Allegations of 'third force' in KZN taxi violence

While Hawks spokesperson Brigadier Hangweni Mulaudzi would only say they “are investigating” when asked if their probe into taxi warfare included looking into police involvement, Mary de Haas - who runs an organisation called KZN Violence Monitor - said the police would need to “look inwards”. “Taxi violence can happen anywhere. It is very scary. “The taxi associations are also protected by private security companies who are not well regulated, yet they have access to dangerous weapons.”

LEAKED document has revealed deeply entrenched issues in the KwaZulu-Natal minibus taxi violence arena pointing to a wider conspiracy that includes government organs being co-opted into fighting battles for taxi dons. While the report primarily focuses on the current taxi turf wars between three associations in Ballito, KwaDukuza and Maphumulo, experts have admitted that the allegations being levelled are nothing new and that if the pattern continues, sporadic taxi violence spilling into mall parking lots and even residential neighbourhoods could increase. A task force from the Hawks has been drafted in to untangle the mess - sidelining the Taxi Violence Unit based in Prospecton - with the ex-

‘Education is our priority” - MEC >> MEC urges poor performing schools to develop turnaround strategy for 2015 JYOTHI LALDAS

M

EC for Arts, Culture, Sport and Recreation, Ntombikayise Sibhidla-Saphetha has urged all school principals whose schools obtained 0% in the iLembe District to develop turnaround strategies for 2015. Addressingeducationstakeholders gathered in Mandeni, where she is a champion for Operation Sukuma Sakhe, Sibhidla-Saphetha said that one of the main priorities of government is education and therefore all stakeholders, particularly the principals must ensure that schools in the district are functional. Among the stakeholders present were members of the provincial legislature, school principals, members of the school governing bodies, councillors and senior officials from the Department of Education. The stakeholder meeting was the culmination of an intense three-day school functionality programme which entailed visiting schools that

performed poorly in the matric exams and those that obtained high matric pass rates. Some of the schools the stakeholders visited included Sisebenzile High School, Manzini High, Nkonjane High School, Lethuxolo, Zachariah, Tshelenkosi, Mandeni Academy and Madlanga High School. iLembe was one of the districts in the province that did not perform well during the 2014 matric exams. Of the 9740 pupils who sat for the examinations, 3249 failed and the overall matric pass rate was 59.20% in 2014. The number of female pupils who passed matric is higher than males. Among the observations made the department the fact that urban districts performed better than rural districts stood out. In 2013, the matric pass rate in the district stood at 72.46%. KwaDukuza topped the list of schools that performed well. The overall pass rate for maths and science was 25% and 45% respectively. Contributing factors to the failure

rate identified by the department officials included disruption of schools by protests and shortage of qualified teachers, particularly in rural areas. Sibhidla-Saphetha said the department believed that intervention such as increased contact time with pupils, common testing programmes that are subject driven, support for teachers and completion of syllabus by August can improve the matric results. Sibhidla-Saphetha urged the officials from the department to convene another stakeholder meeting that will be attended by senior education officials in the province to resolve matters that were beyond the scope of the district officials. The MEC also instructed the principals of all the schools that obtained a 0% pass rate to develop a turnaround strategy for their schools. “Local councillors must also prioritise education in their wards. They should make education an agenda item in their meetings at all material times,” said Sibhidla-Saphetha. She also vowed to lead a process of establishing an education stakeholder forum in the district that will attend to all educational challenges in iLembe.

‘Department turns a blind eye to school’ >> Parents angered as school crumbles SIBUSISO BIYELA

A

NGERED STAFF and parents of Stanger Secondary School are saying that the school is beingsnubbedbytheDepartmentofEducation as parts of the old school continues to crumble. They took their frustrations to the KwaDukuza Circuit offices carrying placards with messages of their dissatisfaction on Tuesday. Speakingoutsidethecircuitoffices staff representative, Mrs U. Parsad complained about the department “turning a blind eye and a deaf ear” to the situation at the school. Stanger Secondary, which turns 95 years this

year, started to experience structural failures in 2012 when a classroom collapsed with pupils and a teacher inside during a lesson. “One particular block in the school is the oldest and has been around sincetheschoolwasbuiltandwehave been having problems with it since 2012,” said Parsad. When the matter was reported to the department, Parsad reported that engineers deemed the building unsafe and it was then condemned. Yet, the remaining classes in the block are still being used by the school to conduct teaching. “We have no choice as space at the school is very limited,” Parsad said.

