Deputy District Attorney Cynthia Barnes of the Hardcore Gang Division said Tradel Billy Faniel, 28, Paul Eugene Jamar Jr., 19, Danielle Tonano Peters, 31, and Windel Roman Faniel, 26, each face one count of murder with gang and gun allegations for the Dec. 2, 2013 fatal shooting of Taalib Pecantte, 7. The complaint includes a special circumstance allegation of multiple murders for Tradel Billy Faniel, who also is charged with the murder of 17-year-old Charles Hall on Sept. 1, 2013. A decision on whether prosecutors will seek the death penalty or life in prison without parole for the defendant will be made at a later date. Tradel Faniel also is charged with five counts of attempted murder. Co-defendant Jamar Jr. additionally is charged with seven counts of attempted murder; Peters faces six counts of attempted murder; and Windel Faniel is charged with three counts of attempted murder. The 23 charges stem from a four-month shooting spree in the Mid-City area involving 12 victims between September and December 2013, the prosecutor said.

Long Beach Man Pleads Not Guilty to Animal Cruelty Charges By Rev. Don Abernathy
A 23-year-old man accused of killing several cats pleaded not guilty February 21, 2014, to animal cruelty charges, the Los Angeles County District Attorney’s Office announced. Steven Ullery , 27, of Long Beach, was arraigned on four felony counts of animal cruelty before Los Angeles County Superior Court Judge Laura Laesecke. During the court appearance, the judge also granted a protective order that prevents Ullery from being around cats that live at his residence. Additionally, he cannot own or care for any other animals.

Long Beach Police arrested Ullery on Jan. 23 in connection with the animal deaths. The defendant was later released on $60,000 bail.

If convicted as charged, Ullery faces a maximum sentence of five years in county jail. The case was investigated by the Society for the Prevention of Cruelty to Animals Los Angeles.
Deputy District Attorney Alexander Bott, who is assigned to the case, said at the time of the crime Ullery was living with his wife, who owned several cats. Between March and August 2013, five of the cats died, Bott said. Two of the deceased cats were adopted from the Society for the Prevention of Cruelty to Animals Los Angeles (“spcaLA”) in July 2013. When these cats died in August 2013, Ullery and his wife brought the bodies back to the spcaLA requesting a refund stating they were “defective”. spcaLA began an investigation and learned that in March and May 2013, Ullery and

Light Sentence for Hit-and-Run Death By Rev. Don Abernathy
On February 19, Jesus Cazares of Inglewood, plead no contest to charges stemming from the hit-and-run death of a Santa Monica woman who had just placed her toddler cousin into a car seat in Inglewood. Cazares struck a 47-year-old woman with his pickup truck on Oak Street between Nectarine and Olive Streets. She had just finished helping to put her toddler cousin into a car seat after a family birthday party.

Young Man Sentenced to 30 Years for DUI Deaths By Rev. Don Abernathy
Tommie Lee Cole, 26, from Lancaster was found guilty Feb. 25, 2014 of six felony counts involving a fatal car crash two years ago, the Los Angeles County District Attorney’s Office announced. Deputy District Attorney Edward Wiley said Tommie Lee Cole, was found guilty of two counts of second degree murder, two counts of gross vehicular manslaughter while intoxicated, one count of DUI causing bodily injury, and one count of driving with a .08 percent blood alcohol causing injury. Special allegations were found to be true, including that the defendant’s blood alcohol level was greater than .15 percent. Cole was sentenced to serve two consecutive terms of 15 years to life in prison on Friday, Feb. 28 in the Los Angeles County Superior Court,

On Feb. 26, 2012 Beau Josh Owen Fluker, 26, and Jeffrey Daniel Gilstrap, 23, were driving home after a late shift at the local Walmart when they were broad sided by Cole’s vehicle at the intersection of East Avenue J and 20th Street West in Lancaster, according to Wiley. The victim’s vehicle was found overturned on top of a fire hydrant. “You will have plenty of time to think about it, and I hope that one day you will understand the gravity of your actions,” Judge Kathleen Blanchard told Cole. The case was investigated by the Los Angeles County Sheriff ’s Department, Lancaster Station.

