Para tener una protección adecuada frente a la enfermedad, las vacunas contra el covid-19 deben administrarse a la mayoría de las personas de todo el mundo. Solo mediante la vacunación generalizada alcanzaremos la inmunidad colectiva, en la que suficientes personas sean inmunes para evitar que la enfermedad se propague libremente. Para lograr esto, algunos expertos sugieren que las vacunas deberían ser obligatorias. Pero con las altas tasas de escepticismo frente a la inmunización contra el covid-19, ¿es esta la decisión correcta? Aquí, dos expertos dan argumentos a favor y en contra de las vacunas obligatorias.
Alberto Giubilini, investigador sénior del Centro Uehiro de Ética Práctica, Universidad de Oxford La vacuna contra el covid-19 debería ser obligatoria, al menos para ciertos grupos. Esto significa que habría sanciones por no vacunarse, como multas o limitaciones a la libertad de movimiento. Cuanto menos pesado sea para un individuo hacer algo que prevenga el daño a otros, y cuanto mayor sea el daño prevenido, más fuerte será la razón ética para imponerlo. Estar vacunado reduce drásticamente el riesgo de dañar gravemente o matar a otras personas. También es probable que las vacunas como Pfizer,AstraZeneca o Moderna, con una eficacia del 90-95% para prevenir que las personas se enfermen, sean efectivas para detener la propagación del virus, aunque posiblemente en un grado menor. Estos beneficios tendrían un costo mínimo para las personas. El confinamiento es obligatorio. Exactamente como la vacunación obligatoria, protege a las personas vulnerables del covid-19. Pero, como he argumentado en detalle en otra parte, a diferencia de la vacunación obligatoria, el encierro implica costos individuales y sociales muy grandes. Debido a que la inmunidad colectiva beneficia a la sociedad de manera colectiva, es justo que la responsabilidad de alcanzarla se comparta equitativamente entre los miembros individuales de la sociedad. Por supuesto, podríamos lograr la inmunidad colectiva a través de alternativas menos restrictivas que hacer obligatoria la vacunación, como campañas de información para alentar a las personas a vacunarse. Pero incluso si alcanzamos la inmunidad colectiva, cuanto mayor sea la absorción de vacunas, menor será el riesgo de caer por debajo del umbral de inmunidad colectiva en un momento posterior. • Vacunas contra el coronavirus: ¿quién decide si son seguras? La vacunación obligatoria no aumenta automáticamente la aplicación de la vacuna. Un proyecto financiado con fondos europeos sobre epidemias y pandemias, que tuvo lugar varios años antes del covid-19, no encontró pruebas que respalden esta idea. Should COVID-19 vaccines be mandatory? Two experts discuss
To be properly protective, COVID-19 vaccines need to be given to most people worldwide. Only through widespread vaccination will we reach herd immunity – where enough people are immune to stop the disease from spreading freely. To achieve this, some have suggested vaccines should be made compulsory, though the UK government has ruled this out. But with high rates of COVID-19 vaccine hesitancy in the UK and elsewhere, is this the right call? Here, two experts to make the case for and against mandatory COVID-19 vaccines. Alberto Giubilini, Senior Research Fellow, Oxford Uehiro Centre for Practical Ethics, University of Oxford COVID-19 vaccination should be mandatory – at least for certain groups.This means there would be penalties for failure to vaccinate, such as fines or limitations on freedom of movement. The less burdensome it is for an individual to do something that prevents harm to others, and the greater the harm prevented, the stronger the ethical reason for mandating it. Being vaccinated dramatically reduces the risk of seriously harming or killing others. Vaccines such as the Pfizer, AstraZeneca or Moderna ones with 90-95% efficacy at preventing people from getting sick are also likely to be effective at stopping the virus from spreading, though possibly to a lower degree. Such benefits would come at a very minimal cost to individuals. Lockdown is mandatory. Exactly like mandatory vaccination, it protects vulnerable people from COVID-19. But, as I have argued in detail elsewhere, unlike mandatory vaccination, lockdown entails very large individual and societal costs. It is inconsistent to accept mandatory lockdown but reject mandatory vaccination. The latter can achieve a much greater good at a much smaller cost. Also, mandatory vaccination ensures that the risks and burdens of reaching herd immunity are distributed evenly across the population. Because herd immunity benefits society collectively, it’s only fair that the responsibility of reaching it is shared evenly among society’s individual members.
