WAZULU-NATAL SAPS Provincial Commissioner Lieutenant General Mmamonnye Ngobeni has directed KwaDukuza cluster commander Brigadier Derek Captain-Hastibeer to launch a full-scale investigation into allegations of poor management by the KwaDukuza SAPS Station Commander Brigadier Bongiwe Sithole for alleged poor service delivery, corruption, extortion and nepotism at KwaDukuza SAPS. Captain-Hastibeer is also tasked with ensuring that appropriate action be taken should he find any evidence of misconduct or poor performance. Stanger Weekly has been inundated with calls from the community, victims of crime and seasoned police officers, regarding Sithole, poor service delivery, corruption and extortion. KZN Community Against Crime chairperson Isaac Gumede, a well known crime fighter in the Ntshawini area, has been calling for the removal of the station commander for over a year. “Everyone in KwaDukuza is aware of the poor service delivery, corruption, extortion and drinking on duty at the station. I have been working closely with the SAPS for the past 16 years and since the appointment of Sithole as station commander, the station has collapsed. “We have had numerous experiences with the SAPS. After we arrest criminals, we have to wait more than 10 minutes for someone to answer the phone and another two hours for a bakkie to pick up the criminal. “We are now tired of poor service delivery. We want Sithole removed and replaced with someone competent, not someone who has connections on the top,” said Gumede. Gumede said his team complained on several occasions to the office of the provincial commissioner about Sithole’s incompetence in running KwaDukuzaSAPS,theescalatingcrimerate,corruption,extor-

tion and drinking on duty. “Drinking on duty is at an all time high. It is a well known fact that the two police officers, who were shot and killed recently, were all under the influence of alcohol. Last year, the same officer arrested for the murder, assaulted his duty officer while under the influence of alcohol. In another incident, the same officer pulled a firearm on a colonel and a captain who received information that the officer was drunk on duty. Sithole was made aware of all this, but nothing was done.” According to community activist S Pillay policing in KwaDukuza has ground to a halt as criminals enjoy unhindered attacks on innocent civilians in a town. “Morale at the KwaDukuza SAPS is at an all timelowasrenewedcallsarebeingmadeforthe‘frequently absent’ station commander’s head to roll,” said Pillay. “The station is completely finished. There is no command and control at the station, thus resulting in no service delivery.” Last Thursday, KwaDukuza Deputy Mayor Dolly Govender was a victim of crime when she had her gold chain ripped off her neck. “When I went to the station to report the incident, I was treated as a criminal. The service delivery is poor at the station,” said the deputy mayor. KwaDukuza resident, R Rampursad experienced first hand the bad service delivery by police officers and Sithole’s personal assistant on 26 February when she was assaulted and had her gold chain pulled from her neck at the Madressa Arcade. “The suspect was arrested by shoppers and handed to K9 Security officers who handed him to the KwaDukuza SAPS. When my sister and I went to the station I asked the suspect for my chain. He told the officers that if they took him to the taxi rank, he would get the chain and return it to me. The officers dragged their feet and after about two hours, the officers took the suspect to the rank.” CONTINUED ON PAGE 4

Ballito keeps Mr Price Pro >> Mr Price Pro remains in Ballito while eThekwini Municipality continues to fight for the festival SHANNON HOPKINS THE Mr Price Pro will still take place in Ballito this year, despite eThewini Municipality’s desire to reclaim the event. KwaDukuza mayor Ricardo Mthembu announced this at a partner’s breakfast at the Boathouse last Friday. He said negotiations with eThekwini stakeholders are still going on, but the event will remain in Ballito for the foreseeable future. EThekwini wants the festival to take place in the city once again and started their fight last year. The event was hosted at Durban’s North beach prior to 2009. The change of venue came after a ‘fall-out’ between former chief executive of Durban Africa, Lindiwe Mahlangu and the then Mr Price chairman Alastair McArthur. Health concerns over water quality was also an issue. The success of the event in Ballito seems to have sparked Durban’s interest to take it back - by 2015. KwaDukuza Municipality spokesman Sifiso Zulu said they were planning for the future. “We are discussing the prospects of the Mr Price Pro being staged in KwaDukuza for a further three years. This is not yet concluded. It is advis-

