Defense Secretary Voltaire Gazmin and Foreign Affairs Secretary Jose Rene Almendras joined President Aquino during his meeting with Carter.

The American defense chief, who arrived in the country on Wednesday, was accompanied by US Ambassador to the Philippines Philip Goldberg; Ambassador David Shear, US assistant secretary of defense; Eric Rosenbach, the defense secretary’s chief of staff; Brig. Gen. Eric Smith, senior military assistant to the defense secretary; and Peter Cook, Pentagon Press Secretary and chief spokesman for the Department of Defense.

CROW VALLEY, TARLAC, April 14 (PNA) – Since the US and the Philippines are key military allies in the Pacific Region, a ranking American military official expressed willingness to share his country’s sophisticated weapons.

“You know the truth to the matter is that we are allies and so you know as allies we need to work together and i think that we’ll be more happy than happy to share,” US “Balikatan” exercise director Lt. Gen. John Toolan said.

However, he did not disclosed what weapons the US military is willing to share with its Filipino allies.

In Thursday’s live-fire exercise at Crow Valley, Capas, Tarlac, Philippine “Balikatan” exercise director Vice Admiral Alexander Lopez expressed his admiration of the US HIMARS weapons system.

No ISIS presence in PHL: PNP

US-based think tank lists PHL among Asia’s investment hotspots MANILA, April 14 (PNA) – United States-based think tank IHS Global Insight has listed the Philippines as one of the top ten foreign direct investment (FDI) destinations in Asia.

The Philippines is joined by other Southeast Asian countries which are also projected by IHS to be the FDI hotspots in the region including Indonesia, Vietnam, Myanmar, Malaysia, and Thailand.

IHS also listed China, India, Sri Lanka, and Bangladesh as top FDI destinations in the region.

“A key source of strength for Asia Pacific is the rapidly growing size

It is a US light multiple rocket launcher mounted on a standard Army medium tactical vehicle truck frame.

Around six HIMARS practice rockets were fired during Thursday’s live-fire exercises which also demonstrated the American’s M-777 towed 155mm howitzers.

It is the second time HIMARS was fired in Crow Valley, with the first being on April 4 where six reduced-range practice rockets were fired.

“Well you have seen the capability of the HIMARS, we need this kind of capability you know so that we can raise the skills and the respect for your Armed Forces, not only for the Philippines but within our region,” Lopez said.

HIMARS can engage targets up to 300 kilometers and estimated to cost around USD5 million per platform.

MANILA, April 14 (PNA) – The Philippine National Police (PNP) assured the public that they have not monitored any presence of the terrorist group Islamic State of Iraq and Syria (ISIS) in the country.

This was confirmed by PNP spokesperson Chief Supt.

Wilben Mayor on Thursday.

According to Mayor, they are continuously validating the reports in social media that the group is behind the encounter in Basilan last April that killed 18 soldiers and injured 56 others.

Mayor further stressed that the PNP has not yet received any information on the is presence of ISIS members in the country, adding that the police continues its intelligence operations. With this, he said the PNP strengthen its coordination with the Armed Forces of the Philippines, particularly in intelligence sharing.

Earlier, Mayor said that the Directorate for Operations (DO) has already directed all units to be alert and vigilant.

He also assured the public that the PNP is ready for response through intensified police visibility and strengthened operations. (PNA)

Are you in Chapter 13 repayment plan?

Our office get many questions on the consequences of being in a Chapter 13 repayment plan. Here are a few more: Q: Can I sell a car which secures a debt being paid by my Chapter 13 plan?

A: The short answer is “yes”, but it may not be practical. If you do sell a vehicle which is being paid by the plan, the debt secured by the vehicle will no longer have to be paid in the plan. However, payments will still go to the secured creditor unless you modify the plan. You may ask that your plan be modified to remove the car payment, which may allow the plan to be reduce in length or the amount of payments. Even if you modify your plan, you will still be required to contribute your disposable income to the plan during the first 36 months.

It has been our experience that it is usually not practical to sell a vehicle being paid for by the plan. It is rare that a vehicle is worth more than the balance owed on the loan.

In order to sell the vehicle, the full balance owed to the creditor must be paid—not the reduced amount that must be paid to the creditor under the plan. The full balance is greater than a buyer would be willing to pay.

If you decide that you no longer want the vehicle, it is generally possible to give it back to the creditor even if you cannot find a buyer. In that case the plan can usually be modified to remove payment of the vehicle from the plan and possibly reduce the length of the plan or the amount of the payments.

Q: Can I pay off my Chapter 13 plan early?

A: You can pay ahead a few months on your plan without any problems. Whether you can pay the entire balance of you plan off depends on how many months you are into your plan, and how much of the debt your plan actually pays: You can if your plan pays off 100% of all of your bills. If your plan pays all of the creditors 100% of the debt, you can pay off your plan at any time.

Most Chapter 13 plans significantly reduce the amount of money you have to pay back to creditors in order to discharge all of your debts.

You may not be able to if you have completed less than 36 months of your plan. If you have completed less than 36 months of your plan, the Chapter 13 trustees may object to an early payoff.

This is because § 1325(b) of the code allows the Trustee and unsecured creditors to require that debtor pay all of their projected disposable income for three years into the plan.

The trustees that object to early payoff believe that they should be able to increase the amount paid into

the plan if the debtor’s disposable income increases during this three year period, and if an early payoff is allowed they will not be able to do this.

However, a number of cases supported the granting of a discharge where the plan has payments are made earlier than the 36th month: Matter of Casper, 154 B.R. 243 (N.D.Ill. 1993) [Debtors discharged their obligation under plan by paying to trustee sufficient funds to cover the 10% owed on unsecured creditors’ claims as provided by plan; trustee’s subsequent motion to modify plan was denied.]

In re Smith, 237 B.R. 621 (Bkrtcy.E.D.Tex. 1999) [Debtor was entitled a discharge once she used gift from her family to make lump sum payment of all monies due and owing and expected to be paid under her plan even if received several months before minimum 36-month term of plan.]

