Andanar meets Fil-Ams in Los Angeles LOS ANGELES, California, Jan. 25 (PNA) – Filipino-Americans gave an enthusiastic welcome to Presidential Communications Secretary Martin Andanar in an open forum at the Philippine Consular Office in Los Angeles, California yesterday, January 23 (Los Angeles Time). Andanar discussed various current issues in the Philippines before the Filipino-American community. On the war against drugs, Andanar said that President Rodrigo Duterte is serious in suppressing the huge problem of illegal drugs in the

Billions of pesos lost in traffic; Legarda pushes for sustainable transpo MANILA, Jan. 24 (PNA) – As the country faces to lose six billion pesos daily due to the traffic jams in Metro Manila, Senator Loren Legarda is fervently pushing for the passage of a measure that promotes sustainable and alternative modes of transportation and other mobility options. In filing Senate Bill No. 914, Legarda, Chair of the Senate Committee on Finance, said that while the Philippines is being hailed as one of the fastest growing economies worldwide, the traffic congestion in the metro impairs the economy. “It is estimated that we are currently losing about three billion pesos a day due
to the traffic problem in Metro Manila and without intervention, this could rise to six billion pesos a day by 2030 as projected by the Japan International Cooperation Agency (JICA),” she explained. “Because of traffic, people spend so much time on the road, become less productive and more tired, and spend less time with their families. So it affects not only the economy, but also the health and personal relations of our people,” she added. Discharge debt this New Year and reestablish credit Banks and credit card companies have told us how important it is to maintain our credit, honor our obligations, pay on time, but what if we suddenly canâ&#x20AC;&#x2122;t pay on time, then what? What if I lose my job, and canâ&#x20AC;&#x2122;t pay anyone right now, where does that put me? The answers may
surprise you: Q: My wife recently lost her job. My income goes to food and rent. We havenâ&#x20AC;&#x2122;t paid our credit cards for two months, and have been sent to collection, and or get letters from attorneys who threaten to sue us. What can we do? A: That depends on how long you think it will take for your wife to find a job, how much you owe, and whether your creditors sue you and garnish your wages. Generally speaking, if payments to your credit card debts are more than 30% of your take home pay, you are in trouble. In this case, you may want to consider bankruptcy as an option. Q: Will filing for bankruptcy ruin my credit forever? A: No, in fact it might even make an instant improvement, particularly if you cannot pay your bills. If you cannot make ends meet, your debt to income ratio is too high. At that point your prospects of getting more credit is zero. A bankruptcy cures the debt to income problem, discharging debt and leaving income. This gives you access to a number of credit card and other lenders who literally target people with bankruptcy discharges. See next question! Q: Will anyone issue me with a credit card, when I have a bankruptcy on my report? A: Yes, there are many creditors who specialize in doing business with bankruptcy debtors. They are usually secured creditors that offer auto financing, mortgages and secured credit cards. Their main motivation is money they want to charge you a little extra, and there is no real risk involved. After bankruptcy, you cannot file again for eight years. You have no other debts, a good debt to income ratio, and can afford to service the new loan. Q: How long does it take to get unsecured credit at the same cost as before my bankruptcy? A: Anywhere between 30 days and six months. We checked out several programs available. Some offer secured visa cards. That is where the line of credit is secured by a savings deposit. Another program we looked in to, offers an unsecured line of credit of up to $5,000 to shop at their catalogue store. Generally, most department stores will reestablish your credit after six months to a year of good payment history with another bank. Mortgage lenders consider applicants based on fico scores. There are programs available, starting at about 560 fico. Building your fico score is not difficult, if planned methodically, and a secured credit card is a good way to start. BANKRUPTCY OPTIONS Admittedly, most people filing bankruptcy, file under Chapter 7, (The real bankruptcy) that discharges all unsecured debt. However, there are people with problems that are best resolved through Chapter 13, the debt consolidation program. Chapter 13 is used primarily by those who either have problems with secured debt, and want to keep the collateral, or perhaps, have plenty of assets, but no liquid cash, and want to avoid a creditor imposed liquidation. Most Chapter 13â&#x20AC;&#x2122;s are filed by people who are late on their mortgage, and want to avoid losing their home
through foreclosure and trust deed sale. Since the mortgage is a secured debt, you have only two choices, pay the debt or give up the house, but there is help - since Chapter 13 lets you amortize the mortgage arrearages, and in most cases, discharge unsecured debt at the same time. By discharging unsecured debt, your ability to service the mortgage is improved, and hopefully, you can stay in your home. Sample questions on Chapter 13. Q: Can I make lower house payments if I file a Chapter 13 repayment plan? A: If you have a second mortgage, we might be able to strip that off the property. As far as the first mortgage is concerned, you may also be eligible for one of several loan modification plans that we work with. If you are not eligible for a loan modification, you must make the regular scheduled payments. However, the delinquent portion can be spread out over three years at a nominal interest rate. Q: What does a Chapter 13 do to my credit card debts? A: That depends on your income level. For most people, their unsecured debt, like credit card debts would be wiped out. This in turn helps to pay the mortgage arrears. Q: Can a Chapter 13 stop lenders repossessing my automobile? A: Yes, it will stop the repossession, and your monthly payments can be lowered, based on the depreciated value of the automobile. Q: Can a Chapter 13 help me with debts to the IRS or student loans? A: A Chapter 13 can be very helpful with debts that are not dischargeable in a regular Chapter 7. These types of debts can only be discharged if they are past their respective statute of limitations. A chapter 13 will allow you to pay these debts over a period of time, and limit future interest accruing on the debt. Q: Whatâ&#x20AC;&#x2122;s the main difference between Chapter 13 and Chapter 7? A: Chapter 7 will discharge all unsecured debts, but does not resolve problems associated with arrears on secured debts. (Such as late payments on the mortgage) Q: I filed Chapter 7 last year, can I file Chapter 13 now? A: Yes. Although Chapter 7 bars you from re-filing again for eight years, a Chapter 13 can be filed every three years. Q: I own a house together with my brother. We want to file a Chapter 13 to stop a foreclosure, do we both have to file? A: No, only one of you need file, preferable the party that owes the most in unsecured debt, and thereby has the most to gain. Q: I have no equity in my home. Le Tour De Filipinas kicks off Feb. 18 By Primo P. Agatep
MANILA, Jan. 24 (PNA) – The Le Tour De Filipinas blasts off starting February 18 at the foot of the fabled Mount Mayon in Legaspi City, Albay. Seventy-five riders representing 15 teams that include the top 13 foreign continental teams will challenge two local squads- PhilCycling National Team and 7-11 Sava Road Bike Philippines. This summer spectacle –Le Tour De Filipinas on its eight edition, will have four stages and shall cover a total distance of 726.55 kilometers. It is sanctioned by Union Cycliste International (UCI), the world governing body of cycling. “For the eight edition, we decided to reverse the route- from south to north,” said Dona Lina, president of the Le Tour organizer UBE Media Inc. “The route is more technical this time because of the gradual upward gradient from Sorsogon to Lucena City.” According to the organizers, Stage One of the Le Tour- again presented by AIR21 - from Legaspi City to Sorsogon City which covers 164.5 kms. The riders will be flagged off with a scenic view of Mayon Volcano sending them off and the mystique of Mount Bulusan staring at them as they negotiate a Category 1 climb and head to the finish on flat and well-paved roads. On February 19, Stage Two of the race that has Philippine Airlines as official airlines partner will again be a technical ride from Sorsogon to Naga City– all of 177.35 kms but marked by the second King of the Mountain point on a deceptive climb on Tiwi’s hilly coastal road entering Camarines Sur via Sagnay town.

