The City of Carson, the Carson City Council and Mayor Jim Dear are offering a reward of $10,000 for information leading to the identity, arrest and prosecution of the person or persons responsible for the murder of David Flores Jr., male, 33 years old.

On Monday, July 9, 2012 at 10:37 A.M., Victim David Flores Jr. was shot and killed while driving his white Dodge Dakota pickup truck southbound on Figueroa Street from 223rd Street towards 228th Street.

Gabriel Anthony Sanchez, Sr.

Jay French was gunned down January 5, 1984 in the carport area of the State Street apartment complex where he lived and worked in South Pasadena. One person was arrested, charged and found guilty of Jay’s murder. In 2012 a judge overturned that conviction. The family wants justice.Jay left behind a son who was 8 years old in 1984. Someone knows what happened to Jay French.

“Lil Tony” was only 17 years old when he was shot and killed in the unincorporated area of West Valinda at Vineland/Giordano St. across from Torch Junior High School. Lil Tony was one of 5 victims shot; two died. The get away car was either a Black Camry or Intrepid with tinted windows. The shooter was wearing a white jersey printed with Raiders #81. At about 6 p.m. on May 19, 2001, Gabe Sanchez was traveling with friends in a car near the intersection of Phillips and Southview in Pomona when they saw a number of young guys standing in front of a house. As they approached the gathering, Gabe got out of the passenger seat of the car and was s hot and killed. There was a speculation that some of these guys disappeared into Mexico. They’re probably back in Los Angeles now. Gabe left three young children. It’s been 11 long years and these kids want justice for their Dad.

Introducing New Columnist Bill Murray, Founder of NAASCA

Bill Murray-Los Angeles Few adults have escaped severe childhood sexual abuse at the hands of multiple men, numerous trafficking attempts, thousands of frames of child pornography and a two week kidnapping. But I have, and I’ve been in recovery from its devastating effects for nearly 30 years.

I wish to be a voice for those of us who are Adult Survivors of Child Abuse, especially to those who need to be helped, not just into “survival,” but into real recovery, where we can have healthy, meaningful lives and relationships. Those of us who were molested or victims of violence and sex crimes in our youth display many similar hardships as we grow up. The symptoms of these experiences bring on a series of feelings .. confusion, pain, severe depression and anger .. to name a few, and may take actions most similar, in various degrees, to those who experience PTSD (post traumatic stress disorder). I believe my childhood ended at age 11, when my years of sexual abuse began, as did any hope at “normal growth” in my adolescence and through my 20s. We tend to carry these scars largely alone, and many of us keep what’s happening to us a secret (sometimes for decades), our ability to trust destroyed, and riddled with

ill-placed feelings of guilt, shame, despair, sadness and deep loneliness. Fear in its many manifestations rules us. We are severely wounded. But the happy news is that we are not alone, and can find recovery by banding together. We can share the experience of healing from our abuse in groups dedicated to helping each other. We can also frequently benefit from therapists, with individual professional counselors or, again, in guided group therapy. In addition there is much good work we can do in a world where pedophiles, rapists and sex traders abound. We have to stop the violence. I want to speak as an advocate for the millions of children who are still being subjected to abuse, highlighting the continuing need to protect the most vulnerable and weakest among us from criminals who abuse, kidnap, kill, traffic and take advantage of our kids.

When you think of Los Angeles, thoughts of the Lakers, Hollywood stars, Rodeo Drive, palm trees, and of course the gangs all come to mind. There are segments of all these aspects of LA that we as “Angelinos” are well aware of, but few touch us in the way that gangs have and do. Gangs have

been around for a long time, Los Angeles has had more than its fair share of characters like Mickey Cohen, and Jack Dragna (once dubbed as the “Capone of Los Angeles” by Earl Warren). The city of Los Angeles is even the permanent residence of the late Benjamin “Bugsy” Siegel, who lies in the Hollywood Forever Cemetery. More recently men like, Stanley “Tookie” Williams, the founder of the infamous “Crips”, left an enduring mark on the streets of Los Angeles. Though many of these people met an unfortunate fate, the effect of their gangster lifestyle and behavior will always have permanence in our minds. A few of these individuals have found some redemption, in departing of this world as an “individual” rather than as the “gangster” that embodied who they were known as. The cyclical nature of the gang lifestyle has generated more effective criminal activities in the City of Angels. Gang