In re Easley, 205 B.R. 334 (Bankr.M.D.Fla. 1996) [Debtor moved to accelerate plan payments, using money loaned by debtor’s parents and the Trustee objected.

The court held that debtor was not required to increase plan payments with loaned funds.]

Matter of Koerperich, 5 B.R. 752 (Bkrtcy.D.Neb. 1980) [Debtor who files a zero-payment plan has completed the “payments under the plan” and is eligible for a discharge.]

Since the bankruptcy reform act of 2005, Courts have been willing to allow debtors to refinance their properties and use the funds to pay off chapter 13 plans early. However, there are many interpretations of the rules involved, and it also varies from Judge to Judge.

Ask your attorney to be sure. If you are in the 36th or later month of your plan, the Chapter 13 trustees will usually accept payment of the balance of the plan payments at any time.

Napoles, Masbate Gov. Lanete granted bail MANILA, Apr 13 (Mabuhay) – The Fourth Division of the anti-graft court Sandiganbayan has allowed businesswoman Janet Lim-Napoles and Masbate Governor Rizalina Seachon-Lanete to post bail for their plunder case in connection with their alleged involvement in the pork barrel scam.

“Wherefore, considering that there is a finding that the evidence of guilt of accused Lanete and accused Napoles is not strong for the reasons cited above, the respective applications for bail of accused Lanete and Napoles are hereby granted,” the dispositive portion of the ruling read.

The full copy of the ruling promulgated by the Fourth on April 12, has yet to be released to the media as of posting time.

The court set the bail for each accused at P500,000.

Lanete and Napoles are facing plunder and graft cases before the Fourth Division for the alleged misuse of the former’s Priority Development Assistance Fund (PDAF) or pork barrel during her term as a Masbate representative.

Malacañang happy over WB’s growth projections for PHL

MANILA, April 12 (PNA) – Malacañang is elated over the World Bank (WB) forecast saying the Philippine economy is expected to sustain its strength at least until 2018.

In an interview over state radio station DZRB Tuesday, Presidential Communications Operations Office (PCOO) Secretary Herminio Coloma Jr. cited that the multilateral lender is firm on its projection about the strong expansion of the economy, which is seen to grow by 6.4 percent this year and 6.2 percent in 2017.

He said this forecast makes the Philippines one of the fastest growing economy among the members of the Association of Southeast Asian Nations (ASEAN) in the next three years.

The WB, in its East Asia and Pacific Economic Update released April 11, 2016, said the domestic economy,

along with Vietnam, remains to have the strongest growth prospects among ASEAN economies.

It attributed this projection to several factors like the existing pipeline of public-private partnership (PPP) projects, election-related spending, diversified exports, lower global commodity prices and strong private investment. Coloma said what is notable in the forecast is the fact that domestic growth is seen to be sustained beyond 2016, sans the election spending factor.

This, he pointed out, shows that the economy’s foundation is really stronger now and macroeconomic fundamentals are firmer than ever, making the country more attractive to investors. “Kaya’t ito ang nagbabadya sa mas maunlad na kinabukasan para sa ating bansa (And this indicates a more progressive future for the country,” he said.

MANILA, April 13 (PNA) - The Philippines still have buffers to counter the declining remittances in some Asian economies, a Moody’s Investors Service report said.

For one, the country has diversified areas where Overseas Filipino Workers (OFWs) work and they also have diversified skills, it said.

Even as share of OFW remittances from oil-producing Gulf Cooperation Council (GCC) countries account for 31.7 percent of the total, next to US’ 34 percent, growth of remittance inflows from the US is seen to counter this if the world’s largest economy recovers further.

Occupational profile of workers is also a plus for the Philippines, it said, citing that OFWs are engaged in domestic work, hospitality, medical services and engineering.

“Workers in such professions are much less likely to see an impact from the slowdown than those in the construction or oil and gas industries,” it said.

The report said deceleration of remittance growth and inflows will likely affect two channels namely the countries’ balance of payment (BOP) position and foreign reserves.

It said countries like Sri Lanka, Bangladesh and Pakistan will be affected by these but not much India and the Philippines since although these two are among the top five remittance recipients globally in dollar terms, they “are more resilient to the slowdown because of other buffers, both domestic and external.”

Bangko Sentral ng Pilipinas (BSP) data show that as of end-March 2016, the country’s gross international reserves (GIR) reached USD 82.6 billion, enough to cover 10.3 months’ worth of imports of goods and payments of services and income.

The country’s BOP position, which is the summary of the country’s total transactions with the rest of the world, as of end-February 2016 stood at a deficit of USD 1.13 billion due to the impact of volatilities both in the domestic and global financial markets.

The central bank has set its 2016 BOP surplus target at USD 2.2 billion.

The country ended 2015 with a BOP surplus of USD 2.6 billion, higher than the USD 2 billion target for the year.

And even as slower remittance inflows is seen to impact on domestic consumption, the report said the Philippines business process outsourcing (BPO) sector remains strong and is seen to counter the slack in remittance-fed consumption.

Also, it noted that since GCC currencies are pegged against the greenback, some countries like the Philippines will benefit from local currencies’ depreciation since “each dollar sent buys more local currency.” (PNA)

DFA warns PHL diplomats: Don’t campaign on social media MANILA, Apr 14 (Mabuhay) – The Department of Foreign Affairs has reminded Filipino diplomats to maintain its political neutrality and to avoid campaigning for candidates, particularly on social media, warning that such action is an election offense punishable by law.

A memorandum dated April 12, 2016 was issued to Philippine Foreign Service posts, officials and personnel in Manila by Foreign Undersecretary and concurrent Chairman of the Overseas Voting Secretariat Rafael Seguis for them to strictly adhere to the joint circular of the Civil Service Commission and the Commission on Elections on March 29, 2016 and a separate Civil Service Commission resolution issued on the same date.

“All posts are hereby reminded all DFA officers, personnel and those who are deputized to discharge the duties of various electoral boards for overseas voting to remain apolitical and refrain from electioneering activities,” the memorandum said.

