Evasco to oversee 12 agencies in forming anti-poverty policies MANILA, July 4 (Mabuhay) – President Rodrigo Duterte has assigned Secretary to the Cabinet Leoncio Evasco to oversee 12 national government agencies in coming up with a set of programs to reduce both the incidence and magnitude of poverty. Duterte’s Executive Order No. 1 also consolidated the functions of three Malacañang offices and placed them under Special Assistant to the President, Secretary Christopher “Bong” Go. Section 1 of the order on “Reengineering the Office of the President Towards Greater Responsiveness to the Attainment of Development Goals” signed by Executive Secretary Salvador Medialdea on June 30, mandated the following agencies to evaluate existing poverty reduction programs with Evasco’s supervision: Cooperative Development Authority Housing and Urban Development Coordinating

MANILA, July 5 (Mabuhay) – There were no Filipino casualties in Monday’s rocket and bombing attacks in Baghdad in Iraq and Medina in Saudi Arabia, respectively, the Department of Foreign Affairs (DFA) said Tuesday. DFA spokesperson Charles Jose said Philippine diplomatic posts in Jeddah and Baghdad received no reports of Filipinos getting injured or killed in the attacks. “According to our embassy in Baghdad and our Consulate General in Jeddah, they have not received report of any Filipinos to be among the casualties in the terror attacks in Baghdad

and Medina, respectively,” Jose said. Jose added that Philippine posts in both countries have sent out a missive warning Filipinos to avoid public places and register with the embassy. “Our embassy is in the best position to know the situation on the ground and advise Filcom (Filipino community) on appropriate actions to take,” Jose said. In an interview with Balitanghali, Jose said Philippine officials in Iraq and Saudi Arabia are in close contact with police, military, and government forces to keep the Filipino community updated on the security situation there.

Duterte’s marching orders: Continuity, inclusivity in peace process MANILA, July 5 (Mabuhay) – President Rodrigo Duterte has ordered the continued implementation of all signed peace agreements and the creation of an “inclusive roadmap,” new Presidential Adviser on the Peace Process Jesus Dureza said Monday. Dureza said the President told them to keep the implementation of the agreements in line with the Constitution and other laws and this must be coupled with “an inclusive roadmap” that engages stakeholders, particularly the indigenous peoples. “Hindi lang puwedeng piece of paper o peace agreements. Coal-fired power plants are acceptable to DOE MANILA, July 4 (Mabuhay) – The Department of Energy (DOE) is open to the use of coal-fired power plants as the main sources of base load energy, a position that runs contrary to the pronouncements of the newly-appointed chief of the Department of Environment and Natural Resources (DENR). “Coal is the more dependable, the more reliable source for base load... We lack a capacity for a dependable power. We cannot just discount coal,” newly-appointed Energy Secretary Alfonso Cusi told reporters in Taguig City on Monday. “As a developing country we cannot afford to not have coal. Balance, hindi naman pwedeng lahat renewable,” he said. Still, Cusi pointed out that the country will push for renewable sources of energy but striking a “hap-

py balance” between coal and renewable sources of energy. The DOE chief’s position, however, runs contrary to the pronouncements DENR Secretary Regina Paz “Gina” Lopez – a staunch anti-mining advocate – who slammed the coal industry in the Philippines. “While China has closed all their coal plants – well about a hundred – and America closed all of theirs, we come up with 118 permits? I mean, what’s that all about?” she said. Asked for his thoughts on this, Cusi said he has to discuss with Lopez the possible steps to take in terms of the energy sector. “’Di naman kailangan i-defend. director to the shipping business of the Aboitiz family from 1972 to 1990. I have been out of Aboitiz since 1990... Aboitiz (has) nothing to do with what I’m doing now,” he said. Meanwhile, the Lopez-owned companies include Energy Development Corp. which owns geothermal, wind, and solar power facilities; First Gen Corp. which owns natural gas plants; First Philippine Holdings Corp. AFP willing to help in solving MM’s traffic woes MANILA, July 5 (PNA) – he Armed Forces of the Philippines (AFP) is ready to provide whatever help it can to help in addressing Metro Manila’s traffic woes, especially those caused by colorum vehicles. AFP spokesperson Brig. Gen. Restituto Padilla made this statement as the Land Transportation Franchising Regulatory Board (LTFRB) announced that it is studying the possibility of using military personnel in tracking down colorum vehicles. “We will comment as soon as we receive and study the request or proposal to help in resolving Metro Manila’s traffic woes. Nonetheless, as part of government, the AFP stands ready to assist within

the limits of its resources,” he added. LTFRB chair Atty. Martin Delgra III earlier said they are considering assistance from the Philippine National Police-Highway Patrol Group and AFP to track down colorum vehicles. “We are working inter-agency with other government offices like MMDA, HPG and representatives of AFP so you see some soldiers on the road to go after colorum,” he added. “With AFP, it will be just like what happened currently wherein we have sought assistance from HPG. They are deputized to enforce LTFRB rules. But details are still being discussed,” Delgra stated.

