MANILA, Aug. 29 (PNA) – With an indefinite ceasefire now in effect between the military and rebels, Eastern Mindanao Command (EMC) head Lt. Gen. Leonardo Guerrero said peace and development projects of the government in the countryside will be able to proceed much faster. “Now that a ceasefire with the CPP-NPA-NDF (Communist Party of the Philippines-New People’s Army-National Democratic Front) is in effect, we expect the implementation of the government’s peace and development prrograms

Quezon province to issue moratorium on cutting coconut trees, charcoal making QUEZON PROVINCE, Aug. 28 (PNA) – The provincial government of Quezon will be issuing a moratorium against cutting of coconut trees and charcoal making process. This was revealed by Quezon Rep. Danilo Suarez at the sidelines of the Niyogyugan Festival here saying that the moratorium will be issued next month. “In this festival, we have seen a lot of products that we can derive from a coconut tree. The relative action of my son, Jayjay, and I after this is to issue an order for a moratorium on cutting of trees
and charcoal-making,” Suarez said referring to his son David, who is the incumbent governor of Quezon. Quezon Province is known as one of the country’s leading coconut producers. MANILA, Aug. 29 (PNA) – The Department of Finance (DOF) has put up a website on the proposed implementing rules and regulations (IRR) of Republic Act 10863, otherwise known as the Customs Modernization and Tariff Act of 2016 (CMTA). Stakeholders can access information about the IRR and recommend changes or improvements through the microsite at www.dof. gov.ph/cmta.irr, or by emailing the CMTA Project Management Office at cmta.irr.pmo@customs.gov.ph and cmta_irr@dof.gov.ph. Designed to modernize Bureau of Customs (BOC) rules and procedures, the CMTA’s objectives are to facilitate trade, cut red tape and corruption, and improve the delivery of BOC-related services. AFP lauds NDF declaration of indefinite ceasefire
MANILA, Aug 27 (Mabuhay) – The Armed Forces of the Philippines (AFP) has lauded the decision of the National Democratic Front (NDF) to extend indefinitely its week-long ceasefire in view of its peace talks with the government. “The AFP have noted with elation and optimism this breakthrough in the peace negotiations,” AFP public affairs office chief Col. Edgard Arevalo said. The rebel ceasefire took effect 12:01 a.m. of Aug. 21 and was supposed to end 11:59 p.m. of August 27. It was declared following the release of ranking leaders of the
Communist Party of the Philippines (CPP) Benito and Wilma Tiamzon, who were named consultants to the Oslo, Norway peace talks on August 22-26. During the past week, the gov-

MANILA, Aug. 29 (PNA) – Manila Mayor Joseph “Erap” Estrada on Monday expressed support for the Philippine Ports Authority’s (PPA) plan to revive the Pasig River ferry service to make Manila more accessible to commuters and traders. Estrada said he recently met with PPA General Manager Jay Daniel Santiago, who offered to put up ferry terminals in major areas in Manila, including the Quinta Market in Carlos Palanca St. near the Pasig River in Quiapo. The market’s PHP90 million renovation will be completed soon. Santiago, who was appointed to the PPA by President Rodrigo Duterte last July, told Estrada that the agency is ready to finance the revival of the Pasig River ferry service. This was the ship’s second port call as they transit back to their homeport of San Diego, California. States Navy. ARMM cops, troops hunt down armed men in Marawi City jail break CAMP SK PENDATUN, Maguindanao, Aug. 28 (PNA) – Police operatives in Marawi City and in Lanao del Sur, backed by Armed Forces of the Philippines have launched massive manhunt against 28 prisoners who fled the Lanao del Sur provincial jail after about 50 heavily armed men swooped down on the jail facility at 5:45 p.m. Saturday. According to Chief Supt. Agripino Javier, regional director for PNP in the Autonomous Region in Muslim Mindanao (PNPARMM) based here, among those who were “rescued”
by armed men were eight members of Maute lawless armed group. Quoting a report PNP Regional Public Safety Battalion, Javier said the armed men, believed to be followers of a terrorist group, also abducted Jail Officer 3 Modasir Manwang and used him and 20 other inmates as human shields whom the attackers later released in Barangay Caloocan, Marawi City. The eight Maute terrorist group were jailed for illegal drugs and other crimes committed in Marawi City. Witnesses said the suspects also took from the
provincial jail one M-16 Armalite rifle, and one Mitsubishi mobile car. After releasing the inmates, the attackers herded the eight Maute group members and boarded a waiting motorized banca and sailed across Lake Lanao undercover of darkness. Javier has appealed to residents of Lanao del Sur to help the police in locating the suspects and the inmates. He also called on the local executives of the towns surrounding Lake Lanao to provide the police with information leading to the escapees “re-arrest.”

