Cutting Through the Smoke from E-Cigarettes By Rev. Don Abernathy

Electronic cigarettes have been around in the United States since about 2007 but have really come into their prime in the last couple of years. My personal exposure has really been limited to just 2 events, one in favor and one against. My brother tried them a couple of years ago as an alternative to regular cigarettes but went back to tobacco. On a ½ day fishing trip out of Pier Point in Long Beach with my family, one of the fisherman had an E-Cigar. While normal cigar smoke would clear out a section of the boat downwind from him, the vapor smoke was relatively unnoticeable. Based on my limited exposure, I didn’t have enough information to make a decision one way or the other so I started asking questions. I’m an active member of Carson Imitative for Substance Abuse Awareness and Prevention which gives me access to experts in a lot of areas including tobacco addiction. At a recent meeting, I suggested our resident tobacco expert Ethan Nguyen give us an education presentation. After his presentation, we had a few questions but quickly realized there are a lot of unanswered questions regarding electronic cigarettes. I’ve had some interesting conversations and read a lot of information in the past couple of weeks that have been both pro and con regarding electronic cigarettes. In sorting through the information, I believe the following information to be the facts as they stand on their own merit. I encourage the community to read this information and make your own conclusions as I have drawn my own conclusions.

What are e-cigarettes or vaporizing electronic nicotine delivery systems? The U.S. Food and Drug Administration (FDA) describes these items as battery-operated devices that turn nicotine, flavorings and other chemicals into a vapor that can be inhaled.

How do e-cigarettes work? “Nicotine or flavorings are dissolved into propylene glycol usually, though it’s hard to know for sure because they’re not regulated,”

explained smoking cessation expert Dr. Gordon Strauss, founder of QuitGroups and a psychiatrist at Lenox Hill Hospital in New York City. “Then, when heated, you can inhale the vapor.”

Many other countries regulate them as medical devices requiring a prescription to purchase (source: ecigarette-politics.com)

The process of using an e-cigarettes is called “vaping” rather than smoking, according to Hilary Tindle, an assistant professor of medicine and director of the tobacco treatment service at the University of Pittsburgh Medical Center.

A study published in medical journal The Lancet in September 2013 was the first moderately sized, randomized and controlled trial of the use of e-cigarettes to quit smoking. The trial looked at 657 smokers; 289 used nicotine e-cigarettes, 295 used patches and 73 used a non-nicotine placebo e-cigarette. At 6 months, 21 (7.3%) of e-cigarette users, 17 (5.8%) of patch users and 3 (4.1%) of placebo users had stopped smoking. While all three items had a very low success rate, the study does show a slightly higher number for e-cigarettes.

Although many e-cigarettes are designed to look like regular cigarettes, both Tindle and Strauss said they don’t exactly duplicate the smoking experience, particularly when it comes to the nicotine delivery. Most of the nicotine in e-cigarettes gets into the bloodstream through the soft tissue of your cheeks (buccal mucosa) instead of through your lungs, like it does with a tobacco cigarette. “Nicotine from a regular cigarette gets to the brain much quicker, which may make them more addictive and satisfying,” Strauss said.

Where can e-cigarettes be used? The quick answer is almost anywhere the vapor chooses. Arkansas, Colorado, Delaware, Kansas, Maryland, Minnesota, New Hampshire, New Jersey, North Dakota, Oklahoma, Oregon, South Dakota, Tennessee and Utah have some level of state regulation limiting e-cigarette use mainly in smoke free venues. Across the country, 108 counties, including 14 in northern California, have regulations limiting e-cigarette use. More than 40 cities in California have voted in some sort of regulation on use of e-cigarettes and their sale to minors. California Health and Safety Code § 119405 prohibits the sale of e-cigarettes to minors. Since 2011, the U.S. Department of Transportation has banned the use of e-cigarettes on domestic flights. Passengers are allowed to carry the components, mouth piece, liquid and battery in their carry on luggage. Hmmm, a battery, clear or colored liquid in a small container and a small round piece of plastic are allowed on planes but my 3.6 oz. Old Spice deodorant and 4.6 oz. tube of Crest toothpaste are not. That doesn’t make sense.

Can e-cigarettes help people quit smoking?

