Operation Smokin’ Aces Targets Mexican
Mafia Operations in Orange County

Federal and State Grand Juries Indict 129 Defendants who Allegedly Assisted the Prison Gang or Were Involved in the Business of Numerous O.C. Street Gangs SANTA ANA, CA—On the morning of September 24, 2013, hundreds of law enforcement officials fanned out across Southern California to conclude Operation Smokin’ Aces, an investigation conducted by the Santa Ana Gang Task Force that targeted the Orange County wing of the Mexican Mafia, which allegedly exercises control over Latino street gangs and is a powerful force in the local jail system. A total of 129 defendants have been named in indictments issued by county and federal grand juries. Each of the defendants is linked to an Orange County street gang that claims allegiance to the Mexican Mafia, which is also called the Eme. Some of the federal defendants also are associates of the prison gang who allegedly worked directly with one of the two Mexican Mafia members who oversee the Orange County wing of the criminal enterprise.
During the course of the investigation, task force members made undercover purchases of 67 weapons (38 handguns and 29 rifles). They also seized 22 pounds of methamphetamine, 1.5 pounds of heroin, and three pounds of cocaine. Over the past three months, a federal grand jury in Orange County has returned 26 indictments that charge a total of 86 defendants. The indictments allege a wide range of criminal conduct, including murder and assault, extortion and “tax” collection, and the street-level distribution of narcotics.
As part of Smokin’ Aces, the Orange County District Attorney has also obtained indictments that charge a total of 43 defendants. At the center of Smokin’ Aces is a federal racketeering indictment that focuses on the operations of the Mexican Mafia in Orange County, a criminal organization that for many years has been headed by Peter Ojeda, who allegedly ordered murders and assaults on behalf of the Mexican Mafia. (Ojeda is not formally charged in the indictment unsealed September 24, 2013, but he is currently pending trial in another racketeering case that was filed in 2011 in relation to Operation Black Flag.) The racketeering indictment alleges a conspiracy to violate RICO, the federal Racketeer Influenced and Corrupt Organizations Act. The RICO indictment unsealed today charges 26 defendants associated with the Orange County branch of the Mexican Mafia, including those who implemented orders given by Eme leaders, gang members who collected and delivered “tax payments,” and women associated with the organization who serve the “crucial” function of moving messages from incarcerated Mexican Mafia operatives to their minions on the streets. The Mexican Mafia is a powerful and violent prison gang that controls drug distribution and other illegal activities within the California penal system and on the streets of Southern California by organizing Latino street gang members for the purpose of establishing a larger network for the Mexican Mafia’s illegal activities. If a street gang does not comply with the demands of the Mexican Mafia, the prison gang will order the assault or murder the offending gang’s members, whether they are in custody or on the streets. The majority of the federal indictments target gang members who allegedly trafficked in significant quantities of narcotics and firearms. Two of the indictments outline large drug trafficking conspiracies, one of which focuses on the Santa Ana-based Delhi gang. The gang members and their associates were paying “taxes” or “rent” to the
Mexican Mafia, and this revenue stream fortified the control the Mexican Mafia has over members of gangs, whether they are on the street or in custody. The first large drug distribution indictment charges 15 people and outlines the activities of an organization allegedly run by George “Monk” Martinez and John Terrones, who are alleged leaders of the Santa Anabased Delhi gang and who are also named in the RICO indictment. The narcotics indictment alleges a conspiracy to distribute methamphetamine and heroin.
According to Sgt. Nancy Drake of the Los Angeles County Sheriff’s Special Victims Bureau, an investigation of Orellano started in March, 2013 after allegations that he sent sexually explicit text messages to a 17-year-old female student at California High School. Prosecutors said as the investigation progressed, detectives learned that Orellano and the student had sex in February. Los Angeles County District Attorney’s officials say he plead “no contest” to a felony charge of unlawful sexual intercourse in late July. As a result of the plea, additional charges of unlawful sexual intercourse and 2 counts of oral copulation with a minor were dismissed. Under the plea agreement, Orellano was only sentenced to 90 days in jail and 5 years of probation by Norwalk Superior Court after admitting to a sexual relationship with a 17 year old student. He will not be required to register as a sex offender. County booking records show Orellano was arrested in May. Bail was set at $240,000 which he posted 3 days later. He remained free until the sentencing hearing where he was taken into custody to begin serving his sentence. Orellano was immediately placed on leave once the allegations came to light. Officials said he resigned from his position two days later.
The second narcotics trafficking indictment charges a dozen individuals with participating in a methamphetamine distribution organization headed by Mario Franco, a member of a Santa Ana-based gang who also is named in the RICO indictment. Operation Smoking Aces is the latest action by the Santa Ana Gang Task Force to target the Mexican Mafia and its control over Latino street gangs in Orange County. In July 2011, authorities announced Operation Black Flag, which led to charges against 99 defendants, including Peter Ojeda (see: http://www.fbi.gov/losangeles/press-releases/2011/

