It has been my joy and pleasure to serve as your City of Leavenworth Mayor for 2024. I’ve had a wonderful time celebrating partnerships and cheering on the successes of our City employees. This fall and winter, the First City of Kansas has much to celebrate as we reap the harvest for our hard work and efforts.

Soon we’ll hire a new city manager after careful review of applications and an extensive interview process. This new individual will lead the day-to-day management of our staff and help myself and fellow commissioners with advice about policy decisions that are best for the City.

Leavenworth’s first dedicated Pickleball courts and our first new basketball court at Buffalo Bill Memorial Cody Park are almost completed and will be ready this fall. We’re completing a major construction project on Fourth Street/Kansas Highway 7 to repair our First City’s main thoroughfare. We’re in the process of construction of new offices at the Municipal Service Center. Soon, the City will begin building a new Fire Station 3 and a new building for our wastewater treatment staff.

2024 has been a busy year for the First City of Kansas, with several new projects completed to improve our quality of life. This year we completed our Pavement Management Road Construction early, investing $1.8 million into City streets (photos on opposite page)

This fall and winter, you and your family are invited to enjoy several fun activities with us, including the signature festival, Camp Leavenworth September 20-21. The fireworks will be at 8 p.m. Friday. Other events include:

n Mayor's Holiday Lighted Parade and Tree Lighting - Friday, November 22 - This is a yearly event held each Friday before Thanksgiving at Haymarket Square, Seventh and Cherokee streets.

Mayor Griff Martin presented a proclamation to Mary Mack with the Leavenworth County Development Corporation in May as part of Economic Development week.

Mayor Griff Martin presented honorary citizenship certificates to more than 122 international military officers attending the U.S. Army Command and General Staff College as part of a ceremony in July welcoming them to Leavenworth.

2024 Pavement Management invests $1.8 million in Leavenworth streets

Each year the City of Leavenworth completes a Pavement Management Program, using a Pavement Condition Index and other factors to maximize the best repairs possible within our budget. The 2024 program is now complete, using a mill and overlay process in which contractors mill the top 2" of driving surface and repave. There were 23 different sites, including those shown below. A comprehensive list can be found on the City's website.

Leavenworth's main thoroughfare through downtown receives upgrade

The City of Leavenworth and contractors are completing a major construction project along Fourth Street/Kansas Highway 7/US Highway 73 that began in July. The roughly $3.1 million project includes construction along Leavenworth’s downtown thoroughfare from Choctaw to Seneca streets.

Work included in the project is a 2-inch milled removal of existing pavement replaced with two inches of asphalt and reconstruction of intersections in concrete.

The project will have all new curbs and sidewalks, storm sewer and three new traffic signals that comply with accessibility guidelines.

Sections of Fourth Street between Choctaw and Seneca streets will be closed starting the week of July 8 until late fall.

Intersections at Shawnee Street, Delaware Street and Cherokee Street will be closed temporarily for up to 28 days throughout the process.

Intersections at Seneca Street and Choctaw Street will only close temporarily at the end of the project for resurfacing.

During the closure of the Delaware and Fourth Street intersection, traffic will change to a two-way street for one block in both directions.

When these intersections are not under construction, they will be open to eastwest traffic.

Work is expected to be completed by November.

Information from the City Clerk's office

• If you have a monitored alarm system in your home or business you are required to purchase an alarm permit. The fee is $15 per year. Should you have a false alarm and your system is not registered a false alarm fee will be assessed to you.

• Garage sale permits are required at a cost of $5.

• All establishments serving food are required to have a Health Permit at a cost of $100 per year.

• All Employees working at any Food Establishment must attend a Food Handler Class. Online classes are available at www.statefoodsafety.com. The fee is $20.

• Massage Establishments - New Business $300 and Renewals $150.

• Distribution of flyers door to door requires a permit.

• Door to door solicitors are required to obtain a permit. If you have a solicitor at your door, ask to see their City permit. Solicitors are required to wear the permit in such a way that is conspicuous at all times. The permit is a badge with the individual's picture, name and approved days to solicit.

o Political, religious and certain other groups are exempt from requiring a permit for solicitation and distribution of door to door flyers. For additional information contact the City Clerk’s office at 913-682-9201.

