There is a sexual assault taking place right now. Every 68 seconds, someone in America is sexually assaulted. More than 97% of perpetrators get off scot-free. A major reason is mismanagement of physical evidence. It’s time for police work in Missouri to enter the modern era -- and employ the latest technology for collecting and processing evidence. Otherwise, rapists will continue to go free. The evidence in a sexual-assault investigation is typically the product of a six-hour physical exam conducted by a medical professional, who searches the victim’s body for any material -- like DNA -- that could help identify the perpetrator. The information and material gathered is known as a “sexual assault kit.” As a survivor of sex trafficking and current advocate for victims, I know firsthand how invasive and retraumatizing these exams can be. But we believe that the information collected will help deliver justice. That faith is often misplaced. In far too many cases, the evidence in sexual assault kits is never used. The state of Missouri, for instance, reported a backlog of nearly 2,000 untested kits in 2022. Every unprocessed kit represents

a crime left unsolved -- and a perpetrator likely to attack again. When sexual assault kits are tested and used as evidence, another layer of dysfunction can appear. Court cases often require proof of the “chain of custody” for a piece of evidence. Prosecutors need to be able to prove the whereabouts of a rape kit, for example, as it travels from the emergency room, to the police, to the crime lab, to the prosecutor, and then to the courts.That evidence may be on the move for years. The chain of custody is one of the first elements a good defense attorney will scrutinize. If he or she can prove a break in the chain of custody, the evidence is not admissible at trial. And if a defendant challenges the chain of custody, even a minor mistake can lead to an acquittal. Long backlogs and mismanagement of evidence don’t just impact convictions. They also serve as powerful disincentives for women who wish to report sexual assault. Today, any given sexual assault has just a 31% chance
of ever being reported to the police. Why go through an invasive, demeaning, physical exam if the evidence is going to end up in a storage closet -- or if mismanagement by police is going to let the rapist off on a technicality? There’s no excuse for losing track of evidence in 2022.We can look at our phones to determine how many houses away our Amazon packages are. Our financial and health records are online, available on demand. But some police departments still rely on faulty software or even paper files to track evidence. And multiple states, including Massachusetts and Texas, do not require police to keep track of clothing, blood, and urine in a rape kit. Simple upgrades -- from implementing barcodes and RFID tags, combined with good software -- will bring evidence-collection and management up to an appropriate technological standard nationwide. It will require significant investment by federal and state governments. But newer tools can maximize the impact of those public dollars. We have the technology to get more perpetrators of sexual assault off the street. We need Missouri law enforcement agencies to deploy those tools so victims aren’t telling their stories in vain. A Bipartisan Fix for America’s Looming Homecare Crisis
Within the next 40 years, the number of people over the age of 65 in this country will increase by about 70%. Many older Americans -- three in four, according to an AARP survey -- want to live out their golden years at home. They won’t be able to, absent action to shore up our nation’s homecare infrastructure. Fortunately, Congress is beginning to recognize as much. In February, a bipartisan coalition in the House introduced legislation that would raise pay for the homecare providers who furnish seniors and Americans in need with oxygen, wheelchairs, ventilators, and other medical equipment that enables them to safely receive care at home. This pay hike not only will ensure that seniors have access to homecare in the years to come. It will also generate savings and reduce pressure on other parts of the healthcare system. Long-standing demand for critical homecare has surged during the pandemic. Aging Americans want to avoid group facilities where the risk of contracting COVID-19 is high. Hospitals are turning to home care for follow-up services that might previously have required a return trip to the clinic.

