RESILIENT SOUTHERN SUBURBS PROPERTY MARKET NOW 40% OF THE VALUE OF THE METRO by JAMES LEWIS The residential property market across the Southern Suburbs, stretching from Woodstock to Tokai and incorporating predominantly the suburbs that lie above the M5 motorway, generated over R8.4bn in sales last year. This equates to about 40% of the total value of property transactions recorded for the Cape metro last year. Despite a slower national market, the Southern Suburbs area remains very active, both in terms of sales and rentals with some neighbourhoods remaining busier than in the preceding few years. The area encompasses about 31 smaller suburbs with Constantia the largest with the highest number of households, followed by Claremont, Rondebosch and Kenilworth. Some 2 948 transactions worth R8 430 292 000 were recorded for 2016 at the highest average selling price on record of R2.86m. That means that about eight property sales were concluded on average each day across the Southern Suburbs. Wellpriced properties below the R8m-R10m price range are still selling within 4-6 weeks, the lower end of the price scale obviously selling much faster while the upper end, above R10m, takes longer. An analysis of Lightstone data reveals that the market transaction count peaked in 2014 with 3 415 transactions worth R8 459 726 000 and an average selling price of R2.447m. For the 2015 year, it dipped slightly by 3% to 3 312 transactions while the overall value generated increased by 9% to R9 197 956 000. The selling price rose by 12% year-onyear to R2.78m (2014 – 2015). In 2016, the market contracted by 12% in transaction terms and 9% in overall value. The average selling price however was up at a new record, rising to R2.86m. Propstats data shows that a number of R20m-plus sales were recorded across the area, ranging to a highest price of R42m in Bishopscourt (Upper Torquay Road, sold by Seeff). There were also a few top end transactions in Claremont Upper as well as in Constantia, ranging to R30m in Spillhaus Avenue and over R33m in Bellevue Road. These figures show a market resilience. Bishopscourt for example generated sales of almost R400 million last year. Debbie Chalmers and Paul Sale, confirm Bishopscourt along with Claremont and Kenilworth Upper will remain a major draw-card for upper income buyers and they expect a busy 2017. Rondebosch meanwhile generated sales of over R620m for 2016 and agent, Charmaine Scott-Wilson says 2017 is already off to a busy start with plenty of opportunities for sellers. One of the most exciting transactions is the recent sale by her of a historic Sir Herbert Baker home on over 3000sqm of land, sold for R8.15m to a family who plan on restoring it. According to agents, Deidre Tracey and Teodora Aleksieva, Harfield Village enjoyed a particularly active year with over R100m in sales. Any well priced property still sells within three weeks and the average selling price for the village is now around R2.3m.

The rising prices in Harfield have boosted the demand for nearby Claremont Village with a steady flow of buyers now heading there according to the agents. That has resulted in sales activity continuing to rise, from 17 sales in 2013 to 21 in 2015. The average selling price rose a remarkable 41%, from R837 000 to R1 183 000 over the same period. Newlands too continues to perform well according to agents, Barbara van der Westhuyzen and Vanessa Clerke. Sales for 2016 surpassed the R600m mark with full title property now selling for approximately R6m on average and sectional title property for approximately R3.3m. Private property data shows that about 28% of advertised stock is for rentals. The average rental rate for a twobedroomed property is now around R16 000 per month. An average three-bedroomed home rents out for around R23 500 per month while a four-bedroomed house achieves around R33 000 per month on average.

