News from Roger Williams AM This week marks the end of Parliament for the summer. It is an excellent opportunity to commit much more time to the constituency which is always a delight – especially if this weather persists! I leave Westminster with mixed emotions. While we have achieved much this year, including increasing the personal tax allowance to £700, have committed to the introduction of an allowance of £2000 per year for all businesses and charities to be offset against their employer National Insurance Contributions next year, have brought in the grocery code adjudicator and have achieved a triple lock on pensions. There are a couple of things that sadly have been blocked by my Conservative Coalition partners that have disappointed me, namely the introduction of plain tobacco packaging and a minimum price for alcohol. Firstly, the plan to bring in standardised packaging. Every few weeks I have school groups visit me in the House of Commons which is a great pleasure. For the primary school groups we set an exercise whereby they go off in smaller groups with the task of coming up with a law suggestion that I then put to the Government. Every time at least one group of pupils will suggest a complete ban on smoking and when this is put to a group vote, it usually wins or comes close. It astounds me that such a strong view is held at the age of 10, but sadly what is true is that a few of those that vote now, will later take up smoking. Now I am by no means calling for any sort of ban on tobacco as an individual’s decision to do so is entirely their own. But by introducing standardised packaging it would reduce the attractiveness and appeal of tobacco products

and help prevent a future generation of young people from taking up smoking. The levels of addiction in young people that start are disturbing and half of those that carry on throughout life are likely to die from a smoking related illness. To see this blocked by the Tories is a great shame, but I know my colleagues and I will attempt to resurrect it when the timing is right. The proposal to introduce a minimum price on alcohol was also withdrawn. The issue is not with a cheap pint in the pub, far from it. Our pubs, especially in Brecon and Radnorshire are some of the finest and need all the support possible. They create a safe environment for young and more seasoned drinkers to enjoy a pint and the company of others, while supporting our local economy.

“ An excellent opportunity to commit much more time to the constituency which is always a delight” Currently there are strong lagers and vodkas sold by supermarkets below the cost of production which is detrimental to the pubs as they are unable to compete with such low prices. What we wanted to see, and even had the backing of David Cameron in 2012, is for a minimum unit price on alcohol to be introduced. By raising the cost per unit to 40p we would go a long way to reducing anti-social behaviour and health issues affecting those who are addicted to alcohol. Both issues will be raised again in Parliament and will hopefully be introduced before too long. The evidence is there, other countries can demonstrate the positive effects and it surely makes sense in a responsible and health conscience society that we soon follow suit.

News from local W I s POWYS BRECKNOCK FEDERATION OF WOMEN’S INSTITUTES The “Summer Supper with Philip Serrell” was held at Meascar Community Hall, Sennybridge on Friday 21st June 2013. It was a “Sell out”. The Federation was delighted that Philip Serrell,Auctioneer, Antiques Expert and Television personality agreed to be the guest speaker. The audience were able to partake of home made canape’s during the talk. Philip Serrell began by saying he was well acquanted with the area as he used to visit his friend who had been a vet in the locality. He had a rural background and and after leaving school trained to be a teacher. He quickly learned that teaching was not the life for him, so he decided to join an auctioneering firm in Worcester. His early experiences as a member of that team were hilarious.As time went on he became involved with furniture and antique auctions. He was appproached by the B.B.C to take part in programmes based an valuing and purchaing antiques. He was reticent about accepting but once he did, he never looked back.

PRIORY WI Priory members have had an enjoyable June. The more energetic ladies went to the Leisure Centre to enjoy 10 Pin Bowling. The highest scorer was Louvain Scott. At the end of the tournament everyone went to the Wellington Hotel, where they were joined by several other members. All appreciated a very tasty meal. Later in the month, many members travelled to Dyffryn House Gardens in the Vale of Glamorgan. Fortunately there was very little rain that day so everyone was able to walk round the delightful gardens. The entrance hall to the house and a few rooms, both upstairs and downstairs, had been restored and were open to the public. Watching two ladies removing paint from carved panelling was interesting. The visit was very pleasant. Heather Parry had arranged both events and was thanked by President Marian Carrod.