Their final interpretation states: E-cigarettes, with or without nicotine, were modestly effective at helping smokers quit, with similar achievement of abstinence as with nicotine patches, and few adverse events. Uncertainty exists about the place of e-cigarettes in tobacco control, and more research is urgently needed to clearly establish their overall benefits and harms at both individual and population levels. The February 2014 issue of The Lancet has a follow up to the study. They report 29% of the e-cigarette smokers in the program continued to use regular cigarettes as a supplement during the test. Of the 21 e-cigarette smokers that stopped smoking, 38% continued to use them after the study. This study was funded by the New Zealand Health Research Council

One fact that cannot be disputed is e-cigarettes directly address the hand-to-mouth physical addiction. But so does carrot sticks, straws or toothpicks.

websites I’ve learned both of my calculations are wrong. Manufactures list the milligrams (mg) of nicotine per milliliter (ml) on the bottles. The first bottle with 2.4% mg per bottle and the second bottle with 24mg per milliliter both contain 240mg of addictive nicotine. In comparison, an average cigarette has approximately 9mg of nicotine. About 8mgs is burned leaving 1mg of nicotine to be absorbed in the lungs. The small amount of nicotine is still addictive but doesn’t do as much damage as the tar the smoke deposits in your lungs. FDA’s Division of Pharmaceutical Analysis— part of the agency’s Center for Drug Evaluation and Research— analyzed the ingredients in a small sample of cartridges from two leading brands of e-cigarettes. One sample was found to contain diethylene glycol, a toxic chemical used in antifreeze. Several other samples were found to contain carcinogens, including nitrosamines which have the potential to cause cancer. In comparison, the American Lung Association states one average cigarette contains approximately 600 ingredients. When burned, they create more than 4,000 chemicals. At least 50 are known to cause cancer while many others are poisonous. A few companies tout their superiority by claiming their e-cigarettes contain a vegetable glycerin base rather than the industry standard diethylene glycol base.

Can e-cigarettes give you cancer? Nobody really knows because the research has not been done. The finding of cancer causing agents in some of the tested brands may lead to a conclusion that some brands may cause cancer while others may not. The test reports I found do not list which products from the 400+ different companies where tested.

Are e-cigarettes dangerous? Nobody really knows because thorough studies have not been done to determine the short term and long term effects of these products. However, with absolutely no regulation or standard for these items, the consistent quality of these products is questionable. Consumers don’t have any guarantee that the nicotine content on their product is accurate. Manufactures don’t even list the nicotine content in a uniform way that makes sense to consumers. I’ve seen 10ml bottles that say 2.4% and some that say 24mg. Taking the numbers on face value, I would think the first bottle has .24ml of nicotine and the second bottle has 24mg of nicotine. The city of Compton has a colorful and lengthy past. On May 11, 1888, Compton was the 8th city to be incorporated in Los Angeles County. While most of the country only knows Compton for its 1980’s birth of hip hop groups and rappers, the residents know it for houses with character on large lots. Compton’s home to 100,000 working class and middle class residents that are extremely proud of their city. “Compton has a lot of new businesses coming into our city. On March 1, the Gateway Town Center is opening 7 new stores including Petco and Marshalls. We have a new tree cutting contract and our potholes are being filled. Last year we lowered our water rates by over 20%, now we are working on lowering property taxes,” said newly elected Councilman Galvan. “I am trying to change the image and conception of Compton.” Compton is home to its own airport, an Aeronautical Museum and the west coast’s only Major League Baseball Urban Youth Academy, a state-of-the-art 10 acre facility at Compton City College.

Our youth needs to know more about how our cities work and ways they can get involved to make their city better. Having a child lead the pledge is a great step in building a bond between politics and our youth. More cities should follow Compton’s example and have their youth start the meetings my leading the pledge of allegiance.