Calls mount for cop to leave KwaDukuza >> A well-placed source said the KwaDukuza SAPS has hit rock bottom FROM PAGE 1 “My sister and I followed the police vehicle. However, the officers got out of their vehicle at the rank, but did not remove the suspect from the vehicle. One of the officers told me that the docket wouldbeassignedtoadetectivethefollowingday and the detective would investigate and get my chain back,” said the victim. Rampersud said she knew it would be too late and that the chain would be sold to a pawn shop, who would cut and melt it. “I went back to the station to see Sithole. When Iwenttoheroffice,Iwastoldbyherrudepersonal assistant that if I did not have an appointment with the station commander, I would not be able to see her,” said Rampersud who then approached Weekly for assistance. The Weekly contacted a senior policeman and informed him of what had transpired. The officer told the Weekly to contact the KwaDukuza media liaison Sibusiso Khumalo and ask him to set up an appointment for Rampersud with the station commander. TheWeeklycontactedKhumaloandinformed him of the incident. Rampersud’s contact details were given to Khumalo on 27 February, one day after the incident. To date, almost a month later, Rampersud has not received a call from Sithole or Khumalo. However, when Khumalo was asked to comment on this he said when he went to the station, Sithole’s personal assistant was not in her office so he left a note with Rampersud’s contact number on for Sithole to contact her.
According to a well-placed source at the station, crime statistics show that between 25 and 30 cases are reported daily. The source also said that the station commander and her second and third in charge, her administration staff and officers at the charge office, who are all from Durban, are on their “own buzz”. “We have been cursed by Sithole’s appointment at KwaDukuza. All the hard working and dedicated officers at KwaDukuza have been demoralised. Sithole lacks interpersonal skills, she doesnothaveasoundknowledgeofmanagement and has surrounded herself with a group of incompetent staff who compliment her actions and decision-making. “Her disregard and disrespect for protocol and policies is protected by her arrogant and unilateral decision-making influenced by the ilk she surrounds herself with,” said the source. Another senior officer, with more than 20 years in the force, said Sithole must do the right thing and step down before the national office “catches up with her”. “The office of the provincial commissioner is aware of the “rot” at KwaDukuza SAPS. Sithole has friends at provincial level who are protecting her, however, itwon’tbefortoolong.Thenational office is being made aware of what is going on at KwaDukuza,” said the officer. The officer went on to say the national office needs to implement remedial steps to restore both police and public confidence in the KwaDukuzaSAPSwhichshebelieveshasreachedastage “beyond repair”. Another senior officer said Sithole’s heart is not in KwaDukuza. On numerous occasions at officers meetings, Sithole allegedly said she just cannot wait to get out of KwaDukuza. “Fighting crime in KwaDukuza is supposed to be our first priority. The recently appointed Visible Policing Task Team (Vispol) head, who comes fromaninspectoratebackground, andhisdeputy were granted leave at the same time.. “How can Sithole grant both officers leave at
the same time when she is aware of the crime statistics which is spiralling out of control. This clearly shows how incompetent Sithole is and how the station is being managed.” A senior officer at the KwaDukuza detective branch said their once top-ranked branch is no more due to infighting, corruption and extortion. A second seasoned detective said when criminals are arrested and taken to court, evidence would go missing or it was very weak, resulting in the case being thrown out of court because money would be exchanged. “KwaDukuza is such a small place, people talk. When a policeman is given money in exchange for a case to be thrown out of court, one must remember that the person who handed the cash to the officer tells a family member or a friend. Those people then tell their family and friendsanditgoesonbeforemostofthemembers of the community are aware of what transpired,” said the detective. Another well-placed source said the KwaDukuza SAPS has hit rock bottom. “The only way up is for Sithole to be removed and someone else to be appointed who is competent, dedicatedandcommittedtotheirjob.Itmust happen immediately.” The MEC for Safety and Security Willies Mchunu was also made aware of Sithole’s incompetency by the community of Ntshawini last year when the MEC attended a taxi meeting with the community. The office of the provincial commissioner Lieutenant-General Mmamonnye Ngobeni was contacted for a comment. SAPS KZN Spokesperson Colonel Jay Naicker responded in a statement: “The provincial commissionerhasdirectedallconcernsbeforwarded to the Cluster Commander Brigadier Derek Captain-Hastibeer who will launch an investigation, and will ensure that appropriate action be taken should he find any evidence of misconduct or poor performance.” Captain-Hastibeer confirmed that he will be undertaking the investigation.

