Company making $80 million investment in Seguin, bringing 60 NEW jobs

(Seguin) -- The city’s economy continues to grow. The Seguin City Council on Tuesday approved a performance agreement that will allow a new manufacturing company to set up shop in Seguin.

Seguin Economic Development Director Josh Schneuker says Premium Waters, LLC will bring new jobs to the community and make a large capital investment, with the construction of a new facility.

“They are a bottled water manufacturing company. They’re based out of Minneapolis, MN. They operate in 21 locations across the US, and they do both private label and branded

products,” said Schneuker.

Schneuker says city officials have been working with this company for months, and they are pleased to be able to bring this project to Seguin. He says the company is making a sizable investment in Seguin, and they will be great addition to the city’s economy.

“The scope of the project that they’re proposing here in Seguin is the construction of a new manufacturing facility on a 27-acre site, located at Freeport Way and Crossroads Blvd -- within the Crossroads Industrial Park area. The project will represent a total capital investment of at least $80 million. And just to

put that into context with some of the recent projects that we’ve had, Maruichi (Stainless Tube Texas Corporation) was a $65 million announced project;. Niagara Bottling, at the time, was a $50 million announced project; and Teijin (Automotive Technologies) was a $55 million announced project. So this would be one of the more capital-intensive projects that we have had in recent years,” said Schneuker.

In addition to building its $80 million production facility, Schneuker says the company also is bringing new jobs to the community. He says these are good jobs and will help to boost the wages being offered here locally. Jobs, pg. 3

Big Brothers, Big Sisters seeking more volunteers in Seguin

(Seguin) -- A well-known mentoring program is again making a push to find more volunteers to help support children here in the Seguin area. Big Brothers, Brothers Sisters is looking for people will to mentor children right here in this community.

Rianne Sykes-Wenske is the executive director for Big Brothers, Big Sisters in Guadalupe and Comal counties. She says there are a number of ways that people can help support their work.

“We currently have 22 kids matched in Guadalupe County. We have 12 kids on the wait list and that keeps growing because I keep talking (about our program). So, I just wanted to put it back out there again (that we are looking for volunteers). Actually last time I was here, we got a volunteer out of it. So, it’s working. But I just wanted to remind everyone that we are here serving your youth. We still need Bigs, both men and women, and we are still looking

for Seguin representation on our board. So, if you are interested in serving, I am still here,” said SykesWenske.

“The company expects to create at least 60 new jobs over a three-year ramp up period. These jobs will create $3.6 million in new total payroll at the facility. So this is on average about $60,000 in average annual wages that will be paid out at the facility. This is something that we’ve been working hard to recruit companies that are going above and beyond what the county average annual wage is currently, and that’s right around $51,000. So this will greatly exceed what we’re seeing in the county, and really help boost some of the underlying income levels that we have currently in the Community as well,” said Schneuker.

The city is not offering Premium Waters a tax break for bringing its facility to Seguin. Instead, Schneuker says the city, through its Seguin Economic Development Corporation, will be offering a cash incentive of $150,000.

“As a component of this project, we are proposing an incentive from the EDC. This incentive will be formalized through a performance agreement. The incentive amount that the company can realize here is $150,000. This is going to be a performance-based incentive, so no funding will be paid up front. The company has to meet their performance obligations in order to be paid out the full value of the incentive,” said Schneuker.

There are several benchmarks that the company must meet before it sees any of the proposed financial incentive. Schneuker says they will be monitoring the company’s progress on its building and on its job numbers once the facility opens.

“So, we have evaluated this project and the potential economic impact. Obviously, this is at least $80 million coming onto the tax roll. There is no tax abatement being proposed to this project. The only incentive is the EDC performance-based cash grant. So, this will be on the tax rolls at full

value. We expect over a five-year period that the project will help generate over $2 million in new ad valorem tax revenue to the city, and close to $4 million over a tenyear period. Obviously, with the wages as well, we are checking off that box in order to try to recruit high wage, high demand jobs to the community. And then looking on the utility side of things, this company will be located within all three city utility service areas. This will be a very substantial water customer, (and) electric customer and wastewater customer as well. So obviously you have, impact fees and utility revenues associated with that project as well,” said Schneuker.

Schneuker says the company will need to find employees with the necessary skills to help maintain the facility. He says that makes them a perfect candidate for the Texas Federation for Advanced Manufacturing Education, or TX FAME program. Texas State Technical College is working with local officials and manufacturers to offer paid, apprenticeship-style opportunities as part of the FAME program. He says Premium Waters will be a good fit for this program and for this community.

