MANILA, Dec. 1 (PNA) – Terror alert level 3 was raised nationwide after the arrest of two suspected terrorists allegedly behind the foiled bombing attempt near the United States Embassy in Manila last Monday. In a press conference in Camp Crame, Quezon City on Thursday, Philippine National Police (PNP) chief Director General Ronald “Bato” Dela Rosa said that because of the “full alert status”, the public should expect a stricter implementation of security measures, especially on the conduct of “random and mobile checkpoints”. Dela Rosa also advised the
public to be “alert, vigilant and observant” but not to “panic”. The PNP chief said the public has nothing to be worried about even if the terror alert level 3 is raised nationwide. Duterte, Trump expected to talk over the phone soon: Yasay MANILA, Dec 1 (Mabuhay) – Expect a phone conversation between President Rodrigo Duterte and United States President-elect Donald Trump in the coming days, Foreign Affairs Secretary Perfecto Yasay Jr. said on Thursday. Yasay said Duterte already sent a congratulatory message to Trump for winning the US elections against former Secretary of State and Democratic Party candidate Hillary Clinton. “We would be expecting within the next
few days na magkakaroon sila [Duterte at Trump] ng telephone conversation,” he said. In his congratulatory message, Duterte said he hopes to improve the country’s ties with its former colonial ruler. The President also believes that he will have a good relationship with Trump, admitting they have the same temperament. Don’t take Duterte kill threat literally: Palace MANILA, Dec 1 (Mabuhay) –Malacañang maintained Thursday that President Rodrigo Duterte was only “using a figure of speech” when “frustration” prompted his pronouncement that he would also kill human rights activists should the number of drug dependents increase. “It was just out of frustration. The President really did not mean na gagawin niya yun. It was just frustration na ini-express niya through language. Kilala naman natin ang Pangulo na ganoon talaga siya magsalita,” Communcations Secretary Martin Andanar said.
“It was just a figure of speech,” he added. Duterte said on Monday that he will “include” human rights advocates during “harvest time where more people will die” since they are the “reason why their (drug dependents) numbers swell.” Andanar likened the Duterte’s statement to that of a parent berating his child. “Tayong mga Pilipino, ganoon tayo magsalita e, ‘pag nagalit tayo halimbawa sa mga anak natin.’Sige kain ka nang kain ng candy, mauubos iyang ngipin mo,’ mga ganoon,” he said. The United States House of Representatives has unanimously passed the Filipino Veterans of World War II Congressional Gold Medal Act of 2015 (S.1555), which also solidly passed the Senate in July. The bill was jointly sponsored by Sen. Mazie K. Hirono(Democrat-Hawaii) and Rep. TulsiGabbard (Democrat-Hawaii).Rep. Joseph Heck (Republican-Nevada) was a lead co-sponsor. The bill will go to the desk of President Barack Obama
for signature so it could become a law. The bill was also actively pushed by Congressional Asian Pacific American Caucus (CPAC). In a statement, retired Maj. Gen. S&P: PHL to remain an outperformer in Asia By Joann Santiago
MANILA, Nov. 29 (PNA) – Standard and Poor’s (S&P) continues to see the Philippines outperforming other Southeast Asian economies despite risks from the administration of US president-elect Donald Trump, among others. In its latest credit outlook report, the debt rater maintained its six percent to 6.9 percent growth outlook for the Philippine economy this 2016. The 2017 outlook is a range of 5.6 percent to 6.7 percent and the 2018 projection is between 5.7 percent to 6.7 percent. “The Southeast Asian economies are seeing stable growth with the Philippines outperforming the region, given its growing middle class,
a business process outsourcing boom,and expansionary fiscal policy with emphasis on public infrastructure,” the report said. In the third quarter this year, the domestic economy posted the highest output for the period in the region at 7.1 percent. This growth, as measured by gross domestic product (GDP), brought the average growth in the first three quarters of the year to seven percent, the upper end of the government’s six to seven percent target for this year. In general, the credit rater said growth in the Asia Pacific is steadying amid recent volatilities in the financial markets caused by concerns on uncertainties of policies of the incoming Trump administration.
Negros Oriental cop chief says province remains safe for tourists, locals DUMAGUETE CITY, Nov. 29 (PNA) – Senior Superintendent Henry Biñas, Negros Oriental Provincial Police Office (NOPPO) acting director, assured Tuesday Negros Oriental remains safe for tourists and locals alike. Biñas reiterated the red alert status for the PNP remains in effect and the police in the province remain vigilant in the wake of the bombing in Marawi City, Lanao del Sur Tuesday, one day ahead of President Rodrigo Duterte’s scheduled visit there. Nine people, including Presidential Security Group members, were injured in that roadside bombing incident. “We will maintain and/or enhance our target hardening measures,” said Biñas.
Biñas said there is no cause for alarm for now as he urged everybody to be vigilant. On Tuesday, the Philippine National Police (PNP) and the Armed Forces of the Philippines (AFP) in Region 7 conducted a simulated terror threat maritime and air exercise at the southern tip of Cebu and fronting Negros Oriental. The Police Regional Office 7 (PRO) 7 and the Armed Forces of the Philippines Central Command (AFP-CentCom) based in Cebu City jointly spearheaded the simulated exercise (SIMEX) which was also participated in by the Philippine Coast Guard. The scenario for the simulated exercise was a kidnapping at Oslob, Cebu, a tourist destination famous for its whale sharks.

MANILA, Dec. 1 (PNA) – Over a thousand illegal overseas Filipino workers (OFWs) in Qatar are feared to be arrested by immigration agents as the deadline for illegal aliens ends December 1. This after the Philippine Embassy in Qatar reported to the Department of Foreign Affairs (DFA) that only 240 out of more than 2,000 illegal OFWs have coordinated with them. “As of embassy’s last report, they have issued 240 travel documents to OFWs availing of amnesty,” DFA spokesman and incoming Philippine Ambassador to Malaysia, Charles Jose said on Thursday, in a text message to the Philippine News Agency. He said the Philippine embassy in Qatar has repeatedly informed illegal OFWs of their rights as well as the consequences should they not avail of the amnesty offered by the host
country or get an exit visa to avoid deportation and put them in the list of undesirable aliens. “Our embassy is assisting our OFWs who would like to avail of the amnesty by way of, among other things: 1) coordinating with Qatar government to facilitate their exit; 2) issuing travel documents to those who need them; 3) opening the embassy on November 30, even though it’s a holiday, to render assistance,” Jose explained. Today, December 1 is the last day of the three-month amnesty given by the Qatari government. A marching order to Qatari immigration officers was issued to arrest all illegal aliens starting December 2. In August, the Ministry of Interior (MoI) has announced a three-month amnesty for illegal residents to leave the country without facing any legal consequences of their overstay.

