Enrique (Kiki) Camarena grew up poor, worked his way through college, served in the Marines, became a fire fighter and a police officer but had larger dreams to make a difference. When he decided to join the US Drug Enforcement Administration, his mother tried to talk him out of it. “I’m only one person”, he told her, “but I want to make a difference.” Agent Camarena did make a difference.

meet his wife for lunch. Five men appeared at the agent’s side and shoved him in a car. On March 5, Camarena’s tortured body was found in a shallow grave about 70 miles outside Michoacán, Mexico. Pathologists who examined his body believed the actual date of death was more likely around February 9. Agent Camarena was survived by his wife Mika and 3 children Enrique (11), Daniel (6), and Erick (4).

In 1981, Agent Camarena moved to Guadalajara, Mexico to work undercover investigating a major drug cartel believed to include officers in the Mexican army, police and government. On Feb. 7, 1985, 37-year-old Camarena left his office to

Búfalo’ The rancho employed 1,000’s of farmers with an annual production valued at $8 billion. The drug lords were outraged and set to investigate the source of the leak. Drug lord Miguel Ángel Félix Gallardo ordered the kidnapping of Camarena on February 7, 1985. The investigation shows the kidnapping was apparently done in broad daylight by corrupt police officers on Gallardo’s payroll. The torture and murder of Camarena prompted a swift reaction from the U.S. Drug Enforcement Administration (DEA) and launched Operation Leyenda, the largest DEA homicide investigation ever undertaken. A special unit was dispatched to coordinate the investigation in Mexico – where corrupt officials were being implicated. Investigators soon identified Miguel Ángel Félix Gallardo and his two close associates, Ernesto Fonseca Carrillo and Rafael Caro Quintero, as the primary suspects in the kidnapping. Under pressure from the U.S.A., to President Miguel de la Madrid’s government (1982-1988), Fonseca and Quintero were quickly apprehended, but Félix Gallardo still enjoyed political protection. The United States government pursued a lengthy investigation of Camarena’s

murder. Due to the difficulty of extraditing Mexican citizens, the DEA went as far as to detain 2 suspects, Humberto Álvarez Machaín, the physician who allegedly prolonged Camarena’s life so the torture could continue, and Javier Vásquez Velasco, to take them to the United States. Despite vigorous protests from the Mexican government, Álvarez was tried in United States District Court in Los Angeles. The trial resulted in an acquittal by a judge before the trial commenced. However the case was then appealed to the Supreme Court where they ruled that it is the State Department’s choice whether to break extradition treaties and apprehend fugitives in other countries. Therefore Machain could be charged with a crime. The four others, Vásquez Velasco, Juan Ramon Matta Ballesteros, Juan José Bernabé Ramirez and Rubén Zuno Arce (a relative of former President Luis Echeverría) did not escape, and were found guilty of Camarena’s kidnapping. Zuno Arce was known to have ties to corrupt Mexican officials who were implicated in covering up the murder. Sadly, the Mexican police destroyed evidence on Camarena’s body. In honor of Camarena’s memory and his battle against illegal drugs, friends and

Some of these new coalitions took Camarena as their role model and embraced his belief that one person can make a difference. These coalitions adopted the symbol of Camarena’s memory, the red ribbon. The National Family Partnership organized the first Nationwide Red Ribbon Campaign. Since that time, the campaign has reached millions of U.S. children and families. The National Family Partnership (NFP) and its network of individuals and organizations continue to deliver his message of hope to millions of people every year, through the National Red Ribbon Campaign.

DON ABERNATHY Whether owned, rented or rolling on wheels, our home is our castle. This is the place where we are supposed to feel safest and comfortable. We store our most precious possessions and build family memories that last a lifetime. But then someone decides to invade your home and steal your personal possessions. Recently burglars invaded a close friend’s house in the middle of the afternoon. They stole jewelry left by deceased relatives that only have sentimental value, their boy’s Christmas presents and numerous personal possessions. Please don’t get me wrong, we know

there are much worse crimes that affect people every day and material possessions are only material possessions. They are very lucky no one was hurt. But the worst thing is, right now their young boys feel violated in their own home. I tell them it could have been worse, but that doesn’t make them feel better. Now they’re dealing with insurance companies, detectives and most importantly trying to make their boys feel safe again.