On January 28, 2014 the city of Compton did something special at their weekly council meeting. They invited a very brave 5-year-old little girl named Camille Viktoria Vidaurri to lead the Pledge of Allegiance. This is the first time a child has been invited to perform this honor. Her proud father Zeke Viduarri said, “What a wonderful honor to have Camille lead the pledge. I am so proud of her.” Councilman Galvan said, “She was a good way to start the council meeting. Councilwoman Zarita is to be commended as she is responsible for Camille’s appearance.” Councilman Dr. Jones is very involved and con-

Super Bowl Weekend sees 177 DUI Arrests By Rev. Don Abernathy Los Angeles County Sheriff report the Super Bowl DUI Mobilization crackdown on drunk drivers resulted in a significant number of DUI arrests from the sobriety checkpoints, special saturation patrols and routine patrols in Los Angeles County. From 12:01 AM Sunday, February 2 to 12:00 AM Monday, February 3, officers representing 100 county law enforcement agencies arrested 177 individuals for driving under the influence of alcohol or drugs. Nine of these arrests were a result of a DUI crash causing great bodily injury to another person. Law enforcement officials will be conducting more DUI operations during St. Patrick Day, Cinco de Mayo, and the Memorial Day weekend holiday. Police, Sheriff and the CHP encourage

DUI checkpoints, along with regularly scheduled high visibility DUI enforcement operations, are proven strategies for removing impaired drivers from the road and heightening awareness of the dangers of driving under the influence of drugs and alcohol. According to the National Highway Traffic Safety Administration, sobriety checkpoint programs can yield considerable cost savings: $6 for every $1 spent. Funding for this program was provided by a grant from the California Office of Traffic Safety through the National Highway Traffic Safety Administration.

Don Abernathy A former security guard has been sentenced to jail after admiting he stole three of the Los Angeles Lakers’ championship rings, the LA County District Attorney’s Office announced. Mejia Eddie Monterroso, 23, from Inglewood was arrested in December after investigators began probing a theft from the Lakers training facility in El Segundo, where Monterroso had been working the night shift between October 24 , 2014 and December 5, 2013. Championship rings from the Lakers’ 2009 and 2010 wins, as well as $20,000 in gift cards were missing, according to police. Detectives said

There are certain moments in a person’s life that become the mile stone of a never ending story. The first A on a test, the first crush, the first kiss, well basically all sorts of first things could be unforgettable. The day I considered myself from a gang and the first time I sold my first piece of dope are days that also are stored in my memories, but under the section I call “Damaged Days”. When I first realized that I would join a gang, it was a decision made from a mind of a 14-year-old girl who was very much lost at the time. I especially remember the day that I made the decision to take the pieces of rock cocaine, that I was holding for a friend, to sell on the street corner. It was the beginning of one of many days that continue to haunt me about my life. A person can look at me and never realize the life that I have lived was such a horrific one. I haven’t even scratched the surface of the darkest days of my life, as of yet. It’s not easy for me to journey through the days of my past and admit to much of my behaviors, because I am ashamed of my past. It’s humiliating for me to share with the world that I was a person who broke the law (The Law

Have you ever told a white lie? White lies are to underlined as a good lie or a lie for the best intentions of not hurting anyone. Think of my life and the things I have done in my past, all of my life is what I call a “white lie”! I joined a gang to gain a family, to feel safe, to feel secure, and to trust people enough to depend on them. All of this can be validated for some people, but for me it was a big pile of “white lies”! The thing about a white lie is that it’s still a LIE! It doesn’t matter how you color it or paint the lie, it’s a lie. Little white sounds more acceptable to people than a “big ugly lie”. I had to tell myself whatever I needed, to help me get by each day in my past. It wasn’t easy being scared for your life when there was a drive by, but in the same moment a generated amount of excitement would arouse to cover your fears. Being a gang member was a hard act for me to follow at times, because I never really had a right act to follow. Every step of the way into my gang lifestyle was a constant insecurity of what I suffered with deep down. I would be surrounded by my homies and make meaningless conversation with others to just bury the guilt ridden conscious I had screaming from within. I had a broken smile and no one around me even noticed, but this is the lifestyle I chose at a very vulnerable and naive age. I observed my peers and their activities and realized something

about myself, I didn’t really trust anyone. So why would I continue to call people my friends that I did not trust? Maybe because I was a 14 year old little girl who didn’t know any better. What if I told you that I tried to succumb to the streets of L.A. to kill me quickly! As much as I can try to make sense of my actions of my past, I realize that my reasons start to sound like excuses when you continue to revisit such memories. Every time I think about my past, it brings tears to my eyes. Simple truth of my suffering is identified by two words; Hurtful and Sad! My life as a deviant gang member was the excuse that shielded my hurt and my sadness. My behaviors of my past were not always of my own accord at times, but I always knew how to own my responsibilities in life. My transition from the little book worm to super gangster girl probably came as a shocker to most of the people from my elementary and middle school. The greatest transition of my life is the one I made based on my “White Lie” to my “True Lie”! My true lie is my past being the lie to my true life that I am meant to live. I live everyday in humility from the events of my past, I humbly tell my story to the world, and I reveal the “Heart of the Harbor” with full remorse.

