DUTERTE UNFAZED BY US ‘STOPPING SALE OF RIFLES TO PHL’
MANILA, Nov 2 (Mabuhay) – President Rodrigo Duterte is unfazed by reports that the US State Department has stopped the sale of 26,000 assault rifles to the Philippines for the use of the PNP. “Karaming de bomba dito,” Duterte told reporters, indicating that the Philippines didn’t need to buy the rifles from the US. “Remember what the Russian diplomat said? Come to Russia. We have everything you need,” he added. Duterte has repeatedly said in his speeches that he met with Russian Prime Minister Dmitry Medvedev in Laos and the leader indicated that Russia was ready to help. Russian Ambassador Igor Khovaev, in an exclusive interview with GMA News, said as much. “Please formulate your wish list. What kind of assistance do you expect from
Russia and we will be ready to sit down with you and discuss what can and should be done,” Khovaev said. He said Russia is open to cooperation with the Philippines. “It includes any area, any field of possible cooperation,” Khovaev said. Malacañang earlier Tuesday said the Philippine government could find other sources of assault rifles for the national police if the United States would stop the planned transaction. Pinoy artist from Qatar brings his art to the US By Abner Galino
An internationally recognized Filipino artist, who has spent the last seven years impressing sheiks, businessmen and other bigshots in Doha, Qatar is currently in the United States to continue spreading the allure of his remarkable artistry. Angelo Maristela, who had employed his God-given talent since he was a teenager back in the Philippines, recently participated in a one-day group exhibit titled “For The Sake Of Art” in Bayonne, New Jersey last October 15. He also participated in the Society of Philippine American Artists annual exhibit titled “Change” at the Philippine Consulate in Manhattan, New York last Oct 10 to 21. Prior to that Angelo joined “Strawberry Moon Summer” exhibit at the JMC Gallery, also in Manhattan, New York. Last August 29 to September 6, Angelo’s canvasses were also displayed during the “Art Biennial Miami” in Miami, Florida. On September 7 to 30, Angelo’s works were displayed side by side
with the works of other noted Filipino artists in the exhibit called “Strawberry Moon Summer II” in Montserrat Gallery in Chelsea, New York. Angelo is scheduled to join an international artists group exhibit titled “Miami River Art Fair” at the Miami convention Center in Miami, Florida from December 1 to 4. But what he is really looking for, according to his wife Lynn, is his upcoming solo art exhibit on April 3 to 14, 2017 at the Philippine Consulate in Manhattan, New York. Angelo’s canvasses portray almost anything under the sun. He draws living creatures and still objects which he could into generate into realistic images or weaves in his abstract and impressionist styles. Angelo has been known for his exuberant images that he builds from light colors. He intricately weaves his strokes to form a magical mix of colors and movements. While in Qatar, Angelo became a member of a group that was exclusive only Qataris and Arab artists. Apparently, the Filipino artist was

Duterte sends off arrested Vietnamese fishermen By Leonardo V. Micua
SUAL, Pangasinan, Nov. 2 (PNA) – President Rodrigo Roa Duterte personally sent off 17 Vietnamese fishermen who were arrested for alleged poaching in the coastal waters of Sta. Catalina, Ilocos Sur last September 8 in a ceremony at the Port of Sual here at past 4:00 p.m. Wednesday. The Vietnamese, who were brought to Sual pending the disposition of cases filed against them before the

However, the case filed against them were dismissed after investigators found that the Vietnamese had no intent to violate Philippine laws. Some of the fishers were identified as Tran Huu Trong; Bui Van Liem; Nguyen Van Phuong; Dien Thien Son; Le Tien, Tran Hu Phuc; and Hyun Than Trung.

Discharge debt this New Year and reestablish credit Banks and credit card companies have told us how important it is to maintain our credit, honor our obligations, pay on time, but what if we suddenly canâ&#x20AC;&#x2122;t pay on time, then what? What if I lose my job, and canâ&#x20AC;&#x2122;t pay anyone right now, where does that put me? The answers may surprise you: Q: My wife recently lost her job. My income goes to food and rent. We havenâ&#x20AC;&#x2122;t paid our credit cards for two months, and have been sent to collection, and or get letters from attorneys who threaten to sue us. What can we do? A: That depends on how long you think it will take for your wife to find a job, how much you owe, and whether your creditors sue you and garnish your wages. Generally speaking, if payments to your credit card debts are more than 30% of your take home pay, you are in trouble. In this case, you may want to consider bankruptcy as an option. Q: Will filing for bankruptcy ruin my credit forever? A: No, in fact it might even make an instant improvement, particularly if you cannot pay your bills. If you cannot make ends meet, your debt to income ratio is too high. At that point your prospects of getting more credit is zero. A bankruptcy cures the debt to income problem, discharging debt and leaving income. This gives you access to a number of credit card and other lenders who literally target people with bankruptcy discharges. See next question! Q: Will anyone issue me with a credit card, when I have a bankruptcy on my report? A: Yes, there are many creditors who specialize in doing business with bankruptcy debtors. They are usually secured creditors that offer auto financing, mortgages and secured credit cards. Their main motivation is money - they want to charge you a little extra, and there is no real risk involved. After bankruptcy, you cannot file again for eight years. You have no other debts, a good debt to income ratio, and can afford to service the new loan. Q: How long does it take to get unsecured credit at the same cost as before my bankruptcy? A: Anywhere between 30 days and six months. We checked out several programs available. Some offer secured visa cards. That is where the line of credit is secured by a savings deposit. Another program we looked in to, offers an unsecured line of credit of up to $5,000 to shop at their catalogue store. Generally, most department stores will reestablish your credit after six months to a year of good payment history with another bank. Mortgage lenders consider applicants based on fico scores. There are programs available, starting at about 560 fico. Building your fico score is not difficult, if planned methodically, and a secured credit card is a good way to start. Bankruptcy Options Filing bankruptcy, file under Chapter 7, (The real bankruptcy) that discharges all unsecured debt. However, there are people with problems that are best resolved through Chapter 13, the debt consolidation program. Chapter 13 is used primarily by those who either have problems with secured debt, and want to keep the collateral, or perhaps, have plenty of assets, but no liquid cash, and want to avoid a creditor imposed liquidation. Most Chapter 13â&#x20AC;&#x2122;s are filed by people who are late on their mortgage, and want to avoid losing their home through foreclosure and trust deed
sale. Since the mortgage is a secured debt, you have only two choices, pay the debt or give up the house, but there is help - since Chapter 13 lets you amortize the mortgage arrearages, and in most cases, discharge unsecured debt at the same time. By discharging unsecured debt, your ability to service the mortgage is improved, and hopefully, you can stay in your home. Sample questions on Chapter 13. Q: Can I make lower house payments if I file a Chapter 13 repayment plan? A: If you have a second mortgage, we might be able to strip that off the property. As far as the first mortgage is concerned, you may also be eligible for one of several loan modification plans that we work with. If you are not eligible for a loan modification, you must make the regular scheduled payments. However, the delinquent portion can be spread out over three years at a nominal interest rate. Q: What does a Chapter 13 do to my credit card debts? A: That depends on your income level. For most people, their unsecured debt, like credit card debts would be wiped out. This in turn helps to pay the mortgage arrears. Q: Can a Chapter 13 stop lenders repossessing my automobile? A: Yes, it will stop the repossession, and your monthly payments can be lowered, based on the depreciated value of the automobile. Q: Can a Chapter 13 help me with debts to the IRS or student loans? A: A Chapter 13 can be very helpful with debts that are not dischargeable in a regular Chapter 7. These types of debts can only be discharged if they are past their respective statute of limitations. A chapter 13 will allow you to pay these debts over a period of time, and limit future interest accruing on the debt. Q: Whatâ&#x20AC;&#x2122;s the main difference between Chapter 13 and Chapter 7? A: Chapter 7 will discharge all unsecured debts, but does not resolve problems associated with arrears on secured debts. (Such as late payments on the mortgage) Q: I filed Chapter 7 last year, can I file Chapter 13 now? A: Yes. Although Chapter 7 bars you from re-filing again for eight years, a Chapter 13 can be filed every three years. Q: I own a house together with my brother. We want to file a Chapter 13 to stop a foreclosure, do we both have to file? A: No, only one of you need file, preferable the party that owes the most in unsecured debt, and thereby has the most to gain. Q: I have no equity in my home. I just want to stay here as long as possible. What can be done to stop a trust deed sale and prolong my occupancy? A: Contact your lawyer to discuss all options available to you. MANILA, Nov. 2 (PNA) - The traditional observance of the All Saints’ Day and All Souls’ Day was “generally peaceful” and orderly. PNP chief Director General Ronald “Bato” Dela Rosa made this assessment on Wednesday as he took note of reports from the Police Regional Offices (PROs) that indicated no serious untoward incidents and security concerns as the four-day weekend holiday ended on Tuesday. “I extend the congratulations of President (Rodrigo) Duterte and DILG (Department of Interior and Local Government) Secretary Mike Sueno to all police and military units, and participating government agencies, and civic organizations for the orderly and uneventful outcome of the national holiday.” The PNP chief was kept posted of the prevailing nationwide situation in real time thru the PNP National Operations Center (NOC) and the

