READY-SET-GO!!! That about sums up the Real Estate Market in our area and most of the country. At least those parts of the country to which buyers are flocking from the areas with high taxes, severe weather and extreme violence. We are pretty lucky to live in such a highly desirable area of the country where none of those conditions exist. Most buyers are shocked with our low taxes compared to what they are used to paying – most times they are 3 to 4 times what we pay here. The market is brisk at the least and “crazy” sometimes describes it better. Anyone who has considered selling and has put it off should now seriously consider jumping in with both feet. Prices are at an alltime high, which is great for sellers and not so great for buyers. When you consider waiting though, you need to know you will get considerably less for yours as the market softens (whenever that may be certainly not in the foreseeable future) and pay less for what you purchase but in the end it all evens out. Make your move. Get what you want and don’t spend years waiting for what might not happen

Bottom Line – The first month of 2021 was the second best January on record for the number of sales, while the number of new monthly listings was the lowest in twenty years. Projection – Prices will climb in February and as COVID cases go down, more sellers will list, and more buyers will buy. Median Purchase Price - $380,000 in January. This set another record and the eighth consecutive month it has increased. This is $5,000 or 1/3 higher than in December and $60,000 or 19% higher than January 2020. Arizona’s jobs and population are growing at 1.6% annually – 3 times the national average. 2021 expectations are that Arizona’s population will increase at a 1.78% rate while the national average will be .35%. Just before the pandemic hit, Arizona was ranked second in the country for job growth, adding over 84,000 jobs between December, 2018 and December, 2019. We have 20,411 apartment units under construction, but 10,418 apartment units have been absorbed in the past year – This was a record. It may appear we are overbuilding but it takes two years from start of construction to fill a new apartment project, therefore we are absorbing at the same rate as new construction. With these positive trends on Arizona’s economic horizon, the outlook is promising for rentals, new and used home sales. Ready to buy or list? Please call us!!!

NEW HOMEOWNER PORTAL – DID YOU SIGN UP? Hopefully, you received your letter last month about the annual board election and proposed bylaw and CC&R amendments. SRCA, once again, is encouraging its Members to get involved in the governance of the association by electing your board of directors who will represent you in association matters over the next two years as well as vote on proposed amendments to our legal documents. There are six candidates for four open positions on the board. I believe all of these candidates are well-qualified and have a lot to offer. Their bios are available on our website. With that letter was the opportunity to sign up for the newly introduced SRCA Homeowner Portal that will give you important information right at your fingertips, whether on your computer or your mobile device.
On the portal, you will be able to access: • CC&Rs, Bylaws, Articles, Administrative Rules and Architectural Guidelines • Architectural application and forms • Ability to submit architectural applications • Other commonly used forms • Current Board information • YE financial report and annual budget • Current community announcements/E-mail blast • Calendar of Events and meeting information • Access to electronic voting for annual elections Right around the corner will be the opportunity to access your assessment and account balance information as well as being able to pay your annual assessment. Happy spring, Ranchers! The Board of Scottsdale Ranch hopes you are SAFELY taking advantage of our wonderful spring weather and the beauty of our common areas. Since it’s spring, it’s time again for our annual ballot. As usual, you will be voting for Board candidates. The good news is that there are many qualified candidates (including several former board members who wish to serve again). This year, we have more candidates than open slots, so not all of them can be elected to the Board. But the good news is, this means we can be assured we’ll have excellent folks representing you. We bid a fond farewell to departing Board members Alex Darroodi, Joe Dawson, Barbara Sarwar, and Mark Shimelonis and thank them for their service. This year, we also have several amendments on our ballot. The Board unanimously endorses all these changes, and we encourage you to vote in favor of them all. Here is a brief explanation of what we are trying to accomplish with each one. Six amendments to our by-laws, which regulate how we conduct our business: • Amendments 1 and 2 were brought about by COVID-19, which forced us to hold our annual meetings and board meetings electronically. We want to ensure our documents fully allow these “virtual” meetings. To ensure you, our Members, can participate, we require that all participants must be able to hear whoever is speaking. We will of course continue to hold all our meetings in compliance with Arizona’s Open Meeting Laws and operate in an open and transparent way. • Amendments 3, 4, and 6 clarify that the Board may (but is not required