ENIOR officials at the iLembe District Municipality have been accused of systematically stealing large sums of money. The Auditor-General recently uncovered millions in inflated tenders, rogue contracts and blatant over-expenditure. This was revealed at a special

councilmeetingbyprovincialforensic auditors in council chambers last week. Full council took a decision to bring in the Hawks to investigate the claims and initiate criminal charges against the perpetrators, some of whom have since resigned to work for other government institutions. The Big Little Caravan of Joy (BLCJ) rolled into Nkobongo near Shakaskraal recently bringing laughter ­ and intro­ ducing the magic of theatre and play ­ to more than 450 children from disadvantaged backgrounds. A custom­ made theatre production was written by Team Joy (as BLCJ also call themselves) and five days was spent work­ shopping with the children and teachers before presenting "Thandi and her Magic Drum" to the community­at­large. The fun­filled five­day workshop culminated in the performing of "Thandi and her Magic Drum" by the children to the local community.

THE KwaZulu-Natal transport department and the Mandeni-Sundumbili Taxi Association has come to an agreement that aims to resolve disputes and violence among operators in the Mandeni area. Transport, community safety and liaison MEC Willies Mchunu says that the agreement would see the two entities working together to end violence and killings of operators in the Mandeni area, and ensure that only legal operators work in the region. “This agreement is historic indeed as it seeks to end violence and lawlessness in this area. We are now entering another phase in the life of Mandeni Taxi Association. We want to clean up all the records of this association and to ensure that all operators working here are legitimate,” said Mchunu. “We are preparing to go to court with the legitimate members of the association to interdict all illegal operators.” This comes after a female taxi operator was hot and burnt beyond recognition, and her husband was shot dead in Mandeni last week. The murders are believed to have been linked to the recent taxi violence in the area. Taxi violence is rampant in the country especially in Gauteng, with police investigating 108 cases of violence involving taxi operators. The agreement locally was reached with hope to avoid such conflict in KwaZulu-Natal going forward.

ANDENI Mayor Siphesihle Zulu is currently visiting all the ongo­ ing service delivery projects in the area in an effort to be involved in delivery at grass roots level. He has dedicated his time toward working with all contractors towards completing all service delivery projects on time. Zulu commenced his visits at the much­needed market stalls near the Sundumbili Clinic. He spent an hour working with the local labourers who were motivated to work with the mayor. Contractors were also given a roller machine in the Nkonjane Road area to ensurethattheprojectwillbecomplet­ ed within a few weeks. The project will be named for a local hero during the Freedom Day celebra­ tion in April. Zulu has declared this year as the working year. “We have said a lot, now we are working a lot to put Mandeni forward.” The mayor was delighted with the fact that service delivery in Mandeni is on track. “We will leave no stone unturned in making Mandeni a better place,” he said.

The former director authorised the purchase requisition after the service provider submitted their quotation for the marketing and communication strategy at a cost of R195 000. He also authorised speed-fencing for staging the public viewing areas (PVA) at a cost of R348 000 and the catering for the 50 marshals who assisted during the opening games of the World Cup at a cost of R3 000. Meals for Nigerian delegates at a cost of R7 200 was also authorised as was the disaster risk management plan at a cost of R160 000, the business plan for staging the PVAs for the World Cup at a cost of R175 000 and the streetpole banners for the World Cup at a cost of R97 000. The former municipal manager committed an act of financial misconduct as he negligently procured the staging of PVAs for the World Cup for R6 million, auditors also claim. Further to these findings, two companies owned by the same person, submitted quotations for developing the 2010 marketing and communication strategy at a cost of R195 000. The forensic auditors said this was “plain cover quoting” which constitutes fraud. “We need to get rid of corruption and fraud. We are trying our best to eradicate this problem. Those involved must be brought to book. This is only the beginning,” said iLembe Municipality speaker, ANC regional chairperson Thokozani Msweli. Democratic Alliance chairman, MS Singh said corruption in iLembe is at its highest. “There is a perception of possible collusion between service provider and officials and not ruling out the political hand in this wasteful expenditure. “All those implicated shouldbecharged,broughttocourt,ifconvicted nailed and jailed for a long time. Fronting cover-quoting collusion and corruption is becoming the order of the day. “We as citizens should stand up against corruption or else being complacent will lead to a failed state and that is where we are heading,” said Singh. .