Aside from the perennial traffic congestion and crowding in roads leading to public cemeteries and memorial parks, mostly minor infractions and violations of local ordinances that prohibit gambling, loud music, alcoholic beverages, flammable substances and deadly weapons inside cemeteries, the PNP NOC noted four separate untoward incidents nationwide. These separate untoward incidents include PRO-3’s alarm and scandal, and stabbing incidents; illegal gambling in PRO 9; and a vehicular incident in PRO 10. The 160,000-strong PNP, with 81,597 deployed in cemeteries and 28,285 deployed as road safety marshalls, remains on nationwide full alert condition for the Halloween holiday and established a total of 14,973 Police Assistance Desks (PADs) since October 28.

MANILA, Nov. 2 (PNA) – Philippine National Police (PNP) chief Director General Ronald “Bato” Dela Rosa on Wednesday scored some bias media on the spread of information that the United States State Department halted the purchase of 27,000 assault rifles of the PNP. In a press conference in Camp Crame, Quezon City, Dela Rosa said that the media were reporting the incidents of neutralizing drug personalities in the campaign against illegal drugs, rather than the benefits that the campaign had generated.
Dela Rosa noted that many Filipinos were saying that they were now feeling more comfortable and safe because the criminals involved in illegal drugs were decreasing, however, these were not reported. He added that he was addressing his tirade to local media and some international media. The PNP chief was dismayed over the destruction by some media of the image of the Philippines instead of helping to unite all Filipinos and to once and for all totally eradicate the proliferation of illegal drugs in the country and beautify the country’s image.

Over 20 faith-based groups pledge to help in DILG’s drug rehab program By Aira May Dizon
MANILA, Nov. 2 (PNA) – Department of Interior and Local Government (DILG) Secretary Ismael Sueno has commended the 24 faith-based groups that pledged their 100 percent service commitment in the department’s rehabilitation program for drug surrenderers. “I have seen how effective our faith-based groups are, including the volunteers. They started their own initiatives in rehabilitating our drug dependents even without government help,” said Sueno in his message at the recent FaithBased Summit on Drug Recovery Program at the DILG-National Police Commission (Napolcom) Center in Quezon City. Rev. Father Tony Labiao, one of the heads of the community-based rehabilitation on drugs, said that
the summit enriched and reinforced the key role of faith-based groups as service providers of the drug dependents. “This summit is very timely because we need the involvement of as many groups as possible in the drug rehabilitation efforts. This is also a perfect opportunity for us to share our best practices, to network, and to coordinate our efforts throughout the country,” Labiao said. The DILG Secretary also said that faith-based groups’ initiative is a great advantage since they have the best practices in line with the anti-illegal drug campaign of the national government. “We in the government will work shoulder to shoulder with them to help our less fortunate brothers and sisters who have gone astray and who want to mend their ways,” he added.

Sea piracy, kidnapping to highlight President Duterte’s meeting with Malaysian leaders
Duterte targets ‘corrupt’ Customs official MANILA, Nov 2 (Mabuhay) – President Rodrigo Duterte said Tuesday that he wants a deputy at the Bureau of Customs sacked for alleged corrupt practices. In an interview during his visit to his parents’ grave in Davao City, the president said he wants the Customs deputy for intelligence suspended and removed from the agency.
“Pati ‘yung sa Customs, there was this story about the deputy for intelligence,” Duterte said. “I have yet to talk to Col. Faeldon, but I have instructed my aide to relay. I want him suspended immediately... suspended and out immediately. Kung ayaw niya umalis sa Customs, ako mismo magpapaalis sa kanya (If he does not want to leave Customs, I will force
him out),” the president continued. Duterte added that pending investigation, he wants the Customs deputy to be removed from office. “Gusto ko, totoo man o hindi, tanggalin mo muna at imbestigahan... DAVAO CITY, Nov. 2 (PNA) – Issues on sea piracy and kidnapping along Malacca Strait will highlight the meeting of President Rodrigo Duterte with Malaysian leaders next week. “We have a lot to talk to about the piracy on the Malacca Strait, kidnapping, criminality abounds in that area,” he told reporters in an interview during his visit at the graves of his parents at the Davao City Catholic Cemetery on Tuesday night. The President underscored the importance for Malaysia, Indonesia, and the Philippines to talk about the said issues and “once for all come up with a solution.” He added that the three countries share the same coastline. President Duterte, who is scheduled to visit Malaysia and Thailand next week, voiced concern that incidence of kidnapping is increasing while piracy has become vicious and sometimes victims are being murdered on the high seas. On Saturday night, the President received Malaysian Deputy Prime Minister Ahmad Zahid Hamidi and Speaker of Parliament Pandikar Amin Mulia, at the Davao International Airport. The President said he talked about the concerning issues with Mr. Hamidi and Mr. Mulia and the need to talk about it seriously to put a stop on the activities “because it has somehow paralyzed the trade and commerce in that area,” adding that it is very important that the arterial channel be safe and get rid of the troublesome guys. Alerts vs undervalued imports recover PHP4.6-M Customs revenues MANILA, Nov 2 (PNA) – A total of PHP4.6 million duties and taxes were recovered from technical smuggling after grossly undervalued imported shipments in 112 container vans were put on alert by the Command Center (ComCen) of the Bureau of Customs (BOC) in the past four months. Customs Commissioner Nicanor Faeldon bared that the adoption of a stringent anti-smuggling policy, now fiercely shared and effectively enforced by the Intelligence Group (IG) and the Customs Intelligence and Investigation Service (CIIS), has exhibited rewarding and positive impacts in his vision for a genuine change in BOC. “The recovery of 4.6 million duties and taxes from undervalued shipments is not an ordinary feat, but a rare and selfless act of public duty by BOC’s intelligence units,” Faeldon said. “Maybe it is not the first time in BOC’s history that genuine commitment to the call of duty has prevailed over graft, but today, I saw the nobility in the ranks among the fine men and women in IG and CIIS rise with the challenge what good public
service calls for. Keep it up,” Faeldon added. Faeldon cited that IG and CIIS have worked closely with each other in many aspects of intelligence campaigns since he took office in BOC, making both ‘one efficient apparatus’ in carrying out its missions: to support revenue collection; fight against smuggling; and protection of our country’s border security from local and alien threats. He said that while businessmen are encouraged to conduct more importation, the agency also makes sure to fairly enforce the provisions of laws as provided in Republic Act 10863, or the Customs Modernization and Tariff Act of 2016. “It is a tough balancing act for us. But we see to it that none in our mandate is left out and compromised,” he said. Faeldon said the recovered duties and taxes from alerted undervalued shipments came from five major ports namely: Port of Manila (POM), Manila International Container Port (MICP), Port of Cebu (POC), Port of Cagayan de Oro (POCO), and Port of Davao (POD). These are: • MICP 44 alerts on 83 container vans • POM 11 alerts on 15 container vans • POCO 13 alerts on 14 container vans • POC 3 alerts on 3 container vans • POD 2 alerts on 2 container vans Per record, the alerted shipments in 112 container vans were positively uncovered correct as declared but undervalued, hence its importers were charged by BOC for additional duties and taxes. The shipments vary in items ranging from pump parts, waste water treatment system, panties and ladies accessories, used copying machines, drilling equipment parts, cutting wheel grinding stone, poultry incubation equipment, etc. The recovered PHP4.6-million duties and taxes will go into BOC records as IG’s and CIIS’ contribution in revenue collection efforts of the agency for the period. So far, reports on other cases of smuggling involving misdeclaration, misclassification, and non-declaration that were alerted by IG and CIIS through ComCen are still under legal scrutiny by BOC’s legal service.

