Convicted Serial Rapist to be Released AGAIN! This Time in Los Angeles County BEWARE!!
Convicted serial rapist Christopher Hubbart
“Hubbart admitted raped approximately 40 women throughout California between 1971 and 1982, including 26 women in Los Angeles County.”
Christopher Hubbart showed he had sexual predator tendencies as a teen ager in the 1970’s but they weren’t addressed then. Dubbed the “pillowcase rapist”, he violently raped approximately 40 women, 29 of them in Los Angeles County, before he was captured in 1972. Thankfully in 1973, Hubbart plead guilty but was not sent to prison. Instead, he went to the Atascadero State Hospital for “rehabilitation”. In 6 years, he was pronounced “safe for society” and released. After only a few short months, he returned to his old ways of raping women. This time he was given a serious prison conviction. However, in 1990, after 10 years, he was released on parole and put back into society for a 2nd time. Hubbart obviously did not learn his lesson and returned to raping women before he was convicted for a 3rd time and sent back to prison. Our wonderful “equal rights for all” parole system thought it was fair to release Hubbart after 3 years in prison. In 1993 Hubbart returned to society and set up residence in the Santa Clara County town of Claremont. But after only a couple of years, Hubbart admitted to his parole officer that he was losing control. To protect the citizens, Hubbart returned to prison under a new law to protect society from serial sexual offenders.
In May 2013, Judge Gilbert Brown granted serial rapist Christopher Hubbart’s request for conditional release from custody and determined that Hubbart should be conditionally released to Los Angeles County, where he was born and raised. Los Angeles County District Attorney Jackie Lacey announced her office is fighting Hubbart’s release into Los Angeles County. Unfortunately her previous attempts have failed but she is continuing to fight for the safety of our community. District Attorney Lacey asked the 6th District Court of Appeal in San Jose to compel the Superior Court to vacate its order granting Hubbart’s conditional release to Los Angeles County. She also asked the court to stop Hubbart’s release from state custody until the trial court reconsiders its domicile order. The judge has scheduled a formal hearing for early December. If Hubbart is released, District Attorney Jackie Lacey said her office will work diligently with the Los Angeles County Sheriff ’s Department and other law enforcement partners to ensure Hubbart, 62, will be closely monitored, as required by law. “Our ultimate goal is to seek justice for all residents of Los Angeles County and make sure sexually violent predators remain in custody,” Lacey said.
Los Angeles County District Attorney Jackie Lacey “This inmate has a long history of horrific violence against women and we must act to keep our community safe.” “If these crimes were committed today, this inmate’s release would not be in question”, Lacey assured residents. “Today’s violent sexual predators face life in prison.” “Our priority is to safeguard our residents and make certain Hubbart is obeying all the conditions of his release,” Lacey said. In June, Lacey directed her staff to begin notifying victims from Hubbart’s earlier Los Angeles County cases about his possible release from custody.
Long Beach Police Department
Long Beach Father Gunned Down By Don Abernathy On Monday 10/21, 24-year-old Long Beach resident Juan Estrada was shot multiple times in the 2500 block of East 10th Street in Long Beach at about 11:30 p.m. Estrada was a lifelong resident of Long Beach, graduating from Wilson High School. He worked hard at a downtown Long Beach restaurant. Morning his passing are his 4-year-old son and 5 younger siblings. His family remembers him as a strong man with a soft heart. Sister Giselle Covarrubias, 21, said, “We just know that a man pulled up in an SUV and asked my brother where he was from and then he shot him. My mom heard the shots and then she heard my brother calling out for her. He was always watching out for his younger brothers and sisters. He was very protective of all of us.” This senseless shooting has devastated this close family and their friends. The police are unsure of the motive and no witnesses have come forward. Someone knows who murdered Estrada in cold blood and why.
L.B.P.D. is Asking for the Public’s Help in Identifying
Robbery Suspect Caught on Video The Long Beach Police Department is asking for the public’s help in identifying a male suspect wanted in connection with an armed robbery to a fast food restaurant, which occurred in July 2013, in the 600 block of W. Anaheim Street.