QC Mayor Herbert Bautista: I will never Duterte inclined to put PHP2-M bounty be involved in illegal drug trade for ‘ninja’ cops protecting drug syndicates MANILA, Aug 27 (Mabuhay) – Quezon City Mayor Herbert Bautista said he will never be involved in the illegal drug trade as he admitted being hurt that his brother Hero, a former actor, is undergoing drug rehabilitation. In a statement that he personally wrote and sent from Oslo, Norway where he is serving as adviser of the Philippine government peace panel, the mayor said, “I am not and will never involve myself to the illegal drug trade. Anti-drug is my advocacy since I was 17 years old.” Bautista issued the statement a day after the Volunteers Against Crime and Corruption (VACC) filed several complaints against him and Hero for the supposed proliferation of illegal drugs in Quezon City. The Bautistas were charged with dishonesty, neglect of duty, misconduct and conduct prejudicial to the best interest of service. The brothers both won in the May 9 elections this year. Hero was serving his first term as city councilor before he went on leave to undergo drug rehab. “As to my brother Hero, it pains me, my sister Harlene and the rest of our family that Hero is a drug dependent,” Bautista said.
“It is really very painful for us. It is good that he took the drug test and was found to be a drug user. He is now undergoing rehabilitation Our sister, Harlene, facilitated his entry to rehab and is monitoring the progress,” he said. Bautista admitted that many were asking why he did not scold Hero or take action on his brother’s drug use. “Hero is 48 years old, has his own family, is independent from us. We barely see or talk to each other because we, as individuals, have our own set of lives and concerns,” Bautista said. “We only see each other on special family gatherings which are few because we are a small family. I am proud of him because he is taking full responsibility for his actions,” he added. Under the QC Drug Free Workplace Ordinance, chronic users and drug dependents are required to undergo a mandatory sixmonth treatment and rehabilitation in a government rehabilitation center. When QC local government employees again test positive for drugs after the rehab treatment, he or she may be suspended or dismissed under Civil Service Commission regulations. Police chiefs tagged in
drugs Meanwhile, Bautista noted that VACC’s Dante Jimenez is concluding that “because the two generals linked in the illegal drug trade were former Quezon City Police District (QCPD) chiefs therefore the mayor is too.” “Just for the record, I am not involved in choosing the district director of QCPD,” the mayor explained. “Even if the law/policy provides that the local chief executives (LCE) will have to choose one from three to five names from the list given by the PNP, not a single list reached me,” he added. Bautista noted that in his experience as QC mayor, a district director is appointed to QCPD without consulting the LCE. “Secondly, because I am not technically involved in the affairs of the QCPD it is imperative that the district director is given full administrative and operational control over the QCPD’s rank and file,” he said. The mayor took note that the QC government continues to support the QCPD’s efforts to curb crime and drugs. “As LCE, I give guidance through the QC Peace and Order Council (QCPOC) as a matter of DILG policy,” Bautista said. Gov’t to launch anti-drugs advertorials MANILA, Aug. 29 (PNA) – The government is launching on Sept. 1 a series of public service announcements against illegal drugs. These advertorials were created for free by internationally-acclaimed, multi-awarded director Brillante Mendoza. This was revealed by Presidential Communications Secretary Martin Andanar during an interview over state-run Radyo ng Bayan on Sunday. “Ito ulit ay gawa ng ating direktor na si Brillante Mendoza. Napakaganda po ng kanyang ginawa. Dalawang two-minute and 30-seconder na istorya na nagpapakita ng kasamaan ng iligal na droga, at naidudulot nito sa ating mamamayan. MANILA, Aug. 29 (PNA) – Saying the illegal drug has infected every nook and corner of the country, President Rodrigo Duterte announced on Monday that he is inclined to place a PHP2 million bounty for the head of ‘ninja’ cops or police officers who are protecting drug syndicates. ”Today, I might be inclined to place a reward on their head, the members of the ninjas, or the police who are protecting drug syndicates in this country and I’m placing per head PHP2 million,” President Duterte said in his speech during the National Heroes Day celebration at the Libingan ng mga Bayani in Taguig City. The President said the illegal drug problem is huge that even some generals, police officers and local government officials particularly mayors and barangay captains “are into it.” ”If the military will not do its part and will leave it to the police alone, we cannot
ever, ever suppress the drug problem,” the President said. ”I want the police and the military to destroy the apparatus in this country. We all know that the Philippines is also a transshipment of so many countries. I could have just a matrix in front of you, then, maybe you will start to believe,” he added. In front of the brave Filipino soldiers who died for country, President Duterte promised to protect the military and the police who will join in his relentless fight against drugs, corruption and crimes. ”I dedicate in front of the brave Filipino soldiers who died for us and I will continue to honor them and this message I have imparted to the soldiers and police, you will have my support, you will have all the things to fight criminals,” the President said. ”I said I will fight criminality and drugs because most of the criminal acts are really on the account of drug menace. the campaign will be continuous and I will be harsh as I can ever be. I will finish this problem of drugs, corruption and crimes,” he added. The President said he will take “full legal responsibility” for those police and military personnel who will fight criminals in pursuit of law and order. ”You do not have to worry about the criminal liability. I will go to prison for you. Just do it according to the book. If you are press down, then do not worry, just call my name and I will be there to protect you,” the President assured, drawing applause from the audience of diplomatic corps, military, police, lawmakers and retirees as well as veterans. However, the President had this warning to the corrupt police, judges and prosecutors: “There will be always a day of reckoning.” The President had earlier named some top police officials and local officials allegedly linked to the illegal drug trade.
