EMPLOYEES ARRESTED >> Locals feel long arm of the law after allegedly accepting R2 million in kickbacks MERVYN KRISHNA TWO senior government officials have been arrested for allegedly receiving more than R2 million in kickbacks from road repair contractors.

The arrests are the result of an 18-month investigation by the KwaZulu-Natal police anti-corruption task team comprising the Hawks, Special Investigations Unit and Assets Forfeiture Unit.

Sukla Pooran Maharaj, based at the provincial transport department offices in KwaDukuza, is alleged to be part of the racket.

He was arrested while holidaying at the Wild Coast and appeared at the KwaDukuza Magistrate’s Court on 19 December. He was granted bail of R10 000 before the matter was adjourned to a later date.

Maharaj is alleged to have received more than R300 000 in bribes from the company owners, a Durban couple, for ensuring they received the bulk of the contracts.

A second senior employee, Simphiwe Majola, a regional manag-

er in the KZN Department of Transport, appeared in the Durban Commercial Crime Court on Wednesday.

He has indicated to the court that he intends pleading not guilty to multiple counts of corruption, fraud and money laundering.

The two cases - and those of others that will be opened when “many more” arrests follow - are expected to be joined for trial next year.

Majola - who was in charge of awarding short-term road repair and maintenance contracts to various companies on the provincial database - is alleged to have bypassed internal procurement procedure controls that are meant to spread the contracts to various small contractors, and awarded the bulk of the work to the company owned by the Durban couple.

The couple, who are believed to be in Johannesburg, have apparently arranged to hand themselves to police.

Contractors had won tenders of more than R300 million. The contracts awarded were for the hire of

They were also part of provincial government’s plan to empower emerging civil contractors.

Police are also probing R200 million worth of contracts awarded to two other companies linked to the businessman.

The investigation, led by Captain Fana Khawula, uncovered that between 2007 and last year the businessman allegedly: * Bought Majola a top-of-therange Mercedes-Benz C280 worth more than R430 000. * Installed a pool at his Ashburton home in Pietermaritzburg for R83 072. * Paid a R1.5 million deposit for Majola to buy a dairy farm in Port Shepstone, and * Paid R146 308 in architect’s fees for renovations to his home.

The renovations to the home did not go ahead because Majola’s neighbours’ objected.

During his bail application, Majola said he had been employed by the Department of Transport since 1994

In several incidents, a highly placed source said, the businessman charged the department for use of an earth-moving machine in Port Shepstone and Stanger for the same day, which resulted in payments exceeding R1.7m. “This is just the tip of the iceberg,” a police source said.

“We plan to arrest many more people for this. We expect at least 20 arrests.”

According to a forensic report commissioned by the Department of Treasury, the employee reported the matter to the Special Investigations Unit. Police allege that in2007,acompanyownedbythecouple had purchased the MercedesBenz from a dealership in uMhlanga and had given it to Majola in 2008.

Thevehiclewaspaidoffinthreeinstalments – R5 000, R300 000 and R125 650 – between August and December 2007.

According to the State’s charge

“He was driving a silver Audi Q3 and was caught driving at 182km in a 120 km zone,” said road traffic inspectorate spokesperson Zinhle Mngomezulu.

She said Moatshe was with a few friends from Swaziland at the time. The musician was granted a R2 500 bail at the Umhlali Magistrate's Court.

Matrics’ wait finally over >> Ndwedwe matric pupil achieves top results against all odds MERVYN KRISHNA/JYOTHI LALDAS A PUPIL from the rural Ndwedwe school, Lihlithemba Technical High School, has made the province proud by being placed second among the national top achievers in the quintal 3 school category.

Qiniso Ngiba (17) was among the outstanding pupils mentioned when basic education minister Angie Motshekga delivered the matric results in Johannesburg on Tuesday.

“I was very happy; I felt like jumping; flying over the world and thanking the Lord for that. I am going to study chemical engineering, proba-

bly at UKZN or Wits,” said Ngiba.

Ngiba lost both his parents when he was in grade one and was raised by his 65-year-old grandmother Dombi Ngiba, who accompanied him to Johannesburg.

“It was a very difficult time for everyone, I had to raise them, clothe them and accommodate them, but by God’s grace we did it.”said Dombi.

Ngiba scored distinctions in English, Afrikaans, mathematics, life orientation, physical science, life sciences and business economics.

Another pupil from the rural Doringkop school, Banguni Secondary, has made her school and village proud after she scored seven As and

was placed in the top five pupils in the iLembe District.

“What I am happiest about is the number of admission to bachelors

S partygoers were ringing in the New Year across KwaDukuza, a Shakaskraal mom was giving birth to a bouncing baby boy at the Stanger Hospital.