Smokin’ Aces was an investigation conducted by the Santa Ana Gang Task Force, which consists of agents and officers with the Federal Bureau of Investigation; the Santa Ana Police Department; the Orange County Sheriff’s Department; the Bureau of Alcohol, Tobacco and Firearms and Explosives; and the California Department of Corrections and Rehabilitation-Special Service Unit. Special agents with IRS-Criminal Investigation also participated in Operation Smoking Aces. Multiple agencies assisted during today’s operation, including personnel with the United States Marshals Service; the Anaheim Police Department; the Newport Beach Police Department; the Fountain Valley Police Department; the Huntington Beach Police Department; the Brea Police Department; the Irvine Police Department; the Buena Park Police Department; and the Garden Grove Police Department.

We’ve received dozens of calls from Sex Offender Violators that want their information removed from our paper and our website before their friends, coworkers, neighbors, spouses and even fellow gang members find out they are a Sex Offender. My response is always the same: register with your local police and notify us. Once registration is verified with the Department of Justice, we will gladly remove them from our database at no charge.
An innocent victim of the registry process is the person that moves into a residence where a Registered Sex Offender previously lived. If the Sex Offender

Los Angeles County has approximately 11,300 Sex Offenders that require registration on an annual, or sometimes monthly, basis with the police in their city of residence. Approximately 1,500 are currently in violation of their registration status. The police are buried dealing with growing crime rates and battling budget cuts so they don’t have as much time as they would like to track down these violators. Some Sex Offender Violators know this and use it to their advantage by not registering. ‘Attention!’ shines a spotlight on these violators encouraging them to do the right thing and prove to society they have learned their lesson by
registering. If everyone is watching them, then maybe they won’t reoffend.

Can A Child Abuse Offender Be Treated? Maybe .. just maybe eventual therapy that would reduce the likelihood a child predator would re-commit their crimes, and point to limited success of chemical and surgical procedures, few offer meaningful lifechanging therapies. Most agree the compulsions and preference for sex with young kids is hard, if not impossible, to break.
Bill Murray-Los Angeles There’s a raging controversy going on amongst many professionals in psychotherapy / treatment circles and in the world of law enforcement and criminal justice. While some hold out hope-against-hope for an

The recidivism rate for child molesters is huge, and society’s best answer as to how to deal with this fact is simply by “registering” level two (and above) sex offenders, and by trying to restrict where these registered sex offenders can live after they’ve served their prison time. We’ve created online mapping systems to indicate where in the community a released sex offender lives and require consistent re-registration and check-ups by parolees. In some cases we track these criminals by the wearing of ankle bracelets. But none of these things are meant to do anything more than “protect” the community by letting us know an offender’s supposed domicile, and the data bases carrying this information are notoriously incorrect and in need of updates. Besides, they’re not shared between jurisdictions, compounding the problem of “tracking” offenders
and making it relatively easy for predators to change locale as a way of escaping detection. If there’s a bright spot in all this it may be that there’s some evidence that behavior modification therapies can prove effective if they’re offered to a young, first-time offender whose predilection for young kids has perhaps not yet been fully formed. But this depends on offering appropriate psychotherapy to the right group of incarcerates, and on catching up with them early on. Sadly, the statistics also show us that the average child abuse offender who’s arrested for the first time has committed 120 instances of sexual assault and molestation when captured. Others will be caught after a few abuses and the most clever will commit hundreds of acts before they’re discovered (if ever).