Duterte urged all public servants on Tuesday to live frugally, saying his administration will conduct regular lifestyle checks, particularly in the graft-ridden offices like the Bureau of Customs and Bureau of Internal Revenue. ”You who live with extra frills. Your salary is just per diem because you have other earnings. Well, this time, we have to learn how to live frugally and tone down,” Duterte said in his speech during the 69th Philippine Air Force (PAF) anniversary celebration in Clark, Pampanga. ”We are used to buying cars for everybody in the family. MANILA, July 4 (PNA) – PNP Chief Police Director General Ronald ‘Bato’ M. Dela Rosa on Monday announced that nine police personnel tested positive during a surprise drug test to PNP personnel including senior officials during the first command conference last July 1. In a press conference held at the PNP headquarters in Camp Crame, Dela Rosa said that PNP Crime Laboratory conducted the random drug testing to 2,405 personnel including 75 high ranking police officials. ”In line with drug testing program to all PNP personnel that PNP Crime Laboratory has conducted random drug testing to 2,405 personnel from the National Headquarters to Regional police and police districts to include 75 high ranking police enforcers on July 1 at Camp Crame and the test yielded negative result on 2,396 urine specimen submitted for analysis while nine found positive results this is specimen is subjected to confirmatory test,” he told reporters.

Dela Rosa refused to give the names of cops who were found positive for illegal drugs. However, he mentioned that most of them were from the Police Regional Office 7 in Cebu. “They are all coming from the regions, yung mga hierarchy officers negative,” He said. According to Dela Rosa, the drug test aims to show transparency in the organization and ensure the public that PNP high officials are capable of being role models in leading the fight against illegal drugs. Duterte ally: No need for emergency powers to fix traffic MANILA, July 5 (Mabuhay) – An ally of President Rodrigo Duterte believes the president does not need emergency powers to solve the traffic problem in Metro Manila. Former Senator Aquilino “Nene” Pimentel, Jr. said the national government only needs to meet with village chieftains in orders to clear roadblocks. “Ang kailangan, especially dito sa Metro Manila, meeting-in lang iyung mga barangay from one area to the other so that ang flow ng traffic is continuous. Tingin ko hindi na kailangan ng emergency powers doon,” said Pimentel, the author of the Local Government Code. “Hindi na kailangang pwersahan na mag-usap kundi coordination of activity,” he added. Duterte and several Cabinet officials earlier argued that additional powers are needed to provide far-reaching solutions to the traffic nightmare that is costing the country about P3 billion a day. With the additional powers, the government can trump local government ordinances, favor direct contracting over public bidding for transportation-related projects, open private subdivision roads to traffic, and remove transport terminals and public markets located on busy highways. Pimentel, however, said emergency powers run counter to the ideals of democracy because it can

impose measures without thorough consultation with the people. “Ang demokrasya is evolutionary; it’s not revolutionary. Ibig ko sabihin, may mga patakaran na matagal talaga sapagkat kailangan kuhanin mo ang sentimyento ng taumbayan,” he said. “Huwag naman na i-assume lang na susunod lahat sa kagustuhan mo. Hindi pwede iyun.” The former lawmaker also noted that emergency powers are not needed to overrule local officials who would oppose the initiatives of the national government out of mere whim. Under the law, Pimentel said city or provincial councils could reprimand barangay officials who block measures that could ease traffic congestion in the metropolis. Incoming House Speaker Pantaleon Alvarez, meanwhile, reiterated that emergency powers are essential in speeding up the rehabilitation of mass transit systems, procurement procedures and the removal of bus terminals in busy highways. “Maraming mga kinakailangang emergency powers para magawa ito ng ating gobyerno,” he said. The provinces of Bulacan, Pampanga, Cavite, Rizal, and Laguna must be covered, as these areas will receive most of the informal settlers and families to be relocated as a result of the infrastructure projects of the national government, Quezon City Mayor Herbert Bautista said on Monday. Bautista noted that he supports the emergency powers from Congress, but it is too late to focus on Metro Manila alone. On Friday, Senate President Franklin Drilon filed Senate Bill 11 or the Transportation Crisis Act of 2016, seeking emergency powers for Duterte to address the traffic problem not only in Metro Manila but also in other urban areas. “Emergency powers should not only cover Metro Manila but should also cover nearby provinces. They will be the recipients... of those affected by major projects by the national government,” Bautista emphasized. “Developed na Metro Manila, wala ka na magagawa. ‘Yung regional development sa provinces... you need proper planning,” he said. The nearby provinces can rely on the growth potential of the economy, which the emergency powers can help facilitate, particularly when it comes to project funding, according to the Mayor. The emergency powers should span the whole sixyear term of the Duterte administration, he said. “Two years is not enough for emergency powers. Infrastructure projects take three years to build. seized from the North Shore Island Resort in Barangay Cullao at past 2 p.m. Sunday. Police operatives dug up the shabu placed in black plastic bags stuffed in big ice chests. Ferro said the drugs recovered has a street value of P900 million. Investigations are ongoing

