MAURIZIO CARTA IS FULL PROFESSOR OF URBANISM AND REGIONAL PLANNING AT THE DEPARTMENT OF ARCHITECTURE OF THE UNIVERSITY OF PALERMO. He is Dean of the Polytechnic School, Deputy Rector at the territorial development and responsible for the University of Palermo in the Sustainable University Network of the CRUI (Conference of Italian Rectors). Until october 2015 he was the coordinator of the BA in "Urbanism, regional and landscape planning" and of the MSC in "Urban and Regional Planning". Architect and PhD in urbanism and regional planning, senior expert in urban and regional planning, strategic planning and local development. He researches and teaches about urban regeneration, policy of cultural heritage valorization and strategic planning for sustainable development. He was Visiting Scholar at the Columbia University of New York, at the Institut d’Urbanisme de Paris and at London School of Economics and he was visiting professor or keynote speaker in several universities and institutions.From 2009 to 2011 he was Town Councillor of the Municipality of Palermo for Old Town Regeneration and Strategic Plan. He is member of Italian Society of Urbanism (SIU) Steering Committee, member of Italian Institute of Urbanism (INU) Steering Committee, member of Urban Academy (AU) Steering Committee and member of National Association for Historic Centres (ANCSA) Scientific Committee. He was a consultant to the Ministry of Infrastructure to prepare the National Strategic Framework and the Project Italy 2020 dealing with the general plan of infrastructure and urban systems for the competitiveness of the national economy. His work on the infrastructure platform in Western Sicily was awarded the 2012 National Institute of Urbanism. He is the Italian theorist of the creative city, on which he published the book “Creative City. Dynamics, Innovations, Actions” (2007) in which it is proposed a manifesto for the "second generation" creative cities, based on 3C: Culture, Communication and Cooperation. The scenario of the global crisis has led to the identification of a third-generation and elaboration of the paradigm of the "creative city 3.0", capable of generating new city and new cycles of life more creative, intelligent and sustainable eco-system, able to act as a driver of new urban policies to overcome the crisis. On the themes of the waterfront regeneration he has developed some innovative methods and urban design experiments, which began in 2005 and synthesized in 2013 in the "paradigm of the fluid city", proposed as part of a project of international cooperation between Italy and Malta, and applied in the masterplan for the regeneration of Palermo waterfront. In 2015 the International Biennial of Architecture in Buenos Aires, he was awarded the prize for “academic investigation" for his studies on urban regeneration and creativity. With the book “Reimagining Urbanism “(2014) he has investigated and interpreted the challenges of cities in the age of metamorphosis not only as a powerful attractor of population, but also as a

responsible subject of a new relationship with the suburban and rural areas, as activators of powerful creative eco-systems based on new digital/physical citymakers. The book proposes a urbanism capable of producing resources for a new urban metabolism that can be reconciled with environmental protection, with the reduction of consumption, with the consolidation of the welfare state, as well as the promotion of innovative startups can stimulate the intelligence and creativity, to extend urban agriculture and recycling, to manage climate adaptation and energy efficiency of the city of the future. He is the responsible of the “Smart Planning Lab”, an applied research laboratory in advanced planning for smart cities and sociale innovation aimed to improve the smartness of cities and communities and for elaborating innovative planning tools. The Smart Planning Lab is an operational tool that integrates applied research, communication and education in the i-NEXT Project. The issues of sustainable mobility, energy and technological innovation for urban governance are analyzed and tested as integrated subjects for a smart city that is not only injection technologies in the city but it is mainly a result of the renewed link between city and citizens. With the new book Augmented City. A Paradigm Shift (2017) he proposes a new paradigm for more sensible, open source, intelligent, creative and resilient cities, based on recycle for being more productive, fluid and reticular. The incoming paradigm is based on ten challenges/approaches that need a strategic urban planning more incremental and adaptive, based on a new protocol called "cityforming".

