MIG Inc to design and engineer Campus Park By Chris Frost chris@tricountysentry.com Oxnard-- The Oxnard City Council awarded and authorized the Mayor to execute Agreement A-8248 with MIG Inc for $1,099,938.75 for Landscape Architecture and Engineering Design Services for the Campus Park Activation Project. The park has sat dormant, unutilized, and vacant for many years and blighted the community.
The project began moving forward when the city received an $8.5 million grant from the Statewide Park Development and Community Revitalization Program. The city held six workshops before applying for the money with community input in June and July of 2019. I won’t miss 2020
By Chris Frost chris@tricountysentry.com Oxnard-- Maybe it’s just me, but I am more than ready to see 2020 in the rearview mirror, the worst year for most everyone.
S
O let’s start with the obvious. Covid-19 has been the plague of our lifetime. With that said, there have been some great moments. There have been tremendous people willing to donate their time to care for less fortunate people and make sure they don’t go hungry. I have seen people faced with impossible circumstances that gather adapt and overcome. I covered those events, and they’re not like they were in 2019, but they still happened, and people loved those events. That brings me to one of the down parts of 2020. People miss each other I have interviewed countless people who say they simply miss being around people. I’ve also interviewed athletes who had their senior year robbed from them. For some, that means maybe no athletic scholarship, so that means their parents can pay for school, or they can take out a big fat student loan. I feel bad for those students. Let’s talk about Main Street. Those businesses have

NEWS Ceci fights to hang on despite the pandemic By Chris Frost chris@tricountysentry.com Oxnard-- the conversation about the pending eviction crisis in Oxnard continues with Ceci, who works at a ranch in the city.
T
HE event, hosted by the Oxnard Performing Arts Center Corporation, featured panelists who spoke about the situation and discussed ideas to mitigate the eviction problem. Panelists fear that a tidal wave of evictions can occur once the eviction moratorium ends. “We work by the season, so they don’t pay us very much,” Ceci said through an interpreter. “Either way, we still worked even after the
pandemic started.” In March 2020, she said her work hours got reduced to avoid being contagious. “I do not qualify for unemployment or government help,” she said. “I do not earn what I normally earn during the regular picking season. Each year, they increase my rent, and in June, we had a $100 increase. I used to pay $1,450, and now I pay $1,550. We’re paying more, and we’re not working full time.” That causes a lot of family fear. “Maybe we’re going to get evicted because we’re not able to pay the rent,” she said. “We’re afraid the rent will continue to increase. If it increases more, I am going to have to borrow, and I’m going to keep getting into debt.”
She said they raised the rent without justification. “The apartment is the same, and I have been here for 18 years,” she said. “They haven’t remodeled, and for some reason, the rent continues to increase. They don’t want to replace the doors in the rooms. There’s a lot going on in our area, and we are the poorest in South Oxnard.” Ceci is low income and has low resources. “I know people who’ve moved from Los Angeles to Idaho because the rent is too high,” she said. “There are not a lot of workers in the fields in Oxnard right now. It’s not because of immigration. That’s not the reason they are leaving. It’s because of the high rent cost.” She said fieldwork for
farmworkers is also decreasing. “Tura did the rent assistance plan, and it was hard for me to access that resource,” Ceci said. “It required that we give an email address with where I live, and the landlord didn’t want to give it. It’s not easy to get information about these programs. I got this information because I am in CAUSE. What about the other people? Not everybody has access to the internet and radio. Sometimes, they’ll give us pamphlets at work, but many of us don’t know how to read. They don’t think about that.” She said she needs a lot of support when she mailed the forms. “They ask us for email, internet connection, and there’s no money,” she said. “I decided to join CAUSE
because my rent was increasing too much, and I didn’t know my rights as a renter. “Little by little, I’ve heard about my renter rights. Now, I am a CAUSE Community Leader, and I fight for my rights and the folks in my community. We asked the city council members to adopt rent control in our community since there is no stable plan that protects the working members in Oxnard.” They plan to keep going until the council adopts a rent control plan. “For all of you listening, I would love you to join our committee, so we can continue fighting for our rights,” Ceci said. Ceci was thanked warmly for her taking the time to share her story.
kids smiling faces is the best part of this.” The virus has not slowed down the recreation department. “We’ve done everything we can to keep our staff healthy and do our setup,” she said. “Everybody has gloves, masks, and face shields. People are willing and ready to donate and ready to be here to work at this event.” The group had a specific Covidsafe plan to get all the presents wrapped. “We used the art room at the Wilson Senior Center, and we set tables six-feet apart from each other and set some up outside,” she said. “All of our wonderful staff came over for an hour or two during work hours and wrapped gifts.” She loves all her volunteers. “This wouldn’t happen without them,” she said. “Ray’s Coca Cola is one of our major sponsors for the Oxnard Police Activities League. Not only do they give monetary
donations every year, which helped purchase some of the gifts, then they also donate drinks so the kids will get some chocolate milk, strawberry milk, water, and flavored water drinks for them, as well.” Marquez keeps her staff motivated through the ups and downs of Covid. “A lot of it is showing our staff our appreciation for their hard work,” she said. “They’re dedicated and continuously come in during this pandemic and be ready to work with everything changing. We have our parks teams go to the park, and those regulations change often. They’re ready to pass along any additional information the community needs.” Janice Zaragoza handed out goody bags to the kids, so she gets the big payoff, a happy child. “They have their masks on, but I can see their expression through their eyes,” she said. “There is excitement in their facial expressions. As long as I am helping out the community and the kids at large, that’s all that matters. He (Jason, her husband) is understanding about what I do.” She struggles with the limited recreation program. “We’re used to serving our community in the best way possible,” she said. “What we’ve done is something unique. We’re working under the guidelines of our county and state and serve our community the best way possible. Hopefully, we’ll be able to help as many people as we can under the circumstances.”
