Cyber Scammers Target Holiday Shoppers

Tips

In advance of the holiday season, the FBI reminds shoppers to beware of cyber criminals and their aggressive and creative ways to steal money and personal information. Scammers use many techniques to fool potential victims, including fraudulent auction sales, reshipping merchandise purchased with a stolen credit card, sale of fraudulent or stolen gift cards through auction sites at discounted prices, and phishing e-mails advertising brand name merchandise for bargain prices or e-mails promoting the sale of merchandise that ends up being a counterfeit product.

Fraudulent Classified Ads or Auction Sales

Internet criminals post classified ads or auctions for products they do not have. If you receive an auction product from a merchant or retail store rather than directly from the auction seller, the item may have been purchased with someone else’s stolen credit card number. Contact the merchant to verify the account used to pay for the item actually belongs to you. Shoppers should be cautious and not provide credit card numbers, bank account numbers, or other financial information directly to the seller. Fraudulent sellers will use this information to purchase items for their scheme from the provided financial account. Always use a legitimate payment service to protect purchases. Diligently check each seller’s rating and feedback along with their number of sales and the dates on which feedback was posted. Be wary of a seller with 100 percent positive feedback if they have a low total number of feedback postings and all feedback was posted around the same date and time.

Gift Card Scam

The safest way to purchase gift cards is directly from the merchant or authorized retail merchant. If the merchant discovers the card you received from another source or auction was initially obtained fraudulently,

Here are some tips you can use to avoid becoming a victim of cyber fraud: • Do not respond to unsolicited (spam) e-mail. • Do not click on links contained within an unsolicited e-mail. • Be cautious of e-mails claiming to contain pictures in attached files, as the files may contain viruses. Only open attachments from known senders. Always run a virus scan on attachment before opening. • Avoid filling out forms contained in e-mail messages that ask for personal information. • Always compare the link in the e-mail to the web address link you are directed to and determine if they match.

Phishing and Social Networking

Be leery of e-mails or text messages you receive indicating a problem or question regarding your financial accounts. In this scam, you are directed to follow a link or call the number provided in the message to update your account or correct the problem. The link actually directs the individual to a fraudulent website or message that appears legitimate; however, any personal information you provide, such as account number and personal identification number (PIN), will be stolen. Another scam involves victims receiving an e-mail message directing the recipient to a spoofed website. A spoofed website is a fake site or copy of a real website that is designed to mislead the recipient into providing personal information. Consumers are encouraged to beware of bargain e-mails advertising one day only promotions for recognized brands or websites. Fraudsters often use the hot items of the season to lure bargain hunters into providing credit card information. The old adage, “If it seems too good to be true, it probably is,” is a good barometer to use to legitimize e-mails. Black Friday has traditionally been the “biggest

shopping day of the year.” The Monday following Thanksgiving has more recently (2005) been labeled Cyber Monday, meaning the e-commerce industry endorses this special day to offer sales and promotions without interfering with the traditional way to shop. Scammers try to prey on Black Friday or Cyber Monday bargain hunters by advertising “one day only” promotions from recognized brands. Consumers should be on the watch for too good to be true e-mails from unrecognized websites. Along with online shopping comes the growth of consumers using social networking sites and mobile phones to satisfy their shopping needs more easily. Again, consumers are encouraged to beware of e-mails, text messages, or postings that may lead to fraudulent sites offering bargains on brand name products.

• Log on directly to the official website for the business identified in the e-mail, instead of “linking” to it from an unsolicited e-mail. If the e-mail appears to be from your bank, credit card issuer, or other company you deal with frequently, your statements or official correspondence from the business will provide the proper contact information. • Contact the actual business that supposedly sent the e-mail to verify that the e-mail is genuine. • If you are requested to act quickly or there is an emergency, it may be a scam. Fraudsters create a sense of urgency to get you to act impulsively. • If you receive a request for personal information from a business or financial institution, always look up the main contact information for the requesting company on an independent source (phone book, trusted Internet directory, legitimate billing statement, etc.) and use that contact information to verify the legitimacy of the request. • Remember if it looks too good to be true, it probably is. REV. DON ABERNATHY Low medium and serious crimes are on the rise in some communities and decreasing in others. The statistics can be reported in many different ways to make them sound promising or depressing. The bottom line is statistics don’t matter when you are the victim. Due to overcrowding, a lot of low level criminals are receiving probation rather than jail time, if they are even charged at all. This is a very bad slippery slope to start going down. Punishing criminals for committing low level crimes is a deterrent, for some, to prevent them from committing harsher crimes. But releasing them or only giving a legal