wars over territories have expanded into race wars, and what was once simply being part of something, has now evolved into being able to actually do something. The power to do something…anything, even if its negative is a powerful motivator for today’s urban youth and we all feel the effect. Few in Los Angeles are spared

the touch of the gang lifestyle and the crime it usually generates. It is not rocket science to figure out that the poverty stricken communities of Los Angeles are mainly targeted by gangs and quickly become infested by drugs and crime. Sometimes it seems it even comes with the rental agreements of many homes in the LA

urban areas. However, much has been done to improve the situation and offer alternatives to the youth that would otherwise turn to the gang lifestyle. Some crime rates have dropped over the last few years. These drops include such serious crimes as homicide and forcible rape. Statistics prove out the dramatic lowering of our crime rates, by an improvement of approximately 8%, but what about the lingering effects of pending cases waiting to be closed. People still live in fear of what the streets of LA can do to them. They know that a life can be taken by just walking on the street. Those same streets are still seducing our children to a life of crime and creating a misconception of the true meaning of family and friends. Regardless of the drops in crime rates, gangs are still here and alive in our beautiful city. A city that is not only polluted by smog, but by the uneducated that feel the school of “Hard Knocks” is the only degree

that matters in life and live in such a manner that reflects that hard knocks sort of outlook. The list of things can go on and on, but while parents lose their children to gang violence in this world, what is it that families can do to make a difference? In the words of Antonio Villaraigosa, Mayor of Los Angeles, “The key to improving things is education.” Education isn’t just what you find in books. It’s educating our youth and those already involved in the gang lifestyle about other options and better alternatives. Throughout the city, many Angelinos have started participating in programs that offer gang intervention, counseling and job referrals. It’s a never ending battle for many former gang members to be productive in society when the battle of friendships and families can keep you tied to the gang lifestyle. linked to at least 10 robberies in the south bay area of Los Angeles County is suspected of robbing a Gardena bank inside a supermarket on Friday, a branch he is suspected of robbing three previous times since 2011. U.S. Bank is offering a reward of up to $10,000 in exchange for information provided to law enforcement that leads to the arrest and conviction of the suspect responsible for these robberies.

The FBI and local law enforcement officers in Los Angeles County are seeking information leading to the suspect’s identity. The robber is known

on the instructions he has given to victim tellers while demanding cash.

During a robbery at a U.S. Bank located inside a Vons supermarket, the suspect presented a demand note and, according to the victim teller, apologized as he took the cash. During his robberies, the suspect has been seen in bank surveillance photos wearing sunglasses and has indicated to victim tellers that one or more people were waiting outside of the bank. The suspect has targeted banks inside grocery stores and witnesses have advised investigators that he usually spends time wandering the

Man Attempts to Kidnap 11 Year Old Girl in the City of Wilmington

Los Angeles: Los Angeles Police Department Harbor Area Detectives are asking for the public’s help in their investigation of an attempt kidnapping in the Wilmington area. On Wednesday, August 7, 2013, around 9 a.m., the male suspect followed the victim from the area of Avalon Boulevard and L Street. When the victim reached the 1100 block of Marine Avenue, the suspect surprised the victim from behind and attempted to forcibly place the eleven year old victim into the trunk of his vehicle. The victim fought back, broke free and the suspect fled the area. The suspect is described as a male Hispanic, about 50 years old with gray/black hair. He stands about 5 feet 7 inches tall and weighs about 180 pounds. The suspect is believed to be driving a possible late 80’s to early 90’s

Long Beach Police Department SEEK'S HELP WITH THE IDENTIFICATION OF MURDER SUSPECTS

The Long Beach Police Department is asking for the public’s help in identifying the suspects wanted in connection with a 2009 shooting that injured three Long Beach men, one of them fatally. On Thursday, November 19, 2009, at approximately 11:30 p.m., Long Beach Police responded to a shooting call in the 3600 block of Santa Fe Avenue, which resulted in the death of one male adult and the injuring of two others. The preliminary investigation revealed that three subjects were walking in the 3600 block of Santa Fe Avenue when they were approached by at least two male subjects on foot that fired at the group, striking all three subjects. One victim, identified as 19-year-old Frank Castro Jr. of Long Beach,

was struck multiple times in the upper body and torso and determined deceased at the scene by Long Beach Fire Department paramedics. The other two victims, ages 18 and 40 and both from Long Beach, were transported to a local hospital with non-life-threatening injuries and treated and released.