Of course, we might achieve herd immunity through less restrictive alternatives than making vaccination mandatory – such as information campaigns to encourage people to be vaccinated. But even if we reach herd immunity, the higher the uptake of vaccines, the lower the risk of falling below the herd immunity threshold at a later time. We should do everything we can to prevent that emergency from happening – especially when the cost of doing so is low. Fostering trust and driving uptake by making people more informed is a nice narrative, but it’s risky. Merely giving people information on vaccines does not always result in increased willingness to vaccinate and might actually lower confidence in vaccines. On the other hand, we’ve seen mandatory vaccination policies in Italy recently successfully boost vaccine uptake for other diseases. Mandatory seatbelt policies have proven very successful in reducing deaths from car accidents, and are now widely endorsed despite the (very small) risks that seatbelts entail. We should see vaccines as seatbelts against COVID-19. In fact, as very special seatbelts, which protect ourselves and protect others. Mandatory vaccination does not automatically increase vaccine uptake. An EU-funded project on epidemics and pandemics, which took place several years before COVID-19, found no evidence to support this notion. Looking at Baltic and Scandinavian countries, the project’s report noted that countries “where a vaccination is mandatory do not usually reach better coverage than neighbour or similar countries where there is no legal obligation”. According to the Nuffield Council of Bioethics, mandatory vaccination may be justified for highly contagious and serious diseases. But although contagious, Public Health England does not classify COVID-19 as a high-consequence infectious disease due to its relatively low case fatality rate. COVID-19 severity is strongly linked with age, dividing individual perceptions of
vulnerability within populations. The death rate is estimated at 7.8% in people aged over 80, but at just 0.0016% in children aged nine and under. In a liberal democracy, forcing the vaccination of millions of young and healthy citizens who perceive themselves to be at an acceptably low risk from COVID-19 will be ethically disputed and is politically risky. Public apprehensions for a novel vaccine produced at breakneck speed are wholly legitimate. A UK survey of 70,000 people found 49% were “very likely” to get a COVID-19 vaccine once available. US surveys are similar. This is not because the majority are anti-vaxxers. Despite promising headlines, the trials and pharmaceutical processes surrounding them have not yet been scrutinised. With the first trials only beginning in April, there is limited data on long-term safety and efficacy. We don’t know how long immunity lasts for. None of the trials were designed to tell us if the vaccine prevents serious disease or virus transmission. To disregard these ubiquitous concerns would be counterproductive. As a tool for combating anti-vaxxers – estimated at around 58 million globally and making up a small minority of those not getting vaccinated – mandatory vaccines are also problematic. The forces driving scientific and political populism are the same. Anti-vaxxers do not trust experts, industry and especially not the government. A government mandate will not just be met with unshakeable defiance, but will also be weaponised to recruit others to the anti-vaxxer cause. In the early 1990s, polio was endemic in India, with between 500 and 1,000 children getting paralysed daily. By 2011, the virus was eliminated. This was not achieved through legislation. It was down to a consolidated effort to involve communities, target highneed groups, understand concerns, inform, educate, remove barriers, invest in local delivery systems and link with political and religious leaders. Mandatory vaccination is rarely justified. The successful roll-out of novel COVID-19 vaccines will require time, communication and trust. We have come too far, too fast, to lose our nerve now.

The Parks Department is proud to offer the more than 4.5 million guests who visited last year, the perfect places to make even more unforgettable memories this year! It’s special moments like the one captured at Klondike Park in the photo above that helped so many last year cope with the ever-changing world around us.
