“state of war” in Korean peninsula

On March 30th, North Korea, which has been increasing *military threats, announced that the *inter-Korean relationship will encounter the *state of war.

Through the *special statement, North Korea maintained its argument. The statement said that the status within the Korean peninsula, where peace or war does not exist has ended. It further emphasized that the *military provocation by U.S. and South Korea will trigger a *total war and nuclear war.

The Ministry of Unification stated that the provocation of North Korea is not a new threat but a part of consecutive threats and the Ministry of Defense asserted that it will not tolerate any provocations that harm the peace and stability within the Korean peninsula.

National pension will increase by 2.2% from April 국민연금, 수령액 4월부터 2.2% 인상

Starting from this April, monthly pension will increase.

On the 25th, The Ministry of Health and Welfare (MHW) announced that the *pension will be raised by 2.2% regarding last year’s *consumer price changes.

Thus, pensioners can now receive from 1000 won to 35000 won more each month.

Moreover, people who have dependents can receive more as well (241,550 won annually), and those who support children under age of 18 or parents over age of

60 will receive increased amount of pension (161,000 won), which was previously 157,540 won .

Furthermiore MHW also decided to *adjust the rate of monthly wage that serves as the standard for *assessing the amount of national pension and *insurance starting from this coming July.

According to this change, the amount that a person pays monthly for national pension insurance rises from 21,600 won to 22,500 won at the lowest rate and 350,100 won to 358,200 won at the highest rate. wsjclever@naver.com

Until now, there was no appropriated clause except for the charge of *housebreaking to punish *pervert behavior such as *stealing a glance at the body or *listen in on the opposite sex. In this backdrop, the ministry of justice will

newly-establish the *provision of evidence under the article 12 of the special law on sexual violence and planning to initiate this clause by this June. Regulation of illegal parking within handicapped zones will be strengthened.

On the 25th, the Ministry of Health and Welfare announced that it will promote a pre-

announcement of legislation from the coming 26th to May 6th regarding the revision of “A law for the promotion of the convenience of disabilities.”

This includes contents such as compulsory checking of

facilities for the challenged in the process of building procession.

“A law for the promotion o f th e c o n v e n i e n c e o f disabilities” is a law that not only helps handicapped people use facilities safely and conveniently but also assists them to participate in social activities and to promote their welfare.

Public officials in charge of local government disabilities are not enough to control these places by themselves. In this backdrop, this revision will make it possible for public officials in charge of parking control to control the violations within the handicapped zone.

School violence awareness must change 학교폭력에 대한 인식이 바뀌어야 한다

The government has announced an anti- school violence program. However, there are doubts on whether this kind of *surveillance reinforcement will be able to control school violence which has become diverse recently.

Advisers in the field of education say that recent school violence is occurring in younger age groups, which is performed in groups. Furthermore, as witnessed from the students who committed suicide due to school violence, victims undergo continuous school violence for months to years. School violence is

committed in diverse ways other than physical violence or *extortion, such as group bullying, bullying through SNS, cyber violence etc.

In addition, as students get exposed to pornography at an earlier age, sexual harassment mimicking the pornography increases.

Experts have criticized school violence, which still takes place. Only *stopgap measures are taken to solve the immediate problem. It has been pointed out that recent school violence is a *vicious circle of victim and *inflictor. So schools, homes, and the government have to cooperate to solve

this fundamental problem.

정부는 신학기 학교폭력 대책안을 발표했다. 하지만 이러한 기계적인 감시 강화가 최근 다양해지는 학교폭력을 제대로 단속할 수 있을지 의문이 제기되고 있다. 교육 현장의 상담가들은 최근 학교폭력이 저연령화, 집단화되고 있으며, 지능적인 정신적 괴롭힘이 증가하고 있다고 입을 모은다. 또한 학교폭력으로 자살한 학생들의 경우처럼 피해 아이들이 짧게는 수개월 길게는 몇 년씩 지속적이고 반복적인 폭력에 노출되고 있다. 단순한 신체적 폭력이나, 금품 갈취뿐만 아니라 집단 따돌림, SNS를 통한 왕따, 사이버 폭력 등 폭력의 유형도 다양해졌다. 더구나 음란물을 접하는 연령이 낮아지면서 음란물을 모방하는 성폭력도 증가하고 있다. 전문가들은 사건이 터질 때마다 마련된 대책들이 눈앞의 문제만을 수습하려는 미봉책에 불과했기 때문에 학교폭력이 해결이 안되고 있는 것이라고 비판한다. 최근의 학교폭력은 피 해와 가해가 악순환되는 양상이어서 학교와 가정, 정부가 함께 근본적인 해결을 위해 움직여야 한다는 지적이다. 청예단 최희영 상담팀장은 교육의 중요성을 강조한다. “학교폭력 예방을 교과목처럼 편성해 인식이 바뀔 수 있도록 지속적인 교육을 해야 한다”고 지적했다. 이어 최 팀장은 “학 생뿐만 아니라 학부모와 교사 대상 교육에서도 이미 마련돼 있는 세부적 커리큘럼이 활성화되지 못하고 있다”며 “학교폭력 근절을 위해서는 학교와 가정, 학생 세 주체 간 조화와 인식변화가 필수”라고 강조했다. *Surveillance 단속 *Extortion 갈취

The real estate market sinks “*underwater;” security deposits are in danger. '깡통주택' 속출, 전세금 지키는 방법

Tenants who are losing their *security deposits are rising in number. This calls for precaution. Recently, recession in the real estate

market led to the increase of people with *negative equity (the amount of money, which they owe due to loans and security deposits

exceeds the present value of their home). If the owners can’t pay back and the house is put up for auction, tenants who have been pushed back on the *priority order can easily lose their security deposits. Last year alone, tenants who were unable to get their security deposits back reached 5804 cases.