Allegations of 'third force' in taxi violence

Teacher at the Stanger Secondary Solumuzi Mathenjwa complained about the pre-fabricated classrooms the department had initially provided. “They delivered the pre-fabs shortly after the incident that left my colleague and her pupils injured, but teaching in those things is hell as the heat becomes too much,” Mathenjwa said. Teachers and SGB members submitted a memorandum of complaints about the department’s lack of engagement despite their constant correspondence. Provincial spokesperson of the department Muzi Muhlambi told the Weekly: “I have requested the district to feed me with the response and I will remind them.”

contents of the document, but said: “That informa tionisnotforpublicrecordandformspartofourcase”. In the past 12 months, taxi violence has been re ported in Durban, Ladysmith, Ballito, KwaDukuza, Maphumulo and Mandeni varying in location from malls, the N2, townships to quiet suburban roads. The recent attack occurred in Stanger Manor where 17 hitmen are alleged to have ambushed a con voy carrying six Maphumulo taxi bosses earlier this month. Three men died, while over 120 bullet casings were found on site.

The leaked document created last year and part of court proceedings in the KwaDukuza Magistrate’s and Durban regional courts to defend Maphumalo and Dolphin Coast Taxi Associations in relation to ongoing violence over the past two years points to improper relationships between the Prospecton Taxi Vi olence Unit (PTV), the leadership of the SAPS KwaDukuza police sta tion and the Kwa Dukuza Taxi Associa tionascontributingfac tors to the ongoing violence in the area. They claim, among other issues, that char ges they have levelled are never investigated. But De Haas said it is not uncommon for vio lent taxi attacks to not be investigated, calling it a failing of the crimi nal justice system. The document says there are “allegations of a third force, through SAPS and political fig ures having vested in terests” in the taxi in dustry, and calls for the Taxi Violence Unit to be “disbanded and recon stituted with new SAPS Shape your future by making the right members”. choice, right now. From there, I have since buried my head in many books ofallgenresandsubjectsuntilIcameacrossasciencebook about space and time. Having not known there was a con nection between space and time before, I dived into the unknown and came out the other end confused. The book had illustrations and text explaining how time and space are manifestations of the same thing and how they can be manipulated by gravity to create black holes which can be used to traverse vast distances in no time. Half of the things I read at the time made little sense to me but they stuck with me. I started seeing answers in different places such as on the television and other books. Synapses lit up in a flurry of activity in my brain with every “aha” moment and I proceeded to smile like a retard with each new discovery. I soon discovered that human beings wrote these Shop 2, Ushaka Mall, books that took me on adventures, told me things about the universe and about people who once lived. 8 Haysom Road, Stanger Irealisedthatthesewriterswerespeakingtomefrom Tel: 032 551 4952 beyond the grave; in a way, their thoughts live on. ARINA Ndaba, a 22yearold from Melville, KwaDukuza, definitely has a good story to tell – just like most people. ThethirdyearBachelorofAccountingSciencestu dent used to walk from her home Melville to Shakaville (approximately 10km) where she attend ed high school. “My mother is unemployed and we (my mother and two siblings) left our father who was abusive. I did casual jobs from Grade 8 to Grade 12 to help my sister who works as a domestic and was the only breadwinner. I did everything from being a domestic myself to working as a cane cutter. I even worked for a grass farm,” she said. Harina’s luck began to change in 2013 after com pleting Grade 12 and achieving five distinctions. “I had applied for a number of bursaries that year and did not even get a single reply. My homeboy Vusi Khumalo, who works at the SABC in Durban, inter viewed me and the clip was aired on a number of sta tions. I got a call from him the next day saying that my mayor was looking for me,” she said. “Mymayor”inthiscasewasiLembeDistrictMunic ipality mayor Welcome Mdabe. The mayor offered Harina registration money for university. “Notonlydidhepayformyregistrationbuthealso put me into contact with the chief financial officer of iLembe District Municipality Nosipho Mba who has been my mentor since then,” she said. In2013,HarinaregisteredattheUniversityofKwa ZuluNatal and received an entrance scholarship. In her first year she achieved four distinctions out of five modules. She was selected on the Dean’s List and received the Golden Key Intern Award as well as a Richards Bay Coal Terminal scholarship. “I was also selected in the top five students to go and study at the University of Witswatersrand. That is where I did my second year,” said Harina. Her second year results in 2014 are nothing short of brilliant she achieved seven distinctions out of

