Task Force Investigation Results in Federal and State Charges of MS-13 Gang Members and Associates for Their Roles in a Drug Trafficking Network and Extortion Scheme

LOS ANGELES, CA—An investigation that led to charges against 20 members and associates of the MS-13 street gang for violations, including distribution of methamphetamine and extortion, culminated this morning with multiple arrests, announced Bill Lewis, Assistant Director in Charge of the FBI’s Los Angeles Field Office, on behalf of multiple agencies who conducted the investigation and who assisted during the operation that took place the morning of December 10, 2013.

The federal defendants were charged in indictments returned by a federal grand jury in Los Angeles and unsealed December 10, 2013. The majority of the federal defendants are charged with distribution of methamphetamine in nine separate indictments. During this investigation, several individuals were charged by the Los Angeles District Attorney’s Office with extortion based on information obtained in this case. Three of the federal defendants charged were already in custody prior to the operation that took place December 10, 2013; nine federal defendants were arrested during the Charged in federal indictments operation on December 10, Thomas Rodriguez, aka “Big Boy” 35 Los Angeles arrested 2013; and one is considered Jose Rodriguez, aka “Dreamer” 34 Los Angeles arrested a fugitive. Adopt a Teen for the Holidays By Rev. Don Abernathy Adopting a teen for the holidays is a novel concept. You don’t have to raise them, pay for them or worry about them…you just get one for one evening around the holidays. Well it’s not that simple at with Helping Kids Recover (HKR). HKR is a 501C3 nonprofit in Carson, CA that dedicates their services to helping kids 12 to 21 get a better chance at life. In addition to drug & alcohol prevention, gang intervention, behavior issues, and teen pregnancy, they decided to take on a new program of finding adults to adopt a teen for the holidays. This new program involves the counselors each picking a couple of potential kids from their group to write an introduction letter. Volunteer adults select a letter, buy a small holiday gift and give them to the teen. Sounds easy right? I saw this program in action with 3 of the pairs that met at a holiday gathering and nothing about these 3 pairs was easy. The first pair I met was Heather and Kenisha. Heather is working towards being a social worker and knows one of the counselors at Helping Kids Recover. She saw her friend post on Facebook they were looking for volunteers to adopt a teen, she thought it sounded rewarding and agreed. As I interviewed Heather, Kenisha sat with the biggest smile I have ever seen. Heather said, “Kenisha’s smile made her feel like her heart was overflowing.” Kenisha joined Helping Kids Recover

cliques, considered to be the largest and among the most violent gangs in the Los Angeles area. Origins of MS-13, or Mara Salvatrucha-13, can be traced to the Los Angeles area formed by immigrants who fled the civil war in El Salvador in the 1980’s. The number 13 relates to the 13th letter of the alphabet, or “M,” a known to reference “La

Eme,” or the Mexican Mafia, a California-based prison gang that exercises control over MS-13 members and other street gangs whose members pay taxes in exchange for protection. MS-13 operates in areas of Los Angeles including but not limited to Rampart, Wilshire, Olympic, and Hollywood. The gang is estimated to have several thousand members in multiple U.S. cities, as well as throughout Central America and Mexico, and is known for its brutality. During this morning’s operation, seven minor

because she has a bad attitude, anger issues and claims she doesn’t smile. “I feel amazing that someone out there really cares about me, “said Kenisha. “ I want to forget my past and only focus on my future. I want to be a doctor to help people and cure diseases. Words cannot explain how good this makes me feel. ” Heather called meeting Kenisha for the first time that night a “Kodak Moment” she will never forget, and neither will I. Kenisha now has hope and support that she didn’t feel she had prior to this night. Without hesitation, Kenisha looked me square in the face with her amazing smile and said, “I will change the world, you will see my face again and I will make a difference.” The second pair I met was Gabriela and Esmeralda. Gabriela is also friends with a counselor and volunteered. She and her husband have been blessed so they just wanted to give back. “This night made me feel great,” said Gabriela. Esmeralda joined Helping Kids Recover because she was getting into trouble with other kids through peer pressure. She has learned real friends want to help you do well and don’t put or pull you down. A shy and nervous Esmeralda said, “This is really unbelievable. It’s so good to know there are people out there that just care about others.” Gabriela glowed when she looked at a smiling Esmeralda. children were removed by the Department of Children and Family Services from defendants’ residences. The federal defendants arrested today will have an appearance in United States District Court this afternoon in Los Angeles or in the federal district in which they were arrested. If convicted of the charges, defendants face statutory maximum sentences ranging from 10 years to life in prison. This case was investigated by the FBI’s Violent Gang Task Force, with participation from agents and officers with the FBI; Los Angeles Police Department; U.S. Immigration Customs Enforcement-Homeland Security Investigations (HSI); and the Internal Revenue ServiceCriminal Investigation (IRS-CI). Throughout this investigation and during today’s operation, the task force received assistance from multiple law enforcement partners, including the Los Angeles County Sheriff ’s Department and the Department of Child and Family Services. FBI agents in Missouri assisted with the arrest of one subject. The federal defendants will be prosecuted by the United States Attorney’s Office in the Central District of California. The District Attorney’s Office in Los Angeles will prosecute the defendants charged with state violations. An indictment or criminal complaint contains allegations that a defendant has committed a crime. Every defendant is presumed to be innocent until proven guilty in court.