According to the Korea Chamber of Commerce and Industry, 51.7% of the 600 tenants replied that they fear of losing their security deposits. Due to such circumstances, tenants tend to avoid leases and instead turn towards monthly rent payment.

What should the tenants do to evade losing all of their security deposits? Experts

say that the tenants must look at the *certified copy of register to check for the *debt ratio of the building before signing the contract.

Jung hui-geon, professor of real estate public law, explains that “tenants must look carefully at the owner’s debt ratio. If the real estate agent neglects his duty to explain, you can claim for damages resulting from his *negligence.”

Another way to protect one’s security deposit is getting a *definite date on the lease. Professor Jung adds that “under the *Housing Lease Protection Act, tenants can maintain priority by taking possession of the house, filing *a moving-in notification, and

getting a definite date on the contract with the same address as the register. If an auction takes place, the tenants can receive protection for they have the *right to preferential payment.”

Getting a lease registration is a possible alternative. A lease registration proves the tenant’s right to his or her security deposit. This, however, needs the consent and *certificate of personal seal from the owner. Tenants can also buy insurance for their security deposit. Opening of ‘The Second Seohaean Expressway’

To solve the *chronically congested sections of the Seohaean Expressway, "The Second Seohaean Expressway" was opened on March 28th.

Seongnam-si supports airfare for multicultural families 성남시, 다문화가정에 항공료 지원

Women from *multicultural families living in Seongnamsi will be able to visit the *nation of their birth this May. In order for children of multicultural families to understand the country of their parents, Seongnam-si decided to support 5 families with *round-trip airfare, which costs about 15million won.

Qualification for application is foreigners whose length of marriage exceeds 3 years, who have been started living in Seong-nam-si before May 12th, 2010. Families that want to apply can submit their registrations by April 12th at their *community center or multicultural family supporting center.

Seongnam-si will select the candidates regarding

the years they have spent in Korea, *income level, number of children, number of visits to their mother country. It will *bestow ‘Certificate of travel to country of mother, father’ on May 12th. Those chosen will travel to their mother county with their family and stay there until the end of August.

10 minutes was just enough for Son Heung-min (22, Hamburg) to prove his ability.

Son’s *miraculous play in the last ten minutes gave South Korea hope in seeking its eighth *consecutive World Cup appearance, led

by Choi Kang-hee.

While the match seemed to end in a draw, Son scored *dramatically in the second

But Son kept his cool and when Lee Dong-guk’s shot bounced off from the post, he ran into the box and pushed the ball into the net, creating the last minute

winning goal.

“The goal was possible because of Lee Dong-guk,” “this is a memorable goal in my career,” Son said.

He said, “I rushed a bit since I only had ten minutes,” adding, “it was great to get three points in such an important match.”

The *reigning champions in 2010 Vancouver Olympics Lee Sang-hwa Lee and Mo Tae-bum won their second consecutive titles at the 2013 ISU world

championship held in Sochi, Russia.

Lee Sang-hwa won first place in the 500m race with a combined time of 75 34 seconds over the first and second trial.

Wang Beixing was 0.69seconds behind, which is quite a gap in terms of *sprint races where 0.01 second really matters.

Winning the overall championship in the World Cup series speed skating game of ISU held in Heerenveen, Lee Sanghwa became the first Korean skater to win the grandslam on the 10th of this month.

In the men’s 500m competition, Mo Tae-bum won the world champion clocking 69.76 seconds over two trials, beating Japan’s Joji Kato by 0.06 seconds.

Female director Agnieszka Holland from the *masterpiece ‘Total Eclipse,’ ‘Copying Beethoven’ is introducing a *holocaust movie. This movie is about ordinary people living under Nazi rule and is based on a true story, which took place in Poland.

Leopold Socha, the main character, is an ordinary *breadwinner, who earns a livelihood by *petty larceny and sewer repairing. One day, he found a Jew, who was hiding in a sewer to evade the *repression. Socha, at first, tried to report the rich Jew after amassing a profit. However, he started to help Jews at some point, *under the impulse of sympathy and affection.

The rumor that someone is helping a Jew spreads across the village. Even though it threatens not only himself but also his family and colleagues at the same time, he continuously protects Jews.

Human’s good nature and bad

inner side emerge *simultaneously w i t h i n t h e s e w e r, w h e r e o n l y *noisome odor and darkness exists.

In the wet sewer *swarming with rats, Jews become selfish and often betray one another. But, there also exists *incomprehensible love and friendship.

The director, whose father is a Jew, has been exploring human beings who committed the Holocaust, and came out with this piece ‘In Darkness’ after a long-time in agony. She said “I want this movie to give *inspiration to many people.”

Special lighting technique gives people the impression that they are in the sewer. Audiences can concentrate on the various sides of the darkness and feel a bit of *empathy to the character’s fear and desperation. The movie will be released in April 11th. yh961407@hotmail.com

This year on April 30, the Netherlands will celebrate their last Queensday. On this day Queen Beatrix will *abdicate. Contemplation on prostitution

When it comes to *prostitution, Koreans usually have two different responses; either treat it as a *taboo or take it lightly and don’t consider it as a serious issue. Both of these responses stem from Korea’s *conservative view on the word ‘sex.’

It deters people from talking about sex in public.