On July 3, 2013, at approximately 6:30 p.m., the suspect entered the business from the back door, and after standing around for a while, produced a handgun and proceeded to rob the business. While armed and pointing the gun at the employees, he ordered one to the ground, and then demanded that a second employee open the register. The suspect then grabbed an undisclosed amount of money from the register. As the suspect was attempting to leave, he saw the employee on the ground attempting to get up and struck him in the back of the head with the gun, causing injury. The suspect then left the business through the back door, and was seen getting into a dark colored mini-van without license plates, but with a white sticker on the top of the driver’s side windshield.
The employee who was struck was treated at the scene by Long Beach Fire Department paramedics. Rev. DON ABERNATHY After walking in the city of Compton “Walk for a Cure” breast cancer walk, I drove past Jordan High School in Long Beach and saw a large group of students doing a car wash to raise money for their swim team. I noticed them but kept on driving. Then I passed a car wash business on Artesia that had a huge line of people waiting to pay $5 - $7 for a professional car wash. I had to ask myself, why don’t we support our youth? The status of our national and state economies have led to drastic budget cuts in school funding which has devastated the extracurricular activities programs like sports, music and art. I turned around and went back to the school for a car wash. We hear so much negativity about our youth
Benefits of supporting a youth group carwash:
• Physical activity for the youth-washing cars is a full body workout. • Adults get a little physical by exiting their car and walking over to the waiting area. • Youth get positive emotional support by seeing that strangers care enough to support their cause. • Adults get a good feeling of satisfaction for supporting the youth cause. • The dirty car gets cleaned☺. • Youth learn the value of earning money for a job well done. • Adults get to interact with other adults as we wait for our cars to be cleaned.
Due to water laws in my city, I often get my car washed at a business. I have never struck up a conversation with others waiting but I talked with 2 different adults waiting for my car at the youth car wash. • The biggest benefit for me is I got to hear my favorite sound in the world while I waited for my car. The youths washing the car were laughing and having a good time. $5 is a small price to pay to hear the sounds of teenage laughter.

My efforts at Dealing with Child Abuse – prevention, intervention, recovery Part 1 – Prevention
If we can believe the official National statistics that 1 in 4 girls and 1 in 6 boys are victims of childhood sexual assault, and that at least an equal number are abused by non-sexual violence, severe emotional traumas and neglect (also known as maltreatment) we are facing a pandemic.
For example, I recommend that children be taught the actual anatomical names of all parts of their body. This should happen as they learn to speak, as toddlers. So, as mom or dad points at and explains what’s an ear, a knee or a toe, so should a parent include penis, vagina, nipple and anus etc. In other words, use the REAL names, not the alltoo-common nicknames (like wee wee or coochie). Kids will completely accept this, and they’ll never face a time when they’re embarrassed about or simply don’t know the names for their body parts.
There are three basic areas of dealing with the fight against child abuse that all adults, and especially parents, should know about .. prevention, intervention and recovery. I’m going to spend the next three columns discussing issues that deal with each one separately.
Children should be taught that certain of these are “private” body parts (some, for simplicity, use as an example of those parts that are commonly covered by a bathing suit) and are not to be shown to or touched by ANYONE else (anyone other than mom or dad or during a doctor’s examination).
PREVENTION – The idea of prevention is to empower a child with the skills he or she might need to understand their “rights” as children. Obviously one must use concepts and language that are age-appropriate, but teaching kids is especially easy if one starts early.
As they grow a bit older I recommend a discussion of the difference between “secrets” (something that’s never to be revealed) and “surprises” (temporary often exiting information that’ll make someone happy and that’s okay to share). Many experts say children be taught there should be NO

secrets (others think kids can differentiate between “good secrets” and “bad secrets”). Parents should calmly talk to their kids, letting them know that anyone who asks to see or touch a child’s private parts, asks them to keep secrets, or even makes a child uncomfortable in any way, needs to be reported to mom or dad. Additionally one should explain to a youngster that sometimes it’s necessary to keep telling other adults until they get the comfort and answers a child needs. Studies show that many kids have to tell seven times before they’re heard! There are many good children’s books that can help teach these principals, and they can be used with pre-school kids at bedtime. Often colorful and with cleverly presented, non-threatening stories that transmit great information, children will become fond of them, and will actually pick them out.

On July 29, 2013, Hibbett pleaded guilty to an information alleging possession of child pornography in violation of 18 U.S.C. § 2252(a)(4)(B). In pleading guilty, Hibbett, 59, of Santa Cruz, admitted that he downloaded child pornography from the Internet onto a laptop computer that law enforcement seized from a Santa Cruz storage locker. Hibbett also admitted that he knowingly possessed over 600 images of child pornography, including images of prepubescent minors and images portraying sadistic or masochistic conduct.