aspirations of being a make-up artist and today she feels and knows that she can do anything. Delilah and Carolina were the last I talked with. This interview was emotional and full of tears. Carolina is a teen mom. HKR Counselor Maliah volunteers at Carolina’s school and works with the teen moms. She gives them emotional support, education on pregnancy, STD information and makes diapers & formula available, but not for free. The teens earn “mom bucks” by attending school and doing good work. The “mom bucks” are then spent on the baby supplies. Carolina’s holiday foster parent was a real surprise. I had Carolina off to the side when Counselor Maliah brought her holiday foster parent in from behind. Tears flowed all around as Carolina turned around to see her older sister, Delilah, standing there. I still can’t believe Delilah kept the secret and I even jokingly accused her of avoiding Carolina prior to the event just to keep the secret. Delilah was also a teen mom that worked with HKR. While she is not proud of her sister following the same path, they are amazingly supportive of each other. The lessons and responsibility she learned through HKR prepared her for working in the real world. She is so proud and her eyes filled with tears as she talked about earning a paycheck at her first job to support herself and her family rather than feeding off the system. Both sisters agreed that teens should focus on their future and their education. They love their kids but say it

is really hard. If they had it to do over, being a teen mom would not be their first choice but they are both grateful for the programs at HKR. Carolina said, “When they talked about the Adopt a Teen program, I didn’t want to sign up because they said it was for people that really need it. I know other kids need the foster support so much more than me. I was surprised when I was told I could sign up. I never thought anyone would want to foster me.” The truth is, Delilah contacted Counselor Maliah and asked if she could secretly sponsor her sister. The 3 pairs I talked to are just a sampling of the fostering that happened one rainy night in December. To call this first time program a success doesn’t do it justice. I saw hope in the eyes of teens and felt a real sense of joy from the holiday foster parents. The only requirements for this amazingly beneficial and fulfilling program is a willingness to give a gift to a teen you never met and be ready to receive pure love and incredible smiles in return. Dropping off toys in bins is always good and I definitely want people to continue those donations. But seeing the child you touched is priceless. This is one gift absolutely worth giving!

DON ABERNATHY People out of work, crippling controversy in our government, our teenagers newest hobby is day time “Knock Knock” burglaries, multiple hackers stealing millions of credit card numbers at a time…and what is being discussed on our news….What color is Santa? T.V., radio and the internet are full of discussions, arguments, debates and teacher suspensions over picking a color for Santa. Really? Is this our news or an episode of South Park? I can see the characters on South Park arguing over the color of Santa just like the kids in Stand By Me debated who would win in a fist fight Superman or Mighty Mouse. I don’t understand some people’s need to

judge others that don’t agree with the color of their dream. Yes, I said dream. People of all ages see Santa differently; is he real, a feeling of joy and giving, a fantasy, a myth, a marketing ploy feed by big retail business or just a dream? He is all of these things to someone. Who are you to judge someone’s personal belief that doesn’t have any effect of YOU?

What does it say for the spirit Christmas, Kwanzaa, Chanukah, or Festivus? This is a time of giving cheer to our friends and family not judging others for not agreeing with our beliefs. I was raised to respect the beliefs and opinions of others. This melting pot we call the United States of America, was built on different ethnicities, religious beliefs and multiple freedoms that don’t exist anywhere else in the world.

wear a furry coat in Alaska, shorts and sunglasses in Hawaii, overalls and straw hat in the south, a cheese block on his head in Wisconsin and has a Starbucks logo on his belly in Seattle. Our American Santa can be really fat to make heavy people feel thinner or really short to make mid-height people feel taller. No matter the color, size, race or sex (yes, in a day of sexual identity acceptance we can have a female Santa) all these variations of Santa’s have a big smile and a face full of holiday cheer. Is it too much to ask for our struggling country to simply embrace the commonality of a smile and holiday cheer while leaving all the rest of the variables up the individual person making their own choice?

At the end of the day does it really matter what color someone believes their Santa is or what holiday they choose to celebrate? I love the fact that in America, if we choose to believe in Santa, our Santa can

Recently, I’ve been receiving emails accusing someone of bullying them. And when I ask them what that person did they tell me “Oh, she gave me a dirty look””Oh, she doesn’t want to be my friend” “Oh, she dresses this way and I don’t like it”.

We are ninth grade students from Oak Park High School and we are writing a research paper on Bullying and CyberBullying. We are seeking your expertise information to add to our paper.

We would love information about the effects of Bullying and Cyber Bullying,, both the worst and the small effects. Any information would be helpful and we would really love to hear a first hand account of how you dealt with and your initial reactions to Bullying and Cyber Bullying. If you would please send the

I lost many good friends on the streets of Wilmington and because they were from the streets of Wilmington. I had friends get murdered in the midst of their young lives. I had some friends come to me in a paranoid state to seek help for that which they did not understand. Death calls us and it’s a reality. It came calling me and I didn’t know why it had my number. In the 1990s I faced ten years imprisonment if I lost the criminal counts of drug charges against me ; I’m not going to act like I didn’t get on my knees and pray, because I did! Not at first though, I pondered about the life that I had lived. I thought of my friends that died because of drug deals or gang violence. I thought of the people who spent their years in prison for felony convictions and believed they had nowhere else to go. I also thought of the people that told me I would sell drugs for the rest of my life and my future was either death or imprisonment.