seven modules. Describing her relationship with Mba, Harina says she is everything to her. “She is like a mother, a big sister and a friend. She is always available to lend a helping hand and most importantly an ear. Whether it is about school or life in general,” said Harina. One would think moving to Johannesburg would put a dent in their relationship but no. “When I was at UKZN Nosipho picked me up most weekends and we would go to church and I would pick her brains about school work. “She was supportive financially and otherwise and I could talk to her about girl stuff. We talk almost every day and being in another province has not changed that at all. We don’t see each other that of ten but we talk every other day,” she said. So what does the future hold for this bright young woman? “My number one goal is to build my mother a house. We live in a low cost house right now and my goal is to build my mother a house that she can call her own. “I want to live a comfortable life. The kind of life that will afford me the opportunity to have every thing I could possibly need and more,” she said.

iLEMBE DISTRICT MUNICIPALITY iLEMBE UMASIPALA WESIFUNDA WATER RESTRICTIONS! Stage 4 Water Restrictions: “Time of Use” has been implemented; water supply will be interrupted from 10pm at night to 4am the next morning. Should this measure not meet the required curtailment, additional shutdowns of the water supply during the day, may be required. Consumers may also experience lower pressure and interruptions to supply without notice, in our effort to achieve the curtailments needed, to ensure we prolong the storage of the Hazelmere Dam.

How can you help us save water?

In and around the house/business • Turn off taps while washing your face, brushing your teeth or shaving • Taking a five-minute shower a day, instead of a bath, will use a third of the water, saving up to 400 litres a week. Showering could use up to 20 litres of water per minute. • If you prefer to bath, share the water and don’t make it as full. Taking a bath could use between 80 and 150 litres of water. • Use low-flow showerheads, dual-flush toilets mechanisms and water-efficient washing machines. • Kettles should be filled with just enough water for your needs and not the brim. This will help to reduce your electricity bill as well. • Don’t over-fill containers for cooking. You will also use more energy to heat the water • Reducing the toilet flush volume alone can save 20% of total water consumption. This can be achieved by putting a 2 litre cold drink bottle, filled with water, and a little sand to add weight, into the cistern. In the garden • Always water your plans during the early morning hours or in the evening, when temperatures are cooler. Watering between 10:00 and 15:00 you can lose up to 90% of water to evaporation • Every time you boil an egg, save the cooled water for your houseplants. They’ll benefit from the nutrients released from the shell • Focus on indigenous and non-water-consumptive alien plants (but not invasive alien plants) • Group plants according to their water needs and not mulch around them • Water gardens frequently, but water well. Using a garden hose could use as much as 30 litres of water per minute • Clear invasive alien plants on your property • Roof water can also be profitably stored in tanks, for watering gardens • Use “grey water” – used water from baths, washing machines and other safe sources – to water your garden. New XL Suzuki S Celerio arrives in SA

PHOTO: SOURCED

Suzuki Celerio 2015 has arrived.