When people believe in the ethics of street law, they should all know that those laws are created out of a prison cell and function in a cruel and often unfair “no holds barred” manner. One night, I found myself getting one of those phone calls to come “ride” with them on a “mission”, the kind of call that the “code” says must be answered, and my response probably shattered the hearts of certain individuals, because I replied firmly, “instead of calling me up to ask me to come “ride” with you, just call me up and say, ‘I want you to go to jail with me or probably lose your life over my own ignorance’, because that is what you are really asking me!” I didn’t
hear an immediate answer, but I believe they thought I was joking with them. I guess that is when I started to realize that not only was my cause to live truly distorted, but my so-called friends were just using me for whatever reason and abused it for their own ignorance. I could not be angry at them nor myself, because we were uneducated to the truth and ignorant to what more could be of our lives. So, “I have been there” and I can continuously say “I done that” because I am doing something WITH that experience. Many people can make a difference continuously and do what is right by
getting involved. It starts with you, in your home, and in our communities. Wars have long been fought and some have been won in many places throughout the world by America, but there are also wars being fought everyday on our own streets, and while there are no real “winners” the losers are our children and our families. When will people get tired of being sick and tired of the violence and crime? When will people decide it’s time for parents to stop burying their children? You are each empowered to make those choices today! Decide that today is the last day you will sit-back and let the madness
continue. Do something…get involved, I did and if I did, you can too. Because until we all make that choice, nothing will ever truly get better and the gang lifestyle will continue to terrorize our tomorrows and haunt our yesterdays.

Norwalk resident Jorge Juan Castro, 53 was arrested Sept. 13 on suspicion of rape, oral copulation and penetration by a foreign object. Castro allegedly tried to control his victims by threatening them with deportation. But several of the victims told their friends, who came forward and reported the crimes to police. The assaults may have started as early as 2004, said authorities, with the victims’ ages ranging from 18 to 39.

FRESNO, CA—United States Attorney Benjamin B. Wagner announced the following developments in cases today in United States District Court in Fresno: Tennessee Man Pleads Guilty to Receiving Child Pornography, Docket # 1:12-Cr-00081 LJO Christopher Joseph Kirk, 36, of Big Sandy, Tennessee, pleaded guilty today to receiving child pornography. According to court documents, Kirk admitted that in 2006, while living in Kern County, he knowingly received more than 600 images of child pornography, several of which depicted prepubescent minors, violence, sadistic, or masochistic conduct. This case was the result of investigations by the Federal Bureau of Investigation Offices in Bakersfield; Detroit; Albany, New York; and Tulsa, Oklahoma, and the Bakersfield Police Department. Kirk was remanded into custody today. He will be sentenced on December 16, 2013, at 8:30 a.m. by United States District Judge Lawrence J. O’Neill. The plea agreement indicates a sentence of nine years in prison, to be followed by 15 years of supervised release, during which his access to computers, the Internet, and minors will be restricted. The actual sentence, however, will be determined at the discretion of the court after consideration of any applicable statutory factors and the Federal Sentencing Guidelines, which take into account a number of variables. Ronald Scott Roufs, 48, of Fresno, was sentenced by United States District Judge Lawrence J. O’Neill to 11 months in prison, to be followed by 10 years of supervised release, for failure to register as a sex offender. According to court documents, Roufs was obligated to register as a sex offender after serving six years and four months in prison for a 1991 conviction in Thurston County, Washington, for child molestation. The Mason County Sheriff’s Office in Washington began an investigation in June 2011 after Roufs moved from his residence in Washington and failed to update his registration as a sex offender. The Fresno Office of the United States Marshals Service assisted with the investigation and ultimately located Roufs in Fresno. At the time of his arrest, he was residing next to a day care facility for children. The investigation revealed that he had also lived in Oregon and Missouri. Assistant United States Attorney David Gappa prosecuted both cases. These cases were brought as part of Project Safe Childhood, a nationwide initiative launched in May 2006 by the Department of Justice to combat the growing epidemic of child sexual exploitation and abuse. Led by the United States Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section, Project Safe Childhood marshals federal, state, and local resources to locate, apprehend, and prosecute those who sexually exploit children and to identify and rescue victims. By Don Abernathy WASHINGTON—Retired FBI bomb technician, Donald John Sachtleben, 55, of Carmel, Indiana, has plead guilty to unlawfully disclosing national defense information relating to a disrupted terrorist plot. Sachtleben had already plead guilty to charges of possessing and distributing child pornography resulting from a separate investigation. The plea agreements signed by the parties would resolve both cases in court proceedings in Indiana. The agreements, which are contingent upon the court’s approval, call for Sachtleben to plead guilty to the two national security charges as well as the two child pornography offenses. The plea agreements call for Sachtleben to be sentenced to a total of 10 years 2 months of incarceration, including a 3 year 7 month prison term for the national security offenses and a consecutive 8 year term for the child pornography charges. Sachtleben was hired by the FBI in 1983 and retired after 25 years in 2008. His main duty was a special agent bomb technician and was assigned to work on many major cases involving terrorist attacks. While employed by the FBI, Sachtleben held a top secret security clearance giving him regular access to classified and national defense information relating to the FBI and other members of the U.S. intelligence community. After retiring in 2008, Sachtleben was rehired as a contractor. A representative from the FBI said this is standard practice and happens all the time. What kind of encouragement does this practice give to new agents who hope to climb the management ladder? Due to his official contractor responsibilities, he maintained his top secret security clearance as an FBI contractor. As a result, he continued to have regular access to classified and national defense information relating to activities by the FBI and other members of the U.S. intelligence community. “This unauthorized and unjustifiable disclosure severely jeopardized national security and put lives at risk,” Deputy Attorney General Cole said. “To keep the country safe, the department must enforce the law against such critical and dangerous leaks, while respecting the important role of the press under the department’s media guidelines and any shield law