This surge in demand has collided with severe shortages of everything from hospital beds to walkers. Before the pandemic, the average wait for delivery of new stock was a few days. Now, wheelchairs are on months-long back orders. Sleep apnea machines and oxygen tanks are in short supply. When items are available, costs have soared. Home medical equipment providers have reported price increases of more than 30%. On top of that, they’re paying shipping and handling surcharges. Then there are pandemic-related expenditures for personal protective equipment for staff, which can total $15,000 a year per location. Operating under these conditions would be challenging for any industry. But homecare providers cannot pass these higher costs along. That’s because they’re paid according to a reimbursement schedule set by Medicare back in 2015 that’s been locked in ever since. Many home medical equipment providers have found the strain too much to bear. More than onethird have gone out of business or stopped accepting Medicare patients. The need to act is urgent. Medicare has twice failed to hold a new bidding round that would bring rates into alignment with market reality. Instead, Medicare has offered a 5% increase, citing the overall inflation rate. That’s hardly
adequate. Preserving America’s homecare infrastructure will benefit not just the patients who count on it but the rest of our healthcare system. High-quality, home-based care reduces overall healthcare costs by keeping patients out of high-cost environments like hospitals and nursing homes. That can help preserve scarce medical resources for more acute cases. In an era of intense polarization, it’s rare to find an idea that commands the support of Republicans and Democrats. But both parties can support Americans who wish to age in place, in the comfort of their own homes. Lawmakers can translate that support into action by advancing H.R. 6641, the DMEPOS Relief Act of 2022. This bill would raise pay and ensure that Medicare reimbursement for homecare providers keeps up with rising equipment and operational costs. The COVID-19 pandemic has brought our nation’s ability to provide care outside of hospitals and nursing facilities into focus. Our nation’s growing population of seniors adds even more urgency to the need to invest in home-based care. Passing The DMEPOS Relief Act of 2022 is an important step in that direction. Biden’s rationing of Alzheimer’s treatments is just the beginning By Saul Anuzis The Biden administration just barred most seniors from accessing new treatments for Alzheimer's Disease. The decision doesn't merely cut off a potential lifeline for the roughly one in 10 Medicare enrollees afflicted with this deadly dementia. It also sets a precedent that should terrify tens of millions of seniors -- and their loved ones -- battling other diseases, from cancer to diabetes. The Centers for Medicare & Medicaid Services decided to only cover the new Alzheimer's treatment, aducanumab -- which is approved by the FDA -- for patients enrolled in its own clinical trials. This move is unprecedented. The FDA is staffed with scientists and other medical experts who spend months reviewing reams of clinical data to determine whether experimental medicines are safe and effective enough to warrant approval. New medicines are backed by some of the strongest research in health care. If FDA scientists and clinicians conclude that a treatment's benefits outweigh its risks and should be available to American patients, then it should be, full stop. CMS officials are tasked with administering the federal government's largest insurance programs. The agency's staffers are not qualified to evaluate a drug's efficacy and safety -- that's the FDA's job. But this time, CMS decided to second-guess the experts at the FDA. Bureaucrats responsible for administering the $400 billion Medicare program supposedly took issue with the FDA's rationale for approving the drug on an "accelerated" basis,

and claim they want more evidence of its effectiveness before covering it for up to 1.5 million Medicare enrollees with early-stage Alzheimer's who would otherwise qualify to take it, based on the drug label that the FDA approved. By the time CMS is done, none of those enrollees will still be in the "earlystage" category. This sets a dangerous precedent. If CMS realizes it can use this type of procedure to unilaterally ration treatments, it's unlikely to stop at Alzheimer's drugs. It could use the same excuses to restrict seniors' access to all sorts of breakthrough medicines for cancer, multiple sclerosis, and dozens of other common, hard-to-treat diseases. This rationing isn't merely cold-hearted. It's also financially short-sighted. In 2020, Medicare and Medicaid's direct expenditures on Alzheimer's care totaled $206 billion. Those costs will exceed $750 billion by 2050, u n l e s s scientists develop t re a t m e n t s t h a t
can significantly slow the disease. New treatments that delay the progression of Alzheimer's could save $220 billion over 5 years, with 60% of those savings going towards Medicare and Medicaid. Yet research companies will be reluctant to invest in such treatments if CMS refuses to cover the medicines. Every new treatment is an investment in our future. New medicines drive down long-term costs for our healthcare system and patients. And beyond the financial savings, new treatments could cut the number of people suffering from Alzheimer's by 42% by 2050. Investing and approving groundbreaking medical treatment now will mean money and lives saved down the line. None of these potential victories against Alzheimer's, cancer, ALS, multiple sclerosis, or any other hard to treat diseases will come to fruition if CMS continues to veer well outside its lane, and second guesses the authority and expertise of the FDA. A ellos quisiera dedicarles algunas palabras, justo porque me reconozco en muchos de estos jóvenes impetuosos con los que he tenido el gusto de conversar sobre sus proyectos personales. Sé que seguramente sienten muchísima presión encima por graduarse, por conseguir un buen empleo en un mundo donde la crisis económica es el pan nuestro de todos los días, donde les tocará vivir las consecuencias de un cambio climático propiciada por quienes les antecedimos. Van a navegar en un mar de incertidumbres
y miedos, habrá momentos en los que no sepas qué camino tomar, y en donde probablemente ni siquiera cuenten con un asidero financiero. No obstante, hay algo que pueden comenzar a hacer por ustedes desde ya: construir hábitos de vida, poco a poco, porque siempre es mejor hacer algo que no hacer nada por cambiar. Una de esas cosas en las que deberás trabajar es en el desarrollo de una visión de salud que sea holística. La mayoría de las veces pensamos que lo único que puede quebrantarse es nuestro cuerpo físico, cuando justamente son los síntomas los que nos hablan de procesos que pueden estar ocurriendo desde hace tiempo a nivel mental, espiritual, incluso en nuestra economía. In 2021, the number of dogs and cats euthanized in US shelters increased from 347,000 to 355,000 and was especially notable compared to the dramatic lifesaving efforts that had been seen during the previous year. “Unfortunately, the setback in saving lives is due in large part to the historic declines in pet shelter admissions in 2020,” said Julie Castle, executive director of the Best Friends Animal Society. “As shelters began to reopen in 2021 in ever-increasing numbers, so did the number of pets brought into these facilities. Over the course of 2021, shelters saw an 8.1 percent increase in animal admissions, and sadly, the number of pet adoptions did not keep pace with the increase in shelter admissions.”
The change was even more dramatic for dogs than cats, with dog admissions increasing nearly three times the percentage of dog adoptions. Regardless, cats remain the highest risk animals in shelters, with the percentage of cats euthanized being twice the percentage of dogs. More stats from the 2021 dataset: • · Shelters are working hard to save lives. Although the number of animals brought in increased by 8.1 percent, the number of dogs and cats euthanized increased by only 2.3 percent. • The national rescue rate for dogs and cats in shelters is 83 percent, representing a 77 percent reduction in the number of dogs and cats euthanized in shelters since 2017, when Best Friends began running a record this data. • Five states make up fifty percent of the total number of dogs and cats euthanized in 2021 (Texas, California, North Carolina, Florida, and Alabama). • More than half of all shelters in the United States now euthanize animals, up from 22.5 percent in 2017, and the