How can a place that I considered my ‘Heart’ kill me as slowly as it was? That moment of facing imprisonment and in the eyes of death I found my air to breathe. I gave the streets of Wilmington my time, my love, and my courage and it was time I gave it my good bye. I won’t say it is an easy lifestyle to walk away from; nor would I say it was an easy exit for me, but I knew it was time to get a ‘Heart’ transplant.

Sexual Offender Fugitives Pediatrician Sentenced to 18 Months in Prison for Possession of Child Pornography Doctor Arrested After Search of His Office in May 2013 WASHINGTON—Robert Paul Dickey, 74, a pediatrician from Washington, D.C., was sentenced December 17, 2013 to 18 months in prison for possession of child pornography, announced U.S. Attorney Ronald C. Machen, Jr.; Valerie Parlave, Assistant Director in Charge of the FBI’s Washington Field Office; and Cathy L. Lanier, Chief of the Metropolitan Police Department (MPD). Dickey pled guilty in September 2013 in the U.S. District Court for the District of Columbia. He was sentenced by the Honorable Robert L. Wilkins. Upon completion of his prison term, Dickey will be placed on 10 years of supervised release. He also will be required to register as a sex offender for 15 years following his release from prison. Also, Dickey must forfeit a computer hard drive that was seized by law enforcement during the investigation. Finally, Judge Wilkins ordered him to pay a $10,000 fine. According to the government’s evidence, on April 10, 2013, law enforcement received a cyber tip from the National Center for Missing and Exploited Children. That cyber tip contained information that Dickey uploaded 14 images of child pornography using a Microsoft account. Based on that cyber tip, on May 8, 2013, law enforcement executed a search warrant on Dickey’s home office in Southeast Washington. Pursuant to that search warrant, law enforcement recovered various electronic devices. After a forensic review of those items, law enforcement recovered approximately 132 images of child pornography. Dickey was arrested on May 8, 2013, and has remained in custody ever since. “This case is extremely troubling because a beloved pediatrician was downloading child pornography in the same home where he was providing medical treatment to children,” said U.S. Attorney Machen. “He provided care to many children during his career but also obsessively collected images of children of the same ages being sexually exploited. Dr. Dickey’s prosecution is a concrete demonstration of our commitment to hold accountable anyone who would seek to exploit the innocence of our children.” “By downloading images of child pornography, Dr. Dickey took advantage of unwitting victims,”

Led by the U.S. Attorney’s Offices, Project Safe Childhood marshals federal, state, and local resources to better locate, apprehend, and prosecute individuals who exploit children via the Internet, as well as identify and rescue victims. Hollywood Man Charged with Felony Eavesdropping for Pranking Coaches By Craig Clough (Editor) Patch.com

Tarr was arrested at his home Dec. 9.

A 32-year-old Hollywood man who allegedly made prank phone calls to well-known athletic coaches, leading them to believe they were being offered jobs with professional and college teams, was charged December 17, 2013 with a felony count of eavesdropping.

According to prosecutors, Tarr called coaches or other officials from NBA, NFL, Major League Baseball and college programs and claimed to be representing other teams, gauging their interest in another coaching position. Among the victims were University of Hawaii head football coach Norm Chow, Minnesota Vikings head coach Leslie Frazier and San Diego Chargers offensive coordinator Ken Whisenhunt, NBC News reported.

Kenneth Edward Tarr is expected to be arraigned Dec. 30. Prosecutors said he illegally recorded more than a half-dozen phone calls, with some of them captured on video and posted online. Police and prosecutors said it is illegal to record a phone conversation without the other person’s consent.

According to NBC News, Tarr told Los Angeles sports reporter Fred Roggin he considered himself to be on the “new frontier of broadcast journalism and sports media” and supplied a video recording of a phone call he had with NBA coach Mark Jackson. Former Napster COO Killed in Crash With Patrol Car

The bicyclist killed in a Calabasas crash was identified as Milton Olin of Woodland Hills. By Nicole Mooradian (Editor) Patch.com

The bicyclist who was struck by a Los Angeles County sheriff ’s patrol car and killed in Calabasas December 09, 2013 has been identified as a prominent lawyer, authorities said. The dead cyclist is Milton Everett Olin, Jr., 65, of Woodland Hills, according to coroner’s Lt. Joe Bale. A California State Bar Association listing shows Olin has been a lawyer 38 years and practiced business, labor and employment and intellectual property law from a firm he co-founded, Altschul & Olin LLC in Encino. A biography produced for a conference stated Olin practiced internet, intellectual property and entertainment law, and according to his LinkedIn profile, he was the COO of Napster from 2000-2002. The fatal incident happened about 1 p.m. in the 22000 block of Mulholland Highway, Los Angeles County sheriff ’s Lt. Michael Williams said. Olin was pronounced dead at the scene and the deputy involved was taken to a

hospital for treatment of minor injuries, he said. The patrol car’s windshield was smashed, a witness at the scene said. The deputy was left with glass in his eyes and cuts on an arm, according to media reports. Both the bicyclist and the patrol car were eastbound when it happened, Williams said. Speed, drugs and alcohol are not believed to be factors in the crash, sheriff ’s Sgt. Joseph Jaki told KCAL9. “It’s very tough when we’re involved in an accident like this because it’s our job to protect the people and help people and we’re obviously very sad that something like this has happened,” Jaki said. The sheriff ’s Traffic Services Detail was investigating the fatality, Williams said.

