In the Event of A Disaster Who Will Be the First Responder to your House or Work? Depending on the size of the disaster, it’s very possible that the first trained person you will see will be a member of C.E.R.T. Community Emergency Response Team By Don Abernathy
WHO WILL SAVE YOU IN A MASS CASUALTY EVENT
It’s like paying for car insurance, you might never need either; and you’d hope not to. But if the occasion arises, having the CERT training, just like having car insurance, means you are as ready as you can be to help yourself, your family and your neighborhood. As I myself am taking the training, I feel a sense of pride knowing that I will be prepared to help when the situation arises.
Local government prepares for everyday emergencies like fires, earthquakes, multiple car accidents, etc. However, during a disaster, the volume and severity of incidents can actually overwhelm emergency services. When an HOW DO I JOIN earthquake hits, do you really think there CERT members receive 17 ½ hours of initial are enough emergency services to handle training. Depending on which class you take, every neighborhood at once? The Community (left) Emergency Response Team (CERT) program is an Robert Gurrola all-risk, all-hazard training. This valuable course & Steven Perez is designed to help you protect yourself, your (bottom) family, your neighbors and your neighborhood in Devin Silvester an emergency situation or mass casualty event. & Jeff Enomoto CERT is a positive and realistic approach to emergency and disaster situations where citizens may initially be on their own and their actions can make a difference. As we saw at the Boston Marathon Bombing, some people will respond to others in need without the training. The goal of the CERT program is to train volunteers so they can effectively and efficiently help, as safely as possible ,without placing themselves in unnecessary danger.
Learning proper buddy system technics for fire suppression.
In the CERT training, volunteer citizens learn to: • Manage utilities and put out small fires • Treat the three medical killers by opening airways, controlling bleeding, and treating for shock • Triage and provide basic medical aid • Search for and rescue victims safely • Organize themselves and spontaneous volunteers to be effective • Collect disaster intelligence to support first responder efforts
WHY DO THE CERT TRAINING?
Cuffed and Wanted Publisher, Don Abernathy, learning valuable lesson of lifting heavy objects with a lever.
the 7 course training can be broken into 7 small classes or 3 full days followed by biannual refresher drills, and an opportunity to assist the LAFD at local incidents. Classes are taught mornings, afternoons and evenings continually throughout the year in locations all over Los Angeles.

organize a class for your neighborhood, business or community group. You need a minimum of 20 people to be trained and a location to hold the training. Call the LAFD CERT Unit at 818-7569674 to schedule your class. The LAFD CERT Training conducts nondiscriminatory classes. Non-discrimination includes race, religion, gender, and group affiliations.
HOW DID CERT START? The Community Emergency Response Team (CERT) concept was developed and implemented by the Los Angeles City Fire Department (LAFD) in 1985. The Whittier Narrows earthquake in 1987 underscored the area-wide threat of a major disaster in California. Further, it confirmed the need for training civilians to meet immediate needs. As a result, the LAFD created the Disaster Preparedness Division with the purpose of training private citizens and government employees.
The training program that LAFD initiated makes good sense and furthers the process of citizens understanding their responsibility in preparing for disaster. It also increases their ability to safely help themselves, their family and their neighbors. The Federal Emergency Management Agency CERT is provided free of charge within the county (FEMA) recognizes the importance of preparing of Los Angeles to anyone 18 or over. citizens and provides several disaster training The current schedule is always available on the programs. BENEFITS OF CERT TRAINING The CERT course will benefit any citizen who takes it. Individuals will be better prepared to respond to and cope with a disaster. Additionally,
if a community wants to supplement its response capability after a disaster, civilians can be recruited and trained as neighborhood, business and government teams that, will be supplemental responders. These groups can provide immediate assistance to victims in their individual area, organize spontaneous volunteers and collect disaster intelligence that will assist professional responders with prioritization and allocation of resources following a disaster. Since 1993 when this training was made available nationally by FEMA, communities in 28 states and Puerto Rico have conducted CERT training. I learned about the CERT program while attending a neighborhood watch meeting, I located training in my area and signed up. To my pleasant surprise, my partner at Cuffed & Wanted, Bryan Scott, is also a member of CERT. The training is informative, educational in a fun way and very interactive.
The goal of writing this article is 2 fold. First, our communities will be better protected when a disaster occurs if more people are trained in basic emergency procedures. Second, citizens need to be aware of the C.E.R.T. program. Potential victims need to learn the first person that may show up to help could be their CERT trained neighbor.