As lifesavings have stagnated across the board, data from Best Friends shows the US animal shelter crisis deepening, due to increased animal admissions to shelters and declining adoptions . However, the organization is seeing great success with innovative and targeted programs like Best Friends’ multi-shelter collaboration, which combines no-kill shelters with shelters that need help. Other programs that have proven highly effective include cat life-saving programs,

inclusive adoption policies, and advocacy work around pet housing restrictions. Shelters that pledged to Best Friends in at least one of these programs saved more than twice as many lives between 2016 and 2021 compared to shelters that did not. “The responsibility for saving pet lives should not rest solely with shelters and animal welfare agencies, but with entire communities, including community members, government leaders, shelters and other groups of animal welfare,” said Julie. “Through collaboration and engagement with community members, this model provides better support for pet owners, shelter efficiencies and more lifesaving outcomes for pets.When a community supports the critical needs of their shelter, we see dramatic results.” People can help save lives by choosing to adopt a pet from a shelter or rescue group, spay or neuter their pets, serve as foster homes, volunteer, donate, and support and advocate for cats in the community through the Trap, Vaccinate, Spay, and Return Cats (Trap, Vaccinate, Spay, and Return) AVER program and shelter-administered AVER programs. For the past six years, Best Friends has spearheaded a unique data collection process that included coordinated outreach to all shelters in the United States, followed by additional research, data analysis, and technology development. When we talk about effective leadership, what is the difference that makes the difference? That is, what is the essential ingredient for authentic and positive
It is a question that has surrounded my mind this week, having the honor of sharing an extraordinary experience in the company of horses, entrepreneurs, and Kathy Pike, a woman from the United States who is a pioneer in introducing the wisdom of horses to promote the authentic leadership. For over a year I have studied with Kathy in the mountains of Colorado, learning the art from her and letting myself be guided in discovering and appreciating the wisdom of horses. Kathy has taught me not to approach horses seeing them as a means to achieve my end, but to put myself in the place of the animal, opening my intuition to receive and welcome the invitation they make me. That has been a transformational experience not