slap on the hands is a sure fire way to get them to progress to more serious crimes. Burglary seems to be one of those crimes where criminals are released early or given probation rather than jail time. Even though burglary is a felony requiring 2, 4, or 6 years in state prison, it isn’t a sex or violent crime. My concern is that more and more young people are entering the life of crime by doing daytime burglaries. Take the LAPD West Valley case from November 23, 2013. Allegedly, 19-yearold Alexander Generalao broke into a Van Nuys house with burglary on his mind. What he didn’t know is the paraplegic resident was home and in his medical bed. The homeowner had his cell phone and quietly called 9-1-1. Fortunately, Generalao didn’t find the resident in bed and was captured by the police as he exited the house with stolen cash and medication.

I pose this question, “What is going to happen when one of these young, inexperienced burglars encounter an elderly, ill or handicapped person in the house? Will they panic and run or panic and hurt the resident?” I realize this is a “what if ” scenario but the previous LAPD arrest shows it’s a very real scenario. The best thing we can do is make sure our elderly, ill or handicapped relatives and friends are: • Aware of this possible situation • Have access to a cell or landline phone within their reach • Are secure in their home with doors and windows properly locked • If possible, have an alarm on their home. See our ADT promotion on page 13 • Are checked on a regular basis by us. It’s our human responsibility to take care of our family and friends.

Male Abuse Awareness Week – Help4Guys.org ...An annual event, the first week of December

We’ve all heard of “awareness events” – times that are devoted to draw attention to causes and efforts that serve the greater community. But I’m betting few have ever heard of Male Abuse Awareness Week (MAAW), which over the past half dozen years has been the brainchild of California’s own Barbara Ochoa and her P.Luna Foundation. The week is an opportunity to draw attention to the fact that the problem of child abuse is not just an issue for young girls but that an incredible number of little boys are also molested and raped. The official government statistics show that an incredible 1 in 4 girls and 1 in 6 boys WILL BE sexually abused before they are 18 years old! Celebrated the first week of December, I have been pleased to have participated in the LIVE events at the culmination of MAAW over the last three years, once in San Diego, a second time in Los Angeles, and this year in San Francisco’s beautiful Union Square. We could not have had a more beautiful afternoon last Saturday. The park was teeming with people of

every sort. Families with children, young couples, holiday shoppers and folks enjoying the outdoor ice skating rink packed the space, making for a readymade audience for our presentation, which included music and song. As the main speaker at this “Help 4 Guys” event, my talk was designed to explain that abused boys (and older men who are still suffering from unresolved childhood trauma) have certain special obstacles to overcome, mainly because they are socialized differently than girls. Most of us are told to “man up” “forget about it” and “put it behind us,” and we’re taught to figure stuff out for ourselves. We falsely come to believe that our report of child abuse is tantamount to a sign of weakness or an admission of a character flaw. Girls are far more likely to share their experiences with each other, to talk about their feelings and to ask for help. But as boys we’re taught to deny our feelings. As grown men we fear judgment and are frequently and inappropriately ashamed. Children are ALWAYS victims and adult predators ALWAYS responsible in cases of child abuse, yet there is often a persistent feeling of guilt associated with childhood trauma. Parents need to talk frankly to their children from toddlerhood and in age appropriate stages all through

their lives about issues related to potential abuse. It should be explained to both boys and girls that they have a right to personal privacy with their body, and especially for the parts that some call the “bathing suit areas.” Furthermore all kids should be taught to trust their feelings and to share about any discomfort or violation they experience with mom or dad (or another trusted adult). And that they should KEEP TELLING until they get the help they need feeling comfortable again. I cannot stress this last point enough. Studies show that it can often take a child reporting what’s happening to them SEVEN TIMES before they are believed or taken seriously - before they get the help they need. If a child tries to tell once or twice or three times and is unsuccessful he or she will frequently believe they can trust no one, and they will bury their discomfort and pain as a secret. It’s not unusual. That’s what happened to me. The 2013 official celebration of Male Abuse Awareness Week is now behind us. Yet every day we have an opportunity to break through the taboo of speaking of issues of child abuse and trauma, encouraging men and women alike to seek the help they need to recover and heal from the broken foundation many have experienced in childhood.

