HE MEC for Health in KZN Dr Sibongiseni Dhlomo visited the Stanger Hospital on Monday to “protect staff members from negative publicity” and to respond to the latest media reports detailing the deaths of two women. The MEC had met with the Stanger Hospital board on Friday to gauge the current situation at the hospital as a result of recent “negative” media reports. In one case, a woman Fikelephi Mfeka died after giving birth in a toilet at the hospital and the more recent case involves Thembekile Mkhize who died after a botched caeserian-section procedure. Dhlomo addressed the Stanger Hospital staff before speaking to the media about the latest scandals to rock the hospital. “The department is not hiding anything. We do not know whether the incident [involving Mkhize] was intentional or not but there is currently a high level investigative team lead by the director general working on a report into the matter,” he said. He said that it has not been determined whether the doctor and staff members who operated and monitored Mkhize contravened hospital protocol, leading to her death. If found guilty, Dhlomo said that the proper professional bodies would deal with them. Meanwhile, Dhlomo confirmed that four nurses had been suspended regarding the incident

where Mfeka died in November 2014 after giving birth in a toilet. “The nurses will be facing charges at two preliminary hearings that will be held on 26 Februaryand3Marchthisyear,”hesaid. Dhlomo then condemned the hospital being called a “hospital of death”sayingthehospitalhasalot of “positives”. Among these positives he mentioned the hospital being home to the only “milk bank” in the province, the cleanest hospital in KZN in 2011, and being third best in maternal outcomes in the iLembe District. Dhlomo also referred to last week’s visit by Member of the Provincial Legislature (MPL) and spokesperson on Health from the IFP, Ncamisile Nkwanyana as “intimidating”. “The visit by the MPL was not done in a cordial way,” he said. Nkwanyana had labelled the hospitala“butchery”whileshereferredtomediareportsonthehospital. See more on pages 4 and 5

JYOTHI LALDAS MOTORISTS who travel on the R74 in and out of KwaDukuza will be happy to know that the road is finally being upgraded. A full resurfacing of the road has been undertaken by the KwaDukuza Municipality after they were able to secure funding from provincial government. The re-construction commenced last week and is estimated to take about three months to complete. At a media briefing at the site, SkumbuzoMunguambefromNaidoo Consultants, who are responsiblefortheupgradetogetherwith Finn Construction, said the upgrade will be done from the traffic lights at the entrance to the town to the off ramp to the N2. “Obviously there will be an interruption to the traffic flow since we are undertaking a complete upgrade. We have employed a stop

andgosystemformotorists.However, we are appealing to motorists to bare with us. If possible use the alternate routes such as the R102.” When asked about signage to assist the flow of traffic, he said once a smooth flow of traffic is established, signs will be put up to assist motorists. The first phase of the project which is underway, the stabilisation phase, comes in at a cost of R8.3 million. KwaDukuza mayor Ricardo Mthembu said while the project posesatrafficchallenge,heknows motorists will be happy with the new road. “This road experiences high volumes of traffic and it was important to address it.” He appealed to motorist to be patient with the construction as they would ultimately benefit from the resurfacing.

Key performance areas: • adhere to main objectives of Road Traffic Officers in terms of visibility, public education and law enforcement • maintain committed good directed law enforcement and control • identify traffic problems • communicate effectively with his/her colleagues and members of the public • drive vehicles, operate machines and escort abnormal loads • operate speed timing and radios • accept responsibility for own, colleagues and the public in terms of safety • accept responsibility for the condition of work related resources • social crime prevention and street trading control as well as any other law enforcement activity • serve summons, issue written notices, any other duties as determined by the Municipality. The Municipality will pay a stipend of R2500.00 (reviewable) per month. There shall be no benefits or salary for In-Service Trainees except the stipend, which will be paid in accordance with the Municipality’s Policy.