Conversing with an Abuse Surviving Adult

Someone asked me recently to talk about how I’d advise the general public about what to say or not say to an adult that confides he or she was abused as a child. I think that would be very beneficial topic to our readers. A small number of children will disclose abuse while still young, about 10%, which means 90% of them enter adulthood still bearing the secret of the lonely pain and suffering they feel as a result of their damaged childhood. It’s important to know what to do if your acquaintance, friend or loved one tells you about the abusive experiences they endured. First of all, realize such a disclosure is a big deal, and a sign of trust to you from a person whose ability to trust may have been shattered years ago. I recommend you proceed with a certain delicacy and understanding that speaks to your seeing this bearing of a soul, the telling of sometimes deeply held secrets, as a rare honor, and one you appreciate.

If you’re worried about someone who is waiting for the elevator with you, don’t get on.
Disclosures can be direct or indirect. Most likely an initial disclosure will be indirect, which can mean your loved one does not share the details of the abuse without being prompted, or does so in a round-about way. An example of this is, “My childhood wasn’t exactly a happy time ..” A disclosure can also be disguised. For example: “I have heard many horrible stories of child abuse.” In other cases the disclosure can be through hints such as “Child abuse can cause such harm to a person ..” The individual may be hoping that a caring person will get the “hint” they are offering to talk about themselves. It is important to recognize these possible clues so that further disclosures are made. Most who reveal themselves want the many symptoms of their previously held secret to stop. Adult survivors of child abuse frequently sense themselves in victim hood, alone, ashamed, embarrassed and even guilt ridden (you can easily add to this list), and feel “broken.” They may well have become convinced that they will be judged harshly by anyone they reveal their stories to. Recognize it takes a lot of courage, and a leap of faith, for abused adults to talk about their past. Some will wait decades before arriving at the

conclusion that they should risk disclosing their secret .. theirs is a self-held pain and suffering. Never forget how frightening it is to risk telling someone about abuse. For you it’s hard to hear your loved one has been abused, and your initial reactions may be to not believe or show shock or horror. But try to avoid this. Stay calm, letting them continue to talk. Express understanding and show your support by acknowledging his or her courage in sharing. Let them reveal their story at their own pace. Try not to express too much indignation nor be too inquisitive at this point. Later your friend will reveal more, and often in more detail. A survivor responds better when asked to “describe” a story rather than being subjected to a lot of questions. Offer support in the form of describing your gratitude for having trusted you enough to have told their secrets, and assure them you’ll keep their confidence. By all means suggest they visit our web site, where all services / resources are offered free. A big part of our mission at NAASCA (National Association of Adult Survivors of Child Abuse) is to offer a sense of hope to any individual who’s still suffering from the pain of childhood trauma. Dear Jade, I have a friend who has been bullied before, has cut her wrists, and almost killed herself until she was thankfully stopped. She said that she almost forced herself to drink/take a medicine of some sort but someone walked into her room and took it away. I know she hasn’t cut in two months but the friends that know (including myself) are trying our best to help her and I just wanted to tell you. She doesn’t want us to tell any staff, so I was wondering if you have any advice. Thank you so much. A caring friend Hi caring friend, I am really sorry about your friend. The only advice I can give you is from my experience. You have to tell an adult like your counselor. If they don’t help, don’t give up and tell another. Keep telling adults until you find one that will help. Your friend is worth it.

A student asked, “Why did you change my life?” I stared at them for a minute or so, somewhat dazed by the question that caught me off guard...I finally responded with “Because I was given the chance to live the right way”! Honestly, I was shocked at my own response, because it was my first response to such a question!
Hi Depressed, Depression is really hard because there are different types. The best advice I can give you, because my mom went through that is talk to someone. Find out what it is that is making you depressed. Talk to your parents so they can find a solution before it gets to the point you let depression take over. The fact you are aware of it is the first step.
The interesting part of that day was the much needed interaction with that student. She intended for me to help her with snacks, but I became more effective on a much needed level for this kid. This student heard me discussing gang activities and graffiti on buildings at the center, he started telling me about how his family has been in and out of jail,that he would grow up to be from the same gang his dad was from. He looked at me and said, “All the girls will find me cute when I join dad’s gang!” Well I had to set him straight told him that when I grow up, more; I won’t find gang members cute at all! I urge ex-criminals and gang members to remember your existence before the lifestyle of gangs and crimes; help someone see the error of our ways. I’m
not a teacher by profession, but I am able to educate and inform others on a better way to live other than the downhill spiral of gangs and crimes. I’m not just able to help others, I live in the way that reflects my life of change. I help myself by helping others! What can you say to the generation today to help them live? What does it really take? It takes a choice, on your part, to help! Thoughts: May we all find the paths of righteousness through another’s eyes. How will we know the true works of our own lives, if we only look in the mirror to see righteousness! The LAPD’s Juvenile Division’s Sexually Exploited Child Unit (SECU) have arrested a man for acting on his foot fetish while working at a popular roller rink in Northridge.
Investigators said Flores admitted to doing this to about 200 boys at Skateland in the past year. Throughout the investigation, SECU detectives worked closely with management staff at Skateland in an attempt to identify other possible victims of Suspect Flores. Christopher Juan Flores