I know that you felt suicidal and were cutting and I understand why, but you need to understand that you are stronger than the blade that you harm yourself with, and you are not the words people throw at you. Sexual Offender Fugitives Long Beach Man Guilty for Second Time in Federal Court of Transporting Women Across State Lines to Work as Prostitutes SANTA ANA, CA—A Long Beach man with a long history of forcing women into the sex trade pleaded guilty December 5, 2013 in a sex trafficking case and is expected to be sent to prison for another decade. William Earl Flavors, also known as “Andre,” William Earl Flavors 40, who formerly resided in Seattle, pleaded guilty December 5, 2013 to a charge of transportation into prostitution. Flavors pleaded guilty before United States District Judge Josephine L. Staton, who scheduled a sentencing hearing for May 9. While Judge Staton will make the final decision, prosecutors and Flavors agree that the appropriate sentence in this case is the statutory maximum sentence of 10 years in federal prison. The 10-year sentence is much longer than the sentence that would be expected for this crime under the United States Sentencing Guidelines, and this 10-year sentence would run consecutive to a four-year sentence he is currently serving in relation to the same conduct. In court December 5, 2013, Flavors admitted that he transported two victims in 2012 from Long Beach to Las Vegas, where they were forced or coerced to work as prostitutes. Flavors also admitted he used coercion and force—including physical abuse and threats of additional physical abuse—to make one of the victims work for him as a prostitute for an eight-month period in 2012. In a previous case, Flavors was prosecuted by the United States Attorney’s Office and received a 14-year prison sentence in May

2000. In that case, Flavors admitted transporting two teenage girls from Washington and forcing them to work as prostitutes in Orange County. Flavors completed his sentence in late 2011 and was on supervised release until October 2012, when he was arrested by Long Beach Police after a woman reported being attacked by Flavors. Flavors pleaded guilty in state court last year to pimping in relation to his activities in 2012, and he was sentenced to four years in state prison. Earlier this year, United States District Judge Cormac J. Carney found Flavors to be in violation of his supervised release in the prior federal court case. Judge Carney revoked his supervised release and sentenced Flavors to a four-year prison term, which he is currently serving. The sentencing that Flavors will receive from Judge Staton in relation to December 5, 2013 guilty plea will run consecutive to the sentence that he is currently serving. The current case against Flavors was investigated by the Federal Bureau of Investigation and the Long Beach Police Department.

Flavors was featured on the cover of Attention issue #2. He has no regard or respect for the lives of the women he has abused. The time he did in prison for sex trafficking obviously had no effect because he couldn’t wait to commit the same crime. Flavors should be the poster child for reforming our prison system. Prison time should be rehabilitating but harse enough to deter these ciminals from returning at an astounding 71% recidivism rate. -Editor’s Comment

The prosecution announced December 3, 2013 will seek a death sentence against a man charged with the shooting deaths of two women and two men outside a Northridge boarding home a year ago. Ka Pasasouk, 32, is charged with the Dec. 2, 2012, slayings of Amanda Ghossein, 24, of Monterey Park; Jennifer Kim, 26, of Montebello; Robert Calabia, 34, of Eagle Rock; and Teofilo Navales, 49, of Castaic. Ghossein grew up in the Eagle Rock area and her father attended Eagle Rock High. The four murder charges include the special circumstance allegation of multiple murders. Pasasouk, who was arrested in Las Vegas one day after the killings, also faces five counts of assault with a semiautomatic firearm and one count each of attempted murder and possession of a firearm by a felon. He is due back in San Fernando Superior Court on Feb. 19 for a pretrial hearing. Pasasouk was ordered held without bail last Dec. 19 for allegedly violating his probation in a drug case and the terms of his release from an earlier prison term. Questions were raised after Pasasouk’s arrest about why he was not in custody at the time of the killings. Despite requests by probation officers last September that he be jailed, Pasasouk was permitted to enter a drugdiversion program in his methamphetamine possession case. The Los Angeles County District Attorney’s Office conducted an internal review into the handling of the case and conceded that a mistake was made. Pasasouk -- who has multiple convictions dating back to 2004 -- had been released from prison in January 2012.

