Valley Bandit and Westside Gun & Bag Bandit Linked to String of 19 Bank Robberies in Unrelated Cases The FBI and police in Los Angeles are seeking information from the public that leads to the identities of unidentified male bank robbers wanted for two separate series of bank robberies. The suspects were given monikers of “Valley Bandit” and “Westside Gun & Bag Bandit” in order to link the robberies for law enforcement responding to banks in multiple areas. Bandit names are generated based on witness descriptions of the appearance or behavior of a suspect during the initial robberies to which they are linked.

Valley Bandit During the 10 robberies linked to the Valley Bandit, the suspect generally threatens with a weapon, typically described as a revolver. The suspect holds a gun near his waistband and has pointed the weapon at bank employees and customers, according to witnesses. Witnesses have described the Valley suspect as an Hispanic or Middle Eastern male, between 5’09” to 6’0” in height, 180 to 200 pounds, and between 25 to 35 years old. During one of the robberies, the suspect was seen getting into a white vehicle, described as a Mercedes SUV. The suspect has also been linked to a four-door black Mercedes Benz sedan. In bank surveillance photos, the suspect can be seen wearing a baseball hat. As his moniker indicates, the Valley Bandit has been linked to the following banks in the San Fernando Valley area of Los Angeles: December 18, 2012 June 14, 2013 June 28, 2013 July 15, 2013 July 24, 2013 August 26, 2013 September 28, 2013 November 6, 2013 December 4, 2013 December 14, 2013 December 16, 2013

Anyone with information about the identity or whereabouts of either suspect is urged to contact the nearest FBI office or dial 911.

Westside Gun & Bag Bandit -During the eight robberies linked to the

Westside Gun & Bag Bandit, the suspect wears sunglasses and a hat, alternating between baseball cap and a cowboy hat. The Gun & Bag suspect threatens with a weapon and carries a brown paper bag in which he places the stolen cash. The Westside Gun & Bag Bandit is further described as a white male between 35 to 45 years old; between 5’9” and 6’0” tall; and between 160 to 180 pounds. U.S. Bank is offering a reward* of up to $10,000 in exchange for information leading to the arrest and conviction of the person responsible for the robberies linked to the Westside Gun & Bag Bandit.(*Note: bank reward criteria vary. Long Beach Cook Gets Involved To Help Customer By Rev. Don Abernathy

John Nelson lived a good life as an IBE Electrician, a husband to a pageant winning beauty queen and an extremely proud father 2 grown men that have provided him with a lifetime of joy. When I asked John what is the most interesting thing he ever did in his life, he smiled and said, “I have 2 sons 43 and 48. They have a boy and girl each. They are wonderful men …they are such great husbands and fathers. They are perfect and make me so proud.” John comes across as an easy going man that doesn’t require much to be happy; he seems to find pleasure in the little gifts that surround us. After retiring from the union, he came to Long Beach to live with his brother and now resides in Signal Hill. Bering retired, John lives on a set limited income. He doesn’t drive because of sever rheumatoid arthritis is his hands and feet plus he says he just doesn’t need the expense of a car. “Long Beach has a great bus system that takes me wherever I need to go,” said John. For short term travel, his #1 choice is his trusty mountain bike. One weekly pleasure for John is riding his mountain

bike to Casa Sanchez #3 at 1801 E. Pacific Coast Highway in Long Beach. As I spoke with John for this story, I had 3 hard shell potato tacos that were every bit as good as anything my Mexican born fiancé or her mother ever cooked for me. John’s pleasurable eating experience has been enhanced because Casa Sanchez #3 carries Attention newspaper. Now he gets to read our paper while enjoying his tacos. A couple of weeks ago, John was eating his tacos and reading Attention News when a young passerby stole his bike that was leaning up against his table. John jumped up and took off after his bike but fell after only a few feet due to his arthritis. He quickly called 911 to report the theft of his only mode of transportation. While still on the ground, cook Francisco Aguirre at Casa Sanchez #3, ran past him in pursuit of the bike thief. A police cruiser happened to be right up the street so the thief was caught between the Francisco and the Long Beach Police patrol car. John got his bike back and the thief was arrested, but the story doesn’t stop there. Since John is a fan of Attention News and Casa Sanchez#3 tacos, he

He knew John as a frequent customer but didn’t realize it was him lying on the ground when the bike was stolen. All he saw was a person that needed help and took off after the thief. Reflecting on the situation, chasing a thief is not always the best choice. Everyone is glad this story ended on a happy note but we do not suggest chasing thieves.