History has it that when the United States Constitution was initially ratified during the 1800â&#x20AC;&#x2122;s, each state was granted â&#x20AC;&#x153;complete discretion to determine voter qualifications for its residents. After the Civil War, the three Reconstruction Amendments were ratified and limited this discretion. The Thirteenth Amendment of 1865 prohibits slavery; the Fourteenth Amendment of 1868 grants citizenship to â&#x20AC;&#x2DC;anyone born or naturalized in the United States, and guarantees every person due process and equal protection rights,â&#x20AC;&#x2122; and the Fifteenth Amendment of 1870 provides that â&#x20AC;&#x2DC;the right of the citizen of the United States to vote shall not be denied or abridged by the United States or by an State on account of race, color or previous condition of servitude.â&#x20AC;&#x2122; In the 1950â&#x20AC;&#x2122;s, the Civil Rights Movement increased pressure on the federal government to protect the voting rights racial minorities and in 1957, Congress passed the first civil rights legislation named as â&#x20AC;&#x2DC;Reconstruction: the Civil Rights Act of 1957.â&#x20AC;&#x2122; However, the Voting Rights Act of 1965, was signed into law on August 5, 1965 by President Lyndon B. Johnson, during the height of the Civil Rights Movement. This was a landmark piece of federal legislation in the United States that â&#x20AC;&#x2DC;prohibits racial discrimination in voting, which was later amended by Congress five times to expand
its protectionâ&#x20AC;&#x2122; and as such it is still currently effective and enforced. Voters have to choose the right candidate for the highest position in the land. Bello to employers: Pay 13th month pay on time MANILA, Nov. 1 (PNA) – The Department of Labor and Employment (DOLE) reminded Tuesday that it is must that employers pay their workers’ 13thmonth pay not later than December 24. “All employers are required to pay their rank-and-file employees the 13th month pay, regardless of the nature of their employment, and irrespective of the methods by which their wages are paid, provided they worked for at least one month in a year,” saidDOLE Secretary Silvestre H. Bello III. Bello warned employers who fail to pay the 13th month benefit that they are liable to money claim cases that aggrieved employees may file with any DOLE regional offices. Labor laws and their implementing rules and regulations mandate the payment of 13th month pay. He explained that 13th month pay is a labor standard provision of the law that the DOLE does not compromise as to its payment. Under the Labor Code, every covered employer is required to make a report of compliance to the nearest DOLE regional office not later than 15 January of each year. “Good labor-management relations, increased workers’ and enterprises’ productivity and competiveness result to workers being paid what is due them,” Bello said. The 13th month pay is defined to mean one-twelfth (1/12) of the basic salary of an employee within a calendar year. The basic salary includes all remunerations or earnings paid by an employer to an employee for services rendered, but may not include costof-living allowances (COLA), profit-sharing payments, cash equivalents of unused vacation and sick leave credits, overtime pay, premium pay, night shift differential pay, holiday pay, and all allowances and monetary benefits which are not considered, or integrated as part of the regular or basic salary of the employee.

Finance chief: Gov’t to work ‘doubly hard’ on poverty reduction MANILA, Nov 2 (PNA) – Department of Finance Secretary Carlos Dominguez III has welcomed the decline in poverty incidence to 21.6 percent, saying this is the cue for the government to “work doubly hard” on its 10-point socioeconomic agenda to hit President Duterte’s target of reducing the number of poor Filipinos by 1.5 percent of the population annually over the next six years. Dominguez said slashing the poverty rate from almost 22 percent to just 13 percent by 2022 remains “doable,” but it will require “the Duterte administration to work doubly hard on fleshing out programs of the 10-point socioeconomic agenda that would boost growth and generate enough jobs and livelihood opportunities nationwide as a way to raise incomes for the poor to meet their food and non-food needs. At the same time, food prices need to be managed so that it does not eat up income growth.”“President Duterte’s poverty-reduction target remains doable, but it will entail pursuing with greater vigor the accelerated spending on labor-intensive infrastructure to boost growth as well as on human capital formation like education and health, so poor Filipinos can have better access to quality jobs and livelihood opportunities,” he said. “A drastic reduction in the country’s poverty incidence as envisioned by the President has become more challenging, as this will require improving the living standards of the poorest-of-the-poor families instead of just uplifting the lives of those on the fringes of the poverty line,” said Dominguez in reaction to the latest
Family Income and Expenditure Survey (FIES) released last week by the Philippine Statistics Authority (PSA) pointing to the decline in the poverty rate from 26.3 percent in 2009 to last year’s 21.6 percent. “The government’s focus should be on the countryside as the severely poor are mostly in rural areas,” said Dominguez, who once served as agriculture secretary. “This also means that we have to pursue tax reforms in the Congress without letup,” he said, “so the Duterte administration can generate enough revenues to bankroll both the propoor and business-friendly programs of the 10-point socioeconomic agenda on inclusive growth.” Dominguez said the DOF will study the 2015 FIES of the PSA to see if it needs to finetune the figures in its Comprehensive Tax Reform Program, the first package of which was already submitted to both legislative chambers last September. The past government has managed to improve the lives of the marginal poor by way of projects like the Pantawid ng Pamilyang Pilipino Program (4Ps), a conditional cash transfer (CCT) initiative in which poor families are given cash in exchange for meeting certain conditions like sending their kids to school and getting medical check-ups at barangay health centers. Dominguez said the government must shift to overdrive its higher spending on infrastructure, human capital and social protection, especially in the regions where the poverty and unemployment levels are at their peaks as shown in the FIES survey.