Top end rentals in Constantia can, however, range from about R50 000 to R80 000 for luxurious five-bedroomed homes according to agents, Sonya Garisch and Jacqui Bush. In Bishopscourt, current stock is equally priced for a top end five-bedroomed home according to Marinda Bienz. In closing, our economic outlook for 2017, now that we are 3 months into the year, remains positive on the property front. We expect inflation to come down allowing opportunity for our Reserve Bank to hold interest rates steady and even a possible rate cut by year end. Unfortunately the balance of our economy will remain subdued until political leadership stability returns allowing for a self-driven business trading environment. PROPERTY MARKET HOLDING, BUSINESS AS USUAL DESPITE HIGHER TAXES FROM BUDGET 2017 We always knew that Budget 2017 was set to bring a higher tax burden, especially for the wealthy and tougher times for consumers on the whole as Treasury needed to find an extra R28bn in a shrinking economy. Under the circumstances, we see Finance Minister, Pravin Gordhan’s budget as reasonable, save perhaps for concerns around the growing tax burden for the wealthy. The minister’s more positive economic outlook though is welcome news. We hope that this will set the tone for a steady year, one in which the economy makes a turn for the better. The raising of the threshold for transfer duty exemption from R750 000 to R900 000 effective from the 1st March is the most positive and welcome outcome for the property market. It will certainly enable more first time home buyers to get onto the property ladder.

that the market should hold up well for the time being. It continues to be business as usual and hopefully the higher exemption threshold will boost demand from first time buyers.

That said, the cost of home ownership remains high with home owners burdened with rising property taxes, sectional title levies and ever-higher basic utility costs. We are pleased that there has been no further hike in transfer duty for the higher price brackets as was the case last year. The increase in taxation of the wealthy in the form of a new top marginal bracket (45% for annual earnings of R1.5m-plus) and higher dividend tax (up from 15% to 20%) may unfortunately be necessary, but we share the concern at the growing burden at the top end. Globally, we have seen that burdening wealthy citizens with higher tax does not create more government income, but tends to have the opposite effect. These are generally your entrepreneurs, business owners, captains of industry and job creators.

BUOYANT RENTAL MARKET throughout the Southern Suburbs The Southern Suburbs has always had a very active rental market and Seeff’s rental team are reporting a rise in the demand for rental accommodation. This demand is not only for long or medium term residential rentals, but a whole new world of short-term (shortstay) rentals has opened up in the area.

According to Steven Holvec, there is an excellent selection of property on offer for shortstay rentals. Anything from an apartment or garden cottage to large houses and estates. We find that the southern suburbs area is preferred by visitors to the city for the easy access to the airport and winelands. Many also come here for business in the area. Medium and long term rental agents, Sonya Garisch and Jacqui Bush, say that at the top end of the market they are beginning to see a gradual increase in overseas relocations when compared to this time last year, with rental prices at the very top end remaining unchanged in comparison to previous years. Sonya and Jacqui have found that the highest demand for rental properties in the Newlands, Constantia and Tokai areas are consistently for rentals between R20 000 to R40 000 pm and believe that investment buyers are sure to secure Tenants for properties within this mid-range rental bracket. Many locals relocating from other parts of the country are initially renting properties whilst looking for their ideal home to purchase in the Southern Suburbs - the excellent schools in the area attract both local and overseas families to the Cape, The Cape rental market is in general the strongest performer nationwide according to the latest TPN Rental Barometer. It now boasts the highest average rental at R7 563, a remarkable 61% up from R4 700 in 2010! Sonya and Jacqui, report that monthly rentals at the top end of the market have remained fairly unchanged over the last year ranging between R50 000 to R80 000 per month. Marinda Bienz is seeing an influx of clients from Gauteng, KwaZulu-Natal and overseas. For example Marinda secured a R75 000 monthly rental in Bishopscourt from an Australian family. The Australia Dollar being at ten to the rand, makes it very affordable to enjoy a 2 to 3 year rental in one of the best homes in Cape Town. Average rentals start at around R11 000 per month in Kirstenhof, R13 000 per month in Plumstead and Diep River and R25 000 per month in Bishopscourt, but can range to R75 000 per month. The sectional title sector from Kirstenhof through to Rondebosch meanwhile remains as busy as ever, driven by the demand from students and young professionals. There is currently a huge shortage of apartment rentals between the R7000 to R10000 per month region as this is the most affordable price range, often more than 40 to 50 people at viewings if in this price range. Landlords need to look at market rental price sensitivity before deciding on the rental amount because if the price is too high then the apartment can end up sitting empty for a long time, according to agent, Imtiaz Adam. Natheema Tymowicz says that the more central suburbs around Observatory and Woodstock are also seeing a rise in demand for rental accommodation as people look to cut down on travelling time. United Kingdom – London and Manchester Arguably two of the most exciting international property investment hot spots right now, are London and Manchester in the United Kingdom. For South Africans looking to diversify their investment portfolios, these markets offer an excellent opportunity. As one of the world’s superpowers, the British economy plays a pivotal role in global economics and policy making, and with this reputation, comes stability and confidence in both the private and public sectors. HERES HOW 1. Before assembly, measure 200mm in on the front section to cut out an opening using your jigsaw.