Arrest in Another E-Mail Hacking When will we learn? By Rev. Don Abernathy

When will we learn to use secure letter and number combinations for passwords and to be very careful when emailing and storing explicit photos of ourselves? Antivirus software and secure internet lines can only do so much. The FBI publishes a most common password list every year. The last couple of years, the #1 password is the same: password. Are we so lazy that we can not come up with a letter & number combination to protect our privacy? The FBI arrested two men January 23, 2014 for allegedly conspiring to hack into victims’ e-mail accounts to steal nude photos that were later posted on the “revenge porn” website isanyoneup.com. Hunter Moore, 27, of Woodland, who operated isanyoneup.com, and Charles Evens, 25, of Studio City, were arrested without incident by special agents with the FBI. Moore and Evens are charged in a 15-count indictment unsealed after they were arrested. The indictment charges both men with conspiracy, seven counts of unauthorized access to a protected computer to obtain information, and seven counts of aggravated identity theft.

19 Adults in 3 Beach Cities Busted for Giving Minors Alcohol By Rev. Don Abernathy

On Sunday January 10, 2014, El Segundo, Manhattan Beach and Hermosa Beach ran a “shoulder tap” sting operation resulting in adults being cited for furnishing alcohol to a minor, said police. Sgt. Chris Vargas of the Manhattan Beach Police reported 99 adults were asked by minors to buy alcohol for them. Sadly, 19 agreed. El Segundo and Hermosa Beach each had 7 adults, Manhattan Beach only had 5. All 19 made a purchase and gave alcohol to the minors. These adults were subsequently cited for furnishing alcohol to minors. Additionally, one person was arrested for a warrant in Manhattan Beach and another person was arrested for possessing nitrous oxide in El Segundo, he said.

The Norwalk Sheriff Station Detective Bureau is requesting public assistance in identifying the individual in the photo. On January 13, 2014, this individual stole a cell phone out of the hands of a 7-year-old boy who was busy playing a game on his mother’s phone at an eating establishment on the 11400 block of Rosecrans Avenue in Norwalk. Prosecutors said the 8-year-old girl was with her mother and grandmother walking in the park. The girl got ahead of her family and Robert Sok allegedly grabbed her. The girl began to scream and Sok reportedly put his hand over her mouth, the prosecutor added. The mother and grandmother began to run after Sok and he dropped the girl. A witness viewing the attack called police. Authorities responded to the scene, set up a perimeter and arrested the defendant.

He is 28-years-old, 5 feet 8 inches tall and weighs about 180 pounds with black hair and the top portion bleached blond. Sok was originally charged with one count each of kidnapping for child molesting, kidnapping of a victim under 14, failure to update sex offender registration and transient’s violation of registration law. Sok’s bail was set at $100,000. If convicted he faces a maximum of 12 years in state prison.

Sok appeared in Long Beach court on Jan. 29 where he pleaded not guilty. Los Angeles County District Attorney Prosecutors filed an amended complaint against Robert Sok on January 23, 2014. Count one now is kidnapping to commit another crime. He also faces one count each of kidnapping of a victim under 14, failure to update sex offender registration and transient’s violation of registration law. If convicted as charged, he now faces a maximum of life in state prison with the possibility of parole. The case remains under investigation by the Signal Hill Police Department.