HE IFP spokesperson on Health in KwaZulu-Natal, Ncamisile Nkwanyana swooped in on StangerHospitalarmedwithanentourage of journalists on Thursday looking for answers on the latest scandals rocking the hospital. There was no shortage of accusations as Nkwanyana continued referringtothehospitalasa“butchery”during the visit seeking answers on cases of negligence that have made headlines in recent weeks. The visit was triggered by the death of Thembekile Mkhize, a mother who died shortly after giving birth as a result of her bowel being punctured during a caesarian-section procedure. After attending a meeting with members of the hospital board, who were not prepared for her visit as she hadnotnotifiedthem,shefurtherventedherfrustrationswiththepressatthe hospital. Among her grievances is her skepticism of the skills of the doctor who puncturedMkhize’sbowelwhichledto her death. “What I would like to know is if the doctor who performed the surgery has been suspended,” she said. “Is he a doctor-in-training because that would be unacceptable. How do you puncture other organs and not see that when performing a caesariansection? It is just unacceptable.” She further listed other allegations directed at the hospital including a “deadly” TB ward and “lazy” nurses. “From what I have heard, the TB ward experiences three deaths a day and this is as a result of patients being given treatment on empty stomachs,” she said. Without stating from where she got the information, Nkwanyana contin-

ued with the gruesome allegations: “Patients are being mistreated by lazy nurses especially at night who sleep during their shifts.” She then suggested that a rule be implemented to prevent nurses from carrying mobile phones at the hospital. “They must not be allowed to use cellphones during working hours. If they need to contact someone they should use the hospital’s landline.” Amongotherquestionssheposedto

theStangerHospitalboardwasthestatus of the suspensions of the nurses who were accused of negligence that led to the death of Fikelephi Mfeka who died after giving birth in a toilet at the hospital. When the Weekly later spoke to members of the hospital board, they claimed to be unaware of Nkwanyana’s “wild” allegations. Nkwanyana expects to get answers from the hospital by Tuesday, 25 February.

Workload at Stanger Hospital immense - Khuluse

HE Stanger Hospital board has finally broken its silence on recent media reports detailing alleged negligence at the hospital. In the most recent incident, a woman died after having a c-section procedure at the hospital. Speaking at the Stanger Hospital boardroom, the hospital board, which was led by KwaDukuza Municipality speaker Thulani Khuluse, addressed the media at a briefing on Friday. He responded to questions regarding the two incidents and the current state of the hospital. Khulusesaidthestateofthehospital has improved since the appointment of the current board. “We have a lot of good specialists now available at the hospital,” he said. “We must also understand that being such an important hospital in the district, the workload is immense.” When asked about the outcomes of the latest case, the investigation into thedeathofThembekileMkhizeearlier this month, Khuluse said: “The investigation is still underway and we are not privy to discuss it at this stage.

Members of the board, however, stressed that the briefing was not as a result of the visit as it had been organised before the visit.

BHEKANI Sikhakhane (32) appeared in the Eshowe Regional Court on Monday for the murder of his girlfriend on Valentine’s Day. The victim was found in a shallow grave in a cane field. The joint operation by KwaDukuza Crime Intelligence, Nyoni SAPS detectives and the Umhlali K9 unit lead to the arrest of the suspect (32) in Ntuzuma on Wednesday last week. Sikhakhane was found by police hiding at a relative’s house. Sikhakhane’s alleged victim was a 35-yearold woman who was dug up by the police after she was found in a shallow grave following an extensive search in a sugar cane field in Ndulinde near Mandeni. A case of murder was opened at the Nyoni SAPS and her boyfriend was wanted for her murder. According to SAPS spokesperson Major Thulani Zwane, Sikhakhane appeared in court on Monday and the case was remanded for to Tuesday 24 February. The outcome of the appearance was not known at the time of going to press. “It is sad to hear that a young [woman] lost her life in such a manner and we will not tolerate those who abuse women and children in our country,” said KwaZulu-Natal Provincial Commissioner, Lieutenant General Mmamonnye Ngobeni.