only for me, but also for the executives who coach me. For this reason, I invited Kathy to travel to Colombia and work together with groups of businessmen and managers from the country. During one session, I asked the client to create a boundary with the horse that had gotten too close to her, to the point that the animal’s face was almost up against hers. “Hold your position, without backing up, and channel your body energy through your arms and hands to move the horse back, without touching it,” I told this manager. She tried several times, even showing vehemence in her arms, but the horse didn’t move an inch. Being a teacher of life, the horse wanted to teach him something i m p o r t a n t : leadership has little to do with dominance and
strength, because it is more an inner disposition. “How convinced are you that you can push the horse back?” I asked. She looked at me with a face that expressed all of her doubt. “Very little”, she told me with sincerity. Through a coaching process, I helped her to generate within her this conviction of hers, and then to manifest it with an assertive gesture towards the horse. A clear and gentle gesture of her hands was enough for the horse to take a step back. The manager looked at me with wonder. I saw a few tears come out of her eyes, grateful for what the horse had just taught her: the clarity of intention and the belief in the possibility of a desired result, determine her fulfillment. Fue suficiente un gesto claro y gentil de sus manos, para que el caballo retrocediera un paso. La gerente me miró con maravilla. Vi unas lágrimas salir de sus ojos, agradecida por lo que el caballo le acababa de enseñar: la claridad de la intención y la creencia en la posibilidad de un resultado deseado,

Biden has pulled on numerous levers to try to lower prices, including a record release of barrels from U.S. strategic reserves, waivers on rules for producing summer gasoline, and leaning on major OPEC countries to boost output. Yet fuel prices have been surging around the world due to a combination of rebounding demand, sanctions on oil producer Russia after its invasion of Ukraine and a squeeze on refining capacity.

Este criterio se fue incrementando con la presencia de la llamada “nueva normalidad” del Covid-19, donde las instituciones educativas se vieron obligadas a migrar sus clases a tutorías virtuales, sin estar preparadas para ese reto. Y es que nuestras universidades deben evolucionar a un currículo 4.0, donde no existan las barreras físicas de tiempo y espacio para el logro de una meta académica. Los jóvenes ya no tienen el suficiente interés para estar, de manera presencial, en los ambientes universitarios conocidos. Deben crearse nuevos espacios abiertos al diálogo y a la discusión de ideas. Las aulas y laboratorios deben invertirse a través de un currículo basado en competencias, para la aplicación de casos de estudios y la construcción de teorías. Próximamente,no veremos a los tradicionales ingenieros, abogados o licenciados, sino a jóvenes multitasking o multidisciplinarios, que no tendrán una carrera o título tradicional universitario, pero sí insignias y certificaciones digitales de competencias laborales, que los habilitan para un mercadeo laboral emergente y disruptivo. No hay que preocuparse si nuestros hijos
adolescentes no quieren ir a la universidad y prefieren hacer dos certificaciones técnicas, tres programas online y hasta estar conectados en YouTube, formándose de manera autodidacta. La preocupación debe ser para las universidades, que deben ocupar esos espacios con un nuevo currículo, donde lo importante sea sumar créditos en la construcción de un perfil de competencias único para cada persona. Que existan varias rutas de carrera profesional y que cada paso represente un logro y una habilitación para el trabajo. Que lo importante sea la investigación y el desarrollo, más que la teoría conservadora. Cooper Hired to Lead STLCC - Expanding Nursing Program ST. LOUIS (June 8, 2022) – St. Louis Community College and its Board of Trustees named Jordan Cooper as dean of nursing.
Cooper, who served as the interim dean of nursing for the spring 2022 semester, will continue the College’s impressive expansion started in 2019 that will see the College grow its nursing program by 75% by 2024. By increasing the capacity and number of its cohorts at its Florissant Valley, Forest Park, Meramec and Wildwood campuses, STLCC will graduate approximately 384 nurses per year by the end of the expansion. This movement comes as the metro area and nation face an increasing shortage of registered nurses. Vacancy in registered nurse positions at hospitals hit 20% this year — the highest level in the 21 years the Missouri Hospital Association has conducted the survey — and up from 10% in 2019 and 12% in 2021. “We are looking forward to Jordan’s leadership in this critical position,” said Jeff L. Pittman, Ph.D., STLCC chancellor. “The St. Louis region is facing a shortage in health care workers and for many years, the College has served as a vital pipeline to area hospitals. I am confident that under Jordan’s