Filipino-Chinese woman nabbed, PHP1.2-M worth of shabu seized in QC drug bust MANILA, Aug. 28 (PNA) – Operatives of the Quezon City Police District (QCPD) District Anti-Illegal Drugs-Special Operations Task Group (DAID-SOTG) seized an estimated 500 grams of methamphetamine hydrocloride also known as ‘shabu’ with a street value of PHP1.2 million and arrested a Filipino-Chinese woman involved in drug trade during an anti-drug operation early on Sunday. Quezon City Police District (QCPD) Acting District Director Police Senior Superintendent Guillermo Lorenzo T Eleazar identified the suspect as Jennifer Hong, 30, jobless and a resident of Block 8, Lot 9, Villa Lourdes Town Homes, Congressional Avenue, Quezon City. Eleazar said that Hong was arrested around 2:15 a.m. Sunday in a buybust operation at Agoho St., Corner Almasiga, Barangay Claro, Congressional Avenue, Quezon City. According to Supt Godfredo Tul-o, QCPD DAID Chief, evidence seized were one plastic bag of suspected methamphetamine hydrochloride weighing with more or less 500 grams with a
street value PHP1.2 million, six bundles of boodle money worth PHP600,000 with one real PHP1000 bill (serial number GU52294), used as marked money, and two cellular phones. The suspect is currently detained at the QCPD and will be charged for violation of selling dangerous drugs (Section 5), Article II of Republic Act 9165, or the Comprehensive Dangerous Drugs Act of 2002. Considered a high value target in the AIDG Case Operational Plan (COPLAN), the woman’s partner is a convicted drug dealer who has been serving sentence for three years now at Quezon City Jail annex in Bicutan. The joint PNP AIDGQCPD DAID operatives are conducting a deep investigation of reports that illegal drug activity has been going on the Bicutan Jail, with the woman and her jailed lover among those involved. Eleazar commended the DAID personnel for their ingenuity and enterprise which resulted in the successful arrest of the woman, a mid-level player in illegal drugs distribution in the
city -- again highlighting the relentless campaign against illegal drugs by QCPD. “The QCPD command recognizes and commends the diligent efforts, dedicated sacrifices and faithful service of QCPD personnel in this unrelenting anti-crime campaign, which will never diminish to rid Quezon City not only of illegal drugs, but also of major crimes,” he said. The QCPD chief also exhorted QC stakeholders to be ever vigilant and to immediately report to uniformed QCPD operatives assigned in their barangays, any criminal or suspicious activity which will be immediately acted upon; adding, “Full community support is the key to most effective police performance, with the civic-spirited community serving as the 24-hour early warning system, or the eyes and ears, of the police,” he said. “We are in the right direction, Jennifer Hong is the good lead towards getting even bigger fish in the illegal drug operation not only in Quezon City but in whole Metro Manila”, Eleazar added.

DARAGA, Albay, Aug. 28 (PNA) – Department of Transportation (DOTr) Secretary Arthur Tugade has assured his agency will expedite the completion of the modern Bicol International Airport (BIA) here, envisioned as the global gateway to Southern Luzon, particularly the Bicol Region, and parts of the Vizayas. Stalled intermittently in the past, BIA’s completion is now deemed urgent by the Duterte administration. It is one of the first 10 big projects approved by the National Economic Devel-
opment Authority (NEDA) Investment Coordinating Committee. In a meeting of top DOTr officials at Ortigas, Tugade assured Albay 2nd District Rep. Joey Sarte Salceda, the government would soon award to the winning bidders the completion of the BIA runway, and rebid the Passenger Terminal building. The Albay congressman said the entire DOTr management team has assured Bicolanos the BIA will have modern facilities of international standards.
During the same meeting, Tugade discussed the PHP4.7-billion BIA and the PHP171-billion Southline of the North-South Railway Project (NSRP). Both giant transport infrastructures were originally proposed and pushed by Salceda when he was Albay governor and chair of the Bicol Regional Development Council and the Luzon Regional Development Committee. Aside from the BIA, Salceda said Tugade also assured him the long awaited NSRP Southline will push through as approved.

Erap orders road clearing, drainage-declogging operations to ease floods during rainy season MANILA, Aug. 28 (PNA) – Manila Mayor Joseph “Erap” Estrada on Sunday has ordered a thorough cleanup of all clogged drainage and creeks to reduce the risks of floods this rainy season. Task Force Manila Cleanup head Che Borromeo said he is now coordinating with the Office of the City Engineer to carry out Estrada’s directive. Estrada ordered declogging operations after Task Force Manila Cleanup that has been conducting road clearing operations discovered that most of the sewerage in the city, especially those in Divisoria, Binondo, and Quiapo, are clogged with tons of refuse, mostly fruit and vegetable peelings, plastic wrappers and containers. He said that people have never learned, expressing his disappointment over the fact that the drainage systems that are built to prevent flooding have become garbage dumps. Estrada said this is one of the principal reasons he has initiated the citywide road clearing operations: to drive away undisciplined illegal vendors that dirty up the city and clog the sewerage with their garbage. The local chief executive said the unabated dumping of garbage in the drainage and creeks has been a serious concern of the city government. Since he assumed
office in 2013; he has since completed 51 flood control projects in Manila worth PHP1.8 billion. He pointed out that of 8,700 tons of garbage Manila produces everyday, 30 percent or roughly 2,610 tons end up in drainage pipes and esteros. “Again, I’m appealing to the public to practice proper waste disposal. We all suffer when there are floods,” he said. Borromeo lamented that “For such a long time, those vendors we have been removing have clogged our drainages. Puro plastic ang laman ng mga drainage natin.” In Juan Luna and Sta. Elena streets in Binondo, which had been the subject of repeated clearing operations, Borromeo said many drainage canals are so choked with garbage that it can no longer absorb floodwaters during heavy downpour, causing flashfloods. Last week, the Metropolitan Manila Development Authority (MMDA) collected 20 truckloads of silt and garbage from the drainage along Taft Avenue, from Padre Faura to P. Ocampo. Workers found out that the drainage was clogged with cement residues from the concrete mixers used for the ongoing construction of a residential building. The building’s contractor was identified as New San Jose Builders.