Group of LA Fil-Ams blames Duterte for Marcos burial at LNMB By Abner Galino
As the Philippines celebrated the birthday of its great plebeian hero Andres Bonifacio, a motley group of Filipino Americans demonstrated in front of the Philippine Consulate office in downtown Los Angeles to denounce the administration of President Rodrigo Duterte for its alleged responsibility in the burial of the late dictator Ferdinand Marcos at the Libingan ng mga Bayani (LMNB). Edwin Vasquez, who came from West Covina, said he has no doubt that Duterte was among those who were responsible for the controversial burial of Marcos. “It was his campaign promise,” Vasquez pointed out, adding that Duterte’s made sure that this promise was fulfilled since becoming the president. “Kasalanan niya ’yan. Marcos was never a hero, he was responsible for the suffering of many Filipino people. Malaking insulto ’yan sa mga Pilipino,” Vasquez said. Another demonstrator, John
Eric Concordia, a member of the Pro-people Youth or Kabataang maka-Bayan (KmB), said he joined the demonstration to “challenge the notion that Marcos was hero.” The demonstrators chanted anti-Marcos and anti-Duterte slogans. They held placards bearing the same messages before dispersing peacefully after demonstrating for about an hour in front of building 3435 Wilshire Boulevard where the Philippine Consulate is situated. In the Philippines, anti-Marcos groups held protest-rallies across the country on Wednesday to commemorate the 153rd birthday of Andres Bonifacio and to condemn the burial of the late President Ferdinand Marcos at the Libingan ng mga Bayani (LNMB). NTC’s next target: Cheaper text, internet rates MANILA, Dec. 1 (PNA) – The National Telecommunications Commission (NTC) is looking at slashing the rate of short message service (SMS) and Internet cost next following the decision of Globe Telecom Incorporated and PLDT Incorporated to reduce their interconnection charges for voice calls. NTC Commissioner Gamaliel Cordoba said lowering voice call rates is just the first step of a string of reforms eyed by the regulatory body to give subscribers an efficient way of communication at the lowest
possible rates. “This is just the first step. It wouldn’t stop with voice. It will continue with text, Internet. We will lower the prices,” said Cordoba after Globe and PLDT agreed to cut down interconnection charges by Jan. 1, 2017 through the signing of a Memorandum of Understanding (MoU) on Nov. 28. Cordoba said affording the public cheap but high quality way of communication is the thrust of the administration of President Rodrigo Duterte, noting that 50 percent of
the market still relies on conventional calls. “These are the people in the provinces, especially the lower income families. They are the ones using voice calls,” he noted. “The telcos right now, they can use the lower interconnection rates to give different promos, pocket pricing and unlimited calls; they may be crossed over from one network to another,” Cordoba explained. The NTC recently issued Memorandum Circular (MC) No. 09-11-
2016 on Interconnection Charge for Voice Service, which directs that interconnection rates among telcos’ voice services shall no longer be higher than PHP2.50 per minute from the previous PHP4 per minute charge. The interconnection charges are also subject to an annual review by the NTC. NTC Deputy Commissioner Edgardo Cabarios said “effectively the retail rates should be dropped by PHP1 across all plans” following the agreement signed by the telcos.

Duterte sees no need to declare unilateral ceasefire By Lilian C. Mellejor
DAVAO CITY, Nov. 30 (PNA) – President Rodrigo Duterte is not declaring another ceasefire with the Communist Party of the Philippines-National Democratic Front and its armed wing, the New People’s Army, saying, “The (existing) unilateral ceasefire remains.” “No. I am not declaring a unilateral ceasefire. Sa komunista (With the communist?)? It remains, it is holding and I’m happy,” the President told reporters shortly after visiting wounded soldiers in Camp Evangelista in Cagayan de Oro City. It may be recalled that last August 25, Mr. Duterte declared a ceasefire with the NPA to attain peace in the country. The President has also ordered the Philippine National Police (PNP) and the Armed Forces of the Philippines (AFP) to avoid offensive operations against the NPA rebels. The declaration of the unilateral ceasefire was a move based on a consensus with all the commanding generals of the AFP, including Defense Secretary Delfin Lorenzana. “As president, my main task is to seek peace for my country. I am not a president who would enjoy waging war against citizens of this republic. It pains me to see people dying for an ideology. Pwede naman pala mapag-usapan ng mapayapa (That we can talk about this peacefully). Just like now,” he emphasized. The government’s unilateral ceasefire was responded by the NDF during the resumption of the talks last August. While the existing unilateral ceasefires of the government and NPA are holding, government peace
panel Chairperson Silvestre Bello III is hopeful these would lead into the final signing of the bilateral ceasefire which was initially expected to happen on December 10. Bello, however, hinted on Wednesday that the bilateral ceasefire would not happen on December 10 because there is no consensus yet between the GRP and NDF committees working on the bilateral truce. He said the two committees are working on the definition of terms and conditions. “But what is important is patuloy ang pag-uusap (we continue to talk),” Bello told reporters during Wednesday’s Kapehan sa Dabaw at the Royal Mandaya Hotel. Earlier, Atty. Angela Librado, a member of the GRP panel and head of the committee working on the bilateral ceasefire, said there is no assurance the bilateral ceasefire will be signed by December 10 supposedly coinciding with the World Humanitarian Day. According to her, the first deadline for the bilateral ceasefire was on October 26 but this has lapsed because of an impasse for lack of consensus on the definition of terms. “There are definitions and terms that have to be agreed on. If these things are ironed out then we can discuss the bilateral ceasefire,” she said. The GRP panel has already prepared its guidelines based on the exchanges made during the Oslo meeting but there are things that have to be ironed out and revised, Librado said. Among these is the definition of what would constitute hostile acts because both parties have different definitions “and we have to reconcile that otherwise, we won’t be able to come up with a bilateral agreement.”

MANILA, Dec. 1 (PNA) – The besieged town of Butig in Lanao del Sur province has been cleared of terrorists from the Maute Group, says Armed Forces of the Philippines (AFP) Spokesperson Brig. Gen. Restituto Padilla. “Based on the report of the 103rd Infantry Brigade, (Butig town) has been 100 percent cleared of the (Maute Group) and that clearing and fixing of the damaged inflicted on the municipality is now ongoing before allowing the return of residents who evacuated,” Padilla said in Filipino. The 103rd Infantry Brigade is the lead military unit in the almost sixday dislodgement operations against the bandit group. Prior to this, the town will be
turned over to the local government unit, he added. Death toll for the almost six-day fighting has been placed at 61 for the Maute Group and 35 wounded for government troops. Padilla said they are still verifying whether the terrorist group have sustained additional casualties during Wednesday night’s operation. Earlier, government forces have recaptured the old Butig municipal hall Wednesday (Nov. 30) following the withdrawal of Maute Group bandits holed up there in wake of the AFP’s overwhelming superiority. The offensive against the terrorists started last Nov. 26 when the bandits, fearful of ongoing operations against them, decided to hole up in Butig.

