housands of Etete community members will benefit from an accelerated human settlements project worth R100 million. The Etete area has been plagued by violent service delivery protests in recent weeks, with residents demanding housing. Provincial government has vowed to accelerate the construction of 1 500 homes in the area. This comes after a visit to the community last week by KwaDukuza municipality officials as well as KwaZulu-Natal MEC for public works and human settlement Ravi Pillay. Themassiverollout follows a bold undertaking by Pillay on Tuesday when he promised to accelerate land expropriation processes, which he said were preventing the development from progressing. The KZN MEC for Corporate Governance and Traditional Affairs Nomusa Dube has signed the last expropriation papers of nine outstanding sites out of 30 that were earmarked for development. The service delivery protest in the area last week led to the blocking of the provincial road, the R102 and railway lines - with people vandalising government facilities and de-

manding decent housing, infrastructure and sanitation. Government research into the root cause of the unrest found that there was poor communication between residents and the municipality. The community was apparently not receiving efficient feedback about the housing developments which were administratively at their final stage. At a conference called by the ANC Greater KwaDukuza regional executive committee to provide clarity on the matter last Thursday, secretary Muzi Sithole said the project was already in the pipeline. “This project was not a result of the protests, it was already planned for roll out. The only problem was the outstanding land expropriation which delayed the project significantly. “We want people to know that while we understand their frustrations and the reasons behind their protests, violence will get nothing done. We need to communicate properly like the civil society we are.” He added that residents who have thecapacitytodrawout suchprotests should use their ability to march against social ills and speak out as vocally about it. been corrected and unrest is now a thing of the past. Pillay, with mayor Ricardo Mthembu, has since deployed a steering committee which will report on government developments in the area. It is expected to report back to the community about the latest project developments. “The community has been waiting for this project for too long. While, we deplore and condemn unlawful protests, aggressive disruptions can never be a solution to our problems. We have however come to terms with such frustrations and we concede to the fact that we have not put a functional communication platform in place,” Mthembu said. “It must also be noted that this community has enjoyed housing delivery since 1994,” he said. “The current project is on phase 4 of development and three other phases have already been completed,” Mthembu added. He said the development will be rolled out amongst various projects which will include electricity infills, roads and other projects which were earmarked in the Integrated Development Plan. Other projects in the pipeline are the Etete Bus Route with contractors expected to be on site by 26 August.

Drug dealer bust in Highridge JYOTHI LALDAS AN unsuspecting drug dealer was arrested on Friday after what police have described as a lengthy undercover operation. The arrest came thanks to the KwaDukuzaClustertaskteam,headed by cluster commander Brigadier Derek Captain-Hastibeer, and the National Intervention Unit. Saib Ali, a Nigerian national, ap-

peared in the KwaDukuza Magistrate's Court on Monday and was granted bail. Ali was charged for three counts of dealing in cocaine. He was arrested at a rented house in Ebrahim Drive, Highridge. According to Captain-Hastibeer, the undercover agents were buying drugs from Ali for some time, and had compiled video evidence leading to the arrests.

“Our team waited for the suspect for two hours before making the arrests. As always we were able to compile sufficient evidence before embarking on the take down,” said Captain-Hastibeer. “We want criminals to know that we are still clamping down on drug dealers and we will not stop until we eradicate drug dealing in the community.” To report drug activities, contact KwaDukuza police on 032 551 8200.

XCELLENT detective work by the KwaDukuza Family Violence,Child Protection and SexualOffences Unit(FCS),led to two convicted rapists being jailed for life and 45 years for two separate incidents. Ntshawini resident, Nhlanhla Dlamini (19) was jailed for life at the KwaDukuza Regional Court on Monday last week. The court heard how the 10-yearold victim was on her way to one of the homesteads with her friend on instruction from her mother, when the man called them to his home for a drink. While they were there the suspect poured alcohol into the victim’s drink and forced her to finish it. Her friend managed to escape. Dlamini told the victim to undress and lie down. When she refused he assaulted her. He forcefully grabbed her, took her to the nearby bushes and raped her repeatedly. He received a life sentence as DNA evidence positively linked him to the rape. In another case on Tuesday last

week, MfanafuthiSthembisoNtombela (22) was sentenced to 45 years’ imprisonment for three counts of rape. Ntombela was found guilty on count one for raping a 10-year-old girl on 8 May 2009. The court heard how Ntombela threatened her with a knife and dragged her into the bushes where he raped her. The second incident took place on 27 May 2009 where Ntombela threatened his victim and pulled her into the bushes and raped her. The victim sustained injuries on her face and chest. The third incident took place on 17 December 2012. A 28-year-old victim was on her way home when Ntombela forced her into the bushes where he stripped her of her clothes and raped her. He was sentenced to 25 years’ imprisonment and 10 years on each count. The incidents were reported to the police and cases of rape were investigated by KwaDukuza SAPS. Through investigations by the KwaDukuza FCS Unit the suspects were traced and arrested. KwaDukuza cluster commander,

