By Chris Frost chris@tricountysentry.com Port Hueneme-- Community members helping the environment was the centerpiece item, Saturday, February 27, as the Friends of Ormond Beach led the charge with other community organizations to clean debris off the sand and lagoon areas and make the place beautiful.

A

brigade of people armed with buckets and devices to pick up trash combed the beach, cleared drug paraphernalia, microplastic, general trash, and make the area look great. The sentiment is catching, as the City of Oxnard teamed up with the City of Port n Ormond Beach, see page 7

Oxnard-- In his report to the city council, March 2, City Manager Alex Nguyen said, like the entire country, Ventura County is focused on delivering the Covid-19 vaccine to the public. Thanks to the county public health department and chief executive officer’s leadership,

there are larger vaccination sites available in Oxnard. “Specifically, the most recent one is at Rose Avenue in the Babies R Us building,” Nguyen said. “There has been one in South Oxnard at the public health offices at Centerpoint Mall. As a reminder, all of these require registration/appointments. You have to do that, and it’s available online.”

City staff can assist people who need help making an appointment. Based on the current dosage availability coming from the Feds through the state and down to the counties, the large site at Babies R Us can handle up to 2,000 doses daily, provided they’re provided that many doses each week. Each day at a few minutes after 5 p.m., I come home from a glorious day at the office to a meticulously clean home, with dinner cooking, and I stop the J-Train’s day to compliment her on her beautiful dress while she wows me with what she’s preparing for dinner.

E share a glorious evening talking about the day’s events, watching a little television, and at the end of the day, we play a little music and have a wonderful dance together. Then I wake up, and I live my real life. What happens is I work like a maniac, and when I get home at whatever time it happens to be, the house is a mess; there is no dinner waiting, which falls to me. I don’t mind that part. I like to cook. Besides, if the J-Train cooked, I’d be a whole lot thinner. The J-Train sits on the couch, ignoring everything and playing with her tablet. Like always, some events need my attention. The other day, while the J-Train and I were getting ready to

walk the dogs, she tripped over her pilates machine, fell to the floor, and bruised her knees. She started screaming, which got Buddy upset, and he jumped on the J-Train. NEWS City Council approves wastewater heavy equipment purchase By Chris Frost chris@tricountysentry.com Oxnard-- The city council, on March 2, approved purchasing heavy equipment for the wastewater division during its consent agenda items.

T

HE Public Works and Transportation Committee passed the item unanimously on February 9. The action includes purchasing a new crane truck for $23,001, a new roll-off truck from Velocity Truck Center for $219,915, and three agreements with the Quinn Company for a new excavator, valued at $266,275, a new backhoe, valued at $146,895, and a new forklift for $35,911 and Purchase Order #7989 with Nixon­Egli for $232,001.13 for a new crane truck Wastewater Infrastructure Manager Jeff Miller presented the item to the committee and said the wastewater treatment plant needs to update its aged equipment and rolling stock. “These purchases of new equipment will ensure increased in-house capabilities, increased efficiency, and reliability and will decrease the need for outside contractors and rental services,” he said. “The three selected vendors are members of the nationwide competitive bidding process conducted by the Sourcewell Competitive Cooperative. Depending on availability, the equipment would be delivered within 5-8 months. The existing crane truck, rolloff truck, backhoe, and forklift will be sent to the fleet division for auction.” The city wants to replace vehicle 2565, a 1988 International Harvestor Crane truck, with a new upgraded crane truck that can remove and replace pumps, valves, and other wastewater-associated equipment. “It will also minimize the need for specialty crane rental and allow for quicker response times,” Miller said. The city also wants to replace vehicle 3293, a Volvo roll-off truck, with 368,000 miles on the odometer and needing extensive repairs with an Autocar ACX64 roll-off truck. “It will be utilized in the wastewater treatment plant to move large containers of processed greens, trash, and green waste,” he said. “We are requesting the addition of a Catapiller 320 excavator. This excavator will increase our in-house capabilities, including the excavation of deep sewer process piping, as well as exposing buried storm discharge points in the Oxnard Shores and Mandalay Beach Road areas.”