Proud mom Nompumele Khumalo deliveredthelastbabyof2013beforeGroutville mom Ayanda Mzelemu gave birth to the first baby of 2014 at the hospital.

Baby Siqiseko, which means “for

true”, was born shortly before midnight, weighing in at 3.2kg.

Baby Siyamthande waited until the new year, arriving 25 seconds after midnight at 3.5kg.

Khumalo joked: “I’m so relieved that I got my belly out of the way and I’m back to normal now.”

She added both babies were getting all the attention.

“They were the last and the first of the years 2013 and 2014.”

Mzelewu, who also has a boy, says the newborn is healthy and doing well and she is happy to be “back to normal”.

Meanwhile, baby Sasha Elizabeth Logan was born at Alberlito Hospital in Ballito at 12.06pm on New Year's day to proud parents Alena and James.

Sasha's parents work on cruise ships in the USA and Alena is from the country of Belarus.

They were married in the Cayman Islands in January 2013.

MERVYN KRISHNA N-FORCE Security officers arrested a wantedcatburglaronFriday,December 27, accused of stealing thousands of rands worth of valuable items from

N-Force nabs “master-thief” residents in the Townview area.

For months, jewellery, cellphones, cash and other expensive items have disappeared from homes.

According to N-Force director Nitesh Arjun in nearly every instance there were virtually no clues, and the suspect, Gideon Masinga, would often cover his tracks.

“The burglar was adept at sneaking past sleeping dogs and disabling alarm systems,” said Arjun.

“We have been tracing the suspect for a while after several complains.

The suspect is a master thief, he is known to break into houses without tripping alarms or waking guard dogs,” said Arjun.

He added the suspect was arrested afterThenusBotha,whosehousewas brokenintoaweekbefore,noticedthe suspect fleeing his neighbour's house with a bag full of items.

“My officers and I got to the scene and searched the area. We found him hiding near the Stanger High School.” . “When he noticed our patrol vehicle,

he abandoned the bag and fled into the nearby bushes.

“However, we brought in our sniffer dog, a German Shepard. It did not take to long, before the suspect was arrested and handed over to the KwaDukuza SAPS.” Masinga was charged for housebreaking.

MERVYN KRISHNA WELL known pastor, community servant, and an advocate for the people of KwaDukuza Vijam Moses Daniel died after suffering a heart attack in the early hours of Sunday morning.

Daniel, who would have celebrated his birthday on 11 January, was born in 1961 to Mr and Mrs Kodamala Daniel in the North Coast.

He grew up in Lot 14 in KwaDukuza on the Bethel Farm and schooled at Stanger Primary, Empangeni Primary and Clare Estate Secondary Schools.

He was a keen athlete and soccer player, earning his Natal colours in the 1980s.

He later worked at Umfolozi Sugar in Mtubatuba, FNB in Hluhluwe and FNB KwaDukuza.

He later acknowledged Gods call to fulltimeserviceandstudiedattheCape Town Baptist Theological College.

Daniel graduated with distinctions in theology and was chosen student of the year.

He pastored the Jehovah Shalom Baptist Church and later initiated the Bethel Community Church on 1 Sep-

TOTAL of 260 drivers - including a police constable whose blood alcohol level was nearly double the legal limit - were arrested by the KwaDukuza SAPS, traffic department and crime prevention unit since mid-November 2013 - all linked to drinking and driving.

In a series of roadblocks and operations at Zinkwazi, KwaDukuza and Ballito, they arrested 196 offenders and issued several fines.

At a roadblock on New Year’s Eve near the Blythedale Beach flyover, officers arrested 16 suspects for driving under the influence of alcohol and issued 29 fines for other offences.

At the same roadblock, officers arrested a police constable who had a breathalyser reading of 0.54mg of alcohol per 1000ml of blood.

Traffic officers arrested another 12 people for driving under the influence of alcohol at a roadblock in Ballito where 36 fines for other offences were also issued.

On New Year’s Day, another eight were arrested for driving under the influence of alcohol in the Zinkwazi area.

KwaDukuza municipal assistant director Johnny Moodley said five drivers were arrested at a roadblock near the Stanger Hospital and 11 more during patrols in the CBD in KwaDukuza and Ballito areas on Thursday.

“Our festive season plan has been activated from 1 December and we were ready for the influx of visitors to our wonderful town. I would like to appeal to motorists to be patient and tolerant on the road.

Critically low blood stock in KZN THE downside to the festive season is the shortage of blood stocks currently being experienced by the South African National Blood Service (SANBS).