The Civil Service Commission’s March 29, 2016 resolution states that “no officer or employee in the civil service shall engage, directly or indirectly, in any electioneering or partisan political activity.”

Engaging in partisan political activity as defined by the joint ComelecCSC resolution “refers to an act designed to promote the election or defeat of a particular candidate or candidates to a public office.”

In a separate interview, Seguis said he issued the reminder to all Foreign Service Posts and in the Home Office after receiving reports that some diplomats are allegedly engaging in partisan political activities, specifically on social media.

BOC sues importers of Thai rice, Peking duck for smuggling MANILA, Apr 14 (Mabuhay) – The Bureau of Customs on Thursday filed separate smuggling-related complaints against two companies for illegally importing Thai rice and Peking duck.

The combined value of the shipments was placed at more than P72 million.In the first complaint filed with the Department of Justice in Manila, the BOC charged officers of Calumpit Multi-Purpose Cooperative for bringing in Thai white rice valued at P68,380,000.00. The bureau claimed the rice shipment was without any matching import permit.

The respondents were charged with violating Section 3601, in relation to Sections 101 and 2530 of the Tariff and Customs Code of the Philippines.

Among the company officials charged were Magdalena Salgado, chairperson; Lolita Tesalona, vice chairperson; board secretary Juliet Gallema, treasurer Christina Manlangit, and members of the board of directors Wilfredo Navarro, Leah Wilang, Crecencio Refuerzo, Simeon Gamino, Carlito Villanta, Candida Umalla, Norma Reyes, and Eufemia Ramos.

Lopez, veteran immigration lawyer, dies in car accident LOS ANGELES – Filipino-American immigration lawyer Atty. Luisito L. Lopez, died on Tuesday, April 5, after a car accident while on his way to visit a client in an immigration detention facility in Eloy, Arizona.

He was 76.

Lopez’s eldest daughter Rose, who was driving the Honda Odyssey van, was seriously injured and is now recuperating at a hospital in Phoenix, Arizona.

For more than four decades, Lopez, who was born in Guagua, Pampanga, fought for people of different races in the United States, and won numerous difficult cases in immigration courts in Los Angeles, San Diego and other cities in California, Connecticut, Chicago, and in Phoenix and Eloy in Arizona.

Lopez received his law degree from the San Beda College of Law and taught law at the University of the East before immigrating to the US in 1972. He was an active member of the American Immigration Lawyers Association (AILA) and the America Bar Association (ABA).

Lopez also championed the cause of Amerasian children, particularly those born in the Philippines and fathered by US servicemen who, he noticed, were specially excluded from the United StatesAmerasians Immigration Act of 1982 that allowed the children born in Vietnam, Loas, Cambodia and Korea to immigrate to the United States simply because “the Philippines was not part of the war zone.”

Because of his display of selflessness, on January 21, 1997, U.S. Senator San Inouye (D-Hawaii) introduced Senate Bill 111. It passed into law, and some 50,000 Filipino children will be able to immigrate to the US. Lopez resided in San Pedro, California and had offices in Carson and San Bernardino, California.

His remains will lie in state at the Forest Lawn Glendale, Church of the Recessional, at 1712 S. Glendale Avenue, Glendale, CA 91205. Viewings are scheduled on Wednesday (April 20), 6-9 p.m.; Thursday (April 21), 5-9 p.m.; and Friday (April 22), 6-9 p.m.

Funeral services will be held on Saturday, April 23, after a 9 a.m. mass at the Holy Family Catholic Church in Glendale.

Roxas tells allies, party-mates he will win MANILA, Apr 14 (Mabuhay) – Despite trailing in the pre-election surveys, administration standard bearer Manuel “Mar” Roxas II on Thursday said he will win in the presidential race come May 9.

Addressing his Liberal Party party-mates in and allies who gathered at Club Filipino in San Juan, Roxas said: “Magtiwala tayo sa ating mga kababayan dahil pipiliin nila ang tama. Tayo ang mananalo.”

“Mananalo tayo dahil hindi tayo corrupt, mananalo tayo dahil hindi tayo astang diktador, at mananalo tayo dahil tayo ay Pilipino. Marangal tayo, disente tayo, tayo ang mananalo,” Roxas added in what could be taken as potshots to his opponents.

Roxas is statistically tied with Vice President Jejomar Binay in the latest Pulse Asia survey that showed Davao City Mayor Rodrigo Duterte pulling away from Senator Grace Poe to gain the top spot.

Roxas also reiterated his campaign promises from modern infrastructure to improved social services, including the addition of two million poor households as beneficiaries of the Pantawid Pamilyang Pilipino Program.

All the senatorial candidates of the Daang Matuwid coalition were present except for Senator Panfilo Lacson.

Geraldine Roman, a transgender and LP candidate for the congressional district of Bataan, meanwhile took an apparent swipe against Duterte during the gathering.

“When you are running for the presidency, you have to serve all of us. Hindi lamang ‘yung so-called macho at babaero. You have to serve all of us including the LGBTs,” she said.

According to PNP spokesman Chief Supt. Wilben Mayor, there are units that are specifically assigned for the May 2016 polls while other units are designated to look into their anti-criminality campaign.

What immigration benefits are available to same sex marriages post DOMA? On June 26, 2013, the US Supreme Court struck down section 3 of the Defense of Marriage Act (DOMA) as unconstitutional in the landmark case US. V. Windsor. The BIA shortly thereafter issued a decision in Matter of Zeleniak holding that DOMA is no longer an impediment in recognizing same-sex couples under the immigration and Nationality Act. Matter of Zeleniak, 26 I&N Dec. 158 (BIA 2013). This means a same-sex marriages are now valid for immigration purposes as long as the marriage is recognized in the â&#x20AC;&#x153;place of celebration.â&#x20AC;?

This means a same- sex marriage is valid for immigration purposes even if the couple intends ultimately to reside in one of the 37 states that do not recognize same-sex marriages as long as it was valid in the place of celebration. The same-sex marriage is valid even if the applicant is applying in a country in which same-sex marriage is illegal.

