As we get into the “teeth” of our Arizona Summer I am often asked by owners if it is a good time to sell and by people looking to purchase, if it is a good time to buy? Good questions and not always easy to answer – particularly with the unique market we have had in recent years. One thing to be certain of is the market has been changing since the first of the year and here are some things to make note of. For Sellers . . . • While our listing inventory is still lower than in previous years, it IS increasing, is expected to continue increasing and it appears we are headed back to a “Balanced Market” sometime in the first or second quarter of 2022 for Scottsdale Ranch. • A Balanced Market will be reflected by longer time on the market for listings, subsequent price reductions, an absence of bidding wars, appraisal waivers, inspection waivers and as-is contracts. • For those in Scottsdale Ranch considering selling, you will probably get more the earlier you sell. The closer we get to a Balanced Market prices will not go up as they have been, and Buyers will not be as generous in either price or terms. For Buyers . . . • A Balanced Market is no reason to fear a crash or hope for a dramatic reduction in prices. Incomes are rising and interest rates are low so affordability for buyers is healthy. There is a tremendous existing amount of equity in properties by owners which means mortgage delinquencies will be less likely. • We are moving into a market that will be better for long term holders and less so for flippers. • People HAVE to be housed and with a population that is increasing by 20% while new home construction is only increasing by 11%, purchasing housing is a good strategy. HAVE AN IDEA? - You live in an HOA. You have a great idea. You’re not on the board, and elections are over. What can you do? Present it. Presenting a good idea, whether to a board, a boss or to anyone else in the position to approve it, isn’t about them. Or you. It’s about the idea. A good idea needs a spokesperson. And if you’ve come up with the idea, that spokesperson is you. If you can imagine the concept and how it will benefit our community, paint that picture in your presentation. You can present your idea at the beginning of the next board meeting (during the “Homeowner Forum”). This is your community; we would love to hear from you. THINKING OF VOLUNTEERING? - Our community is trying to get back to some type of normalcy. We have a lot going on, and that includes a range of upcoming social events. We could use your help at one or more of these events. Also, there are many committees you can join—architectural, communications, election, finance, lake and social oversight. No matter what your passion is, you can be instrumental in helping to shape the roadmap of SRCA. All it takes is a few hours of your time each month and a commitment to YOUR COMMUNITY. There’s a lot to be gained from volunteering your time: new friends, new skills, recognition by your neighbors and—perhaps best of all—an improved community. Board Briefs May 25, 2021 Board of Directors Meeting • Adopted new language for the Architectural Guidelines to allow subdivisions with smaller yards to require only one tree instead of two in front yards. • Canceled the July 27, 2021 Board meeting. June 22, 2021 Board of Directors Meeting • Accepted the Finance Committee’s recommendation to approve the insurance policy renewals provided by LaBarre/Oksnee. • The suggested additions to the appeal process provided by the association’s attorney was approved. • The Board discussed the proposed in-fill project to be located south of Shea and west of 92nd St. which combines 3 parcels on 7 acres. The Board agreed to continue to monitor the situation and its impact to SR. • Agreed to continue to follow the CDC guidelines regarding the office and community center. The Center will reopen to normal capacity and outdoor fall events will resume. Masks will not be required but it is recommended for non-vaccinated people. • The first of the two-part meeting of the board retreat will be held virtually on June 30, 2021 at 4:00 p.m. to 6:00 p.m. The second meeting date is to be determined. THE BOARD MEETING SCHEDULED IN JULY WAS CANCELLED. THE SRCA OFFICE WILL BE CLOSED MONDAY, SEPTEMBER 6TH IN OBSERVANCE OF LABOR DAY.

