A Message From Mayor Kevin Murdoch As we enter autumn, with its shorter days and cooler air, our community continues its path towards post-pandemic normalcy. This is an opportunity to rethink recreation as a chance for “re-creation,” a way to improve our physical and mental health through creative, fitness, and social activities… many opportunities abound at Recreation Oak Bay. Monterey Centre is offering a full slate of programs focused on lifelong learning. There are great opportunities to learn new languages, a variety of arts and crafts programs, writing workshops, courses on the use of technology, wellness programs including meditation, tai chi and dance classes, and other activities including table tennis, billiards and bridge. These programs all provide room for social distancing while facilitating the chance to meet new friends with similar interests. I hope you also know that Oak Bay is focused on providing inclusive and accessible services. We offer a Leisure Assistance Pass (L.A.P.) which provides free access to support helpers. We have the Leisure Involvement for Everyone ( L.I.F.E.) pass which offers

free drop-in access for low income individuals and families. We are also seeking volunteers to provide inclusion support for recreation activities such as fitness, swimming and skating. Of course, fall is also a beautiful time to explore our natural spaces. I hope that, even if you’re busy returning to work or school, you take time regularly to hike through a natural park, along the waterfront, or on a community trail or back street. There are many opportunities to recharge by soaking in the natural beauty, wildlife, architecture, and public art. After almost 3 years of pandemic-related restrictions, I encourage you to take time to use recreation to reduce stress, improve your health, and provide space to imagine and contemplate; space that is less and less common in modern life.

Please add “communication@perfectmind. com” and “registrationinfo@oakbay.ca” to your email safe list to receive log-in information and registration confirmations.

PAYMENT All fees are payable in full at the time of registration. We accept cash, cheques, American Express, VISA, MasterCard, Debit Card or Recreation Oak Bay Gift Card. There will be a $20 NSF charge on all returned payments. Receipts will be emailed to you. Please add “communication@perfectmind.com” and “registrationinfo@oakbay.ca” to your safe list for incoming emails. (Receipts will be mailed to you if requested.) Duplicate receipts will not be issued, please keep your receipts for income tax purposes.

REFUNDS AND CREDITS Course Refunds: For courses that are four classes or more, credits/refunds must be requested before the second class. After the second class, credits/refunds are granted only for cases of illness supported by a doctor’s note (other compassionate reasons may be considered). For courses with less than 4 classes, or that require 100% attendance, a credit or refund must be requested at least 72 hours prior to the start of the course. For single session bookings (i.e. pickleball) cancellations must be requested at least four hours prior to start of the session. Please allow four weeks for refunds to be processed. No refunds/credits for unattended classes which have passed. Cancelled Programs: Programs with insufficient registration will be cancelled and a full refund or credit will be issued.

Memberships & Admissions Drop-in Admission and Passes Passes and drop-in admission includes unlimited access to public swims, group aquafit classes, the fitness studio, group fitness classes, public skates, and duffer hockey at Oak Bay Recreation Centre. At Henderson Recreation Centre, admission includes access to the fitness studio, group fitness classes, and drop-in sports such as pickleball, badminton and table-tennis (excluding golf and tennis). At Monterey Recreation Centre, admission includes access to group fitness classes. See activity schedules for appropriate sessions, some restrictions apply. Annual Passes: Every Recreation Oak Bay Adult and Youth Annual Pass holder will receive a Buddy Pass which will enable a friend to accompany you free up to five times! 45 Years of Oak Bay Volunteers Oak Bay is a municipality steeped with history and a strong sense of community. It is home to families that go back generations and iconic residences that still stand in their original beauty. In 1975, this Oak Bay pride and commitment brought forth the “Community Services Survey” to help identify the needs of the community. From that survey, the roots of Oak Bay Volunteer Services Society were planted. As we celebrate our 45th year of service to the community, we invite you to learn more about us. Emergency Preparedness Eileen Grant, Manager Oak Bay Emergency Program