MANILA, Jan. 25 (PNA) – The Department of Tourism (DOT) is expecting this year, the Year of the Rooster, to help usher in more tourist arrivals, particularly from the Chinese market. DOT Secretary Wanda Teo, told reporters that Chinese Ambassador to the Philippines H.E. Zhao Jianhua said that he expects one million tourists from China to visit the Philippines this year. “We are emboldened to shoot for
the stars by the Chinese New Year forecast, coming from such a distinguished personality in Ambassador Zhao,” Teo told reporters in an interview in Pasay City. The agency targets to acquire around 6.5 million international tourists this year. Teo said that diplomatic relations between the Philippines and China have improved since President Rodrigo Duterte’s state visit to Beijing last October. It has also led to China
lifting its travel restriction to the Philippines. “Following the lifting of Beijing’s advisory against travel to the Philippines, Chinese tourists came in droves by air and by cruise ships,” the Tourism Secretary said. Recent data from the DOT showed that China is the third largest contributor of international tourists to the country with 630,327 in November 2016, trailing behind Korea’s 1,331,701 and US’s 771,849.

MANILA, Jan. 25 (PNA) – The Embassy of France in the Philippines on Wednesday launched “PhilFrance: Feel French !,” a year-long program of activities offering the Filipino public an opportunity to “feel France” in all aspects, as the two nations mark the 70th anniversary of establishment of diplomatic ties this year. French Ambassador to Manila Thierry Mathou said five major festivals have been scheduled in a year long celebration that will further strengthen ties between France and the Philippines.
He said PhilFrance : Feel French ! aims to illustrate the growing political, economic and cultural cooperation between France and the Philippines through the five key themes: Arts and Culture and the French “Art de Vivre”, youth and knowledge, high tech and entrepreneurship, and sharing values. Cultural and artistic cooperation is one of the top priorities of France in the Philippines. The French Embassy seeks to provide channels for exchanges between French and Filipino artists and venues for sharing French culture and
art to Filipinos and vice versa. “I will also offer a different perspective on the art of photography through the lens of the French. Photographer Christophe Loviny, who covered the historic EDSA People Power Revolution in 1986, will conduct a series of workshops on photojournalism for amateurs and professionals that will culminate in a photo festival in November, while ethno-photographer Pierre de Vallombreuse’s images of the tribes of Palawan will give Filipinos a glimpse into their ancient history through an exhibit to be mounted at the National Museum.

House starts debate on death penalty next week MANILA, Jan. 24 (PNA) â&#x20AC;&#x201C; The House of Representatives is expected to conduct an extensive floor debate on the contentious measure reinstating death penalty starting next week, according to opposition lawmaker Albay Rep. Edcel Lagman. In a press conference on Tuesday, Lagman revealed that Majority Leader Rodolfo FariĂąas approached him after yesterdayâ&#x20AC;&#x2122;s session and said that the death penalty bill will be sponsored and tackled in the House plenary by Tuesday or Wednesday next week. FariĂąas confirmed the schedule in a text message. The measure is currently being discussed by the powerful House committee on rules so that it can be included in the plenaryâ&#x20AC;&#x2122;s agenda. House Speaker Pantaleon Alvarez earlier said the lower chamber will begin plenary deliberations on the controversial proposal this week. Lagman reiterated his call to the House leadership to allow his colleagues to exercise a conscience vote instead of a party vote, which he considers as a â&#x20AC;&#x153;pressure voteâ&#x20AC;?. â&#x20AC;&#x153;A conscience vote is necessary because this is a very important retrogressive measure where members of the House, particularly of the supermajority, should be allowed to really exercise their conscience and conviction on voting for the measure,â&#x20AC;? Lagman said. Lagman also argued that the proponents of the bill have failed to give any justification or overriding reason for the reinstatement of capital punishment as required by the Constitution. Furthermore, the Albay lawmaker cited that the Philippines is a signatory to the United Nations 1988 Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances, which prescribes only life imprisonment, and not death penalty, for crimes related to drugs. â&#x20AC;&#x153;We cannot violate our treaty commitments,â&#x20AC;? Lagman stressed. The death penalty bill already passed a major hurdle in the committee level last Dec. 7, 2016 with 12 votes on the affirmative, 6 negative votes and one abstention. Under the proposed measure, the heinous crimes for which the death penalty will be imposed include trafficking in illegal drugs, arson, treason, murder, rape, kidnapping, and carnapping. The mode of capital punishment could either be through hanging, by firing squad or lethal injection. The imposition of death penalty has been suspended since 2006 with the enactment of Republic Act No. 9346, or â&#x20AC;&#x153;An Act Prohibiting the Imposition of Death Penalty in the Philippines.â&#x20AC;? However, President Rodrigo Duterte has publicly declared that he wanted capital punishment reimposed on heinous crimes, especially on criminals involved in drug-trafficking.

Duterte praised for release of compensation for martial law victims MANILA, Jan. 25 (PNA) â&#x20AC;&#x201C; A Senator on Wednesday praised Pres. Rodrigo Duterte for issuing an order to immediately release the initial compensation of around 4,000 victims of Martial Law abuses. Senate President Aquilino â&#x20AC;&#x153;Kokoâ&#x20AC;? Pimentel, ally of Pres. Duterte, said that this move showed the Presidentâ&#x20AC;&#x2122;s compassion for victims of injustice despite his admiration for former Pres. Ferdinand Marcos. MANILA, Jan. 25 (PNA) â&#x20AC;&#x201C; The memorandum of agreement (MOA) for the common terminal linking Light Railway Transit (LRT) Line 1 and Metro Rail Transit (MRT) Lines 1 and 7 is unconstitutional, House Speaker Pantaleon Alvarez said on Wednesday. In a press conference, Alvarez said the big private players involved in the project have to secure a legislative franchise from Congress allowing them to start operations. â&#x20AC;&#x153;They [concessionaires] donâ&#x20AC;&#x2122;t have legislative franchises to operate the railways. This [common station] is a public utility and under the Constitution, [concessionaires] need to acquire a legislative franchise to operate a public utility,â&#x20AC;? Alvarez said in Filipino. The Light Rail Transit Authority initially signed a PHP200-million deal with SMPHI to build the station in front of SM North EDSA. SMPHI filed for a Temporary Restraining Order (TRO), which was granted by the Supreme Court in 2014 to stop the DPWH from transferring the original planned location of the common station.

