoffeln und gemischtem Salat serviert. An regulären pratos sind Fisch- und Fleischgerichte sowie Salate im Angebot, Petiscos und eine gute Weinauswahl runden die Karte ab. Laurent setzt bei den Zubereitungen einen französischen Akzent. Und Alexandra scherzt, dass dabei auch schon französische Küche mit portugiesischen Zutaten herausgekommen ist. Zutaten: 2 mittelgroße Oktopusse, Zwiebeln, Knoblauchzehen, Grüne Paprika, Tomate, Lauch, Olivenöl, Kreuzkümmel, Salz und Pfeffer, Roter Portwein
Ingredients: onions, garlic, green peppers, tomato, leek, olive oil,cumin, 2 medium sized octopus, salt, pepper, vinho do Porto Tinto
Zubereitung: Eine feuerfeste Form mit einer Lage klein geschnittener Zwiebeln, Knoblauch, Tomate und Lauch auslegen, Olivenöl und Kreuzkümmel dazugeben. Den Oktopus darauflegen und mit einer zweiten Schicht Gemüse bedecken. Mit Salz und Pfeffer würzen und den Portwein dazugeben. Im Ofen bei 150 Grad ca. 40 Minuten garen.
Method: cover the bottom of an oven tray with a layer of chopped onions, garlic, tomato and leek. Add some olive oil and cumin. Place the raw octopus on top of that layer. Cover with a second layer of vegetables and add the olive oil and cumin. Season and splash on a little Port wine. Put it in the oven for 40 minutes at 150º.

Zutaten: 1 Zwiebel, je 1 grüne und rote Paprika, 1 Stange Lauch, 2 Zuccini, Knoblauch, Schnittlauch, Koriander, Olivenöl, Salz, Schwarzer Pfeffer, Nelken
Ingredients: 1 onions, 1 green pepper, 1 red pepper, 1 leek, 2 courgettes, garlic, chives, coriander, olive oil, salt, black pepper, cloves
Zubereitung: Gemüse klein schneiden und mit den Kräutern und Gewürzen in einer geschlossenen Pfanne mit Olivenöl ca. 20 Minunten dünsten.
Method: chop all the vegetables and place them with the rest of the ingredients in a covered pan with the olive oil to cook for 20 minutes.

Ingredients: pear tomatoes, unpeeled garlic cloves, refined salt, oregano, olive oil
Zubereitung: Tomaten längs halbieren und den Knoblauch, Oregano und das Salz darauf verteilen. Etwas Olivenöl dazugeben und bei 150 Grad im Ofen garen
Method: cut the tomatoes in half and place the garlic cloves, salt and oregano on top of them. Finish off with a drizzle of olive oil over the tomatoes. Put it in the oven for 20 minutes at 150º.