extremely cooperative with authorities. Northridge Skateland owner, David Fleming, handed over surveillance video of Flores to investigators. Fleming said Flores had been employed there for abut 2 1/2 years but was immediately terminated upon his arrest. “We’re just happy to see that we can move on now and just assure everybody that Skateland is still a very, very safe place to be,” said Fleming. Fleming said in a statement that his family has been in the business for more than 50 years and that this is an isolated incident. “My brother Michael and I are former 9-year LAPD Reserve Officers so security and safety is a high priority. We are surprised and outraged that for the first time in the history of our rink one of our employees was being inappropriate with a customer by touching his feet,” the statement said. “With
close to 10,000 quality part-time employees having worked at Skateland since 1958, this one employee situation is an isolated incident. We have received just the one complaint which resulted in the arrest.” Fleming stated as an added precaution, surveillance cameras have been installed in all maintenance closets and secluded areas that were not already covered by security cameras. Northridge Skateland prides itself in being a safe family environment that allows parents to enter the rink area and watch their children skate for free. They have been pleasantly surprised by the volume of dedicated customers that have come forward in support of their family oriented venue.

The communications most frequently received are from offenders wanting to know how to get their image out of our paper before their family, friends and co-workers see them. The process is simple; they need follow the law and register with their local police department. Once we verify registration through the Department of Justice, we remove them from our data base and discard their information. The callers are all ashamed, embarrassed, or just trying to hide their past. All we care about is that they follow the rules of their release by registering with their local police.

Monday’s decision has the effect of expanding that liability in two directions -- to underage hosts who charge admission fees and serve intoxicated minors at their residences, and to both adult and under-21 social hosts who collect fees and serve intoxicated young people at parties at facilities outside their homes.

Orange County D.A. Wants Top Court to Review Rulings Overturning Ban on Sex Offenders in Parks

Orange County prosecutors petitioned the state Supreme Court to review two appellate court rulings striking down a ban on registered sex offenders in the county’s parks and in more than a dozen of its cities.
“The people of the state of California respectfully petition this court to grant review of an important issue affecting every city and county in California,” Deputy District Attorney Brian Fitzpatrick wrote in his petition to the high court. “Cities and counties need to know whether they can act to protect children within their communities from the approximately 75,000 sex offenders living in the state.”
Costa Mesa City Council repealed its ordinance. “If the appellate court says it’s unconstitutional and you can’t do it, then we don’t want to do it,” Mayor Jim Righeimer told City News Service. “If they appeal and win, we can always come back to it, but we don’t want that thing hanging out there if it’s unconstitutional. … We don’t want it on our books.’’ The city was also named in a civil lawsuit challenging the ordinance. Orange County District Attorney Tony Rackauckas’ office does not need the county board’s permission to seek a supreme court review, but at least three supervisors on the Orange County board have said they would rather let the appellate court’s rulings stand than spend more money on the legal battle.