He said vehicle 3472 will be replaced, which is a 2001 John Deere backhoe with a failed hydraulic system that no longer can operate safely and is damaged beyond repair. “It has been identified as a gross polluter and must be removed from service by Jan 2022,” he said. “The new backhoe will be utilized for debris removal, green waste, refuse handling, as well as shallow excavations and snail removal during routine activated sludge system maintenance.” Miller said the city needs to replace vehicle 2894, a 1991 CAT forklift, because it has a failed hydraulic lift system and power steering component. It will be replaced with a Caterpiller Model GP 30N5 forklift. “It will be used to move treatment plant equipment, chemicals, pallets, and general warehouse duties,” he said. “The maximum cost of these one-time purchases, pending final delivery date, and the effective tax rate is $900,996. The cost will be funded using existing appropriations from Wastewater Fund 621 and 611 during the fiscal year 20202021.” During Committee comments, Vianey Lopez asked if the equipment gets used at one location or moved around. “If they need to move, how is that done because of the size,” she asked. Miller said most of the vehicles will be used within the wastewater treatment plant and the headworks facility. “We don’t have any way to transport the excavator, but we can ask the water division or the streets department that has the capability to do that,” he said. “We’re going to budget for a trailer specifically designed to move the excavator to locations as need be.” Committee Member John Zaragoza pointed out the purchase enhances safety for city employees. “It’s important for the wastewater division,” he said. Committee Chairman Bert Perello asked questioned purchasing a transport device versus using a transfer company for infrequent and unsustained use. “Granted, there are times when a transfer company is not available at the drop of a hat, but the amount of money that can be saved by hiring a low bed to pick up something is something we need to look at further,” he said. “We’re still an approval city, and we need to do the right things.” He also mentioned and pointed out this equipment will be next to the ocean. “The saltwater is rough on equipment,” he said. “I have no knowledge to challenge the use of a large crane, but we’re going to have an expensive piece of I need it equipment, and I’d like to know if the people who use it will be trained

to use it and if the people are not trained will not be allowed to use it.” Miller said anyone who uses the new equipment will be trained. “Someone who does not have the training will not be allowed to operate that piece of equipment,” he said. “Our intent is to try and get as many people trained as possible. There will be some people initially trained to make sure they can operate it safely.” Miller said the city will need to transport items more than projected by Perello, so purchasing a transport device makes sense. During public comments, Ray Blattel said a Capital Improvement Plan (CIP) was considered for the wastewater department when they considered a rate increase. “This plan covered the five-year period from 2017-2018 to 2021-2022,” he said. “On page 54 of this plan, it lists a crane truck for $34,000. On page 58 of this same plan, the crane truck is again listed for $102,000, which happens to be three times the $34,000. This leads one to believe the CIP included plans for the purchase of four crane trucks with a $34,000 unit price. Now we see the plan to purchase a new Crane truck for a little over $232,000, assuming the Measure E tax hike is applicable. The CIP report says a new crane truck, singular. If four crane trucks are being purchased via this proposal, the unit price will be over $58,000 each. The cost increase will be 71 percent, which is much more than inflation, and $34,000 seems too little, even for 2017-2018. If only one is being purchased now for $232,000, this seems like way too much.” Miller said the crane truck will be used specifically at the wastewater treatment plant to move pieces of equipment, pumps, and valves. “Specific to this, it is not tied to the CIP,” he said. City Manager Alex Nguyen said Blattel refers to the five-year plan, and Nguyen wanted to know if he was referring to a different kind of crane truck. Miller said the truck in question is larger than the ones in the CIP. “It has a larger capacity and the ability to lift a heavier weight and has more range and reach,” he said. “It’s more specific to hard-to-get areas and pieces of equipment within the treatment plant.” Nguyen asked if the city anticipated the truck’s size in the five-year plan. “No, it was not,” Miller said. “When we purchased this particular crane, it was going to minimize or do away with the need to have larger crane trucks to do larger jobs. It makes us more efficient and gives us the ability to do things inhouse.” The item passed unanimously.