Brother’s DNA Leads to Arrest for 2012 Rape LOS ANGELES – A suspect in a rape that occurred nearly 15 months ago has been arrested with the help of DNA evidence. The attack occurred on October 27, 2012 at an apartment on the 1500 block of Jellick Avenue. The intruder entered a 29-year-old woman’s apartment at 6:00 a.m. and beat and raped her. An investigation that included DNA analysis began immediately. Then, recently, a newly entered suspect in the FBI DNA index caused a “hit.”

Pablo Bautista was charged with rape by force, aggravated mayhem and burglary, with bail set at $1,000,000.

Advisory: Sexual assault suspect arrested. Other victims may exist - LBPD encourages them to come forward.

The L.B.P.D. has arrested a male subject in connection with the sexual assault of an adult female victim and it is believed that additional victims may exist. The sexual assault occurred in August 2013 after the suspect met the victim in a local bar and she became intoxicated. The suspect transported the intoxicated victim to his residence in the area of Ocean Boulevard and Orange Avenue, where he sexually assaulted her. Following the assault, the victim fled the residence and called police.

This development led to a manhunt for and the arrest of 26-year-old Pablo Reyes Bautista in Atwater Village. He had also lived in Rowland Heights where the crime had occurred. According to CBS Los Angeles, Pablo’s twin brother Pedro was arrested for attempted murder, and it was Pedro’s DNA that led to Pablo’s arrest.

After a thorough investigation, the suspect, identified as 52-year-old Steven DeSisto of Long Beach, was arrested on January 15, 2014, around 8:15 a.m. in the 500 block of East 1st Street by members of the Sex Crimes Detail and Violent Sexual Predator Unit. DeSisto was booked for three felony charges and one misdemeanor, including two counts of felony sexual assault, one felony count of drug possession, and one misdemeanor count of photographing an unconscious person. He is currently being held in the Long Beach City Jail on $2,000,000 bail pending his arraignment. Being a female growing up in the streets of Los Angeles was not the only obstacle in my course of Life, it was the fact that I was a Polynesian female living in such

disappointment. I was a gang member, a thug, a criminal minded juvenile, a manipulator, and especially a disgrace to myself and my family. I was estranged from my family because of the embarrassment I caused and the nightmare I became to my culture. I can’t really understand how much anger I felt from not being able to turn to anyone to talk to. The common thing I was asked growing up about my culture was if I got spanked frequently. I was not able to answer the questions of what went on in my home at a point in time, but there was a time that my mother felt more inclined to strangle my neck so I would not ever speak again. Every child, teen, or young adult deals with all of these parental disruptions in their lives,

right? BUT WHY? Why is it hard for parents to speak to their children? Why is it a matter of cultural background that can cause an adult to neglect the reality of a young person’s torment? Once upon a time I was a quiet timid girl, believe it or not! I had many things that affected my relationship with my mother; and for a long time not being able to communicate had hindered any kind of growth that we needed. I wasn’t able to share my deepest secrets with anyone because I was scared! I was scared of how my mother would look at me, I was scared of being laughed at by friends, and especially I was scared of the thought of no one believing me. It is awful to go through life alone, especially as a teenage female that had

My name is Bill .. and I’m the founder of a couple of highly respected nonprofit efforts (LACP.org and NAASCA.org) that I’ve built based on over 30 years personal understanding and experience with the Steps and Traditions of a so-called “12-Step program.” Back when I began my healing there was virtually nothing available (especially for males) that specifically addressed issues of childhood trauma and abuse. I was blessed to fall into an AA “home group” that was open minded enough to allow me to discuss my sordid past. The members told me they, too, were “as sick as their secrets.” They taught me I could apply the AA “design for living” to any number of life’s problems. What is ASCAA? And after a while of being told these horrible things over and over again you start to believe it. You start questioning who you are, and questioning why everyone sees you this horrible way. And then you think, “Well, maybe it’s because that is what I am.” I lived in fear, through those years, every day. I would just wait for people to make fun of my weight and my facial features. But I never cried, I never did because I knew it was true. Teachers would blame it on me. They would say that it was my fault for being in the center of it. And I thought, “How could this be my fault? I didn’t choose to be ugly or fat. I never held up a sign that said ‘Please bully me’.” But of course I was still blamed for it, I was never really that lucky of a kid. By the time I reached middle school I was already hurting myself.

Pointing Gun at Woman on Beach in Malibu Results in Arrest - Realistic Replica Gun Recovered

A Malibu sheriff ’s deputy was flagged down at about 10:30AM Thursday, Jan 9th and told that a male suspect was waving a handgun near other people close to Point Dume Nature Preserve. A search immediately began by sheriff 's deputies from Malibu/ Lost Hills Sheriff 's Station, California State Park Rangers, and a sheriff 's helicopter. During a coordinated area search including the nearby cliffs, deputies soon saw a suspect pointing a handgun at the head of a young woman who had her hands raised in the air at Little Dume Beach in Malibu. A person nearby was holding a camera and filming them. Other people were in the area. Malibu sheriff 's deputies and park rangers detained the suspect and six other people on the beach.