Arrests Made Against Suspects Involved in Two Separate Homicides Los Angeles: LAPD West Bureau Homicide Detectives reported the suspects responsible for the murders of 17-year-old Charles Hall, and 7-year-old Taalib Pecantte have been arrested. On September 1, 2013, around 11:45 a.m., LAPD Wilshire Area patrol officers responded to a “shots fired” radio call in the 1100 block of South Redondo Boulevard in Los Angeles. The officers found the victim later identified as Charles Hall suffering from gunshot wounds. Los Angeles City Fire Department responded and paramedics pronounced the victim dead at scene. West Bureau Homicide detectives’ investigation revealed that numerous gun shots were fired at the victims from a white 4-door sedan. The suspects in the car then drove away from the scene. On December 2, 2013, around 9:05 p.m., LAPD West Los Angeles patrol officers responded to a “shots fired” radio call in the 1900 block of Corning Street. When the officers arrived at the scene, they were informed one of the three victims drove them to a local hospital. 7-year-old Taalib Pecantte a passenger in the vehicle, died a short time later at the hospital from his injuries. LAPD West Los Angeles detectives responded and their investigation revealed that unknown
suspects, only described as male AfricanAmericans in dark clothing, opened fire on the victims and then fled a white car. On Thursday, February, 20, 2014, the Federal Bureau Investigation (FBI) and the Los Angeles Police Department (LAPD) Fugitive Task Force arrested 28-year-old Tradel Faniel, 24-year-old Windell Faniel, 19-year-old Paul Jamar and 31-year-old Danille Peters. The Los Angeles County District Attorney’s Office filed murder charges against Tradel Faniel in the murder of Hall and Pecantte. Two suspects, now 35, will stand trial for the 1995 killing of a 60-year-old pizza delivery man. Two men were ordered today to stand trial for the November 1995 killing of a pizza delivery driver in Long Beach during an attempted robbery. Superior Court Judge James Otto found sufficient evidence to require James Lemon and Venda Johnson, both now 35, to proceed to trial on one count each of murder and attempted robbery in the Nov. 22, 1995, killing of Renato Teniente. The 60-year-old victim had gone to the 2600 block of East 55th Way to deliver a pizza, and was found sitting in the driver's seat of his vehicle,
which was parked at the curb with the ignition running. The murder charge includes the special circumstance allegation of murder during the commission of an attempted robbery. Lemon and Johnson cannot face the death penalty because they were each 17 at the time of the alleged crime. The two were arrested last year. Johnson was serving a life murder sentence at Buena Vista State Prison in Colorado, and Lemon was arrested in Las Vegas, Nev., by an FBI task force, according to police. The two are due back in court in Long Beach on March 12 for arraignment.

ATM Safety & Security Tips from the LAPD The primary focus of the ATM Crime Prevention Program is user safety. Because of the variety of ATMs, the unique characteristics of each installation and crime considerations at each location, no single formula can guarantee the security of ATM customers. Therefore, it is necessary for ATM customers to consider the environment around each ATM and various procedures for remaining safe when using an ATM. Criminals select their victims and targets, focusing on the unaware or unprepared. Criminals are also drawn to environmental conditions that enhance the opportunity to successfully complete their crime. The attitude and demeanor you convey can have a tremendous effect on potential assailants. There are a number of things you can do to increase your personal security and reduce your risk of becoming an ATM crime victim. The following crime prevention tips can help make the use of ATM’s safer for everyone. • Walk purposefully with confidence. Give the appearance that you are totally aware of your surroundings • Be aware of your total environment and what is going on around you. Criminals tend to avoid people who have this type of demeanor • Perform mental exercises and think out what you would do in different crime or personal security situations
Considerations Prior To and During Transactions • Always watch for suspicious persons or activity around an ATM. Be aware of anyone sitting in a parked car in close proximity or at a distance from the ATM location • If you notice anything strange, leave and return some other time. Even if you have already started a transaction, cancel it and leave. • Maintain a small supply of deposit envelopes at home, in your car or office. Prepare all transaction paperwork prior to your arrival at the ATM site. This will minimize the amount of time spent at the ATM. • Maintain an awareness of your surroundings throughout the entire transaction. Do not become so involved with your transaction that you are not aware of changing conditions in the area. • Do not wear expensive jewelry or take other valuables to the ATM. This is an added incentive to an assailant. • If you get cash - put it away immediately. Do not stand at the ATM and count it. • Never accept offers of assistance with the ATM from strangers; ask the bank for help. • Never lend your ATM card to anyone; treat it as if it were cash or a credit card. • If you use a drive-up ATM, ascertain your vehicle doors and windows are locked. • During evening hours, consider taking a companion along, park close to the ATM in a welllighted area and lock your car. If the lights around the ATM are not working properly, do not use it.

Police Find 1 Man Accused of Holding Woman at Gunpoint in her Manhattan Beach Home By Rev. Don Abernathy
Deshawn McDaniel, 31, of Hawthorne, was arrested at his home in the 14000 block of Chadron Avenue.
She was tied up and held at gunpoint for several hours, he said. The woman’s father came over later, and was held until the robbers fled about 12:30 a.m.
A second suspect is being sought. Police said they hoped that making public McDaniel’s booking picture would generate new leads.
A woman arrived at her home in the 1600 block of Fifth Street on Friday, August 30, only to find two men ransacking the place.
One of two men suspected of tying up, robbing and threatening at gunpoint two Manhattan Beach residents was arrested Tuesday, February 25, said Manhattan Beach police Sgt. Paul Ford.