New amenities at Cody Park

Newly planted trees surround eight new pickle ball courts at Buffalo Bill Cody Memorial Park, 3003 Shrine Park Road. The courts will be completed this fall. There is also a new basketball court being constructed at this park.

Program provides grant funding for low-income homeowners to make home repairs

The City of Leavenworth Home Repair Program provides up to $13,000 in Community Development Block Grant (CDBG) funding for minor home repairs to qualified homeowners within Leavenworth city limits. An additional $1,000 could be awarded for radon mitigation.

The Home Repair Program benefits low to moderate income homeowners with safe, healthy and sustainable housing. This program receives its funding from U.S. Department of Housing and Urban Development (HUD) and is subject to HUD guidelines.

Qualifying for the program begins with completing the Home Repair Application and calling the Community Development Coordinator to make an appointment for submission. Applicants must be within the HUD income limits and occupy the home they are seeking to repair. Homes are subject to environmental review for qualification. Potential repairs may include, but are not

limited to, heating, ventilation and air conditioning, roofing, plumbing, electrical and water heater. This program does not replace windows.

A lien must be signed stating the homeowner will reside in the home and not change title for three years. At the end of the three years, the lien is released and no funds are owed.

Throughout the process, the City’s Community Development Coordinator works closely with the City’s inspectors, contractors and the homeowner to ensure the repair of a safe and healthy home.

Business Symposium featuring entrepreunerial experts coming Oct. 28

The City of Leavenworth Business Symposium will be held this year on Monday October 28 at the Riverfront Community Center. Local businesses and entrepreneurs are invited to the half-day event featuring Dr. Jason Bosch from the Kansas Leadership Center. Bosch brings an energetic approach to problem-solving in business and economic development based on adaptive leadership principles. The event also features Kansas State University’s Technology Development Institute discussing

the product development process and what Kansas resources support the creation of new products and technologies. City of Leavenworth Mayor Griff Martin and City staff will be joined by local economic development organizations including the Grow Leavenworth County Development Corporation and Network Kansas to highlight local collaboration and support for new and growing businesses. The fifth annual Camp Leavenworth is a free two-day festival that invites everyone to discover the wonders of Leavenworth. Camp Leavenworth will feature Friday night fireworks, family activities, Makers Fair and unique experiences around our historic downtown — people will see how much fun it is to break out from the ordinary and live life free. Leave it to Kansas to throw a shindig as adventurous as this. Admission is free to the public.

There are more than 20 parks consisting of 424 acres with 14 shelters, 14 playgrounds, 6 tennis courts, 12 baseball/softball fields, 16 practice soccer fields, 12 game soccer fields (U6-U14), 9 restroom buildings, 77 flower beds, 8 outdoor dedicated pickleball courts, cornhole courts, batting cages, a splash pad, an aquatic center, 3 outdoor basketball courts, a disc golf course, a skate park, a dog park, a campground and several miles of walking trails.

Legacy Trees - The Legacy Tree Program makes it possible to help preserve the rich history of trees in our parks while commemorating either a person or event. Through this program, old trees are replaced and new areas rejuvenated. All contributions to this program are placed in a Park Special Gift Fund and are only used for the planting of Legacy trees. Fees are $200 per tree for a 5" by 5" acrylic cap plaque, or $300 per tree for a 5" by 5" anodized metal plaque. Adopt-A-Park – Looking for a way to make a difference in our community? Consider adopting a Leavenworth city park or other landscaped public area. Leavenworth Landing Park - This scenic park on the Missouri River by the Riverfront Community Center is available to rent for special occasions. Permit fees start at $15/hour with a $100 refundable damage deposit. Choose the Paddlewheel Plaza or the Railroad Roundhouse. Haymarket Square - An event venue located at 649 Cherokee. The open-air pavilion is available for rental when not occupied by the Leavenworth Farmer’s Market or the City Market. Contact the City Clerk’s office at 913-6829201 for availability and more information. If planning a special event open to the public, other requirements must be met to reserve the square.