Cooper is a registered nurse, boardcertified family nurse practitioner and native of St. Louis county. He attended Riverview Gardens High School and graduated from STLCC-Florissant Valley with an Associate of Applied Science in nursing. He also holds a Bachelor of Science in nursing from Maryville University and a Master of Science in nursing, specializing as a family nurse practitioner, from Walden University. He is currently pursuing a doctorate in nursing, specializing in interdisciplinary health. “As a lifelong resident of St. Louis and an alumnus of St. Louis Community College, it’s an absolute honor to be offered the dean of nursing position,” Cooper said. “The College already provides the region with some of the best-trained and most-qualified nurses to help fill the growing gap in registered nurses. I look forward to growing our program, continuing to develop strong relationships with our community, academic and clinical partners in the metro area and help promote student success by removing barriers to learning and making our program an accessible goal for all.” Cooper’s nursing experience includes critical care, emergency nursing, pediatrics and family practice. His interests include fatigue/ burnout in nursing educators, diversity and inclusion among nursing students and faculty, and workforce development. After serving as an adjunct nursing faculty for STLCC in 2017, he joined as a full-time faculty member in 2018. In 2020, he became program coordinator of the STLCCFlorissant Valley nursing program before assuming the interim dean role in January 2022. Cooper made numerous contributions to the Florissant Valley program. He led
the expansion from a single to a double cohort, including increasing from seven to 13 full-time faculty members and boosted enrollment to 48 students for both the spring and fall semesters. He strengthened the College’s partnership with Ranken Jordan Pediatric Bridge Hospital, which has provided meaningful clinical experiences for students. In addition to chairing several district nursing committees, Cooper co-chaired the Missouri State Board of Nursing Five-Year Program Review for the district nursing program and facilitated the development and planning of the newly built nursing simulation lab on the Florissant Valley campus. He also organized student and faculty participation in a joint venture with the St. Louis Department of Public Health for the first mass vaccination clinic in the St. Louis metro area in 2020 during the COVID-19 pandemic. Infidelity has a function of illusion: to get us out of monotony and routine, making us feel wanted “by someone” and important “to someone”. Desire is fundamental when talking about this topic. Likewise, eroticism (being ready for pleasure) is an attribute and privilege of every human being. For years, women were assigned a passive role in these matters, something that has been changing since the 1980s. We discovered it thanks to a worldwide study by Dr. Francisco Cabello, who obtained very interesting results. For example, it is no longer the woman who “has a headache” for not making love, but the men. The current couple is living a very different time in the man-woman relationship. La infidelidad tiene una función de ilusión: sacarnos de la monotonía y la rutina, logrando hacernos sentir deseados “por alguien” e importantes “para alguien”. El deseo es fundamental a la hora de hablar sobre este tema. Igualmente, el erotismo (estar dispuesto para el placer) es un atributo y privilegio de todo ser humano. Por años se le asignó un papel pasivo a la mujer en estos asuntos, cosa que desde los 80 ha ido cambiando. Lo descubrimos gracias a un estudio mundial del Dr. Francisco Cabello, quien obtuvo resultados interesantísimos. Por ejemplo, ya no es a la mujer a quien “le duele la cabeza” para no hacer el amor, sino a los hombres. La pareja actual está viviendo una época muy diferente en la relación hombre-mujer. Supuestamente, quien debe seducir a la mujer es el hombre y las hijas de Eva deben ser pasivas y solo tienen a mano “el gustar”. Ser pasiva no es más que una ilusión, pues gustar dista mucho de ser algo pasivo. Mi padre lo resumía diciendo: “las palomas no les tiran a las escopetas”. Mi querido viejo, ¡muchas palomas ya tiran a las escopetas! Gustar es activar la imaginación, pensar, desear, soñar y mover las imaginaciones hacia un placer eventual, que logra poner en juego la disponibilidad erótica de quien nos atrae. La ambigüedad de gustar, donde se dice sí diciendo no, solo es posible por la ambigüedad del deseo. El hombre es un ser de deseo y no de necesidad, como se ha querido vender. No me canso de decir que la sexualidad es mucho más que una necesidad fisiológica. El ser humano debe aprender una satisfacción “regulada”. No la puede tener ahora, debe esperar para alcanzarla. Y esto lo hacemos desde la niñez. Por ejemplo, el niño aprende a comer y dormir a ciertas horas. En fin, el ser humano aprende desde muy pequeño a diferir y posponer la satisfacción de sus necesidades más elementales.
Así empezamos a imaginarnos la experiencia de la satisfacción, siendo esto el origen del deseo. Imaginar la satisfacción que ha de llegar, es desear. El hombre es un ser de deseo, pero lo que realmente desea es amor. El deseo compensa la diferencia entre la necesidad y la satisfacción que se pospone: es satisfacción imaginaria. Y eso lo vemos muy bien en la primera etapa del enamoramiento, que parece ser una locura. Gracias a Dios, pasa después de un tiempo. No hay corazón
que aguante la taquicardia cuando te miro, la angustia cuando no llamas. En verdad, Cupido es un loco que tira flechas con los ojos cerrados, y así nos quedamos por un tiempito. Ese ser humano es “perfecto”. Cupido no nos deja ver. Nunca se case en la etapa de enamoramiento, porque no hay lógica, no vemos defectos.