In the area of immigrant visas, a same sex US Citizen spouse or legal permanent resident spouse may now

petition for an immigrant visa for their spouse as long as the marriage was valid in the place of celebration.

Validity of the marriage is not based on the place of domicile.

Stepchildren acquired through the same sex marriage can also qualify under the same requirements as stepchildren acquired through opposite sex marriages. Same sex spouses and qualified children or step children can also qualify as dependents of employment-based categories and family-preference categories as derivatives.

Same-sex partners off US citizens may also apply for K-1 fiancĂŠ non-immigrant visa the same way opposite sex partners may petition for a fiancĂŠ visa. The same sex US Citizen spouse may then file an im-

migrant petition and adjustment of status after the fiancĂŠ enters the US and marries the US citizen spouse.

Widows and widowers of same-sex spouses can also qualify for immigration benefits under INA 204(l).

Generally, this is done by filing a self-petition within two years of the death of the US citizen same sex spouse.

In the area of non-immigrant visas, same-sex spouses and their children are now eligible for non-immigrant visa as a derivative. Same sex spouses and their children can qualify as derivatives in non-immigrant visas including H , E , L , O , R visas, etc.

For aliens with final removal orders issued prior to the Windsor decision, the recognition of the validity of same sex marriage makes available new relief for their case.

It may be possible to file a motion to reopen the deportation/removal case even if the removal order was issues past 90 days.

Crime trend down due to â&#x20AC;&#x2DC;Oplan Lambat-Sibatâ&#x20AC;&#x2122;: PNP MANILA, April 14 (PNA) â&#x20AC;&#x201C; The Philippine National Police on Thursday announced that Metro Manilaâ&#x20AC;&#x2122;s crime volume continuously decreased from the second semester of 2015 until the first week of April 2016 compared to the first Semester of 2015 due to the successful implementation of â&#x20AC;&#x2DC;Oplan Lambat-Sibatâ&#x20AC;&#x2122;.

According to PNP spokesperson Chief Supt. Wilben Mayor, the PNP Directorate for Investigative and Detective Management (DIDM) has recorded a 48-percent decrease in crime trend from 635 weekly average incidents

during the first semester of 2015 down to 331 weekly average incidents from the second semester of 2015 until the first week of April.

Mayor also noted that since Chief PNP Director General Ricardo Marquez assumed post in July 2015, the strengthened â&#x20AC;&#x2DC;Oplan Lambat-Sibatâ&#x20AC;&#x2122; has led to the decrease in robbery and theft cases from 419 weekly average incidents during the first semester of 2015, going down to 213 weekly average incidents from the second semester of 2015 until the first week of April. The DIDM also recorded a 75-percent decrease in car-

napping incidents from 16 cases down to 4 incidents; and 64-percent drop off in motorcycle-napping from 45 incidents to only 16 incidents of the same period. On the other hand, the programâ&#x20AC;&#x2122;s success in NCR prompted the PNP leadership to cascade Oplan Lambat-Sibat in Regions 3 and 4A in January 2015.

In Police Regional Office 3, the DIDM recorded a decrease of 33 percent from 236 weekly average crime incidents recorded from Jan. 5, 2015 to March 6, 2016 down to 159 incidents from April 4-10, 2016.

Meanwhile, in PRO 4A, the DIDM

recorded a decrease of 23 percent from 251 weekly average crime incidents in Jan. 5, 2015 to March 6, 2016 down to 194 weekly average incidents from April 4-10, 2016.

It was recalled that Marquez ordered the deployment of more police personnel in the streets to increase police presence nationwide. Thus, it has made a positive difference in police operations keeping criminals at bay especially in crime prone areas and has helped the implementation of the PNPâ&#x20AC;&#x2122;s anti-crime strategy, â&#x20AC;&#x2DC;Oplan Lambat-Sibatâ&#x20AC;&#x2122;, achieve impressive results to date.

Poe to appoint Duterte crime czar if elected president

MANILA, April 14 (PNA) – If elected president, Senator Grace Poe will appoint closest rival Davao City Mayor Rodrigo Duterte as crime czar.

This was the reaction of Poe when asked for comment on Duterte’s statement that he will offer the tourism post if he will win in May 9 elections. ”Well, thank you for his offer.

In exchange, I want to offer to him the position as crime czar because of what he said that he will finish the problems of criminality in six months,” Poe said in a media interview during a campaign sortie in Baseco compound in Tondo on Thursday.

Poe has been mentioning the name of former military Col. Ariel Querubin as her crime czar if she will prevail as the 16th president of the country. ”He (Querubin) said he will give

Sluggish global economy could have negative impact on US

WASHINGTON, April 13 (PNA/ Xinhua) â&#x20AC;&#x201C; The external shock by a sluggish global economy could spark ripple effects in the US economy and have a negative impact, US-based experts warned.

This comes as the International Monetary Fund (IMF) on Tuesday slashed its global growth forecasts for the fourth time this year â&#x20AC;&#x201C; to 3.2 percent from 3.4 percent in January â&#x20AC;&#x201C; citing factors such as sluggish advanced economies and low oil prices.

The IMF, whose spring meetings are to be held in Washington D.C., capital of the United States, later this week, warned of widespread risks of economic stagnation and vulnerability to shocks such as geopolitical conflicts and currency depreciations. â&#x20AC;&#x153;The US is very much integrated into the global economy both through trade as well as through international financial markets.

As such, the global economic and financial market outlook has a large bearing on the US economic outlook,â&#x20AC;? American Enterprise Instituteâ&#x20AC;&#x2122;s resident fellow Desmond Lachman told Xinhua. Everything depends on how severe is the global slowdown and whether or not global financial markets get hit by a shock coming from such as the â&#x20AC;&#x153;Brexit,â&#x20AC;? a British exit from the European Union, Lachman said, referring to a referendum to be held in June in the United Kingdom to determine if it should leave the EU. Indeed, the IMF said Tuesday that a so-called â&#x20AC;&#x153;Brexitâ&#x20AC;? would disrupt trade ties and cause â&#x20AC;&#x153;major challengesâ&#x20AC;? for the UK and for the EU. If any of those events were to occur, the US economy would certainly feel the impact, Lachman said.