Consumption taxes to affect rich the Debt problems: 2 things you need to most, not poor households, says DOF change if you want your life to get better MANILA, Nov. 1 (PNA) – It is a “fallacy” to believe that the proposed expansion of the value-added tax (VAT) base and adjustments to the excise tax on petroleum products under the proposed comprehensive tax reform program are anti-poor because being consumption taxes, these will impact the most on affluent Filipinos who make use of more goods and services, rather than the poor, low-income and even the middle-class households, the Department of Finance (DOF) said. DOF Undersecretary Karl Kendrick Chua said the Duterte administration’s proposed Tax Reform for Acceleration and Inclusion Act, which contains these VAT and fuel excise tariff proposals, would even shield poor and low-income consumers from the effects of these tax adjustment proposals because the new government is committed to providing highly targeted direct transfer programs and indirect subsidies to them. “Rather than being anti-poor, the tax reform plan will actually correct the injustice of only a few enjoying the benefits of growth. Our primary goal here is to give everyone a better chance of building a more stable future by equalizing opportunities for all through the adoption of a simpler, fairer and more efficient tax system,” Chua said. Chua pointed out too that the imposition of an excise tax is always hinged on a two-pronged objective, which, in the case of petroleum products, is to raise revenues and the other equally important goal of addressing pollution and the other negative environmental effects of using fossil fuels. “Given this, everybody should be responsible, both rich and poor. Equity considerations, therefore, should not figure in imposing the tax on petroleum products. What should be considered is how the tax will be adjusted to improve equity,” Chua said. For instance, he noted that although diesel is widely used by both the rich and the poor, not doing anything to adjust its excise tax and indexing it later to inflation benefits the rich far more than the poor because the top 10 percent of households in the country consume almost 60 percent of oil products and the top one percent consume 20 percent. “Not adjusting the tax would mean continuing to subsidize the rich who can well afford to pay for fuel,” Chua said. “The use of highly targeted transfers that benefit the poor and other vulnerable sectors is the better and
more effective option in addressing equity concerns.” He also corrected the false assumption that the proposed adjustment on the diesel excise tax would be P10 per liter, as the DOF proposal is only P6, which represents the accumulated inflation since this tax was last adjusted 20 years ago. “The paramount goal of the DOF tax reform plan is poverty reduction as it aims to help the government raise enough funds for accelerated spending on priority projects under President Duterte’s 10-point socioeconomic agenda, which aims to transform the Philippines into an upper middle-income country by 2022,” Chua said. These priority investments are in the areas of infrastructure, human capital and social protection for the most vulnerable sectors so as to make growth truly inclusive and let the Duterte administration achieve its goal of drastically reducing poverty, he added. An additional P1 trillion is needed per year, said Chua, to fund these priority projects, which, when sustained, would put flesh into the Duterte government’s vision of transforming the Philippines into a high-income country in one generation by 2040. “The poor will benefit from better roads, both urban and farm-to-market roads, public schools, health centers, and improved social services. The accelerated spending on infrastructure, human capital and social protection will equalize opportunities and give better chance to the future generations of Filipinos,” Chua said. As for the expansion of the VAT base, Chua assured the public that there would be no increase at all in the tax rate and that all seniors and persons with disabilities would continue to enjoy their VAT exemptions on essentials such as raw food, education and health services, including medicine. The VAT threshold would also be raised for micro and small scale enterprises from the current limit of P1.9 million to the proposed P3 million, so that purchase from small businesses like sari-sari stores where the poor buy their needs will remain exempted from VAT payments. “Again, it is a fallacy to believe that the revenues from expanding the VAT base would be mostly coming from the poor. In fact, the principle of VAT lies on how much one consumes — meaning the more VATable items one consumes, of course, he/she would have to pay more tax,” Chua said.

Consequences of failing to disclose material assets, income, facts and information in a divorce case.
There is a natural tendency among divorcing parties to hide their assets from their spouse and understate income. This is a common problem that I have observed from practicing law for many years. A common question I hear from clients is â&#x20AC;&#x153;my spouse doesnâ&#x20AC;&#x2122;t know I have an account in this bank, do I have to let him/ her know of this account?â&#x20AC;? Parties to a divorce proceeding have a duty to disclose financial information to each other. This duty arose based on Californiaâ&#x20AC;&#x2122;s policy (1) to marshal, preserve, and protect community and quasi-community assets and liabilities that exist at the date of separation so as to avoid dissipation of the community estate before distribution, (2) to ensure fair and sufficient child and spousal support awards, and (3) to achieve a division of community and quasi-community assets and liabilities on the dissolution or nullity of marriage or legal separation of the parties as provided under California law. To promote the above public policy, the family code requires a full and accurate disclosure of all assets and liabilities in which the parties have or may have an interest be made in a divorce or a legal separation, regardless of the alleged characterization of the property as either community or separate. Parties are also required to disclose all income and expenses of the parties. The parties also have a continuing duty to update and augment that disclosure to the extent that there has been a material change to their financial position. The purpose of the duty to augment and update the disclosures is so that at the time the parties enter into a settlement agree-
ment, stipulated divorce judgment, or trial, each party will do so with full and complete knowledge of all relevant underlying facts of the case. The disclosures are made by the parties by serving each other with a preliminary declaration of disclosure and a final declaration of disclosure. The preliminary declaration of disclosure should be served within 60 days of serving the divorce, separation, or nullity petition. The commission of perjury on the preliminary declaration of disclosure may be grounds for setting aside the judgment in addition to other remedies available under the law. The preliminary declaration of disclosure is not filed with the court but only exchanged by each party. The preliminary declaration of disclosure shall set forth 1) the identity of all assets and liabilities which the declarant may have an interest regardless of the characterization of community, quasi-community, or separate property; 2)The declarantâ&#x20AC;&#x2122;s percentage in the asset or liability; 3) the declarantâ&#x20AC;&#x2122;s characterization of the asset or liability. In addition, the declarant shall also provide the other party with a completed income and expense declaration. The declarations may be amended without permission from the court. The parties shall serve each other with a final declaration of disclosure at the time the parties enter into a set-
tlement agreement, stipulated divorce judgment, or if the case goes to trial, at least 45 days prior to the first assigned trial date. The final declaration of disclosure shall include (1) All material facts and information regarding the characterization of all assets and liabilities(2) All material facts and information regarding the valuation of all assets that are contended to be community property or in which it is contended the community has an interest. (3) All material facts and information regarding the amounts of all obligations that are contended to be community obligations or for which it is contended the community has liability.(4) All material facts and information regarding the earnings, accumulations, and expenses of each party that have been set forth in the income and expense declaration. The parties may agree to mutually waive the final declaration of disclosure requirement but not the preliminary declaration of disclosure. A party who fails to comply with the disclosure requirements under the family code may be held in breach of the partyâ&#x20AC;&#x2122;s fiduciary obligation to the other spouse under family code section 721, 1100, and Marriage of Feldman. The party that failed to disclose material assets, income, facts, and information may be sanctioned by the court by awarding attorneyâ&#x20AC;&#x2122;s fees and sanctions to the other spouse under family code section 271. Duterte administration to focus on job creation, improvement of living conditions of Filipinos
MANILA, Nov. 2 (PNA) – The Duterte administration will prioritize building big infrastructure projects in Mindanao and in Metro Manila to create more jobs and uplift the living conditions of Filipinos, the country’s Finance Secretary said on Wednesday. In a press briefing in Malacañan, Finance Secretary Carlos Dominguez III said the Philippines received pledges from China amounting to US$ 6 billion dollars of official development assistance (ODA) and US$ 3 billion in loans. Since this is the first time the Philippines is receiving ODA from China, the government does not have a complete list of projects yet. Among the projects in government’s pipeline are a big irrigation project in the ARMM in Mindanao, the Php200 billion railways project from Manila to Bicol and infrastructure projects within the Greater Manila Area, Dominguez said. “But our projects really are going to be aimed outside of Greater Manila Area because we want to create jobs for people there, good jobs, so that we can reduce poverty in those areas,” Dominguez said. Aside from China’s ODA, there’s US$ 15 billion in private sectors investments that will focus on projects like building a hotel chain in the Philippines and developing infrastructures in the Clark Green City area, according to Dominguez. Over the next six years, Dominguez said, they expect increased public spending to further boost overall growth performance, adding the administration needs to rapidly build new roads, railways, ports to decongest cities and reduce the logistics cost for most basic goods. While doing this, the government will expand and deepen the financial system. This is to broaden public access to banks and capital markets, support small business industries with accessible credit, and raise capital for industry, according to the Finance chief. With ASEAN Financial Integration, there is now an opportunity to take advantage of the regional population of more than 600 million people to raise the production frontier and multiply the country’s economies of scale, he added. “The new government has put in place a clear, coherent economic strategy to reduce poverty rates effectively in the medium term and lift the Philippine economy to high, middle-income status within the space of a generation. We call this the 10-point socio-economic program of the Duterte administration,” Dominguez said. With the growth momentum, a low inflation rate, stable currency andstrong political leadership, the Philippines earnestly opens its doors to do business with its neighbors, he said. In the same briefing, Presidential Spokesperson Ernesto Abella said President Rodrigo Duterte is thankful to former President Ramos for his help to the Duterte administration as the Special Envoy to China. The former President recently filed his resignation as the country’s special envoy to China. Abella said President Duterte has expressed his gratitude to Ramos for serving the country despite his age. “He would continue to listen to the former President’s advice although he would continue also to pursue his own track,” Abella said.