CRIME TIP: 30 Convicted - Dirty Deals at DMV

United States Attorney Laura E. Duffy announced that Jeffrey Bednarek, a former employee at the California Department of Motor Vehicles (DMV) in El Cajon, California, plead guilty January 28, 2014 to his aggravated role in a conspiracy to commit bribery and identification document fraud, bribery, and witness tampering. Bednarek entered his guilty plea before U.S. Magistrate Judge William V. Gallo. According to the plea agreement, Bednarek was a licensing registration examiner at the El Cajon DMV who was responsible for conducting driving tests for driver’s license applicants. Bednarek admitted that, beginning in at least April 2009 and continuing up to at least April 26, 2012, he conspired with his codefendants to commit federal program bribery and identification document fraud. Bednarek admitted that he falsely entered passing scores for both written and behind-the-wheel tests for applicants who applied for regular (Class C) and commercial (Class A) driver’s licenses in exchange for bribes. Bednarek also acknowledged that he directed others to enter false passing test scores and that he created false driving test score sheets to create the appearance that the applicant had completed the test. Bednarek said in his plea agreement that during the conspiracy, he produced more than 100 fraudulent driver’s permits and licenses and that applicants paid more than $50,000 in total bribes for permits and licenses that he fraudulently produced.

While awaiting an upcoming trial that was scheduled for December 2, 2013, Bednarek tampered with one of the government’s witnesses, the plea agreement said. According to court documents, Bednarek was arrested on November 13, 2013, on a complaint for witness tampering. On November 22, 2013, U.S. District Judge Cathy A. Bencivengo ordered that Bednarek be detained pending trial. Bednarek admitted in his plea agreement that between January 26, 2013 and November 4, 2013, he knowingly attempted to corruptly persuade a government witness to alter his testimony, namely, to provide false testimony regarding cash bribes that Bednarek had received for his aggravating role in the conspiracy. Bednarek admitted that he intended to prevent and influence the government witness’s testimony in the trial that was scheduled for December 2, 2013. Of the 30 defendants charged in this widespread corruption scheme, all 30 defendants, including Bednarek, have pleaded guilty to felony conduct, namely, conspiracy to commit bribery and identification document fraud.

Many of these defendants have been sentenced, and several others are currently awaiting sentencing. Bednarek is next scheduled to be in court before United States District Judge Cathy A. Bencivengo for sentencing on April 25, 2014, at 9:00 a.m. He could receive up to 35 years and $500,000 in fines.

7 Arrested in Connection with Car Burglaries

Seven Los Angeles area residents were arrested Thursday January 23, 2014 in connection with the burglary of several locked and unlocked cars in the 2500 block of Poinsettia Ave that morning. Police were able to track a stolen cell phone to a home in the 400 block of W. Raymond St., Compton, advising Los Angeles County Sheriff ’s Department Compton Station deputies who responded to the location and detained several people who were inside and outside of a home, said Sgt. Paul Ford of the Manhattan Beach Police Department Friday. Manhattan Beach detectives took over the investigation once they arrived, arresting six men and one woman. All of the reported stolen property was recovered, said Ford.

Ford told Patch that through interviews and investigation police determined that each of the arrested men had either been in Manhattan Beach or possessed property stolen from the vehicles. Detectives also recovered a loaded firearm, parts of a stolen vehicle and other stolen property, he said. Each person is facing several charges that could include burglary, receiving stolen property, conspiracy, and possession of burglary tools, said Ford. Third Man Pleads Guilty in Forcing 14-Year-Old into Prostitution

A third person suspected of forcing a 14-yearold into prostitution pleaded guilty and was sentenced to five years in state prison, Long Beach Police officials announced January 22. Larry McDowell Jr., 40, of Long Beach, entered his plea on Jan. 13. Long Beach Police responded to a call on April 13, 2013, from a 14-year-old girl who was calling to turn herself in after being reported as a missing/runaway from a group home in Rosemead. The teen told investigators that she had been forced to work as a prostitute by McDowell, a known gang member. The events started on April 8, when the victim met McDowell at Scherer Park in Long Beach, according to the news release. He took the teen to Los Angeles to work as a prostitute for three days, before she was transported back to Long Beach. She was forced to stay at an apartment rented by Glen Owens, a parolee and convicted sex offender, who assisted in monitoring the teen. The investigation led detectives to a motel in the 1000 block of East 7th Street, where she was forced to engage in sex acts with a man later identified as Marvin Brown, who paid McDowell to have sex with the teen. McDowell, Owens and Brown were arrested soon after. Brown was sentenced in May to 100 days in jail and three years probation in May. Owens, a 52-year-old Long Beach resident, was sentenced to six years in prison for procuring a minor for sex in August.