DTI to submit policy recommendations on industries, livelihood, jobs generation to Duterte By Kris M. Crismundo MANILA, Dec. 1 (PNA) – The Department of Trade and Industry (DTI) will submit to President Rodrigo Duterte its policy recommendations on improving industries, promoting livelihood, and creating more jobs. These policy recommendations are the outcome of Trabaho, Negosyo, at Kabuhayan (TNK)-Employment and Livelihood Summit, launched by DTI and Department of Labor and Employment (DOLE) in Taguig City on Thursday. The TNK Summit gathers various policy recommendations from the sectoral summit such as the Micro, Small and Medium Enterprises (MSME) Summit, Manufacturing Summit, Philippine Construction Congress, and Information Technology-Business Process Management (IT-BPM) Summit. “We want to identify the strategies to increase employment levels, improve access to employment opportunities, and address our skills requirement,” DTI Secretary Ramon Lopez said. The two-day summit also gathers government, private sector, and academe to develop a national employment program which supports National Development and Security Strategy geared towards the Philippine Development Plan for the new administration. “We hope that together, government, business and the academe, can craft an action agenda that we can all pursue at the start of next year,” added Lopez. The DTI chief also highlighted the department’s new industrial strategy which aims to link manufacturing, agri-business, tourism, IT-BPM, and logistics. “Government is cognizant that we should make these industries attractive to investors hence, the action plan will allow us to prioritize,” he said. Lopez likewise stressed the need to further develop the country’s human capital in order to match skills with the requirement of various industries.

LOS BANOS, Laguna, Nov. 29 (PNA) – Agriculture Secretary Emmanuel Piñol is optimistic that the country will achieve its rice self-sufficiency goal in two to three years. “There are four things we need to focus on: good seeds, support for fertilization, irrigation, and mechanization,” he told reporters on Tuesday on the sidelines of the 50th anniversary celebration of the release of the rice variety, IR8, at the International Rice Research Institute (IRRI) headquarters here. Piñol noted the country needs to undertake measures “that have been proven to be effective.” He earlier said the corporate farm program could also enable the
country meet rice self-sufficiency before 2019 and even make the Philippines become a rice exporting country. Under the program, the local government units (LGUs) will adopt a publicly or privately-owned farm which they will provide financing through bank loan for their farmers in the form of rice seeds and fertilizers throughout the planting season. The LGUs will then buy back the palay produce of the farmers engaged in production. Piñol said four LGUs will initially participate in the corporate farm program -- Quezon City, Kidapawan City, Quirino and Sorsogon. He added that the implementation of the program starts in 2017.

MANILA, Dec. 1 (PNA) – A workshop in Metro Manila highlighted urgency for better communicating air quality-related information to help catalyze public action that’ll further address air pollution which the World Health Organization (WHO) identified as the world’s worst environmental health threat. Environmental Management Bureau (EMB) and Clean Air Asia (CAA) conducted the workshop Thursday for media practitioners who both consider essential in communicating such information and in promoting action towards improved air quality nationwide. “We have the right to breathe clean air and must all act now -- together, we can make a difference,” said EMB-National Capital Region Dir. Vizminda Osorio at the workshop. She noted EMB continues monitoring quality of the country’s air and information this agency gathered is available for dissemination to the public. Data she presented during the workshop show some 1.3 million people worldwide die yearly from outdoor air pollution while another 2.0 million people globally perish annually due to dirty indoor air. Air pollution causes some nine percent of lung cancer deaths, five percent of cardio-pulmonary deaths and one percent of respiratory infection deaths, the data also show. During the workshop, CAA Com-
munications and Marketing Manager Robyn Garner shared various tips on better communicating air quality-related information to help increase public awareness, understanding and action on dirty air. Aside from merely receiving data on state of air quality, she said people must gain knowledge about air pollution’s ills, possible interventions against dirty air and benefits from these measures. “Air pollution’s impacts are far-reaching but we have the ability to influence people’s thinking on the matter,” she said. EMB specialist Michiko Sibunga discussed during the workshop the agency’s air quality-related functions and RA 8749 (Philippine Clean Air Act of 1999). “Studies show air pollution affects health and the environment,” she said. She noted EMB’s mother agency Department of Environment and Natural Resources is the lead implementing arm of RA 8749. Earlier, EMB and CAA reported conducting this year an assessment of the country’s air quality communication capacity at present. “Results of the assessment, coupled with the new administration’s priority of providing real-time air quality data to the public, call for strengthening efforts to increase local media’s knowledge and understanding of basic air quality management concepts and how tointerpret air quality information,” EMB and CAA said.

Unbearable grief on the loss of a son and remembering treasured memories This author gave birth to Jonathan Jason Gorges on June 25,1972 at the Weiss Memorial Hospital in the windy city of Chicago, Illinois. After three years, due to severe winter weather conditions, we left the windy city and found our way settling in a warmer climate, here in Los Angeles. “Jay Jay� as we called him was such a bundle of joy. He excelled at the Vine School Elementary School on Oakwood Street near Normandie, and at the Merced School in West Covina. While there, though he had numerous neighborhood friends, he would early on borrow our lawnmower on weekends and take his brothers, Christian and Mike around the neighborhood and they would then mow our neighbors’ lawns for a fee. He has taught his little brothers how to earn their keep and save their money. The trios’ entrepreneurship had a halt when our job was moved to the east-
ern part of Ventura County and we enrolled him at the Hillside Junior High School in Simi Valley but subsequently graduated from Camarillo High School when we transferred to that city right after the Northridge earthquake. Always the business person he was, he set up his own apparel business and moved to Reno, Nevada where his children’s parents lived. His business was flourishing for a while, but due to the recession it gradually slowed down much like a lot of businesses around. All of us have tried encouraging
him to move back near us, but he is a person who will never leave his children behind, as he tried his very best to give them everything. PAGCOR underscores role in social development MANILA, Nov. 30 (PNA) – Arnell Ignacio, Assistant Vice President for Community Relations and Services Department of the Philippine Amusement and Gaming Corporation (PAGCOR), has said PAGCOR plays an important role in the government’s agenda for change as he enumerated the undertakings of the government-owned and controlled corporation. “The primary role of PAGCOR is to produce funds for the government,� according to Ignacio in a press briefing in Malacanan on Wednesday. “There are a lot of other things that PAGCOR is doing aside from gambling. The core thrusts of PAGCOR are gaming, licensing and social responsibility,� explained Ignacio.
He said PAGCOR recently turned over PHP5 billion to the socio-civic fund of President Rodrigo Roa Duterte. “When we turned over the PHP5 billion, his original plan is for the resurrection of the Botika ng Bayan. But whether this fund will be used for the Botika ng Bayan or for drug rehabilitation, it’s up to the President to decide,� said Ignacio. The PAGCOR official also said that from its gross income, five percent immediately goes to the franchise tax and 50 percent goes to the National Treasury. Another undertaking of PAGCOR is its feeding program and according to Ignacio, this was launched and started last month in Pampanga where it will benefit several schools
and about 13,000 students. The gaming official also said that during the Davao bombing incident last September, PAGCOR immediately turned over PHP5 million to the government of Davao. The PHP5 million reward incentive given to Olympic medalist Hidilyn Diaz also came from PAGCOR. At the same press briefing, Kris Ablan, Presidential Communications Assistant Secretary for Policy and Legislative Affairs, issued a clarification regarding the news spreading online that the Improvised Explosive Device explosion yesterday that struck the advance party of the President did not really happen but was just made up in order to have a reason for the government to suspend the
privilege of the writ of habeas corpus. “Yes, that remains to be a conspiracy theory. So we ask citizens to always verify the news that they receive in social media,� said Ablan. Ablan also gave a statement regarding the ongoing protest coinciding with the Bonifacio Day celebration. “We respect the right to assemble and freedom of speech of all citizens and so Malacanang respects the protest actions being organized today, Bonifacio Day. And of course, President Duterte has instructed the authorities to exercise maximum tolerance. So we hope that those who are protesting today that they peacefully assemble,� said the Assistant Secretary.