Needless to say, such people never have harmony or success in their own lives, for it is an invariable rule that those who mind their neighbours' business, neglect their own. It is equally true that what we mind and pay attention to always does become our business and sometimes our destruction. When you take sides mentally or be­ come emotional concerning an issue, when you talk about it and then try to do some­ thing about it, you are making yourself a party to the issue. And in the long run, will have to face the consequences with regards to the out­

come of the issue, be it a good or bad one. In other words, you cannot involve your thoughtsinanysubjectwithoutbringingthe natural consequences upon yourself like making bad relationships after the issue is resolved. You might become one of the bad con­ tributors to the situation. Ofcourse,whereitisyourdutytoconcern yourself in any matter, you must do so con­ structively and spiritually, and then those consequences can only be good. If thosearoundyouaretalkingnegative­ ly about something or someone, and you chipinwithyourcontribution,youaretaking a strange dog by the ears ­ so look out! If you get emotionally tangled in what

is not your affair, through indignation, self­ righteousness, hatred or otherwise, you have seized the dog again, and you will have to pay for it. If you rush about interviewing, telephon­ ing, busying yourself in the same spirit, you have tackled the dog once more and he will bite! And even to think negatively concerning such matters in the secret chamber of your own heart, will bring you proportionate and natural punishment. It is right to think fairly about any person or situation, and if we do this many oppor­ tunities will come to us to help people prac­ tically without any breach of the law we have been considering, and without coming near the dangerous dog...

EDITORIAL COMMENT

Opposition parties are capitalising on the release of the report with elections just around the corner. Many had mostly praises for Madensela via social network. Some wrote: “We need more like you madam”, but a favourite was: “We actually need more objective and cau­ tious voters in order to increase the number of efficient civil servants like Thuli.” The African National Congress (ANC) is obviously going to be contesting the infor­

mation and following up, but the brave Ma­ donsela is ready and has been handling compliments and criticism in her stride. It is believed the Democratic Alliance (DA) is using this opportunity to capitalise and basically is structuring their campaign around the release of this report with their slogan ‘Vote for change’. The drama would not be complete with­ out a good comeback and there is no doubt, the ruling party will probably do so in style.

A ‘damning’ report indeed PUBLIC Protector Thuli Madonsela is the woman of the moment. Many have praised her for her poise as she broke down the Nkandla report last week.

With the crime statistics released by government showing negligible de­ creases in the murder rate and in some cases increases in car hijackings and house burglaries, citizens are bound to ask if the investment in police person­

nel is paying dividends or is it just a case of the government trying to cre­ ate jobs. As SA celebrates 20 years of de­ mocracy we need to totally reject an average loss of R35 billion a year. This money could have been used to build more schools, employ more educators, build more houses, create employment and alleviate poverty. As the election date draws closer a masterplanneedstobeformulatedon how to minimise or eradicate crime and corruption. Notice is hereby given in terms of the EIA Regulations published in Government Notice No.R543 to No.R546 of 2010, in terms of Section 24 (5) of the National Environmental Management Act (Act No 107 of 1998), of the KwaDukuza Municipality’s intent to propose a stormwater diversion system to reduce flooding occurrences within Stanger commercial and industrial areas, KwaDukuza Local Municipality, Kwa-Zulu Natal. ROM birth, our bodies are serving us, working every second of the day, with every breath that we take. With age and over a period of time, we strain muscles by carrying heavy objects, doing strenuous domestic chores and having bad pos­ ture regularly. Our bodies can be likened to a car, just as a car goes through wear and tear, we service it; our bodies go through wear and tear as well. Medically, this wear and tear is referred to and results in conditions such as osteoarthritis, spondylosis or degenerative changes in the spine. Degeneration is inevitable. However, it is possible for us to reduce the effects of this wear and tear. One of the ways of do­ ing this is to ensure that correct posture is maintained during the course of our days. POSTURE Poor posture, slumping and slouching while studying or working over your computer places your back under additional strain. HOW CAN I CORRECT THIS? A very general rule to adhere to is: Good posture is when your ears, shoulders and hips are in a straight line. Ensure that the feet are hip width apart (standing or seated) or placed on a foot rest (if seated) that is comfortable for your height. Abdominal muscles must be pulled in towards the spine Shoulders back, ensuring that the chest muscles are prominent. Chin slightly tucked in (lowered towards the chest).