On Wednesday July 4, 2012, at approximately 10:30 P.M., Mr. Tillet was standing with a group of people celebrating the 4th of July holiday in front of 4818 South 2nd Avenue. Two male black suspects approached and fired multiple gunshots into the group. Mr. Tillett and four others were struck by the gunfire. Mr. Tillett was transported to a local hospital and died as a result of his injuries. Tillet was a college graduate, an assistant manager at Enterprise Rent A Car and president of the Beyonce fan club. He was deeply loved by all he encountered and is sorely missed by his loving family and friends.

Are e-cigarettes regulated by the government? The quick answer is no. Since they don’t contain tobacco, they don’t fall under the current Family Smoking Prevention and Tobacco Control Act. They really don’t fall into any specific category so they remain unregulated. The FDA is considering regulations pending a thorough investigation. They seem to be hearing a lot of arguments from both sides. Concerned citizen groups, public safety groups, and medical organizations seem to be pushing for regulation as a tobacco item. While less government regulation groups, manufactures, and distributors of this rapidly growing billion dollar industry argue the government should not get involved. The attorney generals of 40 states agree that e-cigarettes should be regulated and sent a letter to the FDA in September 2013 requesting oversight of the products. They contend that e-cigarettes are being marketed to children; some brands have fruit and candy flavors or are advertising with cartoon characters. And, they note that the health effects of e-cigarettes have not been well-studied, especially in children. The FDA has been examining and detaining shipments of e-cigarettes at the border and has found that the products it has examined thus far meet the definition of a combination drug device product under the Federal Food, Drug, and Cosmetic Act. In 2009, Smoking Everywhere and NJOY, sued the FDA in the district court of the District of Columbia for impounding their products, and won. The judge ruled that “there is no basis for the FDA to treat electronic cigarettes … as a drug-device combination when all they purport to do is offer consumers the same recreational effects as a regular cigarette” [source: U.S. District Court]. Are e-cigarettes marketed towards children and teenagers? This is a big discussion topic by both sides. Some claim the flavors of bubble gum, cherry, gummy bear, chocolate or even strawberry-banana are made to attract younger smokers. The truth is while these flavors and many others are sought after by youth, many adults like these flavors too. This same argument stands true with flavored vodka, wines and beers. Some of the vapor devices have animated drawing, animals, cartoon characters and even Angry Birds. These designs feed the youth marketing argument but how many adults reading this article have Angry Birds on their phones, still watch cartoons, and like animated drawing and animals?

They are enjoying the huge increase in new customers of all ages and the profits that come with them.

A lot of the arguments I found for and against e-cigarettes are based on speculation and beliefs rather than facts. The facts show e-cigarettes have the potential to be a safer alternative to tobacco for consumers and the people around them. I say “potential to be safer” because brands can have completely different ingredients in whatever combination the manufacture chooses. At the end of the day, this is a product that should not be sold to anyone of any age without extensive testing and regulations for quality control. As a country, haven’t we learned anything from our past? Our country was built on a few different crops including tobacco. We were an infant country that didn’t know about the effects. As our country grew up, tobacco was consumed and sold to the public without any testing for public safety. Millions of people suffered for years and painfully died from tobacco diseases before the government finally got involved to warn the public, regulate the manufacturing and sales process, and finally tax the living daylights out of every step of the process. We should learn the lessons from our past and not use the American people as test guinea pigs.

Visalia Man Sentenced to 10 Years in Prison for Sex Trafficking of a Minor FRESNO, CA—Alejandro Manuel Perez, 28, of Visalia, was sentenced January 22, 2014 by United States District Judge Lawrence J. O'Neill to 10 years in prison for participating in a sex trafficking venture involving a minor, United States Attorney Benjamin B. Wagner announced. According to court documents, between February 4, 2010 and March 13, 2010, Perez knowingly benefitted, financially or otherwise, from his participation in a sex trafficking venture that involved a minor female victim. Perez was charged with sex trafficking on March 8, 2012, and pleaded guilty to this charge on October 30, 2013. He has been in custody since March 27, 2012. “The FBI and its partners work tirelessly to identify and rescue young sex trafficking victims, investigating these deplorable crimes to ensure that those who commercially exploit children face justice,” said Special Agent in Charge Monica M. Miller of the FBI’s Sacramento Field Office. “By disrupting these illicit ventures and removing traffickers from our communities, we hope to offer the victims a chance at a normal life and to prevent other children from falling prey to such predators who feed on the vulnerabilities of the young.” This case was the product of an extensive investigation by the Fresno Office of the FBI and the Visalia Police Department. If your automobile insurance suddenly costs more, it might have something to do with prison realignment. Here’s why: A December report from the nonpartisan Public Police Institute of California (PPIC) found that motor vehicle theft jumped nearly 15 percent in the first year of prison realignment (between 2011 and 2012). That’s about 65 more auto thefts per year for every 100,000 residents – far exceeding nationwide trends. In a comparison with other states, California had the highest increase in this crime category. The increase of about 24,000 auto thefts per year reverses a declining trend in this theft rate and brings it back to 2009 levels.