Council appoints commission and committee members By Chris Frost chris@tricountysentry.com Oxnard--- City Council members appointed volunteers to serve on Oxnard Boards and Committees, March 2. Oxnard relies on these volunteers to be part of the backbone that makes up a city. These applicants are vetted by the staff and get to work. Andres Paniagua will serve on the Community Relations Commission, the Parks and Recreation Commission will add Dr. Carlo Aaron Puther and Paul Lemos, the Cultural Arts Commission will welcome Javier Gomez, the Planning Commission will add Ronald Arrujeo, and the Measure O Oversight Committee will add Dierdre Frank, Christopher Taccone, Dan Pinedo, Ruby Durias, Angel Garcia, Joe Munoz, Nancy Lindholm, and Leonard Shulman. “There are additional commissions, boards, and committees, what we frequently call CAGS in the city, and there are still openings,” Klima said. “Some of these positions, the council members initiated the nomination process, but we are going through background checks, and those are not yet completed. We will bring those forward in the future. There are still some open positions. You can apply online if you’re interested, and the council members can consider your application.” In council comments, Bert Perello noted that people are still going through a background check, and more people will be named to the committees and commissions. “That’s correct, and they’ll be coming to the next council meeting,” Klima said. Councilman Gabriel Tehran thanked Klima for saying all the names and the council member who nominated them. “We’re recognizing these community volunteers,” he said. “They’re donating their time and volunteering, advising, and evaluating important city matters that are happening at the level of the commission. I want to recognize all of them and thank them for their volunteerism. I like the way Councilman Perello puts it. They don’t even get a cup of coffee. As someone who came from the Parks and Recreation and Community Services Commission, I enjoyed every single minute of that and learned a lot about the city and the way our commissions function and all the great things our commissions have the ability to affect. There are still vacancies if you are interested in volunteering.” The motion passed unanimously.

By Connor Forbes Last week we made Fresh Spring Rolls with shrimp. You may have cooked peel on shrimp (I always do) and then had to unpeel lots of shrimps leaving you with a pile of shrimp shells. You may be thinking nothing about it when you go to throw all these shells away. But what if I told you there was magic in those shells. Magic so easily extracted it would almost be silly to throw the shells away!

ELL that magic my friends, is in the flavor still locked in the shells, simmered with some aromatic veggies and turned into shrimp stock. The shrimp stock can then be used to make shrimp bisque, shrimp paella, gumbo, risotto or used as a substitute when making rice, or any other dish that requires water. The boost of flavor from the shrimp stock took some cous cous I made to another level. This recipe takes less than an hour and will yield around 4-5 cups of stock. Ingredients • 2-2.5 pounds of shrimp shells and tails, cooked or uncooked • 6 cups of water • 1 yellow onion, quartered • 1 shallot • 2 stalks green onion

• 2 tablespoon ginger, coarsely chopped • 6 cloves garlic, coarsely chopped • ½ bunch parsley • 1 tablespoon salt • ½ tablespoon pepper To Cook Combine all the ingredients into a medium sized saucepan. Bring to a boil. Lower heat to a simmer. Simmer

for 45 minutes. Stain out the shells and ingredients so you are left with only liquid. And now you have shrimp stock! Use now or refrigerate for use later. I hope you enjoyed this recipe! NEWS Hamilton sworn in as Fire Chief By Chris Frost chris@tricountysentry.com Oxnard-- Newly appointed Oxnard Fire Chief Alexander Hamilton took his oath of office during the March 3 meeting and will continue to serve the city.

AMILTON has been serving as interim chief since August 27, 2020, and succeeded Former Chief Darwin Base, who retired from the force, August 31. Hamilton has been applauded for his leadership skills and began his Oxnard Fire Department career in 2005. City Clerk Rose Chaparro administered the oath, followed by a warm ovation from the council and staff. Following his oath, Hamilton told the audience that City Manager Alex Nguyen gave him some great advice. “Don’t forget to enjoy this,” Hamilton said. “In these Covid times, council chambers are essentially empty, and I know a lot of people would have liked to be here.” He expressed his gratitude for being selected as chief. “Since the day I started with the Oxnard Fire Department, I truly feel like I’ve found my calling,” he said. “I think it was Mark Twain that once said do what you love, and you’ll never work a day in your life. I won’t say it never felt like work; there are some long days working for the Oxnard Fire Department, but the months and years have gone quickly, and I genuinely love serving this community. Being appointed fire chief is genuinely an honor.” He’s been told it’s lonely at the top, and when difficult decisions need to be made, Hamilton understands why people might say this. “Since taking over as the interim chief last September, there has been nothing but support from this council, fellow department heads, our operational area partners, and our own personnel,” he said. I’m now part of a much larger team, and everyone has taken me in.” He thanked the council and

residents for giving the fire department so much support. “To our City Manager Alex Nguyen, the support you have shown me, you have been incredible,” he said. “I look forward to continuing to work with you. I’m filled with pride to lead this organization. The men and women at the Oxnard Fire Department do incredible things every single day. These are the people who have helped and guided me to become the leader that I am. I continued to learn from and be humbled by our personnel. As a team, we will continue to strive to provide the best possible service to our residents and visitors.” He thanked his family and said without them; he would not have accomplished anything. “My family is my strongest support network and have made huge sacrifices for my career,” he said. “I love you.” Pasadena Retired Interim Fire Chief Bryan Frieders spent 31 years in the fire service and EMS, and he’s grateful to speak to the public about Alex Hamilton. “You refer to him as Alexander, but he is Alex to me,” Frieders said. “In the fire service, to find someone who represents every tenet of leadership that we try to teach, and it is indeed a rarity. I am so grateful that the City of Oxnard has recognized someone like Alex Hamilton, who could care less about himself and