The police investigators, the window repair people, Home Depot workers that sold them new locks and the alarm companies they’re interviewing all say home burglary is on the rise. Burglary victims often feel vulnerable and violated as their personal space has been invaded. Residential burglaries statistically occur during the day while families are at work or school. The most common entry technique is a hard

kick to the door, forcing the wooden jamb to give way. Household tools like hammers, screwdrivers, pry bars and pliers may be used to gain entry into your home. Unfortunately it’s hard to catch burglars in the act and harder to catch them after the fact. While residential burglaries seem random in nature, there is a simple selection process. Unoccupied homes with easy or concealed access and quick escape routes are targeted. Once inside burglars look for small expensive items that are easily traded for cash. Favorite items include cash, jewelry and electronics.

Harbor Area Town Hall meeting with Los Angeles City Attorney Mike Feuer brought the communities with their concerns and some unresolved matters pending on the evening of October 03, 2013 at Los Angeles Harbor College. The City Attorney and his “Crack Team” of helpers were very affluent in matters addressed by the community. The City Attorney gave an attribute of showmanship, as he explained the duties of his position and office that has limited resources. He did a very good job in tending to every question within his allotted time.

Sexual Offender Fugitives Corona Daycare Worker Arrested for Allegedly Kidnapping & Molesting 2 Minor Children By Don Abernathy

Miguel Flores Jr., 26 is a member of the staff at Bixby Oaks Day care Center at 1421 Rimpau Ave., where he supervises children in an afterschool program, according to police Sgt. Kim Velasco.

On the afternoon of October 9, 2013, Flores was arrested on suspicion of kidnapping and committing lewd acts on a child under 14 years old in connection with recent alleged attacks involving an 8-year-old and an 11-year-old, according to the Corona Police Department. Flores is being held in lieu of $250,000 bail. Detectives received a complaint Monday October 8, 2013 alleging that Flores had molested an 11-yearold girl. “Detectives interviewed (the child) and learned of specific incidents when the victim was alone with Flores,” Velasco said. According to the sergeant, investigators learned about a second potential victim and interviewed that youngster, who provided “specific information about Flores as well.” As the suspect prepared to leave the daycare center Tuesday to begin making his rounds, picking up children from various schools, he was taken into custody without incident and booked into the Robert Presley Detention Center in Riverside. “The Corona Police Department has learned that there are approximately 80 additional children at Bixby,” Velasco said. “Detectives would like to encourage these parents/guardians to talk to their children ... specifically about Miguel Flores.” Anyone with information was urged to call Detective Andy Bryant at (951) 817-5789.

They care and do a good job, teaching, watching and protecting our children. Unfortunately, a small amount of them have issues that endanger our children and bring all day care centers into questions. Does the caregiver appear to provide warm and loving care and guidance? • Listen to what your child says about the care received. • Don’t hesitate to discuss with the caregiver any problems or concerns you may have. The caregiver should

be willing to work with your family to make sure your child’s mental, physical, social and emotional needs are met. • Contact the licensing agency if there are problems you cannot resolve or serious concerns. • Review the facility file by contacting your local licensing agency. On Sept. 27 at 5:38 p.m. a Santa Monica Police motorcycle officer conducted a traffic stop of a vehicle displaying no license plates in the 1100 block of 3rd St. An investigation revealed that the driver did not have a driver’s license issued to her and had two outstanding warrants for her arrest. She admitted to having some methamphetamine and heroin in her vehicle. After a subsequent search of her vehicle, officers found .25 grams of heroin, and .08 grams of methamphetamine along with a glass smoking pipe, 7 used syringes, used cotton balls, and a large rubber band. She was arrested for possession of the drugs along with driving with no driver’s license, a probation violation, and two warrants; one being a no-bail warrant.

On Friday, August 9, at 10:05 a.m. Security Officer Gerry Fregoso was alerted that a woman seated in the front lobby of Sylmar Juvenile Hall Court was possibly having a seizure and in distress. Security Officer Fregoso responded and observed a 38-year-old woman unconscious on the floor. He immediately called for Deputy Derek Kruzner to assist him, and made a radio broadcast to the office for paramedics to respond. Deputy Tim Hemphill called 911 and Deputy Kruzner and Security Officer Fregoso had placed a pillow under the woman’s head and were trying to revive her. Sheriff ’s personnel noticed that the woman’s face was turning purple and she stopped breathing. They could not locate a pulse. Security Officer Fregoso maintained an open airway; Deputy Kruzner began rescue breathing using a manual resuscitator and Deputy Richard Nonn started chest compressions. The lifesaving Cardio Pulmonary Resuscitation (CPR) continued until

There’s no way you can shield your kids from finding out about illegal drugs, alcohol and tobacco but you can help your child reject offers to try substances. Before you work with your child on this issue, there’s one thing you need to know: Kids don’t usually get drugs from strangers. They get drugs from their friends. Police arrived to find Mr. Velasquez suffering from multiple gun shoot wounds. Mr. Velasquez was transported to USC Medical Center where he died as a result of his injuries. Detectives believe that Mr. Velasquez and his cousin were walking to a nearby store when a suspect armed with a handgun walked up to them and opened fire. This shows the kind hearted young man he was. When they were done, another friend invited him to a flyer party. Since he was leaving the next day, he thought this would be a good opportunity to say goodbye to friends and have one last night of fun.