Of late, auto theft has gotten even more popular as the crime of choice, increasing by more than 20 percent in each of the last few months of 2012 when compared to 2010 trends. “Realignment has brought enormous change to California, and it appears to have affected auto thefts, in particular,” Magnus Lofstrom, a research fellow for the PPIC and co-author of the report, told Capitol Weekly. “Nonetheless, despite recent increases, rates of property and violent crime remain at historically low levels in the state – substantially lower than they were a decade ago.” Property crime – car theft, larceny and burglary – had three-year peaks in October 2012 and December 2012 that are 15 and 8 percent higher, respectively, than in the same months in 2010,

according to the report compiled from monthly data published by the California Department of Justice’s Criminal Justice Statistics Center.

A helpful byproduct of the report is its suggestion to take a close look at alternative crime-reducing strategies such as increased policing. “In particular, our analysis suggests that more crimes, between 3.5 and 7 times as many, would be prevented by spending an additional dollar on policing rather than on prison incarceration,” the report said.

Lofstrom hypothesizes the spike in auto thefts may be related to the 74 percent recidivism rate for that offense in 2012. In other words, those offenders are more likely to continue committing auto thefts after they are released than those who were incarcerated for other reasons.

With LAPD struggling to keep up with attrition in its ranks, city officials would do well to consider investing more in policing. That would be a smart and cost-effective way to counteract the continuing impact of prison realignment on society while doing more to fulfill their public safety responsibilities.

California has 8,000 more state prison inmates than its court-mandated limit of 110,000, the report noted. It warned that if the state further reduces the prison population rather than transferring prisoners to other facilities, the effect on property crime could be between 7 and 12 percent greater per released offender than realignment’s current effect.

Rolling 60’s Crips Gang Member Pleads Guilty to Sex Trafficking RIVERSIDE, CA—On the day a jury was expected to hear opening statements in his trial, a Lynwood gang member pleaded guilty on Tuesday January 14, 2014 to federal sex trafficking charges, admitting that he used force, fraud, and coercion to recruit teen-age girls who worked as prostitutes across Southern California. Paul Edward Bell, 29, an alleged member of the Rolling 60s Crips street gang, pleaded guilty pursuant to a plea agreement that calls for a sentence of 30 years in federal prison.

Bell pleaded guilty before United States District Judge Virginia A. Phillips, who is scheduled to determine whether to accept the 30 year binding plea agreement and sentence the defendant to that term of imprisonment on March 31, 2014. Bell is the eighth and final defendant convicted after a federal grand jury returned an indictment in August 2012 that resulted from an investigation by the Inland Child Exploitation/ Prostitution Task Force, which is comprised of agents, deputies and officers with the Federal Bureau of Investigation, the Riverside County Sheriff’s Department, the Riverside Police Department, the San Bernardino Police Department, the Pomona Police Department, and the Ontario Police Department. In court documents previously filed in this case, prosecutors said that Bell and his co-defendants used minors as prostitutes for their own financial gain. They preyed on vulnerable victims, convinced them to become prostitutes, and verbally and physically abused them when they did not perform as required, according to various court documents. In a plea agreement Bell specifically admitted that in 2011 he recruited and harbored four minor victims (ages 15 to 17) that he forced to work as prostitutes in Lynwood and Compton. Bell admitted physically abusing one victim “for not performing as a prostitute and for acting up,” according to the plea agreement. “Sex trafficking is an abominable crime that condemns its victims to physical and psychological trauma, hardship and abuse,” said United States Attorney André Birotte Jr. “Mr. Bell and his cohorts coldly and brutally victimized young women and juveniles, subjecting them to treatment that can only be described as inhumane. Bell exploited his victims for profit and now he will be