The detective utilized the device for further investigation by contacting a parole agent at the Department of Corrections and Rehabilitation who was able to check the history of Pulido’s movement on the tracking device. The agent subsequently used the information to cross check against other complaints of indecent exposure. The parole agent found seven incidents of the same nature within the county, and contacted Los Angeles County Sheriff ’s Department for assistance in the investigation. The victims, ages 14 to 25, were contacted, and all confirmed that Pulido was in fact the offender in the incidents. Investigators also discovered that Pulido’s history of indecent exposure dates back to 2002. Pulido was booked into Los Angeles County Jail where he awaits transfer to California State Prison.

Pt. 3 of 5 KNOW THE RED FLAGS Message from Megan’s Law Crime Victim’s Center: With so many tricks clearly identified, you now may be seeing certain patterns of behavior emerging. You may also be able to detect a predator at the beginning stages of their grooming process – even before they have begun abusing; but you have to be very astute. This is an area that deserves careful consideration because, on one hand, we want to prevent sexual victimization, but on the other, we don’t want to assume someone is a sexual predator targeting children because they display a behavior that, on its own, may not indicate a problem. But when coupled with other behaviors it might mean that there is an abuser preying. Following is a listing of characteristics that have been identified from actual cases as markers for potential trouble. One flag alone may not mean the person is a predator, but accompanied with other red flags it may indicate that the person is capable of sexually abusing your child:

In this movie The Plague, played by Richard Stevens, goes into a rant about the most common passwords and reminds his company executives to change their passwords. Almost 20 years later and most Americans protect their most valuable bank accounts, credit cards, person finances, family histories and our work information Most Common Passwords with an unbelievably small 2012 VS.  is not as old or well known as Windows or Mac computers but believe me, phone viruses do exist. Every 20 minutes, I’m reminded they exist as I get a popup window on my Android phone offering me $200 a week to work from home and phone numbers for hot singles in my neighborhood. I hear regular reports of small hacks but this report from security company Trustwave is too big to stay out of the headlines. A malware program named Pony forwarded the majority of the information to a central server in the Netherlands. John Miller, security research manager at Trustwave, said that the

hack wasn’t due to a flaw in any of those company’s servers. “It was the individual users’ computers that had the malware installed on their machine.” He adds that the unnamed hackers were most likely motivated by profit. “These passwords were never publicly posted. We can’t say for sure, but [the hackers] were probably going to sell them.” Many of the services whose users were affected have already taken action. “They may not necessarily inform users with an email,” said Miller. However, he adds that affected users will be asked to reset their password after logging into their account. Trustwave analyzed the passwords that were compromised in the hack and saw some of the trends usually associated with bad password security. The most common password was 123456. In addition, nearly half of all passwords used a single character type, such as all lowercase letters or all numbers. So how do we keep our information secure? You can’t! Everyday Norton, Kaspersky, McAffe release updates for new viruses and malwares that were just discovered. Since we can’t stop the programmers from writing new evil programs, all we can do is try to our best to protect our information.