Memorial Benches - Another way to honor a person or recognize an organization is through the purchase of a memorial bench with an attached plaque in Ray Miller Park, Landing Park, or Waggin’ Tails Dog Park. The Parks and Recreation Department will install the bench. Cost varies. Email parksandrec@firstcity. org for more information, or find the application form online at www. leavenworthks.org.

Earlier this year, the City's Skate Park was re-named the "Cody James Clark Skatepark" in honor of Cody Clark, a young man who was instrumental in encouraging the City to build a skate park in the early 2000s. The park is at 20th and Ottawa streets, inside the Sportsfield complex.

The Riverfront Community Center is a charming 1880s former Union Depot train station on the banks of the Missouri River. Originally constructed in 1888, this historic depot was restored and remodeled in 1988 as a multifunctional facility. This classic facility provides an ideal atmosphere for all types of special events with picturesque views in Leavenworth Landing Park, located right behind the center.

The Women’s Waiting Room - Adjacent to the Riverview Room, this cozy room has a working fireplace, woodpaneled ceilings, and versatile side doors that can be opened to access the Riverview Room. The doors may be closed to offer a smaller space with a view of Leavenworth’s historic downtown.

The Men’s Waiting Room - Impressive 30-foot woodpaneled ceilings soar above the original woodwork and fireplace. This lovely room also boasts a river view to the east and historic downtown Leavenworth to the west.

The Riverview Room - Aptly named for its beautiful views of the majestic Missouri River. It is an elegant room that can host banquets, receptions, weddings, or other special events. It also has an adjoining outdoor patio that overlooks the river.

The Activity Room - This small room downstairs by the basketball gym is perfect for kids’ birthday parties, fitness classes, study sessions, and other smaller events.

Harvey Girl Luncheons

Step back into the late 1800s when Fred Harvey was helping tame the west with his train depot restaurants and the Harvey Girls. A lovely lunch is served at the Riverfront Community Center by the Harvey Girls, followed by a brief history of Fred Harvey and the girls. Reservations must be made a minimum of two weeks in advance with a minimum of 20 guests. For more details contact the Leavenworth Convention and Visitors Bureau at (913) 758-2948.

Closed on Major Holidays: New Year’s Day, Martin Luther King Jr. Day, Presidents' Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veterans Day, Thanksgiving Day and the Friday after, and Christmas Day. The center closes early on Christmas Eve and New Year’s Eve.

Indoor Track: The center has a 1/10 mile indoor track that is open year-round during regular community center hours. Daily admission fee or pass required.

General Use – It is the responsibility of the patrons to ensure they have been properly trained before using the fitness equipment. Improper use may cause serious injuries. The City of Leavenworth is not responsible for injuries or gross negligence. All visitors age 16 and older must present ID at check-in at the front desk.

Age Restrictions – 10 and under must be accompanied by a parent/ guardian age 18 or older to enter the community center; 11 and under are not allowed in the

weight room or cardio room or on any fitness equipment; ages 12–14 must be supervised by an adult at all times in the fitness rooms; ages 15-17 must have a signed permission form from the parent; ages 60 and over are advised to consult their physician before beginning any type of fitness regimen.

Conduct – No foul language, vulgar music, aggressive or disrespectful behavior will be tolerated. Absolutely no tobacco or vaping products of any sort are allowed in the center. No food

Dog Manners and Obedience - $100/Dog. Dog trainer Kim Downing will teach you and your four-legged friend the basic commands. Geared for dogs ages 4 months or older. Must be current on vaccinations. This is a 7-week program. The first week is without your dog. For more information visit www.yourbestdog.com. Class is minimum 4, maximum 10. Class is held on Saturdays. Fall dates are 8/17 to 9/28 and 10/5 to 11/16.