Huntingdon House (Cobbles) strike Gold A visit to St James Palace in London was the culmination of 2 years of hard work by six young people of Huntingdon House (Cobbles) in Brecon. Steve Moon, James Morgan, Cameron Hogg, Chloe Hill, Sophie Hodgeson and Heidi Davies all achieved their Gold Duke of Edinburgh’s Award last Autumn, and were invited to receive their certificates on 10th July at St James Palace by HRH the Earl of Wessex, Prince Edward. Not withstanding the heat, the boys donned their suits and the girls put on their heels to be shown into the Banqueting Room of St James Palace. There they were given their certificates by TV and Radio star Gabby Roslin, who spoke with them each individually and praised their parents who had been so supportive. They were then presented to the Earl of Wessex and they had an animated discussion with him about

the many experiences they had doing their award. This included helping children in an orphanage in India, playing sports and various volunteering roles around Brecon. We should all play our part and be proud of them, and encourage them to fulfill their dreams.

Two Wheels, One World Do you remember the first time you rode a bike? Cycling provides so many opportunities to improve our health and wellbeing, broaden our horizons and meet new people. With Team GB riding high and more people opting to commute in a greener way, there has never been a better time for British cycling. How many bikes do you see on the local roads, though? Currently, levels of participation in cycling are low in our area and cycling is often perceived as difficult, dangerous or expensive. Two Wheels, One World (TWOW) is a project which aims to encourage people to get on their bikes! Beginners and women – who are often less confident and comfortable about going out for a ride – are especially welcome. Velo Hay is a new cycling club in Hay on Wye which meets on a Wednesday evening, and is part of the TWOW project. Everyone is welcome!

Community Link and Learn project, and working with Hay2Timbuktu, we will be finding out about the status of bikes in Timbuktu and will sharing experiences and stories with our Malian twin. A charity cycle ride to Saintes, Timbuktu’s twin town in France, is planned for the autumn. If you fancy this challenge or would simply like to get out on your bike for a gentle ride with a friendly bunch of people, please get in touch. Local businesses are also getting on board – it’s now even easier to enjoy a spin out towards Eardisley with free bike passage over the Whitney Toll Bridge thanks to an arrangement between the bridge owners and Drover Cycles.

Wild in August

Protecting wildlife for the future

Flocks of Goldfinches, known as ‘charms’, are forming now, especially where thistles and knapweeds grow. In the meadows by Llangorse Lake, where they also eat seeds of scabious and meadowsweet, gatherings of around two hundred are typical; in one recent autumn 413 were counted from a digital photograph. Many of our birds will leave for France and Spain before winter comes. In Victorian times their bright colours and sweet songs made Goldfinches favourite cage birds, trapped in huge numbers. They became rare in many parts of England and Scotland, (in Wales there were apparently fewer trappers), and a prime reason for early Wild Birds Protection Acts. The population has fluctuated since and stands at about 300,000 pairs. Now many of us can admire Goldfinches in our gardens. I first noted one Goldfinch feeding on peanuts in April 1996. This April up to 30 came to take sunflower seeds from our feeders. The BTO has also recorded a steady increase with Goldfinches visiting two out of three Welsh gardens.

Some of the events are being arranged under Open Doors which celebrates the architecture and heritage of Wales giving free access to a variety of buildings including many churches where parish records will be available for research. There are special events for children and guided walks in Hay and Crickhowell.

With a rise in inflation and a fall in interest rates – savers are continuing to be punished Savers have suffered a double whammy recently with a rise in the cost of living and a further fall in savings rates. The Consumer Price Index for inflation has hit a 14 month high, now at 2.9 per cent.The Retail Prices Index which takes into account the cost of housing rose to 3.3 per cent. The opposite has been seen with savings rates and currently no easy access account keeps pace with the rising cost of living. The most competitive rate is with the Coventry Building Society who pay 1.6 per cent. When basic rate tax is taken into consideration the real rate of return falls to 1.28 per cent. For a higher rate tax payer this falls even further to 0.96 per cent. This provides the saver with a negative rate of return of – 1.62 and -1.94 per cent respectively when adjusted for inflation. In simple terms the saver is losing money on deposit.