to) delegate many responsibilities to our Executive Director or others. Delegating does not absolve the Board of responsibility. And note that the Board may NOT delegate setting annual assessment or approving any foreclosures. • Amendment 5 was required to update the Association’s policies regarding document recording to stay consistent with Arizona law. Six amendments to our CC&Rs: • Amendments 1 and 4 are direct responses to what we’ve experienced with the pandemic (just as amendments 1 and 2 above). o Amendment 1 allows the Board to temporarily close or restrict access to common areas if needed to protect the health and safety of our Members and residents. o Amendment 4 prevents demands for refunds if the Association has to temporarily restrict access to common areas or if income is greater than expenses in any one year. • Amendment 2 simply corrects a wording error that inadvertently set a minimum time – instead of a maximum time - that construction dumpsters are allowed. • Amendment 3 only allows lots to be combined that face the same street. We do have a few of these already in Scottsdale Ranch. But without this change, it would be possible for you to end up with your front yard abutting your neighbor’s rear yard. • Amendment 5 corrects the old definition of parcel left over from the original declaration, and ensures that all property within SRCA is under the jurisdiction of the master association. • Finally, Amendment 6 gives the Association another option to help ensure that fines are paid and violations are corrected. This would ensure that any potential buyer of a lot would know of outstanding violations, thus helping buyers ensure sellers correct these before title is transferred. When you receive and review your voting materials, if you have questions about any of these proposed changes, please call or email our able staff at the Community Center for clarification. Again, the Board unanimously encourages you to vote FOR all these amendments. They will keep our documents current and consistent with state law. They will also help ensure that Scottsdale Ranch is able to live up to its commitment to protect our property values, improve our quality of life, and remain the best place in the Valley to live! 4

Board Briefs January 26, 2021 - Board of Directors Meeting • Accepted five (5) of the six (6) proposed amendments to the Bylaws provided by the association counsel to be added to the annual election ballot for a vote of the membership. It was requested one amendment be rewritten and reproposed to the Board. • Accepted five (5) proposed amendments to the CC&Rs provided by the association counsel to be added to the annual election ballot for a vote of the membership. • SRCA will not be implementing any procedural changes at this time for staff or association amenities as the state Covid -19 cases remain high. Reopening will continue to be re-evaluated each month. • Staff to review gang mailboxes throughout SR and report back to board at a future meeting. February 23, 2021 - Board of Directors Meeting • Accepted the unqualified 2020 Annual Financial Audit performed by Butler Hansen, PLC. • Adopted modified language for the lighting section of the Admin Rules and Architectural Guidelines that changed the language with the use of the term lumens instead of watts and brightness in place of wattage. • Approved the addition of Dunn Edwards DEA002 Black and Sherwin Williams SW6258 Tricorn Black to the list of approved front door only colors. • Approved the SRCA Social Committee to move forward with a socially distanced spring event at the Community Center parking lot following CDC guidelines. • Accepted the revised language for the proposed Bylaw amendment #4 and a new proposed #5 amendment to the CC&Rs regarding the definition of the term “Parcel”. • The board concurred that the City of Scottsdale has adequate ordinances in place at this time that address the parameters of use for recreational marijuana. • The Board reviewed new designs for the monument signs. They discussed the pros and cons of the design, potential impact on residents and the rough cost. Important Information About Assessments By Ricki Stamos SRCA Bookkeeper
Candidates Running for the 2021 Board We’d like to take this opportunity to thank each of the homeowners here in Scottsdale Ranch who have paid their 2021 Annual Assessment. By paying your annual assessment in a timely manner, you are not only insuring that Scottsdale Ranch Community Association continues to remain in good financial standing, you are also helping to ensure that we are able to perform the many tasks and duties for which the association is responsible. As you are probably aware, the 2021 Annual Assessment, in the amount of $395.00, was due on January 1, 2021. Invoices were mailed to all homeowners in December 2020. Payment was considered delinquent if not received in our office by January 31, 2021 thus giving homeowners ample time to make a payment without incurring a late fee. A 10% late fee of $39.50 was added to any unpaid accounts on February 01, 2020. If payment on unpaid accounts was not received by February 28, 2021, interest was added to the account at the rate of 12% per annum. This fee will continue to be added to unpaid accounts each month until payment is received. If payment is not received by April 30, 2021, a lien will be placed against the property through the Maricopa County Recorder’s