Despite all the challenges and hurdles of 2020, citizens flocked to our parks in record numbers to enjoy the outdoors during the pandemic. Park staff stepped up to keep up and attendance doubled in our parks from 2019. While Veterans Tribute Park was the most popular park to visit in 2020, the Youth Activity Park’s attendance increased by 245 percent despite being closed for two months during the heightened period of the pandemic. Nuevos recuerdos y momentos inolvidables
El Departamento de Parques se enorgullece de ofrecer a los más de 4.5 millones de huéspedes que visitaron el año pasado, los lugares perfectos para crear recuerdos aún más inolvidables este año! Son momentos especiales como el capturado en Klondike Park en la foto de arriba los que ayudaron a muchos el año pasado a sobrellevar el mundo en constante cambio que nos rodea. A pesar de todos los desafíos y obstáculos de 2020, los ciudadanos acudieron en masa a nuestros parques en cantidades récord para disfrutar del aire libre durante la pandemia. El personal del parque se acercó para mantenerse al día y la asistencia se duplicó en nuestros parques a partir de 2019. Si bien el Veterans Tribute Park fue el parque más popular para visitar en 2020, la asistencia del Youth Activity Park aumentó en un 245 por ciento a pesar de estar cerrado durante dos meses durante el período más intenso de la pandemia. Is it ethical to make the coronavirus vaccine mandatory? This is the opinion of the experts
Lately, there has been intense debate about the option of establishing a mandatory coronavirus vaccine. Detractors argue that it violates the principles of bioethics. Should the mandatory vaccine be made? The outgoing administration of Donald Trump issued a memorandum to suspend deportation and / or expulsion measures for Venezuelans in the next 18 months. This procedure expressly excludes Venezuelans who:

We should not rush to submit work permit applications until USCIS publishes the eligibility criteria, as the instrument states that it will be for those on deferred removal. This does not make it clear if it can be any Venezuelan who has lost status, or if only those who have deportations from now on can apply. For example, in the case of Liberia, it is required for the work permit that they prove that they have been beneficiaries of TPS in the past. rarely afflicts whites. These disparate reactions are surprisingly common. About 20% of all new drugs approved between 2008 and 2013 caused “differences in exposure and/or response” based on patients’ ethnicity. If minorities frequently had a chance to participate in clinical trials, researchers could detect these disparate reactions early. But when trials include too few patients from various ethnic groups, it’s easy to miss these disparities -- with tragic results. Take the Breast Cancer Risk Assessment Tool, which was created to estimate a woman’s breast cancer risk and developed in 1989 using data from a majority-white study group. Due to its failure to account for differences between certain demographics, the Breast Cancer Risk Assessment Tool underestimated the risk to Black women, who report higher rates of breast cancer at younger ages. It wasn’t until 2015 that the tool was explicitly modified to account for Black women’s unique circumstances. It’s impossible to know how many preventable deaths occurred before this adjustment was made. Clinical trial diversity would also reduce the disproportionately high rate of chronic illnesses in minority communities. As a longtime advocate for Black, LGBT+ and HIV-positive communities, it’s disturbing to see these groups underrepresented in HIV clinical trials. Between 2002 and 2016, nearly 75% of all
To Save Lives, Clinical Trials Need Diversity
I’ve spent my career fighting for vulnerable patients, especially people of color. So I was ecstatic to hear about a new initiative from dozens of biotech companies. These firms pledged to enroll more people of color in “clinical trials” -- years-long tests that show whether experimental drugs are safe and effective. Boosting diversity will tangibly improve the health of minority Americans. White Americans are drastically overrepresented in clinical trials. NonHispanic whites account for 60% of the U.S. population, but roughly 86% of clinical trial participants. By contrast, Black Americans comprise 13% of the U.S. population but only 5% of clinical trial volunteers. Latino Americans account for 18% of the U.S. population but make up a measly 1% of trial participants. Underrepresentation is a big problem for minority patients on an individual level. Clinical trial participants get lifesaving treatments years before those medicines become available to the public. That early access can -- and does -- save lives. When minorities aren’t asked to participate in trials, or simply decline to do so, they lose out on these opportunities. Underrepresentation hurts minority communities as a whole, too. That’s because medications can affect various ethnic groups differently. For instance, Black Americans might experience a side effect that only