BOC files smuggling raps against importer, broker of sugar from China By Christopher Lloyd T. Caliwan
MANILA, Jan. 25 (PNA) – The Bureau of Customs filed before the Department of Justice (DOJ) smuggling charges against importer of refined sugar from China via the Port of Manila. The complaint was filed last Jan. 16 against Godfrey T. Ta-oc, owner/ proprietor of Lucky Sapphire Trading, with office address at Stall B-22 Merwin Mart 3065 F.B. Harrison St. Brgy. 076 Pasay City; licensed Customs broker Arjay T. Dizon, with business address at Molave St., Kahilom, Pandacan, Manila; and others who acted as co-conspirators in the illegal act. The respondents shipped nine 20-foot (9x20’) container vans initially declared to contain steel tubes for scaffolding, but were later on found to contain refined white sugar (Malaysian brand Guia Pria) with an approximate aggregate value of Php 6,237,174.78. The shipments, which arrived on August 10 from China on board the vessel Northern Discovery, were assessed with Customs duties and taxes in the amount of Php 4,054,163.61. Atty. Maria Liza T. Sebastian, former officer-in-charge of the Intelligence Group, issued the alert order no. A/IG/20160811-101 against the shipment based on the derogatory information given. The issued alert order prompted the 100 percent physical examination of the containers by Customs Operation Officer III Rogelio Caamic, revealing the illegally-shipped refined white sugar inside. Warrant of Seizure and Detention (WSD) was immediately served. BOC claimed that the respondents willfully, knowingly, and unlawfully imported into the country the refined white sugar thru the use of false documents and without the required valid Sugar Regulatory Agency (SRA) clearance. The respondents were charged with violation of Sections 1400, 1401 and 1403 in relation to Section 1113 (f), (i), (l) of the Customs Modernization and Tariff Act (CMTA); Section 3 (a), (c), (e), (h) in relation to Section 4 of the Anti-Agricultural Smuggling Act; rules and regulation of Sugar Regulatory Administration (SRA) and Joint Memorandum Order No. 4-2002; and Article 172 of the Revised Penal Code. Republic Act 10845 penalizes agricultural smugglers and involved cohorts with life imprisonment and a fine of twice the fair value of the smuggled agricultural product and the aggregate amount of the taxes, duties and other charges avoided. Commissioner Nicanor Faeldon has warned all the smugglers of the stricter penalties they will face for the illegal act of agricultural smuggling and urged them to stop. “You cannot do that! Hindi na kayo makakalusot. To all of you, traders, do not try that now because you will not succeed,” Faeldon said in a statement on Wednesday.

MANILA, Jan. 24 (PNA) – The People’s Republic of China is optimistic that 2017 opens a new chapter in China-Philippines relations, Chinese Ambassador to Manila Zhao Jianhua said Monday night. MANILA, Jan. 25 (PNA) – Intelligence agents of the Bureau of Customs (BOC) seized about Php15 million worth of sex toys and other items imported from China while being unloaded on Tuesday in Quiapo, Manila. In a statement, Commissioner Nicanor Faeldon said the agents of the Customs Intelligence and Investigation Service (CIIS) were conducting official routine inspections of warehouses in the said area when they saw workers off-loading 473 bales of cargoes from a container van at 747 Padilla Street. The items also include sex enhancement products, boxes of karaoke amplifiers, bales of rice, electronic and other merchandise. He added that the shipment was misdeclared as ‘polybags 14x25x44’ and consigned to Elsprocon Trading with business address at Room 228B/F Regina Building, Escolta Street, 27 Binondo, Manila. The smuggled cargoes were apprehended through a mission order, which was issued by the BOC chief on Jan. 19 in accordance with Section 244 of Republic Act 10863, otherwise known as the Customs Modernization and Tariff Act of 2016 (CMTA). The customs broker was identified
as Brix D. Evale of Blk 20 Lot 7, Phase 1C-Annex, San Lorenzo Village South, Sta. Rosa city, Laguna. Faeldon added that the shipments were seized after the importer failed to submit import permits from the Food and Drugs Administration. The other seized cargoes were likewise lacking the necessary import documents and were grossly misdeclared. According to CIIS Intelligence Officer Joel Pinawin, the importer only paid the undervalued amount of Php72,702.03 in duties and taxes, which is also a violation of relevant provisions of the CMTA. The operation was supported by agents of the National Bureau of Investigation members of the Philippine National Police, the Manila City Government and barangay officials.

DAVAO CITY, Jan. 25 (PNA) – Mindanao needs some PHP60 billion to complete the connectivity project around the island. Secretary Datu Hj. Abul Khayr D. Alonto, chairman of the Mindanao Development Authority (MinDA), said the Department of Public Works and Highways (DPWH) already has PHP17 billion for infrastructure projects in priority areas of Mindanao this year. “About PHP43 billion is needed to complete the connection of some 1,500 kilometers in the island,” he said at Wednesday’s Habi at Kape at Abreeza Mall here. He added the completion of the connectivity project is envisioned to
spur rapid development in Mindanao. The secretary said the government is targeting a four-year period to fully link all places in Mindanao before President Rodrigo Duterte ends his term. Secretary Alonto also emphasized that one of the major projects that will be built is the Mindanao HighSpeed Railway System (MRS) as part of the connectivity program in Mindanao. He said they are initially looking at the China Railway Company that built the railway system from Shanghai to Beijing. GRP chief negotiator Secretary Silvestre Bello III said de-listing Sison from the ranks of international terrorists would also put into fruition the commitment of Sison to President Duterte to return to the Philippines as part of the ongoing peace negotiations. The President and Sison had earlier agreed to meet in any neutral Asian country once the latter is de-listed from the list of international terrorists, Bello recalled. The European Union has long ago stricken Sison from the terrorist list. Bello said there is basis for the US to remove the CPP and the NPA from the list since its political umbrella, the NDF, is now involved in peace negotiations with the Philippine government. If the de-listing happens, Bello
said Sison can join the panels in succeeding talks anywhere outside Europe. Bello said with a new US president in Donald Trump, it is possible Sison could be stricken from the list of personalities considered by the American government as terrorists.

the environment by subscribing to low-emission modes of transport. Under the bill, the Department of Transportation (DOTr), in coordination with the National Economic and Development Authority (NEDA), will come up with a roadmap for national and local transportation system to be adhered to at all levels throughout the country. It will include strategies relating to parking, public transport, cycling, walking and transport infrastructure. All of these will be contained in a Sustainable Transport Action Plan, which will also set out the actions required to achieve the mode shift target and emission standards set over a certain period of time. The bill seeks to promote a shift towards public transportation as a primary mobility option to the public and encourages government to study various kinds of public transportation that are efficient and suitable to specific areas, such as a Bus Rapid Transit System and Water Ferry System. To promote walking and cycling, the proposed measure also seeks to install walkways and provide bike lanes, bicycle parking spaces and bike racks.