HE KwaDukuza SAPS officer whoisaccusedofmurderingtwo of his colleagues testified at his bail application that he had suffered a “blackout” and mistook them for criminals. Lieutenant Tholumuzi Mokoena (53), who faces two counts of murder, related to the killing of student constableThobaniXulu(26)andconstableSibusiso Mthethwa (31), changed his original statement at the KwaDukuza Magistrate’s Court last Wednesday. Mokoena said realising he had made a mistake, he quickly put the firearm down before throwing it into a bush. The deceased officers were travelling in a police mini-bus with Mokoena and a fourth officer student constable Sthe Zungu in the early hours of Saturday morning, 1February when the incident occurred. Represented by lawyer Andile Dakela, Mokoena said they were returning to the KwaDukuza police station after dropping off another student constable at his home in Maphumulo. He said Mthethwa was driving the Toyota Quantum and Xulu was in the passenger seat next to him, asleep. Mokoena claimed that he was sitting behind the driver while student constable Zungu was asleep in the back. He said they decided to stop to rest at the side of the R74 for half an hour, at about 1am. Mokoena said he got out of the vehicle and “went to relieve” himself.

WO notorious suspects were arrested by officers of N-Force Security last week for stealing R50 000 worth of electrical equipment from the back of a bakkie which was parked opposite Nedbank. Local businessman Feroz Khan said he went into the bank and when he came out, the car guard told him he saw two men open the back of the bakkie and remove equipment. Khan alerted the KwaDukuza SAPS and drove around looking for the suspects. However, N-Force director Nitesh Arjun, who was patrolling Cato Street, noticed both suspects who he had arrested previously for breaking into Iso Frankie site near Gledhow (contractors working on the pipeline along the R102) and stealing more than R50 000 worth of steel. Arjun apprehended the men and handed them over to KwaDukuza SAPS. “I stopped the suspects and questioned them. Investigations revealed the suspects broke into a vehicle parked opposite Nedbank,” said Arjun. The stolen items were returned to Khan who thanked Arjun and his team. “The equipment cost more than R50 000, theses thugs would have sold everything for under R500. Both suspects appeared at KwaDukuza Magistrate’s Court last week and were charged for theft out of motor vehicle. According to police t he suspects have been involvedinmorethan20casesofhousebreaking. WADUKUZA will be celebrating 20 years of democracy with light following an announcement by KwaDukuza Mayor Ricardo Mthembu last week. He said service delivery in KwaDukuza is improving in leaps and bounds as more than 500 lights will be installed before the end of June. The project will cover areas that did not have such infrastructure in the past. The ground-breaking project is also part of celebrating 20 years of democracy. "As we celebrate the 20-year milestone in democracy, we want to ensure that communities across the length andbreadthofKwaDukuzareceivethe much-needed infrastructure. The significance of 20 years also means that government must accelerate services that were not delivered by the apartheid government in the past," said Mthembu. He was addressing KwaDukuza members of council in the KwaDukuza Council Chambers following the appointment of a contractor who will car-

This project is not part of the existing municipal in-fills project already commissioned in some parts of KwaDukuza. While government is hard at getting everyone connected, Mthembu has urged residents to take responsibility in the usage of electricity, saying illegal connections to electricity are a strong concern. Integrity, Respect, Accountability, Courage
October-December 2013: 29900
HUMAN beings are ridiculous creatures. We are vain, indecisive and possess an over-inflated opinion of our own importance. The beachfront is a good place to go when you want to see ridiculousness at its best. People use this space to exercise in many different ways, including cycling, walking, rollerblading, and moving on strange things that look like orbitreks on wheels. Then there are those who either do not understand the principle of exercise, or simply don’t care. These are the people you see coasting along on electric bicycles, standing on skateboards and being pulled along by their dogs, or simply lounging on the sand getting skin cancer. As any fitting-room attendant at a clothing store will tell you, people have grossly skewed impressions of their bodies. After watching a size 16 woman attempt to squeeze into a size 12 pair of jeans for the twentieth time in one shift, it amazes me that people keep their cool. A couple of months ago I went to a nightclub, and overheard the following conversation in the bathroom: Girl 1: I can’t believe I’m, like, turning 19 tomorrow. That’s like so old. Girl 2: I turned 19 last month. I can’t

STEPH MCLENNAN believe I still don’t have a boyfriend. Girl 1 and Girl 2: hysterical giggling This exchange, out of the mouth of babes, leaves me with little hope for the future. Add to this the existence of the word “aweh”, and we are thoroughly screwed. When it comes to judging people’s character, there are a few basic tests that I like to use. The first is to gauge a friend’s reaction when stuck behind a truck or taxi driving at 30km/h. If they manage to get to the next overtake zone in under 10 expletives, you have found a keeper. Another yardstick by which I like to judge people on is whether they bother to greet cashiers and attendants at toll booths. Even a car guard who wants a tip after “watching” your car for five minutes deserves a greeting. We’re all suffering as

Human ridiculousness and yardsticks of good character a result of the petrol price, but being polite costs nothing. Possession of a sense of humour is key, not only to being a nice person, but to surviving in a world full of not-so-nice people. People without the ability to laugh at themselves and the world around them end up hijacking aircraft, shooting children at their alma mater or having their wife murdered on their wedding night and then not having the balls to voluntarily come back to the country of the crime to stand trial. In summary, if you use the word “like” more than once every 30 seconds, grow up. If you’re on the beach, use sunblock and don’t make your dog do your workout. If you don’t have a sense of humour, grow one quickly, and if you’re not nice to toll booth attendants, I hope I never meet you.