DENR to host forum on eco-schools, eco-cities in Davao City MANILA, Aug. 28 (PNA) – The Department of Environment and Natural Resources (DENR) will conduct a National Forum on Eco-Schools and Eco-Cities from Wednesday to Friday in Davao City to overcome challenges, and upscale opportunities and replicate good practices among ecoschools and eco-cities. Around 200 representatives from champion schools in the National Search for Sustainable and Eco-Friendly Schools, environmentally-sustainable cities, non-government organizations and various government agencies in the country are expected to attend the three-day forum. The three-day forum will include a mix of lectures and technical sessions, through interaction with the participants and workshops. Discussions will revolve around ways to heighten the mentoring by environmentally-sustainable cities in the build-up of more sustainable and eco-friendly schools and how to create an informal network of ecoschools and eco-cities for the continuing sharing and upscaling of good practices. The forum will be a platform for the discussion of best practices through eco-school programs, and eco-cities initiatives. In addition, it will help clarify the role of the local government units and schools in the creation of an eco-school and an eco-city. Speakers for the national forum come from the local government, academe, private and international sector such as International Global Environment Strategies, European Union Switch Asia Policy and Thailand’s Department
of Environment Quality Promotion. DENR Assistant Secretary and Chair of the National Inter-Agency Committee on Environmental Education Corazon Davis said the conduct of the national forum will enhance the attainment of the joint goals of the ASEAN Working Group on Environmentally Sustainable Cities and the ASEAN Working Group on Environmental Education, by urging more cities and local government units to have schools with curricula and co-curricular programs on environmental sustainability, and urging the participation of the local government units, in cooperation with the government and private sector, in expanding the participation of schools in the 2017 National Search for Sustainable and Eco-Friendly Schools. DENR Assistant Secretary for the Environment Juan Miguel Cuna, on the other hand, stressed that for the next six years under the Duterte administration, the DENR is set to institutionalize reforms and environmental governance; empower communities; create a rational minerals management; strengthen biodiversity conservation; strengthen ecological solid waste management and enhance inter-agency collaboration towards clean air, clean water and develop transformative climate change policies. MANILA, Aug. 28 (PNA) -- The Metropolitan Manila Development Authority (MMDA) announced on Sunday that it will deploy more personnel to address traffic congestion along the Marcos Highway which traverses the eastern Metro Manila cities of Marikina and Pasig and the city of Antipolo in Rizal. MMDA Officer in Charge Thomas Orbos said the agency will deputize additional traffic personnel from D.M. Consunji Inc. (DMCI), the private contractor of the Light Rail Transit-2 (LRT-2) extension project. MANILA, Aug. 29 (PNA) – Global Ferronickel Holdings, Inc. (FNI), the second largest nickel producer in the country and the largest single lateritic mine exporter in the world, on Monday said more foreign investors have expressed interest in the nickel mining sector in the Philippines. The Philippines is the largest exporter of nickel ore to China, the world’s largest consumer of nickel. After the declines in nickel price early this year, nickel price has rebounded by more than 30 percent. The financial industry, including ratings agency Moody’s, has been calling a bottoming of base metal prices, including nickel. Moody’s has upgraded its outlook for the global metals industry from negative to stable. “FNI is well positioned to benefit from the further recovery in nickel ore prices and the expansion of our production capacity. We plan to increase our production of medium and high-grade nickel ore to capitalize on the recovery,” said Atty. Dante R. Bravo, president of FNI. “FNI is one of the lowest cost producers in the country. Our production will be yearround when the Palawan mine is operational in 2017,” he added. Rising demand from the stainless steel industry in China and the tightening of supply due to the closure of several nickel mines in the Philippines are factors which are expected to push the price of nickel higher. FNI, however, said that potential investors, in one of their meetings, have raised concern over the seemingly aggressive stance of the Department of Environment and Natural Resources (DENR) against mining companies in the country.