Sachtleben was identified as a suspect in the case of this unauthorized disclosure only after toll records for phone numbers related to the reporter were obtained through a subpoena and compared to other evidence collected during the leak investigation. This allowed investigators to obtain a search warrant authorizing a more exhaustive search of Sachtleben’s cell phone, computer, and other electronic media, which were in the possession of federal investigators due to the child pornography investigation. The child pornography investigation was brought as part of Project Safe Childhood, a nationwide initiative to combat the growing epidemic of child sexual exploitation and abuse launched in May 2006 by the Department of Justice. Led by United States Attorneys’ Offices and the Criminal Division’s Child Exploitation and Obscenity Section (CEOS), Project Safe Childhood marshals federal, state, and local resources to better locate, apprehend, and prosecute individuals who exploit children via the Internet, as well as to identify and rescue victims. On Sunday, December 2, 2012, at 2:15 am, a vehicle described as a 1997/1998, dark gray SUV with a possible 4-5” lift kit was travelling northbound on Reseda Boulevard at Bessemer St. just north of Oxnard St. and collided with Thomas Robert Price as he crossed eastbound on Reseda Boulevard. While Price lay motionless in the roadway, he was struck by a second compact passenger vehicle. Victim Price passed away at a local hospital. The hit and run vehicles and suspects remain outstanding. Councilman Zine and the Los Angeles City Council have offered this reward for information leading to the arrest and conviction of the person(s) responsible for this tragedy. The California Constitution, article 1, Section 28, confers certain rights to victims of crime. Those rights include: 1. Fairness and Respect To be treated with fairness and respect for his or her privacy and dignity, and to be free from intimidation, harassment, and abuse, throughout the criminal or juvenile justice process.
2. Protection from the Defendant To be reasonably protected from the defendant and persons acting on behalf of the defendant.
3. Victim Safety Considerations in Setting Bail and Release Conditions To have the safety of the victim and the victim’s family considered in fixing the amount of bail and release conditions for the defendant.
4. The Prevention of the Disclosure of Confidential Information To prevent the disclosure of confidential information or records to the defendant, the defendant’s attorney, or any other person acting on behalf of the defendant, which could be used to locate or harass the victim or the victim’s family or which disclose confidential communications made in the course of medical or counseling treatment, or which are otherwise privileged or confidential by law.
5. Refusal to be Interviewed by the Defense To refuse an interview, deposition, or discovery request by the defendant, the defendant’s attorney, or any other person acting on behalf of the defendant,
and to set reasonable conditions on the conduct of any such interview to which the victim consents.