URBAN business tycoon Vivian Reddy gave a gift to the iLembe District for his birthday this month. Reddy has committed to establish a Job Opportunity Centre in KwaDukuza which is projected to train more than 3 000 people a year. The centre will cost R6 million to estab lish and a further R1.5 million to run annually and is due to open its doors in three months. The centre will be staffed by 30 trained professionals who will serves as mainly trainers. Reddy signed a deal with KwaDukuza

mayor Ricardo Mthembu and municipal manager Nhlanhla Mdakane on Friday. Usually Reddy hosts parties for 10 000 disadvantaged children, however, this year Reddy said he wanted to do something dif ferent. “Having reflected on the costs of hosting such an event, we concluded that although 10 000 disadvantaged children have a great, enjoyable day, it’s a oneoff event that soon fades. Only one child a year benefits longterm.” Reddy said the training centre would en sure more people benefitted in the long term. “The rationale is if we train and equip

parentsandsiblingsofdisadvantagedfami lies, we will equip them with a skill to earn a decent wage so that their families can live better lives.” The centre would provide expert services to job seekers to help them become more employable and to link them with appropri ate work opportunities. It would be managed and operated by organisations that are skilled and experi enced and would focus primarily on entry level unskilled and semiskilled candidates. Key job opportunity areas addressed by the centre include labourintensive sectors such as retail, hospitality, construction and manufacturing. An excited Mthembu thanked Reddy for theinitiative.“Youareindeedagreathuman being to be doing this for our people. Our country needs more people like you.” The centre will offer: 1. A job information centre 2. Job seeker support services (e.g. ob taining IDs, bank accounts, writing CVs, etc.) 3. Life skills/work readiness training 4. Maths/English literacy training/sup port 5. The KwaDukuza Municipality is in the proc ess of installing LED street lights on King Shaka and Chief Albert Luthuli Streets in an effort to save electricity. The new lights will consume a fraction of the electricity as the old lights, which will be moved out of the CBD. The LED lights are also equipped with day/night switches ensuring they are all switched off during the day. The community is requested to bare with contractors Edison Power while they install the lights. In front of both old and new street lights on King Shaka Street are mayor Ricardo Mthembu and CBD councillor Sandeep Oudhram (chair person: infrastructure and technical portfolio) with member of the electricity department and municipal officials.

Unjust enrichment AS head of State president Jacob Zuma is the custodian of the country’s resources and the prudent use of it. He sets the example for all to follow. The country's masses are living in deplorable conditions 2O years into democracy. Important sectors like health, education and employment are in crisis. There are billions of rands used in wasteful expenditure by government departments which do not filter down to the grass roots. Fair enough, the president needs a safe and secure environment to live in. There is no denying him that, but to saythathedidnotauthorisetheexcesses and extravagance at Nkandla does not hold water for me. Myreasonisthatitisbesidesthepoint as he surely would have seen and even discussed what upgrades are going to take place at his homestead. If he were a prudent president he would immediately put a halt to it and ask questions as to why the upgrades are going beyond the security upgrades that were intended. He cannot rely on the argument that he did not ask for it. So my point is that ifwecannotrelyonthepresidenttooversee a simple over expenditure at his homestead and put a stop to it, how can we rely on our president to be the custodian of the country's resources? To me it was very poor judgement on the part of the president to allow all the extravagantandcostlyupgradestoescalate way beyond the necessary security upgrades. ERMENTING foods is by no means a new process and there is evidence that our ancestors made bread, beer and wine at least 8 000 years ago. Imagine life without yoghurt, vinegar, cheese, wine or beer (or amasi in South Africa). These and many more foods and beverages would not be part of our lives without the process of fermentation. Fermentation is essentially a process where organic substances are broken down into simpler substances, like for example the breakdown of sugar into alcohol. It is basically the beginning of the process of putrefaction, but instead of letting the substance decay completely, the process is controlled and halted at just the right time. Think of wine; if the fermentation process is not stopped in time, the end product could be vinegar, or worse. Fermenting foods is by no means a new process and there is evidence that our ancestors made bread, beer and wine at least 8 000 years ago. It also very widespread and most cultures on earth have enjoyed fermented foods like sauerkraut in some form