“Scientia potential est” is a Latin phrase that translates to “knowledge is power.” Most of us rely on professionals for many services. And we expect the people we hire to be knowledgeable – and often certified – in their specific professions. As an example, you wouldn’t hire a person to manage your investments if that person’s only certification was in auto mechanics and he or she had no experience as a financial advisor. Similarly, you wouldn’t take your car to be serviced by a person who was a certified financial planner if that person wasn’t trained to work on your particular brand of car. And yet, your homeowners’ association likely has a number of people on its board of directors without any formal training in HOA or community management. Yes, HOAs are a different animal. We rely on dedicated, wellintentioned volunteer board members and committee members to make important decisions on behalf of our association. Fortunately, Scottsdale Ranch has a professional staff who are experienced, trained, and hold several certifications in various aspects and specialties in the field of community management. This staff serves us, under the oversight of our volunteer board of directors. But in addition to trained and certified staff, we at Scottsdale Ranch also require our board members to get ongoing training. There are many resources available for HOA board members who wish to improve their knowledge of issues that affect their associations. For example, SRCA board members are automatically made members of Arizona Chapter of the Community Association Institute, providing us access to presentations on topics of great importance to associations, such as legislative updates, legal seminars, presentations on writing contracts, how to engage our members, etc. Other resources available to SRCA board members include the Scottsdale Council of Homeowners Associations, which provides seminars and presentations on some of these same subjects, plus critical information on reserve funds, pavement contracting, landscaping companies, etc. If you are not currently a member of your HOA’s board, but want to know more so that you can be more engaged with your 4 August/September 2021
association, there are also a lot of seminars – at no cost – you can attend, put on by association management companies, the City of Scottsdale, and HOA legal firms. All of these resources are critical – and especially so for smaller HOAs and sub-associations that don’t have the professional onsite staff that SRCA enjoys. We encourage you to take advantage of these programs, which include: • City of Scottsdale Virtual College which includes classes for HOA members and board members. You can find recordings at www.scottsdaleaz.gov/citizen-service/college, which includes a link where you can sign up to attend these events (currently virtual, but we hope they will return to in-person events soon). • Seminars put on by various HOA legal firms. Do an internet search for Arizona HOA seminar law firm to find some of these. If your sub-association uses a HOA management company to help your board, it’s likely that management company can provide training for your board members and provide you other training resources. You want your financial advisor, your doctor, your plumber, and your auto mechanic to be knowledgeable about what they do. As a homeowner in an association, you should set the bar high for your board members and encourage them to become informed and knowledgeable about association management.

SRCA Residents and the Association work hard to maintain the appearance of the community. The one thing that can be seen on almost every street are public utility services in the form of streetlights, electricity transformers and phone and cable pedestals. These items need to be maintained as well. Over the last year, SRCA has been working with APS to get streetlights painted. As many residents have observed the poles have become discolored and have lost their pole numbers. Due to the COVID-19 pandemic, any forward movement to our request for this project came to a halt. We have picked the task back up and have again requested APS construction Department to perform an audit of the poles and have them painted. We could certainly use your help in expressing how important this project is to SRCA residents by placing a request to the APS Construction Department for pole painting. If you see poles on your street that are in bad shape, you can report the poles by providing the pole number (if it has one) or providing the nearest address to the APS Construction Department, 602-3716140 or apsconst@apsc.com. The more residents that voice their dissatisfaction with the look of the poles will help spur action. Another APS item is the electricity transformers which can be found along the main street of SRCA and on many homeowner properties. Over the years, the boxes become dull, dirty and the paint chips and peels. SRCA staff will be inspecting the larger boxes major thoroughfares such as along Via Linda, Mountainview Road and 100th Street. We will report any boxes that need attention. We would ask the residents inspect the boxes on their property. You can 6 August/September 2021
request that a transformer be painted or inspected for safety by calling APS at 602-371-7171 (800-253-9405). Please have the transformer number, or the nearest address so it can easily be located. The following is the contact for other utilities often seen on resident properties and can need the same attention to repair pedestals that have lost covers or just need to be replaced.

A tree by any other name is still a tree. The Hollywood privacy wall that is used throughout California often uses Ficus as the screening material. Ficus is a genus of about 850 species of woody trees. This genus is touted by the plant nurseries as fast growing. For that very reason, Ficus is not allowed or approved near any shared walls/concrete sidewalks/ neighboring properties and requires a minimum setback measurement of 15’. Ficus is not a bush. Ficus is a cut to size tree. These trees can reach 50 feet in height. No matter how much you may try and keep this type of a tree pruned, the root systems will always be highly invasive. They are known for buckling pavement, damaging sidewalks, underground utilities, and drains. If planted close to the shared wall and the roots damage the shared wall between the properties of your neighbor and you, the repairs are the responsibility of the party that planted the tree.