Office, lien filing/release fees will be added to the account and further collection action may be necessary. This means that the property cannot be sold until the past due payments have been paid and having a lien filed against your property could affect your credit. Should a homeowner’s assessments continue to be delinquent, their account may be turned over to an attorney for collection action without further notice from the Association. Failure to pay these assessments could also result in the filing of a personal judgment action and the homeowner will be responsible for all attorneys’ fees, document recording, and any other fees incurred to collect this debt. If your annual assessment has not yet been paid, we encourage you to contact the Scottsdale Ranch Community Association administrative office as soon as possible to discuss your account and how we can work with you to bring it current. If you need to arrange a payment plan, consideration will be given. SRCA Common Walls Spring will be here soon and with a little rain and warmer weather plants and trees will begin to grow at a rapid pace. We would like to remind residents who share a common wall with SRCA ensure any trees and or plants are trimmed up and away from the wall. It is homeowner responsibility to cut back landscaping from any wrought iron fencing and block walls for which the Association has maintenance and painting responsibilities (Please refer to the CC&Rs, Article IV, Section 2, Sub-section (q) (vi)). We ask all residents who share a wall with HOA common area, to check their parameter landscape and trim any vegetation away from the shared common wall on their property to prevent it from hanging over into the common area. In return, please contact the SRCA office if there is a tree in the common area growing over the shared wall into your property or if you are unsure of wall responsibility. Trimming Along Lake Serena Whether a property along the lake is maintained by an individual homeowner or a sub-association, it is crucial that all landscape and landscape debris be kept out of the lake. Trimmings of grass, vegetation and palm trees along the lake’s edge need to be bagged and disposed of and not allowed to fall into the lake. Landscape trimmings that fall into the lake strengthens algae growth that disrupts the balance of the lake’s eco system. This creates additional expense to the association to treat to keep the balance in check. The Association intends to levy a $150 fine, per occurrence, against any Member or sub-association dumping anything, including grass clippings and landscaping debris, into Lake Serena. SRCA will also seek recovery of any costs incurred by the Association against any, Member or ancillary association that dumps anything into Lake Serena. The diligence of resident and community association landscapers is appreciated. Shared Party Walls It is important that all property owners monitor their vegetation along shared walls with neighboring properties. Repairing wall damage caused by neglected trees and vegetation and having to perform a major trim can be costly. It is less expensive to take the time for preventative trimming maintenance and catch any 6

damage to property early. It is prudent to have trees trimmed every one to two years, depending on species, than have a massive costly trimming every five years. As a property owner, you have a responsibility to maintain your property, whether you are here annually, seasonally or you rent your property. Be a good neighbor and take the time to assess areas of your property that are shared with your neighbor. If you own property that borders a public sidewalk, it is important to monitor vegetation planted outside your perimeter wall along the sidewalk. Please keep in mind that it is not only a violation of HOA rules but City code to impede or block a public right-of-way. Please keep plants trimmed so they don’t encroach the sidewalk. It is encouraged to schedule trimming to coincide with the City of Scottsdale’s bulk trash pickup for Area 1. The pickup schedule is posted on the SRCA website, www.scottsdaleranch.org and the City’s website, www.scottsdaleaz.gov. Please keep in mind, per SRCA rules, bulk trash may only be placed out for pick up 5 days prior to the week pick up is scheduled to begin. What’s in? What’s out? I’m sure you are seeing some changes happening around your community. There are a lot of people making improvements to their homes right now. Due to the amount of time we’re spending at home these days not traveling AND being at home looking at that yard, those walls, the lack of private space for you in the house are just a few reasons that so much construction activity is taking place. Don’t forget the homes are 30+ years old and a little facelift might be a nice thing to completely change your environment.
Lake Dredging on Lake Serena Back in February and March, you may have noticed dredging on Lake Serena. Arrowhead Environmental, LLC was hired to dredge sections of the lake cove area to remove some of the sedimentation build up in the areas where we receive significant run off during storms. The sedimentation was removed through a dredge barge and syphoned to a collection bag located in the wash area. The bags are designed to allow the water to drain back into the lake just leaving the sludge which was then hauled off. The entire process typically takes about 4 – 6 weeks.