Hollywood Burglary Suspect Sought Hollywood, Los Angeles: Los Angeles Police Department, Hollywood Division Burglary Detectives are asking for the public’s help in identifying a suspect they believe to be responsible for a rash of burglaries in the southeast area of Hollywood. On January 31, 2014, around 9:30 a.m., the suspect knocked on the door of an apartment in the 5500 block of Barton Avenue. The victim did not answer the door. The suspect walked to the rear of the building and pried the victim’s bedroom window and screen with a screwdriver. The victim heard the suspect at his bedroom window and saw him reaching into his room. The suspect saw the victim looking at him and left the location on foot.

The suspect is described as a 20 to 28-yearold male White or Hispanic, stands 6 feet to 6 feet 2 inches tall and weighs about 160 to 180 pounds. The suspect was wearing a black jacket over a blue tee-shirt with blue jeans and white tennis shoes. According to a witness the suspect appears clean cut and speaks English with no accent. Investigators believe the suspect is responsible for other burglaries in the area.

Daniel Angel “Pelon” Arviso was a 19 year old Hispanic male from Wilmington. He worked as a truck inspector in the harbor where he gained the respect of his managers who promoted him to supervisor. Daniel deeply loved his big family of siblings, aunts, uncles and cousins. They enjoyed playing basketball, building model cars and attending church. He gave a large portion of his paycheck to his single mother to help with the expenses of raising his younger siblings and tried to be a role model and father figure for them while raising his own daughter. Daniel was changing from a boy into man by embracing responsibility and working towards a bright future. He was caring, a joy to be around and is deeply missed by his family.

Ex-Soccer Coach Found Guilty for Molesting 15 Children A former American Youth Soccer Organization (AYSO) coach in Lancaster was found guilty February 27 of Renoir Vincent Valenti molesting 15 children, the Los Angeles County District Attorney’s Office announced. Deputy District Attorney Jonathan Hatami said a jury deliberated for four hours before finding 52-year-old Renoir Vincent Valenti guilty of five felony counts of continuous child abuse, four felony counts of lewd act upon a child, and four felony counts of procuring and offering false or forged instrument. Valenti was also convicted of six misdemeanor counts of child molesting, and one count of disobeying a court order. Valenti faces a 154-years-to-life sentence in prison. He is scheduled to be sentenced on April 18 in Department 17 of the Los Angeles County Superior Court, Antelope Valley Branch. During a span of almost 17 years, Valenti, an AYSO coach who used numerous aliases, molested 14 boys, six of whom were soccer players he coached, and a young girl. The ages of Valenti’s victims ranged from 8 years old to 12 years old, Hatami added. The incidents occurred between 1995 and 2012, according to the prosecutor. The investigation into Valenti began in July 2012 when the mother of a 10-year-old boy said her son had been molested by the defendant. Judge Daviann Mitchell of the Los Angeles County Superior Court, Antelope Valley Branch, presided over the 35-day trial. A total of 58 witnesses testified, including all of the victims.

For at least three years, though, between 2009 and 2012, the scammers had a nearly seamless operation that netted a tidy profit.
Court records indicate that the group—which included Kuvan Piomari, who owned the U.S. Driving School in El Cajon; Jeffrey Bednarek, a DMV examiner who conducted driving tests; and three other DMV employees—took part in the long-running bribery conspiracy that produced hundreds of ill-gotten licenses.
Here’s how it worked: A man who owned a driving school let his students know that—for a price—he could guarantee them a license, even if they had already failed the driving test. Often they didn’t even have to take the test, thanks to the man’s connections at the Department of Motor Vehicles (DMV) office in El Cajon, California. Those willing to pay anywhere from $500 to $2,500 to corrupt DMV employees could get a license with no questions asked. The driving school catered mostly to Middle Eastern immigrants, and soon word of easy licenses in that community spread north to Los Angeles and beyond. “One guy flew in from Dallas, took a cab to the DMV office, paid for his license, and flew back to Dallas a few hours later,” said Special Agent Mike Peters, who investigated the case with Special Agent Kim George out of our San Diego Division. “It was so blatant,” Peters said, “that our surveillance showed the driving