Woodoc 50 or 55 (coastal) is recommended for all exterior woodwork exposed to extreme weathering.

10. To finish off and be able to plant a selection of kitchen herbs in the top, you have a couple of options. For this project we mounted a plastic tray at the top, that sits nicely on top of the pine strips. Heavy-duty black plastic underneath the tray ensures the dog house stays dry. Another option would be to use Rust-Oleum LeakSeal to seal the entire top section and make it waterproof.

Massaman chicken curry with spicy roast potatoes PREP TIME - 30 mins COOK TIME - 1 hour 40 mins TOTAL TIME - 2 hours 10 mins Serves: 4-6

INGREDIENTS

Marinade 50g store-bought Massaman curry paste 2 tablespoons vegetable oil or ghee 1 tablespoon lemon juice ½ teaspoon sea salt flakes 1,4kg free range chicken 250ml chicken stock 400ml coconut milk 3 tablespoons olive oil 2 large onions, peeled and cut into wedges 1 tablespoon Natura Sugars Fine Demerara 1 large red pepper, deseeded and roughly chopped 500g baby potatoes, scrubbed and halved ½ teaspoon of each, turmeric, smoked paprika and salt freshly ground black pepper

1. Starting with the marinade, combine half the Massaman curry paste, ghee, lemon juice and salt in a bowl. Rub over the entire chicken, cover and set aside to marinate for half an hour. 2. In the meanwhile, prepare the vegetables. Preheat the oven to 200º C. Line and grease 1 large baking sheet. 3. Arrange the red peppers and onions to one side of the baking tray. Drizzle with olive oil and season with salt and pepper. Sprinkle the Natura Sugars Fine Demerara over the onions and peppers and toss to coat. 4. In a bowl, combine 2 tablespoons olive oil with the turmeric, paprika, salt and black pepper. Add the potatoes to the oil and toss to coat. Arrange the potatoes next to the peppers on the baking tray. Roast for around 45 minutes or until the potatoes are tender and the onions caramelised. Once cooked, cover with foil and set aside until later. 5. Place the chicken in a roasting tin, Season lightly, cover with foil and roast for 40 minutes (slide this roasting tin into the oven along with the vegetables). 6. Combine the remaining curry paste with a little chicken stock to loosen the paste before adding the balance of the stock and coconut milk. 7. Pour the coconut milk mixture over the chicken, stir through and return to the oven, uncovered. Roast for a further 50-55 minutes or until the chicken is cooked through. Turn on the grill to crisp up the chicken skin. 8. Add the vegetables to the roasting tin and coat in the thickened coconut milk curry sauce. Chili chocolate truffles PREP TIME - 15 mins COOK TIME - 5 mins TOTAL TIME -20 mins, Serves 22

INGREDIENTS 200g 70% dark chocolate, finely chopped ½ cup single cream pinch red chili flakes 40g butter, at room temperature cocoa, for dusting

INSTRUCTIONS 1. Place the chocolate in a heatproof bowl. 2. Heat the cream and chili in a small saucepan and bring up to the boil. Remove from the heat and set aside for 5 minutes. 3. Strain the hot cream over the chopped chocolate and stir until the chocolate is completely melted and smooth. 4. Add the butter and whisk together until glossy. 5. Cover the bowl with cling film and chill until set and firm. 6. Roll and press into haphazardly shaped balls and place on a tray lined with parchment paper. 7. Refrigerate once more until firm. 8. Roll the truffles in cocoa powder and keep chilled until ready to serve.