MANILA, Nov. 2 (PNA) – Aware of Filipinos’ love for Korean telenovelas and music (K-drama and K-pop), a diplomat on Wednesday expressed hope that more Filipino fans would slowly learn to love Korea’s other cultural products. This goal was main reason behind the staging of the K-Ribbon Selection exhibit in Shangri-La Plaza, Quezon City, Ambassador of the Republic of Korea to the Philippines Jae-Shin Kim told reporters in an interview. “Many Filipinos like Korean culture, K-pop, Korean drama and movies. Today we are organizing this exhibition because it is one of the basic foundations of the friendship of two countries (Korea and the Philippines),” the ambassador said. According to Korean Cultural Center (KCC) Director Choong-suk, this was the first time that the exhibit was held in another country. After its pilot in the Philippines, the center is set to bring the exhibit to Spain and Japan. “Many Filipinos already like Koreanovela, K-pop so now we introduce other Korean cultural items. I hope that many Filipinos enjoy
our cultural products as much as Koreanovelas and K-pop,” Choong-suk said. Around 80 products, including traditional food and drinks such as kimchi, sauces, pastes and teas; Korean clothing or Hanbok, accessories; wood, ceramic crafts were on display at the exhibit which is set to run until Nov 8. Choong-suk, meanwhile, expressed hope that total Korean tourist arrivals to the Philippines will rise by at least 10 percent. Data from the Department of Tourism (DOT) showed that around 1.4-million Korean tourists visited the Philippines in 2015. As of January to August 2016, Korean tourists to the Philippines have reached 976, 499. Ambassador Kim, meanwhile, expressed hope that the administration under the leadership of President Rodrigo Duterte would continue to ensure safety of Korean tourists under its thrust to eliminate crime and drugs. “We support President Duterte’s leadership to stamp out crime and drugs. The Korean Cultural Center in Manila will play a very important role in enhancing our cultural exchange between the two countries,” he said.
NAPC chief says decline in poverty incidence is ‘probably artificial’
MANILA, Nov 2 (Mabuhay) – The decline in poverty incidence in 2015 reported by the Philippine Statistics Authority (PSA) was probably artificial, National Anti-Poverty Commission (NAPC) Lead Convenor Liza Maza said on Wednesday, citing her official statement on the matter. The PSA said last week the poverty incidence level dropped to 21.6 percent in 2015 from 25.2 percent in 2012, which translates to 21.93 million Filipinos who could not afford to buy basic food and non-food needs in 2015. Maza noted that in the first six months of 2015 the PSA reported the poverty incidence level at 26.3 percent. “The full-year figure of 21.6 percent differs from the first semester figure by 4.7 percentage points, which is unprecedented,” she said in a statement. She emphasized that full-year poverty incidence numbers are generally lower than first semester estimates as incomes are usually higher in the second semester, but never to such degree as reflected in the situation last year. “It is possible that the decline was largely due to a massive influx of cash to the poor through the conditional cash transfer program, bottom-up budgeting projects, a hiring spree of street sweepers and similar temporary jobs, and general election-related spending in an all-out effort by the past
administration to elect Roxas,” Maza said, referring to Liberal Party standard-bearer Mar Roxas. “This means that the decline is probably artificial, and does not reflect any real change in the situation of the poor,” she added. On the recent survey by the Social Weather Station, the results of which showed the self-rated poverty reached a record low in the third quarter of 2016, the NPC chief was not convinced the numbers were significant. “Given the margin of error ±3 percent – and it just lowered by three percent from 45 percent to 42 percent – so it’s not statistically significant,” Maza said in a phone interview. The SWS survey found four in 10 Filipinos or 42 percent considered themselves poor, the lowest in 33 years, but it was only a 3-percentage-point drop from the previous quarter. Maza emphasized on the need to establish a more comprehensive measure that reflects the multidimensional nature of poverty, instead of the poverty incidence numbers that captures the incidence only in terms of income. “Aside from the fact that official poverty incidence is based on an unrealistic threshold, understating the level of income poverty, we need to integrate lack of education, poor health, inadequate living conditions, poor quality of work, and disempowerment into our poverty measure,” she said.
Kerry says confident about US-PHL ties despite differences WASHINGTON, Nov. 4 (PNA/Xinhua) – US Secretary of State John Kerry on Thursday expressed confidence about the future of the US-Philippines relationship, which has soured following Philippine President Rodrigo Duterte’s tirades against the US. “I am confident about the future of our bilateral relationship, notwithstanding a difference here or there about one thing or another,” Kerry said at the State Department as he swore in Sung Kim as the new US ambassador to the Philippines. “The United States con-
tinues to place a high value on the close ties that exist between our countries,” Kerry said. “We continue to recognize our ironclad commitment to the sovereignty, independence, and security of the Philippines.” Kerry also expressed the hope to visit the Southeast Asian country before the end of his term as Secretary of State. He hit out at the United States, the European Union and the United Nations for using human rights to criticize his campaign to curb the illicit drug menace in the Philippines. “I will be re-configuring my foreign policy”, Duterte said in a speech before the Jewish Asssociation of the Philippines in Makati City on Oct. 4. “Eventually I might in my time break up with America. I would rather go to Russia and to China.”