When asked about the worst case scenario, Lachman said it would be that the US economy gets hit by an external shock like â&#x20AC;&#x153;Brexit.â&#x20AC;? â&#x20AC;&#x153;The reason that I worry about the rest of the global economy is that at present we have an unusually large confluence of external risks, very high debt levels in a number of key countries, and limited room for policy reaction to an external shock,â&#x20AC;? he said. â&#x20AC;&#x153;For that reason, I believe that the Fed is right not to rush into raising US interest rates,â&#x20AC;? he said, referring to the US Federal Reserveâ&#x20AC;&#x2122;s reluctance to boost interest rates.

Many caregivers are overworked and underpaid and some even work 24 hours a day. Throughout the years of representing caregivers, I have come to realize that caregivers are often some of the most underpaid and overworked employees in the state.

Take for example a caregiver working a 24-hour shift. Under the new law, and with Californiaâ&#x20AC;&#x2122;s recent minimum wage increase to $10 an hour, the minimum daily wage a caregiver must receive for a 24-hour shift is $315. We have found many caregivers earn substantially less, often struggling to survive and pay bills on what amounts to a poverty wage. Employers often exploit caregiversâ&#x20AC;&#x2122; natural concern for their clients and trick them into accepting a very low wage daily wage or monthly salary.

Often caregivers will not ask for a fair wage or leave for a better job.

Many caregivers are afraid to come forward because they do not want to upset their clients or fear retaliation.

In my opinion, these are not good reasons to accept an unfair wage and become the victim of wage theft.

We have found that the employers often reap hefty profits by exploiting and underpaying the caregivers they employ. We have found that the family and children of elderly dependents often underpay caregivers to ensure they receive a hefty inheritance.

California law allows caregivers to recover unpaid wages even if they do not have proof of their hours, were required to sign phony and inaccurate time records, or forced to sign false agreements claiming they are â&#x20AC;&#x153;independent contractorsâ&#x20AC;?.

California law requires the employer to keep accurate time records and to record all hours worked by employees. An employee can estimate his or her hours when it is clear

that the employer has not kept any time records at all, or when the employer has kept inaccurate or phony time records. Even if a caregiver has signed an â&#x20AC;&#x153;independent contractorâ&#x20AC;? agreement, in many circumstances a claim can still be pursued. We have seen this time and time again.

The Glendale High School Coed Dance Team composed of a total of 68 student participants, (52 girls, 16 boys), of which more than 30 are Filipinos, recently won five titles/ awards at the recently-concluded United Spirit Association’s National Championship at the Anaheim Convention Center on March 17th.

Through the outstanding leadership of their award-winning coach, Kelly Palmer, who has coached the Glendale High School team since 1997, this marks her 20th year in coaching the team. She has brought Glendale High School the prestige of bringing 60 award/titles such as: Small Military, Large Military, Coed Dance, All Male Category, Hip Hop, Small Lyrical, Dance Drill and Pom..

Ms. Palmer supervises a staff of 12 men and women, all of whom graduated from Glendale High School.

To be considered to work under her award-winning team, Kelly requires her applicants to be in their senior year and they’re hired based on their ability to choreograph, manage and problem solve.

Also granted bail by the Fourth Division was dismissed Masbate governor Rizalina Seachon-LaĂąete.

The court said the prosecution was not able to prove that LaĂąete received P50 million in kickbacks from Napoles. Plunder requires a threshold amount of P50 million.

The prosecution also admitted that the two have never met personally.

Napoles has been accused of creating bogus non-government organizations and working with lawmakers to access the now defunct Priority Development Assistance Fund for kickbacks.(MNS)

Despite repeated raids, contraband still seized in 28th Oplan Galugad at Bilibid MANILA, Apr 13 (Mabuhay) â&#x20AC;&#x201C; Despite regular raids in the past weeks, weapons and assorted contraband were still confiscated during Wednesdayâ&#x20AC;&#x2122;s sweep of the maximum and minimum security compounds inside the New Bilibid Prison (NBP) in Muntinlupa City.

Among those seized by Bureau of Corrections (BuCor) personnel during its 28th Oplan Galugad were airsoft guns and bladed weapons.

BuCor personnel seized six cellphones, three sharp objects and illegal appliances in its first operation at the minimum security compound, which houses prisoners with less than two years left in their sentences.

Meanwhile, four cellphones, two airsoft guns and 15 illegal weapons were confiscated inside the Building 2-A Quadrant 4 of the maximum security compound.

The BuCor also raided the former room of convicted drug convict Tony Co inside Building 14.

BuCor personnel found one of the airsoft guns inside the staircase of one of the sheds along with 60 rounds of ammunition for calibre

38, 45, and 9mm pistols. Ten rounds were also found hidden inside foot socks.

A vault was found locked in one of the rooms in Building 2-A. When opened, authorities found a sex toy in it. Security was tight inside the maximum security compound even to members of the media during the raid.

NBP Superintendent Richard Schwarzkopf said owners of the seized contraband would face additional criminal charges. Owners of cellphones and appliances, meanwhile, would be asked to perform community service.

Schwarzkopf said the BuCor will not stop with its Oplan Galugad until all contraband have been confiscated even if it means inspecting each of the shed in the compound.

He, however, did not say if administrative charges would be filed against prison guards.

All contraband remain in storage at the NBP Multi-purpose Gym while confiscated illegal drugs were turned over to the Philippine National Police Crime Laboratory.

Caller: I am going to retire and would like to have some more equity and cash flow to retire comfortably. I was introduce to buy some stocks and precious metal to start a portfolio for retirement? How much do you think I can cash out and do you think this is a smart move as a person that will be retiring soon.