In exchange for bribes, Bednarek falsely entered passing scores for written and behind-the-wheel tests for applicants seeking regular and commercial driver’s licenses. He enlisted other DMV employees to falsify records as well. Bednarek produced more than 100 fraudulent driver’s permits, for which applicants paid a total of more than $50,000. Sometimes the corrupt DMV employees would issue multiple bogus licenses a day, George said. “They would leave work with $500 in cash in their pocket. That could be one day a week or two. They were doing very well.” When a new manager arrived at the El Cajon DMV office, however, “she instantly realized that something wasn’t right,” Peters said. The new manager alerted the DMV’s investigative arm, who in turn called the FBI.
Using undercover operatives and court-authorized surveillance and wiretaps, investigators quickly uncovered the scam. Some of the “candidates” who paid for licenses were bad drivers, George explained, “and some paid because they were just too lazy to take the test.” Peters added that some candidates had paid for commercial licenses that allowed them to drive tanker trucks. “That took things to a different level in terms of public safety,” he said. In all, 30 defendants have been charged with conspiracy to commit bribery and identification document fraud, and all have pled guilty. The case is ongoing (see sidebar). Bednarek is scheduled to be sentenced in April. Another DMV employee, Jim Bean, was sentenced to 18 months in prison for his role in the scheme. “We hope this case sends a message,” Peters said. “This type of corruption will not be tolerated.” An Ongoing Case The investigation into widespread corruption and bribery at the El Cajon DMV office is still active. Sacramento Man Pleads Guilty to Trafficking in Counterfeit Viagra and Cialis SACRAMENTO, CA—Rickey Lee Campbell, 60, of Sacramento, pleaded guilty Thursday February 21, 2014 to conspiracy to traffic in counterfeit goods, United States Attorney Benjamin B. Wagner announced. This case is the product of an investigation by the Federal Bureau of Investigation and the Sacramento County Sheriff’s Hi-Tech Crimes Task Force. Assistant United States Attorney Michelle Rodriguez is prosecuting the case. According to court documents, law enforcement received information about Viagra and Cialis being offered for sale through the Internet on Craigslist. Law enforcement later conducted controlled drug purchases of counterfeit Viagra from Campbell, who used the alias “Diamond Jim.” The residences of Campbell and his co-conspirator, Susan Yvonne Eversoll, 47, were later searched and more than 6,000 counterfeit tablets resembling Viagra and Cialis in shape, size, and color were found. Authorities also recovered computers and electronic devices the conspirators used to sell the counterfeit goods. Campbell is scheduled to be sentenced by United States District Judge Troy L. Nunley on May 8, 2014. Eversoll, who pleaded guilty to the conspiracy on December 5, 2013, is scheduled to be sentenced by Judge Nunley on March 6, 2014. Each defendant faces up to 10 years in prison for their role in the conspiracy. The actual sentence, however, will be determined at the discretion of the court after consideration of any applicable statutory factors and the Federal Sentencing Guidelines, which take into account a number of variables

Detectives Need the Public’s Help to Identify Robbery Suspects South Los Angeles: A video of a robbery in progress has been released by Newton Division Detectives. Investigators are asking for the public’s help to identify and locate two dangerous suspects. On February 4, 2014, at 8:30 p.m., two men entered a smoke shop located at 4000 S. Main Street in Los Angeles. The first suspect was armed with a .38 caliber revolver and pointed the gun at the cashier while the second suspect grabbed the employee and forced him into the store’s restroom. Suspect #1, pistol-whipped the cashier and
threatened him until he revealed the location of the money. At the same time, Suspect #2, zip-tied the cashier’s hands behind his back. Suspect #1 removed cash from the business while Suspect #2 held the store employee in the restroom. After stealing the money from the business, both suspects left the location and walked westbound on Vernon Avenue towards Main Street. Suspect #1, seen wearing the black jacket with “Stussy 80” on the back, is described as a 25 to 30-year-old male Black with black hair and brown eyes. He

The Gangs of Los Angeles Part 2: Operation Save Our Streets The murders may be random and senseless—a drive-by shooting that kills an innocent bystander—or they may be targeted hits by individuals “putting in work” against rival gang members. Either way, officials estimate that more than half of all the homicides that occur in Los Angeles are gang related.