The situation in Korea, however, pushes Koreans to openly discuss about prostitution, mainly because prostitution has become a serious issue due to the Korean *Supreme court decision on whether it is right or wrong. 성 매매를 얘기하면, 한국인들은 보통 두 가지의 반응을 보 인다: 금기시하거나 너무나 가볍게 받아들여 그렇게 심각 한 이슈라고 생각을 안한다. 이 두 가지의 반응들은 모두 ‘성’이란 단어에 대한 한국의 보수적인 관점에서 비롯 된다. 하지만 이런 상황은 한국인들로 하여금 성매매에 대 해서 공개적인 토론을 하게끔 만들기도 한다. 왜냐하면 이 게 헌법상 옳은 건지 그렇지 않은 건지에 대한 한국 대법 원의 결정이 성 매매란 것을 굉장히 심각한 문제로 만들었 기 때문이다.

Public opinion about the *constitutionality of prostitution is heading towards two equally split, separate ways. People who support prostitution mainly argue the concept of ‘freedom of choice.’

On the contrary, people who oppose it mainly claim that it is a structural violence, which Korean society should not accept. I find both arguments reasonable. But the more I research about prostitution. the more I question the direction of public debate as the main *stakeholder, prostitute, which must be a core issue of the debate, is not discussed much. This is caused by Korean conservative view. Conservative view *imbues the idea that sex shouldn’t be open; that it must be a hidden secret. In this backdrop, prostitutes sell sex that makes Korean society treat it as something dirty done by the lowest class. As a result we use the term ‘창녀’ which has the same nuance as “*whore” rather than prostitute.

Therefore, public opinion does not set prostitute as a core value in debate. *Prostitution: 성매매 *Taboo: 금기 *Conservative: 보수적인 *Supreme court: 대법원 *Constitutionality: 합헌성 *Stakeholder: 이해관계자

성 매매에 대한 고찰

성 매매의 합헌성에 대한 여론은 엇비슷하게 두 갈래로 나뉘어 있다. 성 매매를 인정하는 사람들은 주로 선택의 자 유란 개념을 가지고 나온다. 이에 반해, 반대하는 사람들 은 이 개념자체가 한국사회에서 받아들이기 힘든 구조적 인 폭력이라고 말한다. 하지만 성매매에 대해서 더 조사를 하면 할수록, 공적인 토론이 어느 방향으로 가고 있는지에 대한 의문은 커져만 간다. 왜냐하면, 사실상 토론의 주체가 되어야 하는 성 매매란 것이 그리 많이 토론되고 있지 않 기 때문이다. 이것은 한국의 보수적인 관점이 야기한 것이 다. 이와 같은 관점은 성이란 것이 비밀과 같이 숨겨야 하 는 개념이고 공공연하게 얘기되면 안된다는 생각을 불어 넣고 있다. 이렇기에, 한국 사회에서 성 매매란 하위계층들 이 하는 뭔가 더러운, 몸을 파는 행위로 밖에 보이지 않는 것이다. 결과적으로, 우리는‘창녀’라는 단어를 매춘부라 기보다는 음탕한 여자로 쓰는 것이다. 그렇기에, 여론은 매 춘부라는 것이 논의에 핵심적인 가치라고 생각하지 않게 된 것이다.

Then why do we have to prioritize prostitution?

Korea had a time when it had laws based on its ideology. For example, the United States of America had a *Jim Crow law which legally discriminated against African American. Korea had an *implicative system which is a typical example of ideological punishment. The purpose of those laws was to *supersede the ideological fights rather than care for the citizens, which is the fundamental object of government. But luckily, increased awareness recognized different ideas and interests which demanded *tolerance.

Under tolerated society, it was impossible to have a value judgment and decide on legality of the issue. Therefore, law makers and public opinion judged upon harms and benefits of stakeholders who were involved with those issues. Many states in U.S.A. legalize *gay marriages and usage of marijuana since they believe it brings betterment of direct stakeholders. I strongly believe that Korean public opinion about prostitution also should not be based on ideology. 그렇다면, 우리는 왜 성 매매를 우선순위에 놓아야 할까? 한국이란 나라의 이념에 의거한 법률들이 있던 적이 있다. 예를 들어, 미국은 아프리카 계 미국인을 법적으로 차별하 는 흑인차별정책이 있었고 한국은 이념적인 형벌의 전형 *Imbue: (사상 따위를) 불어넣다 *Whore: 창녀, 음탕한 여자 *Jim crow law: (과거 미국의)흑인차별정책 *Implicative system: 연좌제 *Supersede: 대체하다 *Tolerance: 관용

적인 예인 연좌제가 있었다. 이런 법률들의 목적은 정부의 가장 기본적인 대상인 시민들을 위함이 아닌 이념적 대립 을 대체하기 위함이었다. 하지만 운 좋게도, 커진 인식은 관용을 요했던 서로 다른 생각들과 관심들을 인정하기 시 작했다. 관용을 기반한 사회에서, 가치 있는 판단을 하고 문제의 적법성을 결정하는 것은 불가능했다. 그러므로, 입 법자들과 여론은 그 문제들에 실질적으로 관여되어 있는 이해관계자들의 손익을 따져 결정을 내릴 수 밖에 없었다. 미국의 많은 주들은 직접적인 이해관계자들에게 더 낫다 고 생각을 했기에 동성결혼과 마리화나를 합법화 한 것이 다. 필자는 개인적으로 한국의 여론도 또한 성 매매를 이념 을 기반으로 생각하면 안된다고 생각한다.

