2016 the property angle outlook by JAMES LEWIS Fiscal prudence, good governance, effective control measures and social responsibility is much needed for South Africa (SA) in 2016. Our Treasury’s musical chairs in December 2015 simply fuelled further lack of confidence and drove instability in our already ailing economy. This should be a time when SA is gaining on the back of a low oil price. Yet we see poor GDP performance with our manufacturing sector failing to capitalise on export opportunities and China’s market turmoil (as at print Jan 2016) creating further pressure on our emerging economy. In general the residential property market outlook for 2016 will be primarily dependent on the buyer’s budget. We agree with FNB who advises “home affordability” to be the driving factor in 2016. We expect to see continued demand for smaller erven as home owners try to contain home costs like municipal rates and utilities. In the luxury residential property market we expect lifestyle and the attraction of a weak currency to draw further foreign buyers. Llandudno, in particular, saw property sales grow by a staggering 50% year on year - close to ¼ billion rand in property sales for 2015 (Propstats) - remarkable given that Llandudno only has 315 homes (Lightstone). Equally good news is that the number of transfers registered (property sales) in 2014 and 2015 equalled that of 2006 and 2007 when the property market was exceptionally buoyant. We expect Llandudno will continue to see good sales performance in 2016.

John Loots (FNB) reports for 2016, conservative household spending approach could see strengthening in demand for rental properties, driving rental inflation slightly stronger while house price growth falls slightly slower. The Western Cape (WC) will continue to be the outstanding province as shown in our Matriculation Results of 2015! In particular our Finance, Real-estate and Business services sector, which is the Western Cape’s largest economic contributor at 28%, employing over 400 000 persons or 18.4%, is expected to show positive growth momentum. WC Real-estate continues to outperform the rest of the country with 2016 WC House Price Growth is expected at 7.5% - 8% whereas National House Price Growth is expected at 5.5% - 5.8%. Energy efficiency will remain a focus in our residential market with the 2015 power tariff increases driving this need to seek alternative cost effective energy sources. A seller offering an energy efficient home is an attraction for buyers. The foreseeable gradual interest rate hikes in 2016 due to inflationary pressures, from food price increase (drought driven) and the depreciating rand (driven by a weak local economy and emerging market instability), we expect will impact marginally on house price affordability. SOLID GROUND, STEENBERG’S ESTATE PROPERTY NOW AMONGST THE MOST SOUGHT-AFTER AND VALUABLE The two Steenberg residential estates, located on the original site of the Steenberg wine farm, the oldest of the Constantia Valley that still boasts vineyards and a winery, now rank amongst the most sought-after and valuable real estate in the country. With an entry level price of around R8 million and an average municipal value of just over R12.7 million, the Steenberg Golf Estate now ranks 15th out of some 5868 estates countrywide according to the latest data from Lightstone. Where homes were selling for on average around R9.4 million five years ago, the average is now at just over R11.9 million. This is also 20% higher than the R9.8 million average price for Constantia, say Faith Knight and Nikki Edenborough, Seeff agents for the Constantia area. Recently, homes have changed hands in a range from about R11 million to as much as R22.5 million and R24.5 million, such is the demand and value of real estate here according to the agents. Top end prices now range to about R30 million. The 96ha golf estate occupies one of the most soughtafter locations in the Cape and even in the country. Set against the back slopes of Table Mountain, the views over the Constantia Valley, its vineyards and the surrounding mountains are quite spectacular. This, add the agents, contributes to why buyers are prepared to pay well into the upper millions for a home here. Aside from an 18-hole course, a winery and vineyards, there is also a clubhouse, hotel and restaurants. Luxury homes are also sold with two golf memberships. All of this is topped off with restricted access and excellent security. Although there are just over 200 residential properties in the estate, only about ten properties sell here annually as owners tend to hold on. About half of all homes here have been in the same hands for ten years and longer. About 90% of the homes in the estate are owned by locals and about 10% by the so-called European Swallows. Many but not all owners have a keen interest in golf. James Lewis, Seeff’s managing director for the southern suburbs says that the site of the Steenberg developments comprise some of the most valuable real estate in the country and certainly as the statistics show, values just keep growing year on year.