As an American citizen, I should be able to own any type of firearm that I can afford, as long as I don’t use it in a criminal act. If I do then I should be held responsible, not the firearm. You see, I don’t believe firearms are responsible for any of the savage acts of violence, the people pulling the trigger are. The key word here is RESPONSIBLE! What ever happened to holding individuals accountable for their acts not blaming it on the device used? If a drunk drives his car through a crowd do we try to ban Ford’s or Jack Daniel’s? The #1 killer in America is heart disease. It’s hereditary or selfinflicted by lifestyle choices and kills over 2,000 people every day so do we ban parents and cheese burgers? Of course not, these bans would be
DON ABERNATHY Over the past few weeks I’ve heard lots of people supporting or rejecting the ban on assault rifles. Everyone seems to have an opinion but I don’t understand the need for the debate. I’m a licensed gun owner and an American that believes in the 2nd Amendment that grants me the right to keep and bear arms. My deepest sympathy to the families of murder victims everywhere. But does someone else’s act of murder mean I should lose the right to own the firearm of my choice? Ban my assault “looking” semi-automatic rifles, then ban my semi-automatic pistols, then ban my revolver? What’s left, force me to use a flintlock to hunt and protect
ridiculous. So why are so many people so quick to follow the heard and jump on the assault rifle ban instead of focusing on the real problem….the person that pulled the trigger? Our country is still the greatest country in the world and we do have our share of problems. When are we as a country going to return to addressing our problems with real solutions not just following other peoples temporary fixes? The disturbed people murdering innocent victims in malls, schools, movie theatres and the streets of our cities are the problem. As a country, we all made the environment that created these disturbed people. Only we as a country can fix the real problems. Politicians need to leave my guns alone and address the state of our country, the failing family unit, the fading American dream of new business owners and the mental health of our citizens.

Increasing Awareness of Child Abuse: The Shocking Statistics
But most folks will be shocked when presented with the statistics, and will come to realize it’s virtually impossible to not know children who are being abused, adults who have been abused and even some of the predators who’re hiding amongst us. Here are a few things to consider, facts and statistics that come from me but from such sources as the US Department of Justice, the FBI, ICE, the Center for Disease Control, the Center for Missing and Exploited Children, ChildHelp and from ongoing studies from some of America’s most prestigious Universities:
Bill Murray-Los Angeles The shocking statistics prove that increasing awareness of child abuse DOES affect you. Obviously the community is “aware” of the existence of child abuse, but it’s not well informed as to the size of the problem. Many people will tell you it’s an issue that doesn’t personally affect them.
Are YOU in
ATTENTION!
• 1 in 4 girls and 1 in 6 boys WILL BE sexually assaulted before they are 18 years old (20%) • These kids become adults, thus 20% of the adults in our country were victims of childhood abuse • Conservatively speaking, at least 42 million American adults were sexually abused as children
• About 850,000 new children will be sexually assaulted this year, and every year, in America • 93% of childhood sexual abuse victims know, love or trust their perpetrator in some way • 68% are assaulted by family members, and only 7% are abused by strangers • The estimated annual cost of child abuse in the United States in 2008 was $124 billion • The cost over a lifetime related to just one year’s worth of traumatized kids is $585 billion NOTE: these astonishing figures obviously repeat each year !!! So .. you say child abuse doesn’t affect you, your family, your community? Impossible. Child abuse occurs in every neighborhood, at every socioeconomic level, across all ethnic and cultural lines, within all religions and to people of all levels of education.
by Bill Murray, Los Angeles
Every fifth child you see (20 out of every 100) will be abused before their 18th birthday, and every fifth adult you know (20 out of every 100) was abused in their youth. You just don’t know you know them. Los Angeles, The Gang Capital of America: Part II as a parent, but obviously many are not. What are the telltale signs that people can look for in their children to counter such a spiral that would only lead them downward?
Introducing new columnist: Michelle Mataese
“I AM a Survivor of the gang lifestyle” By: Michelle Mataese
Some have said that the gangs of Los Angeles streets recruit more young people than our military. However, regardless of the effectiveness of the gang recruitment, as the saying goes, “It all starts in the home”. Few want to admit that they are not doing their part
Should you be concerned when your child’s wardrobe goes from the affordable clothes you scrape to put together to the big expensive clothing, sagging pants, starter caps, and the so called “do rags” of specific colors? What was once simply individuality of style and expression has taken a shape of commonality amongst street gangs and is recycling through generations. All parents should take the time and make the effort to educate themselves on these signs. Parents must take the lead in the all-important education, if not how can they expect their children to do so? As changing times continue to happen around the streets of LA, there is a pressing need for attention to the epidemic that has been
devouring our youth, manipulating their done that” right? Well if you have been needs, and killing the soul of innocence there, what have you done WITH that? that earns the name of city of Angels. This is a rhetorical question for the most part. Sexual Offender Fugitives ICE launches Smartphone App to locate Predators & Rescue Children from Sexual Abuse and Exploitation
LOS ANGELES – An unknown child sexual predator, most recently seen in videos discovered by Los Angeles-based special agents with U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI), is among the initial cases featured on a new smartphone app developed by ICE to enlist the public’s help seeking fugitive and unknown suspect child predators. ICE’s Operation Predator App, launched Thursday, is the first of its kind in U.S. federal law enforcement. It can be downloaded from Apple’s App Store or from iTunes. ICE is also planning to expand compatibility to other smartphones in the near future. Tips from the public can be reported anonymously through the app, by phone or online, 24 hours a day, seven days a week.
ICE hopes the app will generate leads resulting in the identification of a man seen in videos encountered by Los Angeles HSI special agents during the execution of a search warrant earlier this year. In those videos, the man is sexually abusing a 10 to 12-year-old girl. The suspect, whose name and whereabouts are unknown, is believed to be living somewhere in the United States or Canada, but he could be anywhere in the world. The first of four video files was uncovered by Interpol and submitted to the National Center for Missing & Exploited Children in 2006. The