#Re-imagining urbanism does not propose itself as a new totem-word or a mantra, mention of which is enough to deliver results. On the contrary, it requires a rigorous exercise of resolve, responsibility and skills based on good governance and advanced urbanism of the city – having to increasingly tackle both shrinking and metropolitanization – based on a new pentagram: vision, strategy, design, rules and community. A different thought and a chain of actions for the changing times, able to re-imagining urbanism, as well as regional and landscape planning too. We shall go back to view the territory as a #productive resource and not just a space of consumption, drawing on the energies of the new participatory magma, merging the issues of young people, knowledge workers and economies of sustainability to produce a new territory that we must learn to explore, interpret, settle and design with the ability to deal with new forms of challenges – social, cultural, ethnic, ecological, functional and economic – generated and erupting in the cities. yearbook 2016-17

The responsibility for #metamorphosis and the commitment to re-imagining urbanism from shared visions and addresses shall be implemented through a new route leading to the Utopia’s island, searching for methods and practices based on a few key points, that is the new ethic of responsibility for decision-makers and a new agenda for urbanists and planners. The pursuit of objectives requires profound rethinking of urban planning disciplinary content, with a view to innovating the education course and occupational images, not only with respect to existing demands, but mainly to equip them to contribute to the improvement of the demand for public territorial policies and public-private partnerships. We must see the territorial development as a new alliance between resources, societies and powers, playing a match about rethinking and, consequently, redesigning landscapes. #Re-imagining urbanism requires new visions, renewed paradigms and robust commitments, but most of all resolve and determination to follow the path of utopia according the exhortation of Mark Twain: “Twenty years from now you will be more disappointed by the things that you didn’t do than by the ones you did not do So throw off the bowlines. #Creative city as generative human settlement needs an ecosystem not just as a fertile environment for creativity development, but acting as a generator of new cultural, social, economic and, above all, spatial relationships. A creative urban ecosystem must act as integration between creative capitals, creative city and urban smartness. At the creative city's level we have three factors able to improve and catalyse the traditional creative capitals. The first factor of urban creativity is #Culture, the city’s identity, steeped in history yet also extending into the future. Culture is the Talent of a city, its most distinctive and competitive resource, its cultural identity and diversity as a product of its history. The talent of a city must also generate value; it must be submerged in the virtuous circle of the culture economy, the geography of experience, the design of quality. Culture, therefore, plays a part in the field of Resources, enabling the city to become more creative in the smart fields of living, economy and environment. The second factor of urban creativity is #Communication, namely a city’s ability to inform, and involve in real time its citizens and multitude of users, using all kind of Technology and making possible interventions aimed at cutting down congestion and deterioration: a city which makes effective use of innovation technology is, indeed, also one which keeps a check on pollution and improves the way we work, delocalizing services and repositioning its centrality. yearbook 2016-17

Communication provides the setting of Tools for innovating and sharing the smart city in the fields of economy, mobility and governance. And finally, the third creative factor is #Cooperation¸ because, in global and multicultural cities, Tolerance implies not only the acceptance of other cultures and ethnic groups which remain at the margins of mainstream city life. The challenge faced by creative/generative cities lies instead in the explicit collaboration among diversities, through cooperation among all city users, between city centres and suburbs, between urban and rural functions. The creative city is not merely more open, multicultural and multiethnic, but it must be capable of mobilizing its diverse component parts in the pursuit of a plan for the future. #paradigms

Cooperation, therefore, redefines the Community, assigning it new roles and clearer objectives for empowering smarter people relationship with governance and environment. The planning effort for the creative city requires not limiting to the identification of the creative milieu general features or the mere identification of operational universal tools. It challenges us to find local features that could provide good practices to be turned into methodologies or components to forge new urban regeneration tools, based on the #cultural armature. In our creative-based vision urban social catalysts are art galleries, youth centres, education buildings, creative incubators, shared spaces, libraries or museums: powerful urban tools to encourage the responsible action of the social body. Main challenge for advanced urbanism must be plan the urban rooting of these #social catalysts and design the connection with other networks that shape the city. Focusing on the social capital is essential not only regards improving the labour market’s skills, but by promoting empowerment, thus encouraging self-employment and association networks, in order to facilitate the transition towards the creative economy. yearbook 2016-17

HANNOVER CREATIVE HERITAGE AGENDA
#Creative Heritage Agenda in an action-oriented manifesto edited by Maurizio Carta and JÜrg Schroeder and subscripted by the participants at the Hannover Creative Heritage Symposium held in Hannover in october 2017. The agenda believes heritage-creativity can be enhanced by in planning, architecture, arts and design through new interpretations of cultural and built heritage, beyond the conventional – but yet important – renovation/restoration practices. This cannot occur without exploring different fields of heritage-creativity for triggering technological innovation, development sectors, local economies and creative industries with heritage preservation. The agenda advocates new ideas in participation, inclusion and commitment of citizens in the field of heritage in order to enhance new spatial concept and urban design and architecture developments. The manifesto believe in innovative planning processes in larger contexts, in order to integrate cultural heritage and creative development as impulse for education, empowerment and involvement of citizens. An effective creative urban agenda asks for practical actions, all grounded in local contexts and formulated and implemented through a collaborative approach, and a panel of initiatives that could act as the beta testers of the new creative-driven paradigm of sustainable development. yearbook 2016-17