Palace declares success in first phase of campaign vs drugs MANILA, Aug 29 (Mabuhay) – With hundreds of thousands of individuals surrendering to authorities for admitted drug use, Malacañang on Sunday declared success in the administration’s campaign against illegal drugs. “Kung makikita po natin ‘yung first phase ng laban kontra droga ay nagwagi na tayo, ‘yung first phase po ito. Ito ‘yung susumahin natin ‘yung mahigit 700,000 na sumurrender or who turned themselves in para magpa-rehabilitate,” Communications Secretary Martin Andanar said in an interview over state-run dzRB radio. Data from the Philippine National Police (PNP) released on August 2 shows that nearly 600,000 drug users have surrendered from July 1 to August 2. Andanar said the government was now ready to “move on to the second phase of the drug campaign,” which will be explained by President Rodrigo Duterte himself. Andanar recalled Duterte’s commitment during the campaign to suppress the problem of illegal drugs, crime, and corruption in the country within three to six months. “Ito’y ginagawa naman ng Pangulo, sa mas lalong madaling panahon. Ang pangako ng ating Pangulong Duterte, ay ito ay malinis, within three to six months, mga 70 to 80 percent, ay malinis na ito,” he said. Presidential spokesperson Ernesto Abella last week said those mentioned in the NBP matrix may face drug-related graft cases. Included in the matrix were Senator and former Justice Secretary Leila de Lima, former Justice Undersecretary Francisco Baraan and Pangasinan Rep. Amado Espino Jr., all of whom have denied the accusations against them. Prior to the release of the matrix, Duterte also read out a list of PNP officers, local government officials and members of the judiciary who are supposedly involved in the illegal drug trade. Duterte has appealed to the Chinese people to treat the Filipinos as their brothers by allowing the Filipino fishermen to fish in the disputed West Philippine Sea. President Duterte made the appeal in his speech during Monday’s National Heroes’ Day celebration attended by the members of the diplomatic corps, including Chinese Ambassador Zhao Jianhua, at the Libingan ng mga Bayani in Fort Bonifacio, Taguig City. ”It might be that the Chinese people find a place in their heart for the Filipino people, for after all, there is a Chinese blood in me. So I hope that you treat us as brothers and not your enemies and take note of the plight of our citizens,” he said. The President has expressed concerns over the plight of the Filipino fishermen who are being barred by China from fishing within the exclusive economic zone of the Philippines in the WPS. ”Maybe, just maybe, if we continue and treat each others as brothers and understand specially the plight of the fishermen, that’s why they are there because they are poor,” he said. For now, President Duterte told the Chinese ambassador that he will never use the Philippines’ victory in the Permanent Court of Arbitration which, he said, it might lead to the suspension of talks with China. ”I will never bring the matter because it might lead to the suspension of the talks and that is not good, Mr. Ambassador. So, I proposed that we have a soft landing everywhere,” the President said. While expressing his willingness to hold bilateral talks without the arbitral judgment, President Duterte said he would eventually discuss the international arbitral court ruling with China. ”I will not use the arbitral judgment now, but I would one day sit in front of your representative or you and then I will lay there my position and I would say that this paper, I cannot go out of the four corners of this document and that is the arbitral judgment,” the President said. President Duterte said he would not go to war with China. ”If I’m not ready for war, then peace is the only way,” he said. The President drew laughter from the crowd when he asked in jest the Chinese ambassador to “maybe give us time to build our forces also. You have so much superiority.”

Chinese envoy open to discussing plight of Pinoy fishermen in Panatag Shoal MANILA, Aug 29 (Mabuhay) – Chinese Ambassador Zhao Jianhua on Monday said they are open to discussing the possibility of letting Filipino fishermen in the disputed Panatag (Scarborough) Shoal. “We can discuss the possibility,” Zhao briefly said in a chance interview with reporters after the National Heroes Day commemoration at the Libingan ng mga Bayani. Zhao’s comment came after President Rodrigo Duterte in his speech made reference to the The Hague ruling favoring the Philippines that Scarborough Shoal is a common fishing ground. “If we continue to treat each other as brothers and continue to understand especially the plight of the fishermen... They are there because they are poor,” Duterte said. “If the Chinese people this time find a place in their hearts for the Filipinos... I hope we treat each other as brothers, not enemies,” Duterte added after he once again said that he will not bring the arbitration ruling in the upcoming ASEAN Summit in Laos. can concentrate on cooperation that will benefit our people,” the Chinese envoy said. He also asked the Filipino-Chinese community to be good citizens in the Philippines. “The Chinese community here, well, they are Filipinos of Chinese origin, I hope they can continue to make their contribution to the socio-economic develop and they continue to be law-abiding and to continue to be a force of peace and stability and prosperity,” he urged them. In a landmark decision on July 12, the Permanent Court of Arbitration (PCA) in The Hague said the Scarborough Shoal’s 12 nautical mile territorial sea is a common fishing ground for Chinese and Filipino fishermen. The Chinese coast guard has been blocking Filipino fishermen who try to go to Scarborough Shoal since 2013. Even with the PCA ruling, Filipinos were still barred by the Chinese from getting near the shoal. Earlier this month, China’s Supreme Court ruled that people caught illegally fishing in its waters could be jailed for a year. Presidential spokesman Ernie Abella has told Filipino fishermen to “proceed with caution” if they plan to go in the area. (MNS)
Duterte reiterates ‘No War Policy’ vs. China MANILA, Aug. 29 (PNA) – President Rodrigo Roa Duterte on Monday said that he wishes to seat in front of the Chinese Ambassador or his representative in order to lay down the Philippines’ position regarding the West Philippine issue (South China Sea) as he reiterated his stand for peace. President Duterte in his speech during the commemoration of the National Heroes Day at the “Libingan Ng Mga Bayani” in Taguig said “China, it’s not worthy, I don’t go to war.” The President said he wants the talks with China to prosper and will not do acts that may affect it. The Philippines through former President Fidel Ramos, who leads the panel for the talks with China, has met with Chinese officials recently to look into future discussion between the two countries on the West Philippine Sea issue. Earlier, the President said that the country will not open the topic on the South China Sea nor the arbitral decision so as not to affect the on going talks between the two countries. “I’ll keep silent now, and the ambassador is there. But I will state my case before you. I will never bring the matter, because it might lead only to the suspension of the talks with China,” Duterte said. He had also earlier intimated his objection to out-