Don’t forget this requires approval before you start. What’s the trend you ask? Light bright houses with dark trim (only allowed if you have wood trim under your roof eaves and if allowed in your community color palettes) is very popular. Tie that together with dark window frames (if it is allowed in your community) and dark light fixtures and you have completion. Don’t forget this requires approval before you start. Dress up your home with pavers instead of concrete walkways and driveways. Using pavers with colors that compliment your home and work with the style of your home is a win - win. Don’t forget this requires approval before you start. How can I open up the back of my house to the garden? Accordion doors, multi-fold doors, folding doors… there are many ways to describe these gorgeous doors the open up your living space to the beautiful blue sky. Don’t forget this requires approval before you start. Many people are closing in their covered patios these days and claiming that space for more indoor living area. How does one do that? Well, it’s the same way some are bringing the outside in. You can add the same wall of sliding doors to serve the purpose of closing in the covered patio and still open up the house to the outside. Don’t forget this requires approval before you start. Landscaping is a tough topic as it’s very individual. Some people are opting for a combination green space and Xeriscape. Xeriscape is a landscaped area done in a style which requires little or no irrigation. Yes, we do live in the desert and water is a commodity. For this reason, you will see many municipalities embracing this style as we have to think toward the future in the desert. If you work with a landscaper and draw out your plans, you can complete a full Xeriscape or combination look beautifully. It takes some planning, but it is worth it. Don’t forget this requires approval before you start. Remember, I am here as your liaison to work with you and answer any questions you might have. Why did I repeat myself to remind you to apply before starting your project, I want to save you a minimum of a $250 fine being assessed to your account. Remember when in doubt, submit for approval!

Home & Landscape APRIL AND MAY IN THE DESERT By Randy Zellers SDL, Director of Operations
It is time to replace your winter f lowers with a hardy bloomer that will last throughout the hot temperatures of our summer. Ipomoea (Potato Vine) comes in green and dark purple colors and are great for pots as they will cascade over the edges of the pots for a full look. Pentas are a good choice as well for a more traditional f lower bed. Even Lantana, which is known as more of a groundcover, will do well for a burst of color in your planter areas. Depending on how much rain we have received this winter, weeds may be a problem in the granite areas of your landscape. Applying a pre-emergent chemical will prevent weeds from germinating but you will have to supplement by spot spraying the smaller weeds and hand pulling larger weeds in your landscape. Once sprayed, giving the area a fresh raking will f luff the rock and lead to a more attractive landscape. Bermuda turf will start to emerge from dormancy once night-time temperatures stabilize at 65 degrees over-night. Start to mow your turf lower to allow more sunlight to reach the soil and warm the root system. Apply light doses of fertilizer and gradually increase water times to your turf areas and the Rye grass planted in the fall will smoothly transition to the Bermuda base during the summer. Check heads for proper coverage and adjust as needed for a green, lush lawn throughout the summer season. You’ve already cutback all frost damaged plant material by this time. Cassias will be ready for a hard prune once they have bloomed in May. The benefits of hard cutbacks are to allow the root systems to push more and vigorous new growth to each plant since there is less plant to provide nutrients to after cutting back. Rejuvenation pruning has become the norm for a sustainable and lush desert landscape. By practicing this procedure, you eliminate the dead wood that develops from repetitive shearing and allow the plant to bloom more naturally. It requires less work and allows you to spend more time on the little details within the landscape by minimizing mundane repetitive maintenance practices that do nothing for the health of the plant. With the warmer temperatures of spring in Arizona, you will notice more insect activity around your plants and trees. Simply hosing the plant down may get rid of the problem but an environmentally friendly option is to use insecticidal soap rather than harsh chemicals. You can find them at your local nursery or hardware store and ask for the best option for whatever insect may be around your landscape or garden. Spring is the best time for planting new plants and trees in your landscape. It will allow each species to gradually adapt to the warmer air and soil temperatures before 100-degree days are the norm during the summer. Think in terms of low maintenance trees and shrubs while planning your landscapes. This will allow a more natural looking landscape that requires much less work to perfect. The choices available are much more attractive than 10 to 15 years ago. New species that will handle Arizona summers are readily available at your local nursery. Enjoy the outdoors during the months of April/May because June is traditionally one of the hottest and driest months each year. Minimize your workload during the summer months in Arizona by getting them completed in the spring. 8

Are You a Boat Owner on Lake Serena Leaving for the Summer? If you are leaving for the summer, please make sure to loosen your dock line. This helps protect your boat and dock in case of an active monsoon season. Also, we’d like to suggest that if you know a neighbor who stays in town for the summer, that SRCA can contact in the event we are unable to get a hold of you in regards to your boat, please call the SRCA office at (480) 860-2022 to give us their contact information. Please note that there is a Watercraft Tow Policy charge of $75.00 to homeowners who require their boats to be towed or rescued.