The agenda acts through four operative tools that could be implemented and tested for using culture and creativity as active tools in sustainable urban regeneration: a) Creative heritage labs as integrated urban regeneration programs based on the development and consolidation of creative districts. These living labs and incubators of ideas, culture, production and social development within which integrate and enhance the public demand and decision-making, talents, resources’ consumption reduction, energy efficiency as well as incentives with the opportunities for private entrepreneurship. b) Covenant for creative heritage, drawing up of creative regeneration agreements or action plans formulated in highly participative ways in support of environmental and social sustainability. They are accompanied by monitoring benchmarks based on parameters related to the metabolism of buildings and public spaces, mobility, the waste cycle and the digital infrastructure. The value of heritage preservation, culture promotion and creativity in generating income and jobs has been largely established. c) Creative heritage agencies, it is about activating project-oriented, economic-driven and managementbased local agencies or steering committees to enhance the creative cooperation at the city level, and contributing to foster the development of public-private-civil society partnerships as well as to attract investments, connected to a responsible simplification and to a greater effectiveness of the administration in the field of culture and creativity policies. d) Creative heritage economy, designing innovative tools for the creative city governance through the promotion of new culture-based frameworks for spreading the creativity’s impact in everyday life. The creative heritage economy could produce a new social dividend acting on quality of life and spatial equity, on environmental active protection, on people empowerment and social innovation, on multilevel governance and management incentives, on sustainable mobility, and on taxes and fiscal leverage. #paradigms

The agenda wants to extend and spread the concept of “shared heritage” beyond boundaries and frontiers with cosmopolitan perspective with regards to cultivate identities, enhance placemaking, and promote sustainable development. Heritage needs a cosmopolitan approach: it needs roots for identifying and wings for sharing. Embracing a holistic approach, the combination of different cultural backgrounds with ecological, economic and social dimensions allows us to realise the fruitful exploration of "new heritage" and "heritage in process", fostering the sharing of heritage as common and as a driver of development. Social awareness, communication and education related architectural, urban/rural heritage act as catalysts for sustainable and resilient development. We believe in crucial role of design because creative heritage is also – and sometimes first of all – a powerful design device in a vision where the heritage figures are moldable and always changing/evolving as the local or global identity that they define is. So in our sustainable, ecological and carbon free vision, creative heritage is the engine of a new ground for education, research or practice jobs. yearbook 2016-17

#Re-cyclical Urbanism is based on the recycling of areas, infrastructure, and landscapes and driven by adaptive and incremental circular processes. It is essential to investigate evidence of these processes and practices already underway to identify their parentage, recognize their epistemology, define protocols, but above all, shape the design devices needed to reimagine urbanism in the era of circular transition. We need a new urban planning approach that is able to respond to the metamorphosis of the traditional European city model based on the density, centrality and identity of the urban form into ways of living and working in environments that are more rur-urban than urban, feature more vegetation than stone, are more reticular than confined, and more productive than consuming. Re-cyclical Urbanism, therefore, not only works on the tangible potential, but also on the potential related to the memories and identities contained in the areas to be put back into circulation. It is from these areas that 21st-century cities will have to produce new urban intelligence, firstly by rewriting abandoned “lines of code” (functions), reactivating unused “memory banks” (areas), and reclaiming inefficient urban “routines” (infrastructure). These are all urban materials still containing traces of vitality, which in many practices today provide resources for ecological planning and urban agriculture, infrastructure for sustainable mobility and self-sufficient production, crowdsourcing tasks, and places for sharing and social innovation. yearbook 2016-17