The vehicles are described as a purple 4-door compact and a small brown 4-door compact.

Homicide detectives responded to the scene to begin their investigation, and through witness interviews, have been able to piece together a series of events leading up to the murder. Witnesses told investigators there was a group of approximately five male Blacks loitering near two cars parked on the south side of Arlington Street east of Santa Fe Avenue. At least two suspects walked away from the group and confronted

Detectives have worked with witnesses to develop sketches of the subjects loitering and the suspects seen confronting the victims. The two suspects who confronted the victims, identified as Suspect #1 and Suspect #2 on the sketches, are described as male Blacks 18 to 22 years of age, 5’10”-6’2” and 160-180 pounds. One of the suspects was wearing his hair in long braids and the other was wearing a black beanie.

At least three other subjects, identified as Suspect #3, #4, and #5, were with the two suspects who approached the victims just prior to and after the shooting. They are all described as male Blacks in their early 20’s with an average height and medium build. The shooting is being investigated as gang-related and the investigation remains ongoing. Hospital CEO Arrested in for $10 Million Health Care Scam

Los Angeles Man Who Recruited ‘Patients’ from Los Angeles’ ‘Skid Row’ as Part of $10 Million Health Care Scam Sentenced to Federal Prison U.S. Attorney’s Office Central District of California (213) 894-2434 LOS ANGELES—A Los Angeles man who recruited homeless people from the “Skid Row” section of Los Angeles as part of a widespread scheme to defraud Medicare and Medi-Cal by providing unnecessary health services was sentenced this morning to 18 months in federal prison. Estill Mitts, 68, who lives near the Miracle Mile district of Los Angeles, was sentenced by United States District Judge George H. King. In addition to the prison term, Judge King ordered Mitts to pay more than $9.8 million in restitution. In sentencing Mitts, Judge King stated that Mitts’ conduct was “fueled by greed to enrich himself ” and “breeds contempt for, leads to a lack of confidence in, and threatens the stability of ” the Medicare program.

Mitts pleaded guilty in 2008 to conspiracy to commit health care fraud, money laundering and tax evasion. Mitts’ sentencing was delayed a number of times as he provided assistance to the government’s investigation that has led to 11 defendants being charged and convicted. The Skid Row “capping”—or illegal referral—scheme was discovered in the fall of 2006 after local authorities observed some patients discharged from a local hospital being “dumped” on Skid Row. The patients subsequently reported that they had been paid to go to the hospital. Mitts “was a ring-leader in a significant, long-term, serious crime that used the homeless as fodder for exploiting the Medicare and Medi-Cal programs,” prosecutors wrote in a sentencing memo filed with the court. Mitts admitted that he

received more than $1 million in kickbacks from three hospitals that took in the illegally referred patients from Skid Row. From 2004 until October 2007, Mitts operated the Assessment Center, a facility on East Seventh Street in downtown Los Angeles that was also known as 7th Street Christian Day Center. “Mitts employed individuals he called ‘stringers’ to recruit homeless people with promises of small payments,” according to the sentencing memorandum. “The Assessment Center was not a medical clinic, but a site that defendant used for the purpose of recruiting homeless Medicare and MediCal beneficiaries for referral to three hospitals—City of Angels Hospital, Los Angeles Metropolitan Medical Center, and Tustin Hospital and Medical Center. Defendant and others working for him would recruit homeless beneficiaries for in-patient hospital admissions whether or not such hospitalizations were medically necessary.” In relation to the tax evasion count, Mitts admits in the plea agreement that he failed to report more than $479,000 in income in 2005 and more than $620,000 in income in 2006. By failing to report this income, the Internal Revenue Service suffered losses of $349,857. Mitts is the latest in a series of defendant to be sentenced in relation to the Skid