or another for millennia. Metchnikoff and Bulgarian yoghurt The fact that so many of us enjoy our daily tub of yoghurt is largely thanks to the Russian scientist Ilya Metchnikoff (1845 – 1915). Metchnikoff observed that certain communities in Bulgaria and the Russian Steppes who consumed milk fermented by lactic-acid bacteria were unusually long lived. He proposed thatconsumingfermentedmilkproducts “seeds” the intestines with lacticacid bacteria, decreasing the intestinal pH and suppressing the growth of

harmful bacteria. Metchnikoff’s theory was that ageing is caused by putrefactive microbes that produce toxic substances in the intestine. These compounds areresponsibleforwhathecalled“intestinal auto-intoxication”, which cause the physical changes associated with old age. Scientists maintain that B. lactis bulgaricus (hence the name Bulgarianyoghurt)changestheintestinalflora,whichlimitsauto-intoxicationand the subsequent development of degenerative diseases.

Lactobacillus Bulgaricus is widely used to sour milk (producing yogurt) and often given as a digestive remedy. It can also be taken in tablet form, although eating yoghurt is more effective. Amasi in Zulu and “maas” in Afrikaans, is a fermented milk product that tastes a lot like yoghurt. It is consumed widely in South Africa. Traditionallyitismadefromunpasteurised milk which is left in a calabash until it ferments. Nowadays it is made with a culture and sold in supermarkets. Amasi contains a large amount of lactic acid bacteria which is a very effective probiotic and may even kill E. coli bacteria. Ourforefathersdidn’thavefridges, deep freezes, supermarkets of canned foods, so they had to find other ways to preserve their food. The most effective way to prevent food from spoiling was through fermentation. Because of modern developments, fermentation is no longer the only way of preserving food, with the result that we are no longer reaping the health benefits of eating fermented foods to the same extent as our forefathers. In 2003, however, American Sandor Katz published a book “Wild Fermentation”, which Newsweek called “the fermenting bible”. In the book he

KWADUKUZA MUNICIPALITY LAND USE MANAGEMENT PROCESS MN: 25/2015 1.0

INTRODUCTION

The Municipality uses a Town Planning Scheme to regulate land use of properties and as part of the new order of legislation (e.g. Spatial Planning and Land Use Management Act, 2013 (Act No. 16 of 2013) and Planning and Development Act, 2000 (Act No. 6 of 2008)); this was improved and is now known as a Land Use Management System. The Municipality has been engaging in a process of rationalising its land use management system by reviewing its town planning schemes and consolidating same into one document for the whole of the municipality in order to align to this new order legislation. The process also includes extending the scheme into areas that are not under the provisions of a town planning scheme. The draft Town planning scheme referred to as Land Use Management Document together with a Scheme map has been finalised and is ready for public input. In the above regard, a document outlining the process that has been followed and tasks that have been undertaken can be sourced in the Municipal Website for information. However, formal meetings in the form of public meetings and focused stakeholder group meetings will be held during the month of January and February 2015 wherein all the relevant role-players will be given an opportunity to provide their input - formal communication in relation to this will be issued in January 2015. This notice serves to sensitise the community of KwaDukuza about the pending public consultation process as well as to provide summary information on the LAND USE MANAGEMENT PROCESS. 2.0