Any decision regarding *legality of prostitution will massively impact prostitutes. If we ban it, many prostitutes who do not have adequate job skills will go into the *black market or migrate to other countries like Japan and Australia where the Korean government cannot provide any legal protection. If we allow it without any strong *checks and balances, most likely prostitutes will be abused by *pimps. Without serious discussion about prostitutes themselves, laws cannot achieve the fundamental object. Everybody understands it is not easy to break down ideology of society.

Civilization, however, is evaluated by how society treats people in need rather than ideology.

I strongly believe that Koreans are ready to have better civilization. 성 매매의 합헌성에 대한 어떠한 결정도 매춘부들에게는 엄청난 영향을 끼칠 것이다. 만약 우리가 그것을 금한다 면, 적절한 기술을 가지고 있지 않은 많은 매춘부들은 암시 장을 거닐거나 한국 정부가 어떠한 법적 보호를 제공해 줄 수 없는 일본이나 호주 같은 다른 나라로 날아갈 것이다. 만약 우리가 어떠한 강한 견제와 균형 없이 이를 허락한다 면, 매춘부들은 포주들에 의해 남용될 것이 뻔하다. 매춘부 들에 대한 진지한 논의가 없이는, 법들은 기본적인 목적을 달성할 수가 없다. 모두가 사회의 이념이란 것을 깨는 것은 쉽지 않다는 걸 이해하고 있다. 하지만, 문명은 이념이 아 닌 사회가 수요가 있는 사람들을 어떻게 대하는지에 따라 평가된다. 필자는 한국인들은 더 나은 문명을 가질 준비가 있다고 생각한다. ncjeju83@gmail.com

Hey it’s your boy Bonafide. Hope you enjoyed the groovy songs from last week. Having “chill” music is always good. Today I would like to introduce you to some recent/current rappers that have rose to fame. Basically, I will be elaborating on the new generation of modern hip-hop. It is true that a lot of electronic beats have been pouring out into the industry due to its high demand. It’s generally not my favorite genre but I do admit some of the songs have caught my ears. Most of the songs I have listed are songs that you can enjoy anytime and anywhere but sometimes these catchy songs are great to dance to. You won’t be hearing any of my groovy songs or underground songs in clubs and lounges, considering it doesn’t pump the adrenaline that you need when you are going all out. I may sound like a hypocrite saying that the “Hip-Pop” (popularized hip-hop songs) are essential, but it is. Believe it or not, having those repetitive lyrics actually allows you to become familiar and sing along to it when you’re getting tipsy with your friends and it’s a BLAST! I guess it’s also the cause of alcohol, which makes people more brave and careless to boast about anything. 안녕하세요, 보나파이드 입니다. 지난 주에 그루비한 노래 들은 즐겨 들어보셨습니까? 오늘은 근래에 화제가 된 노 래들을 소개하려 합니다. 한마디로, 신세대 힙합을 소개하 려는 겁니다. 요즘 일렉트로닉 노래들이 많이 나오고 있는 추세입니다. 제가 좋아하는 장르는 아니지만, 어떤 노래들 은 제 이목을 사로잡기도 한 건 인정하는 사실입니다. 제 가 지금까지 올렸던 노래들은 언제 어디서나 즐길 수 있지 만, 가끔은 신나게 춤을 출 수 있는 노래도 필요하다고 생 각합니다. 언더그라운드 음악이나 그루비한 음악들은 클 럽에 적합하지 않은 경우가 많기 때문입니다. 클럽에서 는 심장을 뛰게 하는 음악이 필요로 하기 때문입니다. 제 가 위선자처럼 보일 수 있겠지만 그런 반복적이고 상업성

있는 노래들도 친구들과 함께 술을 마시며 따라 부르는 것 또한 큰 재미라고 느낍니다. 물론 술이 사람의 자신감을 올려주는 것 또한 한 요인이 되는 건 사실입니다.

The renowned rapper Nas once came up with a song called “Hip Hop is Dead.” It inspired many people to agree with how the golden age of HipHop has faded and “fake” music was replacing it. I also agree that Hip-Hop is not the same as it was, but you can’t criticize all the new songs from a genre that is constantly changing. There are legendary artists in every genre, and just because newer artist can’t come up with songs that are as epic doesn’t mean that they “killed” the genre or even “ruined” it. This is because all artists are trying their best to make better music.

I’m assuming there will be a lot of controversy especially in the matter of arts and music, but as we have seen, society generally changes for the better. People adapt, change and come up with new ideas everyday. It might fluctuate from time to time because phenomenal ideas don’t come easy. Today, my list consists of some newly recognized rappers and some of the songs that I enjoyed. I hope you do the same. 한때 Nas 라는 랩퍼가 “힙합은 죽었다” 라는 노래를 발 표했습니다. 이 노래는 힙합의 퇴색을 안타까워하던 많은 사람의 공감과 사랑을 받았습니다. 저 또한 힙합의 황금기 는 지났다는 걸 인정하지만, 그렇다고 해서 새로운 아티스 트들이 만드는 음악을 무조건 비난하고 비하하는 것 또한 바람직하지 못하다고 생각합니다. 모든 아티스트들은 보 다 더 나은 음악을 만들기 위해 피나는 노력을 하고 있기 때문입니다. 수많은 견해가 있겠지만, 노래나 사회나 더 나은 성향으로 발전한다고 생각합니다. 물론 좋을 때도 나 쁠 때도 있지만, 획기적인 아이디어는 쉽게 얻어지는 것이 아니지 않습니까? 그래서 이번 주에는 저의 귀를 사로잡 은 요즘의 몇몇 노래들을 소개해 보려 합니다.