Carlos Enrique Perez-Melara is wanted for his alleged involvement in manufacturing spyware which was used to intercept the private communications of hundreds, if not thousands, of victims. As part of the scheme, Perez-Melara ran a website offering customers a way to “catch a cheating lover” by sending spyware masqueraded as an electronic greeting card. Victims who opened the greeting card would unwittingly install a program onto their computers. The program collected keystrokes and other incoming and outgoing electronic communications on the victims’ computers. The program would periodically send e-mail messages back to the purchasers of the service containing the acquired

communications, including the victims’ passwords, lists of visited websites, intercepted e-mail messages, and keystroke logs. The program in question was initially called “Email PI” and renamed “Lover Spy” in July/ August 2003. Perez-Melara allegedly hosted the website, as well as created the computer pro4 gram. He ran the operation from his San Diego residence in 2003. An arrest warrant was issued for Perez-Melara in the Southern District of California on July 21, 2005, after he was charged with the following crimes: manufacturing a surreptitious interception device; sending a surreptitious interception device; advertising a surreptitious interception device; unlawfully intercepting electronic communications; disclosing unlawfully intercepted electronic communications; unauthorized access to protected computer for financial gain; and aiding and abetting.

Seattle Man Indicted for Sex Trafficking A Seattle man has been indicted by the grand jury for sex trafficking and transporting a victim for purposes of prostitution, announced U.S. Attorney Jenny A. Durkan. Desmond Trevain Manago, 25, will make his initial appearance in U.S. District Court the beginning of February. According to the indictment, between October and December 2012, Manago, through force, fraud, and coercion, caused a female victim to engage in commercial sex acts. Count two of the indictment alleges that Manago transported the female victim to Idaho, Colorado, Arizona, California, and elsewhere to engage in prostitution and any sexual activity. Sex trafficking is punishable by a mandatory minimum 15 years in prison up to life in prison. Transport-

ing for purposes of prostitution is punishable by up to 20 years in prison. Manago has been in the King County Jail since October 3, 2013, when he was arrested at a traffic stop for outstanding warrants. He will be transferred to federal custody for arraignment on the indictment. The charges contained in the indictment are only allegations. A person is presumed innocent unless and until he or she is proven guilty beyond a reasonable doubt in a court of law. The case was investigated by the FBI, King County Sheriff ’s Office, and Tacoma Police Department. The case is being prosecuted by Assistant United States Attorneys Kate Crisham and Ye-Ting Woo.

Ice Skating Coach Convicted in Child Sex Case By Rev. Don Abernathy

An ice skating coach was convicted January 28, 2014 of 10 felony counts for sexually abusing two students, the Los Angeles County District Attorney’s Office announced. Donald James Vincent, 30, was convicted of one count of continuous sexual abuse, two counts of lewd act upon a child, two counts of forcible lewd act upon a child, three counts of oral copulation/sexual penetration with a child under 10 and two counts of sex/sodomy with a child under 10.

The defendant is scheduled to be sentenced Feb. 21 at the Los Angeles County Superior Court, Pomona Branch in Department P. He faces multiple life sentences in state prison, prosecutors said. The jury deliberated for a little less than a day before handing over their verdict to Los Angeles County Superior Court Judge Mike Camacho. The defendant, an ice skating coach at Paramount Iceland, was accused of sexually molesting two students at his homes in Hacienda Heights and Downey between 2007 and 2011. Vincent was arrested Jan. 11, 2013, and soon after was charged. Bail was set at $6 million, although he has remained in custody since his apprehension. The case was investigated by the Los Angeles County Sheriff ’s Department.

Fishman announced. Kevin Rease, 33, of Hackettstown, New Jersey, pleaded guilty today before U.S. District Judge Dennis M. Cavanaugh in Newark federal court to Count One of an indictment charging him with distributing images of child pornography. According to documents filed in the case and statements in court: Rease admitted that on Feb. 12, 2013, he made images and videos of child sexual abuse stored on his work computer available for others to download via an online peer-to-peer file-sharing network. On that date, an undercover law enforcement agent successfully downloaded videos of child sexual abuse from Rease through the file sharing network.