Santa’s workshop continued from page 1
ensure that no one would get sick. Recreation Supervisor Jessy Tapia said the workshop is the third distribution through Oxnard PAL in 2020. “Usually, we have our annual Santa’s Workshop event that we put on in the Oxnard PAL Gym,” he said. “Due to Covid, and to stay safe, we’ve moved it outdoors and to three areas in the city. We’ve done Colonia, Southwinds and College Park is our last stop.” Organizations donated toys, he said, and the Oxnard PAL helped raised money for toys. “Just a few days ago, we received a donation from Ventura County Fire Department, through their Spark of Love holiday campaign,” he said. The group gave about 1,200 toys to kids this holiday season. “They had to pre-register back in Nov, and then we were able to take care of the toys and give them out this whole week,” he said. “We wanted to make this event a winter wonderland with different inflatables. We have Santa’s sleigh and Santa and Mrs. Claus here. We have the families drive thru the inflatables, pick up their toys, and exit.” The toys were quarantined, he said, so they were completely safe. “We used the facilities that we aren’t using, so we used the Wilson Center as Santa’s Workshop,” Tapia said. “We’ve been able to leave them there for the last few weeks and wrap them and get them ready for these events. It took us about two weeks to get everything wrapped up.”
The need is great this year, and the Oxnard PAL was able to get groups across the city to make sure this holiday season was exceptional. “I know there are other groups doing toy distribution, as well, and that is good to hear,” he said. “It has been a partnership between the Oxnard PAL nonprofit, the recreation division, the PAL, City Corps, and our after-school programs. We came together to make sure the kids get the toys.” The group stayed focused and made sure no child got disappointed this holiday season. “We wanted to get the essentials to the families this holiday season and make sure they got everything they need,” he said. “Toys are one of the things that kids look forward to, and we have Santa to get the kids pumped up. Everybody rallied together this holiday season to make sure that kids who don’t have toys can get toys.”
Tapia said Covid has made it a challenging year for everyone, but providing joy for the kids is something he never grows tired of during this time. “We’ve had some things happen during the year, and we need to provide some joy,” he said. “We wanted to give them an experience that provides some hope for the future. We also finished our Santa Tour. That’s another one we’re seeing people out in the streets in front of their home. We’re not able to do stops, but we’re able to bring joy across the whole city.” Recreation Coordinator Susan Marquez said the city purchased 1,200 gifts and then got a significant donation of 700 more gifts from Spark of Love. “We got two giant boxes of board games,” she said. “We’ve always done this, but because of Covid, it’s a little bit different setup. It’s important because it’s Christmastime and kids deserve presents on Christmas. Seeing the

NEWS Oxnard takes a stand against Gold Coast Ambulance By Chris Frost chris@tricountysentry.com Oxnard-- The story about the City of Oxnard taking control of its EMS (Emergency Medical Services) program continues with Ray Blattel saying that AP Triton did not provide due diligence during public comments.
T
HE Oxnard City Council, Dec. 1, voted to take over its ambulance service and end its deal with Gold Coast Ambulance and American Medical Response. The item gives the city the ability to take local control and leave the joint powers agreement Oxnard has been part of since 1976. The agreement ends on June 30, 2021. “To me, it appeared like the study was biased, to begin with,” Blattel said. “I understand what the Oxnard Fire Department is trying to do, and the intentions are all good. However, the processes and the relationship with the vendor, AP Triton, is what bothers me. The most disturbing thing is the high probability of quid pro quo. Give me something I want, and I’ll do something for you in return.” Pat Brown said she knows many of the firemen for a long time, and she’s experienced the situation with the ambulance. “I called in the middle of the night, and they were here in five minutes,” she said. “I was dazzled by our Oxnard people doing this.” She understands both sides of the issue and doesn’t know which way to go. “There’s good and bad in both,” she said. “I’m concerned about this because the bad can be really bad, and the good can be really good. How we are going to work this out,
I don’t know, but somehow, we have to find that happy medium. We want the morale to be up on the fire department.” Gold Coast Ambulance Regional Director of OperationsJeremy Schumaker said the city’s best and most economical option is continuing to use Gold Coast. “It is clear that the fire department has taken a different view on this,” he said. “We remain committed to working through their concerns once we are afforded an opportunity to do so. Unfortunately, over the past couple of weeks, the council has been presented with information about Gold Coast’s performance that is false. We were told that in order to reach our 90 percent response time, that we must rely on exemptions. Our compliance without the exemptions is 78 percent. That’s false. In 2019, we responded to almost 15,000 calls for service in the City of Oxnard, arriving on the scene, on time, without exemptions 92.34 percent of the time. Our average response time in Oxnard is about five minutes. That’s far below the industry standard.” AP Triton says Gold Coast’s unit cost per hour is $274, and the department can provide the service cheaper. “This is false,” he said. “The truth is that as a private company without any public pension liabilities, our cost is a fraction of that number.” Hamilton said the City of Oxnard communicated its concerns with Ventura County Emergency Medical Services Administrator Steve Carell and
Jeremy Schumaker from Gold Coast Ambulance. “We’ve made many represen tations expressing our concerns dozens of times over the last two years,” he said. “Most recently, in Oct 2019, we expressed our reservations about the ambulance company’s plan for how the ambulance company was going to move ambulances around the county in response to calls. We expressed deep reservations about how that was going to impact Oxnard. None of our reservations were taken into account, and the move up plan, as it’s known, was implemented.” Hamilton said the response time he provided is correct. “It’s based on raw data at the dispatch center,” he said. “I would hazard a guess that the 92.34 percent compliance number that EMS is representing likely includes code two responses, which gives the ambulance company 15 minutes to respond. They also have urban and rural responses, which are 25 and
45-minute response times.” Mayor Pro Tem Carmen Ramirez supports the action. “This is maybe the third presentation I’ve seen,” she said. “One of the things that strike me is the level of pay. I didn’t hear any of the speakers dispute that. Under Gold Coast/AMR, EMTs get $13 an hour, paramedics, $15.96, and I didn’t see anyone dispute that.” Councilman Bryan MacDonald posed a compound question. “Are we dealing with a particular window put on us by statute in order to take action,” he asked. “Are we required to do this in a certain time frame?” The city has to notify the joint power authority they intend to withdraw by the end of the year so it can take effect on June 30, 2021. Once the city withdraws, he asked if the city can still try and resolve its issues with Gold Coast. “The action allows us to look at a range of different options,” Hamilton said. “The City of Oxnard is not going to do this in a bubble.” MacDonald added that he’s been complaining for quite a while, and Gold Coast missed it. Perello echoed MacDonald’s position. Councilman Oscar Madrigal wants to see where it goes. “I’ve gone with Councilman Perello to other boards, and we usually get the same answer,” he said. “We didn’t know that Oxnard had an issue, or we didn’t know that Oxnard cared about the issue. We usually get ignored by other agencies in the county, cities, or the school board. I. want to move forward.”