siders meddling into the affairs of the country and the issue of the country with China is something personal to the two countries, reason it should be discussed only with China. Of the five siblings, only three survived: Gonxha; anolder sister, Aga, and brother Lazar, who described the family as well-off. Nikola was a contractor, working with a partner in asuccessful construction business. He was also heavilyinvolved in the politics of the day. Lazar tells of hisfather’s rather sudden and shocking death, which may havebeen due to poisoning because of his political involvement. Duterte vows to push ‘hard’ family planning MANILA, Aug. 29 (PNA) – With the country’s 100-million population still increasing, President Rodrigo Duterte vowed on Monday to push ‘hard’ a better family planning program of his government. ”I will push it hard, we need the family planning and we need to rational-
ize everything there,” the President said in his speech during the National Heroes Day celebration at the Libingan ng mga Bayani in Taguig City. Three days before his inauguration as the country’s 16th President last June 30, President Duterte laid out his family planning pro-
gram including a three-child policy. The President also intends to push aggressive campaign for the Reproductive Health Law that was signed in 2012 but implemented only two years later due to a restraining order from the Supreme Court. Actually, family planning
and population control is one of the economic agenda of the Duterte administration. The President has said the three-child policy will help improve the economy of the country. The government’s family planning program has been getting opposition from the Catholic church.
Middle-aged Australians caught in ‘unprecedented overdose crisis’: report MELBOURNE, Aug. 29 (PNA/Xinhua) – The number of middle-aged Australians dying from drug overdoses has tripled in the past decade, a new study has found. A report by Victoria’s Penington Institute found that eight out of every 10 overdose deaths in Australia in 2014 involved men and women aged between 30 and 59. The report revealed that the number of Australians dying from overdoses
in their 50s and 60s had tripled since 2004 and that prescription medication was responsible for 71 percent of drug-related deaths in Australia. In 2014, 1,136 Australians died of accidental overdoses, up from 705 in 2004, and that number is expected to exceed the national road toll for the first time in 2017. Of the 1,136 deaths, 342 involved men and women in their 40s, 304 involving
those aged between 30-39 and 238 for 50-59 year olds. Penington Institute CEO John Ryan said it was time for the Australian governments to acknowledge the epidemic and make significant fund available to combat it.“The data suggests older Australians are facing an unprecedented overdose crisis,” Ryan told news Limited on Monday. “If the current trend continues, in five years the age

MANILA, Aug. 28 (PNA) – The New Vois Association of the Philippines (NVAP) said on Sunday it is keenly waiting for the implementation by President Rodrigo R. Duterte of a nationwide no-smoking policy, just like what he did when he was Davao City mayor. The group noted that the distinct track record of the former city mayor in curbing smoking in Davao City is already enough to give them confidence in seeing a smokefree Philippines soon. They also recalled that during the last elections campaign period, the then Davao City mayor made a pronouncement that he would implement a no-smoking policy nationwide, including in enclosed public spaces such as bars and restaurants. NVAP President Emer Rojas said they continue to look forward on how the national government plans to finally implement a nationwide no-smoking policy. “We are hopeful that a comprehensive nationwide smoke-free policy will be adopted soon in order to provide immediate protection to the people’s health against the ills brought by smoking,” Rojas added. Aside from protecting one’s health, the anti-smoking advocate said having a nationwide smoking ban will also shield non-smokers from second-hand smoke. “Prohibiting smoking in public places would help curb the risks of second-hand smoke, which has been proven as equally harmful as puffing those death sticks,” Rojas stressed. Second-hand smoke is defined as the smoke that has been exhaled or breathed out by the person smoking. It is also the smoke that comes out of a lighted cigarette. Rojas noted that in the long run, implementing the smoking ban nationwide would help the country achieve one of the Sustainable Development Goals (SDGs) being pushed by the United Nations (UN).

Singapore health ministry reports 41 Zika locally transmitted cases MOSCOW, Aug. 29 (PNA/ Sputnik) – The Ministry of Health confirmed 41 cases of locally transmitted Zika virus infection in Singapore, according to official statement. Singapore’s Ministry of Health confirmed on Sunday 41 cases of locally transmitted Zika virus infection. “The Ministry of Health has confirmed 41 cases of locally transmitted Zika virus infection in Singapore. Of these cases, 36 were identified through active testing of potentially infected persons… They are not known to have traveled to Zika-affected areas recently,
and are thus likely to have been infected in Singapore. This confirms that local transmission of Zika virus infection has taken place,” the ministry said in a statement, posted on its website. According to the statement, 34 have fully recovered, while the other seven, who still have symptoms and are potentially infectious, are currently recovering at a hospital. All the confirmed cases are residents or workers at a single construction site, the Aljunied Crescent/Sims Drive area. The ministry pledged to continue screening of the
close contacts of confirmed cases, and continue to carry out Zika tests on those working at the affected facility and its neighborhood. The current Zika outbreak started in Brazil in the spring of 2015. It has since spread across the Americas, with cases having been reported in European and Asian countries as well. The virus is spread by the Aedes mosquito, which is common in tropical areas. Zika does not cause serious complications in adults, but is suspected of leading to severe brain defects and cases of microcephaly in newborns.