four videos show a prepubescent girl being sexually abused by a bearded, blue-eyed adult male with short brown hair and glasses. He and the girl are in a wood paneled room with framed photos, a black computer, a desk with sewing machine and brown patterned curtains.
In addition to profiling John Doe cases like this, the new smartphone app contains photos and information about known fugitives in HSI criminal cases involving sexually abused and exploited children. ICE’s Operation Predator App will allow users to receive alerts about wanted predators, to share the information with friends via email and social media tools, and to provide information to HSI by calling or submitting an online tip. Additionally, the app will allow users to view news about arrests and prosecutions of child predators and additional resources about ICE and its global partners in the fight against child exploitation. “Earlier this year, our investigators in Los Angeles saw firsthand how vital the community’s help can be when a public appeal led to an arrest in a child sexual exploitation case that had gone unsolved for more than a decade,” said Claude Arnold, special agent in charge for HSI Los Angeles. “The creation and launch of this application provides ICE with another useful tool to reach the public and track down these

dangerous offenders.”
Letha Montemayor Tucker, 52, was indicted by a Los Angeles grand jury in February on child sex trafficking and child pornography charges after tips provided by the public identified the North Hills woman as one of two individuals allegedly involved in the production of a widely circulated series of child pornography images taken more than a decade ago. Montemayor, who remains in federal custody at this time, is slated to go on trial April 8. This launch of the new app is part of Operation Predator, a nationwide HSI initiative to protect children from sexual predators, including those who travel overseas for sex with minors, Internet child pornographers, criminal alien sex offenders and child sex traffickers. HSI encourages the public to report suspected child predators and any suspicious activity through its toll-free hotline at 1-866-347-2423 or by completing its online tip form. Both are staffed around the clock by investigators. Suspected child sexual exploitation or missing children may be reported to the National Center for Missing & Exploited Children, an Operation Predator partner, via its toll-free 24-hour hotline, 1-800-843-5678.
“When children are being sexually abused and exploited, it’s a race against the clock to rescue the child and bring the predator to justice,” said ICE Acting Director John Sandweg. “These investigations are one of our highest priorities, and in today’s world, we need to be technologically savvy and innovative in our approach.”
HSI is a founding member and current chair of the Virtual Global Taskforce, an international alliance of law enforcement agencies and private industry sector partners working together to prevent and deter online child sexual abuse.