cares more about everybody else. The people who live in Oxnard and the firefighters that he will now command.” During council comments, Bert Perello congratulated Hamilton and his family on his new position. “Your recent activity on behalf of the City of Oxnard and the residents of Oxnard has come under some pretty strong fire,” he said. “We need these kinds of leaders. The

previous chiefs that have been here before, the things you’ve learned and things you bring to the table, and I must tell you, the first time I heard you talk; I don’t think I’ll forget that. The comment that was made (about Hamilton and his ability to lead) without regard to jurisdiction, I hope other people heard this and it sunk in.” Councilwoman Vianey Lopez appreciates the work he has been doing. “We are in the middle of Covid, and I did get to see your interaction and presence in the community to serve and meet the need of the community during this pandemic,” he said. Councilwoman Gabriela Basua looks forward to working with Hamilton and his department. “I appreciate all the work you’ve done so far to keep Oxnard safe,” Basua said. “I also thank your family for sharing you with us. on November 3, 2020, and created a 1.5 cent local sales tax increase that goes into effect, April 1. Nguyen and his staff are looking at creating a high-functioning city that can keep moving forward into the future. He pointed out that each budget will be the city’s policy statement for each fiscal year, and each budget sets what the council will invest for those efforts. Nguyen acknowledged that people have been critical of the “Join the Conversation” survey conducted in the city, but he pointed out the survey has been cumulative. “As all surveys go, we do the best we can and we reach as many people as we can, and yes, we started the survey with a series of questions which we gleaned what we learned and what we are aware of that’s working at city hall and throughout the community,” he said. “The survey has to start somewhere, and you are not going to start a survey with a blank page because you’ll end up with more ideas than we saw in the most recent survey.” Nguyen reminded the council that it needs to make city hall into a highfunctioning organization to deliver the services it needs and restore the programs and services, which has been lost due to budget cutbacks. “Because we’re looking outward to the next five years, we want to be open and aspire to add a few investments that will make Oxnard a better place for all of us,” he said. “This is a priorities list for only a five-year window. If we try to address everybody’s wants and needs, this would be more than 1,000 items long.” Once the city sets its priorities, when the city’s budget season arrives, the priorities get reflected in each budget. “When we’re recommending programs, services, or organizational needs, they should be measurable, and we understand what the outcomes are and how long it would take to ramp up,” he said. “We need to make sure it aligns with what we told the public how we would use

Measure E. All of that helps us hold each other accountable.” Nguyen said the city received hundreds of comments which are varied, divergent, conflicting, and opposing. Mayor Pro Tem Bryan MacDonald commented the city did not turn its back on the Slag Heap, Ormond Beach, or Halaco. “We are in discussions with a variety of people, including the EPA (Environmental Protection Agency) and other stakeholders trying to move forward towards a resolution for this issue,” he said. “I’d like to give a lot more detail, but these discussions are very sensitive at this point. We’re dealing with private property. There are two groups of owners with five parcels.” Councilman Bert Perello said the council should share what’s going on financially with the city with the public. “There is a perception that the city has won the lottery,” he said. “The reality is that is not the situation,” he said. Nguyen said Measure E gives the city a significant financial bump, but Measure N, which voters passed, requires the city to improve its roads and costs a lot of money. “Soon, the council will have to make choices about whether to spend a large chunk of money each year, mostly on roads, or risk losing Measure O, or spending the money on a variety of needs across the city,” he said. Councilman Oscar Madrigal agrees with Perello and said the city is not out of the woods financially. “There will be a lot of good done at this meeting,” he said. “I want a clear set of rules because we had a similar exercise for downtown. At the last minute, there were changes, and nobody was a winner.” Nguyen reviewed economic development and business retention, starting with renovating Fourth Street between downtown and the train station, training residents for employment in the city through the Employee Pipeline, attract new businesses, and creating a Zocalo in