LA County Re-launches Baby Safe Surrender Campaign on 12th Anniversary
by Don Abernathy Los Angeles County officials are relaunching the Baby Safe Surrender program as they celebrate its 12th anniversary on Thursday September 26th. Los Angeles County Supervisor Don Knabe said, “There are so many loving families out there looking to adopt a child, and that’s really important. But it’s also the courage of the mother to make the right decision.” In 12 years, 109 infants have been safely surrendered. More could be surrendered if only the mothers knew of the program. As recently as Sept. 9, a South El Monte mother carelessly tossed her newborn in the trash. She was arrested and faces criminal charges. “They have to be courageous to make that decision, because they are giving up something. But they’re giving up and they’re giving that child a chance at life with a very loving family,” said Knabe.
How to Surrender a Baby: The Safely Surrendered Baby Law gives parents the choice to legally leave their baby with an employee at any Los Angeles County hospital or fire station at any time, no questions asked.
If you think this is the right choice for you, here’s what you need to do: 1. Go to a Safe Surrender site (at any Los Angeles County hospital or fire station) and give the baby to an employee within 72 hours of the baby’s birth. 2. Fill out a voluntary and anonymous medical history form (or take one home and mail it back later) to help provide medical care for the baby. 3. Obtain an I.D. bracelet that matches one that will be fastened to the baby’s ankle. The bracelet will help you get the baby back if you change your mind (you have 14 days from the day of surrender).

In 2004, the head District Attorney, for the City of Los Angeles, stated that during his time in office he would not allow entertainers, actors, or actresses to prevail in cases of celebrity justice. However on September 24, 2004, after he swore this would never happen, Christopher Stanley Bailey Newton became a victim of Celebrity Justice! Damien Holland, the son of Yvette Stevens, aka Chaka Khan, shot Christopher Stanley Bailey Newton in the head with an AK 47 Bushman Automatic Assault Weapon, which is illegal in the state of California. It takes 8 lbs, of pressure to pull the trigger on an AK 47 Bushman Automatic. Yet the courts said it was an accidental shooting. They say he slept with Damian Holland’s, baby’s momma, Dayna Washington. When Christopher was kidnapped and brought upstairs to the studio apartment that Damian, Dayna, and Christopher shared, Dayna stated that she did not sleep with Christopher. The judge instructed the jury “no less than Manslaughter”. Ironically, in the middle of giving the Jury Instructions, she changed the counts from Manslaughter to Kidnapping and First Degree Murder. What happened to the other charges?

The State of California is reacting to a federal mandate to ease the overcrowding in the state’s prisons by releasing inmates early, reducing sentences and pushing inmates into county jails. This push back from the state has added to the already overcrowd Los Angeles County jails. Limited space in the over-crowded Los Angeles county jails means low level male offenders only serve an average of 20 percent of their courtmandated sentence, while women inmates only serve an average of 10 percent.

Why was she able to utilize her Fifth Amendment rights before the trial even started! She also was never subpoenaed to deliver a testimony about the shooting of a 17 year old child!
“As a taxpaying citizen of Los Angeles County, I question why we have people in jail for committing crimes but claim they don’t pose a risk to society. Isn’t the fact that they were caught committing a crime reason enough to protect society?” The county is trying to ensure that prisoners who pose a serious threat to the community serve the majority of their sentences while saving money. The cost to house inmates at Taft Community Correctional Facility is about $60 per day while

the cost in Los Angeles County is about $118 per day. The real question here should be why is the cost in Taft half the cost in Los Angeles? This move seems to be a temporary fix for a much more serious problem. Why do we have so many citizens being arrested and sentenced to county jail or state prison? The answer is incarceration is no longer a deterrent to crime. According to the California Department of Corrections and Rehabilitation, the recidivism rate for felons 25 and older is over 60%, under the age of 24 is over 70%. That means that roughly 6.5 out of 10 released inmates will return to jail within 3 years for committing another crime. With so many inmates returning to prison and new criminals entering a life of crime, how can anyone expect the prisons not to be full. More prisons, shuffling around inmates and early release is proving not to be a valid solution. The only solution is to stop making prisons a resort for criminals. California spends over $50,000 per year on each state inmate while Los Angeles County spends over $40,000 per year on each county inmate. Maybe if we cut back on the extra amenities and creature comforts provided to inmates and go back to the practices of jail being a punishment, we would not have so many prisoners eager to return.

