Thousands Attend Shine Bright Mission event on First Avenue

An estimated 7,000 people gathered on First Avenue on Friday night for a vibrant evening of fun and community celebration at Shine Bright Mission.

“Everything about this event exceeded expectations,” said Mayor Horn on behalf of Council. “The feedback I’ve received has been universally enthusiastic, and it was great to see so many people out and engaged. We

know now that we need to do even more of this sort of thing.”

Shine Bright Mission was organized by the partners in the I Love Mission campaign, a community-based project launched in spring 2020 that was focused on coming together as neighbours to support local businesses during the challenges of the pandemic. The event was made pos-

sible through a generous grant from Commemorate Canada – Reopening Fund.

“The I Love Mission team are overwhelmed by the support this event has received,” said Clare Seeley on behalf of the I Love Mission partners. “We wanted to create a celebration that captured what makes Mission special, thank first responders and support local business. Thanks to the great turnout from participants and attendees, we really showed how we all Shine Bright.”

The event featured an opening ceremony with members of Leq’á:mel First Nation Council, a first responders vehicle display, local performances, free activities, light activations, live music, train rides, late-night shopping, a night market, community booths with children’s activities, lantern making, a red-carpet photo op and many opportunities to support Mission-based businesses.

The lights will remain up along First Avenue and will turn on each night throughout the month of March. Tourism Mission has released a walking tour to provide the story about each custom-made light. Print copies are available at the Visitor’s Information Centre.

International Women’s Day Celebrated Globally

March 8th marks the annual celebration of International Women’s Day, a global event dedicated to celebrating the social, economic, cultural, and political achievements of women, as well as highlighting the ongoing struggle for gender equality.

The history of International Women’s Day dates back to 1908, when 15,000 women marched through New York City to demand better working conditions, shorter hours, and the right to vote. The following year, the Socialist Party of America declared the first National Women’s Day, which was observed on February 28th.

The idea quickly spread around the world, and in 1910, the International Socialist Women’s Conference in Copenhagen proposed the idea of an International Women’s Day. The proposal was met with unanimous approval, and the first International Women’s Day was celebrated the following year, on March 19th.

Over the years, the focus of International Women’s Day has shifted to encompass a wider range of issues, including violence against women, reproductive rights, and the gender pay gap. The day is now observed in countries around the world, with events ranging from political rallies and business conferences to art exhibitions and cultural performances.

The aim of the IWD 2023 “Empbrace Equity” campaign theme is to get the world talking about why equal opportunities aren’t enough. People start from different places, so true inclusion and belonging require equitable action. As we mark this year’s International Women’s Day, it is more important than ever to support and advocate for gender equality and women’s rights.

In honor of International Women’s Day, governments and organizations around the world are taking action to promote women’s empowerment and gender equality. The United Nations

has launched a new campaign called “Generation Equality” to accelerate gender equality and women’s rights, while companies such as Microsoft and Amazon are launching new initiatives to support women in the workplace.

As we celebrate International Women’s Day, let us remember the women who have fought for equality throughout history and those who continue to do so today. Let us also commit to taking

Grants for non-profits building strong communities

People will have better access to health and safety services, recreational opportunities and social programs in their communities as Community Gaming Grants will help not-for-profit organizations buy equipment and build or renovate their facilities.

“We love our communities! This capital project funding supports not-forprofit organizations that work to create vibrant and healthy communities,” said Anne Kang, Minister of Municipal Affairs. “Through Community Gaming Grants, we help ensure not-for-profit organizations can continue to provide the vital services people in the province depend on.”

The Community Gaming Grants program is providing a total of $5.3 million to 49 not-for-profit groups for

digital console and moving light fixtures; and

a new kitchen for youth and their families at the new Foundry centre in Surrey, which will be the largest Foundry centre to date.

The B.C. government made changes to the capital projects program in 2020 in response to the pandemic-related challenges faced by not-for-profit organizations. Since many organizations have now made the necessary changes to program and service delivery, applications for COVID-19-related projects will be accepted if projects have matching contributions of 50% or more.

With great sadness, we share the sudden passing of our beloved husband, brother, father and grandfather, S. Amarjeet S. Brar on March 1, 2023. He was born November 26, 1943, in the village of Khosa Pando, Moga and raised in the village of Madoke, Moga, India.

He immigrated to Vancouver, B.C, Canada on August 19, 1966, where he married Gurdev, his wife of 57 years.

Together, they fathered 3 sons, Iqbal (Randhir) Satwinder (Daljinder), Mandeep (Sukhi) , and 2 daughters, L. Hardeep and Satvir (Taranvir), and was a grandfather to 9 grandchildren.