There are better choices to use for privacy screening. Green Hopseed Bush, Dodonaea viscosa, Oleander or Photina x fraseri. If you are planting anything from bushes to shrubs to trees in the front of your house, a submittal to SRCA is required. For the rear yard, anytime you are planting a tree, a submittal to SRCA is always required to ensure you meet the setback requirements. DOG DAYS OF AUGUST AND SEPTEMBER IN YOUR LANDSCAPE By Randy Zellers SDL, Director of Operations
Hopefully, we have made it through part of the summer and are preparing for the cooler temperatures of fall. August will traditionally bring much needed relief with some monsoon rains to bring free nitrogen to our soils from the ion enriched rainfall. Plants and people need to take it easy during this time of year and minimize as much stress as possible. High temperatures with high humidity during this period make working in your landscape a chore. Get work completed early in the morning prior to triple digit temperatures. TREES August is a good time to evaluate your trees and lighten the branching prior to monsoon winds. Prune back elongated limbs to minimize the pressure created at the point of connection to the trunk. The old thought of pruning trees for monsoon season was to open the canopies to allow wind to pass through the tree. Newer research has found that doing just the opposite is more effective. Reducing elongated branches will strengthen the bark connection and withstand strong winds much better and allow trees to grow more naturally. Over pruning is as bad for the tree as under pruning so evaluate each species and make the proper choices for overall tree health. Eliminate cross branching and dead wood is a good idea to lessen the chance of downed limbs during windstorms. SHRUBS Minimize pruning of shrubs in August and September unless you are clearing sidewalks or driveway areas. Plants under triple digit heat stress are vulnerable after pruning so be lenient on your trimming this time of year. If plants are located with proper spacing, there is little need to prune now and you would be better served to wait until temperatures in the fall cool down. WATER MANAGEMENT Managing water this time of year is tricky. Watch the weather forecasts for supplemental rains and shut your irrigation system down for a period after each rain. For every .25” of rain, you could shut your system down for 2 to 3 days to save water. Natural rainfall contains high concentrates of nitrogen which is beneficial to your plants, trees, and turf. The greening effect for your Bermuda turf is quite dramatic after rainfall in the summer. Do not fertilize your turf after August as it is time to prepare for overseed with Rye come October. Bermuda turf will look its’ best during the months of August and September due to the high humidity and some rainfall to supplement your irrigation system. ANNUAL FLOWERS Be sure to remove spent blooms from your annual flowers each week. This will encourage new blooms and keep your flowers looking good until the next changeout in October. Water every other day to a depth of a couple of inches for best results. The late summer is a time to plan your fall landscape with flowers and rye conversions. Take the time to evaluate your landscape and prepare for the next beautiful season in Arizona where temperatures will cool down and the days become shorter. CITY OF SCOTTSDALE COLLECTION SERVICES Upcoming Weeks of Brush Collection: August 2nd & 30th (going into the first week of September) This Information can also be found on the City of Scottsdale’s website at www.scottsdaleaz.gov. The earliest items can be placed out is the Wednesday prior to the week of pickup and must be placed out no later than 5:00 am on Monday the week of the scheduled pick up. Residents, please be considerate of your neighbors - do not put your items out before the designated dates. Please be patient as the City has all week to pick-up in our area. NOTICES FROM THE CITY OF SCOTTSDALE: Please separate your brush and bulk pickup into two piles – one for green waste and one for everything else. The piles will be picked up by separate trucks during your designated brush and bulk pickup week. *Please refrain from placing trash containers or bulk trash where it blocks the sidewalk and would prevent pedestrians or wheelchair bound residents from passing along the sidewalk.

Home & Landscape ~HOME MAKEOVER~ GORGEOUS HOME RENOVATION ON THE RANCH! We purchased our home in Scottsdale Ranch in the spring of 2018. It was a lovely home, but we knew it needed some upgrades and a more modern touch to suit the needs of our family. Those few items to replace and upgrade turned into a full renovation on the interior and on the exterior. The work over the past three years has had many bumps along the way but we couldn’t be prouder of the home and life we have built here. The renovation for our home included removing walls, opening up our back wall to look out onto our backyard to create that indoor/outdoor living we discovered on trips to Bali, Thailand and Australia. We went with a very modern garage door, but it matched our color and tile color scheme. We replaced the front yard with an inviting courtyard upgraded the backyard with a bocce ball/petanque court, a new sports court for our basketball court, an oversized chess board and our putting green area. Along with the exterior we redid the interior of our home and our attached casita to reflect the same modern feeling inside. Many neighbors ask us on our walks, dog walks and bike rides how we got the HOA to approve all of our dramatic changes. We always answer with, “we presented a cohesive plan that adds to the community and didn’t take away from it.” The HOA here has been fully supportive of our changes as they realize that our neighborhood is going through an evolution as more and more new families move in. With them comes a desire to upgrade, renovate and modernize their new homes to reflect the needs of today’s families. We hope that people who live here and new neighbors moving in find some inspiration from our home to find ideas they like and or the knowledge that our HOA is very open minded about changes and modifications that blend the future of Scottsdale Ranch with its past. Welcome back for another great school year! We have had a great start to the school year and were excited to welcome back all of our Laguna Eagles as well as get to know our newest additions. So much has been happening at Laguna while everyone was away! Camp Invention was a huge success at the beginning of June. Over 100 students participated in activities ranging from learning about sound waves to building a habitat for a solar cricket robot. The kids enjoyed every moment! We also hosted a summer reading camp as well as a summer math enrichment camp. The kids got to learn new math games and left with a math manipulative kit! Check out our school on social media. Safe Driving Tips 2021-2022 School Year By Brian Hartman, #866 Scottsdale Police Department Crime Prevention Officer, Via Linda District