The Museum has presented a wide variety of informative and engaging temporary exhibitions during its first 30 years as well as sponsoring large community events. The Museum is also visited by hundreds of local students each year. The Museum is planning a year full of activities (and, hopefully, in-person events for later in the year). It will be starting off the year with a Grub & Grog (Food and Drink) Recipe Contest. The Museum will be accepting food and rum drink recipes beginning on January 1, 2021. Lance Thomas of
Black Bart’s Navy Rum will be among the “grog” recipe judges. Black Bart’s Navy Rum is the sponsor of the grog portion of the contest. Local chef and caterer, Cathie Moreno, will be one of the “grub” recipe judges. Contest participants will be asked to send the written recipe for their entry along
with a photograph of the entry. The contest will be virtual in light of any possible restrictions still in place in January. For details and rules on the contest, please go to cimmvc.org starting December 21st. February will be the Museum’s “I My Maritime Museum” month. The Museum will be asking its friends, supporters, and local
community members to share their thoughts on what they love about the Museum. Anyone who participates in the event (in-person (if allowed) or virtually) will have their name entered into a drawing for a chance to win a one-year Lieutenant-level Museum Membership along with a BlueFin Gifts swag bag. For more details, please go to cimmvc.org. About the Channel Islands Maritime Museum: Located
in Oxnard’s Channel Islands Harbor at 3900 Bluefin Circle, the museum’s galleries feature rare and beautiful maritime paintings dating back to the 1600’s, more than sixty worldclass models of historic ships, rotating thematic fine arts exhibitions, and interactive exhibits that encourage visitors to expand their horizons about everything maritime. Family-friendly, the Museum offers something for visitors of any age.
DMV Extends temporary halt to behindthe-wheel driving tests until Jan 4 Offices remain open. Customers encouraged to go online first Sacramento – The California Department of Motor Vehicles will continue its temporary suspension of behind-the-wheel driving tests until at least January 4. The DMV previously announced a two-week suspension through at least December 28. The DMV is taking this step for the health and safety of customers and employees during the current statewide surge in COVID-19 cases. Customers with scheduled appointments through January 4 will be notified their tests are canceled. The DMV will automatically reschedule the tests at a later date. DMV drive test examiners will be redirected to assist with other customer transactions.
In-vehicle testing is a requirement for first-time driver’s license holders and commercial license applicants. The temporary suspension includes commercial and noncommercial tests, but does not apply to motorcycle drive tests, which can be conducted at a safe distance. To protect customers and employees, the DMV requires everyone who enters the DMV to wear a face covering, physically distance and have their temperature checked. To best serve customers and maintain appropriate distance, the number of people allowed in the office is limited, chairs are appropriately spaced, and plexiglass has been installed. Safety measures in place for
behind-the-wheel tests include required face coverings, temperature checks, cracked windows for increased air circulation and seat covers. While DMV offices remain open to serve the public, the DMV continues to encourage all customers to use its online services, expanded virtual services and other service channels to complete transactions, including eligible driver’s license and vehicle registration renewals. Nearly all Californians can now renew their driver’s license online – even if the renewal notice states an office visit is required. Customers can also use the service advisor on the DMV website to learn their options to complete DMV tasks.

Holiday Can-Tree celebrates Christmas in a special way at Ventura Harbor By Chris Frost chris@tricountysentry.com Ventura-- The true meaning of Christmas shined brightly, Dec. 19, as the Ventura County Harbor Holiday Can-Tree food drive brought out a great crowd who wanted to make that no one goes hungry on Christmas.