In an unrelated incident, KwaZuluNatal Department of Social Development minister, Weziwe Thusi condemned the rape of two women in Groutville. According to provincial SAPS spokesperson, Captain Thulani Zwane, last week a man was killed while his daughter and granddaughter were raped. The man was apparently trying to help the women when he was killed. Thusi said it was shocking that the incidents happened as the country celebrated women. “These attacks undermine our efforts to raise awareness about women's rights and human rights in general,” she said in a statement. Thusi urged police to leave no stone unturned and to ensure the perpetrators were arrested and jailed.

Double murder linked to taxi feud COMMUNITY Safety MEC Willies Mchunu has condemned the brutal killing of two men in Maphululo last week. Police are reluctant to speculate on the motive for the killings of Bhande Joseph Khumalo (71) and Hlehla Sibiya (61). However, Mchunu has linked the deaths to a long-running taxi feud between two families in eMatheni village. KZN SAPS spokesman Colonel Vincent Mdunge said the two were attacked by unknown armed assailants. He said that police were now monitoring the situation. Mchunu said he was disturbed at the conflict and killings in the area, despite several attempts to broker lasting peace. He appealed to the parties involved to use the peace initiatives to resolve the conflict without further bloodshed. It was alleged that the conflict, initially involving the Sibiya and Buthelezi families who operate taxi businesses in the area, had engulfed the village of eMatheni, with residents being forced to choose sides between the two feuding families. The taxi violence task team is investigating the incident.

Man shot in front of wife Manhunt launched for callous killers MERVYN KRISHNA

WADUKUZA police have launched a manhunt for three suspects from the Groutville area who shot and killed a 72-year-old man last week Monday. Bonga Johannes Ndbane Mbonambi was shot in the chest and died instantly during a burglary in the early hours of the morning at his home in Charlottdale, Groutville in full view of his wife. Two cellphones and R500 cash were stolen from the house. Mbonambi's granddaughter, Nonhle said her grandparents were fast asleep when the robbers broke into their home. “At 2am, three unknown men broke into the house. My grandfather heard a noise and went to investigate. “When the suspects saw him, one of them shot. My grandfather died instantly. The suspects fled with cash and the cellphones,” she said. His daughter Lindiwe said she cannot understand why her father had to die. “How can they kill an old man who cannot

fight back? They should have just taken everything in the house. These are animals who must be caged for life.” She hoped the police would speed up their investigations and arrest the suspects before someone else is killed, she said. KwaDukuza SAPS is investigating the murder and armed robbery. The police are appealing to anyone with information to contact them on 032 551 8220.

Women warned about chain snatchers MERVYN KRISHNA THE public, especially women, are warned once again to be vigilant when visiting the KwaDukuza CBD, as chain snatching is on the increase. Over the past few months, hundreds of cases of chain snatching have been reported to the N-Force Security control cen-

tre. In the latest incident, a Glenhills pensioner, Selvie Athymoolan was walking on King Shaka Street when a unknown man grabbed her chain and fled. According to Athymoolan the chain was of sentimental value as her late husband gave it to her 49-years ago. According to N-Force director

Nitesh Arjun, in most cases the victims cannot provide officers with a description of the suspects as they strike unsuspecting people while their backs are facing them. “By the time the victim turns around, the suspect is already sprinting away and the victim cannot provide a description,” said Arjun.