SA-VOUR A MARKET I first visited France in June 1998 and I fell in love. One of the main reasons for that love affair was, of course, the food. And then the source of that food…. the village markets. I thought that I had died and gone to heaven when I first experienced an open air French market. My senses were assaulted as I lost myself in the rows of stalls and tables heaving with the most incredible fresh produce. The smell of freshly baked bread, the dazzling bright colours of the fruit and vegetables, the endless varieties of saucisson, the tubs of glistening olives and tapenade just begging to be tasted and then the cheese… I had never seen such a selection! It’s taken a little time for South Africa to catch on and for a while our markets were not very food (and certainly not fresh produce) oriented. But I am delighted that I now have my very own ‘village market’ just down the road. I’m talking about the Oranjezicht City Farm Market aka OZCF (now located at Granger Bay) which operates every Saturday morning. If you haven’t paid a visit to this market yet, I have two words GET THERE! This fresh produce market started in late 2012/2013 on the Bowling Green which was part of the original Oranjezicht city farm. There’s much history attached to this land (check out www.ozcf.co.za). The market started out very small and simple but gained momentum quickly. After a number of zoning issues which threatened the livelihood of the market, Helen Zille generously opened Leeuwenhof, the Premier’s residence house, as a location and Zille Villa (as the market fondly became known) flourished. The number of stalls grew and the selection of the fresh produce just got bigger and better. The winter rains (yes we had the joy of rain in those days) and the crowds were not a good combination for the property and so the market moved (initially temporarily) to Granger Bay. The site has proved to be such a success that it has become permanent. With views of Table Mountain and the Cape Town Stadium on the one side and the sparkling ocean and Waterfront on the other, what could be more perfect location. Market Day has become a ritual for me. Every Saturday morning a group of friends and I do the Green Point Park run or the Promenade Walk (depending on energy levels and the lateness of the previous Friday evening) and what keeps us going is the thought of what lies just past the finish line. The bustling OZCF.

Whomever is fastest, lays claim to a table and gets a place in the ever lengthening coffee queue. The team at Bean There Coffee knows us and our orders, and it’s very special to get a high five every Saturday morning whilst standing in line for their perfectly made Flat Whites. I have been going to Bean There in Wale Street since they opened in 2011 and as South Africa’s first roaster of Fairtrade Certified coffee, their ethos, their people and their coffee are awesome. After the first coffee it’s down to the serious business of food… both the shopping for and the eating of! The choices are endless and even if you don’t start off hungry, you are sure to be by the time you have seen what’s on offer. For breakfast there’s everything from decadent chocolate croissants from the Woodstock Bakery, to healthy yogurt, fruit and granola jars, to French Crepes (savoury or sweet) to Banting Eggs Benedict. I’ve sampled them all and my favourite is a toss-up between the croissant with scrambled egg and bacon drizzled with Pesto from Good Eggs or the exotic herby mushroom skewers. Don’t forget to get a bottle of freshly squeezed juice to accompany your brekkie. The bright pink watermelon juice is sublime and whilst you get your deposit back if you return the bottle, I always keep them as they are just perfect for making salad dressing in.

Of course there’s always plenty of seasonal fruit on offer so you can opt to buy a bag of juicy strawberries, or cherries or peaches or whatever is in season to eat straight out of the paper bag (so French!). Or if you have a sweet tooth (and ran hard enough) you can weigh up a salted caramel tart or an enormous chocolate cupcake or one of the many other sweet treats on offer. If you are there over lunch time, the Steak rolls from Kitchen Cowboys are a must as are the lamb foldovers … for something lighter try the Vietnamese paper rolls. You can either choose to eat at the market - there are plenty of communal tables inside or out - or you can be super lazy all weekend (or week) and take a selection of ready- made goodies home with you. Think pot pies, quiches, curries and a whole lot more. Then… saving the best for last, the fresh produce! I have to start with the vegetables as they pretty much occupy the best part of a tent. They are so beautifully laid out in tiers of bright, colour co-ordinated layers. Baskets brimming with leafy green kale, shiny deep purple aubergines, bunches of multi-coloured beetroot and carrots and then there’s an entire table dedicated to herbs (and not a plastic packet in sight!). Obviously the veg is seasonal and so you may not always get what you want… but trust me there are so many

