NBVFD HONORS DEPARTMENT MEMBERS The Nassau Bay Volunteer Fire Department celebrated their accomplishments at their annual banquet held at the Tom George Nassau Bay Fire and EMS Station on March 26. The following NBVFD members received special recognition for their 2021 accomplishments: ∙ Firefighter of the Year – Javon Thomas; ∙ Rookie Firefighter of the Year – Stevieray Edmonds; ∙ Medic of the Year – Greg Forrest; ∙ Administrative Officer of the Year – Javon Thomas; ∙ Line Officer of the Year – Glenn Blome; and ∙ Chief’s Coin Award for Special Service – Richard Guidetti and Rod Molyneau. The Top Responders for 2021 were: #1 – Javon Thomas; #2 – Tom George; and #3 – Bob Juillerat. The Ed Newton Scholarship Award was presented to 2022 recipients: Colby Dickerson, Abby Juillerat, Cody McCamy and Unique McCamy. Truck Captains Marshall Boyd and Bob Juillerat recognized several members for outstanding contributions to NBVFD operations. Members receiving special recognition were: Stevieray Edmonds, Kristopher Gaffey, Vic Studer and Javon Thomas. WELCOME OUR NEW CITY MANAGER, PAUL MCLARTY! The Nassau Bay Mayor and City Council have selected Paul McLarty as the new City Manager.

In partnership with recruiting firm Strategic Government Resources (SGR), a Selection Committee appointed by City Council reviewed a total of 36 applicants. During their regular meeting on Monday, April 11, City Council approved an employment contract with McLarty, who comes to the City after nearly 19 years with Clear Creek Independent School District (CCISD).

"I have lived in the Clear Lake area since 1996 and love everything about Nassau Bay," McLarty said. "I am both honored and humbled to be given the opportunity to build upon the success that is already evident in our community. I look forward to becoming a part of this very special community and meeting everyone in the near future."

Since 2011, McLarty has served as the Deputy Superintendent of Business and Support Services with CCISD, and served as Chief Financial Officer with the district from 2003-2011. He has worked for other school districts including Goose Creek Consolidated Independent School District and Galveston Independent School District. He also spent approximately five years as the Director of Finance & Administration/ County Budget Officer for Galveston County. McLarty holds a Master of Business Administration in Finance from the University of Houston as well as a Bachelor of Business Administration in Finance from Texas A&M. He is also a member of the Government Finance Officers Association (GFOA) and a Foundation Board Member of the Space Center Rotary Endowment Foundation. McLarty will officially begin on June 1, 2022 with Interim City Manager Tim Cromie continuing to serve in the meantime.

MAY 7TH ELECTION INFO The City of Nassau Bay is at its strongest when our community is informed and engaged — we are stronger when we all vote! We invite you to visit the City's Election website at www.nassaubay.com/Election to learn more about the May 7th election and the individual candidates. Election Day: Election Day is Saturday, May 7th. Voting will be held in the City Hall Council Chamber (1800 Space Park Drive, Suite 200, Nassau Bay, TX 77058) from 7:00am to 7:00pm. Unofficial tabulation of results will be publicized as soon as possible after 7:00pm on May 7th.

Sample Ballot: On Election Day, along with casting a ballot for the Mayor and Council Positions 2, 4, and 6, Nassau Bay voters will also vote on two Texas State Constitutional Amendments. A sample ballot can be found at www. harrisvotes.com. Below are the City Council candidates that will be presented on Nassau Bay’s May 7th ballot: • Mayor: Phil Johnson and Mark Denman

Identification Requirements for Voting: Photo identification is required to vote in Texas. Valid forms of ID include a Texas Driver License, Texas Election Identification Certificate, Texas Personal Identification Card, Texas Handgun License, United States Military Identification Card, United States Citizenship Certificate, and United States Passport. CCISD Election: CCISD’s Board of Trustees election is separate from Harris County / City of Nassau Bay elections – residents will complete two ballots, one for Nassau Bay’s Mayor and Council Positions 2, 4 and 6, and one for CCISD’s At-Large Position B. Residents can also vote for the CCISD Election on May 7th in the City Hall Council Chamber.

NASSAU BAY ANIMAL SHELTER INTRODUCES SODA The Nassau Bay Animal Shelter is pleased to introduce Soda, a male Labrador /American Staffordshire Terrier mix who is about one year old. He's great with both large and small dogs and cats! Soda is neutered, microchipped, current on all of his vaccinations, and heartworm negative.

CANBE CORNER CANBE and Keep Nassau Bay Beautiful are pleased to announce that Patty Henderson, a Nassau Bay Resident for over 27 years on Point Lookout, has been awarded the 2022 1st Quarter Beautification Award. It is a true joy for her to share her love of beautifying her yard with her Nassau Bay friends and neighbors. Patty credits the same yard maintenance crew, which she's had for over 20 years, as the muscle behind the work. NASSAU BAY HOMES ASSOCIATION

The Nassau Bay Garden Club would like to thank the community for its participation in Beautification Day. The turnout was tremendous with more than 50 volunteers participating.

Please see update below from the Nassau Bay Homes Association.