#Urban Hyper-metabolism is capable of generating new energy from still active territorial cycles and those latent, of reactivating the broken ones and give birth to new metropolitan life cycles. In the hyper-metabolism urban cycles merge with rural ones, service flows are supported by active citizenship networks, production cycles back to fuel the vitality of the city and the physical space lights of digital intelligence. The future of urbanism needs a disruptive renewal of paradigms, a frantic whirlwind of experimentations and a continuous review of ingrained habits. In the last decades the most conformist urbanism was too busy pouring concrete, increasing greenhouse gases emissions and consuming natural and cultural resources to develop more sensible, integrated and proactive urban strategies. But the times are changed, because we live in the age of deep metamorphosis: of paradigms, of horizons and of lifestyles. We have entered the Anthropocene – the era of massive human impacts on the planet, as defined by Eugene F. Stoermer in Eighties – and the actions of over seven billion residents threaten to destabilize Earth’s natural systems, with cascading consequences for human societies. The actual Age of #Anthropocene calls decision makers, planners and stakeholders to a new challenge: on the one hand reduce the ecological footprint of human activities on the planet, and secondly spreading globally the collective intelligence that derives from the ideas and human wisdom about environment and climate change in the new integral ecology scenario. Today’s anti-urban tensions, more sensible urbanism debate and a renewed ethics of responsibility focus on being more creative in the use of natural and cultural resources, smarter in economy, open in governance, intelligent in transport and resilient in living: self-sufficiency, circularity, sharing and recycle are the main keys. We need to manage the advanced metabolism of cities as vibrant organisms of data and information, of sensors and actuators, of actions and reactions, of urban/rural metabolism generated by people and environment both. In the era of ecological and economic transition, an effective process for the regeneration of human settlements characterized by marginalization and decline, abandoned buildings and infrastructures, functional underuses or cycles in weak reactivation (mobility, water, waste) requires an #hyper-metabolic approach: more incremental, recursive, flexible and creative. yearbook 2016-17

#Augmented City is spatial/cultural/social/economic platform for enhancing our contemporary life, individual and collective, informal and institutional, for expanding the urban/human space generated by the effects of innovation. If we live and act in a reality permanently improved by hard and soft devices, our cities must be more responsive to our behavioral changes. The Augmented City is an enabling process/device able to collect and focus the creativity and innovation generated by Neo-Anthropocene Revolution of cities and communities as vibrant organisms which osmotically exchange ideas and people, products and marketplaces, places and services, data and informations, local and global economies, social sensors and civic actuators. In the post-city age and beyond the smart city, Augmented City is a new paradigm that perceives the demands of more networked, knowledge-based and creative society, that answers to the global change by a new circular metabolism. The Augmented City redefines dogmas of urbanism that we often thought of being more static and rulebased, recovering its prospective, incremental, responsive and creative approach. #Augmented City redefines dogmas of urbanism that we often thought of being more static and rule-based, recovering its prospective, incremental, responsive and creative approach, because it is: a) Sentient, using a wide range of sources for acting by a knowledge dimension to answer several people's questions and to solve several problems. b) Opensource and no more a pre-compiled code of spaces and functions. It's is a collaborative and incremental process of meeting places and housing, social infrastructure and places of co-work, and it needs for a civic-tech-urban structural alliance in the Sharing Society we live. c) Intelligent, generating an enabling ecosystem based on the hardware of better urban spaces, on the software of the active citizenship, but overall on an urban operative system for an advanced and responsive city planning and design. d) Productive because next cities need to reactivate their economic dimension framing the powerful makers movement within a new the creative/productive urban ecosystem for improving the manufacturing renaissance in the cities based on the new artisan economy. e) Creative, improving the cultural dimension through the integrated use of culture, communication and cooperation as resources for an active city that can generate new forms and pattern able to stimulate the human creativity and able to stimulate a different growth based on identity, quality and reputation. f) Recyclical, based on recycling processes and led by circular principles. #Cityforming Protocol is a planning and design strategy able to reactivate the metabolism of an area by subsequent stages and starting from its latent regenerative components, activating multiple and increasing intensity cycles to create a new sustainable urban ecosystem. It acts by 3 incremental and adaptive steps in order to produce partial results that become the generative base of the next phase. 1) In the first phase, the #colonization, some functions are located to act as "oxygen reserves" for the formation of new urban atmosphere. The colonies are like "urban stem cells" because, although grafted through action planning, they have not dissimilar features and functions from existing tissue. These urban stem cells work as new urbanity activators (ecological areas of naturalization, energy plug-in devices, low cost and smart blocks, living labs and micro - production districts for digital manufacturing, redevelopment of public spaces, etc ). 2) The #consolidation phase acts on the new and in development ecosystem inserting some of most valuable and powerful features functions especially from the point of view of the generation of social and economical profits and values. These are financially supported by the increase of value and attractiveness of the area. Ecological and smart neighbourhoods, makers districts and energy communities, green manufactories and attractors of new urban archipelagos or infrastructural gateway act through a hypercycling process that activates several cycles for more attractive and productive functions. yearbook 2016-17