to identify the owner of the recovered drugs. Philippine National Police chief Director General Ronald dela Rosa on Monday afternoon presented the confiscated drugs at the police main headquarters in Camp Crame, Quezon City. Dela Rosa said he received

information about the drugs kept at the resort and upon his assumption as PNP chief, he ordered Ferro to verify the information. Dela Rosa said that based in the information given to him, the illegal drugs came from either China or Taiwan and was shipped to Cagayan.

House pushes for ConCon to pave the way for federalism MANILA, July 4 (PNA) – The House of Representatives is amenable to revising the 1987 Constitution but prefers to do this through a Constitutional Convention (ConCon) that shall be composed of regionally elected and appointed delegates. In the very first House Resolution of the 17th Congress introduced by Davao del Norte Representative and incoming Speaker of the House Pantaleon Alvarez, among the reasons forwarded for amending the Constitution is to “make the form of government more responsive to the needs of the nation.” Alvarez had earlier said that amending the Constitution for the purpose of establishing a federal system of government will lead to lasting peace in Mindanao, which will subsequently benefit the country. “Several studies have also shown that such a shift in the country’s form of government will stimulate and hasten the country’s political, economic, social and cultural development,” he said. The incoming House Speaker likewise assured the public there was nothing to worry about his ConCon proposal since the people themselves will choose the delegates, thus allaying fears over possible abuse of power in the course of amending the constitution. A ConCon is one of three modes of amending the Constitution—the other modes being through a people’s initiative, and a constituent assembly. Under a ConCon, delegates elected through popular vote will convene to discuss proposed amendments to the Constitution. “Ideas and proposals of various sectors will be better discussed, reviewed, deliberated and considered through a ConCon,” Alvarez said. According to House Concurrent Resolution No. 1, “the best mode of revising the 1987 Constitution is through a Constitutional Convention wherein the delegates who will propose revisions are regionally elected for that purpose.” This process shall ensure that the people-at-large, from the very outset, shall be part of the changes that will be introduced for the fundamental structure of our society,” the Resolution stated. As provided in the Resolution, the legislative districts shall be represented by a regional delegate, while the President shall appoint 20 delegates, all of whom shall possess the same qualifications of the members of the House of Representatives at the very least and shall be lawyers who are considered experts or are well versed in constitutional law. No member of the House of Representatives or of the Senate shall run as delegate or be appointed to the ConCon. Any person holding public office or position, elective or appointive, including members of the Armed Forces and officers and employees of government-owned and controlled corporations, shall ipso facto be considered resigned upon the filing of his or her certificate of candidacy or upon appointment as delegate to the ConCon. The Resolution also provides that no candidate for delegate to the Constitutional Convention shall represent or allow himself to be represented as a candidate of any political party, political group, party list, political committee, civic, religious, professional or other organization or organized group of whatever nature. However, these groups may advocate constitutional reforms, programs, policies or proposals for the revision of the Constitution. The office of the ConCon delegate shall be honorary. As such, a delegate shall not receive any salary or compensation but shall be entitled to a per diem for every day of attendance in its deliberations as well as travel expenses. All delegates shall render a full disclosure of their financial and business interests and notify the ConCon and Congress of a potential conflict of interest that may arise from the discharge of their duties as delegates to the Convention. All delegates to the ConCon shall enjoy the same parliamentary immunity conferred by existing laws to the members of Congress. The initial funds necessary to carry out the provisions of the resolution shall include the budget for personnel, premises, equipment and furniture and shall be charged against the Contingent Fund under the Fiscal Year 2016 General Appropriations Act. MANILA, July 4 (PNA) – The Duterte administration is keen on looking at all sources of financing, partly due to its bid to increase investments in infrastructure. In an interview after the flag raising ceremony at the Department of Finance (DOF) Monday, Finance Secretary Carlos Dominguez III said he is set to meet with Asian Development Bank (ADB) President Takehiko Nakao on July 8, 2016. The Manila-based lender earlier said it targets to extend as much as US$ 1 billion in sovereign loans to the Philippines this 2016. Dominguez said the government will “definitely explore” any financing aid for infrastructure. ”We will explore all sources of finance…what’s the best deal for the nation, not for the government, the nation,” he said. The Duterte administration vows to implement more infrastructure projects, especially in the provinces. Dominguez said they will review projects under the public-private partnership (PPP) initiative as well as projects under the state privatization group. He said about 95 percent of infrastructure projects being handled by the Public-Private Partnership (PPP) Center are for Metro Manila and he believes that “this cannot continue.” ”It has to be rethought that is why we are meeting with the PPP Center for them to rethink the whole program and to encourage other people to make proposals for outside,” he said citing the need for the repair of at least six major airports. The additional infrastructure-related expenses are seen to increase the government’s budget gap but the current administration earlier said it is willing to increase the share of deficit to about three percent of gross domestic product (GDP) from the Aquino administration’s two percent target.