Senators offer sympathies to OFW executed in Kuwait MANILA, Jan. 25 (PNA) – Senators on Wednesday extended sympathies to overseas Filipino worker Jakatia Pawa from Zamboanga del Norte who was executed by hanging in Kuwait on Wednesday afternoon (Manila time). Pawa was sentenced to death in Kuwait for stabbing her employer’s 22-year-old daughter while she was asleep on May 14, 2007. Sen. Joel Villanueva, chair of the Senate Committee on Labor, Employment and Human Resource Development, expressed sympathies with Pawa’s family and hoped other OFWs would avoid the same fate. “We express our deepest condolences to the family and relatives Ms. Pawa has left behind. It is also our sincerest hope that there would be no more Filipino migrant worker who would suffer the same fate as those OFWs in the past who have been accused and executed in a foreign land,” Villanueva said. Villanueva also urged the Department of Foreign Affairs (DFA) and Overseas Workers Welfare Administration (OWWA) to strengthen their policies and help the Senate craft legislations to protect the welfare of OFWs. He pointed out that there are currently 68 death penalty cases being faced by our OFWs in several parts of the world. The neophyte senator also called on concerned government agencies to strictly monitor their cases and prevent similar incidents from happening. “Our OFWs have brought so much pride to our country and they deserve nothing less than assurance from the Philippine government that their rights are being protected and fought for,” he added. Hiring a deportation Attorney Immigration exodus after is critical to the success of the case Trump win easier said than done Question: I have been put into deportation proceedings. Do I really need an Immigration Attorney? Answer: Hiring an Immigration Attorney is critical to the successful outcome of your case. Immigration Law is changing all the time, especially with the new President Trump. What used to be the law is no longer the law. What once was not permitted is permitted at the present time. There are regulations, laws, cases, memorandum, policy and many other factors. Many times people will think that completing a case is as easy as just filling out some forms. Unfortunately, it is much more complicated than this. It is necessary that an Immigration Attorney is able to look at all the areas of immigration law in order to determine how a particular situation might affect another area of immigration law. For example, somebody might come to the U.S. on a B2 Visitor Visa and get married two weeks later. They might look online to see the forms they need to complete to get a green card based on a marriage petition. Then, at the interview, the case is denied and the applicant is deported. Why? It would have been fraud to get married within 30 days of entry to the U.S under those circumstances. An Immigration Attorney would have clearly seen this issue and advised the clients what to do and how to avoid the allegation of fraud. Another situation might be somebody applying for naturalization in order to become a U.S. Citizen. The Los Angeles immigration attorney explains that this person received their green card through employment and has no crimes, did not stay outside the U.S. for more than 2 weeks and has good moral character. Sounds easy? In this case, not only was the naturalization denied, but the person was put into deportation/ removal proceedings. Why? Because it turns out that the company that petitioned the person for the green card went bankrupt prior to actually working at the company. The naturalization officer stated green card should never have been given. An Immigration Attorney would have seen this issue and prepared the legal arguments accordingly to have a much better chance of winning. Q. I live in California and I did not vote Trump for president. While many have threatened to leave the USA and live in Canada, I do not know how many actually did. My family and I are serious in doing so. We are in our 70â&#x20AC;&#x2122;s and we have visited Canada many times. We will be purchasing a home in Vancouver and we want to settle in Canada with our children and grandchildren. We are not celebrities who can simply pick up and leave. We need time to sell our assets in USA and a working strategy to make this a reality as the next four years will be a precarious time for us in USA. A. Your passion and interest in immigrating to Canada is commendable. Your voice can be heard all over the US states even before last weekâ&#x20AC;&#x2122;s official Trump inauguration. We have received many inquiries from every age and background on how to settle in Canada. The cold reality is that there is no special â&#x20AC;&#x153; escape from Trump immigration programâ&#x20AC;?. In other words, an applicant who wishes to immigrate to Canada (whether it is pre Trump, during Trump or after Trump) must qualify under the regular immigration system just like any other national of any country regardless of their citizenship. While the desire to immigrate may be immediate, applicants must understand that it can take months to actually obtain an immigrant visa. Further, in your particular scenario, there is no â&#x20AC;&#x153; retirement visaâ&#x20AC;?. That type of program was cancelled decades ago as Canada felt that â&#x20AC;&#x153;old peopleâ&#x20AC;? who simply retire in Canada do not significantly contribute to the economy and use our free health care system too much. While that may be true or not, the reality is that Canadais looking for younger and educated immigrants to fill its 260,000 immigrant visa budget in 2017. Canadaâ&#x20AC;&#x2122;s goal is to issue immigrant visas to those who can fill job shortages and those who will most benefit the economy in the short and long term. The ideal candidate is one who is in their 30â&#x20AC;&#x2122;s, has work experience, has obtained a bachelor degree and has strong English language skills. Having a relative in Canadais a bonus too. It does not matter is a person lost their status in USA which is now an important discuss on the agenda in the Trump administration. The USA is on the verge of revamping its policy on illegal immigrants and will now sanction sanctuary cities. It is also
important to remember that illegal status is not a criminal offence and Canadadoes not regard oneâ&#x20AC;&#x2122;s illegal status as a bar to immigration. So for now, you are free to continue to visit Canada. You are free to buy that home in Vancouver but I would not sell your USA property just yet. Finally, you may want to discuss this with your younger children. An interesting strategy for you would be to have your children apply and then they would sponsor you (parent sponsorship) after they become immigrants of Canada. Q. I am working in Canada on a NAFTA work permit. It will expire next year. If the NAFTA agreement is changed will it affect my job and work permit? A. I doubt it. There are two issues here. Will the immigration category stay intact under the proposals to be made to NAFTA? I believe yes. If there are changes to NAFTA will your work permit be void retroactively? I do not see that happening as it would be administrative nightmare for border officials, workers and employers on both sides of the border who benefit from NAFTA. Q. Iâ&#x20AC;&#x2122;m a Canadian born citizen living in Nevada. I have not filed Canadian taxes for the last 5 years. I have a child born to an illegal woman who entered the USA using a fake passport. I want to return to live in Canada with my family. How can I do it? A. It can definitely be done but each issue must be dealt with separately. Firstly, your child is a Canadian Citizen so you should apply for his Canadian passport. Second, your wife should stop using any fake names and then thirdly, you need to apply to sponsor her to Canada. The processing of the application may not necessarily be in the USA but if the relationship is genuine it definitely has merit. Palace welcomes Moodyâ&#x20AC;&#x2122;s positive report on PHL economy
MANILA, Jan. 24 (PNA) â&#x20AC;&#x201C; MalacaĂąang on Tuesday welcomed the international credit rating firm Moodyâ&#x20AC;&#x2122;s latest forecast that the Philippinesâ&#x20AC;&#x2122; economy likely grew by 7.05 percent in the final quarter of 2016. â&#x20AC;&#x153;We welcome the most recent report released by the global debt watcher, Moodyâ&#x20AC;&#x2122;s, stating that Philippine economy likely grew by 7.05 percent in 2016,â&#x20AC;? Presidential Spokesperson Ernesto Abella said in a press briefing. Abella said Moodyâ&#x20AC;&#x2122;s forecast is higher than governmentâ&#x20AC;&#x2122;s gross domestic product (GPD) forecast of 6 to 7 percent in 2016. â&#x20AC;&#x153;This is consistent with the governmentâ&#x20AC;&#x2122;s effort to reach a target of
6 to 7 percent growth for the whole year of 2016 to 2017,â&#x20AC;? Abella said. Senior needs Chapter 13 relief for $24k credit cards Client is 65. She still works middle management and earns $37K yearly. Although she is married, I would say that she has some kind of money agreement with her beloved husband that arrangement works well for one side only, and thatâ&#x20AC;&#x2122;s not her side. She herself owes $24K of credit cards. She needs to pay at least $800 a month of minimum interest payments to keep the $24K current every month. With her monthly gross of $3K, her net take home pay is $2500, more or less. From her net pay of $2500, she has to pay 100% of the mortgage of $1600, leaving her $900 for utilities, food and monthly necessities for both herself and her husband. Client feels overwhelmed by the burden of paying $900 a month for credit cards at her age of 65. Next year, she can retire and get full social security benefits. SS benefits of course will be about $1600 in her case, which is less than her current take home pay of $2500. If she still has to worry about $24K of credit cards next year, half her social security would have to go to card payments. This is not something she looks forward to, to say the least. Despair and depression would be a more accurate description of how she feels right now. I tell her not to feel so bad because truthfully, she owes her creditors money only, not her enjoyment of life! â&#x20AC;&#x153;WE HAVE STRENGTH FOR ALL THINGS IN CHRIST WHO EMPOWERS US â&#x20AC;&#x201C; HE INFUSES US WITH INNER STRENGTH AND WE ARE SELF SUFFICIENT IN CHRISTâ&#x20AC;&#x2122;S SUFFICIENCY!â&#x20AC;? Philippians 4:13 I wanted to say this because client was so depressed and I could see her depression clearly on her face. Please, itâ&#x20AC;&#x2122;s not the end of life and of the world, as we know it. We all can
rely on Jesus who will help us. So, cheer up! Together, we can solve this problem and get rid of this burden. For the husbandâ&#x20AC;&#x2122;s part, he gives her $1K a month as his share of all the household expenses plus the mortgage. And he doesnâ&#x20AC;&#x2122;t want to file bankruptcy even if he himself owes $40K of credit cards. Supposedly the $1K a month he gives her is half his take home pay. The other 50% he uses to pay his $40K of credit cards, which require at least $1200 a month of minimum payments. Heâ&#x20AC;&#x2122;s still short $200. Perhaps he drives for UBER for the extra $200? Well, letâ&#x20AC;&#x2122;s just say the wall is about to break even if Mexico did pay for it. Even if POTUS used American-made cement and American citizen workers, the wall will still break under the load of too much credit card debt for this family. Can client file for bankruptcy herself to handle her $22K of credit cards? Yes. Non-filing husband will be left to his own resources to handle his $40K of credit cards. They have $230K of equity in their house. Her homestead exemption is $175K, so that still leaves $55K of non-exempt equity. This means that she cannot do a Chapter 7 to discharge the $24K. If she did Chapter 7, trustee would sell her house, give her $175K in cash then use the rest of the sale proceeds to pay off the $24K. Who wants to lose their house because of credit cards? Certainly not this client and none of my clients want to lose their house in a Chapter 7. She can, however, file for Chapter 13. In Chapter 13, she will
pay $400 a month for 60 months. At the end of the plan, she will be fully paid, because there is no interest in Chapter 13, and the court will give her a discharge order, meaning no more credit card debt! This is $500 less than $900, which is a minimum interest payment only. After paying $900 a month for 60 months, or $54K, she would still owe the very same $24K at the age of 70. Whereas, if she made all the Chapter 13 plan payments of $400 for 60 months, she would have paid $24K only which is all principal, and at the age of 70, she would owe ZERO credit cards. So, I hope client will feel a lot better now that there is light at the end of the tunnel. She can look forward to a good retirement with no credit cards to bother her. Formerly Rich Seniors Need Chapter 7 Relief The next clients are spouses who are both 64. They have a million dollar house, which unfortunately also has a million dollar mortgage. This mortgage was taken 10 years ago with nothing down and interest only for 10 years. The problem is two months from now, 10 years would have been reached and the interest only portion expires. When interest only portion expires, guess what, you have to start paying principal too. With principal payments, mortgage payment will double, from $3k to $6K. Time to let the house go. There is minimal equity. Clients have listed the house for sale for over a million with no offers. Just some dogs sniffing around, and stray cats looking for food. No serious buyers. As POTUS would tweet out â&#x20AC;&#x153;NOT NICE!â&#x20AC;? There is a second mortgage of $150K. And credit cards of $60K. If the house is not timely sold for the right price, the right price being, at least $1.15M, then eventually the first mortgage