Five BeneďŹ ts of establishing a Revocable Living Trust The holidays and the end of the year is a good time to think about who you would like to inherit from your estate in case you pass away or at least who among your closest friends (BFFs) and family members are even deserving of inheriting from your estate. In doing so, you should also think about which vehicle you plan to use in implementing your estate plan. One of the best vehicle in implementing your estate plan is a revocable living trust. Five major benefits of establishing a revocable living trust are: 1. Your estate can avoid the time, cost, and hassle of going through the probate court process. If you pass away without a will (intestate) in California, one of your close family would have to file a petition in probate court to probate your estate. Your estate will be divided and distributed according to the California probate code rules of intestate succession. Even if you have a will when you pass away, your family would still need to file a petition in probate court if your estate is worth over $150,000 and go through the probate process. This can become a circus if certain beneficiaries contest the validity of the Will or the distribution of the estate. Your estate will pay for attorney’s fees, probate referee fees, appraisers and other experts, CPA fees, etc. If people contest the case, your estate would end up paying legal fees to defend the estate in litigation. The entire process can take anywhere from 9 months to years depending on the contentiousness of the probate case. With a revocable living trust, your trustee or successor trustee if you were the initial trustee, would administer the trust and distribute
the estate according to the trust document without having to open a probate court case. If the trust is funded with all your assets, it is possible to administer and distribute the trust assets without any Court involvement at all. This process is a lot faster than going through probate. 2. Your estate is not public record When you file a probate case, the public has access to your probate case file. The public will know the assets of the estate including the values of those assets. If the Will is admitted into probate, the terms of the Will is open to public scrutiny. Establishing a revocable living trust makes your estate affairs private. Strangers do not have access to the terms of your living trust. Only certain beneficiaries and possible heirs can request a copy of the revocable living trust after you pass away. 3. You can dictate who will inherit from your estate. If you pass away without a Will, your estate will be divided and distributed in Probate Court following the rules of intestate succession in the California probate code. Certain relatives will be entitled to a share of your estate even if you feel they are not deserving. Be establishing a revocable living trust, you can designate who you want to inherit from your estate. You can designate what and how much each one will received from your estate after you

You can designate anyone as a beneficiary, with certain exceptions, of your estate. 4. You can structure your estate to minimize estate taxes If your estate is valued above the estate tax exemption, establishing a trust can allow you to divide up your estate into smaller sub trusts to minimize the overall estate tax effect on your estate. It allows you to set up a vehicle for certain charitable giving which carries tax advantage and asset protection. 5. You can choose who will administer your estate after your death When you establish a revocable trust, you can appoint someone else as trustee or you can appoint a successor trustee if you are the initial trustee. The trustee will be administering (managing) the trust after you pass away without a need to open a probate court case. This allows for continuity in operating the trust and efficient cost effective distribution of estate assets. If you are concerned about whether you can trust any family members as your trustee, you can appoint an institution as a professional trustee to carry out the terms of the declaration of trust. These type of trustee services are often offered by banks, financial institutions, wealth management firms, and business management firms for a reasonable fee. Pokwang stays strong as mom’s condition worsens Comedienne Pokwang wasn’t her usual funny self during a recent interview where she talked about her ailing mother Gloria, who is suffering from Alzheimer’s disease. The “Till I Met You” actress revealed that the condition of her mother has worsened and that she is trying to stay strong for her. “Dinadaan ko na lang sa patawa, pero sobrang lungkot ko. Hindi ko ipinapakita sa kanya na malungkot ako, na umiiyak ako,” she said. Pokwang said her mother has already lost her Pokwang memories to the point that she no longer knows her and her siblings’ names. “Yung si Dino, ;yung bunso namin na paborito niyang anak, hindi na din niya kilala. Pati si Mae (Pokwang’s daughter), wala, hindi na niya kilala. Kaya nga kapag wala akong trabaho, talagang sa bahay lang ako para makasama ko si mama,” said Pokwang. “Wala na siyang emosyon. Tulala na siya. Ayaw na niyang kumain. Wala na siyang konsepto ng lungkot o saya. Kahit ‘yung caregiver niya, kapag hindi niya gusto, inaaway niya. Sinasakal niya. Kaya aaliwin na lang namin at papatawanin,” she
added. Pokwang said her mother is also one of the reasons she is transferring to a smaller house soon. “Two-storey lang itong lilipatan namin. Gusto ko, katabi ng room ko ang room ni mama. Sa dating bahay kasi, nasa third floor ako, tapos si mama sa baba. Ang daming stories nga ‘di ba na nakakaalis si mama ng room niya. Malalaman na lang namin, nasa guard house na. Itong bagong bahay, mas tight ang security, lola-friendly and hindi kataasan,” she said. Pokwang and her family will transfer to their new house during the first week of December.(MNS)

Under the DWBR, in-home caregivers must be paid overtime compensation when working more than 9 hours a day or 45 hours a week. In my experience, very few 24-hour caregivers are paid correctly. With California’s increase in the minimum wage to $10 an hour, non-exempt caregivers who work 24-hour shifts must be paid a minimum of $315 a day. If you are working as a caregiver and paid a day rate less than $315,
under California law, you are not being paid any overtime and may have a substantial unpaid overtime claim. Often, employers attempt to avoid overtime liability by claiming the caregiver is an “independent contractor.” However, the DWBR defines in-home caregivers and personal attendants as domestic work employees, meaning that employers cannot lawfully classify them as independent contractors. Therefore, the law will likely invalidate any agreement that wrongfully classifies an inhome caregiver as an independent contractor. The change in the overtime rules for caregivers first became effective on January 1, 2014, when the DWBR
who worked in a private household and qualified as “personal attendants,” including caregivers and nannies, did not qualify for overtime. The DWBR eliminated the overtime exemption for personal attendants and provides that personal attendants “shall not be employed more than nine hours in any workday or more than 45 hours in any workweek unless the employee receives one and one-half times the employee’s regular rate of pay for all hours worked over nine hours in any workday and for all hours worked more than 45 hours in the workweek.” This means that now caregivers, nannies and babysitters (with limited exceptions) must be paid overtime compensation. Unfortunately, this law does not cover workers for InHome Supportive Services (IHSS) and those caring for close family members. Under Labor Code § 1194, caregivers are not only able to recover their unpaid overtime in a civil