An examination of the realistic looking gun revealed it was a replica handgun with the orange plug tip removed. The orange tip was installed by the manufacturer to ensure people would know it was not real. The group said they were college film students shooting a movie for school. No notice had been given to law enforcement, there was no film permit, there was no security, and no signs indicating it was a film project and for the public not to be concerned. The suspect said the orange plug had been removed to make it look like a real gun. The suspect, a 20-year old film student from Valencia was arrested for a misdemeanor, Removing the Safety Tip from An Imitation Firearm, violation of California Penal Code section 20150(A).

Finding parking in Los Angeles County will be less of a headache beginning January 1st when Californians everywhere can freely park at broken meters without getting a ticket. The bill introduced by State Assemblyman Mike Gatto was approved and signed into law last August. It prohibits local authorities from “enacting an ordinance or resolution prohibiting or restricting the parking of a vehicle in a parking space that is regulated by

an inoperable parking meter or payment center,” according to the legislation. It defines inoperable as being unable to accept payment in any form. “Everyone benefits from this bill. It frees up more parking now that people can park at broken meters without worrying about being ticketed,” said Jason Insalaco, Assemblyman Gatto’s District Director. The bill is effective through January 2017 unless an extension is voted on.

San Fernando Valley Woman Pleads Guilty to Federal Charges in $25 Million Health Care Fraud Case

On Probation with $21,500 of Methamphetamine

LOS ANGELES—A North Hollywood woman who worked in the health care industry pleaded guilty Jan. 13, to federal charges for orchestrating a scheme that submitted nearly $25 million in fraudulent bills to Medicare for services and supplies, including power wheelchairs and diagnostic tests that were medically unnecessary and sometimes were never provided.

Dustin Bryant, 28, is currently on probation for a narcotics related conviction. Apparently probation was not a sufficient charge for Bryant. On Wednesday, January 8 around 11 pm, Fountain Valley Police approached Bryant as he sat in a parked car near the intersection of Harbor Blvd and Heil Ave. A quick search turned up 117 grams of methamphetamine. A subsequent search of his home turned up another 152 grams of meth. The estimated street value is $21,500.

Teen Charged with Murder & Series of Convenience Store Robberies

Rasheen Childs, 19-years-old, from Compton is on probation for two prior convictions and now waits to be arraigned on charges he fatally shot a convenience store clerk last month and committed a series of additional armed robberies in December and January, the Los Angeles County District Attorney’s Office announced. Childs is currently charged with one count of special circumstance murder during a robbery, 11 counts of second degree robbery, one count of attempted second degree robbery, one count of assault with a deadly weapon and one count of false imprisonment by violence. The complaint also includes allegations that Childs personally and intentionally discharged a firearm, a handgun, and personally used a handgun during the robberies. On Dec. 22, 2013, Childs and a second suspect allegedly entered a convenience store in the 6100 block of North Figueroa Street about 10:25 p.m. posing as customers. Childs then allegedly approached employee Gonzalo Garcia, and pointed a handgun at him. As Garcia started to run away, Childs allegedly shot the clerk one time and fled the store along with the second suspect. Garcia was taken to a hospital, where he later died. The complaint alleges the robberies occurred on Dec. 19, 20, 22, 27 and 31 and on Jan. 2, 2014. Prosecutors said in some cases, there were multiple victims in the stores. Childs, who was on probation after pleading to a

2013 burglary charge and a 2012 possession of an unregistered, loaded handgun charge, is scheduled to be arraigned at the Foltz Criminal Justice Center, Department 30, Because this is a potential death penalty case, Childs is being held without bail. Prosecutors will decide later whether to seek the death penalty against Childs.

Editor’s Comment: Childs was arrested, convicted and released on probation in 2013. Due to decisions made by our justice system, this criminal was given the message that there is no serious penalty for committing crimes so he upped his game and committed more serious crimes. Had he been charged and actually forced to serve the time for the original offenses rather than released on probation, what direction would his life taken? No one will ever know but we do know that Gonzalo Garcia would still be alive. Childs will be put on trial for the death of Garcia. How do we hold the politicians accountable for their decisions that led to Garcia’s death? Decisions in question are early release, reduced penalties and laying off 1/2 the field agents at time when their work load in growing at a fast and steady pace. -Rev. Don Abernathy

Susanna Artsruni, 46, who formerly owned a durable medical equipment (DME) company and worked at a number of medical clinics in Los Angeles, pleaded guilty the afternoon of Jan. 13, before United States District Judge Margaret M. Morrow. Artsruni, who often used the names “Mary” and “Rose,” pleaded guilty to one count of health care fraud and one count of money laundering. In a plea agreement filed last year in United States District Court, Artsruni admitted that she defrauded Medicare in a number of ways. In one part of the scheme, Artsruni had physicians’ assistants at three Los Angeles medical clinics sign prescriptions and orders for medically unnecessary DME and diagnostic tests that were later referred to other Medicare providers that billed for the equipment and tests. Artsruni also caused the three clinics to bill Medicare for medically unnecessary services. Further, Artsruni fraudulently billed Medicare on behalf of her own DME supply company, Midvalley Medical Supply in Van Nuys, for medically unnecessary DME based on referrals from one of the three medical clinics.