Lake Serena Boat Identification Sticker Attention Scottsdale Ranch Boat Owners: All boat owners on Lake Serena must have a SRCA boating identification sticker visibly displayed on their boat. If you do not have an identification sticker, you will need to complete a Boat Sticker Application and submit it to the SRCA office in order to obtain one. You can find the application on the SRCA website at www.scottsdaleranch.org under Local Amenities / Lake Serena / Boating Guidelines. Please complete the application and email it to Joni Shepherd at jshepherd@scottsdaleranch.org. You can also drop off the completed application in the drop box outside of the SRCA office doors. If you prefer to pick the application up at the SRCA office, please call ahead of time and we will have it available for you. Amenities News From Laguna By Brooke Williams Principal
It’s hard to believe that we are more than half-way through another school year! We have been very busy at Laguna! We have just finished our Annual PTO Laguna Laps Run, where our students ran laps to raise money for our school. Even during a pandemic, our PTO and community managed to make it both fun and productive for all students! Each student received a specially designed Laguna Laps t-shirt to wear on race day. Throughout the two weeks leading up to the event, all of our students learned about the importance of staying fit, giving back to their school and community, and having fun with their friends. Our race day went off without a hitch! We were able to keep all of our students safe by wearing masks, maintaining social distance, and washing our hands before and after the race. During the race, we played all of our students’ favorite songs and enjoyed a popsicle at the end. As always, our families came through and raised thousands of dollars for our science lab, reading program, makerspace, and technology. We are forever grateful to our PTO, staff, and all of our Laguna families and community members for their help, support, and hard work. We could not have done it without them!

At Laguna, we know it’s the people that make Laguna special! From our students, to our families, staff and community members, we are truly lucky to have such a supportive team behind us every step of the way! An example of this incredible support is the Charros Grant that we were recently awarded. Every year, our local Charros Chapter generously grants us funds for various programs. This year, they donated funds for much needed technology for our music department. We are so lucky to one one-to-one technology at Laguna. In other words, every student at Laguna has their own chromebook to use in the classroom and at home. This has been especially nice during Covid. Groups, like Charros, have made that possible and we are forever grateful! Though our campus has been closed to the public for much of the year because of the pandemic, we are still giving virtual tours and enrolling new students everyday. Our school is an A++++ STEAM School and all of our teachers are highly certified. There have been a few major expenses in the last few months; however, nothing that could not be covered by the reserve and contingency funds. As most of you know, we had the removal of a very large boulder on the side of the lake by the Lakeview bridge that was in danger of damaging the lake liner and we are now undergoing dredging where sediment has built up in some cove areas of the lake. The dredging is to be expected and was reserved for with money set aside to cover the cost. There is also the continued removal of eucalyptus and olive trees that are part of a long-range planning and replanting program. The Finance Committee met and was apprised of the annual audit by Gregg Butler of Butler Hansen CPAs. There was no problems found during the audit. Mr. Butler was pleased to announce that the audit went smoothly, and the association remains in strong financial condition. We are currently in the process of converting to a new accounting firm whose software will be compatible with our new portal and accessible for all viewers to check on their account balances. It is an exciting time in the area of technology, and we are all fortunate to have the opportunity to participate. I want to thank Kathe Barnes and all of her staff for making the job of the Treasurer easy and smooth. Without them, it could much more difficult. We are very fortunate to have such dedicated employees handling the daily details in the office.

We would like to thank all the SRCA Committee volunteers for all their hard work, time and dedication to ensuring that Scottsdale Ranch continues to be such a wonderful place for all to call home.