Acting Chief of Police for Barstow, Albert Ramirez was quoted as saying, “What I can say is that these offenders know their consequences are going to be lower because of AB 109.” What happens when criminals know the consequences of their crimes will be lower? Does that make them more likely to break the law? I think so. Apparently, so does State Senator Sharon Runner who in a recent statement, called out AB 109 as the cause for crime increases across the state, and especially in low-income areas. Senator Runner is not the only authority that agrees with me. Lieutenant Rick Roelle of the San Bernardino County Sheriff ’s Department seems to agree in his recent media quote, “Crime is up and it’s because of AB 109”; he went on to say, “It’s a travesty. All these inmates are being released into the community...”; Lieutenant Roelle cautions us against the misconception that these offenders are so called, “non-serious, “They are not looking at the offender’s history, so once they are released they are reoffending”, said Roelle. “That’s why we see a large spike in burglaries and those types of crimes.” Criminals are also hitting the streets sooner due to changes in the way bail works. When is Failure, AB 109 had high hopes which is probably why the crash of “Prison Realignment” has been so bad, it had a long way to fall. The question I have now is when is failure, failure? At what point will our legislature (and our Governor) admit that good intentions simply weren’t enough? Yes, something has to be done about prison overcrowding, but releasing criminals back into society in recession with few jobs to go around and all but crippling our Bail industry, has only made matters worse.

Row investigation. For example, Robert Bourseau, one of the owners of City of Angels, was sentenced to 37 months in prison, and Dante Nicholson, the director of marketing at City of Angels, who also cooperated with the government in its investigation, was sentenced to one year in prison. Late last year, a doctor who admitted homeless patients to the Tustin Hospital and Medical Center after they had been driven from Skid Row was sentenced to one year in federal prison. These cases are part of an investigation conducted by the U.S. Department of Health and Human Services, Office of Inspector General; the Federal Bureau of Investigation; IRS-Criminal Investigation; the California Department of Justice, Bureau of Medi-Cal Fraud and Elder Abuse; and the Health and Law Enforcement Team (HALT), a multiagency task force that is operated by the Los Angeles County Health Department.

of AB 109, jails don’t have the room to wait for someone to possibly bail out or not, so they are simply releasing many that have been arrested on their “own recognizance”, meaning that they essentially get a ticket and are released as if they had simply failed to come to a full and complete stop at a stop sign. Since they have no real motivation to go back to court and answer for the crime they are accused of, many of them do not. However, they were not bonded out, so there are no non-tax payer supported resources like Bail Enforcement Agents to go after them, instead they are just stacked onto the growing pile of Failure to Appears, where courts usually wait for them to encounter Law Enforcement again to be apprehended. This gives any actual criminals plenty of time to reoffend. The effect of AB 109 seems clear; it has put more criminals on the streets. If we need to reduce prison headcount, then get creative. Look to our neighbor to the east for an example of creativity. Maricopa County pitched Korean War surplus tents to house their inmates in the sweltering desert heat of Arizona. If they need more beds, no problem, they simply pitch more tents. There are hundreds, even thousands of miles of uninhabited land in the deserts of California where we could create very similar solutions. Some may say it would be more drastic, but I say that nothing is more drastic than releasing criminals back onto the streets alongside our mothers and our children. For the sake of the safety of our homes and our families it’s time to admit that AB 109 has failed, rescind or repeal it, and figure out another plan.

On May 17, 2011 my firstborn son, Shadow Alexander Smith along with Arthur Lee Duncantell II and Walter James Williams were gunned down on Genevieve St. in San Bernardino, CA. Neither Smith nor Duncantell II survived. Shadow was taken to St. Bernadine Hospital where he was pronounced dead shortly before midnight. Shadow was unarmed and left critically wounded in the street. That day, I became the voice of the voiceless seeking justice for the innocent, who can no longer seek it for themselves. I urge everyone to break the so- called “G-code of silence”, when crimes happen or are about to be committed. We need to work together as a community to get these killers off the street so they can’t hurt anyone else again. Shadow Alexander Smith was a Hero, Son, Grandson, Nephew and friend. All my dreams of him going to college and watching his family grow died that day. Shadow left behind a terminally ill brother and sister who saw him as role model. He helped them deal with severe pain caused by their diseases and taught them how to turn pain into a positive by letting it become their motivation to strive and achieve excellence in their lives. Shadow was incredibly proud to be coming back home for his brothers High School Graduation on June 1st, 2011. Due to his brother’s health, high school was urging brother against going to Prom and Graduation. Shadow said to fight and not let anyone stop CJ from his shining moment. That is the type of person he was, fight for what is right.