To address the problem, the FBI joined with the Los Angeles Police Department (LAPD) in establishing a gang homicide task force in 2010 called Save Our Streets (SOS). It was an idea born of necessity, and it has been extremely successful.
During the initial 90-day trial period of SOS in 2010, 27 homicide cases were cleared, a number that was “unheard of in such a short period of time,” Clark said. The following year, during the same 90-day period from July through September, SOS task force officers cleared 50 homicide cases.
“We’ve had a record number of homicide clearances because of the SOS effort,” said FBI Los Angeles Assistant Special Agent in Charge Robert Clark. The task force—which Clark proposed—focuses on murder investigations that are close to being solved but need an extra investigative push and other resources to result

Since the Save Our Streets Task Force was established nearly four years ago, the model has been tested in several other FBI divisions, according to Robert Clark, an assistant special agent in charge in our Los Angeles Division. “We had such success implementing SOS,” Clark recalled, “that people wanted to know how the partnership between the LAPD and the FBI produced such dramatic results in clearing unsolved homicides.” Clark and SOS members from the LAPD briefed executives at FBI Headquarters in Washington and helped several divisions set up trial SOS programs with their local police departments—in areas such as East St. Louis and San Juan, Puerto Rico—where gang crime is significant. “The SOS model will work with any type of crime,” Clark said. “It doesn’t have to be just homicides. San Juan targeted violent car jackings, and another jurisdiction addressed aggravated assaults because they were doing pretty good on their homicide clearances.” He added, “If you have good partnerships and relationships between organizations, the SOS model can work anywhere.”

Six Indicted in Fraud Cases Related to Telemarketing Operations That Solicited Millions to Fund Fake Movies LOS ANGELES—Four people were arrested Thursday, February 20, 2014 on federal fraud charges stemming from telemarketing operations that allegedly solicited investments in movies with false promises of high returns with little risk. The arrests are the result of two federal grand jury indictments unsealed this morning. The indictments charge a total of six defendants who allegedly participated in separate fund raising schemes related to bogus film projects. While one movie script was written, no movies were ever actually produced. The indictments allege that the defendants executed the schemes to defraud victims around the nation and collectively caused losses of several million dollars. The first case is contained in a 29-count indictment relating to two companies—Mutual Entertainment LLC and Film Shoot LLC. Four defendants related to this scheme are charged with mail fraud, wire fraud, attempted wire fraud, and making false statements. The defendants are: • Samuel Braslau, 53, of Mar Vista, an attorney and co-founder of the companies, who was arrested this morning; • Rand Jay Chortkoff, 64, of Encino, a cofounder of the companies, who was arrested this morning; • Stuart Rawitt, 47, of West Hollywood, a salesperson, who was arrested this morning; • Robert Matias, 50, of Granada Hills, a salesperson who is a fugitive. The three arrested this morning are expected to be arraigned this afternoon in United States District Court in Los Angeles. Also February 20, the Securities and Exchange Commission filed a civil lawsuit that alleges Braslau, Chortkoff, and Rawiit defrauded investors. In the second case, the operators of another company—C22 in the San Fernando Valley— were named in a 19-count indictment that accuses them of mail fraud, wire fraud, and attempted wire fraud. The two named in an indictment focusing on a company known under several permutations of C22 are: • Mack Machen, 70, of Sunland, the president of C22, who has agreed to self-surrender and be arraigned this afternoon; and • Anthony David Millan, 37, of Chula Vista, the CEO of C22, who was arrested this morning and is expected to make his first court appearance this afternoon in United States District Court in Santa Ana. The first indictment focuses on the activities of a company called Mutual Entertainment LLC and later renamed Film Shoot LLC, which allegedly bilked investors in a motion picture called “Marcel” and later renamed “The Smuggler.”
percent of investor money would be used to produce the film, and that investors would be first in line to receive any revenue generated by the movie, according to the indictment, which states that the defendants also falsely claimed to have contracted with well-known actors to appear in “The Smuggler.” During the course of the Mutual Entertainment/ Film Shoot scheme, the defendants allegedly persuaded more than 60 investors across the nation to invest a total of $1.8 million in the movie that was never produced. In 2011, the Alabama Securities Commission filed an administrative order against the company and one of the defendants, concluding that the defendants in that action had failed to comply with many provisions of the Code of Alabama 1975 pertaining to the offer and sale of investments. As alleged in the indictment, following the issuance of this order, two other defendants changed the name of the company from Mutual Entertainment to Film Shoot, and the name of the movie from “Marcel” to “The Smuggler,” in an attempt to hide the Alabama Order from potential investors. The second indictment unsealed today focuses on C22 Capital, Inc. and C22 LLC, Inc. This indictment alleges that telemarketers for C22 fraudulently induced investments to fund a movie titled “Beyond the Mat.” According to the indictment, the C22 defendants and their telemarketers made cold calls to potential investors and told the victims that their money would be used to provide short-term “bridge loans.” Later, the defendants began soliciting money for investment in “Beyond the Mat.” The indictment alleges that the defendants issued promissory notes and promised returns of up to 13 percent per year. Approximately 80 victims were fraudulently induced to invest in C22, and during the course of the scheme they lost more than $3 million, according to the indictment. In late 2011, the California Department of Corporations issued a Desist and Refrain order the directed C22 LLC, Inc. to stop doing business due to its fraudulent practices. The indictment alleges that the defendants continued to conduct their business under a different name. An indictment contains allegations that a defendant has committed a crime. Every defendant is presumed innocent until and unless proven guilty. The wire fraud and mail charges each carry a statutory maximum penalty of 20 years in federal prison. The criminal investigation is being investigated by the Federal Bureau of Investigation.
The indictment alleges that the defendants raised money for the film through boiler room telemarketing operations. The telemarketers allegedly made fraudulent pitches to investors after first representing themselves to be independent “surveyors” from a national research firm. Victims were falsely told that 64