Time to fade away As expected by many, President Rodrigo Duterte accepted the resignation of former President Fidel Ramos as the country’s special envoy to China. I doubt if Ramos’ resignation will create even a ripple among disgruntled politicians or dampen the enthusiasm of millions of Filipinos who continue to support the policies and programs initiated by President Duterte geared towards having a corrupt free government. It is about time that former President Fidel Ramos completely retire from public service. He had his time to do good things for the country years ago. At 88 years old, he should take things easy and spend more time to enjoy the company of his grandchildren or perhaps even his great grandchildren and allow other younger and more capable government officials to mold the country to be become more economically self-sufficient. I expect the political opponents of President Duterte to make full use of the resignation of Ramos as a means to further demonize his “iron willed” leadership and his apparent closeness with leftist countries. Despite being pilloried by the media for his habit of speaking in an indecent and offensive way when stressing a point or to express his frustrations on how bad the country has almost turned into being a narco
state, Duterte is still getting high approval ratings among Filipinos. Ramos was appointed by Duterte as special envoy to China to improve bilateral relations with Beijing which had gone sullen during the administration of President Noynoy, because of the ongoing territorial dispute on South China Sea. The appointment, however was shorted-lived. The former President must have felt slighted after President Duterte brushed aside his advice for him to forego his trip to China if Beijing officials refused to comply with some conditions. Duterte did not only push through his trip to China but also cancelled Ramos’ scheduled trip to China and personally discussed his pending visit to the mainland with Chinese officials. To salvaged his bloated ego and avoid embarrassment, Ramos quit rather than be humiliated. In his resignation letter, Ramos took a swipe at Duterte by saying that his current administration is a “big disappointment and let down” for the people, particularly regarding issues on poverty, living cost and foreign investment jobs. He also expressed his resentment on how the police is conducting its operations against illegal drugs, which resulted in the death of close to 4,000 suspected drug lords, peddlers and addicts since Duterte became president. He added that since his job was done in improving the once strained relations between the Philippines and China, he is resigning. Ramos also said “he believed that he played a modest but productive role in the breaking of ice that led to President Duterte’s successful visit to China. Duterte’s trip to China was a complete success since he was able to secure billions of dollars in Chinese investments and loans as well as cementing better diplomatic ties with China. This is good news to the Philippine government since we do not have to rely only to the United Sates as far as investment and financial loans and military armaments are concerned. While Ramos could not hide his disdain on how he was treated by the President, Duterte was very amiable in praising the remarkable contribution of the former President in mending the strained diplomatic relations of China and the Philippines. Duterte was very outspoken in saying that he cannot blame Ramos if he is not a fighter like him.

He, however, said that he will still continue to seek the advice of the Ramos on matters concerning the government, particularly on peace and order and foreign policies. • Democratic Senator Ben Cardin’s decision to block the sales of M4 assault rifles to the Philippine National Police (PNP) will do greater harm to Americans rather than to the Filipinos in the long run. If the sale of the American-made assault rifles will not push through, it would mean the American gun manufacturers will lose millions of dollars from the aborted deal. The rifles, according to reports, are being sold to the PNP at the prevailing cost and not with a discounted rate. The threat made by Senator Cardin would further infuriate President Duterte’s attitude towards the United States and will only validate his claims that Filipinos can never rely on America to help us in time of war. The US Congress has the power to question or stop the sale of arms to foreign countries. If and when the sale of the assault rifles will be vetoed by US Congress, I am sure Duterte will go to either Russia or China to get the arms needed by the PNP to ensure its success to stop the proliferation of illegal drugs in the country. Somebody should tell Senator Cardin that the M4 assault rifles will not only be used to neutralize illegal drug lords and peddlers but as well as to ferret out terrorists whose main purpose is to kill or eliminate people sympathetic to the United States and its allies. Cardin should calm down a little bit and be more diplomatic in dealing with the feisty Duterte in order diffuse what appears to be a rocky relationship between the Philippines and the United States.

Real Estate market conditions going into 2017 WSJ current predictions on our future years economy: Estimated comparison till year end of 2017 • GDP – We started with -1.8% and its predicted to go up to +2% by end of 2017. • Oil Prices – Now around $ 49/ barrel and its predicted to go to $54/ barrel. • Unemployment – Currently 4.8% and is predicted to stay around 4.9%. • Fed Fund Rates – Only at .60% and is predicted to go up to 1.13%. • 10 Yr Treasury – Now up to 1.85% and is predicted to go up to 2.30%. • Home Prices – Down to 5.1% from 5.8% beginning of 2016 and is predicted to go down to 4.4% by beginning of 2017. • Housing Starts (permits) –Jan 2016 up by 1.18% and prediction to 1.28% by early 2017. Based on Wall Street Journals’ Economic Forecast Survey there is 20% probability of a Recession as of October 2016 moving forward. House prices rapidly increased at the end of 2015 and has carried through this year, which resulted to a number of new homebuyers inability to afford to buy a home. There’s some good news to this for existing home owners , however most analysts predict house prices will drop by 2017. There should be only a very short list of reasons why home prices is due to decline. I can think of two for now, and that is over supply and higher rates. The decline will be very modest and there would not be any sort of panic selling. Now, flipping through another webpage I am reading a totally different prediction from the NAR (National Association of Realtors). NAR is predicting existing-home sales to
reach 6 million in 2017, higher than its 5.8 million forecast for this year. But other entities are even more bullish. MBA is predicting home sales to eclipse 6.5 million next year, while Fannie Mae and Freddie Mac are both predicting 6.2 million. A huge wave of Younger Generation buyers, who have delayed home buying, are emerging into their key buying years. They are predicted to keep home sales and condo sales strong well into 2020, according to economists. The top markets for price appreciation likely will be in Seattle, Wash.; Portland, Ore.; Denver, Colo.; and Boston, predicts Eric Fox, vice president of statistical and economic modeling at VeroForecast. These markets’ robust economies have growing populations but a tight supply of homes for sale on the market that will likely lead to some of the largest price increases across the country. Meanwhile, new-home construction starts likely will tick up to about 1.5 million per year to 2024, predicts Forisk Research. Home builders likely will continue to be more subdued, despite calls for more inventory. “Home builders behavior likely is a continuing echo of their experience during the crash,” Pantheon Macro Chief Economist Ian Shepherdson. “No one wants to be caught with ex-
cess inventory during a sudden downshift in demand. In this cycle, the pursuit of market share and volumes is less important than profitability and balance sheet resistance.” I strongly believe our California Real Estate economy to slow down due to jobs and high California business tax rates. If the new government would come in and make California a friendlier state for business to stay and thrive, then things might change. Otherwise, if we mirror what has happened here in the past five years ( jobs moving out of state) then our Real Estate Economy does not look bright. Commercial real estate prices are projected to rise by an average of 7.6 percent per year, compared to a long term average increase of 5.3 percent, implying three very strong years of net appreciation for Commercial U.S.