working together,” she said. “It is initiatives like the vineyards and winery that we need to invest our skills and money into,” Dube added. The project spans three farms in Maphumulo, Ndwedwe and Nyoni near Mandeni. About 10 hectares in total have been planted in the three municipal areas and about 50 jobs created thus far. Farm owners and beneficiaries Sipho Gumede, Ephraim Nxumalo and Philisiwe Ngcobo say they are thrilled to see their hard work finally showing results. “We are very happy to be part of such an innovative initiative,” said Gumede. They say they are positive about the future ofthevineyardenterprise,butwouldverylikely need more money to expand. The wine itself is named ‘Seventeen Eighty Seven’ for the year of King Shaka’s birth. It is harvested from a Villard Blanc vine, but is currently simply called a white wine due to an in-depth legal process to assume the full name. It is described on the bottle as a ‘dry, easy-drinking wine which can be paired with salads or fish’. Project viticulturalist Daniel Mörkl said 8 000 bottles have just been produced. The winery has the capacity to produce 120 000 bottles per season. Mörkl, who studied the art of wine-making in Stellenbosch and who has worked on various Cape wine farms, said although it is a challenge to grow grapes in KwaZulu-Natal, it is not impossible. “The main difference and challenge is the summer rain here versus the winter rain in the Cape. There are more diseases that come with summer rain, so we have to be spot on with our spraying and care of the vines,” said Mörkl. Singh congratulated the school for previously producing pupils who were acceptedintotheOprahWinfreyAcademy. He said education uplifted the country from poverty. However, Singh said good infrastructure on its own cannot fight the scourge of poverty, underdevelopment and unemployment. He went on to say that dedicated people were needed and therefore urged the teachers to help. Trustee, Vivien Reddy said the trust supports schools around KZN as education was close to their hearts. Reddy added that they had to invest in the future generation to save the country. He said the he was glad that the institution survived over the years even though they had limited resources. The Trust has supported more than 15 schools and Early Childhood Development Centres around KwaDukuza this year.

SIZANI Primary School’s principal was left ‘speechless’ after receiving a cheque of over half a million rand from the Afrisun Community Development Trust on Thursday. Ntombenhle July said the donation left her without words. She urgedAfrisunto continue to sponsor other schools that are as needy. She said she was going to use the money to refurbish classes so that learning can be done in a fresh environment. “I cannot express my gratitude. I am very thankful to Afrisun for their donation,” she said. KZN Department of Education representative, Devan Singh pointed out that there was a huge demand for infrastructure and said there was a lot to do in order to reduce backlogs. “The salvation of poverty lies in us educating our children. Their future rests in the quality of their education,” he said.

HIRTY eight students received certificates after completing a three month course in order to work on the Lower Tugela Bulk Water Project. Thecertificateswereawarded atUmfolozi College Chief Albert Luthuli campus on Wednesday last week. The students, many of whom come from disadvantaged backgrounds, were selected from various wards in KwaDukuza by their ward councillors. Speaking at the project’s certification and induction ceremony, iLembe deputy mayor Dolly Shandu commended the participantson completing the course, even though they were each faced with ‘difficult circumstances’. She said it was not easy to initiate the project and encouraged the students to continue with their studies. “It is only the beginning. You will stand up against those who rape

She said the project is divided intotwophases as there were 39other students who would embark on a six month project. She went on to say that the students should protect government resources. Addressing the students, KwaDukuza mayor, Ricardo Mthembu said young people should be given the opportunity to be part of transformation that takes place at their municipality. He pointed out that many people in rural areas were in need of such opportunities.

“Economic freedom will not fall from the moon. You need to grab these opportunities with both hands. It is up to you to effectively utilise the opportunities you receive.” Umfolozi principal Sam Zungu said the country faces a big challenge in unemployment as there were about three to four million unemployed people between the ages of 24 and 35. He said he is happy however, to be celebrating the achievement of young people. Furthermore, he said the iLembe District Municipality responded positively to the problem where many young people drop out of school because of financial issues. Hesaidmanyothers are unemployed even though they have qualifications. “This will not be the end.” “We want to see you being involved in the project and being exemplary to the 39 new students,” said Zungu.

Women are strength THERE have been many celebrations of women in KwaDukuza over the past week and they are expected to continue throughout August. Realistically, Women's Month means different things to different people. Some see it as a mere public holiday, while others delve into the complexities of our country's history and shed light on the remarkable achievements made by past women. Whatever your reason to commemorate the month, one fact remains clear – women play an integral part in our society’s growth. We all come from a women and are at some stage nurtured and cared for by one.

Perhaps we should take this time to reflect on the social impact on the majority of women. Do we respect them, protect them, care about their well being? Undoubtedly, these are difficult questions in a South African context. Violence against women and children is as usual, on the rise. Even with a ministry dedicated to this, government intervention seems to have achieved little progress. We must all take responsibility for the mothers and sisters in our communities and ensure no harm comes to them. To underestimate the value and strength of a woman is to tread down the path of foolishness.