Twin - Dwayne Jackson Jr. Murdered at 14 Dwayne Jackson Jr. of Carson, CA was murdered on October 18, 2001. Dwayne was born March 27, 1987 as a twin, he has a twin sister. Dwayne loved to skate and he participated in sports like basketball and football starting at the age of 7 years old. He often spoke about becoming a professional football player. He loved fashion and always had to be different from the dyeing of his hair to one shoe being a different color from the other. He was voted the “Cutest” and “Funniest” at Colin Powell Middle School. He could only be chosen for one so he went with “Cutest”. He brought great laughter to the family with jokes. His mother Jackie Jackson said, “I was the happiest mother ever finding out that I was having twins. I went from not able to have any children to twins. This has shattered my world.” Dwayne had just begun high school 2 weeks prior to being murdered. He was loved by so many students even the seniors. He was so excited about beginning High School. On October 18, 2001, Dwayne was out riding his bicycle with family & friends. Shortly after 5:30, a car described as a 1980 Chevrolet Caprice, fourdoor sedan with a taxi cab sign attached to the top
approached the group in front of 1473 E. Fernrock St, Carson, CA, Dwayne thought they were looking for directions but couldn’t hear what was being said so he moved closer to the vehicle. The passenger in the back seat shot Dwayne in the chest with a shot gun. The driver was described as a black male, about 17-20 years old at the time, bald and wearing dark clothing. The back seat passenger was described as a dark complexion male with corn rows, also was believed to range in age from 17 to 20 years old. His mother’s life has not been the same. She tries to keep in touch with detectives but believes she is wasting her time calling because this case will never get solved lack of evidence. Someone knows who killed Dwayne. It’s time to give this family peace and get this killer of the streets. *The city of Carson offered a $10,000 reward but no one has come forward with information to claim the reward. We hope someone will come forward with the missing piece of the puzzle. Anyone with information should contact Detective P. Martinez or Detective M Lillenfeld at Los Angeles Sheriff Homicide Division (323) 890-5500. File # 001-13670-1616-011

Chances of a Mumbai-Style Attack on U.S. Soil In November 2008, a group of terrorists used inf latable rafts to enter Mumbai, India, at night and ultimately killed over 150 people in shootings and sieges of cafes, a bank, hospitals, a Jewish center, and two hotels - notably the Taj Mahal Palace hotel, which was set on fire and became a hostage situation. The siege involved different areas of the large city and lasted 2 days. It has been called India’s 9/11.
The conclusion reached was that while an event similar to Mumbai is conceivable in the United States, it isn’t likely and the scale would not be as large. The report also commends the better-trained and wellequipped law enforcement bodies in the United States as a strong measure against such an event as they would respond more promptly and better prepared for active shooter events.
The RAND Corporation delivered testimony to Congress in June discussing the improbability for this style of attack on United States soil. The environment has changed considerably in the United States since 9/11; potential terrorists have less room to maneuver without being questioned if their actions seem odd or off.
(Source: RAND Corporation)
The report details a history of both foreign and domestic “lone wolf ” attacks in the west instead of organized, planned group attacks. Also, a large-scale armed assault has not been tried in the west; most events have been explosives of one type or another (e.g., Madrid, London, Boston).

CRIME TIP: Alleged Truck Thief Claimed, “Zombie Pursuit” By www.upi.com > Odd News TEMECULA, Calif., April 10 (UPI) -- Authorities in California said a man accused of crashing a stolen truck loaded with strawberries on an interstate said he was being chased by zombies. The California Highway Patrol said Jerimiah Hartline, 19, of Tennessee stole the semi from a weigh station on Interstate 15 in Rainbow around 6 p.m. Saturday and drove it to Temecula, where he collided with a Toyota Tacoma that in turn struck a Toyota 4-Runner and a Mercedes, The (Riverside) Press-Enterprise reported Wednesday. Investigators said Hartline struck two other cars before losing control of the truck, which flipped onto its side
When using public transportation, avoid sitting near exits. An attacker can reach in and grab a purse or jewelry as the bus or subway pulls away.
Highway Patrol spokesman Nathan Baer said Hartline climbed into a van and demanded a ride, but the driver instead pulled him out of the vehicle and held him with the help of other bystanders until officers arrived. Police said Hartline, who was a passenger in the semi before driving off at the weigh station, denied ever being behind the wheel of the truck and gave a different explanation for demanding a ride from the van driver. “He said zombies were chasing him and he had to get out of here,” Baer said. Baer said police have yet to determine whether Hartline was under the influence of drugs.