“I think one of the most important things I want to point out with this company, as we’ve been talking to them, is that a lot of these positions that they will be hiring for are going to be maintenance positions. There’s a lot of automation in these facilities. There’s a lot of investment on the equipment side of things. So, they need to make sure that they have the labor force there to ensure that equipment is running properly at all times. In the event that it does

go down, they want to make sure they have the right individual there to get that equipment up and running. That is why we anticipate them to be a huge player in our Texas FAME project, that we’ve been working so hard on, with the first cohort (of students) scheduled to start in August of 2023. The company has already been engaged with us in conversations related to that, and we do anticipate once they start moving forward with the project here in Seguin, that they will sign on as a member company associated with the with the Texas FAME here,” said Schneuker. While there are no local tax break incentives being offered to the company, the city council on Tuesday did approve a nomination that would allow the company to receive some tax relief from the state.

“The Texas Enterprise Zone program is a state sales and use tax refund program, and it is designated to encourage investment and job creation in economically distressed areas. The census tract where Premium Waters will be building their facility is designated as an economically distressed area. A component of going through the application process for the enterprise zone program, which is handled by the Office of the Governor and the Comptroller’s Office, is a nomination by the local jurisdiction, and that’s what we have in front of you tonight -- is to nominate Premium Waters as an enterprise project,” said Schneuker.

The council unanimously approved both the performance agreement with Premium Waters and the nomination for the Texas Enterprise Zone Program (EZP).

(Seguin) -- New Braunfels Canyon shut-out Seguin 11-0 at Smokey Joe Williams Field on Tuesday night. The Mats and Cougars will play again on Friday night at Canyon High School. The 2023 season will wrap up next Friday for the Matadors.

(New Braunfels) -- Canyon also got a shutout over Seguin on the softball diamond as the undefeated Cougarettes took down the Lady Mats 9-0 in New Braunfels on Tuesday night.

Canyon jumped on Seguin with eight runs in the first two innings. Lady Matador pitcher Madyson Schultze settled things down in relief and allowed only one Cougarette run over final 4 and 2/3 innings.

Seguin drops to third place in District 26-5A play with a 9-4 record, one game behind 2nd place Smithson Valley, who beat Boerne-Champion on Tuesday. The Lady Mats will host Champion to close out their regular season on Friday and we’ll have that game right here on KWED.

(Geronimo) -- In Geronimo, the Navarro baseball and softball teams picked up wins on Tuesday.

The Panther baseball team crushed Cuero 18-3 on Senior Night. Seniors Landun Taylor, Cole Zimmer and Bryce Nall all scored three runs. Taylor had an RBI triple as did senior Marco Moncada. Zimmer drove in five runs. Nall had a pair of RBI. Senior hurler Blaine Pircher got his 5th

win of the season going the distance and striking out four along the way. The win keeps the Panthers in a three-way tie for first place in District 28-4A with San Antonio Kennedy and La Vernia. All three teams are 5-2 in district play. The Panthers and Gobblers will play again on Friday night down in Cuero.

(Geronimo) -- The Navarro Lady Panthers stayed unbeaten in district, winning a 13-11 slugfest over La Vernia on Tuesday night. Shelbi Stevens blasted a home run, Samantha Mundine had three hits and Carlie Pitner drove home three runs.

Navarro is 9-0 and in first place in district. The Lady Panthers and will play at 2nd place and 8-1 Cuero on Friday night to close their regular season.

(Marion) -- Over in Marion, the District 26-3A Champion Marion Bulldog baseball team stayed unbeaten in district with a 9-4 win over Great Hearts Northern Oaks on Tuesday afternoon. Huck Shoenvogel, Ty Karr and Kade Pape all had two hits for the Bulldogs. Marion is at Randolph on Friday.

(Marion) — And the Marion Lady Bulldogs fell in a non-district game at home to Shiner, 14-4. Marion is tied for 2nd place in district. The Lady Bulldogs will finish their regular season on Friday at Randolph.

Victoria “Vickie” Betancourt De La Rosa, age 75 of Seguin, went on to be with our Heavenly Father on April 13, 2023. Vickie was born on December 19, 1947, in Crystal City, Texas, to Victoria (Perez) and Jose Betancourt-Chavez. She moved to Nuevo Laredo, Mexico, at the age of 3 until the age of 15. She traversed two countries in language, customs, traditions, and education and never skipped a beat.