holder will foreclose. When that happens, they will not owe anything on the $1.0M first mortgage, but they will still owe the $150K, which becomes an unsecured debt, like a credit card debt. So, if the house is not sold, clients will owe about $200K of unsecured debt. I suggest a Chapter 7 to wipe out all debt. Let the house go if it is not sold, and go look for another residence now that is more reasonable in mortgage payments. They have two successful children who will help them purchase the new house anyway. God blesses them with two children who care for them. What more can they ask for? Good health and children who care for them. Our God has blessed them with abundance. Yes, I did not forget that clients were formerly rich. They had $750K of retirement funds. But alas, they lost all of it in the stock market. I feel bad for them losing this fortune. Losing this fortune is another story. But they do have two children who are good enough to buy them a new house, so that makes up for the lost fortune. God takes care of them through their children. â&#x20AC;&#x153;WE WAIT IN HOPE FOR THE LORD; HE IS OUR HELP AND OUR SHIELD.â&#x20AC;? Family Code 760. However, there are situations in which the marriage may be held to be null and void. These situations include, but are not limited to entering into a bigamous marriage, fraud and misrepresentation in entering into a marriage, etc. The legal consequences of having your marriage annulled by your spouse is that it results to you not having any community property interest on property acquired by your spouse during the marriage. A nullity may also cut off your claim for spousal support. What options do you have if your spouse files a nullity against you? You may still have a claim to community property and support as a putative spouse. A party to a void or voidable marriage has â&#x20AC;&#x153;putative spouseâ&#x20AC;? status only if he or she believed in good faith the marriage was valid. Filipinos in Rome throw support to the GRP-NDF peace process
MANILA, Jan. 24 (PNA) â&#x20AC;&#x201C; The Filipino community in Rome, Italy vowed to give their all-out support to the ongoing peace negotiations between the Government of the Philippines (GRP) and the National Democratic Front (NDF) because it is also their dream to see a peaceful and progressive country, the Office of Presidential Adviser on Peace Process (OPAPP) said on Tuesday. In an interview, GRP Panel Chair Silvestre Bello III, Dalisay Solomon of the Hugpong Pederal Movement said this is now the chance for the Philippines to achieve peace. She was happy that Bello, lawyer Angela Librado, and peace consultant Angeles City Mayor Ed Pamintuan took time to meet them to update them of the peace negotiations held at the Philippine Embassy. This was Solomonâ&#x20AC;&#x2122;s commitment to the GRP panel and the administration of President Rodrigo Duterte after Secretary Bello asked for their support in order to move the peace process smoothly. While they are contented with their life in Italy, Solomon, who has been living in Italy for 27 years, said they also dreamed of a good life for their family back home. She was happy that the peace talk is happening under the Duterte administration. During the peace forum, Bello emphasized on the importance of the peopleâ&#x20AC;&#x2122;s support to the peace process. Their involvement, Bello said, is important to achieve a just and lasting peace in the Philippines. The third talks in Rome, Bello said, is crucial because it now involved the socio-economic reforms to address the root causes of the armed conflict. He said it is a sad reality that some people especially those in remote areas seek help from the other group instead of the government.

Earlier, Bello said there may be initialing of agreed points in the socio-economic reform agenda of the 3rd round of talks. For the first time, both negotiating panels are tackling the issues on socio-economic reforms. Both parties earlier submitted draft proposals which Chief Party Facilitator Elisabeth Slattum of the Royal Norwegian Government (RNG) described as ambitious and are proof that both parties are working towards a â&#x20AC;&#x153;better future for the Philippines and the Filipino people.â&#x20AC;? The RNG has been hosting and acting as third party facilitator between the GRP and NDF. Bello likewise added that reports from the reciprocal working committees discussing the political and constitutional reform agenda are likewise very encouraging. The peace talks have entered the more crucial round of discussing the core agenda and issues of the negotiations. â&#x20AC;&#x153;The comprehensive agreement on socio-economic reforms (CASER) is the heart and soul of these negotiations. And by finally starting to intently discuss this alone is already a significant breakthrough and a major leap forward,â&#x20AC;? the government chief peace negotiator explained. Bello said this has never happened in 30 years of negotiations with the communist rebels. In another peace talk forum on Sunday at the Basilica of Sta. Pudenziana with the migrant Filipinos in Rome, Milan, and other cities, the members of the GRP and NDF peace panels also received commitments of support.