Now is the perfect time to check your emergency plan for what you need to get ready for ensuring you have a safe and warm winter. What do you need to know about winter preparedness? Let’s start with snow and ice. Have a snow removal plan. Make sure you have a good snow shovel and a supply of deicer on hand before the cold weather arrives. If you don’t want to do the shoveling, talk to your gardener and teenage neighbors about being on call to clear your sidewalks and pathways when it snows. It is hard to find someone when the snow starts falling. How can you prepare in advance for power outages? Check that all your flashlights are working and have extra batteries on hand. Please don’t use candles due to the fire hazard. Have a supply of blankets ready to use. Sleeping bags are a great way to keep warm. Have a supply of food that you don’t have to cook on hand. Don’t forget a supply of water. Stock up on bottled water and food in advance of cold and icy weather. By planning in advance you won’t have to brave the icy roads and walkways and the crowds that forgot to get prepared. What steps can people take to have a safe winter? Service your car and have your winter tires put on before the freezing temperatures hit. Always keep your fuel level above half full. You never know when you’ll have to use your car for transportation or shelter or for how long. Make sure all your appliances, including furnaces and heat pumps, are in good working order. Fall is the perfect time to get repairs and maintenance check-ups done. Ensure that all filters are clean. Portable heaters are a popular way to add warmth to our homes. Make sure all heaters are CSA approved. Never leave them running unattended or while you sleep. Always follow manufacturer’s recommendations for distance to combustibles.

Always make sure you have an up-todate Grab & Go kit ready to grab and go in an emergency.

Keep your cell phone, laptop or iPad charged up. Have a portable battery for your cell phone just in case. Introduce yourself to your neighbours and share your plans with them. Ask for help if you need it. Always offer to reciprocate. Research shows that it is our neighbours who are our lifelines when there is an emergency. Make a list of trusted websites and helpful telephone numbers for services that can answer questions you may have about utility outages and problems, health related questions or community services. The secret to being safer during an emergency is to prepare in advance.

Know where your water and utility shut offs are in case you need to turn them off.

Remember the Preparedness mantra: know the risks; have a plan; have your kits; know your neighbours.

Instructor Spotlights Neil McKinlay – Meditation Instructor Can you give us a little background on how you began instructing meditation classes? I had been meditating - studying and doing both daily practice and retreats - for almost twenty years when, in the mid-2000s, my work situation changed dramatically. It was my wife who one evening said, “You’re trained to meditate, so why don’t you teach?” I reached out to Monterey Centre later that week and have been here ever since. I think we can all agree that the last couple of years have been challenging. How do you think Meditation can help people through these times?

Christine Balinski– Yoga Instructor Your yoga and fitness classes have been a Monterey staple for many years! How and when did you start instructing at the Centre? I had been an instructor in Ontario for many years. After moving back to Victoria in 1989, a friend asked me to substitute a yoga class with Recreation Oak Bay for a few weeks, which I was happy to do. After that I was asked to teach at Monterey and the rest is history! Wow, that is an impressive amount of time! What is it about this community that keeps you coming back year after year and do you partake in any of the classes at Monterey Recreation Centre? The people keep me coming back! Both the staff, whom have always been supportive, and the participants. Even though I’ve instructed at other facilities in Victoria, Monterey has always been extra special. It’s a friendly and cheerful place and a pleasure to be a part of. I love the Dance Express class. It is such good fun. Great for my brain and my mental health. Many friendships are made at Monterey! 10

Meditation has a lot to offer in these challenging times. On the one hand, the practice allows us to connect with a sense of stillness and insight that is built into us as human beings. On the other hand, meditation slowly develops our capacity to be present with uncertainty. While none of this removes the difficulties many of us are facing, it does resource us in some very helpful ways.


Alexis Moores – Group Fitness and Dance Express Instructor Alexis, I think everyone at Monterey can say that we love your playlists, what do you do to keep them fresh and exciting? Forget your exercising and enjoy the music!! Each week I go through my playlists and edit them. I take out songs I have used for a while and put in songs that I think participants will know and remember from their past and that will trigger great memories. I like to try and put in some newer songs that I like so when participants are with their families and a song comes on, they will know it and their younger family members will think they are hip!! I like hearing participants sing along or tell me I played their favourite song. I take requests! You’ve been instructing at Monterey for many years, what is it about this community that drives you to continue to deliver your exceptional programming? Grateful and appreciative participants and Monterey staff. The community that Monterey builds is what drives me. I love walking into the room and seeing everyone talking to each other or having coffee together after class. I think that community and connection is so important. When I walk into Monterey I get a great feeling. I know there are going to be familiar faces and somebody who wants to know how I am. Also... getting paid to exercise is great motivation!!