Buyers really cannot go wrong here. From a buy-to-let perspective for example, the golf estate homes now command monthly rental rates upwards of R50 000. For those who still want the lifestyle, but at a lower price, the new Nieuwe Steenberg development has ticked all the boxes and has consequently become one of the top end developments in the city. Phase one is completely sold out and all but two units in Phase two have also been sold. The village-like Nieuwe Steenberg has also been popular with younger buyers, say the agents. Almost two thirds are under fifty and almost half of that under thirty five. The development will ultimately be home to 30 architectural homes designed in a Cape vernacular style with top quality finishes and trendy interiors. Luxuries include under-floor heating and energy saving features. It has added a trendy and secure lock-up-and-go option to the Steenberg mix, yet more affordable given that prices start at around R9 million including VAT. The homes are designed over two or three levels, with a minimum floor space of 310sqm. The smallest plot is 420sqm. On offer are three bedroom homes, all en-suite, a spacious open-plan lounge and dining room with stacking doors that open to a terrace along with a trendy kitchen with Caeserstone counters and a separate scullery. On the lower basement level is a second/TV lounge with a cloakroom along with a storeroom and large double or triple garage. While somewhat rural in terms of the lifestyle, residents nonetheless have immediate access to top class facilities. These include some of the best schools on offer in the city including Reddam House, the American International School as well as the Waldorf Constantia. The American Consulate is located close to the development. Steenberg Village shopping Centre and the Blue Route malls are close by as are several convenience centres with fine restaurants.

Buying or selling? It is still a good time to be in property, says Seeff While this has been a challenging year economically speaking and the latest interest rate hike no doubt the first of more to come, it has been a good year for the residential property market. In contrast to many sectors that has seen a notable decline, property has proven to be one of the few positive and even upbeat sectors of the economy. The economic challenges notwithstanding, we are still seeing a well-balanced market with the scales on a fairly even keel for both buyers and sellers, perhaps still somewhat tilted in favour of sellers. While volumes and price growth has, understandably so, slowed in view of the further slow-down in the economy this year, we have nonetheless seen average price growth of about 7% against a GDP (gross domestic product) growth of about 1.5%-2%. On the whole, it has been a year of good demand, tight stock levels and relatively quick turnover times for sellers. Well-priced property continues to find eager buyers and good prices and this is something that we anticipate to continue into at least the first half of next year.

While the lower and mid-market sectors continue to pick up excellent activity, top end buyers too have shown their confidence, especially in the Cape property market. Consequently, we have seen a number of excellent sales coming through ranging in price to R111 million for luxury villa in Clifton, sold by Seeff. This year, we have seen the national average house price breach the R1 million mark. Meanwhile, the country’s top ten suburbs now boast an average sales price of around R10 million. Seven of these are located in the Cape and include the top five suburbs of the Atlantic Seaboard along with Sandhurst in Sandton and Westcliff and Dunkeld, also in Johannesburg. All of this is indicative of a rather resilient market. While by no means immune, property has remained somewhat ‘cocooned’ within a rather volatile economic landscape. We talk of a cocoon rather than a bubble and do not see any bubble that may burst right now in the market. Stock levels are still too tight, there is still plenty of buyer demand and average price growth has settled down. Buyers are still seeing the market as offering good value and the weakening of the rand further supports the view that South African property offers excellent value by international standards. The still tight stock levels further sets the tone for this still being a good time for sellers to list their properties. Save for any serious economic disasters, we are expecting it to be business as usual for the market next year and those who need to or want to buy will continue to do so in the ordinary course of business. We are still seeing a good few months ahead for the housing market. Seeff closed the month of October on an all-time record high with R1.4 billion in sales and certainly see this as setting the tone to a good summer sales season.

diyhome EASY UPHOLSTERED HEADBOARD IDEAS If you still haven’t got round to adding that upholstered headboard to your bed, we have put together a collection of what we think are the best upholstered headboard ideas to provide you with some much-needed inspiration to get you started. Plus you will find step-by-step instructions for a basic upholstered headboard with nailhead trim. Making your own upholstered headboard is most definitely not a difficult project. If you have a jigsaw and a staple gun and a few basic hand tools, as well as some fabric and batting, you are ready to get started on making a stylish headboard for your bed.