Shadow was planning to go to college and get a degree. He had a soft spot for children and was always sacrificing for others. He had a heart larger than life and a smile that could light the darkest night. He was very generous, loving, loyal and caring. Shadow died A Hero Trying to Save His Friends! There is no greater gift than for a man to lay down his life for another. San Bernardino Detectives Fletcher and O’Neal regularly received calls from me with every piece of information I heard. I urged them to interview my son’s girlfriend who spoke to him moments before he died. I asked them to pull Shadow’s phone and text messages because he had 2 cell phones. I continued to call and document every lead in this case. The last time, I spoke with Detective Fletcher he told me the city of San Bernardino was broke and didn’t have the money, man power or resources to solve these crimes. The Sherriff ’s office took over but they said they would not be able to go back and investigate previous cases. Even though there are numerous pieces of evidence, Shadow and Walter’s murders will never be solved until law enforcement chooses to investigate the case. This was the most difficult time I’ve ever faced. A part of me died and is now buried with my son.

Malaikye was a spunky, vibrant, giggly and happy little boy who had his entire life ahead of him when tragedy struck. Malaikye is yet another face to the hidden epidemic of child abuse. A suspect has been apprehended and sits incarcerated until trial next month. Malaikye, was gone way too soon. I cannot express the pain on our hearts that we feel, there is just no word that could explain. This day and every day we remember Malaikye. We remember his smile, his laugh, his tenderness and his facial expressions that warmed our hearts. Malaikye’s daddy decided to allow him to be a donor upon his passing. He went on to save the life of four families. Recipients ages range from 5 months to 65

years of age. We have received health updates and they are all doing well and thriving in their renewed lives. Despite the tragedy of losing our precious little one, we take comfort in knowing that he was able to help many continue their lives after his death. You see, his story is a story of hope after tragedy. It is my hearts prayer that no family would have to endure the loss of a child much less to murder. It is a feeling unexplainable and unfathomable. We will continue our fight for justice with our very last breath. Until then, we continue to live our lives to honor his memory and bring awareness to both causes: Child Abuse and Organ Donation. We rest assured that he is being a little kid, running around, climbing, laughing, smiling, enjoying the life he is living in Paradise. We miss you everyday Malaikye. We will always share your story baby boy.

Promising Athlete’s Life Stolen at 20

Jonathan Andrew Marquez Dizon was born on July 22, 1987, in Santa Ana. He grew up in Tustin and graduated from Tustin High School in 2005. An outstanding athlete who enjoyed playing varsity baseball, football and track & field at Tustin High School. He played with the Tustin Pony league for six years before umpiring games beginning in 2002. His hobbies were cars, baseball, paint ball and skating. Dizon was a loving uncle, a caring brother, an ideal nephew and an overprotective son. On Nov. 27, 2007 Dizon, 20, was visiting lifelong friends in Santa Ana. About 8:30 pm, while walking to a nearby 7-11 to get chips, he was shot and killed in a possible gang-related shooting, according to Santa

Ana police. Dizon’s family insists he was not a member of any gang and was an innocent victim. The shooting occurred in the 2900 block of Bradford Place near West Dyer Road. Police found Dizon lying in the street. He was taken to Western Medical CenterSanta Ana, where he died, said Cmdr. Doug McGeachy said. You were led by your (so called) friends to commit murder and make a name for yourselves. Who Killed Daniel Angel Arviso from Wilmington? Daniel Angel “Pelon” Arviso was a 19 year old Hispanic male from Wilmington. He worked as a truck inspector in the harbor where he gained the respect of his managers who promoted him to supervisor. Daniel deeply loved his big family of siblings, aunts, uncles and cousins. They enjoyed playing basketball, building model cars and attended church. He gave a large portion of his paycheck to his single mother to help with the expenses of raising his younger siblings and tried to be a role model and father figure for them while raising his own daughter. Daniel was changing from a boy into man by embracing responsibility and working towards a bright future. He was caring, a joy to be around and is deeply missed by his family.