Gen. ‘Bato’ tells lawmen: PNP first before self By Rogelio Limpin
IMUS CITY, Cavite, Jan. 24 (PNA) – Philippine National Police (PNP) Chief Director General Ronald “Bato” Dela Rosa has urged law enforcers to give their full commitment to their mission and remember “PNP first before self.” Dela Rosa was in Imus City to grace the turnover of 30 brand new motorcycles and 18 police patrol vehicles from the Cavite provincial government to the Cavite police force in simple ceremonies on Monday. Dela Rosa enjoined the police to serve the police organization first before thinking of themselves, before presiding over the turnover rites at the Cavite Provincial Police Office headquarters in Camp Pantaleon Garcia in this city. The event was also graced by Cavite Governor Jesus Crispin “Boying” Remulla, Vice Governor Jolo Revilla, Provincial Board members, Bacoor City Mayor Lani Mercado-Revilla, Imus City Mayor Emmanuel Manny Maliksi and Imus Vice-Mayor Arnel “Ony” Cantimbuhan. The PNP Chief reiterated President Rodrigo Duterte’s directives to governors who called on the Chief Executive in Malacañang recently “to use all their means and at their disposal in their crusade to destroy drugs.” Dela Rosa also announced the top-to-bottom revamp of the police organization to cleanse the ranks of scalawags and intensify the fight against illegal drugs, criminality and corruption. He said the President has prevailed upon his stay in office as PNP chief, citing the Chief Executive’s trust in him amid calls for him to resign. The PNP chief said many speculations surfaced in attempts to destroy him which in effect also target to destroy the President. “I will redeem myself, you will see in the next days,” dela Rosa said. He said there are about 165,000 uniformed police personnel and around 30,000 non-uniformed police personnel in the country which he leads. “I want you to leave the best legacy to be a police and express my appreciation to the local officials for their support because we can’t win the fight on drugs and criminality without you,” Dela Rosa said. Cavite Provincial Police Director Senior Superintendent Arthur Bisnar was on hand to receive the new police vehicles aimed at helping in the police law enforcement and peace and order mission. Bisnar then presented to Dela Rosa and Cavite officials the assorted firearms and a kilo of “shabu” (methamphetamine hydrochloride) which were surrendered and recovered during the week-long operation against illegal firearms and illegal drugs in the province. Gov. Remulla has approved the provincial government’s allocation of Php25 million for the purchase of police vehicles to step up their war against illegal drugs and crimes. Remulla also pledged that his provincial administration is open to anything needed by the Cavite PNP for the service of the people and hopes the police ratio to the population would reach 1 police to 500 people. Remulla said “peace and order are among the problems besetting the province especially that its population has soared to about 4.3 million and ranks as one of the largest provinces in the country.”

Asian group condemns Trump’s Executive Order on immigration LOS ANGELES – The new administration announced today the signing of several inhumane and draconian executive orders intended to endanger immigrants and create fear in immigrant communities. The executive orders include a promise to withhold federal funding to sanctuary cities, triple the number of immigration enforcement officers, add 500 border patrol officers, resurrect the controversial Secure Communities program, and implement mandatory detention of children and families at the border. Asian Americans Advancing Justice (Advancing Justice), an affiliation of five civil rights organizations, released a statement regarding the administration’s announcement: Advancing Justice is outraged by these targeted attacks on our communities that seek to scapegoat and marginalize immigrants, refugees, Muslim Americans and other communities of color. These harmful policies will waste billions of dollars, cause harm in communities across the country, and undermine our American values of liberty, due process, and equality. The announcement to triple interior enforcement officers, double border patrol, vastly increase the detention of immigrants and threaten funding to sanctuary cities are particularly offensive. States and localities have a legal right under the U.S. constitution to adopt policies that welcome immigrants
and refugees and ensure equal access to vital services. The administration’s action is a direct attack on the policies of more than 360 counties and cities that have policies seeking to disentangle local law enforcement from immigration enforcement and encourage vibrant immigrant communities that make our country strong. The executive orders are aimed at creating fear in our communities, including fear of local police, which will undermine community policing efforts by eroding trust in local law enforcement. It also will encourage racial profiling by law enforcement, subjecting anyone who “looks like an immigrant” to being targeted by police. Advancing Justice will resist these executive orders and all policies and practices that profile, target, and criminalize people of color, immigrants, refugees, and religious minorities. Moreover, Asian Americans Advancing Justice warns that the new administration’s executive order will be used to coerce local law enforcement to violate the Constitution. Federal courts have held that immigration detainer requests violate the Fourth Amendment’s prohibition against unreasonable search and seizure because they are not based on a finding of probable cause and signed by a judge. Federal funding cannot be conditioned on requiring state or localities to violate Constitutional rights.
News Analysis: US businesses have mixed feelings on Trump’s NAFTA renegotiation By Matthew Rusling
WASHINGTON, Jan. 25 (PNA/Xinhua) – As US President Donald Trump starts his first month as leader of the world’s largest economy, businesses have mixed feelings on his plans to renegotiate a deal that has been governing North American trade for two decades. Trump recently announced he would seek to renegotiate North American Free Trade Agreement (NAFTA), honoring one of his major campaign promises. While proponents say the deal has many benefits, including providing Americans with lower-cost consumer products, critics said it has contributed to a loss of US manufacturing jobs. Talks on the deal, which Trump has repeatedly said is bad for US workers, will start next week with Trump’s meeting with Mexican President Enrique Pena Nieto. While many have blasted the new president with espousing what they call protectionism, there are mixed feelings among businesses. Edward Mermelstein, international real estate lawyer at One & Only Realty Holdings, told Xinhua he believes NAFTA has
been bad for the US economy, arguing that the agreement has been “disadvantageous” to the US economy. “Renegotiating NAFTA in a way that would allow the US economy to render some favorable positions rather than having the United States carry the burden on trade, would be a beneficial scenario for the US economy going forward,” Mermelstein said. Renegotiating the deal would “increase jobs in the United States and benefit our economy, and all of those items would, for the most part, be beneficial to the real estate industry,” he said. “The idea as a whole would be that the current agreements -- and not only with our North American countries but also with trading partners in Europe and Asia -- would be fair game for a renegotiation,” Mermelstein said. The United States has seen “negative effects,” including losses of jobs, from trade agreements that have been put in place over the last 20 years, he said. “So the idea is to reinvigorate the manufacturing sector by renegotiating the trade agreements,” he said.