HOW TO MAKE A BASIC UPHOLSTERED HEADBOARD WITH TRIM This upholstered headboard is super-easy to make. Have a piece of chipboard or plywood cut to the size of your bed, wrap it with batting and canvas and pop in a few tacks to add a decorative nailhead trim.

Add your own personal touch with extra detailing for your nailhead trim. You will find upholstery pins and 1 metre long upholstery pin strips at your local fabric store, and these are handy when wanting a perfect straight edge around an upholstered headboard.

Step one: Wrap the board with a layer of thick batting or double up for extra luxurious padding. Place the board on top your batting and secure the batting to the back of the headboard with a staple gun.

Step two: Place the wrapped board on top of your fabric and staple to the back. Start at the top, stapling to the back and then pull the fabric taut (not too tight) to secure to the back side at the bottom. Repeat this for the sides.

Step three:

ABOVE: Double up the chipboard if you want a thicker headboard.

Use string and a couple of tacks to mark a chalk line for placing the trim around the edge. Double check with a tape measure to ensure that your line is straight.

Step four: Hammer in tacks, following the chalk line for a neat, professional finish.

100 g dark chocolate, chopped 1/3 cup single cream 250 g mascarpone cream 250 g double thick cream 1 tsp vanilla paste or seeds scraped from 1 vanilla pod 4 egg yolks 90 g castor sugar 200 g savoiardi biscuits (lady fingers) 400 ml freshly brewed, hot coffee 125 ml Marsala, Sherry or Kirsch 2 Tbs Amarena cherries, drained 3 egg whites pinch of salt 2 Tbs castor sugar 200 g fresh cherries 1 cup whipping cream cocoa powder for dusting

PREPARATION Melt the chocolate and cream together and stir until smooth and glossy. Set aside to cool. Place the mascarpone, double cream and vanilla paste in a bowl and whisk on a low speed to combine. In a separate bowl, beat the egg yolks and castor sugar together until thick and creamy. It should have doubled in volume. Add 30ml of the Marsala into the whipped yolks. Fold 1/3 of the mascarpone cream into the yolks and mix to combine. Add the remaining cream and fold through gently. In a clean bowl, beat the egg whites, salt and 2 tablespoons castor sugar until fluffy and light. Fold gently into the cream mixture. Pour the coffee and remaining Marsala into a shallow bowl. Dip the biscuits, one at a time, into the coffee and place on the base of your serving bowl. Drop teaspoon amounts of the chocolate ganache over the soaked biscuits and scatter with a couple of Amarena cherries. Spoon over a generous amount of the mascarpone cream. Repeat the process, ending with a final layer of mascarpone cream. Refrigerate for several hours. Just before serving, whip the cream and swirl over the tiramisu. Dust with cocoa and finish with fresh cherries.

PREPARATION Heat the olive oil in a deep sided pan. Season the chicken and brown on both sides. Add the garlic and chilli and cook for a further minute. Add the chopped tomatoes and sugar. Season the tomato sauce with salt and pepper. Cover partially with a lid and let it bubble away quite vigorously for about 10 minutes. In the meanwhile, bring a pot of salted water up to the boil and cook the pasta until al dente. Drain but remember to reserve 1 cup cooking water for later. Fold the baby spinach into the pasta sauce and allow to wilt down. This should take only a minute or two. Empty the drained pasta into the sauce and toss to coat. I always add some of the cooking water to thin the sauce down as the pasta will continue to absorb liquid when mixed into the chicken. Add a generous handful of basil and half of the parmesan cheese. FAD DIETS WHY SHOULD WE AVOID FAD DIETS? Unfortunately many fad diets are based on poor scientific evidence and they may make you unwell. Cutting out whole food groups might make your diet nutritionally unbalanced and lead to poor long term health. For example, removing all carbohydrates from your diet will also remove fibre from your diet which is important for gastrointestinal health. Often fad diets are hard to stick to, so people end up putting the weight back on and begin a cycle of yo-yo dieting which is also bad for your health. You can lose weight without making dramatic changes to your diet and putting your health at risk.