On normal pratos, fish and meat dishes and salads are on offer, petiscos and a good wine selection round off the menu. Laurent gives the cooking a French accent. And Alexandra jokes that what comes out is French cuisine with Portuguese ingredients. Stählerner Besitz Hubertus Nees, genannt Harley Hubs, war schon in vielen hiesigen Printmedien vertreten. In den Artikeln ging es überwiegend um seine handgefertigten Messer, meist Auftragsarbeiten u. a. für renommierte Köche oder Restaurants. Property of steel Hubertus Nees, better known as Harley Hubs, has appeared in many of the local print media. In most cases the articles were about his hand-crafted knives, usually commissioned work for well-known chefs or restaurants among others. The steel which he uses for the production of these unique pieces often comes from the leftover stock from his former passion: building choppers. For years he ran a chopper shop in his hometown of Linkenheim until the 60-year-old moved to Portugal 25 years ago. Bemerkenswerter Einsatz Anne van Oudenhove wollte in ihrem Leben immer schon mal etwas Ungewöhnliches tun. Nun hat sich die gebürtige Belgierin, die seit 2002 in der Algarve lebt, einer besonderen Herausforderung gestellt, um anderen Menschen zu helfen und gleichzeitig etwas Besonders zu erleben. Mit einer Gruppe von 30 Teilnehmern wird die 40-jährige am 26. Oktober in den Westafrikanischen Staat Benin fliegen, um von dort mit dem Fahrrad insgesamt 400 km durch das afrikanische Inland zu radeln. Die Tour dauert insgesamt 6 Tage und führt die Gruppe in verschiedene kleine Dörfer und mysteriöse Voodoo-Tempel, in denen sie Könige und andere wichtige Staatsoberhäupter treffen wird. Hauptsächlich geht es bei der Mission aber um den Besuch von Farmern, denen sie helfen wollen, ihren Reisanbau zu Exportzwecken besser und profitabler zu organisieren. Die Gruppe wird diese Reise selbst finanzieren und möchte pro Teilnehmer mindestens € 3.000 an Spenden zusammen bekommen, um die Mission erfolgreich zu machen. Aufgerufen wurde diese Aktion von der belgischen Organisation Vredeseilanden, die seit Jahren Drittländer dabei unterstützt, ihre Erzeugnisse nach Europa zu exportieren. Noteworthy Mission Anne van Oudenhove has always wanted to do something out of the ordinary in her life. Born in Belgium but having lived in the Algarve since 2002, she has now set herself a remarkable challenge with the aim of helping other people while at the same time experiencing something special herself. On 26th October, the 40-year-old will fly off to the West African state of Benin with a group of 30 participants to cycle from there a total of 400 km through the African interior. The tour will last for 6 days altogether and will take the group through various small villages and mysterious voodoo temples where they will meet kings and other leading government figures. The main aim of the mission, however, is to visit farmers whom they want to help to organise their rice plantations better and more profitably for export purposes. The group is financing this journey itself and is hoping to raise at least € 3000 per member in donations to ensure the success of the mission. ange bevor das Klima, die Strände und die Hotelanlagen der Algarve zu weltberühmten Attraktionen wurden, war die Wirtschaft dieser damals unbedeutenden Region von Fischerei und Ackerbau bestimmt. Während sich die Seefahrt aufgrund technologischer Entwicklungen be ständig weiterentwickelte, hinkte die Landwirtschaft hinterher. Erst die Eroberung der iberischen Halbinsel durch die Araber brachte eine Verbesserung für den Ackerbau noch vor der industriellen Revolution mit sich. Durch jahrhundertelange Kriegs zustände war die Region verwüstet, aber der Einzug der Araber und der damit verbundene Frieden war heilsam für Land und Leute. Die Eroberer erkannten schnell das Potential des fruchtbaren Bodens, und wie nützlich der Einsatz von Brunnen und Wasserrädern sein würde. Die Araber haben diverse andere Technologien entwickelt, aber die Brunnen und der damit verbundene Wassersegen sind bis zum heutigen Tage ein Fortschritt, der von vielen Bauern in der Algarve genutzt wird. Zu jenen Zeiten waren die Städte kleiner, und die Stadtränder von Orten wie z.B. Faro waren von enormen Gehöften wie die Quinta dos Carreiros do Meio umgeben. Die ses Anwesen ist heute noch ein gutes Beispiel dafür, wie ein einziger Brunnen mit einem Wasserrad das gesamte Farmland bewässerte. Der Brunnen wurde auf einer erhöhten Plattform errichtet und von einer runden Steinmauer umgeben. Zwischen Brunnen und Mauer befand sich der gepflasterte “Viehsteig”, mit anderen Worten der Rundgang für den Esel oder das Maultier, die das Wasserrad antrieben.