Panasonic Executive Indicted for Role in Fixing Prices on Automobile Parts Sold to Toyota to Be Installed in U.S. Cars WASHINGTON—A Detroit federal grand jury returned an indictment against a Panasonic Automotive Systems Corporation executive for his role in an international conspiracy to fix prices of switches and steering angle sensors sold to Toyota and installed in U.S. cars, the Department of Justice announced today. The indictment, filed today in U.S. District Court for the Eastern District of Michigan, in Detroit, charges that Shinichi Kotani, a Japanese national, participated in a conspiracy to suppress and eliminate competition in the automotive parts industry by agreeing to rig bids for and to fix, stabilize, and maintain the prices of switches and steering angle sensors sold to Toyota Motor Corporation and Toyota Motor Engineering & Manufacturing North America Inc. for installation in vehicles manufactured and sold in the United States and elsewhere. Kotani is the Director of Global Automotive Marketing and Sales at Panasonic. Panasonic is an Osaka, Japan-based manufacturer of automotive parts, including steering wheel switches, turn switches, wiper switches, combination switches, and steering angle sensors. Panasonic pleaded guilty in August 2013, to its role in the conspiracy and was sentenced to pay a $45.8 million criminal fine. The indictment alleges, among other things, that from at least as early as January 2004 until at least February 2010, Kotani and his co-conspirators attended meetings to reach collusive agreements to rig bids, allocate the supply, and fix the prices of switches and steering angle sensors sold to Toyota. The indictment alleges that Kotani and his co-conspirators had further communications to monitor and enforce the collusive agreement. “The Antitrust Division remains vigilant in its ongoing efforts to hold executives accountable when they engage in anti-competitive conduct that harms American consumers,” said Scott D. Hammond, Deputy Assistant Attorney General for the Antitrust Division’s criminal enforcement program. “As a result of the Antitrust Division’s ongoing investigation into bid rigging and price fixing in the auto parts industry, 19 executives have been charged.” “I am proud of the hard work done by the FBI agents and the Department of Justice attorneys who worked on this case,” said John Robert Shoup, Acting Special Agent in Charge, FBI Detroit Division. “The global resources of the FBI are always ready to respond when these complex financial conspiracies threaten our national economy.”
Two Brothers Plead Guilty to Defrauding Sports Fans -BUYER BEWARE!!-
United States Attorney Laura E. Duffy announced that twin brothers Anthony Donald Casias and Leo Ronald Casias, Jr., pled guilty to a scheme to defraud local sports fans through their company, L&T Sports Events, Inc. According to court documents, clients of L&T Sports paid in advance for travel, lodging, transportation, and game tickets to out-of-town sporting events, such as San Diego Chargers away games, other NFL games, and collegiate sporting events. The brothers told customers that L&T Sports purchased specific flights, game tickets, and hotel accommodations for them for a set amount of money. The defendants even promised clients that L&T Sports obtained tickets in specific seating areas (for example, lower level corner end zone or club level seating), accommodations at specified hotels, and seats on specific airline flights, to reassure clients that the services clients paid for would be provided when the clients arrived at the game destinations. The defendants admitted today that once the clients paid the advance fees in reliance on the brothers’ statements, the defendants fraudulently diverted the funds to other uses, thereby leaving clients stranded in other cities without hotel accommodations, transportation, game tickets, and flights back to San Diego. Court documents indicate that on at least one occasion the defendants used one individual’s credit card to pay for another L&T Sports client’s trip to Hawaii. Furthermore, according to individuals who addressed the court at today’s guilty plea, the defendants borrowed money from victims, claiming that the funds would be used to purchase specific travel-related services to keep the business afloat. Instead, the brothers used the money for personal expenses, such as car payments and cable