FROM A TO Z (Arc to Zoom) Welcome to your first virtual SR Architectural Committee meeting ( just pretending). We used to meet in person at the Community Center, but because of COVID, we now meet twice a month on Zoom. We were all novices to Zooming in the beginning, but now we are experts!!! The committee has been meeting like this for the past year, and the Zoom procedure seems to be working well. As you know, Scottsdale Ranch has almost 4,000 residences (3,429 without the apartments.) All of the nonapartment residences come before the Architectural Committee for approval for major changes to their exterior. This includes projects like front landscaping changes, new windows, major renovations, construction of spas and pools, courtyard additions and outdoor lighting, to name a few. The SRCA CC&Rs requires our HOA to have an Architectural Committee which was created in 1980 when Scottsdale Ranch was established. Per Arizona state statute, a board member must chair and oversee this committee which I am honored to do. This past year, almost 1,000 applications were submitted to the SRCA office for review and processing. Of those, the committee reviewed over 175 proposals, most of which were ultimately approved. The remaining proposals were able to be reviewed by SRCA staff and were never required to be submitted to the Architectural Committee which helped to expedite the process. Hats off to Diane Botica, SRCA Architectural Liaison, who has done a fantastic job working with the hundreds of applicants. She makes the committee’s job so easy. The Committee reviews proposals that have multiple project layers and that are usually more intricate than simple requests. The Scottsdale Ranch Architectural Guidelines will give you more detailed information and are available on our website at www. scottsdaleranch.org. So now that you have attended your first “ARC” Committee, why not join us on a regular basis? Usually 10-15 residents join us on Zoom and all residents are encouraged to attend. We now have a small committee of five volunteers, and we are looking for several additional members with architectural, construction or design experience to join the committee. Social and Communications Committee Review By Nina Munson SRCA Social and Communications Committee Chair
In past communications regarding our community-sponsored social activities, they have been filled with ref lections of gatherings that brought families and neighbors together. We enjoyed movies in the park while eating popcorn and slurping on a snow cone, welcoming new families at the New Residents’ Cocktail event, searching for eggs and petting small furry friends at the Spring Event, dancing to music in the park and munching on hotdogs and hamburgers at our fall event, just to name a few great memories. Well, as we all know, COVID brought a whole new meaning to staying connected and engaged. This year, we all learned how to maneuver through Zoom meetings, celebrating special events with drive-by car honking and gift drop-offs in driveways, waving and talking to neighbors from across our streets. Most of our community event traditions were either cancelled or took on new shape. This year, we saw more boat parades from the shores or bridges on Lake Serena, recognized our Veterans with community distributed f lags around the Ranch and also created a commemorative video in honor of our veterans, for our residents to view on our website. Last December, SRCA held a drive- through holiday lights and decorations display at the SRCA Community Center parking lot, where donations could be dropped off which were then donated to Vista del Camino, a local charity which provides assistance to those in need. During those donation drives, Santa and Mrs. Claus even made appearances! Looking ahead to
this year’s expected continued restrictions, the plan is to continue to creatively think of ways to hold events virtually or in small gatherings, so we don’t lose the value of community engagement which we pride ourselves on. Improvisation is the name of the game! Also, this year in particular, it was evidenced how important communication is with our residents. Work in this regard did not stop at SRCA. Staff worked diligently to revise our website’s video featuring the attributes and beauty of the Ranch as well as continuing to make the website more robust and easily accessible to information. To complement the website, the staff implemented a portal and mobile app where you are able to access through your phone or computer to retrieve important information such as your account status/history, event schedules, special announcements and much more. All homeowners should have received information on how to sign up for this latest technology. If you haven’t signed up, contact the association office for your unique log in information. Weekly email blasts continued to keep you informed of Scottsdale Ranch happenings, COVID guidelines, safety in and around the Ranch, and inspirational stories of how residents creatively channeled their energies to keep spirits high in their neighborhoods. For those of you who have not provided your email to the administrative staff, I urge you to do so through our website at www.scottsdaleranch.org. This will ensure you do not miss out on any important announcements regarding your community. While COVID restrictions have continued into 2021, we are hopeful that soon we will be able to gather in person once again for community club meetings, sponsored events, and holiday celebrations. In the meantime, we all wish you a happy and healthy Spring, and look forward with anticipation to seeing and hearing from you soon.