As of end-2015, the state’s budget deficit accounted for about 0.9 percent of deficit. Another expenses-related program that the current government is looking at is the improvement of the conditional cash transfer (CCT) program. Dominguez said they will maintain the program but “to target the recipients better.” ”Basically, to grow down to the grass roots and make sure that those people are really complying and are getting the support,” he said. The Finance chief said they are open to increasing the budget deficit to about three percent of domestic output “starting this year.” The inter-agency Development Budget Coordination Committee (DBCC) will have its meeting Tuesday and Dominguez said economic targets for this and next year will be reviewed during the meeting. ”That’s basically re-orienting according to what the mandate of the people was,” he said. Meanwhile, Dominguez said DOF’s programs will be reviewed with the help of a new officials, whose names, the Finance chief said, will be announced in the next 30 days. Dominguez said they will have a new Chief Economist, who, under the previous administration, was Undersecretary Gil Beltran. The other new undersecretaries will be for legal, revenue, administration, and PPP and special concerns portfolios. To date, DOF has undersecretaries for Revenue Operations and Legal Affairs, held by Undersecretary Carlo A. Carag; Domestic Finance, Usec. Jeremias N. Paul Jr.; Chief Economist, Usec. DAVAO CITY, July 4 (PNA) – The Bureau of Investments (BOI) is in a daze for a sudden rush in the number of businesses wanting to locate in Mindanao, particularly Davao with investment leads now amounting to a staggering P886.7 billion as of Monday. This was disclosed by Gil Dureza of BOI in Mindanao, noting that the rush of investors started during the election period, but the surge was more notable after the polls. He said that for the month of June alone, Mindanao registered P799.81-billion investment leads. Of the total investment leads in Mindanao, Davao City cornered P6.3 billion, Dureza revealed. This year, the BOI report showed that Mindanao investments leads in January captured P88 billion; February, P9.312 billion; March, P2.07 billion; April, P5.922 billion; and May, P1.645 billion. “We have not experienced this phenomenon before. The prospect of…yung negosyong pumapasok before nasa (the investments coming in before was within) 10 to 12 million,” Dureza said during Monday’s “Kapehan sa Dabaw” forum at SM City Annex. Dureza said the (President Rodrigo) Duterte factor triggered a lot of interests of the investors to Mindanao and Davao. “Malaking (Big) factor. Duterte projected transformation and that provided a signal to the level of confidence,” Dureza said.

He also said that during the last few weeks, they entertain two to three foreign investors per day. “Our office is overheating and we don’t find ourselves resting this time anymore,” he added. Even on a Sunday, they still entertain foreign investors who want to set up regional offices in Mindanao, Davao in particular, Dureza said. Among the prospect areas of interest are: Public Private Partnership (P39 billion); Manufacturing particularly petrochemical and steel integrated steel (P742 billion); mass housing (P510 million; infrastructure particularly port development (P3 billion); power generation (P49 billion) and resource-based agri (P33 billion). Dureza noted that investments are regularly moving up the last five years. A 2010-2016 BOI-approved investments in Mindanao registered P11.785 billion in 2010; P91.42 billion in 2011; P25.04 billion in 2012; P109.401 in 2013; P69.358 billion in 2014; and P25.810 billion in 2015. As this developed, Dureza said they also see the need to level up their services by drawing up a plan to cope with the increasing number of investors visiting BOI especially that he has only five staff to handle investors in Mindanao. Even the BFP should find ways

DOH sets six months to lay down family planning program anchoring on RH law By Leilani S. Junio