• Use reputable anti-virus software and keep it up to date. • Use passwords that include a combination of upper and lower case letters, numbers and symbols. • Passwords should be at least 8 digits but 16 digits is better. • Do not use the same password on every site. • Change your password every 60 days. • Be mindful of the emails that you open. • Never use a consecutive string of letters or numbers like 123456789 or abcdefghi • Never use the most obvious password of password • Never use your birthday or that of your spouse, parents or children • Never share your password with anyone, your best friend or spouse today could be your worst enemy tomorrow. A scary lesson I recently learned. I had problems logging onto one of my office computers. I used my other computer to download a free password access program onto a thumb drive. Following their instructions, I started the computer I couldn’t access and changed the start menu to look at the USB port first. I put in the thumb drive and restarted the computer. In less than 3 minutes, this free program had broken the 12 digit code giving me access to my computer. If this free software worked that well, just think how well the programs written by the hackers work. Use the tips above and do your best to help protect your information. According to the FBI’s Internet Crime Complaint Center, here are the most common passwords of 2012. They will be releasing their 2013 numbers in January. Former United Airlines Flight Attendant Sentenced to Federal Prison for Making

Bogus Bomb Threats Aimed at His Former Employer LOS ANGELES—A German national who used to work for United Airlines was sentenced November 25, 2013 to 18 months in federal prison for making false bomb threats against flights operated by the international air carrier. Patrick Cau, who is also known as Patrick Kaiser, 40, of Dallas, was sentenced by United States District Judge Otis D. Wright, II. Cau pleaded guilty in August to one count of false information and hoaxes. While Cau pleaded guilty to one felony count, in a plea agreement filed in federal court, he admitted making eight bomb threats against United from October 2012 through January 2013.

In the first phone call, on October 4, 2012, Cau used a pay phone near his home to call an internal United crew scheduling number and state that a United flight from London to Los Angeles would be bombed later that day. Cau made the subsequent calls to 911 from pay phones in Los Angeles, New York City, Las Vegas, and Seattle, with all the calls stating that a specific United flight would be bombed. As a result of the hoaxes, multiple law enforcement agencies were forced to respond to the bomb threats made by Cau. On Wednesday, May 18, 2011 at approximately 5:45 p.m., Mr. Dominguez was driving his 2000 black Ford Expedition northbound on Wilmington Blvd. approaching Pacific Coast Highway. A red colored vehicle (type unknown) drove alongside Mr. Dominguez’s vehicle and fired numerous shots into his vehicle. Mr. Dominguez was struck multiple times by gunfire. Former Officer Arrested in Gang Murder Investigation By Gina Tenorio

A former Long Beach police detective was arrested along with a suspected gang member for allegedly leaking details of a murder investigation to suspects involved in the case, police said today. The ex-officer, 42-yearold Yvonne Robinson, was arrested Thursday in Carson, according to Long Beach police. The alleged gang member, 24-year-old Prentice Jones, was arrested Thursday in Long Beach, police said. Jones is the brother of Robinson’s brother-in-law, according to police. Robinson and Jones were both charged by the District Attorney’s Office with a felony count of conspiracy to obstruct justice. The charge includes an allegation that the crime was committed “for the benefit of, at the direction of, and in association with a criminal street gang.” Both are free on $60,000 bail. The case stemmed from the June 13, 2012, arrests of 16 gang members on suspicion of a variety of charges. Two of those arrested were suspected in the November 2009 killing of 19-year-old Frank Castro, according to police. Detectives learned that details of the investigation were apparently being leaked by a member of the police department to someone in the gang in an effort to aid the suspects, police said. In May of 2012, they identified Robinson, a detective in the Youth Services Section of the department’s Investigations Bureau, as the alleged mole and placed her under surveillance, police said. After several months, investigators determined that Robinson was leaking case information to Jones, who passed it on to gang leaders, police said. According to court papers, Robinson allegedly called Jones and talked to him for 10 minutes after the Long Beach Police Department sent out a March 26, 2012, news release about a murder investigation. Prosecutors also allege in court documents that Robinson told Jones on May 16, 2012, that homicide detectives knew the identity of the five murder suspects, including the two shooters, and that she told Jones the detectives wanted to question the three non-shooters to have them testify against the two shooters. Prosecutors also allege Robinson told Jones she knew the identity of all of the suspects but did not tell Long Beach Police Department homicide detectives. The criminal complaint also alleges that Robinson confirmed to Jones that he was being followed by a surveillance unit. Robinson was placed on administrative leave in July 2012 and stripped of her police powers pending the conclusion of a department administrative investigation. She was fired March 7. “Police department employees are held accountable to the highest standards, and the department takes immediate action to address employee misconduct,” Long Beach Police Chief Jim McDonnell said. “It is extremely disappointing when the behavior of one individual undermines the public trust that this department works so hard to uphold. “We will not tolerate actions that dishonor the badge that we wear so proudly. The men and women of our department work diligently every day to do the right thing and to provide excellent service to our community. The acts of the one shouldn’t outweigh the acts of the many.”