3) The #development is a long term phase with a horizon at least of ten years, in which the new metabolism of the area is activated to generate the creation of new urban value. In this phase, as a result of the metamorphosis produced by the first two phases, an adaptive Masterplan can be drawn up. It will be based on the new identity of the place, the success of the previous stages will make it fertile: it is able to get investment with a high multiplier of greater strength and to support the substantial investments required for the complete transformation of the area. #strategy

It carries out three main functions: 1) at the startup phase as a producer of context and scenario analysis, and as a producer of solutions aimed at a new and more efficient regulation of life-cycles and the efficient localization of attractive urban functions (civic, cultural, economic and social); 2) in the intermediate stage as intelligent hub that allows a constant connection with the needs of urban planning and management, using sectorial analysis, crowdsourced informations or operational proposals and developing guidelines about good governance and integrated planning for sustainable development; 3) being permanent tool of communication and dissemination of methods and outcomes of the urban smartness, contributing to the strengthening of the necessary active citizenship and social innovation. It assumes the responsibility to produce information documents, above all digital and on cloud, and non-technical intermediate reports that allow to spread the protocols both locally and in respect of the Italian Ministries interested, but also in respect of other cities engaged in the trials of urban smartness in order to contribute to the "#Human Smart Cities Network�, a network of cities where people – citizens and communities – are the main actors of urban smartness. yearbook 2016-17

To this end has been developed a #smart planning protocol capable of interacting domain of governance and planning with that of the delivery of services. The protocol leads more sentient, intelligent and dialogue planning, capable of interacting with the objectives of innovation, competitiveness and cohesion pursued by social, civic and economic actors. The protocol works on the decision-making processes and local development strategies through processes of cloud governance and open urbanism. According to the protocol all output must be structured and calibrated according to the different levels of governance and action: regional, metropolitan, city and district. Each level needs specific #urban smart devices and dashboards to improve the collective intelligence for starting a deep innovation. The development and diffusion of smart technologies applied to spatial planning are leading to the experimentation of new interfaces with local territorial entities at different scales. In particular, on the Palermo metropolitan area is conducting a trial of methods of urban/human mapping and social communication that can enrich traditional systems to expand the possibilities for the use of geo-data in planning process, changing the way we collect, share and manage urban data – big, open and human too. #Palermo FabCity is an applied research that has edited a “Map of the Talents, Creativity and Innovation�, identifying all the places dedicated to creativity and innovation in order to understand the logic of the settlements of new fab city's makers. The map is useful to identify the existence of emergent creative clusters but especially, in our proactive vision, is useful to guide future planning decisions towards the creation of a spatial ecosystem that facilitate the rise, development and profitability of the city of innovative production (tangible and intangible). In the map have been identified and located more than 300 sites of talent, divided between the two macro-sectors of creativity and innovation, considered as main productive domains of talents’s skills. The first sector was articulated in #cultural places (museums, theaters, etc.), #communication activities (publishing, open gov, digital services, etc.) and #cooperation spaces (social streets, coworking, etc.). Innovation has been divided into places related to digital manufacturing, sustainable mobility and renewable energy. The map is not intended to be a neutral representation of the city's innovative production, but aims to understand the factors to "augment" the productive city. So, in addition to identifying the points, identifies the relationships between the different spheres of activities, is among the places that among the subjects, in order to understand the network of relationships that generates the productive ecosystem. yearbook 2016-17

The #Palermo Map of Talents and the #Vercelli Map of Creativity want be a knot of the Fab City network, able to act on the urban policy with the principles of the #circular economy and of #knowledge society, which supply not only the Third Industrial Revolution of the makers, but also a social – and hence urban – revolution based on recycling. Recycling economies, in fact, shows how marginal economies are producing new social collectives and projects around local and global decay, often with waste labor bringing high monetary reward as well as danger. Fab City is the great challenge of the mature phase of the movement makers, today is based too much on doing without purpose and use of production technologies for the fun of being digital artisans. But with about 350 Fablabs active in the world and more than 100 annual Maker Faire, some systemic problems, such as adequate logistics, environmental sustainability and economic efficiency can not be ignored or relegated to academic research, but they have become a part of the new productive city's Dna. yearbook 2016-17