SOLICITING A MINOR U.S. Attorney’s Office On Saturday, September 28, 2013, at approximately 11:30 a.m., Long Beach Police arrested a male adult after he engaged in a conversation of a sexual nature with a minor, during which he solicited the minor for a sex act, and charges have now been filed in the case.
SAN JOSE, CA—Steven Hibbett was sentenced on the afternoon of October 22, 2013 to 10 years in prison for possession of child pornography, United States Attorney Melinda Haag announced.
The Honorable Edward J. Davila, U.S. District Court Judge, handled down the 10-year sentence. Judge Davila also sentenced the defendant to a five-year period of supervised release and ordered him to register as a sex offender and to

An officer responded to the area of Atlantic Avenue and 68th Street after receiving a 9-1-1 call from a witness who called at the victim’s request. The victim informed the officer that they had been approached by the suspect, identified as 36-year-old Shamalar Fields of Los Angeles, who had driven up to the victim who was on foot, and solicited for a sex act.
Assistant U.S. Attorney Joseph Fazioli prosecuted the case with the assistance of Laurie Worthen. The prosecution is a result of an investigation by the Federal Bureau of Investigation and the Santa Cruz Police Department.

After a three-week investigation, detectives presented the case to the Long Beach City Prosecutor’s Office and on October 23, 2013, they filed one misdemeanor count of annoying a child. Defendant Fields was released from custody on bond and is awaiting his next court appearance.

Crossbow and drugs found with ex-con on early release By Ken Kiunke CrimeVoice.com
NEWHALL – The Santa Clarita Valley office of the L.A. County Sheriffs announced the arrest of Michael Neighbors on multiple violations of his post release terms. Officers found a high powered crossbow along with drugs and paraphernilia in Neighbors’ possession. Neighbors, who had been previously arrested for burglary and drug possession, was on parole under AB 109 – California’s Early Release – Post Release Community Supervision program. As part of that program, the Santa Clarita
Valley Sheriff ’s Station Crime Prevention Unit and LA County probation officers, along with the Sheriff ’s Crime Impact Team, regularly conduct probation compliance operations. Early Thursday morning, a check at 46-year-old Neighbors’ residence on Valley Street in Newhall revealed a laundry list of problems. According to a Sheriff ’s press release, the team discovered a wealth of narcotics paraphernalia, including a digital scale, glass methamphetamine pipes, and electronic devices with evidence of narcotic sales. They also found “black tar” and powdered heroin, methamphetamine, and marijuana. And perhaps as an intimidation tool, or maybe just as a hobby, Neighbors was in possession of a crossbow with metal tipped bolts. Either way, it is also prohibited under the early release probation terms.
The L.A. County Sheriffs have stated two primary goals in their roles in the post release supervision program. The first is to assist those people to become viable members of society. New programs are being developed and implemented, including life skills courses to provide offenders with educational tools, employment resources and training to help them reintegrate into society. Resource guides are available at the Sheriff ’s
Station for these opportunities. However, an equally important goal remains insuring convicted and released criminals stay in compliance with the terms of their release, and to capture and arrest those who choose to break the law. “Commit Crime? – Not in the Santa Clarita Valley!” is message the deputies hope is heard loud and clear in their community.
Neighbors was arrested once again, and charged with possession of drugs for sale and multiple parole violations. He is being held without bail at the Santa Clarita sheriff ’s station, and scheduled to answer for his actions at the North Valley Superior Court in San Fernando.