KWADUKUZA MUNICIPALITY NOTICE OF EXPROPRIATION Issued by the Kwa-Dukuza Municipality (hereinafter referred to as “the Municipality”) in terms of the Housing Act No. 107 of 1997, as amended (hereinafter referred to as “the Housing Act”) and the Expropriation Act, No. 63 of 1975, as amended (hereinafter referred to as “the Expropriation Act”). Duties of owner of property expropriated or which is to be used by (the Municipality). – (1) An owner whose property has been expropriated in terms of this Act, shall, within sixty days from the date of notice…., deliver or cause to be delivered to the (Municipality) a written statement indicating(a) if any compensation was in the notice of expropriation offered for such property, whether or not he accepts the compensation and, if he does not accept it, the amount claimed by him as compensation and how much of that amount represents each of the respective amounts contemplated in section 12(1)(a)(i) and (ii) or (b) and full particulars as to how such amounts are made up; (b) if no such compensation was so offered, the amount claimed as compensation by him and how much of the amount represents each of the respective amounts contemplated in section 12(1)(a)(i) and (ii) or (b) and full particulars as to how such amounts are made up; (c) if the property expropriated is land and any amount is claimed in terms of paragraph (a) or (b), full particulars of all improvements thereon which, in the opinion of the owner, affect the values of such land; (d) if the property being expropriated is land(i) which prior to the date of notice was leased as a whole or in part by unregistered lease, the name and writing or full particulars of the lease, the name and address of the lessee, and accompanied by the lease or a certified copy hereof, if it is not in writing:

(ii) which, prior to the date of notice, was sold by the owner, the name and address of the buyer, and accompanied by the contract of purchase ad sale or a certified copy thereof. (ii) on which building has been erected which is subject to a builder’s lien by virtue of a written building contract, the name and address of the builder, and accompanied by the building contract or a certified copy thereof. (e) the address to or at which the owner desires that further documents in connection with the expropriation may be posted or delivered or tendered. Provided that the (Municipality) may at (its)discretion extend the said period of sixty days, and that, if the owner requests the (Municipality) in writing within thirty days as from the date of notice to extend the said period of sixty days, the (Municipality) shall extend such period by a further sixty days.” “12. Basis on which compensation is to be determined(1) ……………. (2) ……………. (3) (a) Interest at the standard interest rate determined in terms of Section 28(1) of the Exchequer and Audit Act, 1975 (Act No. 56 of 1975), shall, subject to the provisions of subsection (4), be payable from the date on which the Municipality takes possession of the property in question in terms of Section 8(3) or (5) on any outstanding portion of the amount of compensation payable in accordance with subsection (1): Provided that – (i) …………. (ii) If the owner fails to comply with the provisions of Section 9(1) within the appropriate period referred to in the said section, the amount so

payable shall during the period of such failure and for the purpose of the payment of interest be deemed not to be an outstanding amount. (4) If the owner of property which has been expropriated occupies or utilized or any portion thereof, no interest shall, in respect of the period during which he so occupies or utilizes it, be paid in terms if subsection (3) on so much of the outstanding amount as, in the opinion of the (Municipality), relates to the property so occupied or utilized.” “13. Payment of compensation in respect of rights of unregistered leases in respect of property expropriated – (3) If the owner of expropriated property fails to comply with a the provisions of Section 9(1) (d)(1) and the (Municipality) did not prior to the payment of any compensation money to the owner become aware of the existence of the lease in respect of such property the (Municipality) shall not be obliged to pay compensation to the lessee concerned in respect of the termination of his rights, but such owner shall be liable to any such lessee for damages sustained by him in consequence of the termination of his rights.” 6. Grove End, who were undefeated throughout the third round of the competitive league came into the game as odds-on favourites to clinch the inaugural EZE’s Electrical KO Cup. Syd Kisten’s KSST charges arrived at the courts like hungry lions and virtually devoured everything in front of them. The reigning league champions

were in total control right from the start and sealed a comfortable 25-18; 25-17 win to book their place in the final. Randsons scraped to a tenacious 25-21 win against Warriors Sport in the first set, but dominated proceedings in the second set with a fluent 2516 win to secure their place in the final. Warriors Sport and Grove End will lock horns tomorrow (Thursday) at 7pm in the third/fourth place playoffs with KSST and Randsons contesting the final at 8pm.