action, but they also may recover reasonable attorney’s fees, costs and interest. California law also provides for severe penalties to workers who are not properly paid overtime compensation. If you are working as a caregiver and you are not paid overtime compensation when working more than nine hours a day, or 45 hours a week, you should consult with an attorney to discuss your rights under this law. With the penalties, interest and attorneys fees allowed, claims often exceed $100,000 for 24hour caregivers who have worked one year. ASEAN market more accessible than EU, US: WEF report GENEVA, Dec 1 (PNA/Xinhua) – Increased integration into the global economy has made the Association of Southeast Asian Nations (ASEAN) region a more accessible market for trading goods than either the European Union or the United States, according to a report published Wednesday by the World Economic Forum (WEF) and the Global Alliance for Trade Facilitation. Global Enabling Trade Report 2016 features the enabling trade index (ETI), which assesses the performance of 136 economies on domestic and foreign market access, border administration, transport and digital
infrastructure, transport services, and operating environment. The report said that ASEAN’s progress as an economic power comes at a time when the United States and the European Union are becoming less open, adding that ASEAN’s progress in other areas measured by the index is less pronounced. Seniors consider Chapter 13 relief for $80k credit cards; Young couple need Chapter 7 relief for $40k credit cards Clients are married to each other and they are both seniors. He is 68 and she is 66. He is a member of the professions and still works in that professional capacity. She is retired. Their residence has equity of $400K. This fact alone knocks them out of Chapter 7. In Chapter 7, the trustee has the power to sell their home, give them their homestead exemption of $175K and use $225 to pay of trustee administrative expenses and trustee’s lawyer. After they are paid, whatever is left is used to pay the $80K and if there is anything left, probably one dollar will be given to the debtors. It’s strange that $145K can be used for administrative and legal fees to pay $80K of credit cards, but I have seen this happen. It’s really not that unusual. I represent an unsecured creditor for $250K in a Chapter 7 case of a company that had $385K in its checking accounts when the case was converted from Chapter 11 to Chapter 7. In a span of 18 months, the bulk of the $385K had been used up for trustee and his legal fees. My client’s $250K which I had to defend vigorously in trial is probably worth 20% now. However, what is going on is perfectly legal. Once the trustee and his lawyers start to administer the bankruptcy estate assets, they will make a lot of money. I understand that the moneymaking bankruptcies are offset by the money-losing bankruptcies; so in the end, of course, the trustee has to stay ahead of his expenses. The closest analogy is using a sledgehammer to kill a fly, or paying $10K for a screwdriver. It’s this kind of stuff. It’s legal but it doesn’t make any sense but we
have to live with it. Aside from owning their residence, clients also own a rental, which has no equity. It’s negative about $20K, and they lose about $300 a month because the rent is less than the mortgage payment and the property management fee. Husband last year liquidated $50K of his $70K 401Kto cover the $30K he needed for minimum payments on the $80K credit cards. After that payment of $30K at the sacrifice of his retirement account, they still owe the same $80K! They have been paying the minimum of $2,500 a month to keep these cards current for a very long time. Even at ten years, and I am sure their credit card debt has been there longer than that, they already have paid $300K and today they still owe the very same $80K! Now being a professional and educated person, husband knows that there is something very wrong in this equation but he cannot get himself to make the right decision. Yes, it’s clear that they need relief from the $80K cards but what should they do at their age? Wife seems to be the clearer thinker of the two as she immediately sees the impossibility of keeping these cards. These cards have wiped out husband’s 401K which should not happen in the first place. A retirement account is for their retirement, not to pay minimum
payments on credit cards. But when push comes to shove, this is what happens. Desperation sets in and a desperate person will even hold on to a sharp knife to keep afloat as the saying goes. I explain to clients that Chapter 13 will allow them to pay off the $80K in 60 months, without interest, at the rate of about $1400 a month. The bankruptcy court protects their house from judgment liens from the credit cards and other bad guys as long as the bankruptcy is in place. Once they complete 60 payments, the court enters a discharge order that erases all of the credit card debts. By the time husband is 73 and wife is 71, they will owe nothing on these cards. First, the plan payment of $1400 is more than a thousand dollars less than $2500 a month just for minimum interest payments on the cards. Second, in 5 years, they paid $80K of principal and their balance owed is zero, whereas, without Chapter 13, in 5 years they will pay $150K but in 5 years when he turns 73 and she turns 71, they will still owe the very same $80K that is weighing them down today. Wife can clearly see the benefit, so she will convince husband soon to get Chapter 13 relief. In fact, Chapter 13 is superior to any other method to get rid of the $80K. One method is refinancing the house to pay for the $80K. But converting unsecured debt such as credit cards into secured debt using the house as collateral is risking the loss of your house for credit cards. Once husband stops to work, the higher mortgage payment caused by the refinance will become a very stressful burden and places the house
at risk. This is something you don’t want at any age. Next clients are more than twenty years younger than senior. Young clients are 43 and 42. I’m 44 but I stopped counting a long time ago so I know forties is way young. Forties are like new born babies. Together, husband and wife owe $40K. They don’t own a house and have two teenagers and one in the oven. They are very tight because only husband works and he grosses $4K a month. There’s really no money left for the luxury of paying for credit cards. No wonder the lawsuits have started. They were just served with summons and complaint to collect $5K. Needless to say, Chapter 7 will give them the necessary relief by wiping out all of the $40K. So, they decide to go for it immediately. You would have to pay that into a plan for 60 months. After 60 months, the balance of your debts would be discharged in full, even if they are far from being paid off. One should keep in mind that there are intricate details to this legal process that need to be taken into consideration before decisions are made to file for bankruptcy. Who qualifies? Which kind would apply to you? Will you be able to keep all of your property? There are many such questions that arise in such a situation. In this situation, you need to consult with an experienced bankruptcy law firm that can guide you through these complicated decisions and procedures. Filing for bankruptcy may not be the solution to all your financial problems though. In fact, bankruptcy does not cover all debts. Yasay: It’s time to reconsider PHL’s ICC membership By Sammy F. Martin
MANILA, Dec.1 (PNA)-Foreign Affairs Secretary Perfecto Yasay Jr. has directed UN permanent representative, Lourdes Yparraguirre, to come up with a note verbale protesting in the strongest manner the irresponsible and arrogant statement of UN Special Expert on UN Assistance to the Khmer Rouge Trials David Scheffer. Yasay issued the directive after Scheffer compared the Philippines’ war on drugs to Khmer Rouge atrocities in Cambodia. Yasay said Scheffer statement is irresponsible for putting the Philippines “in equal footing” with Syria and North Korea as well as the Islamic State terrorist group. Yasay warned that this might push the country to break away from the International Criminal Court (ICC). “This David Scheffer has put our country in equal footing with these countries that have been clearly violators human rights and maybe perhaps even promoting genocide and all of these brutalities. That’s not right,” Yasay said. “If they will continue to do that, I think it is about time that we should reconsider our membership in the ICC,” he added. Yasay pointed out that the Philippines had stood up against the Khmer regime and even welcomed Cambodian refugees who came to the country. He also explained that the Rome Statute, the treaty that established the ICC, was signed on the basis of complementarity to the Philippines’ own criminal justice system. “But you see our criminal justice system is working very effectively, very vigilantly. Under the circumstances, why should somebody like the ICC say the President of the Philippines will be prosecuted under the Rome Statute. What is the basis for that?” he asked. “If they are making the Rome Statute superior to our own internal criminal justice system and even to our laws, it’s about time we consider breaking away from the ICC in the light of what even countries like Indonesia, Malaysia, Thailand, and others have already done so,” Yasay said. Yasay expressed hope that Secretary General of the United Nations Ban Ki Moon will take this protest very seriously and do the necessary sanctions against his own envoy. President Rodrigo Duterte, who is being blamed for the extrajudicial killings of drug suspects, has expressed his intention to withdraw the country from the ICC, which is also critical of the bloody anti-illegal drug campaign. ICC prosecutor Fatou Bensouda has expressed deep concern over the spate of drug-related killings under Duterte’s administration. The Duterte administration had denied hand in extrajudicial killings.