The band will kick start their YHA Road Trip in style by playing an acoustic set on the roof of St Pauls Youth Hostel in London, before travelling to YHA Danywenallt in Wales for the evening concert, then onto YHA Bristol, YHA Treyarnon and YHA Beer, ending the road trip back at YHA St Pauls a week later on August 12th. Following the YHA Road Trip the band hopes to be signed to a record label and launch itself on the UK music scene.

The young, unsigned band is taking the YHA ‘Live More’ spirit on the road in a customised VW camper van, to play a series of free gigs atYouth Hostels in England and Wales. Surrounded by wooded slopes, high peaks, waterfalls and trails, YHA Danywenallt will provide as stunning backdrop to the band’s acoustic, folk, soul sound and their wonderfully crafted songs and velvety soulful voices. Toni Borgia, Manager of YHA Danywenallt, said: “We are hugely excited about the Road Trip and welcoming The Intermission Project to Danywenallt. It’s going to be a fantastic outdoor event. YHA’s association with The Intermission Project is an exciting development in the youth hostelling charity’s 80-year history. YHA Danywenallt is just one of four Youth Hostels that the band will be playing a live acoustic set during their road trip, which will see them travel from London, across to Wales and then down to Cornwall and Devon and back to London. The week-long Road Trip is designed to showcase the talents of the band as well as spread the YHA message to young people that there’s an incredible wealth of affordable adventure on their doorstep and YHA is the gateway to exploring it. Just add our local Strawberries STRAWBERRY AND CREAM CAKE Ingredients 1 large ready-made sponge flan case 750ml/1¼ pints double cream 25g/1oz caster sugar 200ml/7fl oz ready-made custard 2-3 punnets strawberries, hulled and halved lengthways; leave about ten small ones whole, to garnish 50g/2oz icing sugar oil, for greasing To serve: large handful mixed berries, such as redcurrants, blueberries and blackberries, few sprigs fresh mint Preparation method Using a 20-25cm/8-10in stainless steel cake ring, cut out the centre of the flan case. With a sharp bread knife, carefully cut the disc in half through the middle to make two thin discs. Place the ring onto a large serving plate and place one of the flan discs inside to line the base. In a large clean bowl, whip the double cream with 25g/1oz of the caster sugar and the orange liqueur until the mixture holds soft peaks. Fold in the custard, then place into the fridge to chill. Line the ring with the largest strawberry halves, cut-side facing outwards against the ring. Place the remaining strawberry halves in the centre of the ring, then top with the cream mixture and smooth the top with a palette knife. Place the remaining flan disc on top of the cream and dust heavily with the icing sugar. Carefully remove the cake ring by warming the edges with a hot cloth. To serve, top the cake with the reserved small strawberries and the mixed berries. Garnish with mint sprigs and top with the spun sugar.

STRAWBERRY Daiquiri Ingredients 4 fresh strawberries, plus ½ strawberry to garnish 2 tsp white sugar 35ml/1½fl oz white rum 1 tbsp strawberry liqueur 25ml/1fl oz lime juice Preparation method Place the strawberries, sugar, rum, strawberry liqueur and lime juice into the base of a cocktail shaker and mash (muddle) with the end of a clean rolling pin. Place the lid onto the cocktail shaker and shake well. Strain the mixture into a Martini glass and garnish with half a strawberry.

Feel good in the Sun Our bodies need exposure to the sun, but don’t over do it! NATURAL COOLING SPRAY 1 sprig lavender or 1 head of chamomile (or 2 chamomile teabags) 1 pint of water optional: 5 drops of eucalyptus or lavender essential oil Spray bottle Add the lavender or chamomile head to the water and bring to the boil. Let cool before pouring into a spray bottle then add the essential oil. Spray on affected areas.