#Unconventional Mapping is one of the main tools for advanced decision-making about the location of urban functions. In this field works the #Smart Planning Lab (SPL) by integrating traditional sources of information and new forms of data produced by the fixed flow of communications, produces spatial analyses oriented towards urban planning oriented. With the use of specific algorithms and the interpretation of spatial information about mobility, energy and localization of urban functions, Smart Planning Lab analyzes urban metabolism with a new approach. The approach is innovative because it allows to analyze urban life with the help of energy and mobility data, social networks and databases (open data, big data, human data, etc). This approach is able to create an advanced urbanism whose city project is an ongoing and participatory process, capable of actively responding to several urban problems, including mobility and energy issues. The #Heat Map of Palermo renders the distribution and polarization direction of administrative services, public utilities and services at the neighborhood level through the use of an algorithm concentration called “Heat Map�. The representation, in variable shading, highlights with the warm tones the high concentration of services from their spatial distribution. yearbook 2016-17

The #Lightness Map displays classes of electricity consumption in the municipality. This map shows parts of the city according to energy sustainability, and indirectly monitors land usage, highlighting high residential concentrations, polarizations of services, and corresponding need for electricity supply (security), as well as energy waste. Bright areas (white) and less bright ones (blue) are shown in a 3D view in which the height corresponds to the absolute value of consumption. The #Hexagon Map shows the energy consumption of the municipal buildings and of the public lighting (each hexagon is a cluster of average consumption more than 10,000 KWh). One of the most important research field of the Smart Planning Lab is about the spatial planning by human/urban data, able to represent in real time the everyday life of the inhabitants. The Map of distribution of #Social Networks activity allows to understand the people activity in urban spaces better than by traditional data. The hourly distribution of twitter activity in time bands is displayed through a Heat Map concentration algorithm shows the streaming of twitter-originated human data. The Twitter social network has been chosen for its peculiarities in providing textual, spatial and temporal information, useful for analyzing home/work and/or free time, in real time. The location of this information is useful in monitoring the dynamics of use of the city: not from a static supply service point of view, but dynamically. yearbook 2016-17

#Metropolitan Superorganism is above all a polycentric urban/rural system, a human settlement of networks and hubs, offering numerous opportunities, diversifying by places’ identities and resources. The core city, therefore, is a gateway city that acts as a urban engine to redistribute the flows from it towards others nodes. So the superorganism is a system of system of specialized city nodes that acts as service core, residential core, rural belt or productive belt, with a more effective distribution of function regarding gateways, innovation and efficiency. In this way cooperation replaces gravitation and the system back into balance even with a reduced amount of resources available, ready to generate new drawing on the potential of an open and distributed system. Open source against hierarchy. To achieve these objectives, urban policies are needed at the local level that allow functional integration without forcing anybody to move to large urban centres, and allowing the continued implementation of appropriate projects capable of preventing urban decay, uprooting and standardizations that too often characterize urban belt systems. Policies will have to take into account the needs of the different communities inhabiting in the urban armatures of the future, avoiding to uncritically privilege the main hubs, producing new poly-centres instead, and to focus only on the mono-thematic economic capital. As a large capital, Palermo is resolved to be a #Mediterranean Gateway City and a metropolitan hub of the urban national armature: a gateway city capable of intercepting global networks flows and of nurturing the local territorial context in the strategic framework for a new centrality of the Mediterranean area. The "Hub-Territory Project" issued by the Office for the Strategic Plan is included within a regional framework of strategic integrated development and urban regeneration. The target area is the "Strategic Platform of Western Sicily": an expanded #Regional Metapolis including the coastal settlements from Termini Imerese to Marsala whose cornerstone is Palermo's metropolitan hub. It is the central gateway and distribution point of flows at regional, trans-regional and Mediterranean level and presents itself as a metropolitan multipolar system generating territory, attracting settlements or distributing flows of goods and people. The diagnosis and development actions have been selected according to a three-dimensional scale of the territory: - #Platform Territory relates to all those actions that can affect competitiveness on a national scale; - #Gateway Territory relates to all those interventions that could positively impact on the development of the gateway territory and on regional cohesion, particularly in terms of accessibility and reduction of vehicle traffic; - #Polycentric Territory relates to all interventions aimed at enhancing Palermo, Trapani and Termini Imerese as key crossroads and drivers of a macro-metropolitan and platform settlement systems. yearbook 2016-17