ILOILO CITY, July 5 (PNA) – The Department of Health (DOH) is expecting to be able to lay down within a six-month period its family planning program that will anchor on the strict implementation of the Reproductive Health (RH) law. According to DOH Secretary Paulyn Jean Rosell-Ubial, they are looking at that period to provide the family planning needs of couples in a bid to help them achieve the desired average number of children and the proper spacing of births. “Women in this country have more children than they want. So in terms of implementing that, we will ensure that the unmet need for family planning becomes zero,” Dr. Ubial said in an interview here on Tuesday. She noted that the statement made by President Rodrigo R. Duterte on couples having only three children is not a hard target but is rath-

er based on the statistics. “That (three-child) is the desired number of children, the average number of children that women of reproductive age want. It is actually 2.7, so 3 is the round-off number. So that is actually their desire,” she explained. She added that they want to make sure that the spacing of births of children will be in accordance to what they (parents) can really afford. The new DOH Chief said that the health of mothers and children is optimized or ideal if the spacing of births is three to five years. It can be recalled that President Duterte had announced earlier that he intended to strictly implement the family planning program in the Philippines, while advocating the three-child policy. When asked how the DOH intends to achieve such a target, given the temporary restraining order (TRO) of the

Supreme Court (SC) against contraceptives, Dr. Ubial said she intends to meet with other health stakeholders. She said that aside from health workers, they will also seek advice from faithbased organizations, including the Catholic Church, which is known to reject the reproductive health law. The SC issued twin TROs in June last year, the first of which stops the DOH from distributing, selling, and administering contraceptive implants; and the other prevents the Food and Drug Administration (FDA) from acting on all applications for reproductive products and supplies, including contraceptive drugs and devices such as implanon. Former Health Chief Janette L. Garin said it is unfortunate that young mothers wanting for the implanon so that they can resume their studies are being deprived to plan the life and future of their children.

Duterte’s marching orders versus drug addiction and corruption. She said that they are starting to create a framework on how to make an entire government approach in terms of addressing the drug problem in the country. She admitted that while there are no specific details of that framework

right now, she is considering the upgrading and expansion of the facilities of the treatment and rehabilitation centers under the DOH, wherein they can begin to do the planning and strategies. “I think we can start with that… Upgrading and expanding the services of our treatment and rehab centers. But I know the Duterte administration is formulating a really comprehensive government-wide strategy to address drug problem in this country,” she said. She added that they are planning to design a community-based program wherein the patients can go instead of proceeding directly to a rehabilitation center itself. She also said that President Duterte’s marching orders to be responsive to the needs of the people and being simple and frugal in spending of government resources should be followed in

the entire department. According to her, being frugal can be exemplified through choice of economy plane tickets in travelling and using the simplest forms of transportation of DOH health unit staffs in their delivery of services. She also said she has started reminding the Food and Drug Administration (FDA) and licensing bureaus to speed up the licensing process and avoid long waiting of those securing licenses. She admitted that while reduction of long queues in government offices will be a challenge in hospitals, especially in the section of OPD (out-patient department), still, a lot of innovations can be introduced as a remedy. She said that such can be done through software application by texting patients for doctor’s appointment so they don’t have to wait long for their turn.

Australians drinking less alcohol than at any time since 1960s: study MELBOURNE, July 4 (PNA/Xinhua) – Young Australians are helping drive the nation to its lowest alcohol consumption levels since the early 1960s, according to a new study. Melbourne researchers have found there has been a steady decline in drinking during the past decade with young Australians drinking less and the ageing of heavier drinkers being key factors in helping drive a generational change in the nation’s drinking habits. In an exhaustive study by Australia’s Centre for Alcohol Policy Research at La Trobe University, researchers examined the drinking habits of 124,440 Australians aged 14

to 79 years, over an 18-year period. Their report, Understanding trends in Australian alcohol consumption, looked at trends in alcohol consumption across Australia, and showed that drinking has gradually declined during the past decade, with per-capita consumption in 2013-14 reaching its lowest level since the early 1960s. Lead author of the study, Dr Michael Livingston, said the results showed a generational shift in Australia’s drinking culture. “The main driver of this obvious drop is that young drinkers those born since the 1990s are drinking much less alcohol,” Livingston said in a La Trobe University publica-

tion on Monday. “This is a trend that’s being seen in many other countries in the UK, the US and much of Europe, but the reasons for the decline in youth drinking remain unclear.” According to the research, alcohol consumption among Australians peaks between 40 and 60 years of age. As drinkers move into their 60s and 70s, they tend to modify their drinking habits, a trend that also helps to explain the recent decline in drinking rates. However, the main reason for the reduced drinking in Australia can be attributed to the drop in drinking among Australians born in the 1990s.

