News from Kirsty Williams AM The economy and jobs is at the forefront of people’s minds at the moment. The banking collapse and resulting recession hit families in Wales hard. Recovery has been slow but we are starting to see signs that things may be improving. We have seen better economic data recently and across the UK more people in are in work than at any time in our history. Here in Brecon and Radnorshire we have the lowest unemployment rate in Wales. 3.3% of the population here are out of work. This is down over 1000 people from a high of 6.8% in June 2009. There is no room for complacency however and we must do more to get people into work, particularly young people. Youth unemployment has been an issue since well before the recession. We need to find ways of giving young people the best possible

chance of finding the career they want. In the Assembly, on the 12th of June, the Welsh Liberal Democrats held a debate on the importance of apprenticeships, that work is being mirrored by Roger and his colleagues in Westminster. Apprenticeships are a fantastic way of getting young people into meaningful work. It gives them valuable work experience and on the job training that you simply cannot learn in a classroom. It also gives the business an extra employee, keen to learn, to help them grow. Apprenticeships also keep our young people in the area because they don’t need to leave to find work in a city. If you have a business which could benefit from hiring an apprentice or you are someone who would like to do an apprenticeship please get in touch with my office and we will try to help.

News from local W I s POWYS BRECKNOCK FEDERATION OF WOMEN’S INSTITUTES On Saturday, 1st June, the 98th Annual General meeting of the National federation of Women’s Institutes was held at the Motor-point Arena, Cardiff. Every Woman’s Institute in Wales, England, Isle of Man, Jersey and Guernsey was represented. Newly installed Chair of Brecknock Federation, Margery Davies,W.I. Advisors, delegates and observers travelled by bus from Brecon to Cardiff. Most of the morning’s proceedings was taken up by business matters. National Chair Ruth Bond gave her report on the past year’s activities. Stephanie Fort, National Treasurer gave an update on finances and Anne Harrison tried to inspire more members to attend courses at Denman College.

The third speaker of the day was broadcaster and author John Humphries, and excellent raconteur. Members beforehand had submitted questions and his talk was based on these, which had been selected by Ruth Bond. Like the previous speaker, he could be both serious and very amusing. The audience was very disappointed when he concluded his talk, as he was very entertaining. The last guest speaker was Jonathon Wilcocks, a professional musician. He informed members that a choral competition was to be organised in 2014 and the best choir would perform at the Centenary A.G.M. in 2015. He taught the audience an action song and had everyone on their feet performing these actions and singing – great fun!

Brecknock members were ecstatic when Jan Newton of Llanafan WI was presented with the Lady Denman Cup. She received this award for writing the best short story. Several hundred from all regions had been submitted for judging and Jan Newton’s was unsurpassed.

Ruth Bond thanked the hundreds of W.I. members for attending and the Conference concluded by the singing of Jerusalem and the national Anthems. Truly a splendid day!

The guest speaker in the morning was William Shawcross recently appointed Chair of the Charities Commission who spoke about the work undertaken by the Commission.

During the lunch break, Brecknock members were to be found enjoying tasty food at a nearby Italian restaurant. The afternoon session began with a speech by Griff Rhys-Jones who started by saying that he “had returned to the land of his aunties”. He is now chair of the organisation formally known as ‘Civic Trust’. He is passionate about restoring and maintaining old properties and abhors modern extensions and buildings, which detract from the original. He was both serious and hilarious and left the stage to thunderous applause. Next on the agenda was a debate on the ‘decline of our high streets and town centres’. Many felt that high car parking charges and high rates exacerbated the situation. The overall feeling was that members should make an effort to support their local shops.

Creating a dementia supportive community in and around Brecon The Welsh Assembly Government’s National Dementia Vision for Wales states that if people receive an early diagnosis and are given access to appropriate support and care, it is possible to live well with dementia. It also states that the vast majority of people who experience dementia wish to live near their family and carers, within their communities for as long as possible, and in the homes of their choice. It is estimated that there are over 2,000 people living with dementia across Powys and this figure is set to rise to 3,000 by 2021. As the population ages, we all face the risk of one day developing this condition. Our ambition must be to ensure that people, at whatever stage of dementia, are given the best chance to live well and to be as active a part of family and community life as they can. At the very least, they and their carers need to feel understood, accepted, safe and secure.