other options to select from that you will still go home with an overflowing shopping basket. And let me not forget the tomatoes. Orange, yellow, red and all sizes and shapes. One of the things I remember about France is that when you buy a tomato from the market... it tastes like a tomato. Sun-ripened, warm and juicy. This past Saturday they had heirloom tomatoes for tasting… one bite and I felt transported! You can also stock up on your eggs, olives, nuts, and cheese along with a loaf or two of freshly baked bread. Also a selection of Charcuterie from Richard Bosman Meats and fresh meat from Son of a Butcher (he does the BEST lamb chops). And before you leave be sure to get a few Pasteis de Natas from the Hoghouse (trust me one is never enough!) OZCF Market Day is every Saturday (all weather). The market is opens officially at 9am (although many of the stalls are open earlier) and stays open until 2pm. Pick your own harvests are the first Wednesday of each month at OZCF itself. You can subscribe to the newsletter or watch the OZCF Facebook group for details. Make sure that you get there early on a Saturday to avoid being disappointed and to give yourself enough time to absorb it all and to indulge your senses. Vietnam’s Ocean City is very crowded in the summertime with domestic tourists, but it’s a great escape. The city has a few worthy sights -- otherwise a cluttered market town -but there are some great new resorts and the best seafood going.

Often in conjunction with luxury cruises, kayaking in Halong Bay means going through low caves at low tide to get to the collapsed center of huge limestone and volcanic rings, where walls of jungle vegetation tower hundreds of feet overhead and crawl with monkeys, snakes, and rare animals. Kayaks are the only way to get up close.

Nha Trang:

Mui Ne Beach, Phan Thiet: Just a few hours from Saigon, Phan Thiet is the perfect getaway for Saigon residents. There’s a golf course designed by Nick Faldo, the seafood is good, and there are some great day trips to remote sand dunes and smaller fishing villages.

Phu Quoc Island: Phu Quoc boasts vast tracts of interior forestland and farflung beaches great for exploring by motorbike. There’s a small clutch of mid- to low-end resorts and La Veranda, an affordable luxury resort, but the times they are a-changin’ and development is on the way. Get here fast.

Kayaking in Halong Bay:

Multisports in the Central Highlands: Opportunities abound for trekking, climbing, and mountain biking. Just contact one of the many small outfitters in Dalat (all are a copy of Phat Tire, a Vietnam pioneer).

Cycling the Mekong Delta: The best part about cycling in Vietnam is that, with some exceptions, the routes are quite flat. Adventure-tour outfitters out of both Hanoi and Ho Chi Minh City can make any arrangements for a tour of any length, even providing a support van, and going by bike gives you a close-up view of it all.

The Central Highlands or the Far North by Motorbike: The rural roads of Vietnam beg to be explored, and going by motorbike, though dangerous, is a great way to do it. From Dalat in the Central Highlands, arrange a ride with an Easy Rider, motorcycle guides who can take you up the Ho Chi Minh Trail (now a highway) and as far as Danang and Hoi An. In the far north, the Russian Minsk motorbike is the workhorse of the hills, and you can rent your own bike or go with a guide out of Hanoi and visit some incredible terrain.

Taking On Fansipan or Trekking the Far North: The very top of Vietnam, Mount Fansipan is a multiday adventure and only for the hearty, but the views afforded and the experience itself are amazing. There are lots of outfitters in the popular tourist town of Sapa, and you can arrange any number of treks to ethnic hilltribe villages, even overnights and homestays.

Sail or Kite-Surf on the South China Sea: Opportunities for watersports and sailing are many as you travel along Vietnam’s coast. Most resorts have boats for rent, and Nha Trang is a good bet, as is the area off Mui Ne Beach near Phan Thiet, which is becoming a very popular wind- and kite-surfing spot.