What Can I do if I’m Being Cyberbullied?

Bullying and Cyberbullying are widespread problems. Learn more so you can help prevent it, or stop what has started.

Bullying is not a harmless phase some kids go through or a normal part of growing up. It has serious, harmful consequences — for victims, for bullies and for school communities. Bullying negatively affects a school’s atmosphere and disrupts the learning environment; it depresses academic outcomes and harms morale for students, teachers and other staff alike. Kids who are bullied miss more school days, have lower grades and higher drop-out rates and suffer higher rates of physical and mental health problems. Kids who bully have higher drop-out rates, are more prone to substance abuse problems and are more likely to end up with criminal convictions.

Cyberbullying Most teenagers spend a lot of time on a cell phone or instant messenger chatting with friends and uploading photos, videos, and music to websites.

Illicit drug use among teenagers has continued at high rates, largely due to the popularity of marijuana. Marijuana use by adolescents declined from the late 1990s until the mid-to-late 2000s, but has been on the increase since then. In 2012, 6.5 percent of 8th graders, 17.0 percent of 10th graders, and 22.9 percent of 12th graders used marijuana in the past month—an increase among 10th and 12th graders from 14.2 percent, and 18.8 percent in 2007. Daily use has also increased; 6.5 percent of 12th graders now use marijuana every day, compared to 5.1 percent in the 2007.

You may have online friends whom you’ve never met in person, with whom you play games and exchange messages. Teens’ lives exist in a variety of places such as school hallways, part-time jobs, and friends’ houses. Now many teens also have lives on the Internet. And bullying has followed teens online.

Nonmedical use of prescription and over-the-counter medicines remains a significant part of the teen drug problem. In 2012, 14.8 percent of high-

school seniors used a prescription drug nonmedically in the past year. Data for specific drugs show that the most commonly abused prescription drugs by teens are the stimulant Adderall and the pain reliever Vicodin (see figure).

Online bullying, called cyberbullying, happens when teens use the Internet, cell phones, or other devices to send or post text or images intended to hurt or embarrass another person. Cyberbullying is a problem that affects almost half of all American teens. Whether you’ve been a victim of cyberbullying, know someone who has been cyberbullied, or have even cyberbullied yourself, there are steps you and your friends can take to stop cyberbullying and stay cybersafe.

Synthetic marijuana is a new and major concern. Also known as Spice or K2, synthetic marijuana refers to herbal mixtures laced with synthetic cannabinoids, chemicals that act in the brain similarly to THC, the main active ingredient in marijuana. These mixtures could be obtained legally until recently and are still wrongly perceived as a safe alternative to marijuana. Synthetic marijuana was added to the MTF survey in 2011. In that year, 11.4 percent of 12th graders—one in nine—reported using it in the past year. This year 4.4 percent of 8th graders, 8.8 percent of 10th graders, and 11.3 percent of 12th graders reported past-year use.

Temecula Student Arrested in Sextortion Case Involving Multiple Victims ORANGE COUNTY—A Temecula college student accused of anonymously hacking several online accounts to extort young females into sending him nude photos and video or submitting to 5minute Skype sessions was arrested September 26th on federal extortion charges, announced Bill L. Lewis, Assistant Director of the FBI’s Los Angeles Field Office, and André Birotte, Jr., United States Attorney for the Central District of California. Jared James Abrahams, 19, of Temecula, was arrested after surrendering to special agents at the FBI’s Orange County Resident Agency in Orange, California. Abrahams was charged in a federal criminal complaint filed under seal in United States District Court in Orange County on September 17, 2013. According to the complaint, the sextortion investigation began around March 2013 and continued for several months as multiple victims’ online accounts were compromised, or hacked, by Abrahams. Abrahams used malicious software and tools to disguise his identity in order to capture nude photos or videos of female victims through remote operation of their webcams without their consent. Abrahams contacted some victims using e-mail accounts he had taken over. The complaint alleges that Abrahams targeted some victims he knew personally and identified others by hacking into Facebook pages shared by other victims. The complaint alleges Abrahams would generally attach victims’ photos to e-mails he sent them when he made extortionate demands. Abrahams threatened to publicly post compromising photos or video to the victims’ online social media accounts unless the victim either sent nude photos or videos or engaged in a Skype session with him and did what he said for five minutes, according to the complaint. The FBI was initially alerted to the sextortion activity by an 18-year-old woman, identified in the complaint by the initials C.W. only. C.W. became concerned that her computer had been compromised after receiving an alert from a social networking site advising of a failed attempt to change her password. C.W. later learned