BACKGROUND

Land and development in Kwadukuza had been managed via nine Town Planning Schemes (TPS) and the General Plan of Groutville. The nine Town Planning Schemes are:• Umhlali • Zimbali • Stanger (Kwadukuza) • Shaka’s Kraal • Prince’s Grant • Nkwazi • Ballito • Blythedale Beach • Tinley Manor The nine Town Planning Schemes, with the exception of Zimbali, are fairly similar to each other in that they follow the format of the original Provincial model Town Planning Scheme system. Over time, each of the Schemes have evolved, and several variations emerged. It is also important to note that the existing Town Planning Schemes (TPS) only covered the built up areas of the previous municipalities before amalgamation. Consequently it is also clear that the majority of the municipal area was not covered by a Town Planning Scheme. In addition a small portion of the municipality, located in the north-west border with Ndwedwe is communally owned and administered by a Traditional Council. Aside from some three types of State Owned Facilities e. g. education, health and social welfare sites, there are no cadastral parcels in this area. It is a requirement that Kwadukuza Municipality prepare a single consolidated Town Planning Scheme for the entire municipal area i.e. a “wall-to-wall” Scheme. 3.0 PREPARING A CONSOLIDATED LAND USE MANAGEMENT SYSTEM (LUMS) SCHEME The approach taken to construct a single / consolidated Scheme across the entire Municipal area comprises: • “Consolidating” the 9 existing TPSs into a single Scheme; • Taking into account recent developments such as approved DFAs • Planning for the future by extending and adding new zoned areas • Extending the Scheme for the balance of Municipality In order to distinguish the new zones from the existing zones, a new system of names has been introduced, so that Special residential Zones are to be called Residential Only Detached (RODE) zones; multi-unit developments such as

Group Housing and Intermediate Residential zones are to be called Residential Only Medium Density (ROMD) zones; and General Residential zones are to be called Residential Only High density (ROHD) zones. The “Consolidation” process required reducing numerous similar zones to fewer zones. For example, some 20 different Special Residential zones were reduced down to 7 variations of what is to be called Residential Only Detached (RODE) zones. In all cases where the zone details differ slightly from the existing zones, the development rights will not be reduced as all lots will retain “Existing Use Rights” in respect of existing development, as only new development will be subject to the new zoning. In any case the “Consolidation” process involved increasing the “rights” of the larger or higher intensity zoning, rather than reducing rights. 4.0 ADVERTISING, PARTICIPATION, COMMENT AND AMMENDMENTS It is a legal requirement that all Land Use Schemes include a consultation process in terms of which members of the public, key stakeholder groups, commercial and business interests are given an opportunity to comment of the Scheme prior to its adoption. The process includes: • Advertising the intention to adopt the new Scheme and giving rate payers an opportunity to view the document; • Holding a series of public meetings to explain the nature of the new Scheme; • Giving people an opportunity to make comment, object and/or raise concerns about the Scheme - this process will give people a period of 28 days to submit their comments from the date of a formal notice being issued; • The Draft Scheme will be amended; • Thereupon the Municipal Council will make a decision to adopt the Scheme; and, • The Scheme is only formally adopted once it has been approved by the Provincial authorities. 5.0

A proposal to cut to zero the current maximum alcohol level of 0.05g/100 ml of blood was published earlier in January in the Government Gazette. ARREL Shanmagum clinched the Paddy Padayachee and family-sponsored KwaDukuza Darts Association singles darts title after ousting Charlie Pillay in straight sets (2-0) at the North Coast Tavern in KwaDukuza on Wednesday night. Shanmagum had to dig deep into his reserves to hold off a late challenge by Jodie Naidoo, who notched up a brilliant score of 180 (three triple 20s) in the quarter-final before winning 2-0 to book his place in the semi-finals. Nine Pillay, who has been battling to regain his form of 2014, slumped to a humiliating 2-0 defeat at the hands of Terrence Subban in the quarter-final. Subban stunned Shanmagum winning the first set of the semi-finals comfortably.