Acute Zika infection can damage nerves: study WASHINGTON, Aug 28 (PNA/Bernama) – For the first time, scientists have found that acute Zika virus infection can cause sensory polyneuropathy - degeneration of peripheral nerves that are associated with feeling, the Press Trust of India (PTI) reported. Concerned about the increasing number of neurological complications related to the Zika virus, the World Federation of Neurology (WFN) has recently established a forum to contribute expertise to the coordinated global response to the Zika crisis. A team of researchers, who were a part of the WFN Work Group, described the first case of sensory polyneuropathy associated with acute Zika virus infection. A large percentage of people suffering from Zika virus infections are asymptomatic or show only mild symptoms. However, potential neurological complications can be dramatic, researchers said. “Zika virus infection has become a new emergent
neuropathological agent with several neurological complications,” said John England, Chair of the WFN Work Group. “Outbreaks of Guillain Barre Syndrome (GBS) associated with Zika virus infections have been reported as well as a high occurrence of a syndrome associated with congenital Zika virus infection, mainly microcephaly with brain malformations,” said England, from the Louisiana State University Health Sciences Centre (LSUHSC) in the US. “Other neurological complications associated with Zika virus infections have also been reported such as meningoencephalitis, or acute myelitis,” he said. “Clinicians should be aware that Zika virus infection can also cause an acute infectious sensory polyneuropathy,” said Marco T Medina, from the National Autonomous University of Honduras. “Our patient is the first confirmed Zika infection case report associated with an acute sensory
polyneuropathy which began during the acute infectious phase,” said Medina, also a member of the WFN Zika Work Group. “This suggests a probable direct viral inflammatory process affecting sensory nerves, but an autoimmune etiology cannot be definitely excluded,” he said. Current WHO statistics reported an ongoing transmission of infections by mosquitoes in 70 countries and territories by the reference date of August 25, 2016, researchers said. Since February 2016, eleven countries have reported human-to-human transmissions with a high probability that these transmissions were sexual. Microcephaly and other malformations of foetuses that can be connected to a Zika infection have been recorded already in 20 countries. In 18 countries, there has been a striking increase in the number of cases of Guillain-Barre syndrome (GBS) or confirmed infections among GBS sufferers.

City of Carson says MTA’S Measure M is not transparent, files suit on behalf of taxpayers Declaring that Measure M, the MTA proposed transportation sales tax increase on the November 8, 2016 general election ballot, is misleading and unclear to taxpayers, residents and the general public, the City of Carson filed a lawsuit today, asking the courts for help. “The public deserves, and the law requires, a transparent, accurate description of tax Measure M, including spending priorities. At a minimum, state law requires the ballot label to disclose how much money Measure M will cost taxpayers every year—and it does not do that,” said G. Ross Trindle, III lead attorney for Carson and the other petitioning cities. “The public will not receive this essential information from
the Los Angeles County Metropolitan Transportation Authority’s current title and description of Measure M, which is critical for taxpayers to cast an informed vote.”” Measure M, on the November ballot would raise the LA County sales tax by one-half-percent, and to continue another earlier one-half-percent increase forever, which would have otherwise expired. The Measure requires a twothirds vote to pass and has already been the subject of controversy. Organizations representing over 40 Southeast and South Bay cities have officially gone on record opposing the Measure. And documents filed on August 19th at the County Registrar of Voters indicate
that numerous other community organizations such as the Bus Riders Union also oppose Measure M. “Measure M, proposed by the Metropolitan Transportation Authority, does not meet the simple test of fairness and equity,” said Albert Robles, Mayor of Carson. “But you wouldn’t know that from the current description of this Measure. Here is some of what’s missing that must be included for voters to make an informed decision: “Improvements to the South Bay Curve on the 405 freeway that impacts hundreds of thousands of residents will not be completed for at least 30 years; and it will take just as long for the completion of work at the 110/405 freeway interchange.

Ms. Paredes is a former secretary of President Manuel Quezon and has been a prominent member of the community for the past seven decades. The celebration was also part of the Philippines’ observance of National Language Month and History Month. “The month of August means many things to many people in many places. For Filipinos, the month of August is very significant. Filipinos celebrate Buwan ng Wika – National Language Month – under Proclamation No. 1041 of 1997 by
former President Fidel V. Ramos. The national commemoration used to beLinggo ng Wika, a week-long celebration that happened every August 13 to 19, coinciding with the birthday of former President Manuel L. Quezon, known as Ama ng Wikang Pambansa, or Father of the National Language, who was born on 19 August 1878,” said the Embassy’s Chargé d’Affairés, Minister Patrick Chuasoto, in his welcome remarks. “August has also been designated as ‘History Month,’ under Proclamation No. 339 signed by President Benigno Aquino III in 2012. cas Foundation, Inc., which co-organized the reception and accompanying exhibit, likened the evolution of the archives about Washington, D.C. Filipino communities to gardening. “The first garden seeds started to sprout around the late 1980s when I had the chance to interview my dad on Thanksgiving Day in 1988. The seedlings grew into an important labor of love that continues to this day,” Ms. Cacas said. “Discovering more seeds, I met more Filipino pioneer families, collecting more stories and photos. Today, almost five generations of Filipinos live and work in the DC area. But there are still a lot of people who have no idea that there was a vibrant Filipino community living here before World War II,” she further said.