Nicht weit von der Quinta dos Carreiros do Meio, direkt neben der Nationalstraße 125, steht ganz für sich ein gelblich-blaues Steinportal im Rokoko-Stil. Dieses Portal war der Eingang zur Quinta Bivar Cumano, die bedauerlicherweise für die Errichtung der Straße abgerissen werden musste. Die Schönheit dieses Anwesens aus dem 18. Jahrhundert kann man aber immer noch erahnen. Direkt neben dem Eingangsportal befindet sich der fast intakte Brunnen mit dem Wasserrad und Viehsteig, daneben der ebenfalls im Rokoko-Stil reichverzierte Wassertank. Eines der besterhaltenen Anwesen in den Wiesen Faros ist die Quinta de Belamandil nahe Olhão. Ein Großteil der Ackerfläche wird nicht mehr landwirtschaftlich genutzt, aber die Hauptgebäude des Hofes sind noch heute ein Hinweis auf die glorreichen Tage der Landwirtschaft in der Algarve und Portugal. Eine Anzahl von Brunnen und Wasserrädern füllen immer noch die handgemauerten Wasserkanäle, ein beachtenswertes Detail dieser Anlage, und bewässern die bebauten Felder des Anwesens. Leider sind die meisten der beschriebenen Örtlichkeiten nicht besonders besucherfreundlich! Aber die Einwohner von Faro und Olhão sind sich bis zum heutigen Tage der Bedeutung dieser landwirtschaftlichen Betriebe bew usst und hüten die Erinnerung an grüne Felder und Wasserläufe, und den damit verbundenen Fortbestand von Unabhängigkeit. ong before the beaches, resorts and warm weather became world famous attractions of the Algarve, the economy of this humble region was focused on the sea and on the land. While sea exploration was gradually evolving with the new technological advances, agricultural advances were the opposite. To note that, before the industrial revolution the biggest change in farming in the Algarve was made when the Arabs conquered the Iberian Peninsula. Arriving in a region ravaged by centuries of constant war, the arrival of the Arabs and the peace that arrived with them was for sure beneficial to the people and as well to the lands. Understanding the potential of these fertile lands, the Arabs quickly realized how these lands could benefit from the introduction of wells and water wheels to extract water from them. While there were many technological advances introduced by the Arabs, the well and its abundant water supply is a technology still used to this day in many farms in the Algarve. During those times, the cities were smaller and the outskirts of cities like Faro were surrounded by farmers who owned huge farmsteads that completely surrounded the city. Farmsteads like the Quinta dos Carreiros do Meio. This estate is today a good example of how a single well and water wheel fuelled the all of the farmlands. The well, built on an elevated platform was surrounded by an outer stone bench. Between the circular well and the circular bench a cobblestone pavement typically named the “Walk of the Beast”, or in other words, the place where the donkey or mule would walk around powering the waterwheel and extracting the water from the well.
Not far away, just next to the EN 125 road, a yellowish and blue stone portal in Rococo style stands alone. This portal was the entrance to the Quinta Bivar Cúmano which unfortunately had to be torn down for the construction of the nearby road. However the beauty of this 18th century farmstead is still visible in the portal to where one would enter the farmlands one century ago. Next to the entrance the well, water wheel, “Walk of the Beast” are almost intact and also a richly decorated tank also in Rococo style. In the meadows near Faro, probably the most untouched farmstead is the Quinta de Belamandil in nearby Olhão. While most of the farmed land has long stopped being used, the main buildings of the farm are still there, as a testament of the glory days of agriculture in Algarve and in Portugal. A number of wells still with their water wheels fill the fields of this estate. From water wheel engines that could be pushed today by animals, present day wells, with motorized water pump still pump water today. But one of the most remarkable details of this farm is that it still holds its masonry-made water channels. Truth be told, none of the places described above are visitor friendly, however the importance of these farmsteads to the population of Faro and Olhão is to this day remembered as one long lost memory of farmed green fields, water flowing through the land, and subsistence independence.