T
HE event was Covid-19 com pliant, as atten dees donated lots of canned goods and boxes of dry food. Anybody who donated more than 20 cans of food also received an antler headband. Due to the pandemic, families are hurting, without jobs, and need a special lift. Ventura Harbor Marketing Manager Jennifer Talt-Lundin said plans had to change for 2020 because of the virus. Normally, we have a big winter wonderland and a parade of lights tonight, but we had to reimagine the activities because of the pandemic,” she said. “We added donating to Food Share Ventura County this year. People really want to give during these times, and we want to give back to the community.” Harbor members decorated two trees with cans, a seaside tree with a mermaid, along with a
traditional-style tree. It takes about 600 cans to make one tree. Food Share Ventura County collected 100,000 pounds of food and is still collecting. Once collected it’s stored safely in their warehouse for 4 days then gets sorted and processed by their distributors. The 100,000 pounds of food translates into approximately 83,000 meals provided to those in need. “Food Share Ventura County has developed an amazing program for
Ramirez assaults two officers
Oxnard-- On Tuesday, December 22, 2020, at about 1:20 p.m., officers were flagged down on Vineyard Avenue near Stroube Street about 35-year-old Oxnard resident Brian Ramirez who had just assaulted a woman. When officers came to the woman’s aid, Ramirez turned on the officers and attacked them by kicking and punching. He struck one of the officers in the face before subduing him on the ground. One officer suffered a fractured nose, and the second officer suffered an injury to his leg. They were both treated at the hospital and released. Officers charged Ramirez with battery and aggravated assault on officers. Anyone with any information regarding this case is encouraged to contact the Oxnard Police Department at 805-385-7600 or online via oxnardpd.org. You can remain anonymous if you choose to do so. corporations, businesses, and community entities like us to participate in, she said. “They give us the mechanism
to make it into a beautiful holiday canned tree. They also have awards, so different community groups contributed. They submit, and we give to those in need this holiday season.” The two most popular items have been cans of green beans along with tomato and chicken noodle soup. “There’s also a lot of tuna, fish, and chicken,” TaultLundin said. “We also got macaroni and pasta. It’s really just a gift of love from the community to those who need it this holiday season. Ventura Harbor is proud to
Oxnard Police arrest Victor Menendez Oxnard-- On December 22nd, at approximately 5 p.m., officers from the Oxnard Special Enforcement Unit (Gang Unit) conducted a traffic stop on a vehicle for a suspected traffic infraction in the 2400 blk. of South Ventura Rd. Upon contacting the occupants, the officers learned that the driver possibly had a warrant issued from a Texas law enforcement agency. Officers began removing the occupants from the vehicle until the warrant was confirmed. Victor Menendez was a passenger in the vehicle. As officers prepared to remove Menendez from the vehicle, Menendez admitted to having a handgun concealed on his person. Officers removed the loaded handgun and arrested Menendez for felony firearms violations for possessing an unregistered handgun and for possessing a loaded, concealed firearm in the vehicle. Menendez is a documented criminal street gang member in the city of Oxnard. The Oxnard Police Department’s

be part of that.” She feels fortunate that most businesses in the harbor have stayed open through the pandemic. “Being an outdoor shopping center permitted us the opportunity to have guests here and seaside during this campaign in the pandemic,” she said. “We make sure that people will be able to enjoy the outdoors, recreate, walk, breathe in the fresh air, and support the businesses that remain open.” She loves seeing all the people donate through a pandemic. “We have this easy dop off,
where people can pull up and donate,” she said. “We have a sanitation station with the cans today. We are so thrilled that people are helping and being so generous this holiday season.” She loves using the harbor as a “nice community dropoff space.” “Our retailers are open safely,” Talt-Lundin said. “Our restaurants are open for takeout, and people are taking out boats and recreating, which is nice. We like to celebrate the season with our community and thank them all for celebrating small businesses.”

equivalent positions, pursuant to Chapter 4 of the City Personnel Rules and Regulations. The action includes a $638,619 budget appropriation for the fiscal year 2020-21 with an annual fiscal impact of $2,595,881 within the General Fund, Stormwater Fund, Landscape Maintenance District Fund, State Gas Tax Fund, Transportation Development Act Fund, Water Operating Fund, Wastewater Collections Fund, Wastewater Treatment Fund, and Solid Waste Operating Fund. Public Works Director Rosemarie Gaglione presented the item to the council and told council members that the action would allow the city to comply with the state’s water and wastewater regulations, improve customer service levels within environmental resources, which decreased because of increased call volume while maintaining service levels and increasing the number of buildings that maintenance department must maintain. “They must provide adequate construction inspection services while capital improvement projects move forward,” she said. They also provide financial management support to special districts and improve communication and the sharing of information about public works projects and operations through a dedicated communications position.” Environmental resources currently have 173 full-time equivalent (FTE) positions. “We are requesting the addition of four,” she said. “They would be three full-time customer service representative, 2 for increased call volume and one account clerk, 3 to assist with cash handling, reconciliations, internal controls,
and monthly reporting. The account clerk’s position is the result of an audit recommendation into cash handling and reconciliation. A lot of cash goes through environmental resources.” Gaglione asked for three customer service representatives, so all the public works service calls go through the department’s call center. “We get calls that have nothing to do with public works,” she said. “There are a lot of different subjects that people call about. It’s not as simple as saying, yes, your pickup is on Monday, or we’ll come back and take care of that. Sometimes, they have to research and find out who is the best person. We don’t want to leave the customer hanging.” Gaglione said the department received complaints about how long it takes to get a call through or the amount of time it takes for someone to respond to the customer. “Some of our managers made the call to see what would happen and confirm what our customers were experiencing,” she said. “We pulled data records to see how long it was taking to respond to calls, and we believe what we need to improve customer service is to add these three positions. These positions will be funded by the environmental resources fund.” Water operations currently have 56 full-time employees, and Gaglione asked for four more. That includes one supervisory control and data acquisition (SCADA) program supervisor to replace a consultant contract, one electrician instrumentation technician to perform electrical maintenance, one senior water mechanic to perform maintenance, and one water conservation and outreach supervisor to assist and comply with water conservation