Kotani is charged with price fixing in violation of the Sherman Act, which carries a maximum penalty of 10 years in prison and a $1 million criminal fine for individuals. The maximum fine may be increased to twice the gain derived from the crime or twice the loss suffered by the victims of the crime, if either of those amounts is greater than the statutory maximum fine. Including Kotani, 11 companies and 19 executives have been charged in the Justice Department’s ongoing investigation into the automotive parts industry. To date, more than $874 million in criminal fines have been imposed and 14 individuals have been sentenced to pay criminal fines and to serve jail sentences ranging from a year and a day to two years each. One other executive has agreed to serve time in prison and is scheduled to be sentenced on September 25, 2013. The charges are the result of an ongoing federal antitrust investigation into price fixing, bid rigging, and other anti-competitive conduct in the automotive parts industry, which is being conducted by each of the Antitrust Division’s criminal enforcement sections and the FBI. Today’s charges were brought by the Antitrust Division’s National Criminal Enforcement Section and the FBI’s Detroit Field Office, with the assistance of the FBI Headquarters’ International Corruption Unit. You’re a grandparent, and you get a phone call or an e-mail from someone who identifies himself as your grandson. “I’ve been arrested in another country,” he says, “and need money wired quickly to pay my bail. And oh by the way, don’t tell my mom or dad because they’ll only get upset!” This is an example of what’s come to be known as “the grandparent scam”—yet another fraud that preys on the elderly, this time by taking advantage of their love and concern for their grandchildren. The grandparent scam has been around for a few years—our Internet Crime Complaint Center (IC3) has been receiving reports about it since 2008. But the scam and scam artists have become more sophisticated. Thanks to the Internet and social networking sites, a criminal can sometimes uncover personal information about their targets, which makes the impersonations more believable. For example, the actual grandson may mention on his social networking site that he’s a photographer who often travels to Mexico. When contacting the grandparents, the phony grandson will say he’s calling from Mexico, where someone stole his camera equipment and passport. Common scenarios include: A grandparent receives a phone call (or sometimes an e-mail) from a “grandchild.” If it is a phone call, it’s often late at night or early in the morning when most people aren’t thinking that clearly. Usually, the person claims to be traveling in a foreign country and has gotten into a bad situation, like being arrested for drugs, getting in a car accident, or being mugged…and needs money wired ASAP. And the caller doesn’t want his or her parents told. Sometimes, instead of the “grandchild” making the phone call, the criminal pretends to be an arresting police officer, a lawyer, a doctor at a hospital, or some other person. And we’ve also received complaints about the phony grandchild talking first and then handing the phone over to an accomplice…to further spin the fake tale. We’ve also seen military families victimized: after perusing a soldier’s social networking site, a con artist will contact the soldier’s grandparents, sometimes claiming that a problem came up during military leave that requires money to address. While it’s commonly called the grandparent scam, criminals may also claim to be a family friend, a niece or nephew, or another family member. What to do if you have been scammed. The financial losses in these cases—while they can be substantial for an individual, usually several thousand dollars per victim—typically don’t meet the FBI’s financial thresholds for opening an investigation. We recommend contacting your local authorities or state consumer protection agency if you think you’ve been victimized. We also suggest you file a complaint with IC3, which not only forwards complaints to the appropriate agencies, but also collates and analyzes the data—looking for common threads that link complaints and help identify the culprits. The FBI’s advice to avoid being victimized in the first place: -Resist the pressure to act quickly. -Try to contact your grandchild or another family member to determine whether or not the call is legitimate. -Never wire money based on a request made over the phone or in an e-mail...especially overseas. Wiring money is like giving cash—once you send it, you can’t get it back.

prevention of child abuse. I didn’t even notice her shirt said “I pledge not to bully”. When I got a chance to speak to with them, I was shocked to learn Jade was bullied all through elementary and middle school until she made a life changing choice. “Sticks and stones may break my bones but words can never hurt me” is so untrue. Nobody knows how deep hurtful words can cut, except the person hearing them. Jade tried to be strong but the daily bullying by hurtful words continued to cut deeper and deeper. She tried to conform to stop the teasing but, as she says in her extremely honest blog, “my body didn’t get with the program.” As the words from the insensitive kids cut deeper, Jade started cutting physically herself. She got depressed and bottled everything up inside until she made a decision to change things, she tried to take her own life. How could anyone bully a child so much they want to die? Jade hid her pain so well, even her mother Vallerie didn’t know the extent until Jade tried to take her own life. Vallerie and Jade were at an emotional crossroad. Even though Jade made a wrong choice, Vallerie still deeply loved her daughter. Together they fought through