HOW TO SPOT A FAD DIET Not all diets are equal so be wary of misleading weight loss claims and pseudoscience. Watch out for diets that; • Promise that you will lose more than 1 kg of weight a week. Crash diets may make you feel really unwell and unable to function. • Recommend that you eat a certain type of food as they have special fat-burning effects such as the grapefruit diet or because they fit best with your blood group. There is no evidence to support these types of diets. • Encourage the avoidance of a whole food group, such as carbohydrates, dairy products or a staple food such as wheat. Variety and balance are important tenets for good health and key to sticking to a weight loss diet. • Suggest you should substitute foods for large doses of vitamin and mineral supplements. Supplements are expensive and cannot replace the benefits of real food. • Recommend raw food on the basis that our body can digest it better. Everyone likes the idea of a magic bullet but if one was discovered, we would not be facing a global obesity crisis. • Suggest a diet will work for everyone. We are all different and there is no ‘one size fits all’ diet solution. • Are sensationalist. Claims that sound too good to be true, often are. Diets recommended by health care professionals may sound boring but that is because they are obligated by law to only give advice that is based on evidence and cannot make sensationalist claims.

HOW TO LOSE WEIGHT THE HEALTHY WAY Weight gain is a slow process caused by us eating more calories than we burn through normal everyday activities and exercise. To lose weight we need to eat less and exercise more. Losing weight does not happen over night and can be challenging as our bodies are well equipped to defend against starvation. Fad diets may work in the beginning as they impose strict rules on how you eat or force you to rethink what you eat. However, they are hard to stick to for a long time and may adversely affect your health. The only way lose weight healthily for good is to make permanent changes to the way you eat and exercise. Below are some suggestions to guide you on how to change your diet for the better.

Have regular small meals through the day and don’t skip breakfast

This amount of weight loss has been shown to improve your blood pressure, cholesterol and reduce your risk of developing diabetes. Fill half of your plate with vegetables and reduce the carbohydrates to ¼ of your plate. Ensure any carbohydrates you are eating are wholegrains as these contain fibre and keep you fuller for longer. Also aim for 1 portion of lean protein and 1 portion of low fat dairy per meal to ensure you are getting all the nutrients your body need for good health. Remember you can still eat too much of a good thing. Eating healthy is one thing but we still need to keep an eye on those portion sizes.

Regular meals help you stave off hunger and resist those cravings when you tend to reach for unhealthy foods like biscuits and chips. Breakfast is a key meal of the day so please don’t miss it. When we sleep we fast for 8 to12 hours so our blood sugar is low first thing in the morning. This can leave you feeling tired, lethargic and more likely to choose unhealthy foods later in the day. Eating in the morning after a night’s sleep provides much needed glucose to your starved brain and should make you feel happier and more alert. Eating breakfast may also help you control your weight. Eating behaviour can also determine how much you eat. Sit at a table, turn the TV off and try to eat slowly, dragging out your mealtime to 20 minutes. Savouring each mouthful, focusing on what you are eating can help you look out for the signs of satisfaction. Pause in the middle of the meal, think about how the food tastes and what is your current fullness level is. Aim to be satisfied and not full! Get support Eating healthier is much easier if you do it with help. This could be family, friends or even joining a weight loss group. MY FAVOURITE CITY EATERIES Living on the Atlantic Seaboard I am officially termed a ‘townie’. As a result I have the benefit of an array of amazing foodie spots right on my doorstep. We truly are spoilt for choice and there are constantly more and more new exciting eateries opening in and around the city. I love trying different places and am always on the lookout for what’s new, but I also have a number of firm favourites that I go back to time and time again, when I want to be sure of excellent food, wine, service and ambiance. The General Store owned and run by Colette Robert is only in its fourth month of trading but it has already become a firm favourite of mine. I go out of my way to stop there for my morning coffee (Rosetta is what’s on offer and it is delicious). Situated on the bustling Bree Street. The General Store is a enclave of calm. The eatery is tiny – only three tables and some counter space but it’s incredibly welcoming. The décor is light, simple and fresh, there are delicious goodies for sale and well the food is just amazing. It’s is open Monday through Friday from 8am till 6pm and on Saturdays from 8am till 1pm. You can enjoy breakfast or lunch there (if you are lucky enough to get a table) or you can get a takeaway box to take back to your desk or even home