regulations and outreach. “The water conservation regulations, like all of the other regulations we deal with; they never seem to get less,” she said. “They just seem to grow. We have to make sure that we are able to not only meet the requirements but be able to provide our customers with the services they need and help them conserve water. The supervisor control and data acquisition supervisor, right now, we’re dependent on a consultant contract. It’s difficult because there aren’t many local vendors. The last time we had a power outage, the SCADA System tripped, and it took hours to get someone out to get us back online. It caused us numerous problems.” With the electrician and senior water mechanic, Gaglione said the city would do its own maintenance. “Depending on contractors is more expensive,” she said. “These positions would be funded through the water operations fund.” Recycled water from the Advanced Water Purification Facility (AWPF) has four full-time employees. Gaglione wants to add five more fulltime positions. That includes one AWPF operation manager/chief plant operator, one senior advanced water treatment operator, two advanced water treatment operator III, and one electric treatment plant electrician. “The reason for this boosting of personnel is we have our permit to build our ASR project, which will be coming to the council on Jan 19 to award that contract,” she said. “We’re going to start construction. As soon as that’s completed, we’re going to begin a 12-18 period of continuous operation and monitoring. Once we get through that, we’ll get our permit to go ahead 24/7 to inject
this recycled water into the ground and pump it out of the ground 3.1 months later as new groundwater. These are positions required to meet the demand of the 24/7 operations of the AWPF and keep us in compliance with all the state regulations in terms of what sort of staffing to have.” Gaglione also requested reclassifying three full-time employees. They include two wastewater treatment operators being reclassified to two advanced water treatment operators, and one senior wastewater mechanic would be reclassified as an advanced senior wastewater mechanic. “This plant has really been under the wastewater division,” she said. “As soon as we make the switch over to this being a drinking water operation, we’re moving it underwater. These positions are required to meet the demand of 24/7 operations, and the positions and reclassifications will be funded through the water operations fund.” Wastewater has 73.5 full-time equivalent employees, and she wants another half employee. “A one-half wastewater collections operator will help maintain and clean sewer pipelines,” she said. “We are also requesting the reclassifications of three full-time equivalents, one source control inspector and technician to two wastewater environmental specialists. The reason we’re doing this is our latest permits we have from the state are requiring us to give a more robust inspection. There will be more responsibilities placed on our inspectors. This is more in line with their duties. We’re also requesting to change one data entry operator I to an administrative secretary II.” Gaglione worked with human resources on the reclassifications to make sure they’re appropriate.
“We have employees that their job description says one thing, but we need them to do something else,” she said. “We have to bring everyone in line with what their job specs are. The position reclassifications would be funded through the wastewater operations fund.” Engineering currently has 22 full-time positions, and she asked for two more employees, one senior construction inspector and one construction inspector II. “These positions would pick up the increased workload in the construction section,” she said. “They would be jointly funded by the water, wastewater, and environmental resources operations funds and charged back to capital projects as appropriate. We have a grouping of on-call contracts. If any of the utilities need some construction work to be done, we can use those contracts to make that happen. In the past, employees in the different utilities would oversee some of this work. That’s not the right way to do it, so we have taken to having our construction inspectors oversee all these projects. They are assigned to a project manager to keep an eye on things. The construction inspectors and project managers, this is what they do all of the time. It’s better to have them oversee contracts. We can have the operators do those things they’ve been certified to do. We’re seeing better results in some of our project delivery and staying within estimates, on scope, and on time.” Special Districts have seven fulltime equivalents, and she asked for one financial analyst to assist with managing and evaluating budgets and forming a comprehensive analysis of finance studies.
improvements.” “There will also be lighting and landscaping throughout and renovating the existing parking lot,” she said. “What I’d like to note here is this is conceptual. Once we get into the design, the location of each of these amenities may change.” The city published its requests for proposals on June 19, she said, and all the proposals were due on July 22, 2020. “We received, evaluated, and scored a total of 13 proposals,” she said. “The top three companies were interviewed by the community services director, project manager, and the assistant public works director. MIG proved to be the most qualified firm.” Mayor John Zaragoza said the item is excellent. “We have a center over in Island Acres that needs some refurbishing,” he said. “Consequently, we’re
applying for SB68 and following the ideas, concepts, and drawings the City of Oxnard has.” During public comments, Pat Brown said she recently found out information about parks and had questions. “They seem to take such a long time to put in once the plan has started,” she said. “That’s very true. I want all those who want this park up and running in the next 12 months; they’re dreaming. It takes a long time. There’s a lot of people involved and a lot of detail and the cost of money, as well.” She wants the Campus Park improvements, but the city needs to start thinking about what is and isn’t acceptable and will give residents the park as soon as possible. “So the kids in school now can be involved with that while they’re still in school,” she said. “Otherwise,
we can keep making these things so complicated it takes forever to get the park in.” Bert Perello said the Public Works & Transportation Commit tee did not review the item during council comments last Nov because there was no quorum. Mayor Tim Flynn was absent, and MacDonald had his conflict of interest. “It came without a recommen dation,” he said. “There was a plan with a tremendous amount of money spent years ago, and it became aged because nothing happened,” he said. “We had to do it over. “The concern I have is that Zaragoza and I sat on the Airport Authority Board. There is a flight restriction and a cone.” The park sits in a restricted flight area. He pointed out that an airplane took out a portion of the fence close to the park’s proposed playground.