WASHINGTON – A pilot program designed to train military veterans to help investigators conduct criminal investigations into child pornography and online child sexual exploitation was announced today in Washington by the multi-agency team that established the project. The Human Exploitation Rescue Operative Child Recue Corps, or HERO Corps, was developed by U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI), the Defense Department’s Special Operations Command (SOCOM) and the National Association to Protect Children with support from the Oak Ridge National Laboratory (ORNL) in Tennessee. The first class of HEROs is made up of 17 veterans from the U.S. Army, Navy, Air Force and Marine Corps, many of whom are wounded, injured, ill or disabled special operations forces (SOF). Currently, the HEROs are attending seven weeks of training in computer forensic analysis and digital evidence collection at HSI’s Cyber Crimes Center in Fairfax, Va., in order to help identify and rescue child victims of sexual abuse and online sexual exploitation. Prior to that, they attended four weeks of intensive training at ORNL in Tennessee where they learned about child exploitation cases and the federal and state criminal laws that they will be helping to enforce. After completion of the training, HERO Corps participants will be based at HSI offices in Atlanta, Baltimore, Dallas, Fairfax (Va.), Las Vegas, Memphis (Tenn.), Miami, New Haven (Conn.), New Orleans, Orlando (Fla.), Phoenix, Savannah (Ga.), Seattle and Tampa (Fla.) These characteristics, shared by so many of our ICE employees, are essential in those who seek to protect and rescue children,” said ICE Acting Director John Sandweg. The HERO program is made possible by a five-year $10 million initiative funded with private sector money that underwrites training, logistics and equipment. “This innovative partnership between government, military and the private sector is exactly what taxpayers wish for and deserve,” said Grier Weeks, executive director of the National Association to Protect Children. “HSI is making child rescue a national priority, and I believe that mission will gain new momentum now that one of our early HERO planning partners, John Sandweg, is acting director of ICE.” “Meaningful employment allows our wounded, ill and injured SOF warriors to regain their purpose and relevancy as they transition from the military. The HERO program represents a great first step in that direction, but we must continue to expand our partnerships with other government agencies and organizations within the private sector to ensure we fully honor our commitment to our veterans,” said Brigadier Gen. Richard Keene, U.S. Special Operations Command (SOCOM) assistant deputy commander.
“Ultimately, this project will unleash the talent and determination of men and women who have demonstrated incredible commitment and valor,” said retired Army Master Sgt. Rich Robertson of Oak Ridge National Laboratory’s International Security and Analysis Division. “By hiring one of these soldiers, law enforcement agencies can greatly enhance their capabilities and ability to find, arrest and help convict predators who prey on thousands of children.” In fiscal year 2013 to date, more than 2,000 child predators have been arrested by HSI on criminal charges related to the online sexual exploitation of children. Since 2003, HSI has initiated more than 29,000 cases and arrested more than 10,000 individuals for these types of crimes. HSI encourages the public to report suspected child predators and any suspicious activity through its toll-free hotline at 1-866-DHS-2-ICE or by completing its online tip form. Both are staffed around the clock by investigators. Suspected child sexual exploitation or missing children may be reported to the National Center for Missing & Exploited Children via its tollfree 24-hour hotline, 1-800-THE-LOST.

Chameleon Thief Doesn’t Blend In On September 25, police arrested Aiden Zachary Wells, 20, for nabbing a Jackson’s Chameleon from a Florida Petco. Petco employees said 2 customers reached inside a secured aquarium and stole a Jackson’s Chameleon. The duo continued shopping for live crickets and mini mealworms to feed their new pet. Being faithful shoppers, they used their Petco rewards card at the checkout.
Upon review of the store’s surveillance video, police got a copy of the receipt and identified Aiden Wells as the suspect. When contacted by cops, Wells allegedly confessed and named his 17-year-old accomplice. Wells agreed to bring the Jackson’s Chameleon back to the store, but the chameleon died in transit. Further charges are being considered.