Cuc Phuong National Park: A great little overnight from Hanoi for nature lovers, Cuc Phuong hosts a unique primate-research center, has good basic accommodations, and offers lots of hiking trails. Good guides are on hand to assist or hire for the day.

Cat Tien National Park: Bird-watcher heaven, little Cat Tien is halfway between Saigon and Dalat, and an overnight stay includes night spotting, rustic accommodations, and a morning hike. We have had the biggest drought for a lonnng time, our gardens took a complete pounding so now hopefully the weather is cooling down we can sorting out our garden. Here I have gathered some helpful tips for you to do in your garden. Don’t forget if you don’t have time to prep your garden then you can always give us a call and we will pop along and do it for you.

EDIBLES:

APRIL:

BULBS: these little gems are amazing, best thing is to plant these up now in the cooler months then watch them pop into life come Spring. • Bulbs need be kept cool so try plant them in a cool area not near any paving or hard landscape. • Best to plant bulbs of the same in a group. Plus if you’re anything like me bit of a sieve brain I can forget where I have planted bulbs, if they are in a big group then I tend to remember… lol • Bulbs look amazing in containers, just remember the containers must just have the sun in the morning only. • There are lots and lots of lovely bulbs to plant… my favs are bluebells, snowdrops and daffodils (reminds me of England), Irises, babianas and ranunculi just to name a few. • Bulbs for indoors can be hyacinths, these do look lovely in pots. 86 | Property Pages | April - May 2017

Strawberries: yummmmy time to plant now! Strawberries grow amazingly from hanging baskets, plus they don’t get affected by pests. If you’re planting strawberries in the ground put straw around the plant. This will help the plant grow without being attacked. Strawberries, as we know, are a bright red, this is because they contain large amounts of anthocyanidin basically lots of antioxidants that protect against cancer and heart disease. So I will be eating bags of strawberries when they are ready. Salads: try grow salads from home, it really is easy. As long as you have good soil and compost, mix together. Rather get punnets (organic) and then plant, tickle the root as you take the plant out of its container this will loosen the roots (be gentle). Then plant and wait around 8-9 days you will have your crop.

Plant different varieties, when harvesting take a leaf from each plant, don’t just remove all leaves from one. You see in the picture I have grown salads in plant crates, you see you can grow them anywhere. Remember the salads we buy from most supermarkets are known as the ‘dirty dozen’ as they are most affected by the pesticides residue, just be aware. Last chance to plant broccoli, cauliflower and cabbage, remember to plant thyme near them to deter cabbage moth. Kale and spinach quite enjoy the colder months so try planting these along with bright lights and red leaf lettuce and beetroot… Just another note please please please lets MULCH…mulch mulch all the time, it’s all about what our plants grow their little feet in.

MAY:

I would suggest to all people who have a garden please invest in a compost bin or compost area. You can throw all green waste, cardboard, paper, grass clippings, pruning waste basically anything that is naturel and not man made…(sez a lot really don’t you think).. Eventually this all breaks down and you can then apply in on top of your garden beds. Also another amazing idea (just full of them lol) is to install a grey water system, whether it be tanks, drip irrigation or pipes diverting grey water to your garden let’s just do something. We at Village Gardens can sort any grey water system for you, I have even trained my guys and gals to making an easy fix pipe system to allow grey water to go onto your garden… yey yey • Add wild grasses to your garden, these stunning pieces attract birds in winter. • Snails will be out and about come Autumn/winter, use eggs shells to deter, rooibos mulch or just use ORGANIC snail pellets. • Peas and broad beans love cooler temps, grow them together just make sure they have a trellis to grow up.

• Plant up pansies, violas and remember to add them to foods, edible and stunning to the eye. • Cover all tropical plants like giant tree ferns or strelitsia and add mulch around the base, this will keep them snug as a bug in a rug throughout the cold snap. • Remember autumn is the best time to plant as the soil is cooler, just also take into account that we must start planting more water wise and hardier plants.