The following is an exclusive interview with Kamal Ahmad, President/CEO of Asian University for Women. The interview was conducted by The Corea Courier and The Women’s News. 다음은 아시아여성대학 (AUW) 설립자 카말 아마드와의 단독 인터뷰 내용입니다. 인터뷰는 코리아쿠리어와 여성신문이 공동으로 진행했습니다.

There were so many people who were both impressive and supportive. For instance, the President of Ewha Women’s University during that time was Professor Jang Sang. She was very supportive of the idea of creating the Asia University for Women. She has been very supportive for a long time. "한국 방문이 처음이십니까? 이번에 내한한 이유는 무 엇입니까? 한국에서 들러본 곳 중 인상 깊은 곳이나 만난 사람들에 대해 소개해 주십시오." "아닙니다. 12년 전에 한국을 처음으로 방문했습니 다. 당시 저는 AUW를 구상 중이었는데, 이화여자대 학교에서 그들의 경험으로부터 배울 수 있었습니다. 이번에 내한한 이유는 첫째로, 아시아 리더십 컨퍼런 스에서 연설을 하기 위해, 그리고 둘째로는 AUW를 후원할 분들을 만나기 위해서입니다. 저는 서울에 온지 얼마 되지 않았습니다. 저는 이화여 자대학교 대강당의 웅장함에 압도당했습니다. 실내로 들어갈 시간은 없었습니다만, 그 모습만은 아주 생생 하게 제 기억에 남아있습니다. 그것은 결코 잊을 수 있 는 것이 아닙니다. 내일이면 저는 그 대강당에서 연설 을 하게 됩니다.

for me to ask you how you would like to be addressed before we move on?

Kamal Ahmad (President/CEO, Asian University for Women): Please call me Kamal. That’s my name.

Seung-kon: Is this your first visit to Korea?

Kamal: No, I came about 12 years ago, when the idea for the university was just germinating. I came to Ewha to learn from their experience.

Seung-kon: Which country were you born and raised in?

Kamal: I was born in Bangladesh. I was there till I was 15. Then I went to school in U.S. "어느 나라에서 태어나셨고, 어디서 자라셨나요?" "저는 방글라데시에서 태어나 15살이 되기까지 그 곳에 있었습니다. 그 후로 저는 공부를 하러 미국으로 떠났습니 다."

Seung-kon: What brings you to Korea on this occasion?

Seung-kon: What other activities have you been involved in?

Kamal: Well, two things. One is, later this afternoon I am speaking at the Asian Leadership Conference. The second part is we have for some time been trying to reach out to friends and potential supporters of the university in Korea, with the hope that they would also join in with the work of the university. We are meeting people in the private sector and the government who may have interest in the work we are doing.

Kamal: I’ve been involved with development for as long as I can remember. I’ve been trained as a lawyer, practiced for a bit.

Seung-kon: Which place in Korea is the most impressive in your memory? Do you remember any person in particular?

Kamal: Well, I only came to Seoul very briefly. It so happens that when I went to visit Ewha, I saw the chapel. It was a very dramatic space. But I didn’t have the chance to go inside. I remember the image of it because it’s something you don’t

Seung-kon: AUW provides free education for women. What was your reason or motivation for taking this initiative?

Kamal: It’s free education for those who don’t have the capacity. Those who have resources should pay for their education. So far, most of our students don’t have money to pay for tuition.

The philosophy is in many ways self-evident.

Take a look at our region. What is the one thing that can change impact on everything else?

Clearly, it’s women’s education. It not only changes conditions of women but it also deals with issues of health and justice. The point of view that we took in the initiation of the university

was that there is an instrumental function of women’s education. But also, there is a right in itself. A lot argue that you should educate women so they can have smaller families, etc. but few say it is a right in itself. Even if you don’t have other collateral benefits, it’s still important. Really, it’s about leadership. The notion is that if you want to change things in the long term, one of the most critical things is having the right leadership.

Embed a sense of practicality. We are focused on leadership development of women who can think very broadly but also have the knack for getting things done.

" "등록금을 낼 여력이 없는 학생들에게 무상으로 교육을 지 원하고 있습니다. 만약 등록금을 낼 자원이 있다면, 내야 하는 게 맞는다고 봅니다. 지금까지 대부분의 AUW 학생 들은 등록금을 낼 돈이 없었습니다. 교육 철학은 여러 방면에서 자명합니다. AUW가 위치한 지역을 보십시오. 모든 다른 것들에 영향을 끼칠 수 있는 단 한가지가 무엇이라고 생각하십니까? 그것은 물론 여성 교육입니다. 이는 건강과 정의와 같은 이슈와도 관련이 있 습니다. 저희가 AUW를 창립하는데 바탕이 된 부분은 물 론 여성교육의 기능적 측면도 있습니다. 하지만 그 자체 또한 이유가 됩니다. 많은 사람들은 여성들을 교육시킴으 로써 작은 가족 단위가 많아질 수 있다고 합니다. 하지만 소수의 사람들이 여성교육이 그 자체로 마땅하다고 하지 는 않습니다. 부수적인 혜택이 없더라도, 그 자체만으로도 중요한 게 맞는다고 봅니다. 사실 근본적인 이유는 리더십 때문입니다. 그 대략적인 개념은, 장기적으로 변화를 이루 기 위한 가장 핵심적인 요소들 가운데 올바른 리더십이 있 다고 생각하는 데에 있습니다. 실용적인 측면을 더하는 것 입니다. 저희가 주력하는 부분은 여성 리더십 개발입니다. 이를 통해 넓은 시야를 갖고, 또한 일들을 해내는 능력을 가진 여성들을 양성하고자 합니다."