“Our blood stocks are extremely low, in particular Group O blood, the universalbloodgroupthatcanbegiven to anyone in an emergency,” says Sifiso Khoza, spokesman for the east coast region of SANBS. “The national stock level is only on 2.0 days but (more alarmingly) KZN is on 0.7 days. We need five days cover to be in a healthy situation.

“This means that you could be at a risk of losing a loved one who might need a lifesaving blood transfusion or you may yourself need a blood transfusion should there not be adequate blood available,” Khoza said. “Without your donated blood, many patients are

in danger of losing their lives.”

Collections in the country continue to drop drastically during the festive season, resulting in a daily average of about 2.0 day’s blood being available.

This is far less than the five-day stock required to be collected by the SANBS toensurethatthecountry’sdemandfor safe and adequate blood is met.

SANBS needs to collect 3 000 units of blood a day to meet the country’s demand.

This is a plea to all South Africans who meet the minimum requirements tocommittodonatingblood,especially at this very difficult period. This act of kindness can save up to three lives.

Making 2014 count FOR many South Africans, the festive season started on a sad note following the death of Nelson Mandela.

THE Luthuli Museum school holiday programme had a ‘Nelson Mandela’ theme running through it for the weeks of December. One of the activities the children engaged in was to create a banner using paints signed with their hand prints that was hung up across one of the walls of the Intrepretative Centre. Here the children stand to show off their handiwork. The second part of the programme commences this week and runs until the start of the new school term.

A slam dunk for Sanele >> Mthiyane elected Basketball South Africa vice-president WEEKLY REPORTER

ELL known sports administrator Sanele Mthiyane was over the moon after being elected vice-president of Basketball South Africa (BSA) at its annual general meeting.

Mthiyane started playing basketball in Shakaville with a team called Rim Shakers in 1994. The players moved on to different schools in KwaDukuza and at that time basketball was the fastest growing sport in the country. Mthiyane received his first gold medal in 1997 after leading ML Sultan Secondary School to victory against Tshelenkosi in the finals of the Lower Tugela Tonver Games.

After completing secondary school he got involved in the development of basketball. He coached the South African under-19 squad in the Zonal VI Games in 2011. He worked for the Durban High School Basketball Academy before becoming a FIBA Zonal referee. In 2008 he was elected as chairperson of the KwaZulu-Natal Basketball Association.

Mthiyane said: “Our responsibility at Basketball South Africa is to ensure the development of basketball is done throughout the country through provincial associations and our associatesmembers.Weareresponsiblefor

the creation of policies that include talent identification, high performance and clear academy systems.

“BSA is responsible for implementation of programmes that include the South African Coaching Framework. We organise national championships , select and prepare nationalteamstoparticipateininternational competitions”.

Explaining the vision of BSA, Mthiyane said: “We need to restore the hype and participation that was witnessed in the 90’s and ensure that basketball becomes one of the best codes in the country that is able to compete globally.

“We are currently putting together a strategy plan that will ensure mass participation that will in turn alignitselftothecurrentprogrammes done by our stakeholders”.

BSA intends focusing on the provinces as they are the foundation of development.

The Basketball National League, a professional league has been launched and finished its season at the end of last year.

The league will serve as a continuous eliteprogrammethatwillnotonly allow increased participation but further create commercial relationship and investment and also help in the creation of job opportunities.

When questioned about the state of the game at schools, Mthiyane said: “The status of development of school sport is the responsibility of the government and minister Fikile Mbalula’s department has done its best to ensurethegoaltohavealllearnersaccessing sport as a right is achieved.

“Working with the Department of Sport and Recreation and the Department of Education will speed up our plans of developing basketball be-

cause of the maximum number of schools that will participate. This will further assist us in reaching out to more previously disadvantaged communities”.

HesaidBSAisworkingondeveloping a clear club system framework that will ensure that when children finish school they will be able to find a club in their community that will be playing in the local or district league.

Adding to his experience, last year Mthiyane went to Germany on a sporting assignment. The programmewaspartofanagreementbetween the German governmental organisation Deutsche Gesellschaft fur Internationale Zusammenarbeit (GIZ) and the Department of Sport and Recreation, whereby a group of young people and managers visited Germany to learn about how sport is organised and practiced there.

Mthiyane also serves as the general secretary of the KwaZulu-Natal Sports Confederation.

His message to the youth: “Young people are the nuclei of the future of this country, the engine of all sectors ofoursociety,andarethepillarsofour economic transformation.

“Young people are important in driving the progressive programmess of transforming, growing and developing this country. We shall continue using sport to fight social ills such as drug abuse which is a challenge faced by young people.”

“I therefore urge all the youth particularly the Mandela Generation to go out in their numbers to register as a voter on 8 and 9 February.”