Ensure that the arms are comfortable on an arm rest, also at a comfortable height(if seated). Most of us maintain poor posture now due to years of accumulated strain from previous bad posture and lifestyle habits as a result of weak muscles ­ muscles that have not been toned, exercised and strengthened. Also, this occurs as a result of degenerating bones and joints due to lack of weight training exercises. The movie stars Aaron Paul (of 'Breaking Bad' fame) as Tobey Marshall, a down­on­his­luck former race driver and owner of a financially struggling ga­ rage.MarshallmeetsantagonistDinoBrewster(Domi­ nic Cooper, 'Captain America: The First Avenger'), a typical power­hungry "has more money than sense" businessman/professional driver (READ car­movie villain). What Marshall soon learns is, as is the case in real life, you should never make a car deal with anyone wearing a black leather jacket...especially if EVERY­ ONE warns you he is evil. A tragic car crash occurs and after being wrongfully accused, Marshall is jailed for several years. Once out of the clink he decides to take revenge by entering an “invitation­only” race, the DeLeon, hosted by Riddler­ esque Michael Keaton. The DeLeon is an ‘anything­ goes’ single­lap course that pits the world’s top drivers againsteachotherfortheultimateprize–araresuper­ car worth millions. Along the way we’re introduced to Marshall’s eventual love interest Julia Maddon (Imogen Poots). The movie also answers many of the questions that bothered me throughout 'The Fast and the Fu-

rious' series: >>How do the racers know where they’re racing to? >> Why do they insist dropping from first to second before pulling away? >>How do they avoid traffic? >> How are they paying for any of this? In short, a well­organised and outfitted group of mis­ fits are responsible for getting Marshall from point A to B. A racer is only as good as his pit crew and our hero is backed up by a Hollywood B­list cast of mechanics and support personal that includes a wise­cracking pi­ lot providing comedic relief, a surly but wizened me­ chanic, a crazy maverick and a little brother living on borrowed time. Paul/Poots make a great effort of providing some on­screen chemistry but bad­guy Cooper’s acting is a letdown and can best be described as wooden. Then there are the cars...It wouldn’t be a car movie without a stellar list of blistering­performance ma­ chines. From a classic Ford Gran Torino to the Saleen S7, in 'Need for Speed' the cars steal the limelight. Without giving too much away there’s a supercar battle the likes of which has only been experienced before in the NFS gaming titles. LOOK OUT FOR THE... Crashes are a big part of the movie though the true horror, for a car fan, is revealed behind the scenes. In an interview with Top Gear director Scott Waugh revealed that nearly a hundred cars were wrecked and of the eight Mustangs built six were wrecked in filming. Fortunately the units used during crashes were repli­ cas, essentially kit car chassis with super car shells on