South Oxnard. “I’m hoping to have a robust policy discussion,” he said about the city’s preferences about economic development, business retention, and expansion. “I want your individual perspectives and your collective negotiation, discussion, deliberation, and wisdom to land on an agreement.” Mayor John Zaragoza said the city needs to work with downtown, develop new businesses, retain its current businesses, renovate the downtown train station, and connect it with downtown. “I think the creation of a Zocalo in South Oxnard is the foundation of creating new businesses in downtown,” he said. “This is an opportunity to invest in new businesses, create new jobs, and bring up the South Oxnard community. I like all five items that were shared by the community.” Council Member Vianey Lopez wanted to discuss renovating Fourth Street and its connection to the Zocalo. “It covers our intention as a whole to improve our business retention and expansion,” she said. “If we’re going to name any area in particular; I think we would be remiss if we didn’t talk about some of the other streets that connect to downtown, such as Fifth Street, Seventh Street that connects to Heritage Square, Oxnard Boulevard, and the Saviers Road Corridor that can support the Zocalo.” Councilman Gabe Tehran ranked the ideas, and his number one item is business retention and expansion. “I made my number two, train and prepare residents for employment,” he said. “For the third one, I put to create the Zocalo in South Oxnard. Or, at least, continue discussions on that because of how much work that has to happen. The community has expressed interest and has been on board with that. I see a huge benefit in renovating Fourth Street as a corridor between downtown and the Oxnard Transportation Center. There’s a lot of good that can come from that, especially with our long-term vision for our downtown area. Last, I say focus on new business attraction.”

Councilwoman Gabriela Basua agrees with Tehran and said business retention and expansion is her number one priority. “With new business attraction, if we can’t keep the businesses we have, we’re not going to attract anybody,” Basua said. “If we can’t change who we are as a business community, we should have to worry about it more.” She also wants to see South Oxnard be reborn over the next five years. “Like my council colleague, Vianey Lopez, said, Hueneme Road has been neglected,” Basua said. “I drive by it every single day. It’s something that we need to focus on and put in an effort.” She agrees with training residents for employment, as she wants them to stay local. “That should always be a priority,” she said. “With Fourth Street between downtown and the train station, we need to focus on what our city is going to look like in the next few years with some of our cars going electric and us pushing into the green area. We need to start investing in ways that we can get around, but ways that we can be consistent with the train and bus stations and other forms of transportation that are not cars.” Basua proposed adding Hueneme and Saviers Road as a sixth priority. Madrigal made his top priority training employees for employment at local businesses his number one priority. “Having a job goes a long way, and having a good-paying job goes a very long way,” he said. “This is something that we need to focus on in the city as a whole. Number two, I’d put the focus on business retention and expansion. We need to focus on who’s here. It’s like anything else. I’m applying for a new job; I look around. If I have an interview and hear negative things about that company, it’s not going to make me want to work there. Businesses talk to other businesses.” From there, he focused on new business attraction, developing Fourth Street and the Zocalo. “The reason why I have the Zocalo last is that I see the Zocalo

as the cherry on top,” he said. “We have some work to do on Saviers, and it’s been neglected for years. Having a Zocalo, it’s going to be easy for Oxnard to say, we just gave you the Zocalo. Realistically, we’re not meeting the residents’ needs. There’s a lot of work that needs to be done in South Oxnard. I see the Zocalo as the cherry on top, and ultimately, that’s going to be more than five years. If we really want to do something for South Oxnard, it’s going to be over a decade of work.” Before Fourth Street, he said downtown Oxnard needs housing first. “That’s going to be key,” he said. “If not, redoing Fourth Street is going to be like redoing the movie theatre.” Perello doesn’t know why his district offered more feedback, and when he first heard about the Zocalo, he didn’t know what it was, and people who haven’t been to Mexico, central or south America may not know either. “If we can explain what this will do and how it will affect the community, we may get more buy-in on this,” he said. “The comments that have been made in respect to Hueneme and Saviers roads, those are fair, open, and honest comments, and if I lived in South Oxnard, I’d be raising hell about it. I can’t forget specifically about Hueneme Road. That’s private property. I don’t know what the city owns down there to bring in major development. When we look at business retention and expansion, that’s important. But when you look at number three on the list, prepare and train employees for employment through the employee pipeline. There’s been a tremendous effort put in by the city to work with the local community college to train people to be able to take jobs in areas that would not just help the employers. It’s going to help a person have a little more money in their pocket and have a better situation for and have benefits (insurance) for the job they are able to take now and improve their quality of life and their family.” This story will continue on March 12.