JUNE:

• Prune prune prune, don’t go mad and just cut back everything, there are certain ways and plants that we must prune. The list is endless so rather just give me a shout and I can help you, as long as you have good coffee though. • Try reducing your lawn.. I know I know we all love lawn however the weather changing climate is not going to be kind to our lawns. Think ahead of time and cut down, there are other options like lippea lawn, penny royal and mazus. • Autumn provides an ideal opportunity to move poorly placed plants, and divide overcrowded perennials while the soil is still

warm. Cut back faded perennials to 5cm above ground level and provide handsome winter silhouettes. They will also provide shelter for overwintering insects. Once your borders are clean and tidy, spread a thick layer of compost, bark chips or well-rotted manure across them. Don’t worry about digging it in - let the worms do the hard work for you • Evergreens form the backbone of the garden, providing structure and year round interest, so the more evergreens in your garden, the better it will look in winter! With warm soil and cooler conditions, autumn is the perfect time to fill those gaps in your borders. There is so much to do in Autumn I can go on forever and ever. I know people nowadays are busy and have no time to prep their gardens, so how about giving us a shout… we love love love Autumn and gardens and happy to help you. Give it a grow xx

conservation ROAN ANTELOPE “THE CLOWNS OF THE BUSH” AND THEIR EXTINCT CAPE COUSIN

We should not be proud of the fact that animals in the Cape have become extinct. Up until the 1800’s the Blue Buck (Hippotragus leucophaeus) lived in the Swellendam, Caledon and Bredarsdorp areas. They were shot out by settlers. Bluebuck were bluish grey in colour with a pale whitish belly. It was the first large African mammal to face extinction in historical times, followed by the quagga in 1883. Only four mounted specimens remain, in museums in Leiden, Stockholm, Vienna and Paris. The Hippotragine antelopes are named as such because of their horse like characteristics. They have thick necks and a mane.

A good place to see roan antelope is the Mlilwane Wild Life Sanctuary in the Kingdom of Swaziland. The last roan died in Swaziland in 1961. Between 2003 and 2008 the Back to Africa organization (www.backtoafrica.co.za) imported roan from European zoo’s to Miliwane where they are now nearly fifty animals in the project. Roan are susceptible to a tick born disease called theileriosis and these zoo roan were naïve to this disease. Working closely with academics from the University of Pretoria these animals were adapted to survive in Swaziland. Make a booking on +268 2528 3943/4 to go and see them! As time marches on restorative conservation efforts like this will become more and more important.

A living relative of the Blue buck is the roan antelope (Hippotragus equinus) and these can still be seen in the Kruger National Park, albeit in small numbers. Whilst common in some parts of Africa their numbers there have fallen to dangerously low levels in the Kruger National Park. Could roan disappear from South Africa’s National Parks? Roan are second only in size to the larger eland, making it the second biggest African antelope species. They have clown like facial features and have robust stout curved horns, which are formidable weapons used to defend themselves against predators. Scientists studying roan in the Kruger came to the conclusion that water management had a lot to do with their demise. These antelope do not compete well nutritionally with other grazers. They did well in arid areas of the park, and when boreholes were sunk in the arid north this attracted large numbers of grazers into the area which changed the habitat. Roan mothers conceal their calves in long grass for prolonged periods of time. Did the shorter grass make them susceptible to predation? It goes to show we should be so careful fiddling with nature without understanding its secrets! Roan are ranched extensively in South Africa as part of the wild life industry and they command a very high value. Farmers have to exercise specialized management to keep them healthy. They have essentially become domestic animals!

THE ARDERNE GARDENS HISTORY THE ARDERNE GARDENS WAS ESTABLISHED IN 1845 BY RALPH HENRY ARDERNE Arderne was a successful timber merchant and cabinet maker who hailed from Cheshire, England. He acquired a piece of land in Claremont, 5.8 Hectares from the historic Stellenberg farm, around the backside of Table Mountain. He built his home and the property became known as The Hill.