I really hope citizens and other media outlets are smart enough to only judge this 1 detective for her actions and not the entire Long Beach Police Department. As a lifelong resident of Long Beach, I have the utmost respect for our police. They risk their lives every day to keep my family and my home safe.

Manuel Ayala was a loving father, brother, son, cousin and 8 year better half of his lovely Mayra. Sadly, Manuel left this world in a very tragic way. On September 16, 2013, shortly before 8 pm, 26-yearold Manuel Ayala crossed Pacific Coast Highway near Wilmington Blvd towards the bus bench. No one will ever know why he chose to cross there because he was struck by a gray Toyota driven by a woman with a woman passenger. The 2 women looked at Manual then took off, leaving him lying in the street. By a strange twist of fate, a very grainy surveillance video shows a police car passing Ayala, as he stood in the middle of the street, just seconds before he was stuck by the Toyota. Ayala’s family describes him a beautiful person that was friendly to everyone he met. He loved playing his guitar and writing music. His music showed influence from his favorite artists Bob Marley, Jimmy Hendrix, Bradley Nowell and Jello Biafra. He was an avid fisherman and loved teaching his 4 year old daughter to fish. His mother Laura said, “He was so happy when she caught her first fish, I can still remember the picture he sent me. It saddens me because I’m not sure who is going to take her fishing now.” Manuel was a good artist and liked to write poetry making him a well-rounded artist. He loved children, helped the homeless and had just started computer class to help him provide a better life for his family.

Councilman Joe Buscaino graciously submitted and obtained a $50,000 reward. Now the State of California has made it worse. Since the police ruled Manuel’s death a murder, the family becomes eligible for $5,000 victims assistance. Families regularly use these funds to pay for burial expenses. The Ayala family’s application was denied because Manuel was not in the crosswalk when he was hit and murdered. LAPD Detective Sandra Smith said, “Had the driver stayed at the scene, she would not have been considered a criminal.” But the driver didn’t stop so they are criminals and Manuel Ayala is a victim.

Manuel’s promising life was cut short by a hit and run driver on September 16, 2013. Deputy District Attorney Mark Inaba with the Organized Crime Division said an extensive investigation led by the Los Angeles Sheriff’s Department included joint investigations by Glendora, Monrovia, Burbank and Arcadia police departments and the San Bernardino Sheriff’s Department. The investigation was launched following a June 24, 2012, traffic stop involving Whitmore. Police allegedly discovered stolen property in the car along with an L.A. Times “vacation hold” lists that contained the names and addresses of subscribers and the dates that they were scheduled to be out of town. All eight return to court on Dec. 10 in Los Angeles Superior Court, Pomona Branch, Department P for pretrial. All are being held on more than $1.6 million bail each. Federal Agents Arrest Operators of Loan Modification

Scam That Targeted Struggling Homeowners WASHINGTON—Federal agents arrested December 3, 2013 Bryan D’Antonio, 47, of Brea, California, and Charles Wayne Farris, 53, of Aliso Viejo, California, for operating the Rodis Law Group and America’s Law Group, businesses that allegedly offered bogus loan modification assistance to struggling homeowners. Attorney Ronald Rodis, 49, of Irvine, California, surrendered December 4, 2013 to federal agents on charges alleging that he participated in, and lent his name and the law license he formerly possessed to, the fraudulent operation. All three defendants were named in a federal indictment unsealed December 3, 2013 following an investigation by the FBI and IRS-Criminal Investigation. According to the indictment, as a result of the scheme run by D’Antonio, Farris, and Rodis, more than 1,800 financially distressed homeowners lost a total of at least $12 million in fees they paid to the companies. Many homeowners also lost their homes to foreclosure. During a nine-month period that began in October 2008, the Rodis Law Group and America’s Law Group allegedly defrauded distressed homeowners by making false promises and guarantees regarding the companies’ ability to negotiate loan modifications from the homeowners’ mortgage lenders, falsely representing that a “team of attorneys” would represent the homeowners and advising homeowners to cease making their mortgage payments. “These arrests send a strong message to those who would prey on vulnerable homeowners during these tough financial times,” said Assistant Attorney General for the Justice Department’s Civil Division Stuart F. Delery. “If you defraud homeowners, you will be found and brought to justice.” The Rodis Law Group, and its successor company, America’s Law Group, allegedly advertised loan modification assistance on radio stations nationwide. According to the indictment, many of these radio advertisements featured Rodis’ voice telling homeowners that a “team of experienced attorneys” who were “highly skilled in