Artrsuni admitted that she wrote these checks to conceal the nature of the funds as the proceeds of health care fraud and used the three corporations to launder these funds. At the time that she worked at two of the clinics and wrote one of the checks to launder the proceeds of her fraud, Artsruni was free on bond in another health care fraud case (United States v. Artsruni, CR08-209-CAS). Although the terms of her pre-trial release in the 2008 case dictated that she not commit crimes and forbid her from working at medical facilities, Artsruni concealed her activities from her pre-trial services officer and engaged in the fraudulent conduct that led to most of the losses suffered by Medicare in the second case. As a result of the guilty pleas on January 13th, Artsruni faces a statutory maximum sentence of 30 years in federal prison. Judge Morrow is scheduled to sentence Artsruni on April 14. A second defendant in the case, Erasmus Kotey, a physician’s assistant who worked with Artsruni in a medical clinic on North Vermont Avenue in Los Angeles, is scheduled to go on trial before Judge Morrow on April 8. The case against Artsruni and Kotey is the product of an investigation by the Federal Bureau of Investigation; the U.S. Department of Health and Human Services, Office of Inspector General; and IRS-Criminal Investigation.

In total, Artsruni caused more than $24.8 million in fraudulent claims to be submitted to Medicare, which paid more than $9.2 million on the bogus bills. Artsruni also admitted that she wrote checks totaling more than $35,000 from the Midvalley bank account to three corporations that had no connection to the medical industry and apparently had not

Los Angeles is the safest it has been in 65 years, with overall crime rates falling for an 11th straight year, police Chief Charlie Beck said Monday, Jan. 13. Beck was joined by Mayor Eric Garcetti in announcing that there were 251 murders in the city in 2013 -- a 16.1 percent drop from the previous year and a 34.6 percent drop from 2008. Part one crimes, which include both property and violent crimes, fell by 5.2 percent to 100,521, which represents the lowest level since 1949 -- based on numbers adjusted for population -- and is the lowest since 1956 in terms of the raw numbers. Senior Lead Officer Michael Lewis, who covers Studio City for the North Hollywood Division of the LAPD, echoes the department’s sentiments locally in a 2013 wrap up report. Lewis says crime is down in Studio City with the exception of a spike in vehicle break-ins. The last year Los Angeles had less than 251 homicides was 1966. Also within the violent crimes category, robberies took a 12.5 percent dive, from 8,983 to 7,863; aggravated assaults dropped by 9.1 percent, from 8,329 to 7,570; and the number of rapes reported dropped 31.7 percent, from 936 to 639. Violent crimes overall dropped 12 percent in 2013, down to 16,323 from 18,547. Property crimes saw a 3.7 percent decline overall, from 87,478 to 84,198. Burglaries went down by 5.6 percent, auto theft by 6.4 percent, and larceny by 2.5 percent.

Just when you think con men couldn’t sink any lower, they do: This time, a group of fraudsters took money from individuals who prepaid their own funerals to ease the financial and emotional burdens on their families. Recently, a Missouri man and five others were sentenced to federal prison for their role in a Ponzilike prepaid funeral scheme that victimized some 97,000 customers in more than 16 states. The scheme caused more than $450 million in losses, smaller or non-existent death benefits for families at their most vulnerable, and huge profits that lined the pockets of the defendants. According to the Federal Trade Commission, millions of Americans enter into contracts to prearrange their funerals and prepay some or all of the expenses involved. Laws in individual states regulate the industry, and various states have laws to help ensure that these advance payments are available when they’re needed. However, protections vary widely from state to state, sometimes providing a window of opportunity for unscrupulous operators. That’s just what happened with James “Doug” Cassity and his Missouri-based company called National Prearranged Services Inc. (NPS). As early as 1992 and until 2008, Cassity and the other defendants employed by NPS or affiliated life insurance companies