The subject was very sweaty and it appeared to officers that the he had been in a physical altercation. The rear bedroom appeared to be ransacked. Having probable cause to believe the suspect had attempted to commit a robbery against his mother officers placed the subject under arrest and transported him to Santa Monica jail.
out on October 1 and he’s wondering if the city of Pontiac owes him a new house. But many in the neighborhood are happy the wrong house was torn down. They say it was an eyesore with broken windows. They also said squatters were living in the home.
One homeowner accused of changing address numbers
“When I heard they tore down the house on accident I wanted to give them a twelve pack of beer,” said neighbor Fred Sargent. “I was that happy.”
by Kimberly Craig wyxz.com/dpp/news PONTIAC, Mich. (WXYZ) - One man’s ingenious plan to save his house from the wrecking ball caused crews to take down the wrong home in Pontiac on Thursday.
“If anybody was going to rent that out, it had to be a crackhead,” Sargent said.
The man who owned the house that was slated for demolition is accused of changing the address numbers with the house next door.
Detectives with the Oakland County Sheriff ’s Office are now investigating the alleged swapping of address numbers that led to the wrong house being torn down.

FOR INFORMATION ON THE MURDERS OF AMADO LOZANO JR. Amado Lozano Jr. was a hard working 28-year-old Latino that loved his family. Amado entered the world November 28, 1982 in San Pedro where he was a lifetime resident. He graduated from Banning High School. Amado was proud to be a casual longshoreman for 7 years where he worked hard to support his family. Sadly, he was shot and killed, under suspicious circumstances, on Tuesday, May 31, 2011 in his apartment in the 2600 block of South Alma Street in San Pedro. Coroner’s records show he had an apparent gunshot wound to the head, as well as a ripped black plastic bag loose around his neck. After the grim discovery, Los Angeles Police Department special-weapons team searched a nearby home looking for a suspect. On Wednesday June 1, 2011, the LAPD’s Robbery-Homicide Division arrested his 30-year-old ex-wife, Crystal Rose Lozano, and her 21-year-old friend, Wilson Lopez, in connection with the homicide. After further investigation and lack of evidence, they were released.

Mother’s Broken Heart Yearns for Justice Los Angeles Detectives By Don Abernathy In the early morning hours on the 17th of May, 2011, Arthur Lee Duncantell II and his friend, Shadow Alexander Smith, were murdered in cold blood. They weren’t out causing trouble and lived only a block away from where they were brutally murdered. Arthur Lee Duncantell II, known to family and close family friends as “Bubba,” was a young man full of hopes and dreams. He loved his friends and family. He wanted to join the military to help make a better his life for his family. Arthur was always talking to people in need and liked to help. Arthur’s mother Shelia would often tell him, “There is nothing wrong with helping people, but you can’t help everyone because everyone doesn’t want to be helped. Don’t play Captain Save the World”. Shelia recalls her last conversation with Arthur, “He chuckled on the phone and I could see him smiling through the phone.” She misses his laugh and big smile. On the morning of May 17th, 2011, Shelia went to work, just like any other day. As she passed the office TV she noticed an ABC 7 news report that 3 men were shot in North San Bernardino. One died at the scene, one died in route to the hospital and the third was in critical condition. She remembers thinking she was glad it wasn’t one of her children. Although very soon she started getting phone calls from Arthur’s friends and learned it was her son. To this day, she still doesn’t understand why she learned of the death from friends rather than police. Shelia recently said, “I’ve consistently tried to stay in contact with the local police and sheriff involved with my son’s case. The only compassion and support I’ve received is from one detective and that has been scarcely limited. I, along with Carla, Shadow’s mother, have been told because the city of San Bernardino