Here in Brecon town and the surrounding area, work has already begun on developing this initiative. Last month, at a meeting convened by Alzheimer’s Society and Brecon Town Council, over 30 interested individuals, carers and representatives from a wide range of health and social care, community, voluntary, public and independent sector organizations, heard Ian

Sheriff, a Trustee of Alzheimer’s Society and a member of the Prime Minister’s Dementia Friendly Challenge Group, share practical information and experiences from the highly successful Dementia Supportive Community project in Plymouth and South Devon. Sue Phelps, Director of Alzheimer’s Society in Wales was also present and congratulated the community for being so prompt in taking up the challenge.

It is estimated that there are over 2,000 people living with dementia across Powys and this figure is set to rise.

Two local carers spoke very movingly of their experience of caring with relatives with dementia, highlighting the benefits of working towards becoming a dementia supportive community. All those present responded positively, recognizing the value and need for this work.

To do this requires a change in attitude and behaviour towards dementia at all levels of society. This change needs to grow from and be firmly rooted within the community; generating a greater awareness and understanding of the needs of people with dementia and those close to them, and actively supporting and promoting inclusion in all areas of community life.

From this meeting a planning group is being set up to develop an action plan, with the view of making Brecon and the surrounding area a dementia supportive community.

In April 2013, Alzheimer’s Society, in partnership with the Older People’s Commissioner for Wales, launched the Dementia Supportive Communities programme at the Welsh Assembly in Cardiff. The First Minister of Wales, Carwyn Jones, was present and pledged full government support.

What is Mediation?

RECOGNITION: in hearing and being heard in mediation, a party gains an understanding of the other party’s point of view and an opportunity to be heard and understood themselves;

Disputes, be they legal, workplace or within one’s family, are damaging, destructive and stressful. The cost, both financial and emotional, is excessive and can be ruinous. Business and personal relationships can be rendered irreparable and reputations tarnished. The use of mediation as a means of dispute resolution is on the rise, as more traditional routes become increasingly expensive and time consuming. However, mediation remains something of a mystery to many people. A brief outline of mediation and the benefits of engaging in the process are set out below. Mediation is an effective means of dispute resolution for any dispute not requiring an emergency remedy. It provides a forum and an atmosphere in which parties gain understanding, become understood, and work together to explore options for resolution. By resolving disputes in mediation, parties determine for themselves what is important and, ultimately, the outcome of the situation.

EMPOWERMENT: parties are empowered to decide for themselves if and how they would like to resolve a situation; SPEED: in resolving or narrowing disputes through mediation, parties avoid the delay of lengthy court proceedings; ECONOMY: resolving or narrowing areas of disputes through mediation saves an enormous amount of time, energy, and expense associated with protracted conflict and litigation; CONFIDENTIALITY: mediation discussions and settlements are confidential, enabling the parties to keep their business private, thereby avoiding damage to reuptations and personal and business interests; All that is required is a willingness on the part of the participants to engage in the mediation process. The earlier a dispute is referred to mediation, the quicker it can be resolved, saving the parties time and money and freeing them up to move on with their lives and businesses.

Prestigious Prize Winner & 20 Years of Success!

Brecon Photo Centre is celebrating twenty years of providing a photo printing service for the people of Brecon and surrounding areas. The shop opened with co-owners Peter Joyce (local photographer) and Judith Bradshaw (pictured far right on photo) but Judith took over as a sole trader when Peter retired from photography. It was originally called “104” but was known locally as ‘The Kodak Shop”. The shop was renamed Brecon Photo Centre in 2002 and in 2005 became a stockist of Fujifilm products. Judith says “there have been many changes over the past twenty years, from different film types through to digital media. The business has had to adapt to fulfil the needs of a generation of people who take photos with their digital cameras and phones, while continuing to offer a quality printing and developing service to those who use film”.