his boss. While driving his Red 2006 SRT8 Dodge Magnum, he was shot and killed by a black male from the back seat of a Maroon 2002-2006 Nissan Altima with chrome door handles. The shooting happened around 3:45-4:10 pm on Cedar & Plymouth St. Although Joseluis was gone the day he was shot, he wasn’t pronounced dead until 12/01/2012.
In the words of his grieving family: Joseluis was our only son and brother. He had four sisters who loved him dearly. Joseluis was my 4th born child out of 5. He was our pride and joy Who murdered our boy? and we all loved and protected him since the day he was born. Joseluis was a 23 year in the city of Long Beach at A&T Pawnshop on old, hardworking, very independent and wonderful the corner of Long Beach Blvd and Market Ave, son, brother, uncle, godfather, and father of 3 where he’d worked for 5 years. About 3:30 Joseluis wonderful young children ages 5, 3 and 2. He left was asked to deliver a package to the post office by behind his parents, sisters, girlfriend, and children
unexpectedly. We miss him dearly. To this very day, we mourn his loss. We cry daily for his absence and we are all still very hurt for his unexpected departure. We are still lost without him, his love, his laugh, his smile, his voice and his touch. It has been very, very difficult to continue life without our baby boy. We are, and have always been a very, EXTREMELY united family. We would gather every weekend for family dinners, barbecues, laughs… family time. We all shared a special family bond, which many admired. Many were shocked to have learned this tragic loss struck our family, being such a giving and loving, united and happy family. Our family chain has been broken. Our pain is immense and indescribable. Joseluis was such a character. Not one day went by without him making his family laugh with his silliness. Joseluis had just turned 23 years old, shortly before his passing. He was very responsible and caring and was very mature compared to many 23 year old’s. He dedicated his short life to his family and children.

Joseluis had a passion for art. He loved to draw unique characters and would love to paint his own art canvases, which he believed would make him rich one day. His hobby was his car. He spent hours making his car look nice and clean. Joseluis described his car as his “other girl.” Please help us find justice to get the person that not only killed our son, brother, uncle, father, & friend....but killed all of us who loved him dearly. Carson Detectives Looking For Check-Cashing Criminals Carson Sheriff ’s Station Detectives are seeking the public’s help in identifying two females wanted for the connection to a fraudulent check cashing scam. On at least two separate occasions, these two women (pictured) allegedly convinced unsuspecting victims to cash checks on their behalf, in return for a small fee. A few days after cashing these checks, the victims were notified by their banks that the checks were fraudulent. As a result, the victims were held responsible for

Cerritos Family Still Searches for Killer of Jonathan Muse 5 years after his Murder
Some know who shot Jonathan Muse. He was just 17 years old when he was murdered. On August 20, 2008 at 11:30 p.m. Jonathan was riding his bicycle along Pioneer Blvd. on his way to a friend’s house. As he rode under the 91 Freeway bridge he was shot and killed. Fox News has highlighted the story of Jonathan’s murder on their “L.A.’s Most Wanted” series, Crime Stoppers has
featured his case on their show; the City of Cerritos has offered a $25,000 reward. His grandmother, Marie O’Donnell is still seeking justice. She thinks about him every day and misses him. The California Constitution, Article 1, Section 28, confers certain rights to victims of crime. Those rights include: 1. Fairness and Respect To be treated with fairness and respect for his or her privacy and dignity, and to be free from intimidation, harassment, and abuse, throughout the criminal or juvenile justice process.
2. Protection from the Defendant To be reasonably protected from the defendant and persons acting on behalf of the defendant.
3. Victim Safety Considerations in Setting Bail and Release Conditions To have the safety of the victim and the victim’s family considered in fixing the amount of bail and release conditions for the defendant.
4. The Prevention of the Disclosure of Confidential Information To prevent the disclosure of confidential information or records to the defendant, the defendant’s attorney, or any other person acting on behalf of the defendant, which could be used to locate or harass the victim or the victim’s family or which disclose confidential communications made in the course of medical or counseling treatment, or which are otherwise privileged or confidential by law.
5. Refusal to be Interviewed by the Defense To refuse an interview, deposition, or discovery request by the defendant, the defendant’s attorney, or any other person acting on behalf of the defendant,
and to set reasonable conditions on the conduct of any such interview to which the victim consents.
6. School Traffic Safety Tips Now that school is in full swing, we need to make sure our children are safe going and coming home from school. Traffic safety at our schools is a priority. Tragically each year, many children are injured due to accidents in and around bus stops, school zones, crosswalks and school buses. Attention! News is asking for your assistance in taking a proactive role in ensuring the safety of school age children by following a few simple rules. Parents and motorist can create a safe environment around our schools for students, faculty, and parents.
Vehicle Safety Adults should drive cautiously and teach children safe traffic practices. Drivers should obey all traffic laws and apply the following practices: • Carpooling can reduce the number of vehicles near the school, especially during poor weather. • Slow down around the school. Speed limit in school zones is 25 mph. • Avoid parking on the opposite side of the street from the school so children don’t have to cross the street.
Park your vehicle away from the school and escort your child to the school gate. • Stay alert; do not operate cell phones or allow other things to distract you. • Make sure children are careful in opening the vehicle doors and that they exit and enter on the curbside of the vehicle. Children should not be allowed to cross the street in the middle of the block to reach the vehicle. • Drivers should not double park or block traffic. • Do not block buses or use areas designated for buses only. If an emergency vehicle requires access, the area should be cleared. • Waiting or parking in red zones is not allowed and can earn a parking ticket. Pedestrian and Bicycle Safety Pedestrian and bicyclists should obey the same traffic safety practices that normally apply. Here are additional safety practices: • Always look in all directions before entering a street and never run into a street. • Avoid crossing streets at mid-block, especially when