Vickie is preceded in death by her beloved mother, Victoria P. Betancourt, and father, José Betancourt-Chavez.

Vickie De La Rosa was a pillar in the Seguin community and beyond. She leaves a legacy of Faith, Hope, Love, Commitment, Service, and a lifetime of memories for those on earth to cherish, follow, and emulate.

She is survived by her loving and caring husband of 54 years, Homer De La Rosa, her adoring daughters: Christine De La Rosa (Dante Mandala), Dr. Yvonne M. De La Rosa (Sulema J. Silva), Veronica Ann Ramirez (Adam) and her loving Grandchildren: Abraham Jaime Silva, Abram Nathanael Ramirez, Sofia Josephine Ramirez, Isaac Matthias Ramirez, and Joana Victoria Ramirez. Her beloved siblings include Maria Guadalupe Betancourt and José Betancourt. Her very supportive extended family: Tia Consuelo Betancourt, Dr. Guadalupe Gorordo, Juan Luis Martinez (Donna), Yolanda M. Guerra (Alejandro), from Wisconsin - Dora Acosta (Israel), Cristela Mantz (Ron) Xavier Perales, Peter Perales, desde Mexico - Humberto Betancourt (Alejandra), Laura Betancourt (Manuel Gonzalez Duran), Luis Francisco Gonzalez (Mercedes), and Mario Gonzalez (Marita) along with numerous cousins, nieces, and nephews.

Vickie met the love of her life Homer when they were children while visiting her Grandparents, Dora and Teodulo Perez, in Crystal City, Texas. They grew up together, and when she came to Crystal City High School, they started a beautiful friendship that turned into a relationship. They graduated in 1966, and both attended Southwest Junior College in Uvalde, Texas, and then moved on to Southwest Texas State University, where she graduated in 1970. They had a storybook romance that blossomed and bloomed over the 54 years of marriage.

They raised three daughters, who all made them extremely proud. Christine, Yvonne, and Veronica will pick up the torch bravely and boldly that burned bright for 75 years to ensure the legacy continues. Vickie’s legacy began many generations before she walked her earthly journey. Her ancestors made sure to pour into her all she needed to be a humble Servant of God, a true servant leader, the best wife, mother, grandmother, aunt, cousin, colleague, and friend. She knew she was put on this earth to make a difference not only in the lives of her family but as well as the lives of everyone in the Seguin and surrounding communities. She always had an “I CAN” attitude, always a smile on her face, and a very infectious laugh. She did not shy away from doing the heart work, whether it was with Teatro De Artes De Juan Seguin (40+ years), Seguin Independent School District (37 years), Texas Lutheran College/University (10+ years), or any other affiliation she had within the community and around the State of Texas. She loved being an educator, whether it was in the arts, in the classroom, at Even Start, as an assistant principal, at SISD Central Office, or on a stage where she could share her love of the Mexican American culture.

Vickie was a loving and adoring Grandma and made sure to fill her grandchildren with all the secrets of love, kindness, humbleness, and

the most important thing banding together as a family. She was there to pick them up from school, go to all their extracurricular activities, make delicious rice and carne picada, fresh tortillas, and even tutored all her grandchildren in mathematics and physics. She shared a special bond with each grandchild and had some of the very best conversations on a oneto-one basis. She imparted into them to keep God in everything they do and to always reach their highest potential.

Vickie was instrumental in the formation of Teatro De Artes De Juan Seguin, a non-profit cultural arts organization that is a revered cultural, educational, and humanities institution in Seguin, Texas. Teatro recently celebrated its 40th anniversary of serving Seguin and surrounding communities’ youth, adolescents, adults, and seniors through its three pillars of Community Based, Center Based, and School-Based programming. She touched the lives of thousands. For all 40+ years, Vickie volunteered her services and expertise to Teatro in the following capacities: costume coordinator, Ballet Folklorico De La Rosa instructor, program coordinator, grant writer/administrator, executive director, and dedicated 41 years to serving all who sought knowledge in learning more about the Mexican American culture through all forms of art and humanities. She was instrumental in bringing artists, many programs, and many cultural experiences to the community of Seguin and beyond; this also includes private and public schools and universities. She cultivated the love of teaching in youth who now serve and served in many capacities within Teatro De Artes De Juan Seguin throughout the United States and abroad. She was also very instrumental in starting the “Grow Your Own” project within Teatro, which has developed fierce Mexican American arts administrators. She served on many Boards of Directors for various organizations and was often asked by Texas Commission on the Arts to serve as Advisory Review Panelist. She was revered in the arts community throughout Texas and nationally and remained dedicated to the mission of Teatro: To promote a better understanding of the Mexican American culture through the teaching, study, practice, and performance of the arts.