#Territorial Archipelago is a spatial pattern drawing from its own stories and apparent marginalization able to offer significant hubs to connect to the global networks and other smaller local entities, otherwise excluded by larger networks. The territorial archipelago is an urban and rural settlement system connected by a landscape infrastructure. The connective system of the territorial archipelago consists of a perimeter belt of landscape made around urban areas with different ecosystem functions: agricultural/ productive, river corridor, re-naturalisation fields, sport facilities, slow mobility, etc. The archipelago-park becomes the connective tissue of urban islands and their framework of resilience. The territorial archipelago doesn’t act as a single organism like the superorganism, but use the power of its reticular relations sharing identities, roles and hierarchies. yearbook 2016-17

#Fluid City's planning and design need to manage some challenges: to reduce the vulnerability and improve the resilience cities would place restrictions on their built-up areas or try to find new paths of organising and using the water zones. Fluid cities must reduce their vulnerability based on climate change, landscape characteristics and the intrinsic functioning of urban society. Considering architecture and urbanism advanced standards and regulations, adaption and reversible uses, technological research and smart innovation, how are urban regeneration projects being structured and how do they help reimagine the city from a sustainable and resilient development perspective? We have to think about what kind of landscape and urban redevelopments can help mitigate flood risk reconciling the environmental imperatives of sustainable development with the economic tasks of competitive growth. These specific issues call for cross-cutting approaches in order to bypass oppositions, conflicts and sectorial policy barriers and work in a mutually beneficial way. Waterfronts, therefore, are more than straightforward urban contexts, they are better described as structural components of cities, frequently part of a harbour clusters and the focus of combined action: they are “fluid eco-communities� requiring wide-ranging strategic action so as to fully exploit cultural, tourist and productive capitals. yearbook 2016-17

The Fluid City Paradigm is a projectual devices for reimagining the relationships between water and city. Has been identified four main relationships between port and city in order to adapt consequential actions. The #liquid relationship characterized by the prevalence of a coastal identity represented by a landscape where the coastal nature is the mainstream of the waterfront: low interaction between sea and city. The #fluid relationship associated with sailing, cultural and leisure facilities and accommodation: the fluid waterfront is immersed in the urban structure, characterised by marinas and cultural and leisure services, strictly connected to the city.

The functions provided for this section relate to the boating, recreational and cultural activities capable of being an integrated interface between city and port: low pressure of the city on the waterfront. Third variant is the #porous relationship, namely an area for cruise-ships and passengers, enjoying close ties with the city and transport system, including facilities and buildings along the wharf to encourage the opening of the urban front onto the sea. This type of port is characterised by a large porous area in permanent transformation that acts as a link between the port activities dedicated to passengers and new cultural, residential and commercial activities related to the quality of the waterfront. It manifests a high degree of interaction between the port and city. The porous area between water and city is one in which the fluid metabolism of city finds its design declination through the use of resilient devices and blue infrastructures that not only make more permeable the relationship between cities and coast, but which provide new experiences depending on the amount of water in the dry season or the rainy season, even during severe flooding due to climate change. Fourth variant foresees a #rigid relationship, inaccessible to the public and thus enabling the harbour to work to full capacity: the “port machine� able to guarantee security and safety: high pressure on the city caused by the productive activities. yearbook 2016-17

#Open Smart City is a project for the construction of a new administrative centrality as a place of open governance characterized by a new relationship among government, citizens and urban intelligence. A place where the hardware and software of the Regional Administration will be urban and metropolitan engines. The areas of intervention are functional degradation places, place of urban congestion and loss of identity to #regenerate, #reactivate, #reconnect. The project involves the coverage of railway cutting with a plate on which a linear park will be built. A new regional administrative center will be the main attraction with several functions enriched by places for social innovation, enterprises’ incubation and new digital manufacturing. The project acts deeply on the urban metabolism integrating mobility, water, waste and energy cycles. Palermo Open Smart City is the first pilot project experimenting the integration of creativity, intelligence, social innovation and ecology in order to propose a new urban and metropolitan model.