new HIV cases in the United States occurred in minorities. However, only about 17% of clinical trial participants were Black or Latino. In many instances, Blacks and Latinos living with HIV reported they had not even been approached about participating. African Americans also die from cancer at higher rates than white Americans. And Hispanics are more likely to be diagnosed with late-stage cancer. Yet in clinical trials from 2008 to 2018, only 3% of oncology clinical trial participants were Black, and 6% were Hispanic. As minority groups are more likely to be impacted by these illnesses, it’s only right researchers keep them front of mind when developing new treatments. After all, they’ll likely be seeking those very drugs. And yet, clinical trials continue to exclude them. The biopharmaceutical industry’s recently published principles on clinical trial diversity are a step in the right direction. Let’s hope those firms live up to these commitments. Earl D. ST. CHARLES COUNTY, MO – Soon cyclists will never be stranded with a flat tire while riding in a St. Charles County park—thanks to a donation from Trail Assist. Christian Hon, avid cyclist and founder of the nonprofit organization, is giving back to the community by installing weather-proof boxes that contain emergency bike repair supplies along various trails throughout the St. Charles County Parks system. Dedicated to assisting stranded cyclists facing “ride-threatening situations” in the park, each red or green Trails Assist box contains a road or mountain bike tube and two carbon dioxide (C02) inflators for cyclists to use when in
dire need of a flat tire repair. The boxes have been installed along the Great Plains Trail and Cannon Loop Trail at Indian Camp Creek Park, 2679 Dietrich Road in Foristell, and are coming soon to Broemmelsiek, Klondike, Matson Hill, and Quail Ridge parks. “It’s simply a way to give back,” says Hon. “The cycling community, especially in the St. Charles and St. Louis area is a great one. I have been in many difficult situations on my bike and other cyclists offered me help.This is a way to extend that helping hand when we all need it.” As more and more people are cycling these days, Hon feels it’s important to have a network of resources like Trail Assist to help in times of a bike failure. Riders can find Trail Assist boxes by using the “Bike Network Map” on their website at trailassist.org. This interactive
mapping service uses Global Positioning System (GPS) to pinpoint where each box is located. Boxes #19 and #20 at Indian Camp Creek Park are just a few of the popular biking locations on the map. St. Louis Cardinals Pitcher Jack Flaherty Donates Several Thousand Books to Boys & Girls Clubs Kids Boys & Girls Clubs of Greater St. Louis (BGCSTL) kids and teens received a surprise delivery from African American owned local bookstore, EyeSeeMe, courtesy of St. Louis Cardinals pitcher Jack Flaherty!! In the boxes, thousands of books for the youth to encourage and continue to foster a love and passion for reading! Jack was an avid reader growing up and chose a bunch of books that were some of his personal favorites as a kid such as the Magic Tree House series and Mike Lupica sports stories. Jack is passionate about supporting Black owned businesses and created this moment to do just that by purchasing the books from EyeSeeMe, while directly giving back to the local community by donating them to the Boys & Girls Club of Greater St. Louis. BGCSTL has been a charity of choice for Jack for a few years now donating everything from masks to keep kids and staff safe during the pandemic, to the most recent
gift of $5,000 through his partnership with BodyArmor. The contribution will be used to support health and fitness programs at the Clubs. “The city of St. Louis has embraced me from the beginning of my time as a professional baseball player. We couldn’t think of a better way to give directly back to the community by supporting a local, Black owned business with the EyeSeeMe Bookstore and simultaneously donating them all to the Boys & Girls Club of Greater St. Louis.