Visitation for Vickie will be held Wednesday, April 19, 2023, from 2 to 4 p.m. at Tres Hewell Mortuary. Visitation will resume at 6 p.m. at Our Lady of Guadalupe Catholic Church, followed by the recitation of the Holy Rosary at 7 p.m. A procession will depart Tres Hewell Mortuary on Thursday, April 20, 2023, at 9:30 a.m. for the Mass of Christian Burial at 10 a.m. at Our Lady of Guadalupe Catholic Church.

Serving as pallbearers will be Dr. Yvonne M. De La Rosa, Alejandro Luis Guerra, Joseph Gorordo, Dante Mandala, Juan Luis Martinez, Abram N. Ramirez, Adam R. Ramirez, and Abraham J. Silva. Honorary pallbearers will be David De La Rosa, Robert De La Rosa, José Alberto Rincón, and Isaac M. Ramirez.

Following the mass, the celebration of Vickie’s life will continue with a reception at the Teatro De Artes De Juan Seguin Cultural Arts Center located at 921 W. New Braunfels St., Seguin, Texas. Private interment will be held at a later date.

Manuel Alzalde passed away on Monday, April 10, 2023 at the age of 67. He was born to Roman Alzalde and Rosa De La Cruz on December 22, 1955 in Eagle Pass, Texas.

Manuel is preceded in death by both of his parents and his brother Cosme Alzalde. He is survived by his children, Victor Alzalde, Rafael Alzalde, Laura Patricia Alzalde, and Armando Alzalde; grandchildren, Valerie, Anastasia, and Victor Alzalde Jr. He is further survived by his brother and sisters, Guadalupe Alzalde, Josefa Acuña, Maria Alzalde, Anita Alzalde Gaitan, Herminia Zatarain, and Margarita A. Rodriguez.

Manuel will always be remembered as a hardworking man. He loved going fishing in his free time, and he enjoyed barbecuing for his family. He will be missed dearly by his family and friends.

Services will be held on Saturday, April 22, 2023 at Goetz Funeral Home. Visitation will begin at 11:00 a.m. and the Holy Rosary will be recited at 1:00 p.m. Interment will follow at Santo Tomas Cemetery.

Wife, Mother, Gamma, Sister, and beloved Aunt, Dora May (Alexander) Evans, age 83 of Seguin, Texas went onto eternal glory on April 18, 2023. Dorie was the sixth of eight children born to William Burden and Ruth Leona (Chambers) Alexander. She loved growing up in San Angelo and being a part of such a large family. Her older siblings, especially her brother Bill, doted on her when he came home from WWII which became some of her fondest memories growing up. As for her younger siblings, she became the rock to them by helping raise them and providing unconditional love and support. As a teenager, Dora loved to sing country music with her best friend Joyce Schultz, with whom she maintained a lifelong friendship.

After the death of her daughter in 1978, she met Kenneth Evans in February 1980. They married on September 8, 1980 in Seguin, Texas. He brought to the marriage Kent and Rose Evans. Together they adopted a wonderful son, Audie Matheus.

Professionally, Dora held many titles. She was a licensed hair stylist for 20 years, the Editor of the San Saba News, and a business co-owner. Her true passion though, was the love she shared with young kids and young adults. She spent countless hours, days, and years supporting those who needed support so that they could realize their personal dreams. This included innumerous foster children, her son Audie Matheus, and several beloved nieces and nephews. She was also a huge advocate of the Seguin Little League and other youth sports programs where she spent countless hours watching baseball and soccer with her family.

While in business, she spent many years traveling across the country where she loved to see and experience the beauty of the country. She was known to always have a camera in her hand so that she could capture life’s moments which earned her many photography awards. Her traveling adventures always included funny stories to share such as pulling up to the Waldorf Astoria in

New York City pulling a U-Haul trailer. She loved singing gospel music to praise God and loved being a member of the Kingsbury Baptist Church where she made many dear friends. In her spare time, she was known to gather up the family to play Double 12 dominoes or her favorite card game 313. She also organized and planned the Alexander family reunion every year on Father’s Day weekend, so that the 100+ year tradition continued.