E
s gibt wahrlich nicht viele Metal-Gruppen an der Algarve, vor allem den Extreme Metal, dem der Death Metal angehört, findet man in der Region kaum. Musikalisch besticht der Death Metal durch seine tief gestimmten Gitarren und Bassklänge, und am Schlagzeug dominieren schnelle Rhythmusfolgen; den Gesang bezeichnet man als “Growling”. Die Gruppe Creation Undone wurde 2010 von fünf völlig unauffälligen Jugendlichen gegründet und widmet sich martialischen Melodien und Liedtexten, die eine nihilistische Weltanschauung vermitteln. Frontfrau ist die 18-jährige Sylvia Wolf, ein zierliches Persönchen mit deutschen Wurzeln, die in Brasilien aufwuchs und mit 10 Jahren nach Portugal kam. Mit 14 Jahren entdeckte Sylvia ihre Leidenschaft fürs Singen, und da sie eine sehr kritische Zeitgenossin ist, die sich mit gesellschaftlichen Unzulänglichkeiten befasst und gegen jegliche Konventionen ist, hat sie sich für den Metal entschieden. Ihre äussere Erscheinung passt rein gar nicht zu diesem Genre, den man meist mit nietenbesetzten Outfits, Tattoos und Piercing verbindet, auch Alkohol und Tabak gehören nicht in ihre Welt. Einzig und allein ihre laute, gutturale Stimme lässt vermitteln, dass sie in dieser Musik völlig aufgeht. Die Gruppe bestand in ihren Anfängen aus den beiden Gitarristen Nuno Guerra und Rui Florido, dem Bassisten Marco Amaral und dem Schlagzeuger Mauro Santos, Sylvia ist erst seit 2011 dabei und singt parallel noch in der Zweitband Ambiguity, die sie zusammen mit Mauro ihrem Freund Nuno gegründet hat und die deshalb