All the detectives need is 1 more piece of the puzzle to put the final nail in the coffin of the person responsible for Daniel’s murder. On Saturday, October 13, 2007 at approximately 11:25 pm, after finishing a full

day of work, Daniel got a ride to his cousin’s birthday party at his Aunt’s house on Blinn Ave. in Wilmington. His ride dropped him off on the corner of Blinn Ave. and Pacific Coast Highway leaving Daniel to walk a couple of blocks while still wearing his reflective work vest. In the 1400 block of Blinn Ave., Daniel was approached and shot in the head 1 time by a member of East Side Pain, aka Ghost Town Bloods gang. His family heard the gun shot and went out front to make sure the children playing in the yard were safe. His cousin was attending medical school so she approached the body lying on curb to see if she could help before paramedics showed up. His face was covered with blood so she didn’t recognize her cousin until she saw his ID. Daniel was transported to UCLA-Harbor General where he died a few hours later. This loving family was robbed of a valuable member that day. Councilwoman Janice Hahn and the Los Angeles City Council issued a $50,000 reward for information leading to the arrest and conviction of the person responsible for this senseless murder. LAPD Detective Rodriguez said he has a considerable amount of circumstantial evidence all pointing to one member of the East Side Pain gang. All the detectives need is 1 more piece of the puzzle to

The Los Angeles County Board of Supervisors reestablished a $10,000 reward for information leading to whoever fatally shot a 26-year-old Long Beach father and left him lying in the street. Supervisor Don Knabe, who recommended reinstating the reward, which had expired, called the shooting “heinous.’’ Lashown Fils, 26, of Long Beach was shot to death January 11, 2012 in the 200 block of W. 14th Street. Shortly before 4 a.m. that January morning, Long Beach Police Department was called with a report of a shooting. When officers arrived, they found him down in the street, shot in the chest. Fils was taken to a hospital and pronounced dead a few hours later. uP to

Investigators do not think Fils, who had an infant son, was a gang member but have yet to determine a motive in the attack. They are seeking clues and any information or witness report someone might have. That is what led to the “America’s Most Wanted” TV program, on which Fils’ murder is featured, along with Long Beach police. INFORMATION WANTED

On Feb 4th, shortly after 6:30 pm, Big Mike was walking down Hooper Ave north of 25th St. pushing a bike. He was approached by 2 unknown men who began to argue and struggle for the bike. One of the suspects used a 9mm handgun to shoot Big Mike several times. According to a witness, the suspect took the bike and walked northbound on Hooper Ave. A description of the shooter was given to detectives.

Con Artist Gets 18 years for scamming nuns

There’s no limit to how low con artists will go to swindle victims out of their money—often targeting the elderly, the terminally ill, homeowners on the brink of losing their homes, even the lonely looking for companionship online. Here’s another category of victims to add to that list: members of religious communities who spend their lives tending to the sick and the poor. Earlier this month, a New Jersey man was sentenced to 18 years in prison for defrauding members of the Puerto Rico-based Dominican Sisters of the Rosary of Fatima and others of

more than a million dollars. He was also ordered to pay $1 million in restitution to his victims. The scheme began back in 2009, when Adriano Sotomayor—born in Puerto Rico—obtained names and telephone numbers of certain Roman Catholic nuns and priests on the island…including an elderly nun from the Sisters of Fatima. Claiming to be a New Jersey priest, he called and said a deceased member of his parish community had named her the beneficiary of a $2.1 million estate. Sotomayor also told the nun that before receiving her funds, she had to

Former Flight Attendant Pleads Guilty FBI Warns of Spear-Phishing E-Mail with Missing Children Theme to Making False Bomb Threats

LOS ANGELES—A German national who used to work for United Airlines pleaded guilty this morning to making false bomb threats against flights operated by the international air carrier.