UTREACH No cash distribution of coco levy funds By Nimfa U. Rueda

IRVINE, CALIF. – There will be no cash distribution of the coconut levy funds to farmers, Agriculture Secretary Manny Pinol clarified in a meeting with Filipino-American businessmen here Wednesday night (Thursday in Manila). Pinol said the release of the multi-billion funds – a campaign promise to coconut farmers – will come in other forms benefitting the farmers, including scholarships and programs to expand the coconut industry. “(President-elect Rodrigo Duterte’s policy) statement was to make sure that the coconut levy funds are given back to the farmers, and you know, somebody came up with the statement, ‘how can you give it, P20,000 per farmer’ but giving is a broad term,” said Pinol. Pinol said “giving back” doesn’t necessarily mean giving in the form of cash. “That’s how shallow people sometimes understand the statement of (Duterte).” Pinol was referring to Sen. Francis “Kiko” Pangilinan’s response to Duterte’s directive to release the coco levy funds to the farmers. “If the P72 Billion fund is distributed directly to coconut farmers that would

mean each farmer would receive some P20,000,” said Pangilinan, former presidential assistant for food security and agricultural modernization secretary. Pangilinan cautioned that the amount distributed will have no real impact on addressing poverty. Pinol made the clarification as an example of how “some people do not understand the context of (Duterte’s) statements.” When asked if there was a timeline for the planned release of the coco levy funds, Pinol said, “I wouldn’t know the timeline. I wouldn’t know the procedure and the process. But the directive was very clear – return the coconut levy (funds) to the farmers.” Duterte promised to release the coco levy fund to farmers within the first month of his term. Pinol said he is confident that the plan will have the support of the public and the lawmakers. “Everybody wants to be identified with Duterte right now. Rody is soaring high. Even members of Congress have suddenly turned (into) Duterte fans,” he said. In 2012 the Supreme Court ruled that coco levy assets should benefit coconut farmers. In March 2015 Pres. Benigno Aquino III issued executive orders 179

and 180 aimed to privatize the coco levy funds, but these were suspended by the high tribunal. The coconut farmers funds were allegedly used by Marcos crony Eduardo Cojuangco to acquire the United Coconut Planters Bank, San Miguel Corporation and other businesses. Pinol’s meeting with more than 100 Fil-Am businessmen, held at The Vine Orange County in Irvine, was organized by Fil-Am author and businesswoman Emma Tiebens and the Filipino American Chamber of Commerce of Orange County (FACCOC). The agriculture secretary also met with Deputy Commissioner of Foreign Trade Carrie Brooks, Office of Foreign Trade Commissioner Heidi Marshall from the Riverside County Economic Development Agency and Small Business Administration’s Economic Development Specialist Paul Smith. The officers of FACCOC and the Federation of Filipino American Chambers of Commerce pledged their support for Pinol’s initiatives. “(Sec. Pinol) spoke of so many issues, yet he also shared how he intends to solve them,” Tiebens, FACCOC board director, said “He is very strategic with his approach.”

SF homecare workers win $1M in back wages, damages SAN FRANCISCO – Two separate court rulings in U.S. District Court for the Northern District of California are putting more than $1 million in back wages and damages into the hands of dozens of workers denied minimum wage and overtime by the owners of nearly a dozen Bay Area residential care facilities. In a consent judgment entered May 17, 2016, by Magistrate Judge Donna Ryu, San Miguel Homes for the Elderly of Union City agreed to pay $425,000 in back wages and damages to 26 caregivers working at its Union City facilities, and admitted to not paying minimum wage and overtime. The action follows a U.S.

Department of Labor Wage and Hour Division investigation that found egregious minimum wage and overtime violations as the company made caregivers work around the clock without paying them for all of their hours. The department filed suit against San Miguel Homes in December 2015 after the company’s owners refused to meet with division investigators, claiming that they were not obligated to comply with the Fair Labor Standards Act. In January, the division learned that the company’s owners were threatening to sue workers suspected of cooperating with the investigation, and having employees falsify timesheets. The consent

judgment also requires the company to provide adequate coverage during all shifts to eliminate employees working off the clock and to ensure the company pays employees properly for all hours worked. In a second ruling, Judge James Donato approved a consent judgment March 7, 2016, between the department and Razel Cortez and Elizabeth Palad, owners of eight residential care facilities. The facilities are Walnut Creek Willows in Walnut Creek, Elizabeth’s Care Home 1 and 2 in South San Francisco, Samantha’s Care Home in San Bruno, New Haven Care Home in Union City, and Rayzel’s Villa and Villa San Lorenzo in San Lorenzo.