that passwords had been changed for multiple online accounts and that an online profile photo had been changed to a half-nude picture she did not authorize. C.W. later received an extortionate e-mail with nude photographs of her attached. C.W. recognized the surroundings in the photos and believed the images were captured by her laptop’s webcam in her residence several months earlier without her knowledge. The author of the e-mail, later identified as Abrahams, offered C.W. a choice of complying with his demands or having her nude photographs posted “all over the Internet.” C.W. advised the FBI that she has never knowingly taken or allowed anyone to take nude photographs of her, according to the complaint. In one instance, Abrahams threatened C.W. with transforming her “dream of being a model...into a pornstar” if she did not comply with his demands. In e-mail messages, Abrahams heckled C.W. for making her password so easy for him to guess on her Facebook account, according to the complaint. Digital evidence obtained during a federal search warrant served at Abraham’s residence in June 2013 contained hacking software, as well as images and videos of some of the victims. A forensic analysis of C.W.’s computer revealed evidence consistent with malware and remote administration tools later linked to Abrahams, who used the domain name “cutefuzzypuppy.” The same domain name was also linked to discussion boards in hacker forums by a

International Organized Fraud Ring

The FBI is seeking the public’s assistance to locate 3 fugitives being sought as part of an international organized tax and bank fraud ring. The 3 fugitives were charged along with 52 other co-conspirators under 4 federal grand jury indictments involving the theft of more than 3,500 identities that were used to claim more than $27 million in fraudulent Internal Revenue Service (IRS) tax refunds of which the IRS paid out more than $7million dollars. A total of 55 people were charged with conspiracy, mail fraud, wire fraud, money laundering and aggravated identity theft. On Thursday, September 26, 2013, over 200 FBI Agents, with support from the IRS Criminal Investigative Division (CID) and other agencies conducted a nationwide takedown, arresting 24 people in the Los Angeles area, with other arrests occurring in Baltimore, New York, Las Vegas, and San Diego. As of October 3, 2013, 31 subjects have been arrested. The complex schemes are explained in four separate indictments as follows: The primary indictment charges 29 people with conspiracy, mail fraud, wire fraud, aggravated identity theft and money laundering charges. The charges emanate from over 2,000 fraudulent tax returns being filed. The co-conspirators filed two types of

fraudulent returns—(1) those that claimed refunds from fabricated gambling winnings and losses, and (2) those based on made-up wages and withholdings. The returns sought $17 million in undeserved refunds. This scheme involved the participation of approximately two dozen San Diego-based foreign nationals from former Soviet bloc countries— including Russia, Kazakhstan, and Turkmenistan— who were visiting San Diego using J-1 and F-1 visas. The visas allow foreigners to come to the United States for a short period of time to study, work, and travel. However, instead of studying or working, the foreign nationals allegedly worked primarily as foot soldiers for criminal organizations operating in Los Angeles. participant researching, among other things, ways to spread malware and control webcams, according to the complaint. Abrahams gained unauthorized access to the accounts of multiple victims in southern California and Maryland, as well as in countries believed to include Ireland, Canada, Russia, and Moldova, according to the complaint. At least one victim is a minor. The complaint details Abraham’s alleged contact with various victims from whom he obtained nude photographs and video. In one case, a victim believed to reside in Ireland and identified in the complaint only as M.M. #1 reluctantly complied with Abrahams demands to converse via Skype. According to the complaint, M.M. #1 wrote, “I’m downloading Skype now. Please remember I’m only 17. Have a heart,” to which Abrahams responded “I’ll tell you this right now. I do not have a heart. However I do stick to my deals. Also age doesn’t mean a thing to me.” During an interview, Abrahams acknowledged that he infected victim’s computers with malware; watched his victims in states of undress; and used photographs to extort his victims, among other admissions, according to the complaint. Investigators estimate that Abrahams has victimized more women, but they have not identified all the victims whose accounts were allegedly hacked by Abrahams. Anyone who believes they may have been a victim in this case should contact the FBI’s Los Angeles Field exploited the popular student visa program in part because the visa holders would not be in the United States long. In fact, most have since returned to their countries. While in San Diego, the foreign nationals rented apartments, opened post office boxes and bank accounts at the San Diego branches of Bank of America and Wells Fargo, and collected fraudulent tax refunds through the receipt of refund checks and direct deposits from the U.S. Treasury. The indictment alleges the co-conspirators employed sophisticated methods to cover their tracks. For instance, they took steps to disguise their Internet protocol (IP) addresses when filing tax returns electronically. In addition, they used code language when communicating and referred to each other only by nicknames, such as “Anaconda.” They used prepaid cell phones which they changed on a regular basis. Sextortion is a type of extortion and/or blackmail of a victim. Typically, the victim is extorted and/ or blackmailed with a nude image of the victim. The person committing the sextortion threatens to release the nude image publicly unless the victim, among other things, performs a sexual act. The person committing the sextortion is typically threatening to harm the reputation of the victim by disclosing the nude image. Tips to Avoid Becoming a Victim of Sextortion: • Be prudent when posting images online, especially private or compromising content. Once an image or information is on the web, you cannot get it back. This goes for computers, phones, tablets, and other forms of wireless communication. • If your computer has been compromised and you are receiving extortionate threats, do not be afraid to talk to your parents or to call law enforcement. The situation is not likely to get better but may get worse. • Turn off your computer when you are not using it. (The majority of computers involved in sextortion cases are laptops; many of the victims chat on social networks so much that they never turn off their machines.) • Cover your webcam when not in use. A webcam can be controlled remotely if a computer has been compromised. • Do not open attachments without independently verifying that they were sent from someone you know. Unsolicited e-mail messages can contain malware that can infiltrate your computer so a hacker can obtain personal information and/ or images, even those you have not posted online.