“I want the public to be aware there are some concerns, and the airport issue is a big deal,” he said. “If we present maps, that should be included as an overlay on the map.” City Manager Alex Nguyen said there was a lot of public outreach, but it included neighborhood mem bers on the selection committee. “Yes, they were able to participate in the process and provided input on the three consultants selected for interviews,” Arnout said. When Nguyen first arrived in Oxnard, he learned from neighbors in the area who told him about the decades-long saga about Campus Park and how it languished. “The public works staff was able to successfully win one round of Prop 68 funding for this,” he said. “The community members have been so invested and passionate about this, and this is completely resident-driven.”
This story will continue on Jan 1.

outlets, and invitations to the stakeholder advisory groups. Mayor Pro Tem Bryan MacDonald has a conflict with the item and recused himself from the conversation. After the presentation, City Attorney Stephen Fischer added that MacDonald recused himself because his residence is close to the Campus Park site. “I wanted it to be clear for the record, the basis for that recusal,” he said. City Engineer Tatiana Arnout presented the item to the council and said the design and construction includes a bicycle pump track, a skate park, a playground, basketball courts, a pelota mixteca court, performing arts, and amphitheater pavilion, a multi-use field and meadow, a city garden, a place for public art, a walking trail and stormwater

SENIORS 805 Calling out the carnival tonight on Desolation Row By L Ron Brooks THE HEARTLAND—You know what holiday norm I used to hate? Year-in-Review pieces in print or on TV. My feeling was always, “Lazy [blankety-blank blankity-blanker], I was there too; I still remember this stuff just happening. Why not find a real news story to cover?” It occurs I haven’t seen any of those kinda od shows advertised yet this year. Funny, that. Already when we look back at 2020, it’s from over our shoulders and we only want to know one thing; it’s not still chasing us, is it? It isn’t even all the way behind us yet. I’m writing this the Monday morning 66% of the U.S. learned about the UK ‘variant’ on the virus. Ten more days to go and 2020 is still serving up fresh steaming loads of catastrophe and abomination. I reckon that’s because it has momentum. And friends in lofty perches. Who aren’t going anywhere next month. 2020 is not going to stop impacting our lives just as soon as it’s played offstage and its Leader escorted out by U.S. Marshalls come January 20th. The totem, the figurehead of all the calamity and chaos will be sidelined, but he was only the highest-profile public face of our societal dysfunction. He was our picture of Dorian Gray; we should have known something was up when he never seemed to grow a day older, but collectively the country was aging in dog years. I run the TVboxmachine in the morning while I’m waiting for my brain to kick in. The default station is Channel 200, “News Mix.” It runs 4 screens simultaneously—configured like a zoom meeting but consisting of
all the big cable news nets; CNN, Fox News, msnbc and the BBC. In real time and side by side. This morning’s 7 o’clock lead story on three of the four global satellite networks was the new corona variant running roughshod over the UK and the warning that we’d inevitably be dealing with the same mishegas over here before very long. It wasn’t any kind of welcome news, but I felt better psychologically-prepared to deal with it eventually, knowing ahead of time it’s coming. The people who won’t see it coming are the poor folks who turned on their TVs this morning to be greeted by Fox’s scowling picture of the President-Elect’s surviving son, accompanying an extensive ‘package’ supporting a narrative the network has been trying to sell for a while now that just isn’t gaining any traction. Just this morning the outgoing AG said the narrative in question had no empirical legal merit. The American people now know a crook when they see one, and we just don’t see an unethical person in the PresidentElect no matter how hard Fox tries to sell us one. Ironic it’s the current POTUS who taught us the meaning of ‘malarky.’ It’s the whole right-wingosphere, not just Fox News of course. But like our lame-duck-in-Chief, Fox is the most prominent, influential member of their branch of the disinformation consortium, therefore like him, they own an outsize share of the responsibility for deliberately helping deliver us to this sorry moment in time. And if we don’t take corrective action (next week’s ‘year-in-hyuuurk’ column), there’s no reason in the world for them to stop. In the couple weeks running up to last month’s election, I’d see locals
out and about in red campaign swag, four-letter acronym proudly front and center, and I’d approach them to talk about it. (If I’m wearing a Def Leppard tour t-shirt from 1983 in public, I have to be able to defend “Rock Brigade” or pick a different t-shirt. Right? I want to talk about the cool stuff I’m wearing. Like, doy!) Approached that way, everyone was amenable. I presented myself as personally disinterested in politics but I thought people were interesting; could they please tell me which accomplishments exactly they liked best about their man. And to a one, they all said the same thing: 2016 GOP talking points, verbatim. It was like the last 4 years never happened. Then I’d find some part of what they said that I could honestly concur with, respond to that and thank them for their time. I learned two things from the experiment. One, if you approach people with an open heart and no stomach for conflict… they’ll feel it and respond in kind. Even when they know they’re preaching to the unconverted, and they’ve been trained for decades to distrust people
with whom they disagree. It was frankly encouraging. It was proofof-concept for a wild idea I’ve been noodling with for a while: If we simply stop arguing about stuff we can’t do anything about anyhow… civil conversations will still spontaneously break out to fill the void. That’s the whole ticket back to any semblance of a civil, more unified, less-hateful day-to-day life. Stop letting ourselves get sucked into pointless online and/or verbal conflicts. Repeat as necessary until life makes sense again. Name a national holiday after me and we’ll call it square. I’ve seen the Promised Land. I’ve crossed that Rubicon off the list; I’ll circle back to it next week. The other theory that these conversations confirmed was that people are still people. We haven’t gotten dumber over the last quarter century by accident or radioactivespiderbite gene mutation; we’ve been—with malice aforethought— dumbed-down in order to make millionaires into billionaires. As soon as formerly-credible
media outlets discovered that making its audience poorly-informed was quite a financially sustainable business model, well-placed scoundrels did what they always do; whatever would make them the most money. Gosh darn the torpedoes. Cut to this awful year and the Business Model isn’t just moving pillows and reverse secondmortgages anymore, it’s actively enabling and abetting the spread of a global plague that is killing a 9/11’s-worth of Americans every day. With new twists and turns still coming daily—what the hell, today there’s a ‘variant’?—all the real-world developments that Fox is demonstrably not adequately delivering to its audience makes the news channel and the people who work there actual, active participants in the ongoing bloodletting. Targeting their own audience exclusively, no less. Brings to mind a paraphrase of the infamous Vietnamera piece of earned wisdom, “We had to kill the audience to retain it.” It’s objectively absurd. If Fox News’s coverage of the world in ruins were made into a movie, it could only be a pitch-black dark comedy; one that opened among the charred ruins of a near-future dystopia, then flash-backed to tell the story of the perfectly-foreseeable series of errors, schemes and miscalculations that brought about said dystopia. Jack Black would be involved creatively at some level. The old saying, “Evil succeeds when good people do nothing,” implicitly depends on there being evil already afoot. To stand by and not render aid when you could have is complicity; what is it when you’re in a position to help but choose instead to add accelerant to the conflagration?