Seung-kon: Is there any student you remember in particular? Do you have any special memory?

Kamal: About eight months after we started the university, we were having a big conference.

I really wanted a student to speak (at the conference). Then I got a note from the director saying Duth Kimsru, this woman from Cambodia, was going to speak. The only problem was I was there when she first arrived. I was worried that if she went up and spoke it wouldn’t be the best presentation we could make in public. So I called the director to ask if we could not get a student that could speak English well. What I found out was that in fact, the student had won a competition, which was the reason why she was chosen. I couldn’t really respond to that. This nervous woman who had very limited English gets up on stage in front of several hundred people, including the Prime Minister and all the famous people of Bangladesh, and she speaks for about 20 minutes without any notes. She talked

about how she grew up in Cambodia, how her father passed away when she was two and how her mother worked as a waitress in a restaurant.

But she doesn’t dwell on that. She said she found out about AUW from a brochure at a grocery store. She said she liked the pictures but couldn’t understand the narratives, so she studied the dictionary through the night to understand what it was saying. Now, she says she wants to engage in computer education in Cambodia. She has very specific ideas about what she wants to do. That was probably a crucial moment for me, to see what could be done. Up until then, we believed this education could be powerful but to see through Kimsru was incredibly powerful for me.

In fact, the talk she gave is on Youtube. You will see what a powerful presentation she made. What is also quite impressive is that this incredibly shy woman has a great sense of humor. Instead of being in a corner, she will say things that make you laugh. I take it as a growth of this person. She is graduating in May. "파키스탄, 스리랑카, 캄보디아 등에서 온 12개국 541명 의 학생들이 다양한 전공을 공부하고 있습니다. 어떤 여학 생들이 아시아여성대학의 문을 두드리는지요? 아시아여성 대학에서 공부한 학생들 가운데 기억에 남는 학생이나 에 피소드를 말씀해 주십시오. 특별히 아시아여성대학에서 공부하는 한국 여학생들도 있는지요?" "저희가 AUW를 시작한지 약 8개월이 지났을 때, 저희는 아주 큰 컨퍼런스를 개최했습니다. 저는 이 때 저희 AUW 학생이 연설하기 바랬습니다. 그 시점에 저는 책임자로부 터 두트 킴스루 (Duth Kimsru)라는 캄보디아 출신 여학 생이 연설하게 될거라는 말을 전해 들었습니다. 이때 저는 퍽이나 걱정이 되었습니다. 개교 초기에 킴스루 학생을 만 났었는데, 그녀는 영어도 서툴고 자신감도 많이 부족한 학 생이었습니다. 저는 그녀가 대중 앞에서 연설을 하면, 최 상의 연설이 되지 않을 거라는 염려가 들었습니다. 그래서 저는 책임자를 불러 영어를 더 잘하는 학생은 왜 알아보지 않았느냐고 하자, 킴스루 학생이 AUW내 자체 대회에서 우승하여 연설할 기회를 획득했다고 했습니다. 전 이에 대 해 할 말을 잃었습니다. 이처럼 극히 제한된 영어 실력과 긴장을 많이 하던 학생이 주요 인사들을 포함한 몇 백 명 의 청중들 앞에 서서, 약 20분 가량 아무런 필기 도움 없 이 연설을 했습니다. 그녀는 그녀가 캄보디아에서 자란 과 정을 설명하였는데, 2살 때 아버지께서 돌아가시고, 어머 니는 식당에서 일하는 부분을 포함하여 사적인 얘기도 했 습니다. 물론 그녀는 그처럼 힘들었던 시절에 얽매이지 않 았습니다. 그녀는 심지어 AUW광고를 처음 봤을 때, 설명 이 나온 부분을 이해하지 못하여 사전을 펼치고서 연구하 여 지원한 대단한 학생입니다. 그녀는 캄보디아에서 컴퓨 터 교육 분야에 힘쓰고 싶어합니다. 그녀는 하고 싶은 일 에 대해 아주 명확한 계획을 갖고 있습니다. 저희는 물론 교육의 힘을 믿고 있었지만, 킴스루 학생을 통해 그 결실 을 보니, 정말 어안이 벙벙했습니다. 이 학생의 연설은 유 투브에서도 보실 수 있습니다. 그처럼 부끄러움을 많이 타 던 학생이 위트 있게 재치 있는 농담도 하면서 사람들을 웃게 했습니다. 저는 이를 통해 그 학생이 성숙했다고 봅 니다. 킴스루 학생은 오는 5월달에 졸업을 합니다."

Do you have any daughters of your own?

Kamal: I do have a daughter. I have one daughter.

She will be eleven in May. Seung-kon: So I see that a lot of things are happening this May. What is your philosophy in bringing up your daughter?

Kamal: The philosophy for my daughter is not any different from any other parent. You want your children to live honorable lives. One thing we tried to influence is in choosing her name when she was born. She has three names; first, middle, and last. Two of her first names are from

two different religions. Isabel is Christian. Indrani is Hindu. We did so to emphasize the importance of seeing the world as it is and not through the group that we may be affiliated with. Indrani is the Goddess of rain in Hinduism.