ARBONATED soft drinks came into being as early as the 1880s. They evolved over the years from simple soda water to the fizzy, sugary drinks in that signature glass bottle that we all know so well. The effect of these drinks could not have been predict­ ed so many years ago. Now we know the human body is composed of 75 percent water and 25 percent solid matter. High Fructose Corn Syrup, now used in preference to sugar, is associated with poor development of colla­ gen in growing animals. All fructose must be metabo­ lised by the liver. Animals on high­fructose diets devel­ op liver problems similar to those of alcoholics. Aspartame, used in diet sodas, is a potent neuro­ toxin and endocrine disrupter. Caffeine removes water from the body faster than the body can absorb it again, thereby generating con­ stant thirst. People who frequently drink soft drinks are never really able to quench their thirst because theirbodiescontinuallyandincreasinglyrunoutofcel­ lular water. ARNALL Squash Club registered an emphatic 13­2 (15­2) victory against SaltRockIinaDolphinCoastSquash SummerLeaguegameplayedinDarnallon Thursday night. Debutantes Atish Ramsundra and Rico van Rooyen who were enticed to join Dar­ nall by the former Stanger Dolphins, Yash­ in Tewary were in a celebratory mood after recording impressive victories on Thursday night. Ramsundra was made to work ex­ tremely hard in his nail­biting 15­13 win in the opening set against Tanya Huntley. He started to gain confidence as the game progressed, catching his opponent flat­ footed with some precision­timed drop­

shots. He gave the home team a dream start (3­0) after winning the next two sets (15­9; 15­8) convincingly. Playing at four, Rico van Rooyen hardly broke up a sweat in his fluent 15­8 win against Sue Zorich in the opening set. Zorich rallied back gamely in the 2nd set before going down 14­16. Van Rooyen cruised to a 15­8 in the third set to double Darnall's advantage (6­0). Sheldon Nel made it a hat­trick of vic­ tories for the home team after trouncing Sterling Louw in straight sets (3­0). The first two sets proved to be a walk in the park for Nel, winning 15­6; 15­7 re­ spectively, but he had to dig deep into his reserves to hold off a late challenge by Louw before winning the 3rd set 15­13.

SST and Grove End will contest the Trophies Engravers­sponsored KwaDukuza Volleyball Association (KDVA) Top 8 Knockout Cup final on Thurs­ day at the association courts commencing at 8pm. The discharge request by Damien Peters (who is expected to ply his trade for DUT in Durban) coupled with Cameron Singh watching the game from the stands, con­ firmed speculation that trouble was brew­ ing in the KSST camp after they conceded a walkover in their opening fixture of the KwaZulu Natal open volleyball tournament held in Durban on Saturday. KSST set aside their "off­the­courts­ squabble" and dominated proceedings against Warriors Sport in their semi­final clash right from the start before a partisan crowd at the association courts on Thursday night. Albiston Jaram gave KSST a command­ ing 11­2 lead after wreaking havoc with his wickedjumpserve.Despiteanearlytimeout,

the brilliant blocks by Byron Athymoolam coupled with the superb attacks by the left and right combination of Sherwin Daniels and Kyle Puckree left the Warriors outfit in tatters. OVERS Football Club grabbed a nailbiting 1-0 win against Doringkop in a SAFA KwaDukuza Local Football Association (KLFA) Premier League game played on Human Rights Day (Friday, 21 March) at the Recreation Ground. Movers created numerous goal-scoring opportunities in the first half and went into the break ruing their missed chances. Akhona Mpunzana, was perfectly positioned in the box after receiving a precisiontimed cross from skipper Mthoko Banda on the right flank as early as the 10th minute. But, the talisman striker blasted the ball from close range straight onto the feet of Doringkop keeper. KWADUKUZA’s cyclist Shiraz Tayob was over the moon after successfully completing his first Cape Argus (109km) race held in Cape Town. The torrid weather conditions (gusty winds) added to the woes of cyclists, especially novices who battled against the clock and the treacher­ ous route. Debutante Tayob was elated after crossing the finish line in a time of 5h20min and encouraged other KwaDukuza cyclists to train hard in 2014 in the hope of attempting next year’s Cape Argus