Ken Go: You currently are living very comfortably with a supplemental retirement income and a job that you have held for many years, therefore once you retire you will also receive a descent pension to help with maintaining the same lifestyle you have. This stock and precious metal portfolio that was introduce to you will require you to take our about 35% of your equity from your house. That will in return increase you monthly mortgage and bring you back to a 30 year mortgage loan. When I ask you about your knowledge of stock, bonds, gold, silver etc. you cannot convince me that you know enough to stake your retirement savings into it! If you have not been involved in it prior and if you donâ&#x20AC;&#x2122;t understand PE ratios, you donâ&#x20AC;&#x2122;t understands what drives the metal prices up or down? How can you trust some guy that is going to take 35% of your equity to invest and play with as if it was their own money. I would strongly suggest you

think twice and hard about this and make sure you take a very serious crash course in this subject. Last thing is to trust a unknown person with your hard earned money. House panels approve bill creating Quezon-Bicol Expressway MANILA, April 13 (PNA) â&#x20AC;&#x201C; The development and progress among regions in Southern Luzon is expected to be enhanced by a bill seeking to establish the Quezon-Bicol Expressway, which has already been endorsed for plenary approval.

The House Committees on Southern Tagalog Development chaired

by Rep. Isidro S. Rodriguez Jr. (2nd District, Rizal) and on Appropriations chaired by Rep. Isidro T. Ungab (3rd District, Davao City) have both approved House Bill No. 6475 or the proposed â&#x20AC;&#x153;Quezon-Bicol Expressway Actâ&#x20AC;? and have endorsed it for plenary passage.

The bill substituted HB 5623 authored by Rep. Scott Davies S. Lanete (3rd District, Masbate) and HB 3741 by Rep. Aleta C. Suarez (3rd District, Quezon).

It provides for the creation of the Quezon-Bicol Expressway (QuBEx) which shall be financed, constructed, operated and maintained by a grantee, offeror, consortium or proponent, under and by virtue of Republic Act No. 6957, as amended by R.A. 7718, otherwise known as the Build-Operate-Transfer (BOT) Law. The QuBEx shall link the province of Quezon with the Bicol Region starting from Malicboy, Quezon and terminating in Sorsogon.

The Department of Public Works and Highways (DPWH) Engineering District concerned shall construct the connect road for the purpose of linking the terminus of the SLEX Toll Road 4 (TR4) in Lucena City and the entrance of the QuBEx in Malicboy. The DPWH shall be the lead implementing agency of the Act. The amount necessary to defray the cost of undertaking and completing the feasibility study of the project and other activities relative thereto shall be included in the General Appropriations Act (GAA).

I realize that this person is dealing with an out of state company that operates differently with California licensing guidelines. First, itâ&#x20AC;&#x2122;s good to ask for a Estimated Closing Statements that is usually provided once you have open and escrow for refinancing a property. A GFE ( Good Faith Estimate) is no longer being used after Oct of last year due to government changes in disclosure, now we only use LE ( loan Estimate) which is much easier to understand and compare. APR ( Annual Percentage Rate) is the rate

for the first years payment calculated with your initial cost of the finance not including reoccurring cost for taxes, interest and insurance. Now, how I always like to quote my clients is to disclose all fee breakdown and disclose the actual rate of interest for the term of the loan. Ever since I started this business I always thought that APR disclosures are confusing to a lay person and is a way for crooked loan brokers to manipulate upfront rate disclosures to clients. I always guarantee my fees ( if there is any, usually for refinancing its zero) and actual rates in writing or in a form of an email. I will also confirm once a loan is formally locked in to assure the clients that they wonâ&#x20AC;&#x2122;t be subject to rate change if the market goes up.

Investing in the future with vaccine Duterte, Bongbong top surveys

MANILA, April 13 (PNA) -- The government cannot turn its back and close its eyes to vulnerable families needing protection against dengue and this is the reason why the Department of Health (DOH) is investing in vaccines and vaccination programs to curb the incidence of vaccine- preventable diseases.

This is the gist of the statement of Health Secretary Janette L. Garin when she launched this month the first-ever free public immunization program for dengue fever in the country at a public elementary school in Marikina City.

The free Dengvaxia immunization program seeks to administer to a million schoolchildren the world’s first licensed vaccine against a mosquito-borne disease that the World Health Organization (WHO) estimates affects 390 million people a year globally.

“Masakit mang aminin, meron at meron pa ring namamatay dahil sa dengue at di pwedeng pumikit ang gobyerno at di pwedeng talikuran ng departamento (DOH) ang panahon at sitwasyon kung saan kayo (mahihirap na pamilya) ay nangangailangan,” Secretary Garin said.

According to the DOH chief, “delaying the act of giving the free vaccine” is something that they cannot afford to do because they believe that such programs have great impacts on the lives of the Filipino children who deserve to be protected and cared for.

It can be recalled that under the Health Agenda of the administration of President Benigno S. Aquino III, the government is investing on various vaccination programs through the school-based immunization, aside from the regular immunization programs being done to those not in school-age population through government health centers/clinics.

The immunization programs being given in the health centers not only to children but also to pregnant women and senior citizens are part of the goal of enhancing prevention of diseases to minimize the cost of health care and treatment in order to fit also with its promise of not leaving behind, especially the poor or marginalized sectors, in reaping the fruits of economic development.

“Hindi po tayo magpapahuli dahil ang buhay ng ating kabataan ang nakataya dito,” Secretary Garin said in her speech delivered at Parang Elementary School in Marikina City last April 4.

In the same occasion, she also gave various presentations on why there is a need for dengue vaccination and some clarifications to those who are criticizing the said program which targets nine-year-old grade 4 pupils in the National Capital Region, Calabarzon and Central Luzon.

Children studying in public schools in the mentioned regions become the target for the program because said areas recorded high incidence of dengue cases in the past years.

Prior to the availability of the Dengvaxia vaccine, there is no prophylactic medicine against dengue disease.

Parents or relatives of children who got sick of dengue before had even gone to a sort of “painful nightmare” that they dubbed themselves with “dengue phobia” (fear of dengue) because of the emotional and financial burden that it could cause to a family, especially those whose income is not even enough to sustain the cost of hospitalization, medicines and carry some consequences such as loss of productivity because they need to get absent from work.