SENIORS 805 Tell Santa I tried to be nice THE PARSONAGE—It’s that time of the year when the conversation around the dinner table in the Parsonage has to do with naughty or nice. I must admit it’s not my favorite conversation because what is naughty, and what is nice? That all depends on who you’re talking to. The Gracious Mistress of the Parsonage has a different definition of these words than I do. According to my wife, nice has to do with broccoli, and naughty has to do with Apple fritter. At least I can’t. I’m afraid I have to disagree with this because as far as I’m concerned, nice has to do with Apple fritter and naughty has to do with broccoli. I’m not sure that you can get any naughtier than broccoli. But this time of the year, the definition of naughty and nice is determined by some overweight guy living in the North Pole abusing reindeer. If you think I’m going to listen to his definition, you don’t know me. I don’t want Santa to determine if I’m naughty or nice because I don’t trust that guy. Why would I want to trust a guy who only works one day out of the year and the rest of the time live somewhere in the North Pole? He’s almost, but not quite, as bad as politicians. But at least Santa works one day out of the year. “So,” my wife began, “do you think you’ve been nice this year?” As a husband for almost half a century, I know a trick question when presented to me. I can’t tell you how many times I have been tricked with one of these questions. “Well,” I stuttered, “how do you think I fared during the year?”
I was open to put it back on her shoulders and let her go away with it. My wife is an expert in many things and, in particular, in interrogation. Me, I’m an expert in failing interrogations. Throughout life, I have learned that it is not what I think that really matters but what other people think particularly about me. It’s not if I think I was nice this past year, but did my wife think I was nice. Looking very thoughtfully as she usually does when interrogating me, she said, “Well, there was that incident at the beginning of the year about a lizard on my pillow.” It was all I could do to hold back a chuckle. I remember that incident very well in a motel over in St. Augustine. I still can see that lizard staring at my wife. “You have to admit,” I explained, “that lizard was rather a nice little critter.” “If that’s your definition of nice,” she said most adamantly, “then you have failed the test.” I wouldn’t say this out loud so that she could hear me, but that was one test I enjoyed failing. After pausing for a moment or two, she said, “Then there’s the incident about the bug on my leg while I was driving.” Although I tried to withhold any outward expression of laughter, it was beyond my control. “So, you think it was nice for that bug to be on my leg, causing me to bump into the car in front of me?”
I had almost forgotten that, but nobody was hurt in the incident. “What does nice have to do with that kind of bug on my leg?” Then, much to my surprise, she broke out laughing as well. To some people, what is nice is not nice to other people. What is naughty is not necessarily naughty in someone else’s estimation. All these things she brought to my attention was not something I worked at. It was something that came without any influence on my

part. My part was laughing at the incident and enjoying it for weeks to come. As the room quieted down, I finally raised my question. “So,” I began, “do you think you’ve been nice this year?” The tables were turned now, and I wanted to press her with some of my interrogations. I’m not a very good interrogator, particularly when it comes to issues concerning my wife. But I thought since she brought up the subject, I would carry it through and see
where it took us. She stared at me for quite some time and then said, “I think I have been overly nice because I have given you so much material to write about.” Then she glared at me with one of “those glares.” First, I didn’t quite know how to take it. I was afraid that her NICE was turning into her NAUGHTY, and I would not be able to handle that. Following a few silent moments, she then burst out laughing. I was relieved, to say the least. We enjoyed a few moments of shared laughter, which greatly lightened up our day. As I was thinking about it, there was another nice aspect of our relationship. That nice aspect is, my wife is not a writer, or I would be in trouble. Later that day, I thought of the Bible verse. “But if we walk in the light, as he is in the light, we have fellowship one with another, and the blood of Jesus Christ his Son cleanseth us from all sin” (1 John 1:7). Our relationship is not based on nice or naughty but rather on the Lord Jesus Christ, our Savior.