CRIME TIP: By Bryan Scott You’ve just heard some sensational story about a local candidate running for election in a public leadership position. What do you think? What do you do? It was on TV (or the radio, etc.), so it must be true, right? So, based on this sensational new and doubtlessly true information you should shape or possibly even reshape your vote, right? Well, chances are there are some people that hope you believe and do just that. Call them, “Media Consultants” or call them, “Spin Doctors”, either way their goal is the same. They are paid big dollars in order to use their knowledge of public reaction and their media contacts to shape or reshape your vote. It’s what they do and have done for a very long time.

Election Tactics CANDIDATE #1

This isn’t a new game. You can find biased and inflammatory “news stories” in this country as far back as pre-Revolution times. One party or one candidate trying to help you see their “side” using tactics that while admittedly less obvious than those our Forefathers used, are still designed for the same purpose, shaping or reshaping public opinion and thus your vote. This often includes the timing of certain stories too. Perhaps the facts were known long ago, but they “saved” the information to be used during election time. To be clear, speaking as someone within the media, I can tell you that not everything you see, hear, and/or read from the media is true as delivered (we often find this out here at Attention! as we research news stories for inclusion in our publication). Sure there are “Journalistic Standards”, but they are often subjective and in the end, Freedom of the Press and Free Speech are stalwarts of ideals that are fairly immune to claims of fairness. That’s right, “fairness”. Just because something may be technically true, doesn’t mean it mean that it is fair. For example, if you read the headline, “Local Candidate Caught Hiring Illegal Labor”, you might reach certain conclusions in your mind, perhaps without even taking the time to read the article. However, what if I told you that what the article was actually about was a candidate being photographed paying an entrepreneurial teen $10 to mow his lawn? Was the labor

“illegal”? Most likely yes, since many metropolitan cities have codes regarding requirements for a lawn care business like licenses, insurance, permits, etc., CANDIDATE #2 that a teenager simply wouldn’t have access to. Was it wrong? Perhaps, technically it was, since it may be in violation of the letter of the law. However, CANDIDATE #3 was this scenario the conclusion that you or any of your fellow readers had in your head when you originally read the headline? Probably not, more likely you or at least some of your fellow readers had images related to undocumented workers and illegal immigration in your mind, and some would never read the article to actually understand different. Which is exactly what those Media Consultants are counting on, quick conclusions of the uninformed based on sensational and often biased headlines. There you have it, technically true, but not exactly fair, right? So what do you do? What tactics can you take? Educate yourself. It sounds simple, but it’s often not as easy as it sounds. We are all very busy, but when it comes to our civic leadership, there is simply too much at stake to take the “easy road”, it requires some effort. Frankly, so few of us actually take the time to vote, that those of us that do should take extra special care in educating ourselves on that vote. If not for yourself, then for the others it represents (if only 20% of 100,000 voters turn out then your 1 vote essentially counts for 5 others). Take the time to do your own web searches on the candidate. If the candidate is an incumbent then look for their public voting record or their official decisions and edicts. Look for multiple versions of a story to compare facts, and look for the sources within those stories. Also, try to meet or listen to the candidate speak in person if at all possible. Doing these things not only educates you on the candidate, but it invalidates the efforts of those paid to manipulate you and your vote. Educate and empower yourself and remember the stakes, these are the people we are electing to create and evoke public law and policy. It’s worth your time to do it right.

KNOW THE SIGNS OF SEXUAL ABUSE It is important for you to know how to recognize certain physical or behavioral signs that might indicate that your child, or a child you know, is being sexually abused. Not all of the following indicators will mean that a child is being victimized. Some behaviors listed can be part of normal development or stress. The greater the number of indicators present, and the more sudden the onset, the more reason you have to be concerned. Physical evidence in genital or rectal areas must be taken seriously and treated and reported immediately.

Behavioral Signs • A Fear of Certain Places, People, or Activities, Especially Being Alone With Certain People (Children Should Never Be Forced or Coerced Into Giving Affection) • Reluctance to Undress • Disturbed Sleep/Frequent Nightmares • Sudden Mood Swings, Withdrawal, Rage, Fear, Anxiety, Anger • Excessive Crying • Avoids Touch • Loss of Appetite, or Trouble Eating or Swallowing • Drastic Change in School Performance • Drawing With Bizarre Themes • Sexually Acting Out on Younger Children • Sexual Behavior or Knowledge Beyond Their Years • Has New Words for Private Body Parts • Reverting Back to Outgrown Behavior (bedwetting and thumb sucking) • Self-Mutilation or Suicide Attempts

KNOW WHAT SEXUAL PREDATORS COUNT ON As a society we vehemently condemn child molesters but when someone we know in the community is accused, individuals take sides often refusing to believe that “a pillar of the community” could commit this type of a crime. The true seducer type pedophile is extremely good at what he does. He puts himself in a position in his community where he has easy access to children. He will often work hard (sometimes for years) to gain the trust of parents while at the same time be sexually abusing their child. If an allegation is made against this person by another child, it is often too emotionally difficult for families who trusted and allowed the accused into their home to believe that he could commit such an act against a child. The betrayal is too great and many families will not only deny the possibility, but will blame and defame the child making the allegation. This is what the offender counts on. Families tricked by cunning predators could not have possibly imagined the degree of betrayal possible and the extent that a predator would go to, to get at a child.