Street renaming policy I WAS saddened to read that the KwaDukuza Municipality’s proposed to re-name Hulett Street after Goolam Suleman. Naming a street after the Hulett family has nothing to do with apartheid or colonialism. They deserved to be honoured fortheircontributiontotheeconomic prosperity of our town. TheHulettfamily, underthepatriarch, Sir Liege Hulett, was one of the pioneers of sugar cane farming in our area. They provided employment for thousands on these sugar cane plantations and the workers were toughest the necessary skills to do their jobs. Toprocessthesugarcaneintoraw sugar, sugar mills were built- providing even more people with employment. Workers were also taught and trainedinspecialisedskillsrequiredin these sugar mills. Workers were provided with free

housing, monthlyfoodrations, wood, coal and coal stoves. The Hulett family built roads, bridges and dams which are still being used today. Their social responsibility involved building schools, clinics, hospitals, community halls and recreational facilities. TheHulettfamilywasresponsible for the economic boom that our town, and surrounding areas, is now enjoying. It is wrong to now honour Goolam Suleman by dishonouring the Hulett name. The late Goolam Suleman certainly would not have approved. It is indeed, unfortunate that not many people of the present generation know or even heard of Goolam Suleman and EV Mahomed. Both Suleman and Mahomed provided immeasurable support to the ANC- living in constant fear for themselves and their families. I would like to suggest that the municipality approach the Department of Education, through the Public Works Department, to build two state of the art schools to cater for our growing pupil population. Movers, above, notched up an impressive 5-3 win against Nandi Shooting Stars at the Recreation Ground on Saturday.
Fans treated to a goal-feast WEEKLY REPORTER
F
ANS at the Recreation Ground were treated to a goal-fest after Movers snatched a thrilling 5-3 win against Nandi Shooting Stars in a SAFA KwaDukuza Local Football Association division one League clash played on Saturday. Buoyed by their 3-1 win against log leaders Park United a fortnight ago, the Movers outfit came into the game in high spirits. They were rewarded as early as the 10th minute after Khanyisani Mpanza latched onto a precision-timed cross from Siyanda Matshipa on the deep left flank to hammer a low drive to the left of the keeper and give Movers an early 1-0 lead. In the 25th minute Wonderboy Ndayeni doubled Movers advantage (2-0) after receiving a through ball from Tholamandla Mthethwa. Enjoying a two-goal cushion with barely
10 minutes into the break, Movers stepped off the accelerator and paid the price dearly. Just before the break Sbongankonke Mkhizewasbroughtdownintheboxandthe referee did not hesitate to award Stars a penalty. Zweli Dlamini converted the resultant spot-kick to reduce the deficit (1-2) going into the break. Movers restored their two-goal advantage almost immediately at the start of the second half after Matshipa beat the offside trap and dribbled past the advancing Stars keeper before gently tapping the ball into an empty goal mouth to give his side a 3-1 lead. On the stroke of the hour mark Mduduzo Gcabashe virtually sealed the fate of their rivals after riveting Mthethwa's cross into the top right-hand corner to give Movers a commanding 4-1 lead. But, the wounded Stars outfit took the game to their opponents and were reward-
ed in the 65th minute after Buhlebuyeza Khathi pile-driver from just outside the box beat the Movers keeper to make the score 4-2. With less than fifteen minutes remaining, Stars got right back into the game, reducing the deficit to a solitary goal (3-4) aftertheStarskeeperfailedtohandleKhathi's free-kick from just outside the box. In the dying minutes of the game Lebohang Banda weaved his way into the Stars box before passing the ball to the unmarked Andile Khuzwayo who made no mistake from close range to put the result beyond doubt (5-3). Coach of the Movers outfit, Nkosi Ntuli said: "I am delighted with the performance of my boys who notched up back-to-back league victories since making our debut a fortnight ago. "There is still a lot of work to do, especially in defence and hopefully the boys will start gelling together to mend the holes at the back".