In 1983, he settled his family in Abbotsford, B.C., and started a saw mill in Mission B.C., producing Western Red Cedar shakes and shingles with his long time partner, relative and friend, Devinder Singh Brar, which was very successful and ran for 4 decades. A lifelong entrepreneur as well as a loving, caring, honest and devoted grandfather, father, husband and uncle. He will be dearly missed by all.

B.C. building historic treatment, recovery services for people struggling with addiction

People struggling with mental health and addiction will have access to more treatment and recovery beds, along with community-based aftercare services through new historic investments through Budget 2023.

“It’s essential that people who struggle with mental health and addiction can find and stay connected to the care they need quickly,” said Premier David Eby. “Budget 2023 is the biggest investment in our province’s history to improve access to mentalhealth supports, so that when people ask for help or need care help is available.”

Budget 2023 sets out more than $1 billion in new funding over the next three years to ensure that people living with mental health or addiction can find and stay connected to the care they need. As part of this funding, to support people struggling with addiction and into recovery, the Province is investing $586 million into the health-care system to add more treatment and recovery services, including 195 treatment and recovery beds throughout B.C. In addition, using the successful Red Fish Healing Centre as a model, supports for people with concurrent mental-health and addiction challenges will be expanded to regional locations throughout the province.

“When someone makes the brave decision to reach out for help, it’s vital the right services are in place to meet them,” said Jennifer Whiteside, Minister of Mental Health and Addictions. “Our government has been building a mental-health and addictions system of care from the ground up. Because there is more to do, Budget 2023 continues this work with a major expansion to treatment and recovery services that will support people along their journey to wellness.”

Budget 2023 will help people receive the treatment and recovery care they need, when they need it, through:

100 new publicly funded community adult substance-use treatment and recovery beds with no fees for British Columbians;

a new model of seamless care to support people through their entire recovery journey with 95 beds, with plans to expand this model to three more sites in B.C.;

expanding the Red Fish Healing Centre model of care across the province so more people have access to these services closer to home;

new aftercare services at four new community recovery sites with dedicated workers to make sure people continue to receive the support they need when they leave a treatment facility;

a new $171-million investment fund for Indigenous-led treatment, recovery and aftercare services; and

increasing services for young people, including crisis supports, culturally safe wraparound services, enhanced transition services and improved emergency room hospital-based care and discharge planning.

Since 2017, government has been building a continuum of care for mental-health and substance-use services, including adding more than 360 new adult and youth substance-use treatment beds, doubling the number of clinicians prescribing medication assisted treatment and ending the shame and stigma associated with substance use to connect them to life-saving services.

Enhancing supports for people living with mental-health and substance-use challenges is an integral part of A Pathway to Hope, B.C.’s road map for building the comprehensive system of mental-health and addictions care for British Columbians.

Toxic drugs continue to take lives of British Columbians

Preliminary reporting released by the BC Coroners Service shows that the toxic, unregulated drug supply claimed the lives of at least 211 British Columbians in January, with the total number of deaths surpassing 200 for the eighth time in the past 16 months.

“Once again, our agency is reporting on preventable losses of life in heartbreaking numbers,” said Lisa Lapointe, chief coroner. “We are nearing the seventh anniversary of the declaration of the public-health emergency into substance-related harms, and the drugpoisoning crisis continues to cost lives and communities at an unprecedented rate. Toxic drugs pose a constant and ever-present danger to anyone who uses drugs. Anyone using any substance purchased on the unregulated illicit drug market is at risk of serious harm or death.”

Evidence collected through coroner investigations reflects the extreme risks posed by toxic drugs throughout B.C. While the largest number of deaths continues to be reported in the major urban areas of Vancouver, Surrey and Greater Victoria, the health service delivery areas with the highest rates of death in January were Vancouver, North Vancouver Island, Northern Interior, Central Vancouver Island and Northwest. By health authority, the highest rates of death were in Vancouver Coastal Health (64 deaths per 100,000 individuals) and Island Health (52 per 100,000). Overall, the rate of death in B.C. in January was 47 per 100,000 individuals. Of note, in 2016, the year the public-health emergergency was declared, the rate of death was 20.5.

The number of suspected illicit drug toxicity related deaths in January equates to an average of about 6.8 lives lost per day. Consistent with BC Coroners Service reporting throughout the nearly seven year old public-health emergency, seven out of every 10 decedents was between 30 and 59, and nearly 80% were male.