Dora was the most independent, courageous, strong, and loving person that anyone would ever meet. She had a beautiful smile and the presence of love that would energize any room she entered. But most importantly, Dora was a child of God. She lived a life of service for her Lord through her family, her friends, and her work. She will be profoundly missed by those who knew her.

Dora is preceded in death by her beloved daughter, Cynthia Renee Gelvin Gray, her parents William and Ruth Alexander, her brothers, Bill Alexander, Leslie Alexander, Charles Alton Alexander, Alvin Alexander and her sister, Billie Fahnstock.

Survivors include her loving husband of 42 years, Kenneth Evans; son, Audie Matheus and wife Melanie; step-children, Kent Evans and Rose Evans; grandchildren, Natasha Silva and husband Oscar, Kyle Evans and wife Marie, Tyler Matheus and Landon Matheus; five great-grandchildren; Amylia West, Azalynd Pena, Oscar Silva Jr, Jayce Evans, and Cassius Evans; sister, Mabel Toussaint and husband Tom; brother, Marion Alexander and wife Ramona; many cherished nieces, nephews, other loving family members and many friends.

Visitation will be held on Sunday, April 23, 2023 from 2 to 4 p.m. at Tres Hewell Mortuary. Funeral services will be held on Monday, April 24, 2023 at 10 a.m. at Kingsbury Baptist Church with the Rev. Manuel Casso officiating. Interment will follow in the San Geronimo Cemetery in Seguin. Serving as pallbearers will be Kyle Evans, Landon Matheus, Tyler Matheus, Michael McCall, Robert McCall, Cameron Toussaint, Marcus Wuthrich and Evan Wuthrich. North Dakota House Passes Revisions To Heartbeat Abortion Ban (Bismarck, ND) -- The North Dakota House is advancing revisions to the state’s “heartbeat” abortion ban. A House panel amended the Senate’s bill to clarify the language of a 2013 trigger law banning virtually all abortions that went into effect after the U.S. Supreme Court overturned Roe v. Wade. The Red River Women’s Clinic, previously located in Fargo, is challenging the trigger law, leading a judge to enforce an injunction on the ban while the matter goes through the courts.

Federal Judge Blocks Colorado From Enforcing New Law On Abortion Pill Reversal (Denver, CO) -- A federal judge is temporarily blocking the state of Colorado from enforcing a new law that bans the use of a hormone that reverses the effects of an abortion pill. A faith-based healthcare clinic said the law violates their constitutional rights to free speech as well as religious freedom. Under the law, if a woman changes her mind about an abortion, clinics that offer the procedure could face fines or medical license suspension. The judge will hold a hearing to discuss extending his order next week.

Company Charged With Closing Indian Point Pauses Operations

(Peekskill, NY) -- Hudson Valley officials are demanding more transparency from the company in charge of decommissioning Indian Point Energy Center. Westchester County Executive George Latimer has banded with executives from Rockland, Ulster, Putnam, and Orange counties to advocate for the safety and well-being of communities and the environment. Latimer says Holtec International has agreed to temporarily pause its plan to dump toxic wastewater into the Hudson River. However, the leaders want to know Holtec’s plan for the wastewater moving forward and are urging the company to explore other means of disposing of it.

NYC To Cut Food Based Emissions By More Than 33% By 2030

(New York, NY) -- New York City is aiming to cut its carbon emissions from food purchases by more than 30-percent over the next seven years. It’s considered food-based emissions, which Mayor Eric Adams says represents the city’s third largest emission source, behind buildings and transportation. He says one way to reduce emissions is ensuring access to a plant-based food diet. The mayor is challenging private companies and nonprofits to reduce their food-based emissions by 25-percent by 2030. It’s part of the Adams Administration’s climate plan, which is set to formally be released later this month.

The SEGUIN DAILY NEWS was begun as a single page flier in 1972 by the radio station and was distributed to local restaurants and coffee shops at the request of local businessmen who wanted something to read while they had their morning coffee.

It grew in size over the years, up to 4 pages, until 2002, when it was expanded to a 32 page small tabloid size news magazine.

The SEGUIN DAILY NEWS is now a free digital newspaper published every business day.