MANILA, Dec. 1 (PNA) – Health Secretary Paulyn Jean Rosell-Ubial said Thursday that with the number of HIV cases increasing by the day, it is high time the community got involved in checking the growing prevalence of HIV/AIDS in the country. “We have to develop a business unusual – not business as usual – strategy. This means it will not just be in health centers and hospitals. It is really going down to the communities -- to the households, involving the parents, the education sector, the teachers,” Ubial said during a press briefing held at the SoleMare Parksuites, as the country commemorated World AIDS Day on December 1. With Ubial were local and international partners of the health department who underscored that the continued rise in the number of people living with HIV/AIDS, especially among the youths, requires pulling together and creating a more effective strategy through community involvement. Quoting National Youth Commission (NYC) Commissioner Aiza Seguerra, Ubial said stopping the spread of HIV/AIDS in the country is no longer just the concern of the health and education sectors but is now everyone’s concern. The health chief emphasized the need to disseminate correct information, such as safe sex, among the youth and the vulnerable segment of the population, and establish more testing centers nationwide. Ubial meanwhile said her department is studying the pros and cons of using self-testing kits. With self-testing kits, a person no longer has to go to a health facility to get tested for HIV/AIDS, she pointed out, adding however that self-testing lacks the service of counselors who could help those who test positive for the disease get over their depression and even prevent them from committing suicide. Ubial pointed out that self-testing kits are not yet available in the country because they are still considering its use due to the lack of needed logistical support. “The test kits will not be made available in drug stores because we will need counseling before one gets tested. The danger in not getting counseling is they might not know what to do if the result is positive. One of the things we do not want to happen is an increase in suicide rate or increase in depression or increase in hiding, instead of them coming out and getting treatment,” she said. The availability of self-testing kits has been announced by the World Health Organization (WHO).
Ubial further stressed the importance of getting the necessary treatment. “We are providing 100 percent of the anti-retroviral treatment (ART) in this program and we are committed to continue providing this,” she said. The health department, she said, is offering confidential HIV testing in all facilities, including community-based testing centers, and are distributing condoms, with the help of such partners as the NYC and the Department of Education (DepEd). ”NYC and Deped are non-traditional outlets for condom and safe sex intervention but we have to do this. We have to make sure that everybody is involved in providing safe sex education and providing testing for HIV-AIDS,” she said. Ubial further announced that the Philippines has come up with the 6th AIDS Medium Term Plan, a strategy that involves tapping the youth as the main player in the control and prevention of HIV/AIDS, along with other non-traditional partners, such as teachers and communities. The health chief expressed alarm over the sharp rise in the number of HIV cases in the overall population, as well as among the youth, since 2011. “Maybe it is because of the environment, their access to information, to social media, the tri-media. The society is more open so the youth are experimenting. They connect with other people, and they get faster information. I think that is one of the things we also have to contend with,” said Ubial. According to data, 38,114 HIV cases were registered from 1984 to October 2016, 32,099 of which were recorded from 2011 to 2016. Among youths aged 15 years to 24 years, 10,279 HIV cases have been registered since 1984, 9,066 of which were recorded in 2011 alone. In the same press briefing, Seguerra said that since the youth is the new face of HIV, the fight against HIV/AIDS should start from home. It is time that parents and relatives be the first to educate the children, she said. “Please talk to your children about sex. Please make sure that they are protected. If you love your children, you will do everything to protect them,” she appealed to parents. Problems, she said, lie in the fact that young people are not given the right information by their own parents, leading them to seek information from other sources, such as the Internet or worse, peers who do not have the right knowledge either. She further said that government help would amount to nothing without the participation of parents.