The outpouring support for presidential aspirant Davao City Mayor Rodrigo Duterte has been getting from people all over the country is an indication that voters have gotten tired of corrupt and incompetent politicians that dominated Philippine politics for years. Come election day, these corrupt and incompetent politicians will be rejected by Filipinos who are hoping for a radical change on the system on how the Philippine government should be managed.

Filipinos must have come to realize that after so many years since the downfall of President Ferdinand Marcos in 1986, the government has failed to improve their livelihoods.

I still remember the time when thousands of people were jumping for joy after the Marcos family left Malacañang.

Those people were hoping for reforms as well as the prospect of having a rosy economic future for the country. Too bad, it never happened up to this day. Some are even saying that corruption in the government is more pervasive compared to the Marcos era.

From the six-year term of Cory Aquino, Fidel Ramos, Joseph Estrada, Gloria Arroyo and now President Benigno Aquino, there seem to be no real meaningful change done in the government on how it would function effectively to better serve the needs of the people. Filipino voters seemed to have gotten tired of the “broken promises” made by politicians every election year, particularly the overused “Daang Matuwid” slogan of President Aquino and his political allies from the Liberal Party. *** With less than a month to go before election day, Mayor Duterte and VP bet Senator Bongbong Marcos bolted to the number one spot in the latest SWS 2016 presidential and vice presidential election surveys. The surveys conducted by SWS from March to April 2 showed that 27 per cent of respondents preferred Duterte to be their next president.

Senator Grace Poe Llamanzares, the President’s “secret” presidential bet, is in second place with 23 percent, followed by VP Jejomar Binay with 20 per cent and LP bet Mar Roxas with only 18 per cent.

For the vice president, 26 per cent of the respondents preferred Senator Marcos as their vice president. Coming in second is Senator Chiz Escudero with 21 per cent. LP bet Leni Robredo had 19 percent while Senator Cayetano had 13 percent.The survey was conducted nationwide in an interview with 1,500 adults, 92 per cent of them registered voters. *** The Liberal Party is now in panic mode.

The administration party will hold an emergency meeting with President Noynoy to map out plans to prop up the presidential bid of Roxas. Despite being the administration candidate with the biggest financial campaign kitty in his disposal, Roxas has been unable to surge to the top list of presidential aspirants.

Due to his dismal showings in every survey conducted since the start of the campaign, some LP big wigs are reportedly on the verge of forming an alliance with either Duterte or Binay to help them get re-elected in their own localities or districts.

Roxas’ presidential campaign might even encounter further rough sailing if reports are true that majority, if not all LP mayoralty candidates in the Visayas and Mindanao areas, have rejected or even refused the financial assistance being extended to them by their party. If these reports were true, it could mean that these LP local executives in the south will support other presidential bets, except Roxas.

I think Congresswoman Leni Robredo would have a better chance of being elected president than Roxas. Unlike Roxas, Robredo’s reputation as a politician is immaculate.

It is sad that Roxas’ poor ratings in surveys have really hurt Robredo’s chances of winning the VP race.

PHL have buffers vs. slowing remittance inflows: Moody’s report

MANILA, April 13 (PNA) - The Philippines still have buffers to counter the declining remittances in some Asian economies, a Moody’s Investors Service report said.

For one, the country has diversified areas where Overseas Filipino Workers (OFWs) work and they also have diversified skills, it said.

Even as share of OFW remittances from oil-producing Gulf Cooperation Council (GCC) countries account for 31.7 percent of the total, next to US’ 34 percent, growth of remittance inflows from the US is seen to counter this if the world’s largest economy recovers further.

Occupational profile of workers is also a plus for the Philippines, it said, citing that OFWs are engaged in domestic work, hospitality, medical services and engineering.

“Workers in such professions are much less likely to see an impact from the

slowdown than those in the construction or oil and gas industries,” it said.

The report said deceleration of remittance growth and inflows will likely affect two channels namely the countries’ balance of payment (BOP) position and foreign reserves.

It said countries like Sri Lanka, Bangladesh and Pakistan will be affected by these but not much India and the Philippines since although these two are among the top five remittance recipients globally in dollar terms, they “are more resilient to the slowdown because of other buffers, both domestic and external.”

Bangko Sentral ng Pilipinas (BSP) data show that as of end-March 2016, the country’s gross international reserves (GIR) reached USD 82.6 billion, enough to cover 10.3 months’ worth of imports of goods and payments of services and income.

The country’s BOP position, which is the summary

of the country’s total transactions with the rest of the world, as of end-February 2016 stood at a deficit of USD 1.13 billion due to the impact of volatilities both in the domestic and global financial markets.

The central bank has set its 2016 BOP surplus target at USD 2.2 billion.

The country ended 2015 with a BOP surplus of USD 2.6 billion, higher than the USD 2 billion target for the year.

And even as slower remittance inflows is seen to impact on domestic consumption, the report said the Philippines business process outsourcing (BPO) sector remains strong and is seen to counter the slack in remittance-fed consumption.

Also, it noted that since GCC currencies are pegged against the greenback, some countries like the Philippines will benefit from local currencies’ depreciation since “each dollar sent buys more local currency.” (PNA)

Ina Raymundo may be the only actively working actress among the batch of so-called “sexy actresses” from the 90’s. And there’s no secret to her longevity – she just wants to be in showbiz.

During the press conference for “The Millionaire’s Wife,” her new soap opera under GMA-7, the 40-year old explained why.

In “The Millionaire’s Wife,” Ina described her character Allison Montecillo, the only granddaughter of multi-millionaire Alfredo ‘Fred’ Vergara played by veteran actor Robert Arevalo, as “very challenging.”

Allison is a “bida” in the sense that she protects the interests of her grandfather’s company. As “kontrabida,” she will make life hard for her grandfather’s fiancée Louisa Ignacio played by Andrea Torres, whom she thinks is a gold digger.

Also in the cast is Mike Tan as Ivan Meneses, the estranged father of Louisa’s son; Sid Lucero as Jared Montecillo, Allison’s brother; and Rich Asuncion as Rio Samson, Louisa’s best friend.