At least 11,195 deaths have been caused by illicit drug toxicity since the public-health emergency was first declared in April 2016. There continues

to be no evidence that prescribed safe supply is contributing to illicit drug deaths.

”Recent announcements made by the province that are focused on increasing treatment and recovery options where and when people need them are tremendously encouraging. Members of coroners’ inquests and death review panels have consistently recommended a continuum of care that includes evidence-based treatment options, access to safer supply, and other essential harm-reduction tools to end this crisis, including drug-checking, overdose prevention sites, and the need to eliminate sitgma and criminalization. All of these key responses are necessary to address the tremendous and tragic loss of life our province continues to experience. It is estimated that there are more than 80,000 people in our province with opiod use disorder. Thousands of others regularly use stimulants such as cocaine. All of these members of our communities are currently at risk of sudden death. As noted by the all-party Select Standing Committee on Health in its November 2022 report: ‘…individuals and communities across the province need to come together with open minds and open hearts to turn the tide on this public health emergency.’ ”

Additional key preliminary findings are below. Data is subject to change as additional toxicology results are received:

In 2023, 69% of those dying were 30 to 59, and 77% were male.

The townships experiencing the highest number of illicit drug toxicity deaths in 2023 are Vancouver, Surrey, and Greater Victoria.

By health authority, in 2023 the highest number of illicit drug toxicity deaths were in Vancouver Coastal and Fraser Health authorities (68 and 60 deaths, respectively), making up 61% of all such deaths during 2023.

By Local Health Area, in 2022, the highest rates were in Vancouver - Centre North, Terrace, Merritt, Hope, and Prince George.

Two deaths occurred at an overdose prevention site (OPS); one in 2022 and one in 2023.

Investment in 911 network supports safer communities

The Province is working with local governments to build stronger communities through upgrades to critical emergency communications services that will help keep people safe and improve emergency responses.

The Province’s $150-million investment will fund upgrades to B.C.’s 911 emergency communications system, which is aging and increasingly incompatible with evolving technologies. The upgrades to Next Generation 911 will allow people the choice to contact 911 through new options, such as real-time text, and to and caller location features.

“When people experience a lifethreatening emergency, they need to know they can count on an accessible and reliable 911 system,” said Mike Farnworth, Minister of Public Safety and Solicitor General. “Next Generation 911’s advanced technology will help ensure safer and co-ordinated emergency responses. Our $150-million investment will support local

governments through a transition to Next Generation 911 to help ensure the safety of people throughout B.C.”

E-Comm, which handles 99% of B.C.’s 911 call volume, is leading Next Generation 911’s implementation in most B.C. municipalities. Pending approval by the legislative assembly, the Province’s $150-million investment will help offset local governments’ costs for transitioning to Next Generation 911 and be divided into two parts:

$90 million will be provided to EComm for technological upgrades; and

$60 million will be provided to the Union of BC Municipalities (UBCM) to defray costs, such as staffing, training and quality assurance.

Next Generation 911 will improve public safety and confidence in the 911 network. Its features will make the 911 system more accessible for people who choose to communicate

confidentially with emergency services, and for people with disabilities who will be able to use different text media to interact with operators. The technology’s capacity to provide real-time accounts of domestic violence and other emergencies and unfolding events will help dispatchers and improve emergency responses.

“Keeping people safe is a core value of government,” said Lisa Beare, Minister of Citizens’ Services. “Working together with municipalities, regional districts and First Nations to improve emergency communications is vital to enhancing public safety for people

living in and travelling through the most remote parts of the province. We are working to improve connectivity in B.C. because everyone deserves to have access to the services they need, especially emergency services, no matter where they live.”

Mission to Receive $8.8 Million From Growing Communities Fund

The City of Mission is pleased to announce it will receive $8.839 million from the Growing Communities Fund to be used to build community infrastructure, the Province announced this morning.

“These funds couldn’t come at a more important time in Mission’s history,” said Mayor Paul Horn. “We have an extremely solid planning base for the City and that will allow us to use these dollars in a way that best provides for a secure and liveable future for Mission.”

The one-time funding can be used for capital infrastructure. Council will determine how the to allocate the funding during an upcoming capital planning meeting.

“Council recognizes that there are many ways we could spend this

money, but our ambition will be to use them in alignment with our strategic planning,” said Horn.

The City of Mission is grateful to receive this funding.

“We appreciate this bold investment from the province, and the demonstration of faith in the decision-making of local governments,” said Horn.

“We will use these funds wisely, and I believe we might further leverage investments from other sectors and partners.”

Anything you have either over committed yourself to or made too big to handle could become a bit of a problem.