Basic Ballroom Dance - $40/single or $60/couple - Learn to Merengue, waltz, country two-step, Arizona two-step, salsa and cha-cha dance steps and turns that you can do to almost any type of music. Glass Fusing for Beginners - $40 per person. This is a beginner-level class to learn all the basics of glass fusing. You will learn multiple techniques, terms, styles of art and more, all while creating a project that is yours to keep. PiYo Live - $5 a class or $10 for a 12-punch pass - Join certified instructor Rachel Smith as she combines the muscle-sculpting,core-firming benefits of Pilates with the strength and flexibility of flowing yoga muscle movements. This class is suitable for all fitness levels. Bring your own mat and plenty of water for this fun class for teens and

or soft drinks are allowed in the fitness rooms or the gym.

Equipment - Wipe down equipment before and after use. Our staff disinfects all the equipment once each day. Do not drop or slam weights. Place items back where you found them.

Attire - No cleats or spike shoes of any type (including bike shoes); athletic shoes covering the entire foot must be worn at all times (except in the pool); proper swimwear or workout attire is required.

Revelation Fitness - Cost is $5 to drop-in. Punch passes are available for purchase. Join certified fitness instructor, Brooke Ross for Revelation Fitness. A faith-based workout that will train your body, mind and spirit. The format for this class wil include a variety of movement styles including choreographed cardio, kickboxing, strength, and flexibility, the use of drumsticks, hand weights and mats will also be incorporated at different times throughout the class. Bring your mat, hand weights (optional) and water for this energizing and uplifting class. Drumsticks provided. Class is held Tuesdays and Thursdays starting at 5:30 p.m.

Riverfront TaeKwonDo- Cost is $55 a month for the first family member and $35 a month for each additional family member. This popular martial art combines combat techniques, self-defense, sport and exercise. Contact Master David Wrigley at 913-683-4315 for information. Class is held Tuesdays and Thursdays starting at 5:45 p.m. for ages 10-14 and 6:45 p.m. for adults.

Toddler Tyme - $2 a child or $30 for a 20-punch passchildren ages 5 and under are invited to the gym for open play time. Basketballs, tricycles and other fun toys are provided. Adult supervision required. Offered Mondays, Wednesdays and Fridays from 10 a.m. to noon.

Stroller Strong Moms - Their mission is to "Sweat Like a Mother" known as SLAM, providing moms a unique, fun challenging total-body workout. Led by Wanda Aviles, each class will include aw arm-up, running or walking with fitness stops, core strengthening and stretching to close. Aquatics

Aquacise - Aquacise tones and sculpts your body with no impact to your joints. This popular water aerobics workout is a swimming blend of cardio and resistance training, and may incorporate resistance tools such as buoyant water weights and noodles. One Aquacise pass is valid for all Aquacise classes. Passes may be purchased at the Riverfront Community Center’s front desk and do not expire. Classes are offered Monday, Wednesday, and Friday mornings at 9 a.m. and afternoons at 1 p.m. Also on Monday and Wednesday evenings at 6 p.m. Cost is $5 per class. Punch passes are also available.

Water Walking - Join Lori Mathews as you discover the benefits of water walking. The water provides resistance, making your muscles work harder to move forward and provides buoyancy, helping reduce strain to your joints. Changing your water walking routine keeps it interesting while allowing you to work different muscles as part of the exercise. This 45-minute class is offered Monday, Wednesday and Friday mornings at 10:05 a.m. Cost is $4 per class or $40 for a 10-punch pass.

American Red Cross Lifeguard Training ClassStudents will be certified in Lifeguarding, CPR, AED and First Aid. Prerequisite: Student must swim 300 yards non-stop using front crawl and breast stroke and retrieve a 10 pound brick from 9 feet of water. Minimum age is 15. Cost is $180 for residents or $200 for non-residents. Online registration and payments is available at www. leavenworthks.org/parksrec/page/american-red-crosslifeguard-training. American Red Cross Learn-to-Swim Group Lessons