went bankrupt; cases occurring around the time of my son’s death and after were being filed away. In addition, the city’s police department is being taken over by the sheriff ’s department, who is not working the previous cases.” What does a loved one do when they are placed on the back burners of justice? Justice is supposed to blind to be equal but is it also blind to bankruptcy? If Shelia could say anything to her son she would say, “I love you”. Even though she said it often, she could never say it enough. She encourages parents to sit down with their children and talk to them and not at them. Find out what is going on in their lives on a daily basis. Learn and discuss their concerns, fears and most of all, their hopes. There are several assumptions concerning those who were involved in Arthur’s murder. Numerous witnesses were never interviewed by detectives even though they wished to give statements. Evidence surfaced but was ignored due to declining personal and attitudes from budget cuts and the pending bankruptcy Planning her son’s funeral was the hardest part of this horror. Shelia was pissed off, bitter, angry, frustrated and full of hate. As she continues to fight for justice, she advocates for those families who have felt the same loss.
Track Burning Man’s Killers By Dan Anderson -CrimeVoice.com
In the early morning hours of Wednesday, 4th of September, Los Angeles County firefighters extinguishing a small fire in the Castaic area on Lake Hughes Road made a grisly discovery – the burned and bullet-ridden corpse of a man, later identified as 35-year-old Los Angeles resident Lamondre Miles. Homicide investigators determined that Miles, who’d suffered multiple gunshot wounds to his upper torso, had been killed elsewhere before being taken to the Castaic area and set on fire. Sheriff ’s investigators, on the trail of several leads alongside Hawthorne Police detectives, surmised that Miles had been murdered in a car – a black 2007 Chevy Monte Carlo that has since been impounded by police – in the Crenshaw Boulevard / 105 Freeway area in Hawthorne the day before. Further investigation resulted in the arrest of two suspects – 23-year-old Joanna Amezcua and her 22-year-old brother, Luis – at their respective homes in South

Los Angeles this past Friday, September 6th. On September 10th, the two were formally charged by the L.A. County District Attorney’s Office with one count of murder each, with bail set at $1,000,000. Joanna Amezcua’s boyfriend, 33-year-old Javier Vega of South Los Angeles, was also charged that same day with accessory to murder and arson on $575,000 bail. Though motive is still under investigation, it appears to have been over a dispute concerning money that Miles had allegedly owed the suspects.

Former Customs and Border Protection Officer Sentenced to More Than Six Years for Receiving Bribes to Allow Aliens to Enter the U.S. Illegally Former Customs and Border Protection Officer Hector Rodriguez was sentenced September 9, 2013 by U.S. District Judge Roger T. Benitez to serve 78 months in federal prison, followed by three years of supervised release, for bribery, bringing in aliens for financial gain, and conspiracy. Rodriguez, who pleaded guilty on March 28, also forfeited a 2009 Jaguar, 12 luxury watches—including five Rolexes—jewelry, televisions, cash, and computers that were obtained as a result of his criminal activity. Two of Hector Rodriguez’s accomplices were also sentenced September 9, 2013.
Hector Rodriguez Gerardo Rodriguez Vanessa Moya Maria Guerrero
age 45, San Diego, CA age 42, C hula Vista, CA age 30, San Diego, CA age 39, Chula Vista, CA
Co-defendant Gerardo Rodriguez was sentenced to 60 months in prison, followed by three years of supervised release, and he forfeited a 2005 Mercedes, 2006 Harley Davidson, $60,000, televisions, and computers that were obtained as a result of his criminal activity. Codefendant Maria Guerrero was sentenced to 30 months in federal prison, followed by three years of supervised release, and ordered to pay a $40,000 fine. The case was investigated by the multi-agency Border Corruption Task Force. According to court records, defendant Hector Rodriguez agreed
that from around 2010 until his arrest on July 13, 2012, he received bribes from co-defendants Gerardo Rodriguez and Maria Guerrero, in the form of cash, use of luxury vehicles, and use of an apartment, in return for failing to enforce U.S. immigration laws by admitting illegal aliens into the U.S. through his inspection lane at the San Ysidro Port-of-Entry. Defendant Hector Rodriguez provided his lane assignment information to co-defendants, who would then drive vehicles containing illegal aliens from Mexico to the United States through his assigned inspection lane. On their date of arrest, July 13, 2012, co-defendant Gerardo Rodriguez drove a vehicle containing eight illegal aliens, and co-defendant Vanessa Moya drove a vehicle containing six illegal aliens through defendant Hector Rodriguez’s inspection lane. To conceal the smuggling, defendant Hector Rodriguez would enter into the government database false information about who was driving the vehicle and the number of occupants, thereby concealing the fact that the vehicles contained illegal aliens. (Co-defendant Vanessa Moya was previously sentenced on May 13, 2013, to five years of probation and ordered to pay a $2,500 fine.)
Surrogate Parenting Agency Owner Ordered to Pay $1.7 Million to Victims FRESNO, CA—Senior United States District Judge Anthony W. Ishii today ordered Tonya Ann Collins, 37, formerly of Modesto, to pay $1,760,090 to victims of her fraud scheme that she carried out through her agency, Surrogenesis USA Inc., United States Attorney Benjamin B. Wagner announced. According to court documents, from approximately November 2006 through March 2009, Collins defrauded clients of Surrogenesis. Surrogenesis purported to be a surrogate and egg donation agency that assisted individuals with infertility problems in having children through third-party assisted reproduction. Court documents show that Collins used the business accounts for personal purchases, including automobiles, homes, jewelry, clothing, and vacations for herself and others without the clients’ knowledge or consent. Collins used client trust funds that were supposed to be held in escrow accounts to directly pay for her personal purchases. Even though the accounts were drained and various surrogate mother fees and related surrogacy expenses were not paid, Collins continued to solicit new surrogate parent clients and funds. Collins was sentenced on May 13, 2013, and is currently serving a five-year prison sentence. This case was the product of an investigation by the Federal Bureau of Investigation. Assistant U.S. Attorney Kirk E. Sherriff prosecuted the case.