Garcetti mentioned “even more ambitious plans” to improve the crime rate. “Together with this chief, we’re going to continue to push crime down in every L.A. neighborhood,” he said. Garcetti did not name specific neighborhoods, nor provide statistics on each of them, but said there are still “pockets that are too violent,” where there are still “too many gunshots at night for our Angelenos, and too many tragedies we still have to wake up and read about in the morning.” Beck declined to discuss specific neighborhoods, but said that each of the city’s four bureaus -- Central, South, Valley and West -- saw drops in overall crime. The drop in crime rates is “no accident,” Beck said, attributing much of the success to police efforts to work with community members. “Community policing is not just a phrase in the Los Angeles police department,” he said. “Building strong communities, building healthy communities, building

saying that about 200 recruits were waiting to start police academy training. “There are plenty of candidates,” but they are”backlogged right now due to background investigations,” he said. “So we have expedited that with the personnel department. We just processed 20 of them, and I think there’s another 200 of them that are waiting to move forward so that we can have recruit classes.” A new class of LAPD recruits will start at the end of January, and Garcetti said he talked to Beck about training more officers. In a proposed budget approved by the Police Commission last week, police said the department was unable to attract enough qualified candidates. According to a report, the problems “stem from the fact that the city is competing against other local law enforcement agencies that are now hiring (and) ... offering starting salaries as high as 20 percent greater than the city.” The report said LAPD deployment was 10,001 sworn officers by the end of fiscal 2012-13 but dropped to 9,911 by Nov. 2. The proposed police budget for 2014-15 is $1.4 billion, a 7.9 percent increase from the previous year. Labor negotiations with the police union and other employee unions are expected to begin in the coming months, with contracts set to start expiring in June.

States have different requirements for handling funds paid for prearranged funeral services. - What happens to the interest income on money that is prepaid and put into a trust account? - Are you protected if the firm you dealt with goes out of business? - Can you cancel a contract and get a full refund if you change your mind? - What happens if you move to a different area or die while away from home? Some prepaid funeral plans can be transferred, but often at an added cost. - Be sure to tell your family about the plans you’ve made and where your documents are located.

altered application documents—i.e., changing deposit amounts, naming itself as a beneficiary, converting whole life insurance policies to term life—and used the money for unauthorized purposes like risky investments, payments for existing funeral claims, and personal enrichment. In some instances, defendants even removed money previously placed in trusts and life insurance policies. And NPS routinely lied to state regulators about its practices. And if that wasn’t bad enough, NPS also purchased large blocks of prearranged funeral contracts from funeral homes that had previously entered into their own prearranged funeral contracts with customers, falsely telling these funeral homes that the contracts would be rolled over into life insurance policies. The complex case—investigated by three federal agencies, a number of state regulatory agencies, and the Department of Justice—began in 2008 when we received information from several state agencies on the shady practices of NPS and one of its affiliated life insurance companies. It ended in November 2013, when six co-conspirators who took advantage of people’s desire to protect their loved ones upon their own deaths were finally brought to justice.

by Gina Tenorio Patch.com A 33-year-old man convicted of forcing a 13-yearold into prostitution has been sentenced to a 45-year prison sentence, Long Beach Police officials announced January 6, 2014. The sentence was handed down Jan. 2 against Ray Rhodes of Los Angeles, according police officials who celebrated the outcome as a victory toward the departments’, “ongoing commitment towards aggressively combating this horrific crime” of human trafficking. A human trafficking investigation was launched against Rhodes in January of 2011 after the arrest of a 13-year-old girl on prostitution charges. As detectives looked into her story they said learned that Rhodes had forced the child into prostitution in the Long Beach area starting sometime in September of 2010. An arrest warrant was issued for Rhodes for human trafficking, sexual assault, and pimping and pandering, Long Beach authorities said. He was arrested in San Bernardino County in May of 2011 on unrelated charges, in addition to the outstanding Long Beach warrant, officials said. On June 27, a Los Angeles Superior Court judge convicted Rhodes on two counts of lewd act with a

child, and one count each of: procuring a child for a lewd act, pandering a minor under 16 years of age, and pimping a minor under 16 years of age, according to Long Beach Police officials. Rhodes was sentenced on Jan. 2 and will not be eligible for parole until the age of 73, investigators said. Long Beach Police investigators ask anyone who is, or has been a victim of human trafficking is urged to come forward by contacting the Long Beach Police Department’s Vice Investigations Detail at (562) 570-7219. The two suspects opened fire, striking all three victims multiple times. Victim Adrian Arochi died the following day. Investigators are seeking the public’s help in identifying the

On Saturday, May 5, 2012, at approximately 9:50 p.m., police were called to a shooting at 1st and Gless Street near Pecan Park, in Boyle Heights. Police arrived to find Mr. Velasquez suffering from multiple gun shoot wounds. Mr. Velasquez was transported to USC Medical Center where he died as a result of his injuries. Detectives believe that Mr. Velasquez and his cousin were walking to a nearby store when a suspect armed with a handgun walked up to them and opened fire. The motive for the killing appears to be gang-related.