The imposters altered their appearances with haircuts and new clothes and prepared by roleplaying. In all, they attempted to withdraw more than $3 million and succeeded in obtaining $551,842. The imposters instructed tellers to wire large sums of money to the account of a gold dealer, and then they picked up gold coins from the dealer and delivered them to the other defendants. Finally, a 4th indictment charges 18 defendants, led by Karen Galstian and Vahag Stepanyan, with a scheme to defraud Bank of America of more than $600,000 by writing bad checks.

In an effort to increase pedestrian safety in 2013 the Los Angeles Police Department has offered these tips to both vehicles and pedestrians. PEDESTRIANS • Obey traffic signals such as “Walk/Don’t Walk” signs. • Cross streets at marked crosswalks or intersections if available. • Watch for turning vehicles and make sure the driver sees you before stepping out in front of a vehicle. • Just because one vehicle stops, do not assume other drivers will stop; visually clear each lane before you proceed. • Wear bright/light colored clothing and walk in well-lit areas at night. • Be alert to the traffic – constantly look both ways as you cross the street. DRIVERS • Scan the road ahead for pedestrians. • Do not drive distracted. • Yield to pedestrians in crosswalks whether marked or unmarked. • Watch for pedestrians stepping off the curb when making right or left turns. • Obey the speed limits and slow down.

On the morning of Tuesday, October 1st, at 7:20 in the morning, a 14-year-old girl was walking to school near Atlantic Avenue and Compton Blvd. when she was approached by a man described as black, between 25 and 35 years old, with dread locked hair. towards the car. According to a LASD press release, a Hispanic woman driving a grey Dodge Charger saw the incident and sprang to action, pulling the suspect off the victim. The suspect left the scene in a hurry, but within 15 minutes and two miles west down Compton Blvd., he tried again. His victim was once again a teen-aged Hispanic girl on her way to school. This time the girl was able to frustrate his attempt herself, getting away and running home. A full investigation was launched, and a composite sketch of the suspect was released, along with a photo of the suspected vehicle, insuring all local schools were informed and on the lookout. Witnesses were also able to provide a license plate in addition to the description. By Friday, October 4, the suspect was identified and arrested. 35-year-

old Ashley Luther Price was arrested by the Sheriff ’s department and is charged with two counts of attempted kidnapping of juvenile female victims. He was scheduled for arraignment October 8, and is being held without bail due to his status as a parolee from a previous carjacking conviction. The citizen hero of this story, the Hispanic woman in the grey Charger known as a good Samaritan, has yet to come forward, and detectives would like to interview her as a witness as well.

GRAND RAPIDS, Mich. - A West Michigan Janitorial contract cafeteria worker has been terminated for inappropriate behavior with students. According to the principal of Campus Elementary School, the worker hired 2 fourth-grade students to beat up another 9-yearold 4th grade student. The victim is reported to have cussed out the janitor. The school’s investigation revealed the worker gave 2 other fourth-graders a total of $1 and told them to beat him up.

The district responded to the threat immediately, he said, and notified the contractor who employed the custodian. “There are no words to describe it,” Helmholdt said. “This is one of those things that make you scratch your head and wonder how any individual could think this was a good idea.”