United States Attorney Laura E. Duffy stated, “The honesty and integrity of those who protect our borders are an integral part of the security equation. Corrupt officials who violate the public’s trust and jeopardize the security of our borders will not be tolerated and will be brought to justice.” Pete Flores, director of CBP field operations for San Diego, said, “The sentencing of this former officer sends a message both to the community at large and to those in trusted positions in federal law enforcement who would contemplate participating in corrupt and unlawful behavior. We will not tolerate corruption within our workforce, and we will actively ferret out and prosecute to the fullest extent of the law any employees who commit unethical or unlawful acts that violate that special trust.” FBI Special Agent in Charge (SAC) Daphne Hearn commented, “Public corruption tears at the fabric of our communities and our national security. The FBI will continue to work with our partners in the Border Corruption Task Force (BCTF) to
root out corruption along the Southwest Border and ensure those who violate the public’s trust are held accountable.” The public can report alleged instances of corruption to the FBI hotline at 858-320-1800. Sexual Offender Fugitives Man Previously Convicted of Transporting Minors to Work as Prostitutes Faces New Charges of Sex Trafficking Women SANTA ANA, CA—A Seattle man with a long history of forcing women into the sex trade was arraigned September 9, 2013 on new charges that accuse him of sex trafficking and could send him to prison for at least another 15 years. William Earl Flavors, who is sometimes known as “Andre,” 40, pleaded not guilty September 9, 2013 after a federal grand jury indicted him on one count of sex trafficking by force, fraud, or coercion and two counts of transportation into prostitution. Flavors allegedly brought two victims from Long Beach to Las Vegas, where they were forced or coerced to work as prostitutes. The sex trafficking count carries a mandatory minimum of 15 years in federal prison.

supervision for previously beating and forcing minors into prostitution makes the nature and circumstances of defendant’s acts even more appalling.” United States District Judge Cormac J. Carney earlier this year found Flavors to be in violation of his supervised release, based on his state court pimping conviction. Judge Carney revoked his supervised release and sentenced him to a four-year prison term.
Flavors was previously prosecuted by the United States Attorney’s Office in a case that brought him a 14-year prison sentence in May 2000. In that case, Flavors admitted transporting two teenage girls from Washington and forcing them to work as prostitutes in Orange County.
Judge Carney said the “violation offends a woman’s right to liberty, dignity, and self-determination. Women have a fundamental right to be free from bodily exploitation and not have their bodies exploited by Mr. Flavors and others as a source of profit.”
Flavors completed his sentence in late 2011 and was on supervised release until October 2012, when he was arrested by Long Beach police after a woman reported being attacked by Flavors. Authorities believe that Flavors began pimping women soon after being released from prison. Flavors pleaded guilty in state court last year to pimping and was sentenced to four years in prison.
An indictment contains allegations that a defendant has committed a crime. Every defendant is presumed innocent until and unless proven guilty in court.
In a document filed for the hearing to revoke Flavors’ supervised release, prosecutors wrote, “Placing women into prostitution, in addition to physically assaulting and threatening the women to ensure that the women stayed with defendant and worked for defendant, cannot be described as anything other than deplorable. The fact that defendant committed these acts while under this court’s

The sex trafficking charge carries a potential life sentence and a mandatory minimum sentence of 15 years in federal prison.