parked vehicles may obstruct vision. Use Stop signs, traffic signals, and crossing guards when available. • When crossing a street, do not assume a green light or WALK light means it is safe to cross. Always look for traffic. • A child should not follow others or run to others when they call until a safe crossing is available. • When riding a bicycle, ride with the flow of traffic (not against it) as close to the right edge of the street as practicable, in single file. • Walk the route to school or other frequently used locations with your child and point out safe practices. This includes locations such as where children may catch a bus. • Teach children about traffic laws and encourage the child to ask questions when they are unsure of what to do.
Adult Crossing Guards Adult crossing guards are provided near schools to assist children in safely crossing streets. It is a violation of the California Vehicle Code (CVC) to disregard the signals or directions of adult crossing guards.
Children should be taught to obey the directions given to them by adult crossing guards. This includes crossing only when directed, not running or riding bicycles at crossings, and being alert for traffic.

SANTA ANA, Calif. – An Orange County man, who pleaded guilty in federal court Thursday morning to trafficking in counterfeit documentation, admitted he produced and sold tens of thousands of phony department store discount coupons on eBay to unsuspecting customers in several states, including California. Boi Quoc Vo, 30, of Anaheim, pleaded guilty to a criminal information charging him with one count of trafficking in counterfeit documentation. Vo’s sentencing is scheduled for March 3, 2014. He faces a maximum penalty of 20 years in prison and a fine of up to $250,000, or twice the gain or loss resulting from the scam, whichever is greater. The case is being prosecuted by the U.S. Attorney’s Office for the Central District of California. The guilty plea is the latest development in a probe by U.S. Immigration and Customs Enforcement’s (ICE) Homeland Security Investigations (HSI). According to the plea agreement, Vo obtained legitimate electronic discount coupons Kohl’s issued to customers who signed up for the retailer’s email marketing service. Vo admitted he altered security features in the coupons, which were designed to prevent their duplication and repeated use. He then made thousands of copies of the coupons and sold them on eBay, employing several different accounts with user names that concealed his identity. “It’s common to encounter intellectual property cases related to phony products, but this is the first time we’ve come across a scheme locally involving counterfeit store coupons,” said Claude Arnold, special agent in charge for HSI Los Angeles. “Regardless, the consequences of these schemes are the same – the criminals profit while legitimate companies pay the price.”

The FBI’s Role Takes Shape
Seventeen years ago on September 9, 1996—a teenager disappeared from her home in Spotsylvania County, Virginia. Tragically, she was found dead the following month. The next May, two sisters in the same county went missing after coming home from school. Five days later, their bodies were found in a river about 40 miles away. This trio of murders was the work of a serial killer named Richard Marc Evonitz. It took another five years for him to be identified. In June 2002, after a teenage girl managed to escape from a kidnapper in South Carolina, she identified Evonitz as her abductor. He fled to Florida and committed suicide as authorities closed in. Valuable trace evidence collected by the FBI later definitively linked him to the murders of the three Virginia girls. He is suspected of more homicides and other attacks. Although relatively rare, serial killings have both horrified and fascinated the American people for decades. Serial murderers (see sidebar for the FBI’s definition) have existed throughout history, and have been popularized by such killers as Jack the Ripper in England and Herman Webster Mudgett in the United States in the late 1800s. The exact origin of the term serial killer or serial murderer is not known, but it appears to have come into use in law enforcement circles in the 1970s and more commonly in society in the 1980s and 1990s.