negotiating lower interest rates and even lowering your principal balance” would negotiate with mortgage lenders. Sales staff hired and trained by Farris and D’Antonio allegedly told interested homeowners that Rodis Law Group was “100 percent successful,” “routinely lowered monthly payments,” and obtained reduced principal balances. According to the indictment, once the defendants and their co-conspirators convinced homeowners to pay a fee of several thousand dollars, little to no effort was made to obtain loan modifications. After making their payments, homeowners who tried to get updates on the status of their cases were often unable to contact anyone at either company. The indictment further alleges that D’Antonio committed these crimes after having been convicted of mail and wire fraud for his role in a previous telemarketing scheme. The previous scheme resulted in a civil case by the Federal Trade Commission and ultimately a court order, entered in 2001, that permanently banned D’Antonio from participating in future telemarketing operations. The indictment in this case alleges that D’Antonio committed criminal contempt of court by directing the telemarketing activities of Rodis Law Group and America’s Law Group and by misrepresenting the services they provided. “Posing as successful lawyers, these defendants offered struggling homeowners false hopes and bogus promises of quality legal representation,” said U.S. Attorney for the Central District of California André Birotte, Jr. “The market offering loan modifications is rife with fraud, which is why we have redoubled our efforts to investigate and prosecute those who engage in financial crimes that target distressed homeowners.” “The unconscionable act of scamming homeowners already facing foreclosure is far too common,” said Assistant Director in Charge of the FBI’s Los Angeles Field Office Bill Lewis. “This indictment

should send a clear message to anyone contemplating similar crimes and should also remind potential victims to be cautious before paying fees to those offering financial rescue, regardless of whether the solicitor holds a law degree.” D’Antonio, Farris, and Rodis are each charged with 10 felony counts—nine counts of wire fraud and one count of conspiracy. Each of these counts carries a statutory maximum penalty of 20 years’ imprisonment. In addition, D’Antonio is charged with 13 counts of criminal contempt for violating the 2001 court order. Criminal contempt of court has no statutory maximum penalty. This indictment was brought in coordination with the President’s Financial Fraud Enforcement Task Force’s Mortgage Fraud Working Group. The task force was established to wage an aggressive, coordinated, and proactive effort to investigate and prosecute financial crimes. With more than 20 federal agencies, 94 U.S. attorneys’ offices, and state and local partners, it is the broadest coalition of law enforcement, investigatory, and regulatory agencies ever assembled to combat fraud. Since its formation, the task force has made great strides in facilitating increased investigation and prosecution of financial crimes; enhancing coordination and cooperation among federal, state, and local authorities; addressing discrimination in the lending and financial markets and conducting outreach to the public, victims, financial institutions, and other organizations. Over the past three fiscal years, the Justice Department has filed nearly 10,000 financial fraud cases against nearly 15,000 defendants including more than 2,900 mortgage fraud defendants. Signal Hill Bids a Fond Farewell to Retiring Officer Alan Spiegel

Officer in our fair city. However he did light up when speaking of traveling with Mary, road trips on his pedal bike, and riding his Harley Cruiser.