with you in the evenings. The food changes daily but there is always a selection of fish, meat and chicken dishes and then an array of the most beautiful fresh and colourful salad and veg dishes. Think Beef and coriander curry, Meatballs with caramelized onion, Dill poached salmon with a cucumber salad. On my most recent visit I chose (and a choice is always difficult) the bacon and mushroom quiche (which was light crusty and packed with delicious flavours), bright and beautiful roasted veggies, broccoli and cucumber salad with pinenuts and the most unbelievable brown rice salad with bacon, cranberries and pecan nuts. There are also fresh pastries available and a cake of the day. If it’s carrot cake definitely do not leave without a slice! I just love dim sum and there are not that many places in Cape Town where you can get it. If you haven’t been to South China Dim Sum in Long Street – you have to go. It’s open Tues – Sat for lunch and dinner. I recommend that you book as the space is small and it’s popular. Don’t go expecting fancy décor – the space is pretty basic but it works. When I first visited, the crates didn’t have cushions, you drank out of plastic cups and you had to bring your own ice. This has all been improved over the years but the one thing that has stayed constant is the food. There is a fairly small menu supplemented by daily specials on a blackboard. Dim sum in the traditional sense is meant to be a series of snacks, but when I go with friends we typically work our way through the entire menu and then we go back to the beginning and have seconds of our favourites. You just can’t help yourself – you’ll see! Don’t leave without trying turnip cakes, the lamb with spicy yogurt and the prawn hau gau. There are a number of beers and also a small but good selection of wines.

The Black Sheep in Kloof Street has to be one of my favourite restaurants and it is the place that I will recommend if friends are looking for a really good dinner venue that is relaxed but with outstanding food. You can also enjoy a casual lunch there Tuesday through Saturday and if you are not hungry you can opt for sundowners at the street side bar and watch the goings on of Kloof Street. The space is airy yet intimate and offers three levels - a mezzanine lounge area, a smaller upper dining area and then the main dining area on the ground level which boasts beautiful views of Table Mountain. The menu is a daily blackboard menu that changes seasonally. There are a number of variations of firm favourites but also always exciting new dishes to try. I have to say this is one of those menus where I really really struggle to choose what to eat as everything sounds and is so good. In terms of recommendations I had the best Kingklip ever at the Black Sheep -Roast Kingklip with artichokes, Nicola potatoes & pea bacon vinaigrette. Yum! For starters the crispy asparagus rolls are a must and the falafel in pita is a lunch time winner. The restaurant has an extensive wine list (with a good range of options by the glass) and a wide variety of beers and cocktails. The service is attentive and knowledgeable. The Black Sheep is great for a date night or special occasion dinner and also for a laid back get together with a group of friends. Make sure you book well in advance though, as it’s popular and as hard as they will try to accommodate one, I am often disappointed when I am desperate to go there and just can’t get a table.

Dating back to 1685 when the farm named Constantia was granted to Simon van der Stel, the distinctive history of Constantia Uitsig has helped shape what Open Door restaurant is today. Following its 17th century beginnings, during several generations of ownership by the Lategan family the land was divided up and a modest school opened its doors on the property in 1902. Known as Tokai Primary School, the original schoolhouse was replaced in 1917 by a new building built by the Colonial Government to educate the children of warders at Porter Reformatory and Pollsmoor Prison. Tokai Primary closed down in 1987 and was unused until 2001 when it was privately sold and renamed Constantia Uitsig (uitsig means view in Afrikaans). At this point the schoolhouse was converted into a wine tasting room and restaurant, The River Cafe, which operated until 2014 when the property was sold to the current owners and the schoolhouse finally reincarnated into Open Door restaurant. Open Door’s décor is contemporary and stylish and the restaurant offers a variety of seating areas. Every year rats and mice invade our homes and snails cause irritation to those with green fingers who are doing their best to beautify their gardens and feed their families green crisp vegetables. Few people realize how toxic these products are and how appealing they are for pets to eat.