Community Assistance By Rev. Don Abernathy The definition of a community is usually a group in a specific locality often with a common cultural and historic heritage. But where does the boundary of our community really end? On Sunday December 15, 2013, the community of Carson showed the world their community has no boundaries. Carson is a close community with many different cultures that blend together like a well-oiled machine. When one part is hurt, they are all affected. Typhoon Haiyan devastated the eastern Philippines, touching many Filipino families in Carson. With a burning desire to help, Carson made the commitment to host a telethon to help collect food, hard goods and funds. This type of event has never been done by a city that they know of, so there wasn’t a plan to follow but that didn’t stop them. Many volunteers like Justice for Murdered Children’s LaWanda Hawkins went into action. Phone calls were made with lots of “how to”, “what if” and “why can’t we just” questions. Not hosting the telethon wasn’t an option. In a very short couple, the volumteers from the

city of Carson had connected with the right people, made the right decisions and learned how to put on an entertaining telethon with wonderful interviews and fabulous entertainment. For everyone involved and our neighbors in the Philippines, this first of its kind telethon was a success.

Louis Diaz and volunteers from local Teamsters Union 848 loaned a 40’ trailer to collect and store donations that poured in from across this wonderful city. The teamsters made pickups from corporate donors like Johnathan Pozon of Stauffers Biscuit Company who graciously donated over 3,500 pounds of crackers, cookies and snacks. Attention News was glad to be involved and donated survival kits, cases of food, flashlights and toys. In all, Carson collected over $35,000 in cash donations plus filled the 40’ container with much needed life sustaining items. For me ,the most amazing site was seeing citizens of all ages, backgrounds and races working together with a smile to help another part of their community that was only a mere 7,400 miles away.

Born September 9, 1983--Murdered March 28, 2003 On the evening of March 27, 2003, Carl Smith, 19 years old, went to a friend’s house to get a Camron cd. As he walked back to his White Escort Station Wagon, someone shot and killed him. The shooting happened around 10 pm near the intersection of E. Kelso St. and E. Tamarack Ave, just south of Manchester Blvd. between Market St. and Prairie Ave. Carla Covington was finishing her 2nd B.A. when she gave birth to her son, Carl, on September 9, 1983. Carl was an exact person that wanted everything

lined up perfectly. He loved basketball and was proud to score 39 points as a guard in a Mid City High School game at El Camino College. His entire family was so proud when the LA Times wrote a story about his 39 point game. He had a special basketball connection with Carl “The Mailman” Malone and could recite all The Mailman’s stats. Not a day went by that Carl didn’t play basketball and read his bible. He was athletic and wanted to keep his body and spirit in the best shape. He liked to say, “I am God’s son.” Carl was a

people person and liked to help. In his last summer, he worked for the EDD and assisted high school students. He touched many lives in a positive way. His community was robbed of a kind hearted spirit. It has been long too long since this senseless murder. Someone knows what happened and should give this grieving family peace. Suspects Arrested in Connection with Cell Phone Thefts Police have arrested and are investigating several people in connection with a string of cell phone theft that took place throughout east and west divisions of Long Beach. By Gina Tenorio (Editor)

Long Beach Police has arrested five people in connection with a string of cell phone thefts that hit the city recently. The suspects, whose names were not immediately released, may also be connected to an attempted robbery and three other robberies that occurred in the city’s East and West Divisions. The investigation that led to the arrests began after detectives noticed an increase in the number of reported cell phone thefts over a period of weeks, police officials said. One such theft occurred about 7:30 p.m. on Dec. 11. Police were called to the 1700 block of East Second Street. Police said a suspect approached a man, took

his cell phone then ran from the scene. A half hour later, another robbery occurred in the area of Fourth Street and Rose Avenue. Police said the armed robber approached two victims and demanded their cell phones and cash. Two people were arrested and the investigation is ongoing, according to officials. Police would only identify the suspects as men, one from Los Angeles and the other from Bellflower. On Dec. 12 the Long Beach Gang Enforcement detectives said they arrested three juveniles for robberies that occurred on Nov. 23 in the 3900 block of East Broadway and on Nov. 22 in the area of Division and La Verne. Detectives also executed four search warrants and recovered jewelry, cell phones, and additional evidence, officials said. Detectives are checking the possibility that their suspects may be responsible for other incidents in the area south of Fifth Street and east of Alamitos Avenue during the past few weeks. “Those robberies were crimes of opportunity where the suspect spotted a potential victim who

Have you ever heard of Social Hosting? Most people haven’t but almost everyone knows what it is. Throughout the year, people throw birthday, anniversary, graduation, engagement, retirement and holiday parties along with dozens of cultural and religious celebrations. Part of the fun from these events is the intermingling of guests of all ages. The person throwing the party is the Host. Based on personal choice, many of these events have alcohol for adult consumption however all too often our youth sneaks or are allowed to have a drink. A perfect example is New Year’s Eve. Everyone wants to have a glass of champagne to toast at midnight. What’s the harm in letting the teens have one glass of champagne or the younger kids having one taste? There is harm in allowing the drinking and the person allowing the drinking is a Social Host. As parents, it sends a confusing message to our children if we say it’s bad for you to drink but give them alcohol on special occasions. Is it possible that our children could think having a drink makes an event a special occasion? Due to experience, most adults have learned drinking raises your tolerances so after years of drinking, you can drink more before getting drunk. But how many

remember the effects of the first time they drank? When we start drinking as adults, we are “light weights” or cheap drunks because it only takes one or two drinks to feel the effects. Our children are still developing, how much of an effect do you really think that first drink has on them? Are the Social Host adults sober enough to notice a difference in the child’s behavior?