Ormond Beach, and it’s awesome to see people take off their shoes and wade through some shallow water to keep moving forward and cleaning. There are some tough things too, as there are people in the area, I’m told, that destroy the natural habitat. Since the five-year priorities have money set aside to help people who don’t have homes, let’s hope that City Manager Alex Nguyen and the city

staff develop a plan that will help people who are service resistant. The city is also working on a plan to address some roads and alleys, especially the alleys, which are in rough shape. I know some people don’t like this plan, or anything that Nguyen does, which leads me to believe those same people prefer chaos and discord. Several months ago, I wrote an editorial about a

political candidate who violated the fair political practices law, even though the candidate knew them. I got emails from people saying this has been going on forever. Creating chaos makes people feel superior because they point it out. Let Nguyen work his plan, people. If he fails, and you don’t like how things work out, point it out and don’t strike it down before the fact.

Oh well, I guess I’ll tell the J-Train to get my slippers, prepare the shopping list for her next trip to the grocery store, and since I am lying my rear off, I’ll have her bake me a cake. What a concept, editorial comments about a city laced with a little bit of silliness. Think about it, do you really expect anything different from me? Remember, I am a little different.

Friends of Ormond Beach Founder Christine Zubko said her grassroots organization protects Ormond Beach and its endangered species. “The goal today is to get out all of the trash that was pushed out by the last rain,” she said. “Solo volunteer efforts by Port Hueneme Mayor Steven Gama and his crew and also Surfrider was able to pick up and stage trash on the beach, but couldn’t necessarily haul it back because it was too heavy.” The Western Snowy Plover season began March 1, she said, and the trash needs to get off the beach before breeding and nesting season begins. “Once that happens, activity on the beach is super limited, and we’re not going to be able to bring in a front loader like we can today and also a rollout,” Zubko said. The friends started in 2019 as a cry-out. “The homeless were living in the dunes (at Ormond Beach), and through lots of efforts, volunteerism, and lots of emails to people, we were able to convince the City of Oxnard that this is not okay,” she said. “It goes against their city ordinance 2906, which says nobody should be in the dunes. What they ended up doing is that a lot of those folks ended up moving over to the slag pile, which

is owned privately by two or three different owners who are nonresponsive.” She’s hoping for a permanent place to help the homeless people living on the Slag Pile. “Several of these individuals are very service resistant,” she said. “Through the CARES ACT, the City of Oxnard will be offering these folks some permanent housing. If they don’t take it, they’re going to be here, and I’m told that evictions will start in June.” Zubko said the lagoon has a large amount of human enterococcus bacteria. “It has been identified as human and not from wildlife,” she said. “They’re supposed to be keeping that lagoon protected because there is a protected fish there. The trash that gets onto the dunes affects the breeding and nesting habits of the Western Snowy Plover, which is protected.” There are also stoves and grills on the beach, she said, which is forbidden. “We don’t want to set fire to this habitat area,” she said. “We have reports of the homeless dismantling signs from the Ventura Autobahn Society, which says this is a protected area. They’re also breaking the monitoring equipment put out by the Autobahn Society, that is monitoring nesting taking place on the sand dunes.” She’s cleaned a lot of disturbing items.

“We’ve seen bottles of urine,” she said. “I’ve seen people who have touched the lagoon water and come up with awful nail fungus. I’ve seen mattresses, headboards, lots of spray cans, and microplastics. I was really bothered when I saw a shovel in the dunes in the area where it breaches. Someone was trying to get the lagoon to breach earlier than it naturally breaches by digging a trench.” Zubko hopes that Oxnard City Manager Alex Nguyen puts Ormond Beach on the city’s fiveyear priority plan. “The amount of trash that’s coming in through the waterways is mind-boggling,” Zubko said. Gama said they’ve been cleaning up Ormond Beach for 4.5 years. “Oftentimes, we cross over the border to Oxnard to take care of the Ormond Beach lagoon because whatever rubbish is out there, it can wash up on the beaches in Hueneme,” she said. “This is a milestone event today because we have the City of Oxnard finally partnering with us. They’re going to reimburse employees from the City of Port Hueneme for moving dumpsters down the beach. We’re going way down the beach and filling up six or seven dumpsters.” Isavel Ayala, the founding member of Coastal Keepers, focuses on environmental activism and justice within the Port Hueneme and Oxnard communities, and they have committed themselves

We share the beach, and we all have an interest in protecting our coastal area. This is a great opportunity and will bring more residents out.” She has fond memories of Ormond Beach growing up. “Every summer, I didn’t go to elementary school when we had vacation; my mom would be taking care of me, my brother, sister, and my nephew,” she said. “Her way to get us out of her head was getting us out of the house. We would walk from our house down Ventura Road until we got to the beach. It was her way of getting us moving.” Councilwoman Gabriela Basua was the driving force behind the joint effort between the two cities, but she said it couldn’t happen with Mayor John Zaragoza’s support. “There’s a lot of people out here,” she said. “My parents used to bring us here, but we were not allowed in the water. They would get us Kentucky Fried Chicken, and we would sit out there in the pasture, and we would eat.” The compromised area has always concerned Lopez and Basua. “It’s something that we need to work at and continue to do more of these cleanups,” Basua said.

