LACK OF VEHICLE ACCESS Vehicle access appears to be an issue for residents throughout Jurupa Valley with areas having as high as 23 percent of the population having no personal vehicle access. Lack of vehicle ownership does not strictly follow income lines in this case, but instead is well distributed, again highlighting the need for a well-connected and distributed transportation system (see Figure 3-9).