By Matthew Sanderson (Editor) Patch.com Los Angeles police arrested a man Dec. 4 in a Studio City grocery store parking lot for removing a dent to a vehicle without the owner’s permission, with the victim claiming the man threatened harm if he wasn’t paid for the service. Senior Lead Officer Michael Lewis said the district attorney’s office refused to file criminal charges against the suspect but wants the community to be aware of the scam. Lewis said these scam artists are “a real problem,” where they approach people in parking lots, usually grocery stores, offering to remove dents from vehicles. “They seem to target the elderly,” Lewis said. With the Dec. 4 case, Lewis had a Dec. 3 report at the Ralph’s Supermarket at Coldwater Canyon and Ventura Boulevard, in which the suspect completed some work on the victim’s car without the victim giving them permission. During the dispute of whether or not the victim gave the suspects permission one of them lifted his shirt, which displayed a knife in his waistband, and told the victim he did not want any problems. Since the victim felt threatened they gave the suspects money. Lewis added he knew the scam artsits targeted individuals at that Ralph’s, and on Dec. 4 one of the suspects came back and he was arrested. Along with a robbery detective, Lewis interviewed the suspect and “he admitted almost everything the victim did, except for any weapon or threat or harm.”

Alcohol kills brain cells by depriving our brain of oxygen while dehydrating our bodies. Every time adults drink too much we experience these effects more commonly known as a hangover. Children are growing, learning and developing every day. Are we really doing what is best for our children by allowing them to kill brain cells? “It’s only one drink so how much damage can it really do”? How much damage to your child’s brain is acceptable. Now that I know the effects, I say no damage is acceptable so we all toast with sparkling apple cider, but that just how I feel about my boys. According to Students Against Destructive Decisions and the U.S. Department of Health & Human Services:

Youth that start drinking before the age of 15 are 5 times more likely to have a substance problem as an adult. The National Institute of Alcohol Abuse states Alcohol is the #1 drug of choice for our youth!

Most officers believe this is an extreme option so they choose to warn the adult and take the alcohol from the minor. In the city of Carson, law enforcement can now cite the adult with an infraction of a city ordinance where they have to pay a small fine. Other cities with Social Host ordinances only issue a second offense to 5% of the people. That shows 95% learn their lesson the first time. Police Seek Man Behind Home Invasion Robbery The home invasion robbery occurred in the Hollywood Riviera. By Nicole Mooradian (Editor) Patch.com

Police are asking for the public’s help to identify a man responsible for a home invasion robbery Nov. 8 in the Hollywood Riviera. According to a news release from the Torrance Police Department, the crime occurred at about 10:30 p.m. in the 200 block of Via Buena Ventura.

The man knocked on the victim’s sliding glass door and forced his way inside after the victim opened the door, police said. The victim did not see a weapon, police said; however, the man pretended to have one in his pocket. The culprit is described as a 5-foot, 10-inch, 160-pound black man. He was wearing a dark shirt with a skeleton or skull insignia on the front, as well as a dark hood. Anyone with information is asked to call Detective Ryan Galassi at 310-618-5598.

Attempt-Homicide Suspect Convicted ultimately identified as the suspect in the incident by DNA evidence left at the crime scene.

On November 27, 2013, Francisco Leon-Urbalexo of Sonora, Mexico, plead guilty to one count of attempted, second-degree murder for the stabbing of Jarred Hill of Los Angeles. Urbalexo was sentenced to nine years in State Prison. Upon his release from prison, he will be released to the custody of Immigration and Customs Enforcement officials for deportation back to Mexico.

Urbalexo was tracked by Santa Monica Police detectives to Yuma, Arizona, where he was being detained by federal authorities for illegal entry into the United States, and brought back to California through the extradition process in June of 2013 to face charges.

Eighteen Charged as a Result of Federal Investigation into Corruption and Civil Rights Abuses by Members of Los Angeles County Sheriff ’s Department Current and Former Deputies Charged with Federal Crimes, Including Illegal Beatings of Jail Inmates and Obstruction of Justice