You still need to register for your appointment, and our staff is available to help. This is available Monday through Friday between 10 a.m. and 5 p.m.” The county is in the tier for adults age 65 and up, health workers, and front line workers. “This information is available on our website and across social

I love being able to do something that I did a lot when I was in high school and reconnect with some of the staff who are here

That requires them to be out from work, but the associated requirement for colleagues who had to quarantine because of positive testing also hinders our work efforts. It makes our staff in certain divisions light and thin.” He’s trying to minimize situations where the staff interacts with the public. “Added to those precautions, we’ve also made a concerted effort to repurpose our recreation staff and also our library staff to support Covid-19 efforts,” he said. “Especially the food distributions that have gone on throughout the year. We have repurposed 80 of our staff to support the food distribution centers across the city. We’ve also utilized 36 of our staff to man the various Covid-19 testing sites across the city. “We’ve put up to 14 of our staff providing support at our vaccination sites.”

A Social Security perk for older parents Dear Savvy Senior, I’ve been told that my two children, ages 14 and 16, may be eligible for Social Security when I file for my retirement benefits. If you’re age 62 or older and are still raising young children, there’s a Social Security benefit strategy that can put some extra money in your family coffers. Here’s how it works. When you file for Social Security retirement benefits, your minor children can get money on your work re-

cord equaling half of what you would receive at full retirement age, now gradually rising from 66 to 67. Even if you were to take a smaller benefit by claiming earlier, your kids will still get half of your full-retirement age amount. To qualify, your daughter— whether she’s biological, adopted or a stepdaughter—must be unmarried and under age 18. Kids that are over 18 but still in high school, can collect too until they graduate or turn 19, whichever comes first. (Other rules apply to kids that are disabled.) But that’s not all. Because one of your children is only 14, your wife (if you’re married) can collect Social Security benefits on your work record too, and it doesn’t matter if she’s just 40 years old. The minimum

age requirements to collect retirement benefits (62) or survivor benefits (60) does not apply when it comes to collecting benefits as the caregiver of a young child. The spouse’s benefit, which is also worth up to half of your benefit, will stop when your daughter turns 16. But note that there are limits to the amount of money that can be paid to a family. The Social Security “family maximum payment” is determined by a complex formula and can range from 150 to 180 percent of your full retirement benefit amount. If the total exceeds that, each person’s benefit, except yours, is cut proportionately until it equals the maximum. Here’s an example of how that’s figured. Let’s say, for example,

that your full retirement age benefit is $2,400 per month. That would make your family maximum benefit (according to the Social Security formula atSSA. gov/oact/cola/familymax.html) roughly $4,200 per month. Subtract your $2,400 benefit from the $4,200 family maximum benefit, which leaves $1,800. That’s the monthly amount that can be split between your two children—$900 each. If your wife wants in on it too, the individual checks are smaller, at $600 a piece, but the family amount is the same. You should also know that minor children can collect up to half of a disabled parent’s Social Security disability benefit. And if the parent dies, they will get a survivor’s benefit, which is up to

One Caveat Social Security benefits for your kids may not be available before full retirement age if you are still working. In 2021, you will lose $1 in benefits for every $2 earned over $18,960, except in the year you reach full retirement age. In that case, the earnings limit is $50,520, with $1 in benefits withheld for every $3 earned over the limit. If you lose your benefits, your dependents also lose theirs. You can recoup those payments later, but your kids can’t.