Caregiver Rights Update 2016 was a sensational year for caregiver rights. In January 2016, when California raised the minimum wage to $10 an hour, the minimum daily rate of pay for many 24hour caregivers was raised to $315. The calculation of the daily rate is as follows: Under the Domestic Worker Bill of Rights (DWBR) law, the first 9 hours of work must be paid at minimum wage (9 hours x $10 an hour = $90), and the next 15 hours of work must be paid at the overtime rate (15 hours x $15 an hour = $225) making the total daily rate due caregivers for 24-hours of work $315 in 2016. This wage increase, along with other changes to Californiaâ&#x20AC;&#x2122;s labor laws that went into effect at the start of the year, truly set the stage for an eventful year in the world of caregiver law. To raise awareness of the plight of caregivers, who are all too often ignored, Kevin Rehwald, a partner at Chaleff Rehwald, wrote a 5000word article examining caregiver rights. News Analysis: Trumpâ&#x20AC;&#x2122;s first term may see much strife with US media By Matthew Rusling
WASHINGTON, Jan. 26 (PNA/Xinhua) â&#x20AC;&#x201C; The White House and US media are already at each otherâ&#x20AC;&#x2122;s throats as President Donald Trump kicks off his term, and experts expect the animosity to last for a while. Trump, who shocked the world in November by defeating his Democrat rival Hillary Clinton, had a poor relationship with the US press during his campaign, as he repeatedly pounded the press and certain reporters for treating him unfairly. On Trumpâ&#x20AC;&#x2122;s first day as president
earlier this week, he stated he had a â&#x20AC;&#x153;running warâ&#x20AC;? with US media, and that he would fight the media tooth and nail. Experts said that if the first week is any indication of what the future holds, it looks like the animosity will continue. â&#x20AC;&#x153;I think there will be a more adversarial relationship between Trump and the Washington media, as both administration officials as well as Trump supporters have long been skeptical of the way that the media has covered Trump specifically and conservatives in general,â&#x20AC;? Duterte versus the church President Duterte is on a collision course with the Catholic Church over the governmentâ&#x20AC;&#x2122;s decision to distribute contraceptives such as condoms and birth control pills to all households, including high school students, to educate them about safe sex and unwanted pregnancies. The President was scheduled to meet with church leaders last week to â&#x20AC;&#x153;softenâ&#x20AC;? their strong objection regarding the implementation of the Reproductive Health or RH Law as well as the wave of extra judicial killings going on all over the country. I do not know if the meeting took place or what transpired in the meeting if ever it occurred. But so far, it appears that all attempts of ironing out their differences appeared to have broken down. Last January 9, President Duterte signed an executive order seeking full implementation of the RH Law and for government agencies to expand public access to contraceptives, particularly to the poor. Duterte said he wants the RH Law to be fully implemented because of his desire for everyone to prosper, particularly the women, for them to contribute to the financial health of their families. This is good since the country will be able to slow down its population growth. For years, rather poor has been begging the government to have access to family planning devices. There are more than 100 million Filipinos. However, birth control devices or pills were only made available to the wealthy and middle class Filipinos. The church, on the other hand, has strongly expressed its objection and disappointment on the governmentâ&#x20AC;&#x2122;s population control initiative, claiming that it is anti-life and promotes abortion. The Catholic Bishop Conference of the Philippines (CBCP) said it will hold a massive street protest in Metro Manila to voice out their indignation on governmentâ&#x20AC;&#x2122;s decision to implement fully the â&#x20AC;&#x153;planned parenthoodâ&#x20AC;? law. There is a possibility that the church will now join the â&#x20AC;&#x153;yellow partyâ&#x20AC;? and well as other civil society groups to call for the ouster of Duterte and spark an uprising. So far, street protests organized by civil society groups and the â&#x20AC;&#x153;yellow partyâ&#x20AC;? have been unsuccessful since they were poorly attended and have failed time and again to convince the public to join their cause. Time has changed since most Fili-
pinos are fed up with corrupt and incompetent public officials. It is a good thing that the Filipino people elected Duterte as President. At least he has shown that he has a heart for the poor and will not tolerate corruption during his six-year term in office. Another reason why the public is no longer interested in joining street protests is because they approve the way President Duterte is running the affairs of the government. The Catholic Church has so far been successful in the past in blocking the full implementation of the RH Law. In 2013, the RH Law, which guarantees universal access to birth control, was passed in Congress although itâ&#x20AC;&#x2122;s implementation was hindered in the past by numerous challenges. The Churchâ&#x20AC;&#x2122;s intense lobbying prompted for the Supreme Court to issue a restraining order on most contraceptive methods. Fearing for a backlash from the Church, lawmakers made a sudden turnaround and made budgetary cuts on the RH Law. The Church should try to see the bigger problem the country is facing now regarding population growth and the difficulties of most Filipino families in trying to grapple with soaring prices of ricer and foods. Bishops should order their priests, or even themselves, to attend seminars regarding RH Law for them to find out that the controversial planned parenthood law is not only about giving free contraceptives to Filipinos. The law also aims to promote sexual health education and reproductive health care services to the people. Of course, they have a different view on this, which is as old as the church itself.

Coco Martin plans to make MMFF directorial debut Coco Martin had a banner year in 2016. His primetime series “Ang Probinsyano” dominated television and his film with Vice Ganda, “The Super Parental Guardians” (TSPG), became the country’s highest-grossing film. But that doesn’t mean you’ll find him resting on his laurels now. The actor still has a lot of plans this year. It includes solo-directing his first ever film, which he hopes will be included in the next edition of the Metro Manila Film Festival (MMFF). Tax savings on mortgage interest? Why rent? When you own a home and you have a mortgage payment, the mortgage interest deduction lets you write off the interest you pay on a large portion, if not all, of your mortgage debt. Estimating how much your mortgage interest will save on your taxes can help you make a better decision about how much you can afford to spend on your mortgage. For example, if you’ll pay an extra $1,000 over the year compared to renting, but you’ll save an extra $5,000 because of the interest deduction, the mortgage becomes more affordable. However, since mortgage interest is an itemized deduction, you can’t claim it unless you’re willing to part with your standard deduction. Make sure you consult with your tax preparer or accountant on the actual details of your income savings. Here are some steps to try to figure how much you can write off and save if you own a home. Step 1 Calculate your mortgage interest deduction. If you have less than the annual limit in mortgage debt, you can deduct all of your interest. As of 2012, the limit is $1 million of debt for most filers, but $500,000 for joint filers filing separately. Because these numbers are so high, many filers won’t have to worry about the limits. If you exceed the limit, you can only deduct the portion of your interest paid that is charged on the debt up to the limit. For example, if you have $30,000 in mortgage debt and you file a joint return, you can deduct all your interest for that fiscal year. Step 2 Estimate your taxable income for the year by subtracting any adjust-
ments to income or exemptions you’re eligible to claim from your gross income. For example, if you have $150,000 of income and $30,000 of exemptions and adjustment to income, your taxable income is $120,000. Step 3 Figure your income tax bracket by comparing your taxable income with the tax brackets for the year. The Internal Revenue Service publishes these in Publication 17. For example, if you’re married filing jointly in 2012 and have a taxable income of $120,000, you fall in the 25 percent tax bracket. Step 4 Multiply your tax bracket by your mortgage interest deduction to calculate your tax savings. For example, if you can deduct $30,000 in mortgage interest and you fall in the 25 percent tax bracket, multiply 30,000 by 0.25 to find you’ll save $7,500 on your taxes. FOR RENTAL HOMES DE DUCTIOINS In looking to cut mortgage expenses, some homeowners may rent their homes out and take up renting themselves. Finding a tenant willing to rent your home and cutting your mortgage expenses in the process is frequently a welcome circumstance. If you’re renting your home out and are also a renter yourself, though, you might wonder if any mortgage

Living with stress every day caused by the burden of debt is a horrible way to live. Bankruptcy can offer hope when the future looks bleak. Some people will qualify for Chapter 7 to completely wipe out their debts. Others may have no choice but to file Chapter 13 and pay their creditors over a 3-5 year period. Much of it depends on your income and your assets. You also need to take into consideration your objective in seeking debt relief. Under the rules for Chapter 7 bankruptcy eligibility, your current monthly income must be measured against the median monthly income for a family of your size in your state. If your average monthly income is lower than the median, Chapter 7 may be for you. If your income is higher than the median, Chapter 7 is still a possibility, but there is an additional step. You have to