Top of the list is snail and slug bait which is formulated in such a way that it is attractive for snails to eat. The active ingredient is metaldehyde. This dreadful poison when ingested, leads to violent seizures with vomiting and diarrhea and can lead to death. There is no reversal agent. These animals literally have to be put into an anesthetic state for many hours to prevent death as result of these violent episodes. To make matters worse the patient has to be kept under close observation for at least 24 hours and this is an expensive business! There are other alternative ways of controlling snails and slugs.

historyseries THE CAPE TOWN - SIMONS TOWN RAILWAY BEGINNINGS

The Cape Town - Simon’s Town line is not the oldest in South Africa. A short line between Durban and the Point opened on 26 June 1860. The Cape Town Railway and Dock Company completed its line to Eersterivier on 13 February 1862, continued to Stellenbosch on 1 May 1862 and finally reached Wellington on 4 November 1863. The Cape Town - Wynberg line began in December 1864 and was built to the Standard gauge of 4ft 8 ½ in. When the line was bought by the Cape Government in 1873, the gauge was reduced to 3ft 6 in because of costs. It was called the Cape Gauge and has been used throughout Southern Africa ever since.

In 1889 work began to take the line through to Simon’s Town. The Steep and rocky coast, quicksands and river mouths had made it difficult to build even a road between Kalk Bay and Simon’s Town and the journey by cart or wagon was so arduous that much traffic went by boat instead. The completion of the line on 1 December 1890 was therefore a celebrated event. The honours were done by Cecil Rhodes - then Premier of the Cape - who rode in the first train which arrived in a bunting bedecked Simons Town. There was a parade, free train rides for the children and a grand luncheon at the British Hotel for all the dignitaries.

CAPE TOWN Cape Town’s first railway station was a temporary wood and iron complex sited near the present-day Golden Acre. It was built in 1861 and was replaced in 1875 with a handsome stone-faced brick building that housed the platforms and offices of the Cape Government Railways. It was substantially enlarged over the years and ‘under the clock’ became a favorite meeting place. It gave way to the present station in 1964.

The change was put into effect in 1882 when the line was extended to Muizenberg. At first there were no stops between Wynberg and Muizenberg and the trains were known as the Muizenberg Flyers because of the fast journeys. Wealth resulting from the Kimberly Diamond Fields turned Muizenberg and Kalk Bay into fashionable retreats for magnates and businessmen who built opulent homes there

and in 1883 the line was extended to Kalk Bay making it a popular destination for day trippers at a time when Sea Point was sparsely populated and undeveloped.

Seeff Hout Bay joins other sponsors and raises R50K for the local Community Crime Prevention unit (CCP) A recent event held at La Cuccina was vital in raising a much needed R50 000 in funds for the Hout Bay Community Crime Prevention unit. Seeff Hout Bay was one of the main sponsors and James Lewis, principal for the area, said it was part of the real estate organisation’s commitment to the local community. The funds will be used for essential technical equipment to assist SAPS in the fight against crime, says Lewis. The event was also an opportunity for the CCP to inform and provide a networking forum for those in attendance. A few welcome surprise announcements were made. This included that Captain Gerhard van den Bergh, known to many Hout Bay residents as the founder of the Neighbourhood Watch in Hout Bay would join the CCP team on the 1st December 2015. Also, that a Community Area Steward Program (ex- Car Guards) would be launched and that ongoing support would be needed for the necessary CCP bibs and hats for the stewards who would be performing an essential community service. The event was very generously supported by the local Hout Bay people. It was also attended by a number of honoured guests and their partners including Colonel Bongani Mtakati (Hout Bay Saps), Donald Grant (MEC of Transport and Public Works), Mereille Wenger (DA Chairlady for Community Safety and Security) and Rob Quintas (DA Constituency Chair). Entertainment was provided by the comedienne, Alan Committee. Other services provided included photographer, Marcus Russell from Headshots and the master of ceremonies for the evening was Tom Purcell from Republic Radio.