Bryony Wynne-Jones – Art Instructor Out of curiosity, what are some of the trademarks of a class taught by Bryony? I believe that my classes need to be light and fun as it’s important to be able to laugh at a mistake! All my classes have a focus on nature which I truly believe allows us to appreciate it. There is a lot of choice, if something speaks to you, I implore you to work with it! Lastly, my classes have an inclusive and respectful manner and I value that those in the class want to be there dearly. If you had to pick one or two artists who inspire you, who would they be and why? Henri De Toulouse-Lautrec, I love, love, love his drawing, contour and line work! Anne Ophelia Dowden: She is a botanical painter. I first saw her work when I was in my early 30s and was blown away by how gorgeous it was. Very beautiful and silky. She has inspired me to this day! The Monterey Recreation Activity Association and The Monterey Recreation Centre A Strong Partnership – But How Does It Work? Dear Fellow MRAA Members, Let me explain first that when you became a member of the Monterey Centre you also became a member of the Monterey Recreation Activity Association (aka: MRAA or the Association). This dual membership happens at no extra cost, but it is an extra benefit for you. We are fortunate to have a facility where we can socialize, pursue our interests and hobbies, and to buy a hot lunch or order some take out for dinner. We can do all this because of the partnership between MRAA and the Monterey Centre. It is a relationship that provides us with many benefits but I will admit the dynamic between the two organizations can be confusing. Just what exactly is this partnership and how does it work? What is MRAA’s role and what are the Monterey Centre’s responsibilities? Continued on next page

Let’s start with the Monterey Recreation Centre: It is one of the five recreation centres maintained by Oak Bay Parks, Recreation and Culture, and the District of Oak Bay. The Centre is a government body, and it celebrated its 50 th anniversary in 2021. The staff are all Oak Bay municipal employees. They are responsible for the daily maintenance of the building and they provide services (the courses, classes and food services) to the visiting public and to you, me and all the Centre/MRAA members. The District of Oak Bay approves the Centre’s budget. Lesley Cobus (the facility’s Coordinator) has the responsibility of ensuring that the centre’s income and expenditures adhere to the budget. A particularly hard task after two years of COVID. Originally the Monterey Centre was designed to be a meeting place for seniors only. It functioned as that for some years, but it was not financially sustainable. Oak Bay City Council then made the decision to open the Centre to all adults in the hope that the generated income would provide sufficient financial support to keep Monterey’s focus on services for adults aged fifty and over during the weekdays. It has worked well with the added support of volunteers. That’s how the Monterey Recreation Activity Association was born. Over time the members wanted to do some fund raising for the centre and provide support for the volunteers and the clubs.

We have the responsibility of ensuring that the clubs meet the Centre’s requirements and follow the Code of Behaviour as set out by the District of Oak Bay and which is supported by MRAA. We are also responsible for the financial support for all the clubs and have over the years,purchased equipment and provided services for the clubs so they may continue to succeed and to grow. One especially important responsibility for MRAA and its Board is the advocacy we do on behalf of the volunteers and all Monterey members. We are your advocate. Our goal is to ensure that your needs are met and that sufficient services and programs continue to be focused and open to adults 50+. Every member who joins the Monterey Centre becomes a member of the Monterey Recreation Activity Association. Perhaps some members find it confusing because when they make the decision to join the Centre they are not fully aware of the extra benefit they receive, which is MRAA. And make no mistake MRAA is a benefit for you. This year the Monterey Centre is celebrating its 51st year. MRAA has been active for 42 years. Together both MRAA and the Monterey Centre work on your behalf to ensure that whenever you visit the Centre your experience is positive and that you are in a safe and welcoming environment.

The Association which is a registered charity came into being to advocate on behalf of all Monterey members. As the centre opened to the public, it was important to keep a focus on the needs and requirements of the original patrons: members aged fifty and over.

MRAA and the Monterey Centre will continue to work together to ensure that such positive experiences continue for the next 50 years!

One of the strengths of MRAA is that it can accept financial donations and issue tax receipts for those donations. The Centre, as a for-profit business, cannot accept donations. All donations are used for the benefit of MRAA members. At times the Association will make some purchases for the building (such as furniture or equipment). All these purchases are viewed as improvements for the centre which in turn benefits the members’ experience when they visit the facility.

Because of MRAA’s close association with the centre and because both parties want to provide the best services to the members we must work together. Both agree to that, and both want the best for you, the members. Because we work so well together and because we are seen so often together there is confusion. Where does MRAA start and where does the Monterey Centre end? Well, as I said before, it’s complicated! To minimize the confusion and to clarify the roles and responsibilities, a Memorandum of Understanding was created. The MOU was first drafted in 2016 and has recently been updated. One of the first requirements of the MOU came from Oak Bay Parks, Recreation & Culture. They stated that all the clubs at the Monterey Centre would be the responsibility of MRAA and your Association has embraced that role.