Community Leadership Committee Review By Matt Metz SRCA Community Leadership Committee Chair
The Scottsdale Ranch Leadership Committee’s purpose is to make sure the SRCA Master Association maintains open communications with the sub-associations within Scottsdale Ranch, and to share knowledge and information to assist these sub-association Boards lead and manage their communities. In an ordinary year, the Leadership Committee would have met two or three times, creating social events that encourage networking and seminars that provide critical updates and helpful information. But of course, 2020 was anything but a normal year. As a result of the pandemic, we met only once during 2020, and that was “virtually” using Zoom meetings. Appropriately, that meeting’s goal was to provide sub-association board members with some information and legal tips on how to
manage through the pandemic; it included advice, do’s and don’ts, and a helpful question and answer session. We brought in Lynn Krupnik, SRCA’s counsel, to lead this session. It was VERY well received, and I believe it provided critical and helpful tips and needed guidance to the sub-association board members in attendance. I’m hopeful that this year, more and more of us will be getting our COVID vaccinations, perhaps allowing the Leadership Committee to meet in person sometime before the end of 2021. In the meantime, we will continue to distribute links to free Scottsdale City and paid CAI provided virtual seminars so that your sub-association board members can continue leading your communities. Election Committee Report By Alex Darroodi SRCA Election Committee Chair
Scottsdale Ranch Community Association’s (SRCA) Election Committee oversees the SRCA Board of Directors’ election process to ensure fairness and integrity. As you may know, any homeower living in Scottsdale Ranch can run for an open position on the Board. The only requirement is that you are in good standing having paid your annual assessment. The 2020 election and annual meeting started off like any other year, then COVID-19 hit. Many will remember, the annual meeting and election had to be postoned and all were unsure when we would be able to have the meeting and election. Finally, in June, with Covid—19 widespread, it was decided to hold the meeting vitually. In the end, it all worked out well and the SRCA 2020 Annual Meeting and Election was a success. It was a good lesson in ingenuity, f lexibility and thinking outside the box. For the 2021 election, there are four open seats for the Board of Directors. Seats held by myself and Barbara Sarwar have served the maximum number of consecutive terms on the board (three 2 year terms). The two other seats held by Mark Shimelonis and Joe Dawson are also open. SRCA has received six candidate applications for this election. We are lucky to have these residents who are willing to volunteer their time to serve our community. This year, the ballot will include several Bylaw and CC&R ammendments to be voted on by the membership. These were available for your review when you chose to vote through our electronic voting system. These amendments are also available on our wesbite at www.scottsdaleranch.org. SRCA will continue to utilize the electronic voting option this year but it will be a little different. This year, SRCA is introducing an SRCA Homeowner Portal and electronic voting will be an option through this new portal. All homeowners should have received a letter in mid-March to sign up for the portal and information on the voting process. If you have not received this letter, please contact the SRCA office. Paper ballots are also available, through the SRCA office, to any homeowner who does not want to utilize the portal and the electronic voting. Once again, as an added incentive to encourage members to vote, we will be holding a raff le drawing for five $100 gift cards to be awarded at random from those members who cast a ballot by April 12, 2021. All you need to do is vote to be entered! With the pandemic still an issue, SRCA has determined that the 2021 Annual Homeowners’ Meeting will be held via Zoom. Information on how to register for the meeting is located on page 19 of this magazine. Thank you for taking a part in your community by casting your vote!