Filipino charged in ID theft of high-profile victims, credit card and bank fraud

NEWARK, N.J. – A resident of the Philippines has been charged in connection with a large-scale and sophisticated identity theft scheme targeting high-profile victims, U.S. Attorney Paul J. Fishman announced today. Peter Locsin, 35, of Talisay City, Philippines, was indicted by a federal grand jury on one count of bank fraud conspiracy and two counts of aggravated identity theft. The indictment was returned May 10, 2016, and unsealed today. The case is assigned to U.S. District Judge John M. Vasquez. According to documents filed in this case: Locsin allegedly conspired with others to defraud banks and credit card companies by compromising accounts held at those institutions by certain individuals, usually well-known or celebrity account-holders. Locsin and others first compromised personal identifying information (PII) – including names, dates of birth, Social Security numbers, address history, and work history. Locsin and his conspirators fraudulently accessed the individual accounts through websites or other online means, as well as through telephone calls. Locsin and his conspirators used those accounts to make, or attempt to make, wire transfers of funds, order merchandise, order emergency replacement cards, add supplemental cardholders to accounts, or change addresses related to those accounts – none of which was authorized by the account-holders. The count of bank fraud conspiracy carries a maximum potential penalty of 30 years in prison, and the counts of aggravated identity theft each carry a maximum potential penalty of two years in prison. U.S. Attorney Fishman credited special agents of the FBI, under the direction of Special Agent in Charge Timothy Gallagher in Newark, with the investigation leading to the indictment. The government is represented by Assistant U.S. Attorney Zach Intrater, Deputy Chief of the of the U.S. Attorney’s Office Economic Crimes Unit in Newark. The charges and allegations contained in the indictment are merely accusations, and the defendant is considered innocent unless and until proven guilty.

MOTORING America’s best-selling car still most ‘American-Made’ Toyota Camry takes top spot in Cars.com American-Made Index GEORGETOWN, Ky., June 28, 2016 -The best-selling car in America for 14 consecutive years is on another streak that recognizes its American symbolism: another award from Cars.com for most American-made. For the second year in a row and sixth time overall, the Toyota Camry claims the top position on Cars.com’s American-Made Index. The Cars.com American-Made Index rates vehicles built and bought in the U.S. Factors include the percentage of parts considered domestic under federal regulations, whether the car is assembled in the U.S. and U.S. sales. Models with a domestic parts content rating below 75 percent are disqualified along with models built exclusively outside the U.S. or models soon to be discontinued without a U.S.-built successor. According to NHTSA, the U.S.-sold domestic content for Camry is 75 percent. The Camry is assembled at Toyota Motor Manufacturing, Kentucky, Inc. (TMMK) in Georgetown, Ky., and more than 270 supplier locations in the United States provide content for the current generation. TMMK is Toyota’s largest vehicle manufacturing plant in the world with annual capacity to produce 550,000 vehicles and 600,000 engines. “This recognition from Cars.com is a tribute to Toyota employees, not only those at the plant who build the Camry, but the broader Toyota team who design, engineer, market and finance the vehicle in the United States,” said Bob Carter, Toyota senior vice president of automotive operations. “We also support local suppliers and economies, and we have invested more than $6 billion into our Kentucky operations alone, which

is growing with our new production engineering campus under construction there.” Toyota’s Georgetown footprint covers more than 1,300 acres just north of Lexington, Ky., and the facility is 8.1 million sq. ft., a space equal to 169 football fields under one roof. In addition to Camry and Camry Hybrid, TMMK assembles the Avalon, Avalon Hybrid and Lexus ES 350, which began production last fall, the first time a Lexus vehicle has been produced in the U.S. The plant also produces axles, steering components, machined blocks, cylinder heads, crankshafts, camshafts and rods and axle assemblies. Since vehicle production began in 1988, more than 10 million vehicles have rolled off the Georgetown assembly line where full-time employment is nearly 8,000. Toyota has a second vehicle on the Cars.com American-Made Index: the Sienna, assembled at Toyota Motor Manufacturing, Indiana in Princeton, ranks third. The Indiana plant celebrated its 20th anniversary in May. In addition to manufacturing, a significant amount of design and engineering of both Camry and Sienna took place in the United States at Calty Design Research, Inc. and Toyota Technical Center (TTC), respectively. Calty is headquartered in Newport Beach, Calif., with a production design studio in Ann Arbor, Mich., and TTC is based in York Township, Mich. Both Camry and Sienna have American chief engineers. Toyota has five assembly plants in the United States, which produced 1.34 million vehicles in 2015, and another five manufacturing facilities that produce vehicle engines, parts and components. Toyota annually purchases $35.3 billion of parts/ components and goods and services in the United States. Toyota has nearly 35,000 direct employees in the U.S., which includes nearly 25,000 in manufacturing.

Homemade Orange Granola Servings: 6 1 1/2 cups quick cooking oatmeal 1 cup chopped walnuts 1/2 cup sliced almonds 1/4 cup sunflower seeds or pumpkin seeds 1 1/2 teaspoons cinnamon 1 cup 100 percent Florida orange juice, divided 3 tablespoons canola oil 2 tablespoons honey 1 1/2 teaspoons vanilla extract 1/2 cup dried cranberries Heat oven to 325 F. Spray baking sheet with non-stick cooking spray. In large bowl, combine oatmeal, walnuts, almonds, sunflower seeds and cinnamon; mix well. Drizzle in 1/3 cup orange juice; stir well to evenly coat oatmeal mixture.