딸을 키우고 있으신가요? 딸들에게 강조하는 부분이나 가 정의 교육철학, 자녀양육을 어떻게 하시는지도 아울러 말 씀해 주십시오. 저에게 한 명의 딸이 있습니다. 저는 여느 부모와도 같은 가치관을 갖고 그녀를 가르칩니다. 존중 받는 삶을 살기 바랍니다. 하지만 한 가지 제가 영향을 주고 싶었던 부분 은 그녀의 이름을 고르는 데 있어서였습니다. 그녀는 세 개의 이름을 가지고 있습니다. 이중 두 개는 별 개의 종교 로부터 나온 이름들입니다. 이사벨(Isabel)은 기독교 이 름입니다. 인드라니(Indrani)는 힌두교 비의 여신 이름입 니다. 이렇게 첫째 이름은 이사벨, 가운데이름은 인드라니 로 지었습니다.

Are there currently any Koreans at AUW?

"We hope our students will contribute to social change; how to make things better for other people. This is part of the distinct community we have. We hope for them to get a measure of meaning out of life by doing something." -Kamal How would you like to be introduced to our readers?

Kamal: I’m not chairman. What I value is that I had this idea some years ago. Really, I’ve carried this idea. I have been fortunate enough to find people in many different parts of the world who wished to collectively build something. So I would say not founder, not chairman, but a carrier of this idea. Mrs. Cherie Blair, Chancellor of AUW, visited Korea on January 31st and had an interview with The Corea Courier. How did you come to know Mrs. Cherie Blair? How did your relationship develop?

Kamal: At first, I wrote to her. I didn’t even know her. I told her that we would like to enlist her help. I don’t even know if she read the letter, but her secretary gave me an appointment. So I went to her home in London. Coincidentally I was in London at the time, so I went to see her. We had a wonderful conversation. In the end she agreed to join us. It was not a terribly difficult task to persuade her because she herself was the first of her family to go to a university. The idea spoke to her on its own. Kamal: We don’t have at this time. There are no students from any of the developed parts of Asia.

We hope to over time. As of now, our facilities are not well developed. We operate in rented facilities.

We have an area where we hope to construct a campus. We are hoping to have exchange students next year, possibly a couple from France and a couple from Japan. It is also possible that we will have discussions with Ewha. "한국 학생들도 아시아여성대학에 적극 입학했으면 하는 바람입니다. 아시아여성대학에 입학할 기회를 가질 수 있 는지요? 또 한국과 아시아여성대학은 현재 어떤 교류를 하 고 있고 앞으로 어떻게 교류하길 원하시나요?" "현재 AUW에는 한국 학생들이 없습니다. 아시아의 선진 국들 중 AUW를 다니는 학생은 아직 없습니다. 하지만 시 간이 지나면서 이런 부분은 보완되었으면 합니다. 저희 시 설은 낙후되어있습니다. 저희는 임대 받은 건물에서 일을 진행합니다. 하지만 캠퍼스를 만들기를 희망하는 부지가 있습니다. 내년 즈음 교환학생 프로그램을 체결하고자 합 니다. 프랑스와 일본에서 각각 두어명의 교환학생을 기대 하고 있습니다. 이화여자대학교를 비롯한 한국 대학들과 도 이야기를 할 생각입니다."

This spring, you are expecting the first graduates of AUW. Which careers will they pursue?

Kamal: This is the amazing thing about young people and liberal arts education. Nobody feels there is one path that they must follow. It may be confusing for some people but there are students looking at different possibilities. 20% plan to go to grad school. The rest are looking for jobs in other sectors. You can aspire to do virtually anything. Recently there was a competition at Harvard. It was an international competition for making videos that focused on women issues.

In that competition, 10 of our students got recognition. We don’t have a video program at AUW. But when you have talented people, they show up to opportunities. We hope our students will contribute to social change; how to make things better for other people. This is part of the distinct community we have. Park GH plays musical chairs (badly): 각료 인선 문제 nation not amused

Minor hiccups or a *disconcerting sign of things to come, time will tell. But it appears the *initial promise of an *administrative tight ship, *shrouded in *disciplined secrecy, appears *indelibly forgone; its *veneer of ironfisted ruthlessness dismissed by a flurry of *botched *nominations. An embarrassed and under fire government scrambled for cover this week, offering "time constraints" and the lengthy *legislative holdup of the Government Reorganization *bill by way of explaining the "limitations" of the Civil Service Commission in "properly" *vetting Park's nominees for senior *ministerial posts and executive *czars. So went the quote of a Cheongwadae "insider," widely reported in the media. It is largely a familiar complaint. It is also, in the clear light of day, fooling no one.

of achievements compares favorably with that of any other since 1993.

Of course, the issue is not unique to this government or even this country. In U.S., for example, the current administration newly installed in 2009 had to withdraw (or accept voluntary resignations of) a series of nominees under intense *partisan *scrutiny; ironically, many of the positions had a direct bearing on signature policy *initiatives that topped the U.S. President's agenda including the leadership positions of the Departments of Health and Commerce, Green Jobs, and the Communications Directorship of the White House among others.

The president was even compelled to admit in a televised interview that he thought he had "screwed up" after one potential appointment withdrew over tax evasion.

The ordinary citizen may wonder with some justification whether these presumably qualified individuals have fallen prey to a stern, unrelenting confirmation hearing process which leaves few nominees looking good despite what are only minor indiscretions on otherwise unobjectionable records - that is, if they were actually ignorant of the gravity of these charges. If the public were in the dark, it would all too legitimately wonder if the Democratic Party was taking its job of checking the powers that be a little too seriously, even *hypocritically so - but that would be discounting the onslaught of criticism *emanating from the ranks of the ruling party itself, as well as prominent conservative broadsheets. Or is it the case that our stock of public servants is simply displaying its breadth and composition, confirming the common citizen's worst misgivings, which might go some way toward explaining why the same tiresome issues of slushfunds, lobbying, and false property contracts persistently dog government after government?