Since those early days MCTTC has moved on to become one of the largest and most established Clubs at the Centre with over 100 members spanning five decades in age. The Club welcomes all, from recreational to advanced, for both daytime and evening play. With COVID receding it now can offer the occasional in-house tournament and against external clubs. More than this, the club provides its members with opportunities for laughter, friendship, and healthy aging. Table tennis is renowned for promoting fitness, coordination and strategic problem solving. It is friendly towards those with impaired abilities. For example an annual world championship is held for those with Parkinsons. Although we believe the sport speaks for itself, we think our members should also have a say:

Betty Emery Betty has been a member of the club for 14 years. She joined shortly after moving to Victoria. She found it to be a wonderful way for her and her husband to meet fellow table tennis enthusiasts. Since then she has honed her skills competing with club members, and against others in the BC Seniors Games. Monterey is a great club, full of friendly and supportive members. Over the years, I have enjoyed the friendship and fun as well as great fitness both mental and physical. I plan to play for as long as I can. As one ages, the body gives you some hints that maybe you should not play as much as before - darn it all.

Mike Sampson Mike has been a club member since July 2002. I joined because I love the game; I have since high school. After retiring in 1995, I wanted to build some social connections with new people. Table tennis at Monterey Centre helped me do this. Playing with like-minded, kind, and fun-loving people is a great natural medicine for good health, mental alertness, and overall fitness. I have always enjoyed playing both recreationally and competitively particularly when preparing for the BC Senior Games.

Fred Kong Along with his wife, Sue, Fred has been a member of the club for 24 years. The reason that Sue and I have been with Monterey for so long is that we found people in the Centre to be very friendly towards newcomers, the same in the past as they are today. We are pleased to be involved with such a loving group for so long. We also found that while the sport was popular among the young in China, here it is also popular with the elderly. We started learning the new International Table Tennis rules here such as eleven points per game rather than 21, rubber instead of cork paddles, and so on. There are always exceptionally skillful players here and we ourselves have improved. With this Centre’s help we have played in the BC Seniors Games from 2005 onward. That is why we keep playing here even though we live farther away than most other members.

Joan Wells Joan has been instrumental in transitioning the club to its current diverse membership. In September 2001, at the age of sixty-three, I did a drop shot from London, England to Oak Bay. At the time I only knew my son but soon enough I was to meet my match and future doubles partner in life, Jack. One day while doing a cross court drive down Oak Bay Avenue, I collided with the table tennis president. She invited me to try out my smash on some real competition at the Monterey Table Tennis Club. Like many of us I hadn’t played table tennis since I was teenager. I had last played with my dad at the London bus garages in the 1950s. I took a little spin past the club one day and was immediately in a twirl. I’ve been backhand slicing and forehand smashing my way through the Monterey Centre ever since.

Craft Carnival

Craft Carnival By Diane Hanson Monterey Board Member and Volunteer Tuesday mornings see a long line of ladies (and the occasional gentleman) coming into the Centre carrying many bags. They find a spot at a table in the Garry Oak room and start settling in. They greet their friends and exchange the usual pleasantries of the morning regarding the weather and the state of their health. All the while they bring out of those bags colourful balls of yarn and continue working on their projects.

It was one of six clubs at the time! But the purpose has remained the same; using donated materials to make articles to sell in the display cabinets in the MRC lobby. The money raised is used by MRAA to enhance members’ experiences at the MRC. MRAA provides subsidies for special events, day trips, the Fern Café kitchen, birthday and get-well cards, birthday cakes, furniture purchases and many more projects.

Most club members work on knitting, crocheting or jewelry projects here and at home. The knitted and crocheted projects range from small toys to afghans in size. They include such items as baby wear, toddler and children’s sweaters, socks, slippers, toques, scarves and mittens. They also include dishcloths, aprons, bibs, and various other items. As well, there are projects for seasonal holidays. The jewelry offers a wide variety of treasures and we have a watchmaker on hand most Tuesdays.

Over the years, the original purpose has expanded to become a safe and pleasant meeting space where members can make new friends, learn new things, chit chat with those around us, while enjoying a coffee, tea or hot chocolate and a goodie. It is a noisy and busy place but you can always hear the laughter in the room.

The folks coming in on Tuesdays are different from the ones who came over 35 years ago when the club was first formed. Contents