In a day or two, these flood victim families will be moving into their new resettlement houses in Barangay Sto. Nino in Tacloban city, Leyte. The resettlement centers are equipped with safe potable drinking water and electricity. The construction and completion of close to 3000 two-bedroom houses were completed in just 18 days as ordered by President Duterte to appease the feelings of hundreds of flood victims apparently abandoned and ignored by the Aquino administration for three years. Duterte, during the 3rd anniversary of typhoon “Yolanda,” made a promise to the typhoon victims that their two bedroom houses will be done in 20 days. It was done in 18 days through the combined efforts of the Army’s 53rd Engineering Brigade, 8th Infantry Division, local officials from the Tacloban city hall, PNP, private sector and the typhoon victims themselves. These flood victims should thank their lucky stars that they have a caring and compassionate President in the person of Rodrigo Roa Duterte. Senator Panfilo Lacson was probably right in saying that Filipinos are blessed and lucky that they have Duterte as their President to stop proliferation of illegal drugs, eradicate or minimize criminality and to put a stop on corruption in government. For three years the Aquino administration has done nothing or very little to address the housing problems of the flood victims. Worse, the funds for the construction of resettlement centers for flood victims have gone missing and could not be accounted for. DSWD Secretary Judy Taguiwalo said President Duterte should initiate an investigation to account where the millions of dollars donated by foreign countries to the government went and how it was spent. Lawmakers were not unavailable to pin him down regarding his connections with drug lords in the NBP who claimed that they gave money to him to help finance the senatorial candidacy of De Lima. Despite being only a high school graduate, Dayan was always successful in parrying questions of lawmakers that will prove or implicate him or De Lima in the illegal drugs trade in the NBP. The only clear answers that the lawmakers were able to elicit from Dayan was the 7-year love affair he had with the sex-starved De Lima. Duterte’s Kitchen feeds hungry street children in Cubao
MANILA, Dec. 1 (PNA) – As part of its advocacy to feed the poor, the ruling Partido Demokratikong Pilipino-Lakas ng Bayan (PDP-Laban) is feeding hungry street children in Cubao, Quezon City for free through an establishment called Duterte’s Kitchen. Located near MRT Cubao between Farmers Plaza and Social Security System (SSS) Building, Duterte’s Kitchen currently serves free breakfast, lunch and dinner to around 50 to 70 street children daily. According to PDP-Laban officials, the free food center is the brainchild of House Speaker Pantaleon Alvarez in support of President Rodrigo Duterte’s national feeding program for the poor. Glen Badon, PDP-Laban national executive director, said Duterte’s Kitchen was agreed upon following a meeting of Alvarez with other key party leaders, including Senate President Aquilino Pimentel III, Energy Sec. Alfonso Cusi and others to complement the ruling party’s Social Services and Economic Development Program as well as President Duterte’s advocacy to feed the needy. The official said the center “is staffed by volunteers who believe in the advocacy of extending help to the underprivileged people and bringing hope and inspiration to them.” According to him, Duterte’s Kitchen mostly serves free lugaw (rice porridge) and champorado (chocolate rice porridge) for break-
fast; rice meal with vegetables, fish, chicken or pork adobo during lunch and dinner, depending on the food provided by donors. “If we receive donated vegetables, chicken or pork meat, then we serve these to the street children. Before, we only provide food for the street children, but now even hungry adults are also being attended to,” Badon said. “More importantly, Duterte’s Kitchen also serves as a family center to the street children where volunteers teach them how to read and explain to them the value of education to their lives. We are family to them,” the PDP-Laban official said. For PDP-Laban, the Cubao project is just the start of a program as Duterte’s Kitchen will soon be established in other parts of the country to help more underprivileged people. “We will bring Duterte’s Kitchen nationwide to feed and teach children roaming the streets so that we can uplift their situation,” Badon said. However, officials of the ruling party were quick to admit that the Herculean task of helping the poor is no easy feat. “There are numerous needs that have yet to be met, but through the help of kind and generous volunteers and donors, we are very optimistic that Duterte’s Kitchen will soon provide a comprehensive temporary shelter for street children where they can be provided with food, emergency medical care and basic education in the near future.

I can’t believe this year is almost over. This morning, I saw a lot of my neighbors starting to put up their Christmas lights. It seems like 2016 just started. Where did the time go? For me, it’s going a little too fast these days. It is usually around this time of the year that people reflect on what they have done or have failed to do in the passing year. Aguirre: Gambling tycoon tried to bribe me
MANILA, Dec 1 (Mabuhay) – A Cabinet official on Thursday accused gambling tycoon Jack Lam of offering a huge bribe for the release of over 1,300 allegedly undocumented Chinese workers who were working in an illegal online casino in Pampanga. Justice Secretary Vitaliano Aguirre II claimed the Macau-based Lam tried to pay off Philippine Amusement and Gaming Corp. chair Andrea Domingo and Immigration officials with millions of pesos for the release of the illegal workers. He said Lam, with the help of two interpreters and former police official Wally Sombrero, admitted that his casino in Clark Freeport has no license to operate from Pagcor. The admission was allegedly made during a meeting at a hotel in Bonifacio Global City. “Inadmit nila na wala silang kahit isang license o franchise coming from Pagcor. In other words, they admitted that they were operating illegally,” he said. “Ang gusto nilang mangyari e mag-a-apply sila sa Pagcor ng license, but in the meantime, kung pwedeng i-release muna [ang mga nahuling Chinese]. Ang sinabi ko sa kanila, hindi pwede iyun.” He said Lam then allegedly tried to bribe him indirectly to be his “ninong” (godfather) to protect his gaming operations. “Pag milyun-milyon na, hindi ka naman direktang susuhulan niyan. Ganito ang pagkasabi sa akin ni General Sombrero, dini-describe sa aking pinakamayaman si Jack Lam, matagal na siyang walang ninong, walang nag-aalaga sa kanya,” Aguirre said. “Baka naman ang Secretary of Justice ang maaaring mag-alaga sa kanya... Aguirre said that according to Domingo, she rejected Lam’s offer and told him to pay the government the full 10-percent cut from his casino earnings. He said he will order an investigation into other officials who may have accepted grease money from Lam. The detention of Lam’s employees marked the government’s biggest such round-up of Chinese nationals in the country. Chinese Foreign Ministry spokesman Geng Shuang said China had requested that the Philippines “appropriately make arrangements” for those who had been detained and quickly release individuals who have “legal identification”. DSWD debunks criticisms that it is not focusing on street children problem By Leilani S. Junio
MANILA, Nov. 29 (PNA) – The Department of Social Welfare and Development (DSWD) debunked on Tuesday some impressions that it is not serious with its campaign in keeping street children and homeless families from begging in the streets. According to DSWD Secretary Judy M. Taguiwalo, there is really no truth on the criticisms that they are not focusing on the problem. While admitting that the extent of the problem is really big, she said they are conducting various efforts which, she added, also need corresponding actions from the local government units (LGUs) that are facing such problem. Secretary Taguiwalo said that actually, the LGUs have the immediate responsibility on this problem, but on the part of the DSWD, they are helping in solving it by putting up shelters and activity centers or the street children. She added that they are also coordinating with some non-governmental organizations (NGOs) as they try their best to put an end to
the long perennial problem. Citing the scope of the problem, the DSWD chief said that the response to it actually requires active involvement of LGUs and other concerned civil society organizations or other groups which intend to help the street children by sharing the blessings of Christmas to them. MANILA, Nov. 29 (PNA) – The Department of Social Welfare and Development (DSWD), together with the Australian government, on Tuesday inaugurated Warehouse H, which would help the department enhance its disaster preparedness. Social Welfare Secretary Judy Taguiwalo and Australian Ambassador Amanda Gorely, along with other partners, led the inauguration, held at the DSWD National Resource Operation Center (NROC) in Pasay City. The new warehouse has a floor area of 720 sq. meters and could hold 41,400 food packs, with enough room to increase its capacity by up to three times, said DSWD Undersecretary Vilma Cabrera. Cabrera said the department is grateful for the funding assistance extended by the Australian government. “This facility will greatly help us manage disasters in an appropriate and effective manner,” she said, noting that the partnership was very timely as the Philippine and Australian governments are celebrating 70 years of friendship. Construction of the 3 million Australian dollar (PHP104.2 miĺlion) warehouse began in 2015 as part of the Australian government’s commitment to provide assistance to the country. “Australia has a very extensive bilateral development program with the Philippines,” said Ambassador Gorely in an interview. The construction of the warehouse can help the country’s response to disaster, Gorely said, commending Taguiwalo for the DSWD’s quick response to disasters. The warehouse, built by the Department of Public Works and Highways, will also store non-food items, such as malongs, blankets, mosquito nets and even toys for children during disasters.
According to the Mortgage Bankers Association: The fast rise in rates has spurred homeowners to pull back from refinancing their mortgages. Applications dropped 3% in the week ended Nov. 18 from the prior one, the seventh consecutive weekly decline, and the second since Election Day. The MBA estimates refinances will fall 46% next year, to $484 billion, which will hurt Americans’ ability to free up cash by reducing the cost of their monthly mortgages. The fall in refinances also will hit an important area of consumer-loan growth for banks. To slow the possible damage, banks already are pitching riskier loans that come with adjustable interest rates or allow borrowers to pull more equity out of their homes. This month’s rate increase has eliminated a large share of borrowers for whom refinancing would make financial sense. Before the election, I read about 70% of all borrowers with a 30-year fixed-rate conforming mortgage stood to incur at least a half a percentage point in savings by refinancing. Now I believe only 35% of borrowers are eligible for such savings. Therefore, if you are the 35% who might still be able to refinance because your rates are higher than 4.5%, look into this quickly. The impact on home buying may be less clear-cut, but some buyers have rushed to lock in terms before rates rise further. The new home buyers might actually come out to start looking more aggressively because eventually, rising rates make house less affordable. That could also mean slowing sales, price
growth and mortgage activity all together. Some analyst are sticking to their prediction of a home value decline in end of 2017 in many housing markets. Meanwhile, ARM “Adjustable Rate Mortgages” have surge in the recent weeks as lenders/buyers try to salvage ongoing purchase deals by maintaining lower monthly payments for borrowers to still qualify despite rising mortgage rates. Rising rates and record high home prices are lethal combination for a price correction. The spike in rates have taken “Ability to buy” to such an extreme that prices, rates and credit are now out of scope for many homebuyers. At these interest rate level, lower end buyers are simply not going to qualify, with lenders stringent debt to income ratio guidelines, there is no room to help them get their loans approved. This is why I believe that by beginning of next year or going into our summer season, rates will ease up to help the summer buyers qualify. You will however see more listing come on the market, therefore more choices for buyers. The lenders will also start to come out for more adjustable loan programs to help home buyers get into their homes easier. I don’t ever think the “ 1% Negative Amortization” will ever come back, but bank will surely try to be creative to drum up more business and suck in more money from the consumers. 370,000 Brazilians infected by HIV not receiving treatment BRASILIA, Dec. 1 (PNA/Xinhua) â&#x20AC;&#x201C; A new report by Brazilâ&#x20AC;&#x2122;s Ministry of Health estimates that around 370,000 Brazilians suffering from HIV are not getting any treatment. The report issued Wednesday states that around 260,000 Brazilians who are aware of their condition are not being treated, while a further 112,000 are not aware they are infected, due to not exhibiting any symptoms. In a press conference, the Ministryâ&#x20AC;&#x2122;s director of Sexually Transmitted Diseases, AIDS and Viral Hepatitis, Adele Benzaken, warned that it was highly urgent for patients to become aware of their condition and receive the right treatment. Benzaken said that many patients who are not getting treat-
ment are in denial about the virus, refusing to accept their condition. â&#x20AC;&#x153;Young men can deny their HIV condition. It is more difficult for them to accept than for people over 50,â&#x20AC;? she explained. The government assumes that 827,000 people are HIV-positive across Brazil, with 715,000 having been diagnosis and 455,000 in treatment. Of those in treatment, around 410,000 patients show very small amounts of the virus, present very low possibilities of transmission and maintain a good quality of life. On Thursday, the world will celebrate World Aids Day, seeking to draw global attention to the measures to be taken to avoid the spread of the virus and raise treatment rates.