Lake Committee Review By Matt Metz SRCA Lake Committee Chair
Lake Serena remains arguably Scottsdale Ranch’s most impressive asset. The lake provides scenic beauty, fishing, boating, kayaking, and a venue for many social gatherings. Sadly, some of the events which would have allowed our residents to enjoy Lake Serena had to be cancelled due to the COVID-19 pandemic. Parties, weddings, dinners, and other social gatherings which would have been held at the Community Center with a view of our beautiful lake were cancelled. And our annual Fishing Derby and Lake Fest of course could not safely take place and also had to be cancelled. Fortunately, many residents were still able to enjoy fishing and boating. But the responsibilities of maintaining and improving the lake were not ignored. The Lake Committee still worked to ensure Lake Serena stays healthy and attractive. We of course continued to stock the lake with fish, and we continued the ecological monitoring of the lake to keep this sometimes-fragile ecosystem of fish, plants, and people in balance. Two very significant special projects were evaluated and will be starting this year. First, as a major part of the Maricopa County Flood Control District, Lake Serena receives tons of water runoff from upstream, including the McDowell Mountains. These inf lows bring organic materials as well as a lot of dirt and silt, which settle to the bottom. Eventually, silt builds up, especially at the two primary entry points: one near the community center and another at the northeast corner of the lake between Lakeview and Via Linda. This has now accumulated enough materials on the f loor of the lake in these two areas that we must remove some of these materials by dredging. This is complex and expensive, and there are only a few companies that can do this. We have contracted to have these two areas dredged during the first quarter of 2021, helping to ensure clearance for boats owned by residents and the Association. But over the 40 years Lake Serena has been here, literally several feet of organic material has accumulated on the f loor of the lake over its entire area. This is an enormous amount of sludge, and it’s not practical to remove this using mechanical equipment. Fortunately, one of our committee members discovered a natural microbial treatment that has been used safely and successfully to remove this build-up. In 2021, we will begin periodic treatments. This treatment has been proven both safe and effective. We look forward to the same success stories experienced by scores of other large lake communities across the country. With any luck, we will see the pandemic come under control, allowing more of us to take advantage of the beauty and recreational opportunities of Lake Serena. In the meantime, the Lake Committee encourages you to enjoy our beautiful Lake Serena – safely!

S pinach Dip INGREDIENTS • 8 ounces cream cheese softened • 1 cup sour cream • 10 ounces fresh spinach leaves • 1 teaspoon minced garlic • ½ teaspoon salt • ¼ teaspoon pepper • ½ cup grated parmesan cheese • 1 ½ shredded mozzarella cheese divided use • 1 tablespoon chopped parsley • Bread, crackers and vegetables for serving • Cooking spray
INSTRUCTIONS Steam or sauté the spinach until wilted. Let cool, then wring out all the excess water. Coarsely chop the spinach. Preheat the oven to 375 degrees F. Coat a small baking dish or skillet with cooking spray. Place the cream cheese, sour cream, cooked spinach, garlic, salt, pepper, parmesan cheese and 3/4 cup of the mozzarella cheese in a bowl. Stir until well combined. Spread the spinach mixture into the prepared dish. Top with remaining mozzarella cheese. Bake for 20 minutes or until dip is bubbly and cheese is melted. Turn the oven to broil and cook for 2-3 more minutes or until cheese starts to brown. Sprinkle with chopped parsley then serve with bread, crackers and vegetables.

“Straight-Piping” By Brian Hartman, #866 Scottsdale Police Department Crime Prevention Officer, Via Linda District
One of the latest trends in custom car modifications has arrived in Scottsdale. The modification usually involves removing portions of a car’s exhaust system and “tuning” the computer that regulates a car’s fuel combustion. This produces loud “pops” and f lashes that fire like gunshots out of the vehicle’s tailpipe. This trend is called “Straight-Piping” and there are numerous examples on social media sites. The “Straight-Piping” trend has generated numerous calls and complaints from alarmed Scottsdale residents who often mistake the loud sounds for gunfire. This is a challenge for law enforcement as calls involving the possible discharge of a firearm are one of the highest priority incidents and result in numerous Officers being dispatched to the area. This trend is taking Officers away from other areas and duties where they are needed. There are possible legal ramifications for those modifications to include both criminal and civil violations: ARS 13-2904.A2 Disorderly Conduct ARS 28-955 Muff lers; noise and air pollution prevention; emissions control devices; A. A motor vehicle shall be equipped at all times with a muff ler that is in good working order and that is in constant operation to prevent excessive or unusual noise. B. A person shall not use a muff ler cutout, bypass or similar device on a motor vehicle on a highway. C. The engine and power mechanism or a motor vehicle shall be equipped and adjusted to prevent the escape of excessive fumes or smoke.

SRCA does not provide any insurance of any kind for users of the boat(s). All expenses related to the treatment of injuries incurred while using the boat are the sole responsibility of the user or his/her insurance carrier.