UZUKI has launched a budget hatchback, the Celerio, in South Africa at the expense of its Alto range. Suzuki now has two sub-R130 000 cars – the Celerio and the Splash, the latter launched in 2014. The Hatchback is available in two specifications (GA and GL), two transmission options (five-speed manual and new automated manual transmission), each with the same one-litre, three-cylinder, petrol engine. TheCeleriois3.6mlong,1.6mwideand1.5m high - that’s 100mm longer and 70mm higher than the outgoing Alto though it’s the same width. Its wheelbase has increased by 65mm to 2.4m, those wheels shod with 165/70 R14 tyres on 14” steel rims - alloys optional. The three-cylinder, 55kW/90Nm engine drives through a five-speed gearbox called by Suzuki an “automated manual transmission” — actually a constantly variable transmission (CVT) with five preselected ratios activated by a shifter, boldly described by Suzuki as “achieved via an electro-hydraulic actuator, making the use of a clutch pedal unnecessary”. OneisacutelyawareoftheCelerio’s55kW,especially when climbing a hill or carrying a full complementofpassengers.Overtakingrequires thought and ample space. The differences between the GA and GL are minor.

The GA’s grille, exterior mirrors and door releases are finished in contrasting black. It has halogen headlights, a rear wiper/washer and manual external mirrors. Luggage capacity is 235 litres or 1034 litres with the rear seats folded. The GL variant adds a glossy black grille treatment, chromed accents and external mirrors finished in the body colour. It also gains fog lights, powerfortheexternalmirrorsandarearscreen demister. The black upholstery remains, though is bolstered with fabric inserts for the doors and chromed door releases. The instrument binnacle gains a rev counter, external temperature display, four power windows, central locking and a gear-shift indicator on the AMT. The steering wheel gains tilt adjustment, Bluetooth and a four-speaker radio/CD audio system with MP3, USB and Bluetooth connectivity. The Suzuki Celerio is sold with a three-year or 100 000km warranty; a two-year or 30 000km service plan is included in the GL’s price. Service intervals 15 000km. Prices 1.0i GA manual (no service plan) R109 900 1.0i GL manual R124 900 1.0i GL AMT R135 900. — Wheels24.

Honda NSX. TWENTYFIVE years after the debut of the original NSX supercar Honda has revealed its successor at the 2015 North American International Auto Show. The production model, the second generation of the iconic supercar, has a tur bocharged hybrid en gine, radical styling, lightweight construc tion and will be launched later this year. What’s more, it’s headed for South Africa in 2016, although de tails will be revealed closer to the local launch. Mike Accavitti, sen ior vicepresident and general manager of Honda’s Acura division, said: “Our commitment was to create an all new NSX true to the heritage of NSX — a su percar that delivers a new driving experience, one in which every part of the vehicle respects the smartest part of the car, the driver.” Johnathan Norman, NSX interior design project leader, said: “Consistent with the ‘humancentered su percar’ development concept, the NSX was designed from the in sideoutwithanuncom promising focus on the driver. The NSX features an “advanced sports pack age” with key power train components the midmounted engine, two front motors and Sport Hybrid battery pack and power control unit positioned to con centrate vehicle mass low and toward the centre of the car. The NSX’s dialop erated IDS offers sever al modes — quiet, sport, sport+ and track. The system adjusts engine, transmission and chas sis response, as well as the engine sound level. Quiet mode offers bat teryonly driving at low speed for short distanc

es.

Vehicle response becomes increasingly sharp when Sport, Sport+ mode or Track mode is selected. It also has a launch func tion. — Wheels24.

Vehicle firstaid kit essentials >> Know how to use your kit

D

RIVERS should always do their best to be prepared to respond to any emergency. Even though you may not be trained medical professionals there are often small bits of assistance one can provide with firstaid and an effective and fast response to smaller emergencies. Arrive Alive advises drivers to travel with a firstaid kit in vehicles or have one at home. This becomes especially impor tant with small children picking up bumps, burns, cuts and bruises. Many of us could do with some advice on what’s needed in such an emergency medical kit so Arrive Alive approached roadsafety partner ER24 with questions about emergency preparedness — and that emergency kit.