R.H. ARDERNE STARTED TO COLLECT PLANTS FROM ALL OVER THE WORLD AND WOULD PLANT THEM AT HIS ESTATE In time, the garden became famous. R. H. Arderne was one of the founders of the Cape Town Botanical gardens in the old Company Gardens in 1848. Development of the garden was continued by his son, Henry Mathew Arderne into the early part of the twentieth century. The father and son duo got in touch with Sir William and Sir Joseph Hooker, the father and son Directors at Kew, and the Ardernes sent newly discovered plants form South Africa to Kew (as well as other botanic gardens of the world). Admiration for the garden grew, as the citizens of Cape Town began to appreciate it as a place of exceptional beauty.

HENRY ARDERNE PASSED AWAY IN 1917, LEAVING THE OWNERSHIP OF THE PROPERTY IN QUESTION Synchronously, the original Norfolk Island Pine began to wither and die. The property then passed out of the Ardernes’ hands and The Hill was demolished in the 1920’s. The then owner of the property, a Mr. G. Wilks, intended to divide the land up into building lots. He built his home where Herschel Junior School is today.

THE CITY OF CAPE TOWN PURCHASES THE LAND Fortunately, the Director of Parks and Gardens in the Cape Town Municipality, Mr. A. W. van den Houten, realized what a loss it would be if this garden were destroyed. He persuaded the City Council to buy the most important part of the garden, the 4.5 hectares which stretched from the Main Road, to the site where the house stood. He laid it out much in the Edwardian Style, with rose gardens, pergolas and arbors.

THE MODERN DAY CARETAKERS Mr. A. M. J. Scheltens was the curator of the garden for the following 27 years and so loved the the garden that he refused to be moved from it even if it meant promotion. These two men played an important role in preserving the work of Ralph Henry and his son for posterity. In the 1970s important changes were implemented by top Council horticulturist, Richard Jamieson, who created the Great Lawn and smaller lawned areas, removing the rose garden. He also planted masses of hydrangeas and introduced new trees. The two lower ponds he created out of what was previously a boggy area in winter. These ponds contained the winter overflow from the top pond constructed by Ralph Arderne around a natural spring, whose waters find their way into the Black River. The gardens fell into a state of neglect in the late 1980’s. In 2004, the Friends of the Arderne Gardens (FOTAG) was established as a non-profit organization with the objective of working with the City of Cape Town to protect, preserve and promote the garden. Capital Gains tax in relation to property

2017 BUDGET NEWS: IMPACT ON PROPERTY OWNERSHIP?

In our dealings with clients, we regularly give advice on various tax issues which come into play in their property dealings, such as the consideration of which vehicle to own a property in, tax liability when selling or buying property or with regards to tax payable by their estate when they pass away. The Minister of Finance, Mr Pravin Gordhan, delivered the National Treasury’s budget for 2017/2018 on 22 February 2017.

No change to the following:

The following amendments stand out:

• Donations tax remains at 20%. Individuals can donate free of donations tax up to R100 000,00 per annum. Other entities R10 000,00. Donations between spouses are exempt;

• Super Tax Bracket (Individuals) – 45% on income above R1,500,000 per annum • Trust Tax Rate increased to 45% (from 41%) • Increase to Effective rate of Capital Gains tax for trusts / Super Tax Bracket • Dividends Tax increased to 20% (from 15%) • Withholding Tax for non-resident sellers of fixed property increased to 7.5% (individuals), 10% (companies or close corporations) and 15% (trusts) (from 5%, 7.5% and 10% respectively) • The value at which property is taxed at 0% (transfer duty) is increased from R750 000 to R900 000 A new bracket of “Super Tax” has been introduced on personal income that levies tax at 45% on income exceeding R1,500,000 per annum. This increases the effective rate on capital gains above this level to 18% (from 16.4%). The increase in the trust tax rate to 45% increases the effective rate of CGT for trusts to 36% (from 32.8%).

• Company and close corporation tax rate remains at 28%;

• Primary residence exclusion of a net capital gain for an individual selling their home remains at R2million; • Annual exclusion for an individual of a capital profit (or loss) is R40 000,00 and R300 000,00 in their year of death; • Estate duty remains at 20% with a R3,5 million abatement. Bequests to a surviving spouse are exempt from estate duty; • VAT rate is 14% with compulsory registration if a gross annual turnover of R1million.
