Duterte cancels rifle deal with US By Cielito M. Reganit

MANILA, Nov. 7 (PNA) – President Rodrigo R. Duterte cancelled on Monday a rifle deal between the Philippine National Police (PNP) and a United States supplier, saying the country could look for another but cheaper source. The order for about 26,000 M4 assault rifles from the US has already been made but was placed on hold by the US State Department due to concerns by a US senator over alleged human rights violations in the Philippines. In a speech during the signing in Malacanang of the Executive Order on the reconstitution of the Bangsamoro Transition Commission, the President announced that he has ordered the PNP to cancel the order and said that the country could just look for other but cheaper sources. “You know, I would like to announce now that the 26,000 of

M16 that were ordered already... I am ordering its cancellation by the police. And, we will just have to look for another source that is cheaper, maybe as durable and as good as those made from the place we are ordering them,” President Duterte said. “We will not insist on buying expensive arms. We can always get them somewhere else. So kalimutan na nila. Sabi, it would be arriving in July of 2017. I am ordering the police to cancel it,” he said. The President said there is no need to rush the rifle deal anyway since “we have no enemy.” “Hindi natin kailangan. And you know why? ‘Yang baril na ‘yan bilihin ko? Sino patayin ko diyan? Wala naman tayo kalaban. Tayotayo lang nagpapatayan dito,” he said. “So, what do we get? Because if See RIFLE DEAL, page 12

Kerwin Espinosa maybe in danger upon return to PHL, Lacson says By Azer N. Parrocha

MANILA, Nov. 7 (PNA) – Senator Panfilo Lacson raised concern on Monday that suspected drug lord Kerwin Espinosa, son of slain Mayor Rolando Espinosa of Albuera, Leyte, may be in danger as soon as he returns to the Philippines from the Middle East. Lacson, chair of the Senate Committee on Public Order and Dangerous Drugs, raised this concern following the killing of the older Espinosa last Nov. 5. The older Espinosa and drug

suspect Raul Yap were killed in an alleged shootout inside the Baybay City Provincial Jail by operatives of the Criminal Investigation and Detection Group (CIDG) Region 8. Earlier, he surrendered to the PNP last August after his name was included in a list of government officials allegedly involved in illegal drugs. Meanwhile, the younger Espinosa was arrested in Abu Dhabi, United Arab Emirates, for his involvement in illegal drugs last See KERWIN, page 12

MANILA, Nov. 7 (PNA) – The trilateral agreement among the Philippines, Indonesia and Malaysia is expected to address the porous security area in the neighboring countries’ waters once it takes effect. Armed Forces of the Philippines (AFP) spokesperson Brig. Gen. Restituto Padilla said the presence of military forces in maritime areas of common concern of the three nations would secure ships passing the area, allowing trade to grow faster. The three countries share common waters near the provinces of Sulu and Tawi-Tawi. Padilla said the trilateral agreement’s implementing rules and regulations (IRR) are currently being formulated. No exact date was given on the completion of the IRR. Cooperation among the three nations is driven by the need to See TRILATERAL, page 12

Chinese investors eye 6,000-hectare tea plantation in MILF territory MANILA, Nov 7 (Mabuhay) – Interior and Local Government Secretary Ismael Sueno on Monday said he will meet with leaders of the Moro Islamic Liberation Front (MILF) to help Chinese investors set-up a 6,000-hectare tea plantation within the rebels’ controlled territory in Mindanao. Sueno said Chinese agriculture officials told him during President Rodrigo Duterte’s visit in China last month that they have found a prospective area for the tea plantation in the Autonomous Region in Muslim Mindanao. He added that the Chinese officials, including the chairman of the Bank of China, told him they have been wanting to put up a tea plantation, but they cannot do it in China because soil in their country is contaminated.