Typical expenses found in many residential rental properties include maintenance, insurance, taxes and mortgage interest. The IRS recognizes the interest charged on a property’s mortgage loan as a legitimate business expense and also lays out rules for how to deduct it. Deducting Mortgage Interest The IRS addresses income-generating properties and their business expenses in Publication 535. If you’re legally liable for paying a residential rental property’s mortgage debt you can generally deduct its interest. For example, if you made $15,000 in rental income from your home and paid $10,000 in mortgage interest, that $10,000 would be deductible. A $10,000 business expense deduction on $15,000 in potentially taxable rental income would reduce that $15,000 to $5,000 of actual taxable income ($15,000-$10,000 = $5,000). Business Expense Deductions Always seek the advice of a tax professional when considering de-
ducting the expenses on a residential rental property. The IRS also doesn’t consider payments that lower a rental property’s mortgage principal a business expense. In other words, you can deduct the interest portion of your residential rental property’s mortgage payment but not the money applied towards its principal balance. Plus, you must be able to itemize on your tax return to claim any mortgage interest or business expense deductions. In celebrating the “Year of the Rooster,” Asian Lunar New Year, the Westfield Santa Anita Mall unveiled its new “Food Alley,” which offers a variety of choice offerings in savoring “international flavors.” The “Food Alley,” is a new collection of restaurants such as: “Matcha Matcha,” where customers savor fun and delicious desserts made with traditional Japanese ingredients, thus giving its customers a fun experience with the various flavors of their delectable desserts. “Monkey Bar,” is a new restaurant concept offered by the Sticky Rice Group, whose Executive Chef is Filipino named Eugene Santiago. It is a restaurant/bar where customers can experience delectable organic, freeranged appetizers such as Chicken dumplings, soft BBQ ribs, “chicharon” or salad, combined with a variety of fine spirits, whiskey and beer. “The Backhouse,” is a restaurant and bar specializing in yakitori.
They also offer an izakaya menu (Japanese-style tapas), along with a fully-stocked bar. LA Catholic Fil-Ams celebrate Bishop Solis’s promotion

Filipino American Catholics in Los Angeles expressed jubilation over the appointment of Filipino-born Bishop Oscar Solis, as the new head of the Diocese of Salt Lake City in Utah. Solis, 63, currently an auxiliary bishop for the Archdiocese of Los Angeles, will fill a nearly two year vacancy in Salt Lake City after Bishop John Charles Wester was appointed to lead the Archdiocese of Santa Fe, New Mexico, in April 2015. Trini Paredes Foliente, one of Solis’ ardent supporters in the Archdiocese of Los Angeles, disclosed that the news of Solis’s promotion immediately reached their “circle” just minutes after the Vatican made the announcement. “We were so overjoyed!,” Foliente recalled, “we know in our hearts that he truly deserves the post. And as Filipinos, we are so proud because he represents everyone of us here.” Foliente, who is personally known to the bishop, said Solis’ eloquence
and charisma would work well when the bishop assumes his new post in the US Catholic hierarchy sometime in March this year. “They would really love him. Hindi nagagalit. Hindi judgmental. Everyone wants to be around him kapag nandiyan siya,” Foliente added. In a text message, an officer of the Pasadena-based Filipino Catholic Association, also expressed elation over Solis’s appointment. Edilberto Bandalan Jr., added that the selection of the Filipino bishop seemed to indicate the absence of discrimination in the selection of leaders in US Catholic hiearchy. The Filipino bishop, who speaks good Spanish, is also expected to get a warm welcome from Latinos who comprise the majority of the Diocese of Salt Lake City. Quoted in the Angelus News, the publication of Archdiocese of Los Angeles, Archbishop Jose H. Gomez said “our loss will be a gift to the family of God in Salt Lake City,”

It is a tremendous blessing and a responsibility and a privilege to be of service to the local Church in the United States of America, coming from the Philippines.” In 2003, Solis became the first Filipino to be appointed bishop in the United States when he was named an auxiliary to the Archdiocese of Los Angeles by Pope John Paul II. Solis was born in San Jose City in the Philippines on Oct. 13, 1953. He was ordained a priest for the Diocese of Cabanatuan on April 28, 1979.
Hate crimes are still under-reported, says experts By Abner Galino
The lack of police training on how to identify hate crimes have resulted in the under reporting of such crimes nationwide. Brian Levin, criminal justice professor at California State University, San Bernardino, and director of the Center for the Study of Hate and Extremism, made the assessment during the New America Media (NAM) telebriefing on hate crime reporting on Wednesday (January 18). Levin said current national hate crime statistics are published through an annual report from the Federal Bureau of Investigation (FBI). However, the professor added that “data is widely seen as flawed because it relies on voluntary participation from local law-enforcement groups nationwide.” “Some states like Tennessee fine local law enforcement agencies that don’t participate, while other states like Mississippi opt out completely,” Levin explained. According to the professor, while anecdotal evidence seem to suggest an increase in hate crimes in 2016, it may take some time for researchers to prove it. “We know Tennessee reported hundreds of cases of hate crimes last year, but neighboring Mississippi, which has the highest population of African Americans, reported zero,” Levin noted. “There’s obviously something missing.” African Americans have histori-
cally been the most targeted racial group for hate crimes, accounting for 53 percent of the 5,850 hate incidents reported in 2015, according to FBI data. While hate crimes overall are on the rise – increasing by more than six percent between 2014 and 2015 – the number of hate crimes reported against Latinos remains relatively unchanged. Alarmingly however, the FBI’s 2015 report a 67 percent increase in anti-Muslim hate crimes, said Levin. “We’ve been in a range of 105 to 160 anti-Muslim hate crimes a year since 2000, but again this is dependent on self-reporting from local agencies,” he said. Another NAM telebriefing resource speaker Phyllis Gersternfeld, a criminal justice professor at CSU Stanislaus and author of Hate Crimes: Causes, controls and Controversies, added that law enforcement personnel often lack the training necessary to fully understand hate crimes “With the exception of California, states do not specifically require police to undergo training on how to identify potential hate crimes. That missing component can lead to hate incidents being misidentified or going unreported,” Gerstenfeld said. On reporting hate crime A.C Thompson, another resource speaker at the NAM telebriefing on Wednesday, is an award-winning investigative journalist with ProPublica.

According to Thompson, reporters can help fill the gap in hate crime reporting through coverage of local incidents in their communities. The nonprofit news outlet is working to establish a mapping database to record incidents of hate crimes across the country. “We’re trying to add another layer of information to what’s out there,” he said. “People around the country can report hate crime incidents and hate bias.” Straddling the line between sympathy and skepticism towards victims would help reporters covering hate crimes for their communities, Thompson added. “You want to get the best sense possible of whether or not the story makes sense,” he said. Thompson said one of the best ways to approach a potential hatecrime story is to look for witnesses
who may have seen or heard from the victim around the time of the alleged crime for help corroborating a story. “Medical records and police reports are also important, as they can add further proof of injuries or damage resulting from a hate crime,” Thompson added. Using social media, he continued, would help provide insights into the motives of victims and criminals. “News stories drawing attention to such incidents will not only help keep communities from suffering in silence, but also assist researchers develop a clearer picture of hatecrime trends,” Thompson said. ProPublica database contains stories that could be vetted and recorded for future investigation by journalists and experts. “The idea is to map and track as much as possible in the absence of solid federal data,” he said.
Animal control to conduct field licensing in Lancaster Officers from the County of Los Angeles Department of Animal Care and Control (DACC) will be conducting field licensing enforcement in the unincorporated area of Lancaster (zip code 93535) beginning on Wednesday, February 8, 2017. Field enforcement efforts are designed to ensure that residents’ dogs and cats are in compliance with mandatory licensing requirements, spay/ neuter, and microchipping. Additionally, California law requires that all dogs over the age of four months be vaccinated against rabies and licensed. In addition, the County of Los Angeles requires the same for all cats. As of January 1, 2014, puppies may be vaccinated at three months but are not required to be vaccinated until four months of age. Securing a dog or cat license is essential to assisting animal control agencies if a pet becomes lost. Pet owners must be in compliance with licensing, spay/neuter, and microchipping if they reside in unincorporated areas of Los Angeles County (as well as within Cities that contract with the County and who have adopted the County’s Title 10 ordinance). Residents not in compliance will be subject to license fees, delinquency charges, and a $40 field enforcement fee (to offset the cost of the Department’s field services).