Judith puts the success of Brecon Photo Centre down to its loyal customer base and reputation for high quality photo printing and would like to thank her customers for their continuing support.

Common Blues usually fly in June, emerging from pupae formed by caterpillars which hibernated when part-grown from eggs laid last summer. This first generation produces a second to fly in August and September. Butterflies are now appearing late and few. Our recent Arctic Spring has at least delayed their flight seasons and probably reduced numbers already hit by the cold wet summer of 2012 and long-term loss of habitat. I hope to see Common Blues this month. The butterfly in this photo is female, males are bright blue above. She is perched on common bird’s foot trefoil, which takes its name, also lady’s fingers and granny’s toenails, from the shape of the seed pods. She sips nectar from the flowers – eggs and bacon – and lays eggs on the threefold leaves. Like most butterflies she is very selective in her choice of food plant as caterpillars are fussy eaters. Fortunately bird’s foot trefoil is still quite widespread, flourishing for instance on the sunny bypass banks on the east edge of Brecon.

Ribbons Ballet School perform Sleeping Beauty Ribbons Ballet School and Mid Wales Dance Academy will be performing the ballet “Sleeping Beauty” with music by Tchaikovsky which has been carefully arranged by Katy Sinnadurai to incorporate the youngest 4 year olds right up to the 18 year old students who are in vocational training at the school. The performances feature around 150 young people and take place on 13th July at 6 pm and 14th July at 3 pm at Theatr Brycheiniog. They are a great opportunity for very young children to see their first ballet, set to a story that they all know. Auto-enrolment – are you “in”? Auto-enrolment is the cornerstone of the biggest shake-up of pensions in a century. It is designed to draw 11 million workers into a savings plan that will help them to fund a better retirement. An advertising campaign for auto-enrolment has been running for months, featuring Theo Paphitis from Dragons’ Den and Karren Brady of The Apprentice, both declaring,: ‘I’m in.’ Everyone else who will be ‘in’ are those aged between 22 and the state pension age, who work in the UK and earn more than £9,440 a year – unless they actively opt-out. Under Government rules,employee contributions must start at one per cent, which includes taxrelief, and this is matched at one per cent by the employer. This rises to five and three per cent respectively by 2018 and applies to earnings of between £5,668 and £41,450 a year. Someone starting work at age 22 could build-up a significant size pension by the time they reach retirement. If an employer already offers an auto-enrolment ready workplace pension scheme it will be possible to have contributions paid here rather than into the Government’s default NEST Scheme. You are almost always better off doing this as the NEST Scheme has a limited selection of pension funds, capped contribution levels, relatively high charges and does not currently accept any transfers in or out of the Scheme. Organisations with more than 120,000 staff began the process in October last year, but nine in ten companies have yet to reach their ‘staging date’, with the smallest firms set a deadline of April 2017. So far the opt-out rate has been less than 10% which has been heralded as a success for the Government. Whether you are an employee or employer these new changes will shape the pension landscape forever.

This month I thought I’d share a recipe with you, it’s one of my favourites and can suit babies or big people. Fingers of fish 1 shallot, peeled and finely chopped 1 dessert spoon lemon juice 1 tablespoon vegetable oil 1 fillet of fish, no bones and skinned 1 egg 1 desert spoon milk plain flour crushed cornflakes a little butter for frying Mix together the chopped shallot, lemon juice and oil. Marinate the fish fillets in this mixture for 30 minutes (if you’re short of time you could skip this stage). Remove the fillets from the marinade. Cut them into 4 or 5 diagonal strips, depending on the size of the fillet. Beat the egg together with the milk. Dip the strips first into the flour, then the egg and milk and finally the crushed cornflakes. Fry the fingers in butter or margarine until golden brown on both sides. The Annual Brecon County Show The annual show held on Watton fields is the visible public activity of the Brecknockshire Agricultural Society. The Society was founded in 1755 as a charity patronized by HRH Prince Charles with previous historic visits from the Queen. It is the oldest surviving agricultural society in the UK and in 2005 the society celebrated its 250th Anniversary. The Brecon County Show is held annually on the 1st Saturday in August at The Showground, Watton Villa, Brecon.The Show attracts over 10,000 people,There are public food outlets, a sit down restaurant in a marquee, and a public bar and pimms bar. With over 100 trade stands, 70 metres of artisan craft stalls with unique and beautiful products and many delicious food stands with locally produced delights. Although the Society is long established, it does not want to be seen as living in the past and is a forward thinking organisation that supports the local economy and agri-food sectors.The Show has kept to its traditional agricultural roots by focusing on livestock, crops, poultry, goats and horses for its mainstay of competitions, but has added various other shows, competitions and attractions to welcome people from all walks of life to the show and provide a great family day out.