PHL joins 3rd International Tourism ad Heritage Conference Expo in Amman MANILA, Nov. 2 (PNA) –The Department of Foreign Affairs (DFA) on Wednesday said the Philippine embassy in Amman has joined the 3rd International Tourism and Heritage Conference and Expo there. The Philippines was the only Southeast Asian country that participated in the event, which consisted mostly of Arab countries. During the two-day Expo held at Holiday Inn Hotel Amman last October 25-26, the Embassy showcased Philippine heritage and tourist sites by displaying tourism posters, giving away tourism promotional brochures and showing tourism promotional videos through television and 3D virtual reality goggles. The Embassy also showcased Philippine traditional massage or “hilot” by offering a 3-5 minutes hand and shoulder massage for free. Traditional handicrafts, accessories, mats, textiles, and souvenirs were also displayed at the Philippine
booth. The crowd also had a taste of Philippine dried mangoes and herbal teas such as mangosteen, moringa, ampalaya and guyabano teas. The crowd was also fascinated with the design of the Philippine booth which featured the stone houses with colorful capiz windows of the City of Vigan. A cultural dance group from the Filipino community also performed traditional Filipino dances such as the “tinikling” and the “bulaklakan” during the cultural show in the evening. Philipine “kundiman” songs were also showcased through the song numbers of a Filipino balladeer from the community. The Embassy’s participation in the Conference is part of its efforts to increase the number of Arab tourists in the Philippines and to highlight the beauty of the country which are relatively unknown to Jordanians.
Russia, China eyeing to increase mutual tourist flow to 2-M people by end of 2016 MOSCOW, Nov. 2 (PNA/TASS) – Russia’s and China’s tourism authorities plan to increase mutual tourist flow to two million people by the end of the current year, the press service of the Russian Tourism Agency (Rostourism) said on Tuesday after a meeting of its head Oleg Safonov with the head of the Moscow office of China’s National Tourism Administration, Zhao Hongqing. “The sides discussed preliminary results of the Russia-China cooperation in the tourism sector in 2016, basic tendencies of tourism exchanges between the two countries, and key challenges and tasks,” the press service said, adding that the sides agreed a target figure of two million tourists that is to be reached by the yearend. According to Rostourism statistics, more than 5,000 Chinese nationals visit Russia annually, which accounts for four percent of Russia’s inbound tourism. “However hundreds of millions of tourists are staying in China’s border regions. Many of them would like to visit Russia,” Rostourism said. Another topic in focus of the talks
was promoting Russia’s tourism potential on Russia’s travel market for 2017. According to Safonov, a wider use social networks will make it possible to present Russia’s travel possibilities to more than 600 million Chinese citizens. Apart from that, the two tourism officials discussed issues of professional classes for tourist guides, expanding the geography of travel and ensuring security of tourists. According to Russia’s official statistics, the number of Chinese citizens enjoying visa-free entry to Russia increased by 41 percent in the nine months of 2016 on the similar period last year. Discovering sunken city, gateway of ancient Egypt to outer world By Zheng Kailun
ALEXANDRIA, Egypt, Nov. 3 (PNA/Xinhua) – Around 16 years after his discovery of the submerged ancient Egyptian city of Thonis-Heracleion, French underwater archaeologist Franck Goddio still recalls the discovery as one of the most “fascinating” moments in his life. “I still remember the day we found an inscribed stele,” the archaeologist from the European Institute for Underwater Archaeology (IEASM) told Xinhua during the three-day Alexandria International Conference on Maritime and Underwater Archaeology starting Monday. “It was beautiful and intact, and I think the discovery of the stele was one of the major archaeological findings since the 19th century,” he said. The inscription on the two-meter high stele was later deciphered to be the Decree of Sais, which was commissioned by the ancient Egyptian King Nectanebo I, who ruled 378-362 B.C. The inscription clearly names the city where it was to be erected: Thonis-Heracleion. Thonis-Heracleion was an ancient city lost in history for over 1200 years. Greek historian Herodotus said the Greek name “Heracleion” came from Heracles as the city was believed to be the first Egyptian city the Greek hero visited. There was also a legend that Paris and Helen of Troy temporarily stayed in the city to escape from Helen’s husband Menelaus before the Trojan War. Archaeologists vaguely located the city at the mouth of the Nile from the eighth century B.C. to the eighth century. However, there was next to zero archaeological proofs of the city’s whereabouts or even its existence before Goddio and his team discovered the stele in the Abu Qir Bay 6.5 km off the coast in 2000. Goddio used to work for the United Nations and the French Foreign Ministry, but decided to devote his entire passion to underwater archaeology in the early 1980s. He founded the IEASM and directed many excavations on shipwrecks worldwide. Notably, his work off the coast of Egypt earned him an international reputation. Since the initial success in 2000, Goddio and his team discovered numerous antiquities and treasures buried beneath the sands of the Abu Qir Bay, including a temple of the god Amun and his son Khonsu. The city’s enormous wealth had been resurfaced, its religious importance studied and made known. Among the most significant findings were 72 relics of shipwrecks and over 800 of anchors, which proved the city an international trade hub for Egypt that attracts traders from both the Nile River and the Mediterranean Sea, said Goddio.

Norwegian researchers claim cannabis abuse can triple risk of psychosis OSLO, Nov. 3 (PNA/Xinhua) â&#x20AC;&#x201C; Norwegian research results suggest that cannabis abuse triggers psychosis and not the other way round, Norwegian media reported on Wednesday. Cannabis abuse can triple the risk of psychosis, according to a report by researchers from the Norwegian Institute of Public Health (FHI) who, together with U.S. colleagues, studied the abuse of cannabis and symptoms of psychosis among nearly 1,400 pairs of twins. They have found a significant connection between the abuse of cannabis and symptoms of psychosis in general, something that had been proven before. The question was: what was causing what. â&#x20AC;&#x153;The new discovery is that, among a pair of twins where only one smokes cannabis, that twin has a 3.5 times higher risk of developing psychosis,â&#x20AC;? Eivind Ystrom, senior researcher from FHI, told Norwegian news agency NTB. â&#x20AC;&#x153;We have also tested the hypothesis that symptoms of psychosis cause cannabis abuse, but that hypothesis was less suited to the data. It appears, therefore, that cannabis abuse is a cause of psychosis,â&#x20AC;? he said. According to Ystrom, the survey was done by direct interviews and diagnosing, not by filling in a questionnaire, which made it altogether â&#x20AC;&#x153;far more than a suggestion.â&#x20AC;? Both psychosis and cannabis use and abuse have high heritability. Therefore, it can happen that people who have developed psychosis would have done so anyway, only at a somewhat later stage of life. Previous research has shown that cannabis abuse can accelerate a hereditary psychosis for almost three years. Ystrom thinks that these factors should be taken into consideration when evaluating the consequences of decriminalization or legalization of personal use of cannabis products. â&#x20AC;&#x153;A basic question is about determining in what grade psychotic symptoms should be regarded as triggers of addiction,â&#x20AC;? said Cecilie Hillestad Hoff, a specialist in clinical psychology who has worked with psychotic patients for nine years. â&#x20AC;&#x153;An important question then becomes whether the individual patient has ingested cannabis to reduce internal, psychological pain, or whether cannabis smoking precedes the development of psychosis. Research that helps to point out the direction of causality is very helpful,â&#x20AC;? she said. Hillestad Hoff also emphasized the complexity of determining causality. â&#x20AC;&#x153;We still know very little about the reason some people develop a psychotic disorder,â&#x20AC;? she said.

DOH reminds public on full implementation of GHW Law by Nov. 4, 2016 By Leilani S. Junio
MANILA, Nov. 2 (PNA) â&#x20AC;&#x201C; The Department of Health (DOH) reminded the public on Wednesday about the full implementation nationwide of the mandatory Graphic Health Warning (GHW) Law starting Friday, Nov. 4, 2016 in compliance with Republic Act No. 10643. The law, ratified in July 2014, mandates that all tobacco products that will be sold in the country should have GHW or pictures showing the health hazards posed by such products. As the law takes full effect, offenders who will be caught selling tobacco products without GHW anywhere in the country will face severe penalties. The law also states that cigarette packs from a manufacturing facility or imported into the Philippine territory shall not contain descriptors such as â&#x20AC;&#x153;low tar,â&#x20AC;? â&#x20AC;&#x153;light,â&#x20AC;? â&#x20AC;&#x153;ultra-light,â&#x20AC;? or â&#x20AC;&#x153;mild,â&#x20AC;? â&#x20AC;&#x153;extra,â&#x20AC;? â&#x20AC;&#x153;ultraâ&#x20AC;? and similar terms in any language because these are misleading. DOH Secretary Dr. Paulyn Jean B. Rosell-Ubial said that under the GHW implementing rules and regulations (IRR), all tobacco products manufactured or imported for sale in the Philippines are required to carry graphic health warnings on the lower portion of a cigarette pack, in at least 50 percent of both sides of the pack. The issuance of the IRR was done last March 2016, wherein the distributors, importers, sellers as well as the public are being informed through joint effort of DOH with other advocates of anti-tobacco use because it is a public health concern contributing to a number of preventable diseases. It can be recalled that upon the formulation of the IRR last March, the manufacturers, importers, exporters
were given eight months to fully comply by pulling out the â&#x20AC;&#x153;cigarettes packsâ&#x20AC;? in the market without GHW. If violated, Dr. Ubial warned that manufacturers, importers and distributors as well as sellers/retailers will be subjected penalties of fine up to imprisonment as the offense is repeated to a maximum level. The amount of penalties differs or becomes much heavier among manufacturers, importers and distributors such as: â&#x20AC;&#x201C; On the first offense, a fine of not more than five hundred thousand pesos (P500,000); â&#x20AC;&#x201C; On the second offense, a fine of not more than one million pesos (P1,000,000); and, â&#x20AC;&#x201C; On the third offense, a fine of not more than two million pesos (P2,000,000) or imprisonment of not more than five years, or both, at the discretion of the court. It is also stated in the law that business permits and licenses, in the case of a business entity or establishment, shall be revoked or cancelled. If the guilty officer is a foreign national, he shall be deported after service of sentence and/or payment of applicable fines without need of further deportation proceedings and shall be permanently barred from reentering the Philippines. The following penalties shall individually apply to â&#x20AC;&#x153;retailers/sellersâ&#x20AC;? of tobacco products that will be caught committing the offense as well as their agents/ representatives for any violation of Sections 6 and 7 of R.A. 10643, insofar as they are involved in the display, offering for sale and selling of the covered products, as well as Section 11 of the Act: â&#x20AC;&#x201C; On the first offense, a fine of not more than ten thousand pesos (P10,000);