Creation Undone verlassen haben. Neu hinzugekommen sind dafür André Cabrita und João Lima. Momentan ist es ein wenig ruhig um die Band geworden, LiveAuftritte gibt es aufgrund der veränderten Besetzung kaum. Früher sind sie regelmäßig in verschiedenen Bars der Algarve aufgetreten, und auch überregional waren sie auf diversen Musikfestivals vertreten. Für Gigs außerhalb Portugals hat es aus finanziellen Gründen noch nicht gereicht, obwohl es schon Anfragen aus Frankreich gab. Ein großer Wunsch der Band wäre ein Auftritt beim Open-Air-Konzert in Wacken, aber bis dato fehlt noch ein Sponsor. Eine EP mit 7 Stücken unter dem Titel Misunthropic Reflexions gibt es im Handel, Kostproben davon auf YouTube. Alle Musikstücke sind selbst geschrieben und die symphatische Sängerin versichert, dass das nächste Album nicht mehr lange auf sich warten lässt. Es ensteht das “Orquestra Clássica do Sul” unter der künstlerischen Leitung des Dirigenten Cesário Costa, der nach seiner musikalischen Ausbildung in Paris an der Musikhochschule in Würzburg studiert hat. Mit der Namensänderung wollen sich die Verantwortlichen auch einer neuen Strategie zur Entwicklung des Orchesters widmen, das sich seit längerer Zeit darauf vorbereitet, auch unterhalb des Tejos, in Setubal und im Alentejo sowie in Andalusien bekannter zu werden. Der Sitz des international besetzten Orchesters bleibt Faro und es wird auch weiterhin der klassischen, ernsten Musik treu bleiben.

Name Change Just after its 11th anniversary, the Algarve Orchestra announced that from the 1st September it would be changing its name. And so the “Orquestra Clássica do Sul” was created under the artistic direction of the conductor Cesário Costa who, after studying music in Paris, went on to study at the Academy of Music in Würzburg. With the name change, those in charge intend to bring in a new strategy for the development of the orchestra, which has been in preparation for some time now, to become better known in the region south of the Tejo, in Setubal and in Alentejo as well as in Andalusia. The orchestra, with its international line-up of members, will remain based in Faro and will in the future also remain true to serious classical music.