With child safety and well-being, a primary concern, Officers will be monitoring school zones throughout the City of Scottsdale to ensure that motorists are driving in a safe manner. We encourage all motorists to be mindful of school zones and school bus safety. Here are a few safety tips as the school year begins: Tips for Parents: • Follow the Speed Limit – Slow Down: School zones have reduced speed zones so be aware of the posted speed limit at all times. The City of Scottsdale utilizes Photo Enforcement Cameras in School Zones as well as posting Officers in those areas in order to assist motorists in maintaining safe speeds. • Allow More Time: As the new school year begins, allow yourself more time to get where you are going until you can better gauge the effects of increased traffic. • Learn the Rules: Schools usually have places for parents to drop-off and pick-up children. Learn the locations of those areas and communicate with your child’s school in order to ask clarifying questions. • Do not double park; it blocks visibility for other children and vehicles. • Carpool: If possible, organize a carpool with other parents to drop-off and pick-up children. This reduces traffic congestion and can save you a lot of time. • Help your children learn and practice the safety rules for walking, bicycling, or riding in a passenger vehicle, school bus, or city bus. • Be a good role model for your children. Always wear a seatbelt, always wear a helmet when bicycling, and always follow pedestrian safety rules. Tips for Students: • Always buckle up when you’re riding in a vehicle. • Always wear a helmet and follow traffic safety rules when riding your bike. • Riding a School Bus: Learn and practice the safety rules for waiting at the bus stop, getting on and off the bus, as well as conduct while riding the bus. 24 August/September 2021
• Walking to School: Learn and practice the safety rules for pedestrians. Always cross at crosswalks, obey all traffic signs, traffic lights, and safety patrol instructions. • Be a good role model for your younger siblings and friends, and help them learn and practice the safety rules. Sharing the Road with School Buses: If you’re driving behind a bus, allow a greater following distance than if you were driving behind a car. It will give you more time to stop once the yellow lights start flashing. It is illegal in all 50 states to pass a school bus that is stopped to load or unload children • If the yellow or red lights are flashing and the stop arm is extended, traffic must stop. • The area 10 feet around a school bus is the most dangerous for children; stop far enough back to allow them space to safely enter and exit the bus. • Be alert; children are often unpredictable, and they tend to ignore hazards and take risks. Sharing the Road with Young Pedestrians: • Yield to Pedestrians: Remember to yield to children/parents in crosswalks…they have the right-of-way. • Do not block the crosswalk when stopped at a red light or waiting to make a turn, forcing pedestrians to go around you; this could put them in the path of moving traffic. • In a school zone when flashers are blinking, stop and yield to pedestrians crossing the crosswalk or intersection. • Always stop for a crossing guard holding up a stop sign. Please keep in mind that they are just trying to keep your kids safe. • Take extra care to look out for children in school zones, near playgrounds and parks, and in all residential areas. • Never pass a vehicle stopped for pedestrians We are looking forward to another great school year. In the Community City of Scottsdale Community Notices Know what’s below before digging. August 11th is National 811 Day – the perfect day to remind yourself to always check before you dig. Have you ever wondered about the different colored markings on roads or in yards? They are a sign of a contractor or homeowner put safety first and identified utility lines prior to excavation. Call 811 to request a utility line locate at least two working days prior to digging. Fire Department seeks wreath donations for Sept. 11 commemoration. Organizations encouraged to donate Memorial Wreaths for 9/11 display. Memorial Tribute marks 20th Anniversary. The City is hosting a free 9/11 Memorial Tribute, September 3rd – 12th at the Scottsdale Center for the Performing Arts. The tribute includes a mini-museum in the center’s atrium. The exhibition features the three-story National Unity Flag, photos from 9/11, and supersized props of the Twin Towers, Pentagon, plane wing and large metal flag. The display will also feature Memorial Wreaths from City of Scottsdale departments, as well as other service organaziations and groups. The intent of the weaths is to honor the memory of the event as well as recognize the importance that the day is also known as a Day of Service. Those interested in participating with a wreath should send an email to fire@scottsdaleaz.gov. For more infromation of the event, visit the City of Scottsdale’s website at scottsdaleaz.gov. Trash and recycling collection days will change for most residents beginning November 1st. Scottsdale solid waste routes have become insufficient as the city has grown. They city is revising collection routes to control costs and improve efficiency in processing recyclables. Most residents will see a change in their collection schedule - collection days or collection times – as a result. Look for details specific to your neighborhood in coming months. You may also check the City of Scottsdale’s website at www.scottsdaleaz.gov. SRCA will also keep you updated once we receive details.