Luger Bandit Linked to Six Banks in Three Counties Following Latest Takeover Robbery in Corona Following a bank robbery on Wednesday Jan. 8th in the city of Corona, law enforcement has linked a suspect known as the Luger Bandit to a sixth bank—five of which were robbed and one where an attempted robbery occurred. Law enforcement agencies in Los Angeles, San Bernardino, and Riverside Counties are seeking the public’s assistance in order to identify and determine the whereabouts of the Luger Bandit. Two of the banks that were victimized are offering a combined reward of up to $15,000 for information leading to the arrest and conviction of the suspect.* The suspect was described by witnesses as a white or Hispanic male, approximately 30-40 years in age, between 5’8” and 6” in height, and approximately 200 lbs.

During each robbery, the suspect orders employees and customers to the ground, brandishes a weapon, and demands cash in various denominations. The suspect’s weapon has been described as silver in color and resembling a German Luger-style weapon. During the robbery that took place Tuesday, Jan. 7th, the Luger Bandit entered the Wells Fargo Bank at 11764 Depalma Road in Corona and demanded cash while brandishing a weapon. In previous robberies, witnesses have described the suspect’s vehicle as a charcoal gray BMW 3-series with a sports package. The suspect can be seen in bank surveillance photos wearing pullover sweatshirts with hoods and jeans, as well as a face mask, sunglasses, and black gloves to conceal his appearance. The suspect is also carrying a black bag with a strap during the robberies.

Van with five 55-gallon tanks inside used to steal fuel Compton deputies were on patrol when they saw a blue van parked over an underground fuel storage tank at a gas station located at 4351 E. Rosecrans Avenue, Compton on January 7, 2014. The Compton Sheriff ’s Station Special Assignment Team deputies saw a hand protrude out from the center floorboard of the van, pullout a hose from the underground tank and close the metal cover lid. The van then drove out of the gas station. Believing the occupants in the van had just committed a gasoline theft, the deputies conducted a traffic stop. During the traffic stop, deputies discovered five 55-gallon tanks inside the van, as well as a pump and a water hose. All five tanks were filled with diesel fuel, totalling approximately 275 gallons. The three males were arrested for grand theft of diesel fuel. They had a gang nexus and were

booked at the Century Regional Detention Facility with bail set at $20,000.00 Transporting fuel in this manner and quantity is extremely dangerous and could have ignited and caused an explosion if near a lit cigarette or if involved in a traffic collision. Compton Firefighters assisted in rendering the fuel safe. Two Sentenced in Medical Marijuana Dispensary Murder, Attempted Murder Two men convicted of the executionstyle murder of a medical marijuana dispensary employee and the attempted murder of a security guard were sentenced January 10, 2014. Bank surveillance photographs are being released publicly in order to identify the suspect. Anyone with information as to the identity or the whereabouts of the unidentified suspect known as the Luger Bandit is urged to contact the FBI or dial 911. Phone Records Lead To Suspect’s Arrest In 18 Valley Break-Ins LOS ANGELES (CBSLA.com) — A 30-year-old man who allegedly decided to burglarize homes across the Valley after calling ahead to make sure people weren’t home is behind bars. Officer Tyler Adams of the Los Angeles Police Department’s Foothill Division said the investigation into Aramis Williams began with a burglary back in August. “It’s common for us to canvas for witnesses or cameras and we just happened to get lucky and check the caller ID on this particular house,” he said. Suspicious that someone had called four times late at night, investigators got a search warrant for the phone number and obtained call records from the provider.

“It appears that alarms were not a deterrent, and fairly consistently he would only look for cash and jewelry,” Adams said.

They found that the victim’s house was called by that number at the date and time of the burglary. “Anticipating that we might find more victims, we went back through the call records line-by-line and, sure enough, we found a number of other victims,” Adams said.

After a few weeks, police arrested Williams. “It’s very gratifying when you can actually piece a case together and make an arrest,” Adams said.

Investigators traced that number back to Williams on 18 different break-ins all across the Valley. “Whether or not the suspect forgot to block the call or it was just a glitch in the system, I’m not sure. It worked out,” Adams said. Adams believes the suspect would choose a neighborhood, then use “Reverse Address” on the White Pages app on his cellphone to get phone numbers.

Southern California Doctor Sentenced to More Than Three Years in Prison for Role in Medicare Fraud Scheme SACRAMENTO, CA—Dr. Emilio Louis Cruz, III, 61, of Carson, California, was sentenced today by United States District Judge Morrison C. England, Jr. to three years and two months in prison and ordered to pay $601,581 in restitution for his role in a conspiracy to commit Medicare fraud, United States Attorney Benjamin B. Wagner announced.