Ein steiniger Weg In diesem Monat findet die Europäische Woche der Mobilität statt. Der Teilnahme-Enthusiasmus portugiesischer Kommunen nahm über die Jahre ab, doch Ideen der Initiative fanden Eingang ins Leitbild für kommunale Verkehrswirtschaft
E
igentlich sollen die Kommunen ihre Ortskerne für den Autoverkehr sperren und zu nicht-motorisierter Fortbewegung motivieren, doch die Europäische Mobilitätswoche (16. ‑ 22.9.; www.mobilityweek.eu) unter dem diesjährigen Motto „Saubere Luft – jetzt bist du dran!“ sorgt eher für dicke Luft: Laden- und Cafébesitzer erinnern sich an frühere Aktionswochen mit autofreien Citys, in denen der Handel bis zu 56 Prozent Umsatzeinbuße erlitt, weil die Kundschaft in die Nachbarorte fuhr. Andererseits wollen Kommunen ihre Position in der Statistik verbessern, die belegt, dass der Anteil des innerstädtischen Verkehrs an umweltschädlichen Emissionen seit 1995 um ein Fünftel stieg. Und in Ballungsgebieten nehmen umweltbedingte Krankheiten zu. „Mobilität und Umweltbewusstsein dürfen kein Widerspruch sein“, erklärt der Stadtrat in Loulé. „Die Menschen nehmen Straßen nicht nur als Verkehrs-Korridore, als Verbindung von einem Ort zum anderen wahr. Straßen sind auch Aufenthaltsorte.“ Eine langfristig angelegte Mobilitätsstudie, durchgeführt in Albufeira, Faro, Olhão, Loulé, São Brás de Alportel und Tavira, soll Bestand und Bedarf zeigen; das Ergebnis wird diesen Monat veröffentlicht (‚Estudo de Mobilidade Interurbana‘; https://sites.google. com/a/dhv.pt/emi/home/ambito). Rund 256.000 Menschen (fast zwei Drittel der Bevölkerung der Region) leben auf den 200.000 Hektar der Zentral-Algarve; in einer Dekade stieg die Zahl der Einwohner dort um 14 Prozent; so viel wie in kaum einem anderen Landesteil. Die Städte wachsen nach und nach zusammen, deshalb gehe es um „sozioökonomische und territoriale Kohäsion für Umwelt- und Energieeffizienz“, heißt es in der Studie. Zahlreiche Daten sind für die künftige Infrastruktur der Kommunen und für eine langfristig nachhaltige Stadtentwicklung wichtig: Gewohnheiten und Vorlieben der Bürger, Transport-Kosten, Liefer‑ und Service-Verkehr, Parkplätze, Barri erefreiheit für Menschen mit Behinderungen, Verkehrsberuhigung innerhalb und verbesserte Verkehrsführung zwischen den Orten. António Eusébio, Bürgermeister in São Brás de Alportel, erhofft sich von der Studie „realistische Prioritäten und den dazugehörigen Kostenplan, sodass wir konkret entscheiden können“, und zwar gemeinsam mit der örtlichen Wirtschaft in einer Art Zehn-Jahresplan bis 2023. „Wir müssen langfristig arbeiten, gerade bei knappen Kassen“, sagt Francisco Leal, Bürgermeister von Olhão. Deshalb prüft die Studie gleichzeitig, wie Verwaltungen kooperieren und Ausgaben reduzieren können, die bisher jede Stadt für sich trägt. Die Nachbarschaft mit Faro sei straßen- und verkehrtechnisch erschwert und es gebe „gewichtige Störfaktoren auf dem Weg zu umweltfreundlichem Fahren“: Seit

Einführung der Maut auf der Algarve-Autobahn A22 Ende 2011 habe der Durchgangsverkehr in Olhão um 50 Prozent zugenommen, so Leal. Und dann gebe es Umgehungs-Straßen, die nicht fertig würden oder nie über die Planungsphase hinauskamen. Die portugiesische Umweltagentur APA mahnt, die Mobilitätswoche nicht als ökologisch verbrämte Alibiveranstaltung zu sehen. APA bietet den Gemeinden, die sich beteiligen, logistische und technische Unterstützung und präsentiert Erfolge als Motivation: Im Jahr 2010 gewann die Stadt Almada am Südufer des Tejo mit einem stimmigen Konzept nachhaltiger öffentlicher Verkehrsmittel den europäischen Preis der Aktionswoche. Und durch eine lange geforderte Änderung der portugiesischen StraßenverkehrsOrdnung im August haben Radfahrer nun mehr Rechte (s. Kasten). Kommunen entwickelten grüne Transportideen; in der Algarve versprachen städtische Verkehrsbetriebe den Einsatz von Elektro-Bussen. Doch seit das Geld knapp ist, wurde stattdessen das subventionierte öffentliche Busnetz vielerorts verkleinert. Und die vor wenigen Jahren offensiv begonnene Initiative zur Infrastruktur für Elektroautos kam praktisch zum Erliegen. Letztlich soll die Studie auch die Bürger zum Nachdenken über ihr Mobilitätssverhalten bewegen, denn Initiativen wie Car-Pooling, Carsharing oder die kombinierte Nutzung verschiedener Verkehrsmittel scheitern nicht allein an fehlender Infrastruktur, sondern auch am innigen Verhältnis portugiesischer Autofahrer zum eigenen Gefährt.

Der Radfahrer darf einen Sicherheitsabstand zum Straßenrand bzw. Bordstein halten und muss nicht mehr so weit wie möglich rechts fahren. Autofahrer müssen beim Überholen eines Radfahrers das Tempo senken und mindestens 1,5 m seitlichen Abstand halten. Einbiegende Autos müssen geradeaus fahrenden Radfahrern Vorfahrt gewähren. Die Pflicht zur Radwegbenutzung entfällt. Zwei Räder dürfen nebeneinander fahren. Kinder dürfen im Fahrradanhänger auf der Straße transportiert werden. Kinder bis zu zehn Jahren dürfen auf dem Bürgersteig fahren.