Sizzling Summer Barbeque ideas BBQ Chicken Ingredients 100ml/3½fl oz cider vinegar 2 tbsp dark brown sugar 1 tsp smoked paprika 1 tbsp Dijon mustard 1 tbsp dark soy sauce ½ tsp sea salt and black pepper 4 boneless chicken thighs, skin on Preparation method To make the glaze for the chicken, combine the vinegar with 100ml/3½fl oz water in a saucepan.Add the sugar, smoked paprika,mustard and soy sauce.Stir to combine then bring to the boil. Reduce the heat and simmer for 10 minutes, or until thickened. Remove from the heat and season to taste with salt and pepper. Heat a griddle pan over a high heat until smoking hot. Open the chicken thighs out and season with salt and pepper. Place the chicken skin-side down on the BBQ and cook for 3-4 minutes. Brush the chicken with a little glaze then turn and cook for a further 3-4 minutes, brushing occasionally with the glaze as you cook. Rest for five minutes. ... with coleslaw Ingredients ½ small red cabbage, finely sliced 2 carrots, coarsely grated 1 small/½ large red onion, finely sliced 8 radishes, sliced 3 spring onions, very finely sliced 2 limes, juice only 1 tbsp sunflower seeds small bunch fresh coriander, finely chopped small bunch fresh mint, finely chopped Add the ingredients for the coleslaw to a large bowl, toss to combine and season to taste.

Cool down with a jug of Summer Cocktail MOJITO 1½ limes, cut into wedges 20 fresh mint leaves 2½ tsp granulated sugar handful ice 65ml/2½fl oz white rum splash soda water, to taste fresh mint sprig, to garnish Preparation method: Place the limes, mint and sugar into a sturdy highball glass and ‘muddle’ or mash with the end of a clean rolling pin, to bruise the mint and release the lime juice. Add the ice and pour over the rum. Add soda water to taste and stir well. Garnish with a mint sprig and serve. OR PIMMS PUNCH dry cider 3 handfuls mixed fruit pieces (such as orange, lemon, lime, strawberries) 250ml/9fl oz Pimms Preparation method: Pour the cider into large jug or punch bowl Add a couple of straws and the mixed fresh fruit pieces, then gently pour the Pimms on top of the cider to create a separate layer.

Photograph Competition For the best photograph of a building in the landscape of Brecknock or Radnorshire. Fancy another photograph challenge? A local conservation charity has launched a competition for the best photograph of a building in the landscape of Brecknock or Radnorshire. The photograph may show any building in any landscape (rural or urban) in Brecknock or Radnorshire. Louis Hurley of Crickhowell whose legacy to the Brecon & Radnor branch of the Campaign for the Protection of Rural Wales has funded this competition, was particularly interested in listed and historic buildings. However any building may be the subject of an entry: entries will be judged on impact, the setting and appropriateness of the building in the landscape, and technical skills. Two prizes of ÂŁ25 will be awarded. One at Senior Level (18 years plus) and one at Junior level (under 18 years) Rules:1. Only digital images will be accepted, and these may only be submitted by email to the address below (maximum file size 5MB)

2. One photograph per entrant to be emailed to cprwbranch@outlook.com by 30th September 2013 3.