In April, 1987, Officer Al Spiegel joined the Signal Hill Police Department as a civilian Dispatcher/Jailer after 13 years in the beverage industry. After three years, he went through the reserve police academy and became a Signal Hill Reserve Police Officer, which he explains as doing patrol duty in the city on a volunteer basis. I think that says a tremendous amount about the character of Officer Spiegel. In 1996, at the age of 41, he attended and graduated from the police academy becoming a full time Signal Hill Police Officer. During his 26 years of dedicated service, he’s seen many changes on our little hill. When asked about his time in Signal Hill, he smiled and said, “The city sure has changed a lot.” Yes it has with most of the oil wells being replaced with townhouses and luxury homes. On Monday December 16, 2013, the Signal Hill Police Department will broadcast “End of Watch” for Officer

Al Spiegel as he retires creating yet another change in the City of Signal Hill.

During his career, Officer Spiegel served as a Field Training Officer, Bike Patrol Officer, and Traffic Officer. As a Field Training Officer, Spiegel trained many of the existing Signal Hill Police Officers. Laughing he says, “A lot of the younger guys I trained are now my boss.” That is by his choice. Since Officer Spiegel started his law enforcement career later than most, he wanted to spend time in the field. Officer Spiegel received dozens of awards and commendations but seemed most proud of the California Highway Patrol 10851Award for volume of recovered stolen vehicles in a year. At the December 3, 2013 Signal Hill City Council meeting, Officer Spiegel received several proclamations and letters acknowledging his many years of dedicated service to the residents and

businesses of Signal Hill. The proclamations came from United States Senator Barbara Boxer, United States Congressman Alan Lowenthal, California State Senator Ricardo Lara, California Assemblywoman Bonnie Lowenthal, LA County Supervisor Don Knabe, and the Signal Hill City Council. On Officer Spiegel’s retirement, Chief Michael Langston said, “Twenty-six years is a long time to survive doing any activity. It is quite an accomplishment to have over 26 years of dedicated law enforcement service.” Chief Langston concluded by thanking Officer Spiegel for his many years of service. The future holds many wonderful treasured memories for Retired Officer Spiegel and his wife, Retired Signal Hill Police Captain Mary Spiegel. A 22-year-old man charged with sexually assaulting a dog and burglarizing a home in San Pedro was scheduled for a preliminary hearing December 4, 2013, police said on December 2, 2013. Christopher Caceres was recorded on video surveillance as he left one of the homes, according to Los Angeles police. Police were sent to an address on West O’Farrell Street about noon on Nov. 10, and responding officers handed the investigation over to the department’s Animal Cruelty Task Force, police said. The unit was started in 2005 and is made up of LAPD detectives and personnel from the city’s Department of Animal Services. Detectives with the task force alleged Caceres burglarized another home on West O’Farrell earlier that day, police said. No other information was made available about the alleged assault of the dog.

Caceres was arrested Nov. 14 and initially booked on suspicion of burglary, police said. On Nov. 18, the Los Angeles District Attorney’s office filed burglary and bestiality charges against Caceres, who was jailed in lieu of $100,000 bail. Topless Kansas City Woman Chases “Peeping Tom” Through Store A topless woman sprinted through a Kohl’s department store to nab the Peeping Tom who allegedly shot video of her trying on bras in the dressing room. “I just screamed and chased him topless through the store,” said Jeanne Ouelette . “I know I shouldn’t be chasing someone ... I was just enraged. I was at a store in a very private place, and I was enraged and I wanted to get the phone.” Ouelette, of Kansas City, Mo., said she didn’t catch the man she saw sticking a smartphone under the dressing room wall to record her bare breasts — but the cops did. Jeremy Bradley was busted about three blocks away from the Lenexa, Kan. store. He was charged with breach of privacy, a misdemeanor. If convicted he faces up to a year in jail and a $2,500 fine.

Ouelette said she is disgusted Bradley only faces a misdemeanor. She thinks he is clearly mentally ill and needs treatment, fearing that his alleged behavior might escalate. After all, this is the man who allegedly compelled her to take off full-blast, half-naked from a Kohl’s dressing room to the store’s front doors. “Common sense took over and said, ‘You shouldn’t go outside half-naked,’” she said to the station. “At that point, I just started crying because I was so upset that he was getting away. When you feel violated, what you really want is for justice to be done.”