More rights for cyclists Towns can make bus lanes open to cyclists. Traffic from the right has right of way; this now applies to cyclists too. Cyclists must keep a safe distance from the curb or road edge and no longer have to drive as far right as possible. Motorists must reduce their speed when overtaking a cyclist and keep a distance of at least 1.5 m at the side. Cars turning off the main road must give way to cyclists who are travelling straight ahead. Cyclists are no longer obliged to use cycle paths. Two cyclists are allowed to travel alongside each other. Children may be transported along the road in the bike trailer. Children up to ten are allowed to ride on the pavement.

ties want to improve their positions in the statistics which show that the proportion of polluting emissions from urban transport has risen by a fifth since 1995. And in urban areas, environment-related illnesses are also increasing. “Mobility and environmental awareness should not be contradictions”, the town council in Loulé explains. People “see roads not only as traffic corridors, but also as a link from one place to another. Streets are also places to be in”. A long-term mobility study conducted in Albufeira, Faro, Olhão, Loulé, São Brás de Alportel and Tavira is intended to show what exists and what is needed; and the results will be published this month (‘Estudo de Mobilidade Interurbana’; https://sites. google.com/a/dhv.pt/emi/home/ambito). Around 256,000 people (almost two-thirds of the region’s population) live in the 200,000 hectares in the central Algarve; in one decade, the population has gone up by 14 per cent, as much as in almost any other part of the country. The towns are gradually growing together, so it is about “socio-economic and territorial cohesion for environmental and energy efficiency,” says the study. A lot of data is important for the future of communities and infrastructure for long term sustainable urban development: citizens’ habits and preferences, transportation costs, delivery and service traffic, parking, accessibility for people with disabilities, traffic calming within and improved traffic flow between the locations. António Eusébio, mayor of São Brás de Alportel, hopes that the study will provide “realistic priorities and a corresponding cost plan, so that we can make concrete decisions”, and to do that together with the local economy in a kind of ten-year plan up to 2023. “We have to work on a long-term basis, especially when funds are low”, says Francisco Leal, mayor of Olhão. This is why the study is examining at the same time how governments cooperate and how they can reduce expenditure which, up to now, each town has done for itself. Being a neighbour with Faro causes difficulties with streets and traffic and there are “serious disruptive factors blocking the road to environmentally friendly driving”. According to Leal, since the introduction of tolls on the Algarve A22 motorway at the end of 2011, through traffic in Olhão has increased by 50 percent. And then there are bypass roads that were either not finished or never got beyond the planning stage. The Portuguese Environment Agency APA warns against seeing Mobility Week as an event which provides an ecological tokenism. The ATA is offering logistical and technical assistance to the communities that participate and is putting forward some successes as motivation: in 2010, the town of Almada, on the southern shore of the Tagus, won the European campaign week prize with a coherent concept of sustainable public transport. And, thanks to a long requested change of the Portuguese road traffic regulations in August, cyclists now have more rights (see box). Communities are developing green transport ideas; in the Algarve, urban transport companies promised to use electric buses. But instead, since money became tight, the subsidised bus network has actually been reduced in many places. And the initiative, which started so aggressively few years ago, concerning the infrastructure for electric cars, has come to a virtual standstill. Ultimately, the study will also cause citizens to think about how they travel around, because initiatives such as car pooling, car sharing or the combined use of different means of transport do not fail only due to the lack of infrastructure, but also due to the intimate relationship Portuguese car drivers have with their own vehicles. Algarve Vida-Autorin Henrietta Bilawer sprach mit dem Kommunalpolitiker Rui Sacramento über das Land vor den Wahlen.
RUI SACRAMENTO: Vielleicht sind portugiesische Kandidaten tiefer im jeweiligen Parteiapparat verwurzelt. Unter den Ausländern gibt es die etwas Älteren, die schon zu Hause aktiv waren und deren Engagement hier nicht so sehr parteipolitisch motiviert ist, sondern durch einen bestimmten Anlass geweckt wurde. Und es gibt die Jungen, die hier geboren oder aufgewachsen sind und den Ort ihrer politischen Betätigung als Heimat ansehen. Übrigens sind im Wahlbündnis CDU mehr Ausländer aktiv als in anderen Parteien.
ALGARVE VIDA: Herr Sacramento, derzeit beherrschen Themen die politische Diskussion, die nicht auf kommunaler Ebene entschieden werden: Datensicherheit und Privatsphäre der Bürger. Arbeitslosigkeit. Sozialer Kahlschlag. Proteste gegen Autobahn-Gebühren. RUI SACRAMENTO: Manches ist untrennbar und Kommunalpolitiker müssen auf die Regierenden in Lissabon einwirken. Nehmen Sie das Beispiel der Autobahn-Maut. Das ist eine zentralstaatliche Angelegenheit, die schwere wirtschaftliche Schäden für die Region Algarve nach sich zieht. Statt ihre Amtspflicht zu erfüllen und die Interessen der Bürger zu schützen, versteckt die Regierung sich hinter Ausreden, die Kassen seien leer und die Troika habe die Maut angeordnet. Bei der Kommunalwahl kann der Bürger solches Verhalten mit seinem Votum abstrafen und lokalen Anliegen Geltung verschaffen.
ALGARVE VIDA: Die Kandidatenlandschaft rund um die etablierten Parteien ist bunt: Nuno Duarte von der Protest- und Comedy-Popgruppe ‚Homens da Luta‘ kandidiert in Cascais – ein portugiesischer Beppe Grillo? Oder Isaltino Morais in Oeiras, der wegen Steuerhinterziehung und Amtsmissbrauchs im Gefängnis sitzt und von dort aus kandidieren wollte. Zwar hat ihn jetzt ein Gericht gestoppt, das Vorhaben an sich war aber offenbar legal. RUI SACRAMENTO: Das ist eine Karikatur der Demokratie. Die völlige Abwesenheit von Anstandsgefühl. Es gibt auch andere, die die Politik missbrauchen: Bürgermeister, die das Gesetz nicht anerkennen, das mehr als drei aufeinanderfolgende Amtszeiten verbietet. Einige klagen vor Gericht, damit sie in einem anderen Wahlkreis antreten können. Sie benutzen Bürgervertretungen als Plattform für ihre persönliche Machtgier. Was den Comedian Nuno Duarte angeht: Hauptsache, er nimmt die Politik ernst.
ALGARVE VIDA: Hier vor Ort hatten ja alle Parteien versprochen, für die Aufhebung der Maut zu kämpfen. Die Kollegen im Parlament in Lissabon haben sich dann aber nicht daran gehalten... RUI SACRAMENTO: ...außer der politischen Linken! ALGARVE VIDA: Sie vertreten die kommunistische Partei PCP, die bei Wahlen im Bündnis mit den Grünen unter dem Signet CDU antritt. Was antworten Sie Wählern, die eine kommunistische Partei aus historischen Gründen mit Skepsis betrachten? RUI SACRAMENTO: Ich sage ihnen, dass die kommunistische Partei als einzige die 48 Jahre Diktatur in Portugal überlebt hat, trotz politischer Verfolgung immer ein oppositioneller Stachel im Fleisch der Faschisten war und nach der Nelkenrevolution das demokratische Portugal mit aufgebaut hat. Die PCP hat für die kommunale Selbstverwaltung gekämpft, die eine Errungenschaft der Nelkenrevolution und das Fundament für die Kommunalwahlen ist. ALGARVE VIDA: Hier ansässige EU-Bürger und Residenten einiger Drittstaaten sind nicht nur wahlberechtigt, sie können auch selbst kandidieren. Unterscheiden sich politisch aktive Ausländer von portugiesischen Kandidaten?