You will be bidding on a lien, not on the property itself. Placing the highest bid at a trustee auction does not automatically entitle you to free and clear ownership of the property. You should also be aware that the lien being auctioned off may be a junior lien. If you are the highest bidder at the auction, you are or may be responsible for paying off all liens senior to the lien being auctioned off, before you can receive clear title to the property. You are encouraged to investigate the existence, priority, and size of outstanding liens that may exist on this property by contacting the county recorder’s office or a title insurance company, either of which may charge you a fee for this information. If you consult either of these resources, you should be aware that the same lender may hold more than one mortgage or deed of trust on the property. NOTICE TO PROPERTY OWNER: The sale date shown on this notice of sale may be postponed one or more times by the mortgagee, beneficiary, trustee, or a court, pursuant to Section 2924g of the California Civil Code. The law requires that information about trustee sale postponements be made available to you and to the public, as a courtesy to those not present at the sale. If you wish to learn whether your sale date has been postponed, and, if applicable, the rescheduled time and date for the sale of this property, you may call 844-477-7869, or visit this internet Web site www.stoxposting.com, using the file number assigned to this case T.S.# 84867. Information about postponements that are very short in duration or that occur close in time to the scheduled sale may not immediately be reflected in the telephone information or on the Internet Web site. The best way to verify postponement information is to attend the scheduled sale.” For sales conducted after January 1, 2021: NOTICE TO TENANT: You may have a right to purchase this property after the trustee auction pursuant to Section 2924m of the California Civil Code. If you are an “eligible tenant buyer,” you can purchase the property if you match the last and highest bid placed at the trustee auction. If you are an “eligible bidder,” you may be able to purchase the property if you exceed the last and highest bid placed at the trustee auction. There are three steps to exercising this right of purchase. First, 48 hours after the date of the trustee sale, you can call (844) 477-7869, or visit this internet website www.STOXPOSTING. com, using the file number assigned to this case 84867 to find the date on which the trustee’s sale was held, the amount of the last and highest bid, and the address of the trustee. Second, you must send a written notice of intent to place a bid so that the trustee receives it no more than 15 days after the trustee’s sale. Third, you must submit a bid so that the trustee receives it no more than 45 days after the trustee’s sale. If you think you may qualify as an “el-
igible tenant buyer” or “eligible bidder,” you should consider contacting an attorney or appropriate real estate professional immediately for advice regarding this potential right to purchase. FILM REVIEW
“THE CROODS: A NEW AGE” By Bob Garver Going into “The Croods: A New Age,” I barely remembered anything from “The Croods” from 2013. I remembered that Emma Stone, Nicolas Cage, Catherine Keener, and Cloris Leachman voiced cave people, but that was about it. I had even forgotten that Ryan Reynolds was in it, mainly because I had written Reynolds off as a box office draw prior to his 2016 resurgence in “Deadpool.” Speaking of 2016, that was the year of “La La Land,” which won Emma Stone an Oscar for Best Actress (the highest-profile announced win for that movie to stick). Two of the cast members have moved on to bigger and better things, but they were able to return and do this sequel. That’s a win for the movie in and of itself. And aside from some pathetic box office domination during weekends where nothing else wanted to open, that’s the only win this movie gets.
A
T the be g i nn i n g of the film, the teenaged Eep (Stone) and Guy (Reynolds) are two crazy kids in love, which Eep’s father Grug (Cage) reluctantly tolerates. Guy is enamored with Eep, but he hates having to sleep in a big clump with the rest of her family, which also includes Eep’s mother Ugga (Keener), grandmother Gran (Leachman), brother Thunk (Clark Duke), younger sister Sandy (Kailey Crawford), and at least two animals. He wants to find a paradise called Tomorrow, where he and Eep can live in privacy. Grug, hardheaded as he is, wants Eep to stay with her pack and spend her days hunting, foraging, and barely surviving. Eep is torn between the two ideas, but it doesn’t matter because there’s no Tomorrow to tempt her, and there probably never will be. The next morning, the family finds Tomorrow. It’s a lush oasis filled with food, inhabited by an “advanced” family called the Bettermans, who knew Guy before he met the Croods. Father Phil (Peter Dinklage) and mother Hope (Leslie
Mann) are eager to get Guy reacquainted with their daughter Dawn (Kelly Marie Tran) even though he already has a girlfriend in Eep. It turns out that it’s Eep who is more excited to hang around with Dawn, since she’s never been around a girl her own age. Eep takes Dawn on an adventure outside the walled compound, which Dawn loves as a contrast to her sheltered existence,
but this does not sit well with the Bettermans. Actually, nothing about the primitive Croods sits well with the snobby Bettermans. Cultures are clashing, everyone’s fighting, and Grug is eating the bananas that are supposed to be sacrificed to an army of Punch Monkeys (monkeys that punch everything). The monkeys decide to make sacrifices of the humans instead, setting
in motion the action portion of the film. The conflicts in this movie pan out so predictably. Is there any chance that the Croods and Bettermans won’t be friends by the end of the movie? Or that Guy and Eep won’t make up once their relationship is tested? Or that they won’t ultimately make long-term decisions that manage to please everyone? No, all the movie’s creativity went into the eye-candy action sequences and hybrid animals like Kangadillos and Piranhakeets. I’m sure these creatures were fun to invent, but clearly a disproportional amount of effort went into creating them for a series of two-second gags. That’s not to say that I don’t like the action sequences and the crazy animals and some of the gags (never underestimate the power of a good eyegouge). But there needs to be a better movie surrounding them, and this story is dull, dull, dull. I should be rooting for this movie to bomb against stronger competition, not begging for it to succeed so that something – anything – can keep the theaters in business. As it is, I’ll recommend going to see “The Croods: A New Age” in theaters (following all safety protocols, of course) and checking your opinion against mine to see if you too think this movie is a piece of well-animated junk. Grade: C“The Croods: A New Age” is rated PG for peril, action, and rude humor. Its running time is 95 minutes. Contact Bob Garver at rrg251@nyu.edu.