Over the years, the FBI has played a slowly evolving role in addressing the threat of serial killers. In its earliest days, few violent crimes fell under the Bureau’s jurisdiction. It depended on where the crime occurred—if it was on government property, the high seas, or certain Indian reservations, the FBI took charge. In the 1930s, the FBI became a household name as it tackled violent gangsters and gained more law enforcement authorities in the process. In the 1950s and ’60s, the Bureau supported local and state law enforcement in some high-profile serial killer cases like the Boston Strangler and the Zodiac Killer of Northern California. It was in the 1970s, however, that the FBI’s role in addressing serial killers began to grow as new capabilities were developed. Building on earlier work in New York and elsewhere, Special Agent Howard Teten and others in the Bureau began to apply the insights of psychology and behavioral science to violent criminal behavior in a comprehensive way. Since then, the FBI has become a leader in behavioral analysis, providing an array of support and training to help identify serial killers and to prevent future violence. The FBI’s involvement in serial killer cases has also evolved under federal law. For example, the Bureau was authorized to investigate violent crimes against interstate travelers in 1994 and serial killings specifically in 1998. The FBI may investigate only when requested to do so by an appropriate law enforcement agency. The Bureau is also authorized to provide a variety of support services, from laboratory and behavioral analysis to crime statistics collection and the sharing of criminal identification and history information through our longstanding services and systems. In the coming months, FBI.gov will examine the Bureau’s role in addressing serial killings in more detail, including our work in some of the most horrific serial murder investigations in the last 40 years.

The Birth of Behavioral Analysis in the FBI
In the final days of 1977, a man now known as one of the most prolific serial killers in U.S. history—Theodore “Ted” Bundy—cleverly escaped from a Colorado prison while most of the staff was away for the holidays. FBI agents quickly joined the search. In early February 1978, the Bureau placed Bundy on its Ten Most Wanted Fugitives list. Among the information shared by the FBI with law enforcement during this time were details on his “M.O.” (modus operandi or method of operation). Bundy typically looked for victims at places where young people gathered, such as colleges, beaches, ski resorts, and discos, the FBI explained. And he preferred young, attractive women with long hair parted in the middle. The synopsis was pulled from a psychological assessment of Ted Bundy prepared by two FBI agents— Howard Teten and Robert Ressler—at the Bureau’s Training Academy. The two men were part of a groundbreaking behavioral analysis unit set up five years earlier for precisely this purpose: to study the behavior, experiences, and psychological make-up of criminals and suspects for patterns and insights that could help solve cases and prevent future crimes, especial serial murders and other forms of violence. Criminal behavioral analysis wasn’t a new concept. In the 1940s and 1950s, for example, George Metsky—the so-called “Mad Bomber”—planted explosive devices around New York City until a behavioral profile developed for the police by a local criminologist and psychiatrist helped lead to his capture in 1957. But in the coming years, the FBI would take this innovation to a whole new level. At the center of this evolution was Teten. He had joined the FBI as an agent in 1962, already with an interest in the psychological aspects of criminal behavior (see sidebar). In 1969, he was recruited by the Training Division to be an instructor,
and around 1970, he convinced his supervisor to let him teach a workshop in “applied criminology.” His first course was a four-hour lecture to New York police; it was a hit. Next, he gave the course at a regional police training school in Texas, expanding it to four days. By about day three, students were bringing up unsolved cases. Based on insights from a class discussion, one student interviewed a suspect—and the man confessed. Word spread, and interest in the course skyrocketed. So Teten borrowed FBI New York Special Agent Patrick Mullany, who had a master’s degree in educational psychology, and the two began teaching together. Teten would outline the facts of a case, and Mullany would show how aspects of the criminal’s personality were revealed in the crime scene. According to Teten, “Patrick really made a difference, because he was a fully qualified
psychologist, where I was a criminologist.” Soon Mullany was reassigned to Quantico permanently. In 1972, the FBI stood up a behavioral science unit to advance the concepts the pair were teaching throughout the FBI and across law enforcement; it was led by Supervisory Special Agent Jack Kirsch and included Teten and Mullany (Ressler joined in 1975)—and their growing education, research, and service responsibilities. As the unit developed, so did the FBI’s study and understanding of serial killers. And Ted Bundy? Five days after landing on the FBI’s Top Ten list, he was caught by a Florida policeman. He was ultimately convicted of multiple murders and executed in 1989.
A Founding Father of Behavioral Analysis
Howard Teten’s fascination with criminal psychology started early in his law enforcement career. A Marine Corps sergeant and photographer during the Korean War, he took a job with the Orange County (California) Sheriff ’s Department in 1956. His budding interests in photography and criminal investigations quickly brought him into contact with the area crime lab, which encouraged him to pursue the study of criminology. Taking a position as a police officer in San Leandro in 1958, Teten began studying criminology at the University of California and earned a degree in 1960.
It was at Berkeley that the psychological aspects of criminal behavior caught Teten’s attention. “Here I am at school, taking courses in abnormal psychology, criminal psychology—and [also] working crime scenes on a daily basis,” he later recalled, “and I’m beginning to see parallels.” Teten accepted an appointment with the FBI because it offered better advancement opportunities for the young family man. He entered new agent training in April 1962 and was assigned to the Oklahoma City Field Office. He was transferred to Cincinnati in 1963 and Memphis in 1965. There, he ran the office’s police training program and worked on his master’s degree in social psychology at Memphis State University. He gained the attention of the FBI’s Training Division and took a job as an instructor in Washington, D.C. in July 1969. The rest, as they say, is history.