Repeat twice more, stirring after each addition of orange juice. In small bowl, combine oil, honey and vanilla; stir well to combine. Drizzle oil mixture over oatmeal mixture; stir well to coat oatmeal mixture. Spread oatmeal mixture on prepared baking sheet in even layer. Bake 30 minutes, stirring every 10 minutes, to evenly brown granola. Remove from oven, add cranberries and cool completely. Store in airtight container up to one week. Serving suggestion: For a morning parfait, serve homemade orange granola with milk or a dollop of plain Greek yogurt. Add in sliced fruit for extra color.

ugars are one of the most important health conversations today. A diet filled with too many added sugars is associated with weight gain, type 2 diabetes and heart disease. According to the 2005-2010 National Health and Nutrition Examination Survey, the average American consumes an average of 20 teaspoons a day, significantly more than the 6-9 teaspoons recommended daily by the American Heart Association. Sugar can mean different things to different people, which not only adds to the confusion, but can quickly derail even your best intentions as you try to make the right choices for your family.

The difference between added and naturally occurring sugars Many nourishing foods such as fruits, vegetables, certain whole grains and dairy products contain what are known as naturally occurring sugars; these are simple carbohydrates that are naturally present in a food’s biological structure. For example, the lactose found in milk is a sugar, as is the fructose in fruit. In contrast, added sugars are those sugars or sweeteners you add in your kitchen – adding sugar or honey to a recipe or onto your breakfast cereal, for example – as well as sugars and sweeteners that are added to a variety of products by food manufacturers. Added sugars are often used to enhance taste and flavor, of course, but can also be included for other reasons, such as to prevent spoiling – think summer jams – or assist in fermentation, such as in baking. “Working with the Florida Department of Citrus, I’ve seen firsthand how much confusion there is around this topic for many families,” said registered dietitian Kate Geagan Kate Geagan, author of “Go Green Get Lean.” “Yet while too many added sugars can fill your diet with ‘empty calories,’ naturally occurring sugars are found in some of nature’s most nutrient-rich packages, delivering a bevy of benefits such as vitamins, minerals, antioxidants and more.” An 8-ounce glass of 100 percent orange juice, for instance, has no added sugar. Beyond being an excellent source of vitamin C, it’s a good source of folate, especially important for women of childbearing age, as well as potassium, a vital mineral which helps nerves and muscles communicate and can help offset the effects of too much sodium in the diet. In fact, the FDA recently announced it will add potassium to the Nutrition Facts Panel because many Americans are falling short. The benefits don’t stop there, though. A glass of 100 percent orange juice also delivers magnesium, vitamin A and niacin. Plus, it’s a significant source of hesperidin, an antioxidant that research suggests may have heart, blood pressure and cognition benefits, as well as reduce inflammation and oxidation. Furthermore, one glass counts as one serving (1 cup) of fruit to help you meet the 1.5-2 cups per day recommended by the Dietary Guidelines for Americans.

How much added sugar is too much? A delicious, vibrant eating plan that you can stick with for the long haul doesn’t mean you can’t ever consume added sugar, but it is about cutting back for most Americans – especially for groups with the highest intakes, such as adolescents and men – and replacing those calories with nutrient-rich foods. The most recent Dietary Guidelines for Americans recommend limiting added sugar intake to a maximum of 10 percent of total calories each day, or 200 calories of a 2,000 calorie diet, which matches guidelines from the World Health Organization and the American Heart Association. For best results, focus on filling your diet with an abundance of naturally nutrient-rich foods and shift to a diet that includes plenty of plant foods. Clearing up food label confusion In May 2016, the FDA announced a revamped Nutrition Facts Panel that includes, among other improvements, clearly listing added sugars on their own line for the first time. Up until now, both added and naturally occurring sugars have been lumped together under one “sugars” line, making it vexing for the average eater to determine how much sugar is naturally occurring versus added, especially given the dozens of different names for sweeteners that manufacturers often use. When this change hits supermarket shelves, families will be able to more easily spot foods and beverages that contain little to no added sugar. In addition to highlighting added sugars and potassium, the Nutrition Facts Panel will now more accurately reflect serving sizes that Americans actually eat and drink. Also, packages that are reasonably consumed in a single sitting will no longer get a free ride using smaller serving sizes and listing multiple “servings” per bag, container or can.

Remove turkey; reserve. Saute onion until translucent. Add red pepper, cumin and coriander; saute for 1 minute then add orange juice. Cook until orange juice is reduced by two-thirds; add tomato juice and cooked turkey. Cook until tomato juice has reduced by two-thirds then add diced baked sweet potato and stir until combined. Split dinner rolls in half; spoon turkey mixture in center. Serve immediately.