Patrick Cau, who is also known as Patrick Kaiser, 40, who recently relocated to Dallas from Los Angeles, pleaded guilty today to one count of false information and hoaxes. Cau pleaded guilty before United States District Judge Otis D. Wright, II, who is scheduled to sentence the defendant on November 18. At sentencing, Cau faces a statutory maximum penalty of five years in federal prison. While Cau pleaded guilty to one felony count, in a plea agreement filed in federal court earlier this month, he admitted making eight bomb threats to United from October 2012 through January 2013. In the first phone call, on October 4, 2012, Cau used a pay phone near his home to call an internal United crew-scheduling number and state that a United flight from London to Los Angeles would be bombed later that day. The subsequent calls were made from pay phones in Los Angeles, New York City, Las Vegas, and Seattle to 911, with all the calls stating that a specific United flight would be bombed. to the bomb threats made by Cau. These law enforcement responses included evacuating people from the targeted airplanes; towing the aircraft to a safe area; searching and re-screening all ticketed passengers, baggage and cargo; and searching the aircraft by human, canine, and other detection methods. As a direct result of Cau’s threats, United experienced substantial disruption to its business operations and services, including cancellation of and delays to flights, transfer of aircraft, and significant inconveniences to United passengers. As a result of his actions, Cau has agreed to pay $267,912 in restitution to United. Cau is also expected to be ordered at sentencing to pay an as-yet-undetermined amount of restitution to law enforcement agencies that responded to the bomb threats. The case against Cau was investigated by the Federal Bureau of Investigation, U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI), and the Los Angeles Airport Police.

The FBI has become aware of a spear-phishing e-mail made to appear as if it were from the National Center for Missing and Exploited Children. The subject of the e-mail is “Search for Missing Children,” and a zip file containing three malicious files is attached. E-mail recipients should never open attachments or click links in suspicious e-mails. Spear-phishing attacks are often used by individuals conducting targeted, rather than opportunistic, attacks. Those responsible for the attack may be seeking precise information stored on an organization’s network or systems rather than monetary gain. Every organization is at risk of being the target of a spear-phishing attack. This type of activity can best be mitigated with increased cyber security. When weighing available options pertaining to the implementation of appropriate mitigation strategies, organizations must begin by asking themselves the following: (1) If proprietary data, personally identifiable information (PII), research and development-related data, e-mail, or other critical information were stolen, what would the current and future consequences be? (2) Has my organization evaluated data criticality based on risk? What must be protected in the organization? To mitigate the threat of spear-phishing and other targeted attacks, DHS’s United States Computer Emergency Readiness Team (USCERT) recommends the following actions:

(1) Always treat unsolicited or unexpected e-mail containing attachments or links with caution, even (and perhaps especially) when the e-mail appears related to known events or projects. (2) Monitor for and report on suspicious activity, such as spear phishing e-mails, leading up to significant events and meetings. (3) Educate users about social engineering and e-mail phishing related to high-level events and meetings. (4) Measure expected network activity levels so that changes in patterns can be more easily identified.

You may also report this activity to the FBI by filing a complaint at www.ic3.gov. US-CERT can be reached by telephone at 888-282-0870 or by e-mail at SOC@us-cert.gov. US- CERT’s website can be found online at www.us-cert.gov. When available, each report submitted should include the date, time, location, type of activity, number of people, type of equipment used for the activity, the name of the submitting c ompany or organization, and a designated point of contact.

Sexual Offender Fugitives Los Angeles Police Department

Child Pornography Suspect Arrested

Los Angeles: In response to a report from the National Center for Missing and Exploited Children (NCMEC), the Los Angeles Internet Crimes Against Children Task Force (ICAC) in partnership with the Homeland Security Investigations (HSI) arrested 35-year-old Frank Hernandez, Jr., a resident of the San Fernando Valley. On August 28, 2013, LAPD ICAC Unit along with HSI served a search warrant at Hernandez’ residence, where he was arrested. Hernandez was arrested for violation of 311.1 (a) of the California Penal Code: Distribution of Child Pornography. Frank Hernandez, Jr. was booked at Van Nuys Jail and held in lieu of $20,000.00 bail.

Frank Hernandez is currently employed by the Los Angeles Unified School District as a Substitute Teacher’s Assistant for the past 6 years. The public is reminded that any suspected inappropriate contact with a minor or knowledge of child pornography on the Internet, should be immediately reported to their

local law enforcement agency or to the National Center for Missing and Exploited Children at (800) 843-5678, or missing kids.com, who will forward the information to the appropriate law enforcement agency on a nationwide basis. If anyone has any questions regarding this crime, please contact Lieutenant Andrea Grossman at (562) 624-4027.