To improve outcomes, Medicare has assigned star ratings to health plans. They are measured on 5 categories: 1) staying healthy: screenings, tests and vaccines; 2) managing chronic conditions; 3) plan responsiveness and care; 4) member complaints, problem getting services, and choosing to leave the plan; and, 5) customer service. For quality of health services, the information comes from sources that include: 1) member surveys done by Medicare; 2) information from clinicians; 3) information submitted by the plans; and, 4) results from Medicareâ&#x20AC;&#x2122;s regular monitoring activities. These measures are done annually and published every fall (October). Health plans are given star ratings as such: 4 to 5 stars mean high performance; 3 stars mean average; and 1 to 2 mean low performance. Health plans receive incentives for getting high performance. Examples of which are higher reimbursements which will allow them to provide more benefits to their members and providers. And, a Special Enrollment Period (once in a year) to any Medicare member who wish to enroll in their plan (5 stars). They also receive sanctions for low performance. 1 or 2 star ratings in a 3 year row will get them into trouble
with CMS in various ways. Prescription drug plans are also rated similarly. Please bear in mind that a 1 to 2 star rated health plan may bounce back by trying harder and a 4 to 5 star health plan may slide down if they become complacent. What these star ratings do to health plans is keep them on their toes and remain on the lookout for opportunities and challenges to keep you Medicare members well and healthy. Arguably, one of the most significant celebrations held in connection with the Filipino American History Month in the US, General Antonio Luna was honored in a simple gathering in downtown Los Angeles on Thursday (October 27). The veneration of Luna, dubbed as the greatest Filipino general of the First Philippine Republic, was timed on his 150th birthday. The event was initiated by the Philippine Institute of Language, Arts and Culture (PILAC) and the Knights of Rizal (KOR)-Historic Filipinotown chapter. “General Antonio Luna was younger brother of the great Pilipino painter Juan Luna. In fact, he was the youngest of the Luna siblings. He was also a close friend and comrade of our national hero, Dr.Jose Rizal. He died on June 4, 1899 in Cabanatuan, Nueva Ecija,” PILAC founder Emily Roberts told the crowd during the opening of the program. The program was hosted by retired Philippine Navy commodore Jun Caringal. Speakers pondered on the heroism of General Luna, his skills as a military commander and his compulsion for swearing. Expectedly,
the retelling of Luna’s life ended up in his tragic murder in the hands of Filipino soldiers whose loyalties were apparently not welded yet into the nationalist spirit that the heroic general represented. Luna led the Philippine armed forces during the Filipino-American war. The war erupted right after the Filipino revolution won against the Spanish colonizers. The seniors of the Silver Lake Adult CBA’s provided cultural entertainment with their “Bulaklakan” folk dance. The seniors were led and mentored by newly elected PILAC President Bernie Targa-Ganon. PILAC also staged a “Balagtasan,” a form of debate wherein participants argue through poetic speeches. The participants debated on which language (Filipino or English) should be used by Filipinos in their day-today affairs. PILAC president Targa-Ganon argue for the use of the Filipino language while Art Garcia and Susan Adorable argued for the use of English language. The moderators or Lakandiwa were played by MackyFortu and Pastor Bautista. The crowd was later regaled by Rudy Ferran (KOR-California) with his Kundiman songs.
WASHINGTON, D.C. – As part of the celebration of Filipino-American History Month and Archives Month, the Philippine Embassy hosted the Istorya-DC 2016 Symposium entitled “Philippine American Food Experiences in Washington, D.C. – Yesterday and Today,” at the Romulo Hall on 27 October 2016. Ms. Amy Besa, a pioneer of gastro diplomacy in the United States and co-owner of Purple Yam restaurants in Brooklyn, New York and Malate, Philippines, delivered a video-recorded keynote speech. She emphasized the importance of knowing one’s own culture, history, environment, and ingredients that ultimately defines a nation’s cuisine. “We are all very unified by showing our love for food. Food is very unifying, and it is a gesture of love especially when Filipinos cook it,” Ms. Besa concluded in her remarks. “Cultural diplomacy or gastrodiplomacy has been a major thrust of the cultural and heritage promotion program of the Embassy this year,” said the Embassy’s Public Diplomacy Officer, Ms. Darell Artates in welcoming the guests to the symposium. “The two panels in this year’s Istorya-DC aim to take a look back and a ‘look forward’ on this journey, so that we may be able to gain higher appreciation of what has been achieved so far and what remains to be done in terms of introducing our food and appealing to the different palates in the US,” Ms. Artates added. This year’s symposium highlighted DC Philippine American Restaurants and DC Food Istoryas (stories) in two panel discussions that brought together Filipino restaurateurs and food enthusiasts in Metro DC as resource speakers. The first panel was composed of Purple Patch owner Patrice Cleary, Bistro 7107 and Sweet City Desserts’ owner Manny Tagle, Timpla Supper Club co-founder Katrina Villavicencio, and moderated by University of Maryland’s Dr. Ricky Punzalan. “When you talk about history and what makes our ingredients or our food tastes the way it does, it’s who we are and where we’ve been and how we’ve grown,” Ms. Cleary said on the role played by history in Philippine cuisine. “We take these stories of our childhood. We take these dishes that we grew up eating in our supper club so that people can understand how we grew up and our personal history. Understanding our county’s roots and understanding the history of the Philippines and Philippine cuisine is very important on how we create food moving forward,” Ms. Villavicencio added.

Raymond Orosa makes owning a Mercedes-Benz an easy feat “The two professions that people don’t like are attorneys and car salesmen, because off-the-bat, people think that they are going to be cheated by them. But not all of us are like that.” Fleet Sales Manager Raymond Orosa of Mercedes-Benz, Encino, opens up. “It’s about selling (yes), but it’s not about selling to them today – if they’re not ready. You don’t push them. You may close a sale by doing that but it’s not a ‘buyer for life,’ (that sale) ends there. I don’t go for one-hit wonders. I go for you, your brother, your sister, your friends. Eventually, I don’t have to call people anymore relationship and his bedrock principle is the rightest: he is not your typical “car salesman.” Orosa has been with Mercedes-Benz for 10 years. Having sold roughly 2,500 cars in his lifetime – and only with Mercedes-Benz – the man clearly has car-selling down to a fine art.