City, who lost to Tigers (2-1) a fortnight ago arrived at the Recreation Ground on Saturday determined to get back on the winning after a week of intensive training. City broke the deadlock in the 10th minute after Khanyisa Zulu latched onto a cross from Msa Ntuli and hammered the ball into the roof of the net, giving the Young Nation goalkeeper no chance. KDAC athletes keep club flag flying high WEEKLY REPORTER KWADUKUZA Athletic Club (KDAC) athletes kept the club’s flag flying high at the Maritzburg Postnet Narathon held in Pietermaritzburg on Sunday. KDAC president, Danny Sewmungal led by example, spearheading the club’s campaign in Pietermaritzburg. He finished the gruelling 42,2km race in a respectable time of 4:40. Other KDAC athletes to finish the 42,2 km race were Jay Ramnath (4:42), Jaibalan Soobramoney(4:43),ThulaniZungu(4:54),Leon Moodliar (4:56), Yathin Narothum (4:59), Pradheev Dhora (4:59), Dippy Moodley (5:01) and Chander “Zoo” Gungadeen (5:15). The Proteas have won 24 of their last 36 ODIs and have never lost to India in any of the previous World Cup meetings, thus went into Sunday’s clash as overwhelming favourites. Take nothing away from a brilliant Indian performance, the Proteas chasing what would have been a record score to win at the MCG. “The Proteas need to put this game behind them and regroup before their next match against the West Indies on Friday. Imran Tahir bowled relatively well against the Indian batsmen who are known as good players of spin and I expect much more from him. “We need a tighter and disciplined performance from our bowlers going into our next match. Y first impression of the Stanger Weekly was wow! that's a big a paper with tons of inserts falling out as I picked it up. After reading it I distinguished that this paper represents a closeknit and proud community. At that time I was the editor of a differ ent community newspaper, although also intheMedia24stable,andIhadtheoppor tunity of chatting to the former managing editor of the Stanger Weekly, Haroon Mohammedy, about developments with this product.

I always enjoyed our chats as he had been involved with the paper since its in ception and his passion for his community always came through in our conversations. He described the early days of working with the Weekly team sending the paper topressthe“oldfashioned”way,thehours spentputtingthepublicationtogetherand the many laughs shared with clients and readers. When I was growing up in Stanger and I had decided to study journalism, I always

imagined that I would one day be able to work for a newspaper like the Stanger Weekly. So, joining the editorial team was literally a dream come true. My first job at the Stanger Weekly was junior subeditor and over the years I worked my way up the ranks from junior to senior reporter. I still remember the excitement I felt at seeing my first byline on the front page. It was one of my greatest accomplish ments as a young reporter. I was privileged to work under the lead ership of seasoned editor from whom I learned invaluable skills and received much support. I enjoyed working with a re sourceful editorial team including a num ber of experienced and accomplished re porters such as Tahera Mather, Thokozani Gumede and Mervyn Krishna. In addition, I was greatly inspired and received much supportandencouragementfromourcopy editor and manager, Haroon Mohammedy who taught me the value of always aiming for a level of professional excellence by leading by example. Another of the many opportunities I had while I worked at the Weekly, was to assist and mentor junior reporters who joined our team when I was serving as a senior reporter and subeditor. It was very uplifting to pay it forward and help others who were in the same position as I was

when I first started my career. It was also a pleasure working with the various social, religious, sporting and edu cational organisations in Stanger and sur rounding areas. I am very grateful to have shared a positive and cooperative work ing relationship with the community I served. I am also especially thankful to In spector Michael Harris who served as SAPS media liaison during my time at the Week ly. His unwavering commitment to his pro fession was very apparent and he always went the extra mile to help our reporters. I left the Stanger Weekly in May 2004 and I have had different jobs in different countries since then. However, I always fondly remember my first job at the Stang er Weekly where I forged lifelong friend ships, learned skills that still serve me to this day and always experienced the sense of accomplishment each time we pub lished each new edition of our newspaper, knowing all the hard work, and more espe cially the team work I had played a part in, had gone into making this possible. I wish to extend my congratulations to the Stanger Weekly on this milestone of its 25th anniversary. I am truly honoured to have been part of this great establishment which continues to grow and prosper and maintain its commitment to being the voice and mirror of the community it has served so well for 25 years.