WASHINGTON—Five criminal cases that charge a total of 18 current or one-time deputy sheriffs of various ranks were unsealed today as part of ongoing and wide-ranging FBI investigation into allegations of civil rights violations and corruption involving members of the Los Angeles County Sheriff ’s Department. Four grand jury indictments and one criminal complaint allege crimes that include unjustified beatings of jail inmates and visitors at downtown Los Angeles jail facilities, unjustified detentions, and a conspiracy to obstruct a federal investigation into misconduct at the Men’s Central Jail. Federal authorities announced the charges after 16 of the defendants were taken into custody on December 09, 2013. Those defendants are expected to be arraigned on the charges that afternoon in U.S. District Court in Los Angeles. “The five cases allege a wide scope of illegal conduct,” said U.S. Attorney André Birotte, Jr. of the Central District of California. “This investigation started by focusing on misconduct in county jails, and we uncovered examples of civil rights violations that included excessive force and unlawful arrests. Our investigation also found that these incidents did not take place in a vacuum— in fact, they demonstrated behavior that had become institutionalized. The pattern of activity alleged in the obstruction of justice case shows how some members of the Sheriff ’s Department considered themselves to be above the law. Instead of cooperating with the federal investigation to ensure that corrupt law enforcement officers would be brought to justice, the defendants in this case are accused of taking affirmative steps designed to ensure that light would not shine on illegal conduct that violated basic constitutional rights.” Bill Lewis, the Assistant Director in Charge of the FBI’s Los Angeles Field Office, commented, “The defendants charged in this case are facing serious allegations, including violating the trust of the public they were sworn to serve. It is equally as important to point out that these charges should not reflect on the thousands of men and women of the Sheriff ’s Department who proudly serve the citizens of Los Angeles County and who partner with the FBI in a variety of crime areas.” This morning, FBI agents took into custody 16 of the 18 defendants named in four indictments and one criminal complaint. Most of the defendants were arrested at various LASD facilities. The five cases, which are part of an ongoing investigation, were unsealed the morning of December 09, 2013. United States v. Brunsting and Branum, CR13-573 Two deputy sheriffs—Bryan Brunsting and Jason Branum—are charged in a six-count indictment with civil rights violations and making false statements in reports. Brunsting, who was a training officer, is charged in relation to an incident in which an inmate allegedly was assaulted and suffered bodily injury. Both Brunsting and Branum are charged in another assault. The victims were inmates at the Twin Towers Correctional Facility, where both deputies worked. Following the two incidents, the indictment alleges that Brunsting used deputies he was training to file reports that

covered up the abuse. This case is being handled by Assistant U.S. Attorneys Brandon Fox, Lizabeth A. Rhodes of the Central District of California, and Margaret Carter of the Civil Rights and Public Corruption Section. United States v. Gonzalez, et al., CR13-574 This indictment charges a sergeant and four deputies with civil rights violations that allege they arrested or detained five victims—including the Austrian consul general—when they arrived to visit inmates at the Men’s Central Jail (MCJ) in 2010 and 2011. The lead defendant in this indictment—Sergeant Eric Gonzalez, who was a supervisor in the MCJ visiting center but no longer works for LASD— fostered an atmosphere “that encouraged and tolerated abuses of the law, including through the use of unjustified force and unreasonable searches and seizures by deputy sheriffs he supervised,” according to the indictment. Each of the four deputies—Sussie Ayala, Fernando Luviano, Pantamitr Zunggeemoge, and Noel Womack—is charged with participating in at least one of the four incidents in which victims allegedly suffered civil rights violations. In one incident, a man suffered a broken arm and a dislocated shoulder that has left him permanently disabled. In another incident, the Austrian consul general and her husband were handcuffed and detained. This case is being handled by Assistant U.S. Attorneys Brandon Fox, Lizabeth A. Rhodes of the Central District of California, and Margaret Carter of the Civil Rights and Public Corruption Section. United States v. Thompson, et al., CR13-819 This six-count indictment that alleges a broad conspiracy to obstruct justice charges seven sworn members of the LASD. This case developed when deputies assigned to the Men’s Central Jail— including Lieutenant Gregory Thompson, who oversaw LASD’s Operation Safe Jails Program, and Lieutenant Stephen Leavins, who was assigned to the LASD’s Internal Criminal Investigations Bureau—learned that an inmate was an FBI informant and was acting as a cooperator in the FBI’s corruption and civil rights investigation. After learning that the inmate received a cellular phone from a deputy sheriff who took a bribe and that the inmate was part of a civil rights investigation, those allegedly involved in the obstruction scheme took affirmative steps to hide the cooperator from the FBI and the United States Marshals Service, which was attempting to bring the inmate to testify before a federal grand jury in response to an order issued by a federal judge. As part of the conspiracy, the deputies allegedly altered records to make it appear that the cooperator had been released. They then re-booked the inmate under a different name and then told the cooperator that he had been abandoned by the FBI.

Over the course of several weeks, the deputy sheriffs allegedly also attempted to obtain an order from a Los Angeles Superior Court judge that would have compelled the FBI to turn over information about its investigation to LASD. After the judge refused to issue such an order, according to the indictment, two LASD sergeants who are charged in this case nevertheless confronted an FBI special agent at her residence in an attempt to intimidate her into providing details about the investigation. The sergeants falsely told the special agent and her supervisor that they were obtaining a warrant for her arrest, according to the indictment. Thompson no longer works for LASD. The other deputies named in this indictment are Gerard Smith, Mickey Manzo, and James Sexton, who were assigned to the Operation Safe Jails Program; and Scott Craig and Maricella Long, who were LASD sergeants within the Internal Criminal Investigations Bureau. This case is being handled by Assistant U.S. Attorneys Brandon Fox, Lizabeth A. Rhodes of the Central District of California, and Margaret Carter of the Civil Rights and Public Corruption Section. United States v. Piquette, CR13-821 Deputy Richard Piquette is charged in the fourth indictment with illegally building and possessing an assault rifle. The indictment charges Piquette with possessing an unregistered Noveske Rifleworks N-4 .223 caliber rifle with a barrel length of less than 16 inches. The second count in the indictment charges Piquette with manufacturing the Noveske rifle. Piquette, who is currently on leave with LASD, was previously assigned to the Twin Towers Correctional Facility. The investigation in this case was conducted by the Bureau of Alcohol, Tobacco, Firearms, and Explosives. This case is being handled by Assistant U.S. Attorney Lane Dilg of the Civil Rights and Public Corruption Section. United States v. Khounthavong, et al., 13-3105M The fifth case unsealed today is a criminal complaint that charges three LASD deputies, all of whom are brothers, with conspiracy to make false statements to two banks in connection with a “buy-and-bail” mortgage fraud scheme. The complaint alleges that the three deputies—Billy Khounthavong, Benny Khounthavong, and Johnny Khounthavong—made false statements and reports to Flagstar Bank to purchase a 3,900-square-foot residence in Corona. The brothers then made additional false statements and reports to Bank of America in relation to another large residence they owned. The brothers walked away from—or “bailed” on—that home in which they were “under water,” meaning they owed substantially more than the residence was worth. As a result of the scheme, the brothers allegedly avoided more than $340,000 of unpaid mortgage debt. Benny Khounthavong and Johnny Khounthavong are assigned to LASD jail facilities. This case is being handled by Assistant U.S. Attorney Margaret. An indictment contains allegations that a defendant has committed a crime. Every defendant is presumed innocent until and unless proven guilty. The five cases announced today are part of an ongoing investigation being conducted by the FBI.