Suspect arrested shortly after carjacking Oxnard--On February 26, at about 11:01 p.m., officers were dispatched to a carjacking that just occurred in the area of Canterbury Way and C Street. The victim reported that four suspects approached his vehicle. One suspect pointed a handgun at the victim and demanded property. After the victim handed over several items, the suspects entered the victim’s vehicle and drove away. As officers were on scene conducting the investigation, they

observed the carjacked vehicle traveling northbound on Charles Street. Officers conducted a high-risk traffic stop near Pleasant Valley Road and C Street. The vehicle was occupied by the driver, Edwin Garcia, age 20. Officers detained Garcia, and the victim positively identified him as one of the four suspects. Garcia was subsequently arrested for carjacking. During a search, officers located the victim’s wallet on Garcia’s per-

Oxnard-- On Feb 26, at about 9:09 p.m., officers responded to a report of a subject firing a handgun into the air from a vehicle driver’s seat in front of a donut shop in the 100 block of S. Oxnard Blvd. After firing shots, the suspect drove a short distance before pulling into a gas station at First Street and Oxnard Blvd. Responding officers observed a vehicle matching the description parked in front of the gas pumps. Officers conducted a high-risk stop, and the suspect and arrested Alejandro Arroyo. As officers attempted to take Arroyo into custody, a 23-year-old unidentified female accompanying Arroyo interfered with the officers and delayed them in the performance of their duties. As a result, officers arrested the female for the respective misdemeanor charge. While searching the vehicle, officers located a loaded .22 caliber handgun and at least one .22

“NOMADLAND”

Since September of last year when the film won top prizes at both the Venice and Toronto International Film Festivals, it has been clear that Chloe Zhao’s “Nomadland” would dominate awards season. Mind you, awards season itself was in question, with all the delays and compromises that affected all institutions in the last year. But whenever awards season was going to take place, “Nomadland” was going to be there to pounce on it and devour its many accolades.

Editor’s Note: At the Golden Globe Awards on Sunday, Nomadland was announced as the winner of Best Drama and Chloé Zhao won for Best Director. The film was nominated for 4 Golden Globe Awards, including Frances McDormand for Best Actress in a Drama Motion Picture and Zhao for Screenplay in a Drama Motion Picture.

OW the film has opened, both in theaters and streaming on Hulu (try to see it in theaters if you can, though with my work schedule I had to settle for Hulu), and it’s frankly it’s not doing too well at the box office. But I have a feeling that things are going to change this coming weekend with the Golden Globe Awards, and even more in a few weeks when Oscar nominations are announced. People are going to want to see this film that is all over those programs. The film follows Fern (Frances McDormand), a widow from a mining town so economically downtrodden, its zip code was recently decommissioned. Unable to find work and seeing little value in her house, she sets out on a new life living out of her van. It’s no ramshackle operation – she makes it rather homey, given the circumstances – but nobody is going to mistake this thing for a full-scale mobile home. Characters throughout the film debate whether she should be counted as “homeless,” and there’s a good case on both sides of the issue. There’s no one central conflict or storyline to this movie, we’re simply along for the ride with Fern as she bounces around from place to place. Other characters are almost entirely other nomads. There’s David (David Strathairn, much more subtle here than with his usual broad/theatrical roles), who becomes Fern’s boyfriend of sorts, convincing her at one time to move to a small town and become a waitress. Bob (Bob Wells) is the prophetic leader of the nomad community who sees the movement growing as the economy continues to tank. The film is set ten years ago, and one can’t help but wonder how it will fare in this era, maybe even because of this movie. Swankie (a mononymous actress named Swankie) is

a seasoned nomad determined to not let life pass her by. You may have noticed that most of these characters are named for their actors. Fern may very be well be short for Frances (it’s got the consonants in the right order), and there’s a quick mention of a reservation being under M-C-D. As played by McDormand, Fern is a memorable character, but she’s also incredibly relatable. Her van could be parked across the street from your house and you would consider her an unofficial neighbor. There’s no swingingfor-the-fences Oscar baiting here, which ironically is what people respect about the performance and why they want to reward it. McDormand has a Best Actress Oscar all but in the bag at this point, and

it’s worth mentioning that I could also see Strathairn getting into the Best Supporting Actor race and maybe even Swankie for Best Supporting Actress. Not much happens in “Nomadland” besides simple conversations and contemplative looks at scenery. Yet so much passion is put into every scene and shot that it seems like there’s zero fat on this movie. It’s like reading Shakespeare – it’s probably not high on the list of things you “want” to do, but if you push yourself to take it in, you’ll appreciate its brilliance. Grade: B NOTE: The film’s R rating for “some

full nudity” is a joke. There’s about three seconds where Fern bathes in a lake. I highly doubt that any kid who can handle a PG-13, heck, PG movie can’t handle this scene. While I don’t realistically see many kids clamoring to see this movie, I don’t think it should be disqualified from family viewing based strictly on its rating. “Nomadland” is playing in theaters and available for streaming on Hulu.