Certified instructors will teach children, teens and adults in a supportive environment in which to learn and obtain skills. Students must be registered for Tuesday Thursday sessions by noon the Friday before the session is scheduled to begin, and by noon on Wednesdays for the Saturday sessions. Cost is $40 per child for residents or $45 per child for nonresidents. Families with three or more children will pay half-price for the third and subsequent children in the same household. Riverfront Community Center Open Swim - The Riverfront Community Center is available for open swim when Wollman Aquatic Center is closed. Stop at the front desk to pay the cashier and sign in, then join the fun on Fridays, Saturdays and Sundays. Check our website for more details. Lap Swim Rules - No one under the age of 14 admitted into the pool during Lap Swim unless authorized by the Aquatic Supervisor. Lap swimmers must be able to swim the length of the pool, unassisted, using the front crawl. Available on a first-come, first-served basis.

Flotation Devices - In order to keep all patrons safe while enjoying the pool, only noodle floats may be used. No other toys or floats allowed unless during class times. An individual with special physical or mental need may use an approved Personal Flotation Device. This must have prior approval from the Aquatic Supervisor.

Open Swim Schedule – Begins after Labor Day.

Recreation Activity Scholarship Program for City Residents - Qualifying citizens who live in the city limits of Leavenworth and are currently receiving public financial assistance may be awarded a $100 credit per approved person per year to be used toward certain Parks and Recreation Department programs. For information email Tabor Medill at tmedill@firstcity.org or call him at (913) 758-6648. You must set an appointment with Tabor Medill before dropping off your application. Applications must be renewed each year by completing a new form and scheduling another appointment for verification and approval.

Field or Court Rentals – The City has 6 tennis courts, 8 dedicated outdoor pickleball courts, 3 outdoor basketball courts, a recreation complex with 5 baseball/softball fields, and 7 other baseball/softball fields throughout the city. Contact Tabor Medill at 913-758-6648 to reserve these locations for special use or league tournaments.

Men’s Basketball League - $345/team - Open to men age 18 and over, or whose high school class has graduated. Current active college players are not eligible to play. Requires a minimum of 4 teams. Season begins in January. Registration is November 15 – December 15 as a team at the Riverfront Community Center.

Youth Basketball - $40/player - discount for third childFor boys and girls in Grades 1 - 6. Teams play in January and February. Registration is October 1 – October 31, online or in person. Late registration is $65/player through November 15. Eligible for scholarship use. Scholarship does not cover late fee.

Bitty Basketball - $35/player - discount for third child - For ages 3-6 (not yet in 1st grade). A four-week instructional clinic offered on Saturdays in January. Register November 1 – 30. Late registration is $60/ player through December 15. Eligible for scholarship use. Scholarship does not cover late fee.

Youth Futsal - $40/player – discount for third childSimilar to indoor soccer with boundaries - for boys and girls in grades one through six. Instructional program on Sundays in January and February. Register October 15 – November 15. Late registration is $65/player through November 30. Not eligible for scholarship use.

Mother-Son Superhero Dance - Sunday October 6, from 1 - 3 p.m. This super event is for boys age 9 and under and their moms, aunts, grandmas or big sisters. Enjoy an afternoon of games and activities, music dancing, a snack buffet and prizes. Moms and sons are encouraged to come in their favorite superhero costumes. Photos will be available to purchase. Be sure to dress up in your favorite costume and bring your Halloween bag or Jack-O-Lantern to carry the candy. Free event. Holiday Market - Saturday November 2 - Get an early start on holiday shopping 10 a.m. to 2 p.m. at the Riverfront Community Center, 123 S. Esplanade St. General admission is free and open to the public. Vendor booths are available starting at $20 and include one 6-foot table and two chairs. Vendors may register and select your table online at www.leavenworthks.org — convenience fees apply — or in person at the Riverfront Community Center administrative office during business hours. First Grader Santa Claus Drawing Contest: Leavenworth and Fort Leavenworth first-graders are invited to participate. All drawings should be free-hand and submitted by the student's teacher or parent by Nov. 8 to the Riverfront Community Center manager Tammy Metzgar, tmetzgar@firstcity.org. Drawings will be judged and displayed at the Riverfront Community Center. The winner will receive a prize and other special prizes.

Mayor's Tree Lighting November 22