Boxing fans still want Pacquiao to fight

DAVAO CITY, April 11 (PNA) – Boxing managers, promoters, trainers and fellow Filipino boxers think that 8-division world champion Manny Pacquiao can still fight and should postpone his retirement after scoring a convincing unanimous decision against Timothy Bradley last Sunday.

“Ok pa si Manny, puwede pa I match kahit sinong boxer pa diyan kahit si (Floyd) Mayweather pa (Manny is still ok. He can still be matched with any of the boxers even Mayweather),” said Raides “Nonoy” Neri, one of Pacquiao’s assistant trainers in a text message.

Sanman Promotions chief executive officer Jim Claude Manangquil, on the other hand, said that he had changed his opinion on Pacquiao’s retirement.

“I’ve changed my opinion about Manny retiring after this. I think he

can still go for one more big fight with that kind of performance. Pacquiao showed his old form and a very good performance,” said the 23-year-old boxing promoter-manager from General Santos City.

“I think he will just take a rest and will be back. He still has good movements. We are proud of Manny and thank him for giving another honor for our country,” he added.

Canadian trainer-manager David John Treharne, who is based in Thailand, said “Pacquiao looked good.” “(He still has) lots of feints and good head movement. Bradley was very quick! So Manny’s timing is still good,” Treharned said. “(It was) hard to catch each other clean but Manny was very patient.

His footwork in and out was a little bit slower but still good,” he added.

Pacquiao’s chief trainer Freddie Roach was quoted during a post-fight interview: “I know he’s in physical shape to keep fighting - his speed is good, his legs are good, his work ethic is great.” “He (Pacquiao) could continue to fight on, but if he retires and spends more time with his family and he enjoys life, and has something to fall back on, then I’ll be 100 per cent behind him,” Roach said. MANILA, April 13 (PNA) â&#x20AC;&#x201C; The Department of Health (DOH) said Wednesday that it had vaccinated more 81,665 school children ages nine years old against dengue under its first-ever free dengue immunization program to public schools of three selected regions in the country.

As of April 11, a total of 81,665 pupils had been initially immunized with its on-going dengue vaccination program nationwide from the total target of 1 million grade 4 school children in Regions of National Capital Region, CALABARZON, and Central Luzon.

The on-going free-dengue vaccination being implemented under DOH school-based immunization program is being conducted through school-based immunization program through the cooperation with Department of Education (DepEd) and Department of Interior and Local Government (DILG) and supervised by partners from different medical groups and other international and local partners Children who were immunized started receiving the initial or first dose last April 4 when it was launched first in Parang Marikina Public School in Marikina City which was led by Health Secretary Janette L. Garin.

The same launching was made in Iba, Zambales on April 5 with President Benigno S. Aquino III joined Secretary Garin in the immunization.

The anti-dengue vaccine (Dengvaxia) comprised of three doses which were all scheduled to be injected in six-monthly intervals.

This means that the next two doses will be given to the same students who received the first dose after six months while the third dose will be administered after six months from the second dose.

The vaccine was made available to the â&#x20AC;&#x153;poor childrenâ&#x20AC;? as one of President Aquinoâ&#x20AC;&#x2122;s goal of reducing the â&#x20AC;&#x153;gapsâ&#x20AC;? between the rich and the poor in terms of accessing â&#x20AC;&#x153;hard to affordâ&#x20AC;? cost of vaccines that can help reduce vulnerability to vaccine-preventable illnesses.

The vaccine was procured at a discounted price by the DOH through the initiative of the government when it talked with officials of Sanofi Pasteur (manufacturer of the vaccine) and the latter agreed that it become a sort or part of â&#x20AC;&#x153;corporate social responsibilityâ&#x20AC;? to make the said vaccine affordable only by the rich, be access also by the poor who cannot afford to set aside portion of their income or hard-earned money for it.

The anti-dengue vaccine was procured at PHP3.5 billion for the one million targeted grade four school-children from public schools.

The anti-dengue vaccine, being the first-ever dengue vaccine in the world price in private hospitals and clinics was so high in private clinics and hospitals (estimated price but not confirmedâ&#x20AC;&#x201D;PHP15,000 or higher for the three doses).

PHL remembers, honors Filipino WWII veterans on Day of Valor WASHINGTON, D.C., April 2016 – “Our veterans have rendered a service that has no equal, and one which we can only hope to repay by living up to the promise of a free and peaceful and civilized nation”, Charge d’affaires and Minister Patrick Chuasoto said in his opening remarks during the reception and symposium held in commemoration of the 74th Araw Ng Kagitingan or Day of Valor at the Romulo Hall of the Philippine Embassy on 08 April 2016.

The Philippines celebrates Araw ng Kagitingan (Day of Valor) every 9th day of April to commemorate the heroism of Filipino soldiers during the day in the Second World War in 1942 when the Philippines was invaded by the Japanese forces, leading to the eventual fall of Bataan and Death March.

Also present during the reception were two (2) of the remaining Filipino WWII veterans, Lt. Celestino Almeda and Private Rodolfo Panaglima.

Mr. Panaglima, 86, was among the youngest members of Filipino guerillas who fought the Japanese forces while Mr. Almeda, 98, was a

member of the underground guerilla units during the second world war.

“This year’s theme, Isabuhay ang Kagitingan, Kapayapaan ay Pagkaisahan, Kamtin ang Mithiing Kaunlaran, reminds us how peace and progress go hand in hand. The sacrifice of our veterans to forge a lasting peace ensures the path to economic prosperity,” the Minister further stated.

The Philippine Government and Filipino community also continue their joint campaign to mobilize Congressional support for the bill seeking to award the Congressional Gold Medal collectively to Filipino WWII veterans.

Currently, the bill has 33 co-sponsors in the US Senate and 67 in the House of Representatives. To pass into law, the bill needs 34 more co-sponsors in the Senate and 152 co-sponsors in the House.

As a car enthusiast, Nash considers his job at Penske Mercedez-Benz as a challenge.