Glendale Man Who Admitted Hacking into Hundreds of Computers in Sextortion Case Sentenced to Five Years in Federal Prison

LOS ANGELES—A Glendale man who hacked into hundreds of online accounts and victims’ computers, using extortion to coerce women into showing their naked bodies, was sentenced December 09, 2013 to 60 months in federal prison. Karen “Gary” Kazaryan, 27, was sentenced by United States District Judge George H. King, who said the defendant was a “cyber terrorist.” Judge King remanded Kazaryan into custody at the conclusion of the sentencing hearing. Kazaryan pleaded guilty in July to felony counts of computer hacking and aggravated identity theft. In sentencing papers that recommended a sixyear prison term, prosecutors wrote, “Kazaryan is a sexual cyber terrorist. He hacked into hundreds of victims’ e-mail, Facebook, and Skype accounts using their usernames and passwords or password reset questions. He then methodically searched their accounts for naked pictures, passwords, and the contact information of their friends. He had two goals every time that he accessed these accounts: get more naked pictures in any way he could and get more victims.” According to court documents, Kazaryan gained unauthorized access to—meaning he hacked into—online accounts. In some cases, he obtained naked pictures from those accounts and then extorted the victims to provide additional photos and videos. If they refused, he posted the original pictures on the Internet. In other cases, Kazaryan posed as young women and asked their friends to provide naked photos. “His victims were devastated and felt like they had been raped,” according to the sentencing memorandum. “They continue to be thoroughly traumatized by his criminal conduct.” The investigation was conducted by the Federal Bureau of Investigation. “Sextortion” is a type of extortion or blackmail of a victim who is usually asked for a nude image. The perpetrator typically threatens to publicly release a nude image unless a victim performs a sexual act or complies with other demands. To avoid become a victim, everyone should be prudent when posting images online or to any wireless communication (computer, phone, tablet), especially if the images have private or compromising content. Victims who receive extortionate threats or whose personal accounts have been compromised are urged to contact a parent, trusted adult, or law enforcement, since the situation will only worsen. As always, computer users are warned to ensure their passwords are difficult for others to guess, avoid opening unverified attachments, and use reliable anti-virus software with updated definitions. Lastly, computer users should cover their webcams when they are not in use.

the death of Richard Ruiz, 22, of North Hollywood, according to a communiqué issued by the LAPD media relations sections December 12, 2013. “We received a number of tips in this case, but it was one from Gutierrez’s employer that broke the case open,” the communiqué quoted Lt. Paul Vernon, commanding officer of the Mission Detective Division, as saying. “But as soon as we started inquiring about Gutierrez, he abandoned his job and has been on the run ever since.” According to the LAPD, Gutierrez is a member of a local San Fernando Valley street gang that goes by the moniker, “Green Eyes.” Ruiz’s passengers recalled the Gutierrez’s striking green eyes as his gray Challenger overtook the victim’s red Kia and he was fired at in the neck, the communiqué said. “Our victim was a nice kid, with no gang ties or criminal history,” Vernon said. “He and his friends were on their way to play basketball that afternoon when Gutierrez decided to rage for no good reason.” An employee at the North Hollywood business where Gutierrez worked noticed that the suspect was acting aloof in the days following the

Gutierrez has been on the run since early August, the communiqué said, adding that he is on probation for carrying a loaded gun and has missed appointments with his probation officer. “We believe he is still in the area, but might be going back and forth to Mexico,” the LAPD statement quoted Vernon as saying. Instead of an application, she called 911. By Rev. Don Abernathy A Norfolk, VA man confused McDonalds with Burger King as he demanded to have it his way. 31-yearold Tevin Kievelle Monroe walked into the McDonald’s restaurant across on Wednesday 12/17 looking for a job. He politely asked the manager for an application. She explained that their applications need to be submitted online. Monroe, not liking response, asked the question a second time only to receive the same answer. Wanting to have service done his way, Monroe lifted his shirt, revealing a

Monroe was calmly sitting at a table inside the restaurant when officers arrested him without incident. He was charged with brandishing a firearm, carrying a concealed weapon and disorderly conduct -- all misdemeanors. This is the problem with our unemployed people today. They don’t have the proper education to know which jobs they are qualified for. Monroe should have specified he wanted a security job prior to showing the weapon. That is just taking the tools of your industry to a job interview.