A firstaid kit should not be a hassle to take with you on holiday or keep in your ve hicle. A good size is usually something that can fit comfortably into your cubby hole or one size larger that you keep in the boot of your vehicle. With regards to design, it should be something that is durable, pref erably a bright colour so it can be easily identified and water resistant. What would be the most important pieces of equipment and supplies in such an emergency medical kit? Items to treat burn wounds, cuts, bruis es, splint a fracture, band aids, scissors, tweezer, treatment for insect bites and stings as well as disinfectant. If you prefer to keep medicine in your firstaid kit — headache tablets, antinausea and vomit

ing — it must be clearly marked and in a container that cannot be opened by small children. It is important that only a responsible adult make use of these medications and that no prescription medications are kept in the firstaid kit. Also do not administer your prescription medication to someone else, even if you use the same medication. What would be the most important es sentials to carry in a minikit when in the outdoors? Bandages, band aids and antiseptic solution. Sunblock would also be a good item to keep in your firstaid kit as well as aftersun lotion. The content of your first aid kit largely depend on where you will be travellingtoandwhatismostlikelytohap pen. If you are a regular outdoorsman you would know what happened before and what you needed. You can pack this ac cordingly. What are the most common mistakes the amateur tend to make when trying to perform firstaid? Usually the firstaid kit is overstocked with items bought randomly at a pharma cy or outdoor shop. Be smart and keep the right things in your firstaid kit. The most important things are a CPR mouthpiece should you need to perform CPR, some thing to stop bleeding and splint fractures.

ZR159170-14©B

NOW

This includes band aids, bandages, dress ings, strapping, gauze etc. Probably the most important of all is medicalgloves.Protectyourselfbeforeyou try and help others. This should be in every firstaid kit, regardless if you intend to use it on your family or not.

PHOTO: SOURCED

A firstaid kit should be something that is durable, preferably a bright colour so it can be easily identified, and water resistant.

Are there specific measures the ama teur responder in an emergency should rather avoid and leave to the trained pro fessionals? If you are unsure contact ER24 on 084 124 and ask for medical advice. Do not do something because you saw it on televi sion or saw a medic do it once. How can one improve firstaid training knowledge? There are different firstaid courses that you can attend to learn the basics. What should be in your firstaid kits: • 2 firstaid dressing No. 5 • 2 firstaid dressing No. 3 • 2 conform bandage 75mm x 4.5m • 2 conform bandage 50mm x 4.5m • 2 triangular bandage • 10 plasters single • 1 small childsafe scissors metal • 1 forceps metal • 1 safety pins 10’s • 1 antiseptic solution 100ml • 1 CPR mouthpiece • 2 gloves per pair • 2 sterile gauze 75x75mm 5’s • 1 Eno sachet • 4 alcohol swab • 1 burn dressing 10x10cm • 1 paper tape 25mm x 3m • 1 rescue blanket • 1 plaster roll 25mm x 3m. — Wheels24.

OUNG Nation snatched a thrilling 2-1 victory against United Football Club in a SAFA KwaDukuza Local Football Association (KLFA) Premier League game played at the Recreation Ground on Saturday. With temperatures soaring close to the 40 degrees mark, both teams adopted the short-passing technique in an energy sapping league encoun-

keeper, but ricocheted off the crossbar. Midway into the first half Young Nation were awarded a penalty after United’s central defender was deemedtohavehandledtheballinthe box. The Young Nation strikers watched in disbelief after defender Xulu Scelo ran all the way across the park to take the spot-kick. United’s goalkeeper Vukani NgcobodivedtohislefttodenySceloagoal, but the ball rebounded kindly at the feet of Scelo, who had a second bite of the cherry. This time Ngcobo dived to his right to make an acrobatic save, much to the delight of his team-mates and the huge crowd. In the dying minutes of the first half, United’s Mthokozo Makhanya broke free on the left flank and crossed the ball to the unmarked Lindokuhle Mzoneli in the box, who fluffed his shot, kicking straight into the outstretched arms of the Young Nation keeper. Barely minutes into the second half Young Nation were caught on the counter-attack after midfielder Mxolisi Mbatha beat his marker, but shot way off the target. On the stroke of the hour mark, Zakhe Mthembu put Young Nation aheadafterbeatingtheUnitedkeeper with a thunderous drive. Ten minutes later Young Nation were awarded yet another penalty after a reckless tackle in the box. Nchuko converted the resultant spotkick to double Young Nation’s advan-

ter. United squandered a golden opportunity of breaking the deadlock as early as the 10th minute after Ndumiso Ntaka was perfectly positioned in the box, but the talisman striker ballooned the ball way over the crossbar.