S’mores Ice Cream Birthday Pie Prep time: 20 minutes, plus 8 hours 40 minutes freezing time Cook time: 2 minutes Serves: 12 Nonstick cooking spray 8 ounces milk chocolate, coarsely chopped, divided 2 1/4 teaspoons canola oil 30 chocolate wafer cookies pinch of salt 5 graham cracker sheets, broken into bite-size pieces 6 cups Breyers Natural Vanilla Ice Cream, softened 4 large egg whites 1/2 cup sugar birthday candles (optional) Lightly spray 9-inch springform pan with 3-inch high sides with cooking spray. In small bowl over simmering water, stir 3 ounces chocolate and oil until melted and blended. In food processor, grind chocolate wafer cookies into fine crumbs (about 1 1/3 cups). Add chocolate mixture and pinch of salt and pulse until moistened. Press crumb mixture
evenly onto bottom and 1 1/2 inches up sides of pan. Freeze for about 10 minutes, or until crust hardens. In large chilled bowl, fold graham cracker pieces and remaining chocolate into ice cream. Pour mixture into frozen crust and smooth top. Freeze for about 8 hours, or until ice cream hardens. Remove pie from pan and transfer to platter. Return pie to freezer. In large bowl, using electric hand mixer on medium-high speed, beat egg whites until foamy. Gradually add sugar and beat for about 5 minutes, or until firm glossy peaks form. Using large spoon, dollop meringue onto pie and spread decoratively, making sure no ice cream is exposed. Using kitchen blowtorch, torch meringue until browned all over. Freeze pie for about 30 minutes, or until meringue has stiffened. Decorate with lit birthday candles, if desired. Slice and serve immediately. Note: Pie, without meringue topping, can be made up to 1 week ahead, covered and frozen.
Brookie Cherry Ice Cream Sandwiches Prep time: 20 minutes, plus 2 hours 30 minutes freezing time Cook time: 25 minutes Serves: 8 1/2 pound fresh cherries, pitted and halved 2 tablespoons granulated sugar 1 tablespoon fresh lemon juice 4 cups Breyers Natural Vanilla Ice Cream, softened 3 cups confectioners’ sugar, sifted 1 cup natural unsweetened cocoa powder, sifted 4 large egg whites, at room temperature pinch of salt 1/2 cup walnut pieces, coarsely chopped nonstick cooking spray In small saucepan over medium heat, bring cherries, granulated sugar and lemon juice to simmer, mashing cherries with potato masher or fork to break up. Simmer, stirring frequently, for about 15 minutes, or until mixture thickens. Transfer to shallow container, cover and refrigerate until cold.
In large chilled bowl, fold cherry mixture into ice cream until blended. Cover and freeze about 2 hours, or until firm. Heat oven to 350 F. Line 2 large baking sheets with parchment paper. Meanwhile, in medium bowl, combine confectioners’ sugar, cocoa powder, egg whites and salt. Using electric hand mixer on low speed, beat for about 1 minute, or until just blended. Fold in walnuts. Immediately drop 16 mounds of batter onto prepared baking sheets, spacing evenly. Spray underside of spoon with cooking spray and spread mounds into 2 1/2-inch rounds. Bake 10-12 minutes, or until tops are shiny and cracked. Cool cookies completely. Scoop ice cream onto flat side of half of cookies. Place another cookie on top of ice cream and gently press down until ice cream spreads to edges. Return sandwiches to freezer for about 30 minutes to firm up before serving. Note: Brookies can be baked up to 1 day ahead, stored airtight at room temperature.
Roasted White Peaches with Honeycomb and Vanilla Ice Cream Prep time: 10 minutes, plus 20 minutes cooling time Cook time: 25 minutes Serves: 8 1 cup sugar, divided 1 lemon, zested 4 ripe but firm white peaches, halved and pitted 2/3 cup water, plus 2 tablespoons, divided nonstick cooking spray 1/3 cup honey 1 1/2 teaspoons baking soda 4 cups Breyers Natural Vanilla Ice Cream, divided Heat oven to 425 F. In small bowl, whisk 3 tablespoons sugar and lemon zest for about 1 minute, or until sugar is fragrant and moist. Arrange peaches, cut side up, in 13-by-9-inch baking dish. Pour water into dish. Sprinkle lemon sugar mixture over peaches and roast 25-30 minutes,
or until peaches are slightly softened and have released their juices. Meanwhile, lightly spray cooking spray on small baking sheet. In medium-heavy saucepan over high heat, bring remaining sugar, honey and 2 tablespoons water to boil, stirring constantly. Reduce heat to medium-high and cook, without stirring, about 5 minutes, or until candy thermometer reaches 305 F. Remove from heat and whisk in baking soda until blended and mixture begins to bubble. Gently pour hot mixture onto prepared baking sheet and cool. Break honeycomb into small pieces and reserve in airtight container. Spoon 1/2 cup ice cream into each of 8 bowls. Top with warm roasted peaches and warm juices. Sprinkle with honeycomb pieces and serve immediately. Note: Honeycomb can be stored in airtight container at room temperature for up to 3 days.