ALGARVE VIDA: Es gibt Einzelkandidaten und Wählergemeinschaften – manche Quellen sprechen von 54, andere von 80 – die sich als Unabhängige präsentieren. Wie beurteilen Sie deren politischen Einfluss? RUI SACRAMENTO: Die unterschiedlichen Zahlen zeigen, dass oft unklar ist, wie sie einzuordnen sind: Oft steht am Ende doch eine Partei unterstützend hinter den „Unabhängigen“. Andere Kandidaten kommen aus Parteien, haben sich dort politisch zerstritten und treten nun als Einzelkämpfer an, in der Hoffnung auf eine eigene Karriere. Sie können kaum politisch entscheidend wirken, das liegt auch daran, dass in vielen Stadt- und Gemeinderäten die Gesamtzahl der Ratsherren oder Gemeinderatsmitglieder klein ist und Einzelkandidaten wenig Aussicht auf einen Sitz haben. Bei den letzten Kommunalwahlen 2009 erreichten solche Bürgergruppen in der Algarve zusammengenommen nicht mal ein Prozent der Stimmen. ALGARVE VIDA: Nach der Gebietsreform wurde landesweit der Zuschnitt vieler Gemeinden verändert, kleine Freguesias zusammengelegt oder eingemeindet. Ist das nur ein administrativer Akt oder reichen die Konsequenzen weiter?

Making local decisions The local elections in Portugal take place on 29th September. According to the national electoral register, 4,078 residents from the EU in the Algarve have registered in their community’s electoral roll In recent months, the farces and scandals in government and in some cities and towns have increased the citizens’ political apathy and the number of non-voters could reach record levels. In the 2009 municipal elections, 43.23 percent kept away from the ballot boxes in the Algarve; the third lowest turnout in the country. Algarve Vida author Henrietta Bilawer spoke with the local politician Rui Sacramento about the country before the elections. Algarve Vida: Mr Sacramento, currently the political debate is being dominated by topics that are not decided at the local level: data protection and the privacy of citizens. Unemployment. Cutbacks in social programmes. Protests against motorway tolls. Rui Sacramento: Some things can’t be separated and local politicians must try and have an effect on the government in Lisbon. Take, for example, the motorway tolls. This is a central government matter which involves serious economic damage for the Algarve region. Instead of fulfilling their official duties and protecting the interests of the citizens, the government is hiding behind excuses that the national coffers are empty and the Troika had ordered the toll to be levied. In the local elections, citizens can penalise such behaviour by how they vote and raise the profile of local concerns.

Algarve Vida: Down here all the parties had promised to fight to have the tolls removed. Their colleagues in the parliament in Lisbon, however, have not kept these promises… Rui Sacramento: ...except for the political left! Algarve Vida: You represent the communist party PCP which, in the elections, fights in an alliance with the Greens under the CDU banner. How do you reply to voters who, for historical reasons, view a communist party with scepticism? Rui Sacramento: I tell them that the Communist Party is the only one which survived the 48 years of dictatorship in Portugal, despite political persecution, was always a thorn of opposition in the side of the fascists and after the Carnation Revolution, was involved in creating today’s democratic Portugal. The PCP fought for local self-government, which the Carnation Revolution achieved and which is the basis for the local elections. Algarve Vida: Here resident EU citizens and residents from some third countries are not only eligible to vote, they can also run for office themselves. Do politically active foreigners differ from Portuguese candidates? Rui Sacramento: Portuguese candidates might be more deeply rooted in their respective party apparatus. Among the foreigners, there are some older ones who were already active at home and their involvement is not so much motivated by party politics here, but rather is based on some particular subject. And there are the young ones who were born here or have grown up here and look upon the scene of their political activity as home. By the way, there are more foreigners involved actively with the CDU electoral alliance than with any other party.

Or Isaltino Morais in Oeiras who is in prison for tax evasion and abuse of authority and who wanted to run from there. Even though the court has now blocked it, it seems his intention was legal. Rui Sacramento: This makes a mockery of democracy. The complete absence of common decency. There are also others who abuse politics: mayors who ignore the law which prohibits more then three consecutive terms of office. Some appeal to the courts so that they can fight in another constituency. They use citizens’ representation bodies for their own personal greed for power. Regarding the comedian Nuno Duarte: the main thing is that he takes politics seriously.
Algarve Vida: Following local government reform, the outline of many communities was changed over the country; small freguesias merged or were amalgamated. Is this just an administrative alteration or does it have further ramifications? Rui Sacramento:A lot more. Wherever communities lose their autonomy, the infrastructure gradually also gets lost: First in the local communities and then the government’s polyclinics follow on. Schools are going to be merged into national school complexes. Often the local police station closes down. Areas lose their vital lifelines. It also threatens local self-government which is now nearly forty years old. The voters should keep this in mind: their votes are the only way to influence decisions which affect their direct living environment. Algarve Vida: Thank you very much for the discussion.