Love and the other computer hackers communicated with each other by logging onto a restricted online chat room and sending messages to each other. As reflected in the chat room messages, in the months prior to the hack of the Federal Reserve servers, Love and the other hackers in the chat room were searching the Internet for computer servers that were running a particular software program (the “program”). Love and the other hackers were aware that the program contained a vulnerability that they could use to gain unauthorized access to those servers. In October 2012, Love determined that a certain one of the servers that was running the program belonged to the Federal Reserve. Thereafter,
Love used a particular hacking method called a SQL injection to exploit the vulnerability in the program and gain unauthorized access to certain Federal Reserve servers, including servers associated with the Federal Reserve Bank of New York. Love used his unauthorized access to locate and steal certain confidential information residing on the Federal Reserve servers, including the names, e-mail addresses, and phone numbers of users of the Federal Reserve computer system. Love then disseminated that information publicly by posting the information to a website that previously had been hacked and that he controlled. Love, of Suffolk, England, has been charged with one count of computer hacking, which carries a maximum term of 10 years in prison and one count of aggravated identity theft, which carries an additional sentence of two years in prison. Sexual Offender Fugitives Grandfather Sentenced to 105 Years in Prison for Lewd Acts with Children Jose Olivarez Rodriguez, 59, of Maywood was sentenced February 26, by Judge Patrick to 105 years to life in state prison for committing lewd acts with several girls, the Los Angeles County District Attorney’s Office announced. The defendant was convicted by a jury on Nov. 8, 2013 of 13 counts of lewd act upon a child for sexually abusing four girls. The victims, all under the age of 14, included family members and children the defendant’s wife would watch at their home. The assaults occurred between 2000 and 2011, the prosecutor added.

Deputy District Attorney Bradley Roberts said Juan Ramon Cardoza, 56, of Downey, pleaded no contest on Nov. 21, 2013 to two counts of lewd act upon a child of 14 or 15 years.
Peter Christoph Gomez, 46, of La Habra is charged with 26 felony counts of sexual molestation of two male victims who were between the ages of 14 to 18 at the time of the incidents. Both students attended Franklin High School at the time.
Cardoza was sentenced at a morning hearing by Judge Eleanor Hunter at the Los Angeles County Superior Court, Compton Branch. Evidence presented at a preliminary hearing in July 2013 revealed that the defendant sexually abused four female students at New Designs Charter School in Los Angeles. The abuse, which involved one 13year-old and three 14-year-old girls, occurred at the school from January 2010 to March 2013.

We want to encourage our youth to reflect on their scary or sad times while helping others by sharing their experiences. As adults, we deal with good and bad situations every day. But to children, a small situation can seem like the end of the world. Attention News is encouraging our youth to reflect on a situation, then share about how they worked through it. Nothing is worse than feeling alone because nobody understands you. By sharing their stories, other children will learn they are not alone with their sadness and fear. Criteria for writing contest: Open to any youth up to the age of 16
Story must be real
Length 100-300 words
Examples of sad or scary situations to a child could be: Moving to a new neighborhood Dealing with a bully or a friend being bullied Getting a bad grade on a test Child or a friend getting injured Speaking to an adult about an abusive situation Death of a family member, friend or pet Sibling “abandoning” them by going to college or moving out Starting a new school Favorite TV show ending • • • •
Each issue will have at least two $50 award winning essays. The child’s first name, age and city will only be printed with written permission from the parent. It’s our suggestion to the parents that the child be allowed to spend the award on something fun of their choice. Winning essays will be chosen by a group of independent judges from victims’ assistance groups, child abuse advocates, drug counselors, and school teachers.