According to court documents, Cruz earned an undergraduate degree from Johns Hopkins University and his medical degree from Yale University. He held medical licenses in three states and was board certified in neurology. According to his plea agreement and the testimony heard at the trial of Cruz’s co-defendants, doctors Ramanathan Prakash, Alexander Popov, and Lana LeChabrier, and a man named Vardges Egiazarian owned and controlled three health care clinics in Sacramento, Richmond, and Carmichael from February 2006 through August 2008. Over this time period, Cruz ran the practice at the Carmichael clinic on 3609 Mission Avenue. He established a Medicare provider number for the clinic and established a bank account into which Medicare funds were deposited. Hundreds of claims were submitted to Medicare seeking reimbursement for services allegedly performed at the Carmichael clinic under Cruz’s care. Cruz, however, never treated a single patient. Indeed, during the majority of the time

that the Carmichael clinic operated, he was living and practicing in North Dakota. A similar pattern was followed at the other two clinics operated by Egiazarian, and not one of the physicians submitting bills to Medicare ever treated a single patient. According to evidence at trial, the clinic’s patients were primarily elderly and non-English speaking. They were recruited and transported to the clinics by individuals who were paid according to the number of patients they brought to the facilities. Rather than being charged a co-payment, the patients were paid for their time and the use of their Medicare eligibility, generally $100 per visit. False charts were created stating that each patient received comprehensive exams and a broad array of diagnostic tests. Few of these tests were ever performed, none were performed based on any medical need, and clinic employees filled out other portions of the charts using preprinted templates. Some clinic employees admitted to performing various tests on themselves, and placing the results in patient files. In all, the three clinics submitted more than $5 million worth of fraudulent claims to Medicare, $1.7 million of which was actually paid. With respect to claims submitted for services purportedly provided by Cruz at the Carmichael clinic, Medicare paid $601,581.

Assistant United States Attorneys Philip Ferrari and Jean M. Hobler are prosecuting the case. Others who were charged in this matter include: Ramanathan Prakash, a doctor involved with the Sacramento clinic, is currently serving 10 years in prison. Lana LeChabrier, a doctor involved with the Richmond clinic, is currently serving six and a half years in prison.

Nazaret Salmanyan, an unlicensed ultrasound technician who worked at all three clinics, pleaded guilty and on November 14, 2013, was sentenced to 20 months in prison. Derrick Johnson, a doctor involved with the Richmond clinic, pleaded guilty and is awaiting sentencing. Zoya Belov, a nurse licensed in Russia but not the United States who worked at all three clinics, pleaded guilty and is awaiting sentencing. Liw Jiaw Saechao, aka Jenny Saechao, recruited patients, pleaded guilty and is awaiting sentencing. Migran Petrosyan, a co-owner of the Richmond clinic, pleaded guilty, and on December 5, 2013, was sentenced to 27 months in prison. Shushanik Martirosyan, a medical biller who submitted claims to Medicare for all three clinics, pleaded guilty and on October 24, 2013, was sentenced to 18 months in prison.

By Nicole Mooradian Patch.com Officers cleared out an area near Redondo Beach City Hall and the main library Saturday, Jan. 11 after someone brought two boxes of ammunition, including a pair of grenades and two inert mortar rounds, to the Redondo Beach Police Department, authorities said. According to RBPD Sgt. Shawn Freeman, the woman found the ammunition boxes when she was cleaning out her deceased father’s attic. “(She) brought them down to the police station, and in going through them … there was an inert hand grenade,” Freeman said. He did not believe that she knew the inert grenade and a replica grenade were in the containers.

Eighteen vehicles were impounded for 30 days during a driver's license/sobriety checkpoint in Carson, a sheriff 's sergeant said today. Seventeen unlicensed drivers were arrested and sent to court during the checkpoint on Sante Fe Avenue, just north of El Presidio Street that began at 6 p.m. Friday and ended at 11:30 p.m. Friday,

One person was arrested and sent to court for allowing an unlicensed driver to drive, Calzada said. Deputies also arrested a motorist for suspicion of drunken driving.

Wagner announced. “While there is no way to undo the despicable crimes committed against these innocent and vulnerable children, it is a relief that the defendants found guilty of these crimes will no longer be in a position to carry out their criminal acts,” said Mike Prado, resident agent in charge of HSI Fresno. “HSI will continue to work tirelessly with its federal and local law enforcement partners to seek justice for the young victims in these cases, who will bear the emotional and physical scars of these crimes for the rest of their lives.” Except as noted, all cases are being prosecuted by Assistant United States Attorney David Gappa.