The gardens were planted and are looking great, especially after Winter Storm Uri decimated large portions of the gardens and green spaces in the city. The Club encourages our residents to wander in the newly-planted gardens and enjoy the variety of plants. Near David Braun Park, there are a range of annual plants along with many rose bushes, including the spectacular Peggy Martin climbing rose near the bench. The entrances are graced with Cordyline and Ligustrum bushes. The small Circle Garden provides a quiet spot on Upper Bay Drive with spreading Yew bushes and Azaleas. Tranquility Arbor has been replanted with Azaleas, a variety of gingers, Leopard plants and annuals. The garden in Swan Lagoon Park has been planted with a variety of pollinators to attract butterflies, including Verbena, Angelonia, Bottle Brush, and Butterfly Brush. The Garden Club’s May meeting will include the installation of new officers – congratulations to Royce, Diana, Angela, Ann, Gun, Becky and Michelle. Monthly Club meetings will resume in September.

Pool Passes

As pool season is close at hand, it is time for the NBHA to distribute passes and sign pool waivers. This year, to help balance the costs of maintaining the pool and lifeguards, there will be a $30 per property address administrative fee to obtain passes. The pool will open Memorial Day Weekend and close Mondays for cleaning. Pool passes and annual assessments can be paid through the PayHOA home account. Homeowners must be current on all association dues to receive passes.

Board of Trustees - Annual Election

As required in the by-laws of the Nassau Bay Homes Association, Inc. (NBHA), the annual election for its Board of Trustees will be held on Saturday, May 7, 2022 from 7AM-7PM, with early voting on Monday, May 2nd - Thursday, May 5th from 9AM-4PM at the NBHA office located at 1322 Space Park Drive, Suite C119. Any property owner who pays into the Nassau Bay Owners Association Inc. Lot Assessment Fund may vote with a maximum of two votes per home. Anyone not currently named as a homeowner with Harris County Appraisal District (HCAD) will need to bring proof of ownership. For candidate information, please see www. nassaubayhomesassociation.org

The Nassau Bay Special Events Committee is in the planning process for this year’s Fourth of July Celebration, to be held on Monday, July 4. The event will include a special parade to honor and celebrate our Veterans. ST. THOMAS FOOD DISTRIBUTION On Saturday, May 7, St. Thomas the Apostle Episcopal Church in Nassau Bay will welcome the Galveston Food Bank to its parking lot for the May Food Distribution. This partnership will offer their monthly fresh food distribution to neighbors in need throughout Nassau Bay, Webster, and Pasadena. On most Saturdays, about 83 cars and 350 people are served with fresh fruit, vegetables and sometimes meat and hygiene items. This event will begin in the St. Thomas parking lot (18300 Upper Bay Rd.) from 8AM until about 9:30AM. Distribution begins almost immediately after volunteers arrive at 7:45AM to package the items available. If you are interested in serving or leading in this effort, please email Mike Stone at rector@sttaec.org. Community members are always invited to serve with St. Thomas in this ministry.

EXCESSIVE WAKE PROHIBITED One of the best parts about Nassau Bay is the access our residents and visitors have to recreational water facilities, and it is the City’s priority to ensure that everyone can enjoy those amenities safely. With this in mind, the community is reminded that the City of Nassau Bay has an ordinance in place prohibiting excessive wake, meaning “any wake or wash generated by a vessel operated at greater than headway speed that creates a substantial risk of personal injury or damage to property.” This ordinance was crafted after long negotiations with the waterfront homeowners and boaters.

The ordinance outlines specific examples of excessive wake, including: (1) Swamping of a floating dock, barge or another vessel; (2) Washing water over a swimmer or other person in the water; (3) Severe rocking or heaving of another vessel; (4) Unavoidable collision of a floating dock, barge or vessel into another fixed or floating object; and/or (5) Wave crests eighteen (18) inches above ambient wave action that strike a buoy, bulkhead, breakwater, dock or pier. In practice, the ordinance allows for waterskiing down the middle of the waterway if the boat is light and small, or built for skiing since a very small wake is generated. However, a large and heavier boat, or a boat built to produce large wakes for the wake boarders most likely would be questionable.

This ordinance preserves the right to enjoy water skiing in an area on which the city intended. It is intended to limit wakes without designating the waters as a strict "NO WAKE ZONE." A boater is always responsible for their wake. As a reminder, all peace officers of the City are enforcement officers for the purpose of this ordinance. A violation of the hazardous wake ordinance could result in a fine up to $500.00. COUNCIL MEETING RECAP APRIL 11, 2022 - REGULAR COUNCIL MEETING

During the April 11 City Council meeting, Mayor Bob Warters and Nassau Bay Police Chief Tim Cromie presented a special proclamation in honor of Public Safety Telecommunicator Week.

• Received a Presentation on the City’s FY2022 Annual Budget Presentation, a digital-first budget book using the upgraded OpenGov ERP Cloud software. • Received a Presentation on the City’s Tourism Goals and Objectives.

• Held a Public Hearing and approved an Order finding the residential structure located on 1302 Antigua, Nassau Bay, Texas 77058 to be in violation of the City’s Code of Ordinances, Chapter 214 of the Local Government Code, 2012 International Property Maintenance Code, and Chapter 54 of the Local Government Code, and requiring the owner of the residential structure to within 30 days repair, remove or demolish the residential structure. • Received an update from the Infrastructure Committee and approved the designation of twenty-six (26) City streets for the street rehabilitation project, as well as the cost of engineering services associated with the project.

• Approved the purchase of a portable 6-inch pump to replace the existing out of service 1986 Gorman Rupp Portable Pump.

• Approved the terms and conditions to be set forth in an employment contract for the City Manager, and authorized the Mayor to execute said contract, as discussed in Executive Session.