Africa starts groundbreaking HIV vaccine trial CAPE TOWN, Dec. 1 (PNA/Xinhua) â&#x20AC;&#x201C; South Africa on Wednesday started a groundbreaking trial that will test the effectiveness of a vaccine to prevent HIV. This new preventative vaccine trial, HVTN 702, is the only one of its kind in the world and is only being conducted in South Africa. More than 5,000 South African volunteers took part in the trial, conducted at different venues. Speaking on AM Live radio, the Protocol Co-chair for the HVTN 702 study, Dr Linda-Gail Bekker said a preventative HIV vaccine is

Obamacare and Medicare are both important healthcare legislations for Americans. Medicare was enacted in 1965; Obamacare, 2010. Medicare was signed into law by President Lyndon B. Johnson in Independence, Missouri; Obamacare, by President Obama in Washington, D.C. Obamacare was a net intended to provide health coverage to those uninsured, among others; Medicare are for those aged 65 and above, not yet 65 but have been receiving disability benefits for 24 months, and those suffering from Lou Gehrigâ&#x20AC;&#x2122;s disease and End Stage Renal Disease (ESRD). Medicare has 4 parts: A (hospitalization/skilled nursing facility/ home health care/hospice), B (MD visits/laboratory/durable medical equipments/some drugs patients do not administer themselves), D (prescription medications), and C (Medicare Advantage Plan, a plan that usually combines A, B and D benefits into 1 plan administered by private health insurance companies). Obamacare plans are categorized into: Bronze, Silver, Gold and Platinum. Medicare is an entitlement health program paid into by its members beforehand; Obamacare planholders have to pay current premiums for prospective enjoyment of benefits. Medicare members coordinate their enrollment and premiums with the Social Security Administration (SSA); Obamacare planholders enroll with state Exchanges (e.g. Covered CA for Californians; Health-
Link for Nevadans) and coordinate their premiums and benefits with private health insurance companies. Medicare members enjoy rich benefits all over. PASADENA, Calif. – The Los Angeles-based 26th Cavalry Ceremonial Mounted Unit (CMU), which honors the legacy of the U.S. Army’s 26th Cavalry Regiment (Philippine Scouts), has been invited as one of twenty Equestrian Units in the 2017 Rose Parade, also known as the Tournament of Roses, to be held on January 2, according to Gil Mislang, membership chair of the Philippine Scouts Heritage Society, Lt. Alexander Nininger Chapter. “This will be the first time that a historical Filipino and American U.S. Army Unit, the Philippine Scouts, will be featured,” added Mislang, “and this unique World War II Unit will be represented in the parade by the Los Angeles-based living history group named the 26th Cavalry CMU comprised of equestrians residing in California.”

More than 2,000 scientists urge Trump to let Science guide policy WASHINGTON, Dec. 1 (PNA/ Sputnik) – More than 2,000 scientists, including 22 Nobel Laureates, have sent an open letter to US President-elect Donald Trump urging the United States to rely on science as a key input in crafting public policy, according to a press release from the advocacy group Union of Concerned Scientists. “From disease outbreaks to climate change to national security to technology innovation, people benefit when our nation’s policies are informed by science unfettered
by inappropriate political or corporate influence,” the letter stated on Wednesday. The letter was prompted by Trump statements questioning the role of human activity in global warming and his threat to withdraw the United States from the 2015 Paris accord on climate change. In the letter, scientists emphasized that government and private researchers should be allowed to follow scientific evidence, wherever it leads and be allowed to publicly communicate their findings.

Eventually, I don’t have to call people anymore relationship and his bedrock principle is the rightest: he is not your typical “car salesman.” Orosa has been with Mercedes-Benz for 10 years.