Twenty Years in Prison for Idaho Man (1:13-cr-045 LJO) Allen Trent Carter, 53, of McCammon, Idaho, was sentenced Jan. 13 by United States District Judge Lawrence J. O’Neill to 20 years in prison to be followed by a lifetime term of supervised release. According to court documents, Carter was identified during the course of an investigation of his son, Bradley Vaine, 27, of Fresno, who is being prosecuted for trafficking in child pornography. According to a criminal complaint, Vaine and Carter exchanged many images of child pornography and engaged in many chat sessions on Facebook in which they discussed the sexual abuse of children. Air Force Employee Sentenced to 13 Years in Prison Supervision (1:13-cr-145 AWI) Ronald Townsend, 30, of Rosamond, was sentenced to 13 years in prison for receipt and distribution of child pornography. He will also be required to serve a lifetime term of supervised release upon his release from prison, during which he will be required to register as a sex offender and his access to the Internet, computers, and minors will be restricted. According to court documents, Townsend came to law enforcement’s attention when he chatted online with an undercover detective on January 30, 2013. At that time, he sent about 40 images of child pornography in order to obtain videos from the undercover detective. Townsend also developed relationships online and on the phone with underaged girls, one 13 and one 16 years old. As part of the plea agreement, he provided the court Jan. 13 with $7,500 that was ordered as restitution. This case is the product of an investigation by the Air Force Office of Special Investigations.

Bakersfield Cases: Two Plead Guilty and One Admits to Supervised Release Violations John Brian Noblia, 33, of Bakersfield, pleaded guilty to one count of receipt and distribution of a visual depiction of a minor engaged in explicit conduct. His sentencing is set for March 31, 2014. He faces a sentence of five to 20 years in prison. He admitted in a plea agreement that he used the Internet and a computer to receive between 300-600 images of child pornography, including images that depicted prepubescent minors and images of violence or sadistic conduct. His sentencing is scheduled for March 31, 2014. He faces a sentence of five to 20 years in prison. Bowersox had been released from prison, after serving a sentence for possession of child pornography and had served five months of a 10-year term of supervised release. He admitted today that he had accessed the Internet and viewed adult pornography in violation of conditions of his supervised release. Bowersox has been in custody since December 26, 2013. He will be sentenced on February 24, 2014, and he faces a potential term of two years

Modesto Man Pleads Guilty to Receipt and Distribution of Child Pornography (1:12-cr-384 AWI) Ted Lee Duran, 49, of Modesto, pleaded guilty today to receipt and distribution of child pornography. According to court documents, a relative of Duran went to Modesto Police and reported finding child pornography on a phone that Duran had borrowed. Further investigation revealed that Duran had received more than 600 images of minors being sexually abused, some of which depicted violence or were of sadistic conduct. Duran is scheduled to be sentenced on March 24, 2014, at 10:00 a.m. He faces a potential sentence of five to 20 years in prison. The actual sentence, however, will be determined at the discretion of the court after consideration of any applicable statutory factors and the Federal Sentencing Guidelines, which take into account a number of variables. This case is the product of an investigation by the FBI and the Modesto Police Department. These cases were brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse. Led by the United States Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute those who sexually exploit children, and to identify and rescue victims. According to police complaints, Iowa City Police stopped a car being driven by 19-year-old Quentrel J. Johnson at 5 p.m. on Friday, January 10th for driving

Smelling a strong aroma of marijuana, the officers asked him to step out of his car. Johnson was chewing something so police checked his mouth where they found the chewed up marijuana on his tongue and teeth. Police found a plastic bag containing a “sizable amount” of marijuana hidden in Johnson’s crotch area. Johnson admitted to

smoking marijuana before driving. A search of Johnson’s car located a prescription bottle containing codeine, with the portion of the label containing the patient’s name torn off and $3,000 cash. Johnson admitted to buying the codeine from someone and that he did not have a prescription for it. A mixed drink in the car’s center console contained Sprite, lemonade and codeine.

Johnson has a prior possession of a controlled substance charge from June 2013. He has been charged with a second offense for possession of a controlled substance, misdemeanor counts for possession of a prescription drug, driving while under the influence, and obstruction of justice for eating the pot in an attempt to destroy evidence.

TEHACHAPI — A 29-year-old Panorama City man was arrested in Tehachapi on the morning of January 15, 2014 after trying to pass counterfeit bills at a local convenience store. Tony Ross, a Los Angeles County parolee, was taken into custody by Tehachapi police officers after he allegedly attempted to use fake $50 bills to make a purchase at the Four Seasons Mini Mart on East Tehachapi Boulevard . Officers said that that around 9 a.m. on Jan. 15, they were flagged down by a clerk at the mini mart who pointed out Ross who, when he spotted officers, tried to hide the evidence by