A 17-year-old Lawndale High School student was arrested Wednesday after tweeting her thoughts about shooting students. The girl, whose name is being withheld due to her age, reportedly tweeted “#thoughts during school should I shoot up the school? what if I accidentally shoot someone I like? Pfftt I hate everyone what am I talking about.”

She was arrested at about 6:30 a.m. after a concerned Twitter follower reported the message to police. Authorities searched the girl’s home but did not find any weapons. Five other students at the school, apparently in response to the arrest, tweeted similar threats from their Twitter accounts. They may now face charges, sheriff ’s investigators said. The 17-year-old who authored the original tweet faces felony charges for making criminal threats.

SAN BERNARDINO – Police are still investigating of string of rapes and robberies committed at massage parlors in three different Southern California counties in a seven-year span beginning in 2003. One suspect, Maurice Charles Jennings, 34, of Corona, has been arrested and charged with at least two rapes, though Riverside police have spotlighted at least 10 incidents that they now believe involved more than just a single suspect. Police originally thought that the crimes were committed by just one man, but released information last week that disclosed two serial serial rapists committed the crimes. At least 14 victims were targeted in Chino Hills, Fontana, City of Industry, Gardena and Riverside. Police were unable to determine if all of the victims in those cases were sexually assaulted. The suspects have targeted victims that are Vietnamese, Korean and Chinese. Police said the suspects have a similar appearance, which led to their original single suspect theory. Because the incidents took place at small business locations operated by foreign nationals, police said there have likely been similar unreported crimes.

Jennings was arrested in September, booked into Robert Presley Detention Center in Riverside, and held on $10 million bail, having been identified by victims in two of the attacks. The second suspect in the series of rapes has a

Scott pleaded guilty on July 25, 2013, to one count of sex trafficking of a minor. “Using undue influence and force to coerce a minor to engage in sex is despicable,” said U.S. Attorney Bogden. “Our law enforcement partners will continue to aggressively search out these sexual predators, and our office will continue to aggressively prosecute these child exploitation cases to protect our community and our children.” According to the court records, on July 31, 2010, Scott transported a 16-year-old girl from Sacramento to Reno for the purpose of using her for prostitution. Scott knew that the girl was not 18 years old. Scott refused to return the girl to Sacramento and maintained her in Reno until about August 11, 2010. Three women were victimized in a rape and robbery in Riverside in Nov. 2008. Two months later, in Jan. 2009, two women in Corona were also robbed. Jennings is suspected in other incidents, but police have been unable to connect him to the crimes. Police said the second at large suspect is black, estimated between 35 and 45 years old, 250 pounds and could have a mustache. The second suspect in the series of rapes has a similar appearance, which led police to initially believe it was also Jennings.

California Rolling Stop A driver approaching a stop sign slowed to look both ways then proceeded through the intersection. An officer down the street observed the California Stop and pulled him over. DANIA BEACH, Fla. A Florida woman accused of stabbing her boyfriend when his dog ate her marijuana told police the man repeatedly walked into her knife. The Broward Sheriff’s Office said Shadae Scott, 26, allegedly attacked boyfriend Kevin Wiggins with a knife Sunday at her Dania Beach apartment because his dog had eaten her supply of marijuana, the South Florida Sun Sentinel reported

Tuesday. Wiggins suffered small knife cuts to his face and head. He had one large gash across his hand, deputies said. The arrest report said Scott told deputies Wiggins had walked into her knife repeatedly during their argument. Scott was arrested on a domestic battery charge and jailed in lieu of $2,500 bond.