You be the judge.

Neither is the *spectacle of newly empowered governments beset by mismanagement, legislative *dissonance, and a lack of interparty *acquiescence an *aberration in recent times.

Surprisingly, however, many of them managed to recover and go on to achieve successful *stints.

Bill Clinton's administration was particularly *notorious for scandals and incompetency just a few weeks into his first term, but eventually rallied over eight years to round out one of the more productive administrations in modern American politics. Kim Dae-jung's government elected in 1998 grappled with institutional challenges like yeo-so-ya-dae (governing party in minority, a *gridlock he ultimately failed to resolve, and which stood until the Uri Party's successful comeback in 2004) and managing the first ever transition from ruling party to opposition in history. And yet, rare is the spectacle of no less than six senior *cabinet nominations being vacated as early as March of an *inaugural year in an *ostensibly mature democracy after what was, by most accounts, a *resounding victory at the polls. The posts in question arguably deal with the most pressing concerns of the day - the premiership (devolution of presidential power), minister of defense (North Korea), minister of science, head of the Small and Medium Business Administration (economic competitiveness), vice justice minister, and Fair Trade Commission chief (ethics). Their shortcomings include ethical lapses, conflicts of interest, and sexual misconduct.

What is increasingly certain is that growing legislative assertiveness and maturity, and a confident minority opposition are not to be trifled with, no matter how secure one's popular "*mandate" appears to be. No longer is it enough to win elections. We can only hope the president lives up to her promises and her claims of respecting transparency, and advise her to keep up with the times. 요즘 새로 들어선 정권이 치르는 인사검증 곤욕 때문에 정계가 상당히 시끄럽다. 북한이 쏟아내는 격한 발언들과 미국이 스텔스 폭격기를 한국 영공에 띄우는 등 긴장감이 한층 고조된 한반도 안보환경을 맞이했는데도 김병관 장관 내정자가 자진 사퇴하는 바람에 국방부 장관을 내세우지 못 하다가 불과 며칠 전에 김관진 전 장관을 유임시킬 정도로 혼란이 일 정도였으니 말이다. 과연 무엇이 문제일까? 정부 측의 해명은 궁색하기 짝이 없다. 통과하는데 애먹였던 정 부조직법 개편안 그리고 촉박한 시간 때문에 인사위원회가 인사 검증을 제대로 시행하는 데에 한계가 있었다는 것이 다. 사실 인선 과정이 국회에서 치열한 기 싸움을 빚는 것은 우리 나라 뿐만 아니라 대만, 미국 등 건전하고 사투를 좋아 하는 민주주의 국가들에서는 흔한 광경이다. 미국 같은 경 우, 현정부는 초반에 대통령의 주된 대선 공약들과 관련된 중요한 직책들 (보건사회복지부 장관, 상무부 장관, 녹색 일 자리 자문 등) 을 놓고 야당인 공화당이 주도한 살벌한 상 원 청문회가 가한 압력으로 내정자들을 몇 차례 떨어뜨리고 만다. 그런데 정권 초기부터 미숙한 정치를 선보이니 싹수 가 노랗다고 단정해 버리는 것이 과연 옳을까? 역사적인 사 례를 참고하면 그렇지 않다. 미국의 빌 클린턴, 우리나라의 김대중 정부들은 초반의 각종 위기와 국정 경험 부족을 극 복해서 여러 가지 성과를 거둔 성공적인 본보기들로 떠오른 다. 하지만 취임한지 한 달 된 시점에서 벌써 6명의 고위공직 자들이 별의별 문제로 말미암아 거세진 풍파에 못 이겨 하 차하는 모습은 이례적일 정도로 묘하다. 역설적인 것은 이 들이 하나같이 박 대통령이 스스로 자명한 가장 핵심적인 개혁·발전 분야들인 대통령 권한의 분권화, 경제민주화와 경기재활성화, 국방·안보, 미래 과학기술 혁신, 공평성과 법 그리고 윤리 등을 책임지는 인사직들이다. 물론, 야당이 견제하는 차원에서 이들을 집중적으로 겨냥하고 공세를 퍼 붓는다는 관점도 일리가 있겠지만 여당과 보수언론 또한 비 판을 서슴지 않은 판에 여야의 대립으로만 묘사하는 논리는 현실과 동떨어져 있다. 그리고 인사를 둘러싼 의혹들이 정 허위사실이면 끝까지 맞서는 태도가 공직자에 알맞은 행동 양식이지, 이 정도의 정밀조사를 못 이기면 애당초 자격이 없음이 틀림없다. 무엇보다도 인선 과정을 호락호락 넘어갈 것으로 판단한 대통령과 측근들의 정치적 무능함이 문제로 여겨진다. 한가 지 다행스러운 점이 있다면 이 나라의 고위공직자들의 불 미스러운 모습을 고스란히 드러내 아직도 갈 길이 멀었다는 사실을 알려준 것이다. 민주주의가 많이 성숙해지고 국회도 나름 선진화된 오늘, 선거에서 당선되는 것만으로 통치가 가능한 시대는 과거의 이야기이다. 장벽 없는 민심과의 대화와 국민가치의 반영, 그리고 현명한 정치가 현시대가 요구하는 조건들이다. 박 대통령이 지금이라도 투명성 있는 민정의 가치를 존중하고 독단적인 의사결정을 삼가는 태도를 보여야 개혁과 진보의 실현성이 살아남는다. 조금이나마 남아 있는 국민의 신뢰가 증발해버리기 전에.
